Dhaka, Nov 14 (bdnews24.com) – BNP central office reopened at 10:20am Wednesday after a 10-month shutdown since imposition of the emergency rule with Dhaka city unit leaders Sadeque Hossain Khoka and Abdus Salam first to enter the Naya Paltan headquarters.

Acting secretary general Hafizuddin walked into the head office at 10:52am amid cheers by party adherents. Acting chief M Saifur Rahman arrived at 11:40am and was greeted by the slogan-chanting leaders and workers.

"We have come to our own office for work, not to take its possession," said Saifur to reporters, "I'm only doing my part in the absence of Khaleda Zia."

Hafiz said, "We call upon the minority dissidents to merge with us and bolster BNP solidarity."

Anticipating the reopening, hundreds of the party leaders and workers thronged the office premises since early morning, grinding traffic almost to a halt in the bustling Paltan and adjacent Motijheel.

Up to 400 police personnel and plainclothes policemen were deployed in Naya Paltan prior to the reopening of the BNP headquarters.

Salam, general secretary of BNP's metropolitan unit, told bdnews24.com that their office had remained closed for long due to misunderstanding among the party men.

Now they would use the office as before as a united political front, he added.

You have  wisely summed up the main reason for political degradation within the country; and unfortunately the same formulae is still being adopted and will probably continue-- unless there is really a drastic change within the Party, the Voters' and finally the Candidates elected--- you deserve our congratulations.
Having said that, I now  answer your question indicated below;last paragraph:- "In what democratic way could Mr.Y avoid elimination?"
Straight answer is - Mr.Y cannot avoid elimination--but in being eliminated he will set up an example for others-- if all, gradually follow n suit,  who will Mr.X be left with- you need people to form a party.
Secondly, do you think Mr.X will remain happy eliminating Mr.Y- after elimination , Mr.Y may join another party that would be Mr.X's political rival during election.
Thirdly, there is the media, wherein ,Mr.Y can write about formulating good system which will create public awareness- and as long as the articles are not directed against Mr.X or party - he is remain out of harms way.
Financially Mr.Y might face difficulties or he may not get the right cherished "position"- but he will doing himself and the country a great favour. If all party members would do this future would be bright and we shall get good governance.
 
What is you opinion???? And yes I would like Cyrus.Z. Kazi to post his opinion too.

Eventually, Mr. Y gets eliminated with or without some other colleagues.
 
Question: Assuming everyone is cautious and keeps silence to avoid anger from Mr. X, in what democratic way Mr. Y could avoid elimination?

They are the real enemies of the country and we need to bring them to justice for their unconscionable lifestyle (deceiving people with beard and outward sunnah appearance), corruption, abuse of power, hypocrisy and moral political bankruptcies, right?

I only thank to Allah for the fact that only 17 MPs were elected from this pseudo-Islamic and pseudo-religious party.

Detained former prime minister Khaleda Zia yesterday served a legal notice on the Election Commission (EC) asking it to withdraw, rescind or cancel within 48 hours its letter inviting Maj (retd) Hafizuddin Ahmed of BNP for electoral reform talks.

The notice served through Khaleda's lawyer said if the EC fails to do so, he (lawyer) has instructions from her "to go for appropriate legal actions, if deemed necessary."

The EC on October 5 issued a letter inviting Hafizuddin as BNP representative for the November 22 dialogue with it on electoral reforms.

Khaleda's lawyer barrister Mohammad Nawshad Zamir, in the notice, alleged that the EC's letter was issued violating "the BNP constitution in a manner which is illegal, malafide and without lawful jurisdiction."

The legal notice has been served on the EC represented by the chief election commissioner and election commissioners, Chief Election Commissioner Dr ATM Shamsul Huda, election commissioners Brig Gen (retd) M Shakhawat Hossain and Sohul Hossain, the EC secretary and the state represented by the principal secretary to the chief adviser.

It said that according to BNP constitution, the chairperson is the only elected person in the party, and has the exclusive authority and power to expel or nominate anybody as secretary general of the party.

BNP Chairperson Khaleda Zia, exercising her power as per party constitution appointed Khandaker Delwar Hossain secretary general, expelling Abdul Mannan Bhuiyan from the party on September 2, a day before she was arrested in connection with Gatco graft case.

And the EC was informed of Khaleda's decision through letters from BNP's Office Secretary Rizvi Ahmed on September 5 and 24, the notice mentioned.

It also said that the letters also requested the EC to communicate with BNP's new Secretary General Khandaker Delwar for the proposed dialogue or any other matters concerning BNP. In the absence of the BNP chairperson, the secretary general is the only legitimate representative of the party for the dialogue, it stressed.

Despite this, hurried issuance of letter to Hafizuddin to represent BNP in the dialogue with the EC was intended to subvert the process of law, the notice said.

It mentioned that in defence of issuing letter to Hafizuddin, the EC has made the plea of doctrine of necessity, which is totally inappropriate and inapplicable in the present case.

The legal notice referred to a November 4 writ petition filed with the High Court (HC), which issued a rule on the EC and the government to show cause within two weeks as to why they should not be directed to invite the legitimate BNP officials for dialogue.

It pointed out that just a day after issuance of the HC rule, the EC dispatched a letter inviting Hafiz, acting secretary general appointed by a BNP standing committee meeting on October 29.

 They way you have replied  to the  objections raised by Shamim choudhury and Rumi ahmed is like that of politicians.
 
You have not given answers of the objections raised by them.
 
Rather you have utilized the opportunity nicely  to make publicity of   your organization . We all know that good words are written in the  papers.
 
 We judge people by their friends .   We get your write up in two  papers that are the collaborator of the conspirators in  the name of reform.
 
We  know reform is persuasion, not imposition. but you people supporting the e imposition by this  CTG in the name of reform.
 
 
 And  we are seeing the result of   such reform, use of shoes , use of cadre to capture the office of political party.
 
 
We are seeing that papers were writing against saifur  and now supporting the faction of BNP led by saifur rahman.

I was deeply shocked and saddened by the baseless and vicious personal attacks both Messrs Shamim Chowdhury and Rumi Ahmed recently made against me and the distinguished citizens associated with Shujan using the space of your site. As any neutral observer of Shujan's activities of the last few years would attest, their hateful assertions are untrue, unfair and totally uncalled for. Ironically, in their diatribe they used the same language as did Mr. Matiur Rahman Nizami who called us conspirators last year. 
 
Messrs Chowdhury and Ahmed have every right to disagree with me or others like Professor Muzaffer Ahmed, Shujan's President and express vinnomot. We even could have benefitted from their opinions but unfortunately they chose personal vilification and slander which were totally unnecessary. I hope these two young friends -- I suspect that they are not as old as us -- will come to realize that such name calling makes them, us and  Vinnomot look small and cheap. It belittles us all, hurts everyone's self respect and ultimately serves no cause. 
 
I take this opportunity to respectfully request you, as the Moderator of this site, to stop such meanness and promote civility and meaningful debates on issues of importance so that Vinnomot can truly become a melting pot of alternative opinions, which is your stated goal. As we all know, intolerance, hate, viciousness and vilification may serve the primal instincts of some, but they obscure the issues and serve no useful purpose at the end.

In the process, it has become a large, decentralised network of committed individuals from the capital city down to the villages. Shujan is not an NGO supported by donors; rather, it is a volunteer-based movement in which citizens themselves invest both their time and money to carry forward its work.
 
A Relentless Voice for Reforms
 
Shujan has pioneered and championed a comprehensive package of reforms addressing the electoral process, the Election Commission and political parties. As directed by the Bangladesh Supreme Court, the creation of an "Electoral Roll Database" is the most dependable and cost-effective way to manage updates on an ongoing basis. Shujan has completed the basic task of converting the existing electoral roll prepared in 2000 into an online database and thus created the template for an error-free electoral roll for the coming elections. The database incorporates a search protocol and potentially can allow continuous updates and elimination of duplicate names.
 
Creating Candidate Profiles
 
In addition to reforms, clean governance requires the nomination of honest and competent candidates by political parties and thereby offering meaningful choices to voters. It also requires the disclosure of candidates' antecedents in order to allow voters to make informed decisions in the polling booths. Shujan has not only become the strongest advocate for reforming the nomination process and disclosing candidates' backgrounds, it has also taken effective steps â€" including constructing a website and creating a volunteer network to distribute information about candidates among the voting public â€" in order to keep politicians honest and their activities transparent. In reiterating that the Election Commission made the right decision in inviting the controversially appointed secretary general of the Bangladesh Nationalist Party, Hafiz Uddin Ahmed, to its reforms dialogue with the political parties, the chief election commissioner, ATM Shamsul Huda, has surely mired himself in further controversy. There is little scope for debate that Hafiz's appointment as the secretary general and Saifur Rahman's as the acting chairman of the BNP came under dubious circumstances. That the 'standing committee meeting', which confirmed their appointments, was orchestrated by the military-driven interim government, was also evident, given media reports that many a committee members had been escorted to the meeting by members of the state's intelligence agencies. One senior member of the committee even told the media that his presence at the meeting was sought under false pretences. All of this falls in line with the current administration's agenda of political restructuring evidenced time and again by a series of actions to this effect since it took over in January this year.
   Worryingly still, the Election Commission, which is supposed to be a quasi-judicial body, seems to have become complicit with the government's agenda by rubberstamping the decision of the dubious standing committee meeting. It is a travesty not only of justice but also the promise the commission made that it would make the decision on who should represent the BNP at the dialogue upon a close scrutiny of the BNP constitution, which specifies that only the chairperson can convene a meeting of the standing committee and also appoint the party's secretary general. While the commission may have been entitled to the benefit of doubt over its first mistake in choosing the Saifur-Hafiz faction as representative of the BNP mainstream, its attempt at justifying the decision certainly makes it guilty of committing a crime of political nature.
   Moreover, the chief election commissioner has invoked the 'doctrine of necessity' to justify the commission's decision. The question is: Whose necessity is the commission talking about? The 'doctrine of necessity' is historically associated with authoritarian rulers who would use 'the well-being of the people' as a convenient excuse to defend typically anti-people actions. Will it then be too far-fetched to conclude that the commission may well be serving the necessity of an unelected government that is attempting to impose a pliable leadership on a political party, replacing recalcitrant leaders who did not serve such necessities?
   Our concern is that the chief election commissioner may have exposed himself and the commission to a serious political controversy, raising doubts about its neutrality, which it is constitutionally ordained to maintain. The efforts by the chief election commissioner to toe the government's line will lead to a people's movement demanding his resignation or removal for the sake of credible elections to the ninth Jatiya Sangsad as and when the state of emergency is withdrawn.

   Moreover, the chief election commissioner has invoked the 'doctrine of necessity' to justify the commission's decision. The question is: Whose necessity is the commission talking about? The 'doctrine of necessity' is historically associated with authoritarian rulers who would use 'the well-being of the people' as a convenient excuse to defend typically anti-people actions. Will it then be too far-fetched to conclude that the commission may well be serving the necessity of an unelected government that is attempting to impose a pliable leadership on a political party, replacing recalcitrant leaders who did not serve such necessities?
   Our concern is that the chief election commissioner may have exposed himself and the commission to a serious political controversy, raising doubts about its neutrality, which it is constitutionally ordained to maintain. The efforts by the chief election commissioner to toe the government's line will lead to a people's movement demanding his resignation or removal for the sake of credible elections to the ninth Jatiya Sangsad as and when the state of emergency is withdrawn.

[vinnomot] Govt revenue up 22 percent in 4 months in Bangladesh


Revenue collection in the country has soared during the first four months of the current financial year, up 22 percent from the same period a year earlier.

Revenue growth during the same period of previous year was 7.58 percent, according to NBR statistics.

A total of Tk 12,373 crore revenue was collected during July to October, against Tk 10,156 crore during the same period of the previous fiscal.

Growth in income tax collection during July-October was highest, up 45 percent from that of last year.

A total of Tk 2,530 crore was collected as income tax against previous fiscal's Tk 1,747 crore during the period.

NBR data shows that Tk 2699 crore has been collected as customs duty, with an increase of 10 percent. Earnings from customs during the same period last year was Tk 2456 crore.

NBR sources said the positive growth is an outcome of the government's ongoing anti-corruption drive as wealthy people are now paying more income taxes than before due to the changing scenario.

The CPP Chairman vehemently stressed and said that the Army and General Musharraf, who are ruling this country on one pretext or the others for almost 35 years out of 60 years since independence of Pakistan from British Empire in 1947, has now in fact lost the credibility in the eyes of the down trodden and poor masses of Pakistan.
They are now ruling the country with the help of elites and those politicians, who are in fact traders and 'turn coats' politicians, for whom people have no respect for them at all.
The turn coats politicians like the President Pakistan Muslim League Chaudhry Shujaat Hussain, Federal Minister Sheikh Rashid Ahmad and others, who are supporting Military regimes and General Musharraf are warning the public that if the Supreme Court gives an anti judgment concerning the controversial Presidential election of General Musharraf, martial law or emergency would be imposed in Pakistan.
In fact by such like statements, they want to pressurize the Supreme Court of Pakistan for deciding the Musharraf's case in his favour keeping the law of necessity. It is a message to Supreme Court by them not to decide the Justice (Retd) Wajid-ud-din Ahmad petition's against General Musharraf on merits.
CPP fully supports the armed struggle launched by the communists in various countries of the world. Engineer Jameel said that the arms struggle by the communists in Nepal against the monarchy is near to end now and the communists will soon over throw the monarchy for ever in Nepal.

REAL TARGET NUCLEAR PROGRAM OF PAKISTAN?

There was a time not very long ago when �transportation� of criminals from petty thieves to murders, was frequent to the British Colony in America now known as United States. The US joined the WWII right at the very end but if you see Hollywood movies one feel as if they librated the whole World. That mentality Hollywood is still continued even today. Some of the US publications and writers have started a campaign against Pakistan and its nuclear program.  The US writers and journalists must read history of the people of this region, which is much older than 60 years. They must understand that people of Pakistan have thousands of year�s glorious history and civilisations behind them. People of Pakistan have no history of genocide, slavery and criminality.
 
Pakistan is a responsible nuclear state and they know how to defend its assets. On the other hand US must review its policy of leaving Pakistan in the lurch and join the enemies of Pakistan. I must say those who signed the one-sided CETO and CENTO agreements must be hanged for treason and those who are jumping by becoming a non-NATO ally must be imprisoned. This membership does not worth more than leisure centre membership. They think every thing they say is gospel. US must come out of its criminal past because its policies always back fire and hurt innocent Americans. Though British Empire has shrunken yet they are smart and clever.
 
 
A British think tank International Institute of Strategic Studies (IISS) published a dossier about the Dr AQ Khan and nuclear proliferation. I mentioned to Mark Fitzpatrick before the launch that word �dossier� is associated with lies, deception and dodgy in the context of Iraqi Weapons of Mass Destructions (WMDs). I told him that more than 170 British companies were involved in the Iraqi chemical and biological weapons program according to Channel 4. When journalist presented the list of the companies supplied chemical and biological material to Saddam Hussein regime to Ministry of Defence, the response was something like �list is correct�.  The moral of the story is that people don�t trust the dodgy dossiers and biased reports. 
 
I asked Dr John Chipman director general of the IISS and Mark Fitzpatrick editor of dossier Nuclear Black Markets: Pakistan, AQ Khan and the rise of proliferation networks, in the Q&A: (a) Is there any nuclear program in the world, in which human and material proliferations were not involved? (b) your report seems unfair because you have not mentioned anything about the Israeli nuclear program, proliferation and illegal assistance by the US and Western countries.? Two paragraphs about Israeli Nuclear program in 176-page document. (c) What national and international law Dr A Q Khan has violated and what should be his punishment.
 
Mark Fitzpatrick agreed that there is no nuclear program in the world where proliferation did not happened; US program was based on proliferation i.e. technical and material knowledge of the German Nazi scientist.  He agreed that Israelis were involved in proliferation in a round about way. He stated that Israeli program was assisted by the states than private individuals. It is like saying if an individual is involved in terrorism he or she should brought to justice but if a state is involved in state terrorism that�s OK.
 
According to my knowledge Dr Khan has not violated any national or international law. He could be charged with smuggling or illegal trading like British use to trade in drugs (opium) with China in the past. We should not make a moral issue of things, which are strategic or related to security of small insecure countries.
 
If Israel who is not NPT signatory can be allowed to have nuclear weapons and program because it is �surrounded by hostile neighbours� why cant Iran who is NPT signatory allowed to have a peaceful nuclear program under IAEA safe guards. What is the point on signing NPT when one cannot benefit of it? I think its time that NPT should be reviewed if it is not serving the purpose.
 
J Wilkerson former chief of staff of Colin Powel said something like, �what we know now is that sources of the intelligence on Iraqi WMDS were not credible and Colin Powel was probably misled and deliberately sent to the UN Security Council with false or half true information. The name �Chelabi� an Iraqi exile seems central to most of the information US had on biological, chemical and nuclear programs.
 
In the current scenario Benazir Bhutto is doing exactly what Chelabi did. She is misleading the westerns by saying something like that �mullahs� are going to take control of �Pakistani Nukes� as if they are lying in some fruit market. One doesn�t expect these types of irresponsible comments from some one who has been Prime Minister twice. Pakistanis are smart enough to look after their nuclear assets. It seems Benzair Bhutto has commissioned herself with tasks like �de-Islamisation, de-nuclearisation, and de commissioning of Pakistan�s armed forces. 
 
On 25th October 2007 in a joint press conference at No.10 Doweing Street official residence of British Prime Minsiter, with Afghan President Hamid Karzai the British Prime Minsiter Gordon Brown did not answer my question, �British People expect high standards both moraly and integrity from their politicians. Many Pakistanis are asking than why Britain is supporting Benzair Bhutto who created and supprted Taliban and also involved in corrptuion mounting wealth of $2 bilion?
 
People of Pakistan are competent and talented. They don�t need lecturing from outside those who do must have compromised them. A painting in the reception lobby of NASA's flight facility at Wallop Island shows Tipu Sultan�s soldiers launching rockets attacks against the British. He was the first Muslim rocketry warfare hero. The current Pakistani nuclear and missile program seems a revival of the 18th century dream of Tipu Sultan'.
 
The British captured more than 700 rockets and subsystems of 900 rockets in the battle of Turukhanahally in 1799. Tipu Sultan�s army had 27 brigades called Kushoons, and each brigade had a company of rocket men, called Jourks. These rockets had been taken to England by William Congreve and were subjected by the British to what we call "reverse engineering" today.
 
Tipu Sultan was the only ruler in the world who died in the battlefield fighting the enemy according to a French scholar. Tipu Sultan reigned 1782-1799 and died in May 1799, fighting the combined forces of British and collaborators, the Nizam of Hyderabad, and the Marhattas. He lost the battle because of deceit and treachery by collaborators.  Iraqis and Pakistanis have learnt how to deal with occupiers and invaders i.e. �kill the collaborators first�. Pakistanis are keeping close eyes on their collaborators living both in and outside of Pakistan.
 
US must check its own back yard as far as nuclear safety is concerned. Its own pilots have been sacked for flying around with live nuclear warheads for hours and claimed �they thought it was dummy� not very long ago. How irresponsible and dangerous is that?

[Thank you very much-by principles we must allow everybody to speak up with logic and reason--moderator]

To: Moderator, Vinnomot
 
I was deeply shocked and saddened by the baseless and vicious personal attacks both Messrs Shamim Chowdhury and Rumi Ahmed recently made against me and the distinguished citizens associated with Shujan using the space of your site. As any neutral observer of Shujan's activities of the last few years would attest, their hateful assertions are untrue, unfair and totally uncalled for. Ironically, in their diatribe they used the same language as did Mr. Matiur Rahman Nizami who called us conspirators last year. 
 
Messrs Chowdhury and Ahmed have every right to disagree with me or others like Professor Muzaffer Ahmed, Shujan's President and express vinnomot. We even could have benefitted from their opinions but unfortunately they chose personal vilification and slander which were totally unnecessary. I hope these two young friends -- I suspect that they are not as old as us -- will come to realize that such name calling makes them, us and  Vinnomot look small and cheap. It belittles us all, hurts everyone's self respect and ultimately serves no cause. 
 
I take this opportunity to respectfully request you, as the Moderator of this site, to stop such meanness and promote civility and meaningful debates on issues of importance so that Vinnomot can truly become a melting pot of alternative opinions, which is your stated goal. As we all know, intolerance, hate, viciousness and vilification may serve the primal instincts of some, but they obscure the issues and serve no useful purpose at the end. 
 
For the benefit of your readers, I present below some information about Shujan:  

   

SHUJAN– A CITIZENS' INITIATIVE FOR GOOD GOVERNANCE

 

Shujan – Shushanar Janniya Nagorik – made its debut in 2002 as an initiative of a group of concerned citizens of Bangladesh with the purpose of promoting democracy, decentralisation, electoral reforms, clean politics, and accountable governance. As a non-partisan pressure group, it provides an effective platform for people to discover their voices and be heard. Shujan has already achieved solid successes in its priority areas. Its initiatives were recently featured in the 26 December 2006 issue of Time magazine.

 

A Decentralised Network of Committed Citizens

 

 

Since its inception Shujan has mobilised thousands of citizens from all walks of life – citizens who are disenchanted with the present state of Bangladesh's politics and governance. In the process, it has become a large, decentralised network of committed individuals from the capital city down to the villages. Shujan is not an NGO supported by donors; rather, it is a volunteer-based movement in which citizens themselves invest both their time and money to carry forward its work.

 

A Relentless Voice for Reforms

 

Shujan has pioneered and championed a comprehensive package of reforms addressing the electoral process, the Election Commission and political parties. We have articulated these reform issues in popular newspaper articles, workshops, seminars and discussions across the country, and have staged many public events such as marches, human chains etc. With media support, Shujan has launched innovative activities throughout the country, such as "Election Olympiads," "Debates for Democracy," "Candidate Forums," and "Open Budget Meetings." As a result of these and similar initiatives, ideas for reforms and qualitative changes in Bangladesh's politics have caught the people's imagination and become popular demands. Shujan is now planning to hold "People's Dialogue" and "Concerts for Democracy" throughout the country.

 

A Champion for Local Democracy

 

Good governance requires taking government directly to the door steps of the people and creating opportunities for them to effectively participate in the decisions that affect their lives. Thus, Shujan is committed to giving power to the people through strong elected local bodies. Its volunteers have also been involved in mobilising elected leaders of Union Parishads with demands for pro-people, pro-women, decentralised governance.

 

Demystifying the Electoral Roll

 

Thanks to the work of Shujan and a few other organisations, preparing a reliable electoral roll has become the most urgent issue in Bangladesh today. As directed by the Bangladesh Supreme Court, the creation of an "Electoral Roll Database" is the most dependable and cost-effective way to manage updates on an ongoing basis. Shujan has completed the basic task of converting the existing electoral roll prepared in 2000 into an online database and thus created the template for an error-free electoral roll for the coming elections. The database incorporates a search protocol and potentially can allow continuous updates and elimination of duplicate names.

 

Creating Candidate Profiles

 

In addition to reforms, clean governance requires the nomination of honest and competent candidates by political parties and thereby offering meaningful choices to voters. It also requires the disclosure of candidates' antecedents in order to allow voters to make informed decisions in the polling booths. Shujan has not only become the strongest advocate for reforming the nomination process and disclosing candidates' backgrounds, it has also taken effective steps – including constructing a website and creating a volunteer network to distribute information about candidates among the voting public – in order to keep politicians honest and their activities transparent. We are in essence creating a repository of candidate profiles.
