[vinnomot] The "myth" of deteriorating business confidence in Bangladesh - II

The "myth" of deteriorating business confidence in Bangladesh - II

When did you see a patient out of operation theatre start running faster than the patient used to run before going into the OT? Only a stupid or a person with questionable intention would expect that!

We as a nation, we have somewhat accepted the use of analogy of a patient being treated by doctors to describe the ongoing reform measures and anti-corruption drives in Bangladesh - among many other things. The facts remain that the symbolic doctors here actually should have been the politicians - but they are not. We have some new faces, still they are doing well if you are willing to give them the time needed to do the job. And do not forget the two extra burden that came upon this government - a horrific flood and a stronger than usual cyclone Sidr.

The politicians of the past are symbol of inefficiency and incompetence of our mature generation. Among the advisers, the closest of such thing (if you look at their past) is probably the law adviser. None others had any known and direct relationship with politics.

We also know the context in which the nation has given this assignment to the new doctors to perform a very complicated operation that the nation need - cleanse the governance system, reduce corruption and hold a meaningful election within a reasonable timeframe.

Why did the nation agree to this risky assignment? Do you want us to remind you? OK. Let us do that - remind you. The oath-taking original doctors used to cut out the pieces of organs from the body of the patients without (or with?) the permission of the patient and the so-called doctors ( i.e. politicians) used to sell those illegally to themselves or foreign buyers! Shame on you!

Once the recent operation by the new group started - the past ones started a big hue-and-cry.

The first issue - it seemed that - they tried to say there is no need for the operation. They claimed that their patient is actually a healthy.

Second issue was, they tried to say, there is not enough time for the operation.

Third issue was, they were saying, even though the patient is dying for treatment, you can not treat the patient because it is not written in the manual. The stupids do not understand the meaning of politics and they were crying about constitution. Funny, isn't it?

Anyway, the inexperienced doctors are continuing there surgery - getting succes and reducing their mistakes as time goes - it can be so far characterized as a 'qualified' success including some hiccups. They are also being tested by extra burden with two subsequent natural calamities. Hope that nothing would move them away from the main target - which is to gift the nation with a solid base for good governance.

The latest complain from the past politicians is this: the patient has lost its ability to run, fast enough.

Who would tell those stupids that whenever some patient goes through a surgery, the immediate strength of the patient is weakened before it gets better? Even the prominent so-called expert from the immediate past government - who is supposedly young and dynamic - do not understand this basic thing. They all are complaining that the country's economy is spiraling downward. We would ask you this question - if you change driver (read: change the moral of the businessman, ethics of the business or update their knowledge about what responsible behaviour means), can the car drive as fast as it were? You have to complete the job of changing, then the car will pick up speed - surely and increasingly over time. But you have to go through the changing pain.

Business confidence, export, FDI, investment everything will increase at some point. But before doing that - it would fall in the short term. Why? Because the people who used to do business, who used to invest and who used to control the market will be different persons (different in symbolic term to reflect a changed personality and morality, and also, different in that there will be new players). It takes time and it is a normal thing.

If this fall does not occur, if it did not occur, that would have indicated an eye-wash on the part of Fakhruddin Government. The fact that it is happening, that indicates that things are going as expected. You do not need a doctorate in economics to understand that.

Also, there are some other stories. Remember, how LC opening decreased right after the crack-down started? We wrote that is just the official decrease - not actual - indicating that the official numbers were blown artificially during pre-1/11 time. The story of export and FDI might have some similar stories in them.

Increasingly, more remittance is coming through official channels. This means there is a less chance to manipulate the official rules and regulation to benefit from different government incentives that goes with export, import and FDI (manipulating official figures by the use of over or under invoice). All those corruptions - though hard to detect - will disappear now. So will the official numbers of exports and FDI may some irregularity in the short term. This will mean decrease in the official numbers - but be assured - this actually is good for the economy.

To use the patient analogy - since the tumors are taken off the body - the body will seem thinner now. But it is actually healthier than before. Over time it will grow much healthier, and stronger - we hope.

One valid question that may be asked that why are not experts agreeing with this analysis. Take any established experts in economics who are talking in the media - none of these experts are agreeing with this line of analysis. Why is that? We would like to indicate that these are mostly the experts who has learned to live in a corrupt environment in the past - they have lost there ability to think for themselves. These are the experts who had gone into limelight not because of their ability to think (they might be bright themselves, we are not questioning their inherent capability, but these people had risen to limelight since they knew how to co-exist with corrupt environment, had connection and used to abuse their power as an expert). Today, we are not necessarily saying that they are corrupt themselves, but since they have their established connections from the past, personal relationships with the corrupts, they always think about their friends. They see or highlight the half-empty side of the glass. Their point of view is not towards a change, rather they seek to validate their past behaviour, knowingly or unknowingly. New experts, those who can think for themselves, should come forward - media should look for new types of experts who see a half-full glass instead of half-empty glass. Hopefully, the new set of thinkers will be able to guide the nation to a new arena where everybody gets their due share based on merit, not based on connection.

While the economy slows down a bit - which we are saying a healthy sign taking into account other aspects of the reforms - what the government should do? Do they just hope that some alternative businessmen will come up and replace the corrupt ones? Also, would they hope that the corrupt ones will also change themselves?

NO.

Government should proactively help new ones to start businesses. Create new businessman. Encourage experienced but honest busineesman, who were not doing well, they should do better now. More importantly, the government should make the supply chain of economic activities transparent. Also, government and private sector agents should establish some visible points (index, etc), in cooperation with universities and research organizations, so that they can publish data of economic status on a regular basis - weekly, monthly, quarterly and annually. These visible points would give checkpoints to the social, political, regulatory and economic actors and guide them in the proper direction. This is very important.

Off course, there is another separate but big tumor within the body of the patient that the past and current doctors have so far decided not to operate on - albeit for different reasons. The past doctors betrayed to with their oath for not taking on the social tumor of war criminals who co-exists in the society of Bangladesh. The current doctors are, however, saying that this is tumor which should be fixed. But they seem to be convinced that they do not have enough time based on the current booking of the operation theatre. Whether this is a good decision or not - that would be defined by the actual status of the resources available to the doctors. Certainly, for the past doctors, who had about five years time, they should have addressed this problem. But they chose not to deal with the tumor that is co-existing in the society for a long time. For the current doctors, this particular social tumor is a different types of challenge. But it also relates to the oath. If they really beleive that its a tumor, they have to make sure that the tumor is taken care of by an able and willing group of doctors - whoever takes over the operation theatre after that. If they are not convinced that would happen at the earliest, the current doctors should consider whether to extend the reservation of the operation theatre - if they feel competent to do the additional operation.

As is the case for real doctors most often, the main resource during a surgery is the time. The same is applicable for the current doctors, i.e for this CTG. If they change their mind or if the circumstances changes so they have to operate on the last remaining tumor, they should make sure that they have enough time for the surgery. They should talk to the past doctors, publicly or privately, to find out the real issues, the real factors why they did not operate the tumor. Shaming the past ones are easy, but getting cooperation from them might be what you really need. CTG should get all the players in confidence and review the declared roadmap to accomodate any changes that might be needed in the changed circumstances.

Remember that the politicians of the past created the problem that lead to 1/11. But when the current CTG wanted to solve the problem by creating a complete voter list with photo ID and national ID, they were saying govt. should not take too much time. Politicans were demanding to hold elections in last June 2007! Solving a problem needs time. Solving of the war crimes problem will also need time. Politicians should volunteer that time to the govt if they are serious about the issue. The other cultuaral and civil soceity bodies should primarily come forward clearly on this issue. They should tell all the parties and the CTG that we are going through a special time now. There are good reasons behind that. It would not hurt the nation if extending this special time by one year - if that gives an opportunity for the biggest problem of the nation to be solved. The CTG can not volunteer the idea - they should not. It has to come from the civil society organizations. They should also use their leverage with the old guards to convince them to reach an understanding so the roadmap can become issue bound - instead of time bound. In our view, it seems it is the only responsible thing to do for the politicians. They should demand the solution even if that mean adjusting the roadmap, should there be a need. Politicians have to believe the current government if they can expect this outstanding issue to be solved by this governement. Let them use their judgement in terms of timeline. If you are not ready to extend that faith to the current CTG, you should stop embarrasing them.

Also, they need to make sure that the patient will be in good hands right after the surgery. In our view, if the patient is operated successively (which might or might not be a good idea - based on the circumstances and resources available), there would be a need for some time in the incentive care unit (ICU) for the patient to recover surely and well. How does the ICU translate into the national politics? We are not sure. Its upto the readers to brainstorm and figure out. We also hope to share our thoughts on the topic in detail in near future.

If you thought some of the ideas are worth of your reading time, please forward it to others. If you have an ear to the members of the CTG, policy makers, economists, columinsts in regular traditional media, please forward it to them. If you have an ear to the journalists and news editors of the electronic media, discuss it with them. Hope they would look at the suggestions and give due diligence.

Thanks for your time,

Innovation Line

We have not seen the Liberation War, but we know if we can free the country from corruption first, we will eventually get to other dreams soon. Because of corruption, we could not even get into information highway for years, let alone other dreams!

This is the kind of article for which we started this column. Because of ongoing mess, a gift from our older generation, we often get diverted. Now that it seems some sanity is returning in Bangladesh, we would try to go back to our original plan.

Hi Mr Siddiky,

Thanks for your informative mail.

But have you any 'genuine & documented proof' about your statement  "that Chief Justice Ruhul Amin bought plots of land for his son in Gulshan without valid papers and when this was uncovered by the Task Force".?

If you have 'that' then you should attached 'that' with your mail.

And,

If not then you should not post such scandalous mail with false allegation about an utmost responsible &  prestigious person like Chief Justice!

Dear Mr. Delwar,
I have read and carefully reviewed your mail contents. While Mr. S. Guha has posted the organisational press release regarding the both issues (please read the published press release again and again),I've found that his organisation will hold meeting against the War Criminals as well as the organisation will drive for raising funds for Sidr victims ( Please follow his lines attached herewith: On the same day & at same place funds will be raised for the SIDR victims and will be sent to Bangladesh).

My concerns are:
Who has given you such an audacity to disgrace him by declaring him 'The criminal for all time"?

How you have related Dada to drug and making the word of Dada Babu as dangerous drug? If Dada means drug, that's good for cure your mental, communal and fanatic agony and disorder.

If you are more active and have more cautious for our nation and beloved country, please do something else not creating communal disturbance over the net and stop in publishing hatred crime.

Regards.

[vinnomot] CPP BOYCOTT ELECTIONS DUE TO EMERGENCY, PCO & PARTIALITY OF ELECTION COMMISSION OF PAKISTAN.

ISLAMABAD, Nov 24:          In the presence of emergency and PCO, the Central Committee of the Communist Party of Pakistan (CPP) has decided to boycott the next year January 8 polls and none of the party ticket holders of the National and Provincial Assemblies including its Chairman would deposit their nomination papers before the Returning Officer (RO).

This was stated in a policy statement by the Central Chairman of CPP, Engineer Jameel Ahmad Malik here today.

He vehemently stressed that the forthcoming elections are the big fraud and free and fair election is a mere slogan. The political workers, lawyers, journalists and members of civil society are being arrested every day. The judiciary is not independent and 55 judges had unlawfully been dismissed. The judges have taken oath on PCO.

The CPP Chairman vehemently said that in such a political scenario, where there are no chances of free and fair elections, they had no alternative except to boycott the elections and mobilize the downtrodden and poor masses of the country for launching an armed struggle against the Government for a socialist revolution in Pakistan.

Engineer Jameel cited his own example and said he contested elections against the ex-premier Shaukat Aziz and Federal Minister Ghulam Sarwar Khan and the Court has taken more than five years and not yet decided that whether the diploma and degree submitted by Ghulam Sarwar Khan before the RO of NA-53 is a fake or a genuine one.

And about Shaukat Aziz, specific charge of his being an American citizen and he used all the Government sources and rigged the election of NA-59 by all corrupt and illegal means were made, yet the matter is still pending in the court since December 2, 2004.

Engineer Jameel said, the EC is a puppet, totally partial and is a party to every corrupt and illegal practice of the pro-government candidates in the elections. Being a candidate of National Assembly twice, he is well aware that the pro-government candidates are free to violate every law made by the EC but the RO and EC don't take any actions against the pro-government candidates, who indulged in the rigging of polls.

CPP said that the pro-Government Zila and Tehsil Nazims are also free to use and mobilize all the government funds and sources in favour of pro-establishment candidates and there is no check of EC on these nazims.

In reality, the Zila and Tehsil Nazims in corroboration with the ROs and EC are free to rig the polls of pro-government candidates and even the Election Tribunals, which are meant to settle such disputes, are helpless before the top and military hierarchy led by General Musharraf and his allies.

The CPP had demanded an impartial  neutral interim governments, sending troops from Baluchistan and NWFP back to the barracks, graduation conditions for the candidates be abolished, no amendments should be made in 1973 constitution, an independent EC and election commissioner be nominated in consultation with all the political parties.

He said the CPP would boycott the elections in the absence of a neutral Election Commission (EC) and the government's refusal to form neutral interim governments before the polls.

The CPP said the Political Parties Order 2002 be repealed since registration of political parties was against the fundamental rights enshrined in the 1973 Constitution.

Dr. Pal,

I wonder why you don't find anybody else to interview with other than a jerk like Mahfuzur Rahman.  He is a funny character and his channel is one of the worst in BD.  Why are you promoting him?
Why don't you upload some portions of the famous movie "The City of Joy" and the video clip on "Tehelika Scandal" instead?

Thanks you.

Subject: [Bafi] Sidr Relief Efforts (Updated): Last call for Organizations to indicate their intent and coordinates

Dear Community Members and well-wishers

We have received several positive responses to our request for organizations collecting funds for Sidr victims to submit 2-3 lines on their objectives and how they intend to disburse these funds to the victims. A complete list with this information and contact information such as two names, telephone numbers and email are requested from organizations that do not have a website. Organizations that do have websites will have potential donors directed to the respective web address.

The collected materials will be put in a resource center for the public to access and make donations, both at www.bafi.org as well as at another website being developed with the idea of ensuring that the benefits of our donations are optimized by leveraging total collections without loosing an organization's identity or freedom to choose where funds are sent. For example, if five organizations choose to send funds to NGO X then leveraging the power of the total sums of these five organizations the NGO will be asked to disburse funds without taking any overhead charge, which can run very high for some. Other possibilities also exist such as seeking matching grants from large foundations.

Cylcone Sidr is the second worst in terms of maximum wind speed to have hit Bangladesh and has caused tremendous amount of suffering and losses in terms of human lives, properties and infrastructures. Even before this event, four of the 10 worst cyclonic events in the world impacted Bangladesh and caused severe damage in far greater proportions than similar events in other countries. However, the Bangladeshis are resilent and they rebuild and resume life again.

Those of us who are fortunate have a responsibility to provide a supporting hand not just individually but also through leveraging our collective power without any loss of our individuality. Please send your organization's information in the next couple of days and, if appropriate, take this message to your area organizations. Time is of essence. See the story at http://thedailystar.net/story.php?nid=12581

Finally, if you are an individual hold off your donation for a couple of days. We will share important information with you so that you can make informed decision on how to leverage your funds and get more, and where to send these.

Warm regards
Dr. Badrul Haque
Chair, Board of Trustees

[ALOCHONA] Re: Saudi gives 100 millon dollars cyclone-hit Bangladesh

Very kind of them to send us help, although it took them about five
years to recognize us as a nation. The question is, what do they want
in return? Is it a pay-out for their Jamaati disciples so that they
can get elected in the next election?

Just being cautious.

[ALOCHONA] Re: About the trial of Warcriminals (a Jaijaidin article)

Wohid:

You are missing the context here. In this context, "Rajakar", which
literally means "collaborator", is synonymous to "War Criminals" or
even "traitors" in Bangladesh's context. I am quite sure that the
Russians and the Chinese don't use the word "Rajakar" in their
vocabulary. The Russian word for a traitor is "pridatel", and the
communists often used the phrase "vrag naroda" (enemy of the people)
to identify people who collaborated with anti-communists. That's
their version of "Rajakar" I suppose. So, I am not sure how you are
equating the two. In our context, rajakars were war criminals, hence
my assertion.

I have no problem with other people's reasons or views. I can accept
other people's reason, as long as they are also all-encompassing and
accommodating of all views. And in case you are wondering, I did like
the write-up. Well-written indeed. Just merely suggested that the
author should have widened its search, that's all.

What I find troubling is that the definition of "War Criminals" that
is being used narrowly in that article. In Bangladesh's context, war
criminals are not only the Pakistani invaders, but also the
collaborators who have committed crimes against the Bangladeshis
during and after 1971. That's the context, and that is, sadly enough,
is not emphasized in the article. If I am to apply the writer's
definition, then a Rajakar collaborator who didn't kill anyone is
basically off the hook, so the speak, and should not be tried for war
crimes. In most countries treason during the time of war is also
considered as a war crime.

I appreciate good writings, but then again "good" is a relative and
subjective word. Wouldn't you agree?

Thanks,
Cyrus

their own war crinimals???? Reason is not reason at all if it does
not favor me, right??? We should learn how to appreciate a good piece
of write-up.... But I know we are bemused by parochialism that
defeats other's reasoning. Regards. Wohid

curious that the writer didn't find any reference to "war criminals"
in Wikipedia!! First of all, Wikipedia is a self-generated, user-
modifed encyclopedia that has known to carry faulty information.
Secondly, I think the writer needs to expand his horizon in terms of
searching in Wikipedia. I just ran several searches with "Rajakar",
and Jamaat, Shibir, and a small list of known Rajakars came up within
few seconds, including the detailed history of both parties and their
nasty past.

[vinnomot] Iran: 50 young people condemned to death for 'immorality'

Iran: 50 young people condemned to death for 'immorality'

Tehran, 21 Nov. (AKI) – Iranian police responsible for moral crimes have announced death sentences for 50 people in the latest clampdown on what the authorities term as "immoral behaviour".

"Fifty of the 3,400 people arrested for immorality in recent weeks, have been condemned to death," said General Ahmad Roozbahani, who is in-charge of moral crimes.

While announcing that arrests would continue, the Iranian general said that 53 percent of those arrested were aged between 17 and 25 years.

He said 5 percent of those arrested in the moralisation campaign, which began in March, were minors under the age of 17.

About 170 more Iranian children could soon be executed: new official statistics

Islamic Regime in Iran has been on a so called moral mission to clear the society from "Thugs and Hoodlums" and in this process they have already executed 100's of young Iranian in the past few months. According the 2006 records, Iran's government has committed the highest percentage of executions in the world. However this year Iran has already exceeded its prior record substantially.

In a shocking announcement yesterday, Colonel Ahmad Roozbahani, the head of moral division of Iran's police stated " Based on recent studies performed: from the 4800 "thugs an Hoodlums" who have been arrested since the beginning  the "collection plan" , 5%  are between the ages of 14 and 17". Roozbahani stated that possibly 30% face life sentence while the execution orders of all the remaining has not yet been finalized.

The new shocking official statistics translates to 240 additional Iranian children who are imprisoned under the context of "Collection plan" of the "Thugs and Hoodlums"; about 70 of which (30%) facing life sentences and the remaining 70% or about 170 are anticipated to be executed (some have already been executed) this year.

Article 37 of the United Nations Convention on the Rights of the Child states: "Neither capital punishment nor life imprisonment without possibility of release shall be imposed for offences committed by persons below eighteen years of age ". Iran is a signatory to the convention..
Iran already holds the number one records of child executions worldwide. Stop Child Executions Campaign has recorded the names of at least 80 other children facing execution in Iran. There are other reports under our study (soon to be published) which indicate a much higher number of children on death row in Iran.

Unless the world community, United Nations, human rights organizations and other citizens immediately act to stop this mass murder by Islamic Regime in Iran, 170 more Iranian children can be executed in the next few months.

[ALOCHONA] Cyclone SIDR related Blog - A Thanksgiving Toast from Bangladesh (CNN)

Friday, November 23, 2007
A Thanksgiving Toast from Bangladesh

==================================================
-- From Cal Perry,
-- CNN International Correspondent, in Bangladesh.
==================================================

When I sat down to write this, my immediate thought
was: what do I have to be thankful for? I'm surrounded
by death, disease and destruction. The airlines lost
literally everything I own - I've been wearing the
same clothes for over a week, and I just got done with
a 12 hour round trip boat ride to an Island of death
that involved a death defying motorbike ride (the 2nd
in two days).

But then I remembered what thanksgiving is all about.
And so I stand and toast to the following:

First, to our crew of misfits. Cameraman Sanjiv
Talreja, who I saw leap off a ferry to get a shot as
his blackberry flew into the water - also a man who
can sleep anywhere - including on the back of flying
motorbikes. Producer Ayanjit Sen, who can speak more
languages than I knew existed, somehow managing to
keep our expenses in line, when you're tipping local
boys on barren islands who help carry our gear that
can't be an easy feat. To producer extraordinaire Tim
Schwarz who swooped into country from Hong Kong with
gear and the heart to carry the story forward -
literally editing pieces in speedboats across the vast
Bangladesh delta. All the while, never once did they
complain about the smell emanating from their fore
mentioned dirty and smelly reporter.

To our foreign desk - always a calm voice on the other
end, making our pieces stronger, available 24 hours a
day for anything, and making sure the world sees the
tragedy that has struck this beautiful nation.

To our London bureau - for running around like crazy
and making sure all our paperwork was in order. Our
editorial head in London for recognizing early as she
did that this was an important story, and coordinating
with our incredible futures department to deploy
quickly.

To our families - who put up with so much. So many
missed holidays, year after year - checking the TV to
see how we're doing instead of watching football as
many others are, and always looking on the Internet to
see how we're doing. Text messages in the middle of
the night, expecting the worst, but always sending
supportive messages. Our wives and significant others
- who groan when that phone rings and we leap out the
door - another holiday burned . they still stand by
our side.

To all journalists, who are in war zones and disaster
areas around the world - from Iraq to Africa to tents
in Bangladesh - speaking for those who cannot speak
for themselves, acting as a global megaphone, showing
how the majority of the world really lives.

To the people of this beautiful country who have lost
so much - but still try to hand us what little water
they have left - when we look thirsty and insisting
all the way through thick jungle and past mass graves
to carry our heavy gear.

To the children of Bangladesh whose faces tell the
story of death - as they carry forward, one foot in
front of the other.

Finally and most important - the people who live on
the island of Char Andar, all the way in Southern
Bangladesh - in the Bay of Bengal. They have very
little to be thankful for - other than for just being
alive - surviving the storm.

I hope they know somehow, I will never forget the day
I met them, Thanksgiving Day, 2007.

[vinnomot] Simultaneous Jihadi Attacks kill 14 in 3 Indian Courts

Terror strikes UP; 14 killed in six blasts
Lucknow, Nov 23: Terror struck on Friday in Uttar Pradesh when militants triggered near-simultaneous blasts in court premises in Varanasi, Faizabad and the state capital killing 14 people, some of them lawyers, and injuring over 50 others.

Six bombs -- three in Varanasi, two in Faizabad and one in Lucknow -- some planted on cycles, went off within a span of 15 minutes in the crowded court complexes between 1310 hours and 1325 hours.

A near stampede broke out in and around the blast spots with many injured bleeding profusely running for their life while several other wounded lay on the floor crying for help.

Police immediately rushed to the spots and cordoned off the area and helped people in rushing the injured to various hospitals.

Apart from Uttar Pradesh, security was put on high alert in several parts of the country including the Delhi, Mumbai, Bangalore and Hyderabad.

S B Shirodkar, Senior Superintendent of Police in the temple town of Varanasi, which was the target of a terror strike last year, said nine people were killed and 45 others injured, some of them seriously, when two bombs planted on cycles went off in quick succession.

He said the injured have been admitted to four hospitals including Benares Hindu University Hospital. He said the explosives, planted on cycles, went off when the court premises was crowded with lawyers and litigants.

Four of the dead in Varanasi were identified as Bodh Raj Verma (Advocate), Yagya Narain Singh, Moolchand Singh and a 11-year-old boy Sanjeev Kumar.

Priyatosh Tripathi of the bomb disposal squad in Varanasi said the two improvised explosive devices were planted on two new bicycles and placed in the busy area of the court complex.

In Faizabad town, adjoining holy town of Ayodhya, five people were killed and 25 injured when two bombs in bags exploded in two lawyers` chambers.

Four of the dead were identified as Radhikaprasad Mishra (lawyer), his assistant Babu Ram, Om Prakash Pandey (stamp vendor) and Kesari Prasad (client), officials said.

They said the first explosion was minor in nature while the second claimed casualities ripping through the two advocate chambers. Three of the seriously injured were taken to King George Medical College Hospital in Lucknow.

Five people were killed in Faizabad town adjoining Ayodhya while an equal number died in two blasts that rocked the Collectorate Complex housing lower courts in the holy town of Varanasi.

In Lucknow, the bomb was planted on a cycle near an electricity complex. However, there was no casuality. A live bomb with a timer device attached to it was also found and defused.

Calling it a terror strike, UP Chief Minister Mayawati said security has been put on high alert and efforts are on to nab those responsible for it. She said six bombs -- three in Varansai, two in Faizabad and one in Lucknow -- had been detonated by the terrorists.

She announced an ex-gratia relief of Rs two lakh to the kin of those killed and Rs 50,000 to the injured.
