Microcredit lenders mull writing off Tk 600cr loans

Microcredit providers of the country are considering writing off over Tk 600 crore outstanding loans of some 7.5 lakh borrowers, severely affected by Cyclone Sidr which already took the lives of 1,227 of them.

Although the microcredit providers are not going to make an announcement of the write-off right now, they might finally write the loans off since the small borrowers lost most of their houses, businesses, and other assets.

In 12 south and south-western districts, some Tk 1,159 crore in loan remains outstanding with 15 lakh people, with 42 microcredit organisations operating in the region.

According to the rules of NGO Bureau, the microcredit providers must write off all the loans and interests of the borrowers killed in the disaster.

Sources said 334 borrowers of Grameen Bank, 282 borrowing members of Brac, 333 borrowers of 33 organisations affiliated with Palli Karma-Shahayak Foundation (PKSF), 150 members of ASA, and 120 borrowing members of other small organisations were killed in the cyclone.

Md Sahjahan, general manager of Grameen Bank said they have around Tk 528 crore in outstanding loans in those areas, about fifty percent of which might need to be written off.

"We presume that most of the loans disbursed in the severely affected areas might be very difficult to recover, but we don't want to make the announcement so early."

When asked whether they will continue putting pressure on the borrowers including those who lost all their properties, Sahjahan replied that the bank instructed its field level officers to evaluate the capacities of the affected borrowers.

Deputy Executive Director of Brac Moshtaq Reza Chowdhury said they will write off half of their loans of Tk 350 crore in the southern region within the next one year.

"But if we make an official public announcement then even those who have the capacity to repay the loans will also try to get out of it," Reza said.

All microcredit providers decided to suspend collection of repayment instalments from severely affected borrowers.

They will also come up with fresh lending schemes and rehabilitation programmes for all cyclone affected areas.

GRAMEEN BANK
The leading microcredit provider, Grameen Bank, claimed that 334 of its borrowers, and 853 family members of borrowers were killed in the cyclone, while 1,898 of their family members are still missing in six districts of the affected region.

"The number of death is increasing every moment. We are getting information that missing members are being included on the list of the dead every day," Hossain Ali, deputy general manager of Grameen Bank, said.

He said the bank has an amount of over Tk 528 crore in outstanding loans with 10.49 lakh borrowers affiliated with 409 of its branches in six districts.

Houses and other properties of 4,99,185 borrowers were completely destroyed, while houses and properties of 2,31,869 borrowers were damaged partially.

The number of Grameen Bank branches that were destroyed completely in the cyclone stands at 274 while 98 of its branches were damaged partially.

The bank management suspended collection of loan repayment instalments until June 30, 2008.

The bank will launch a vigorous rehabilitation work as it plans to provide fresh fund of Tk 100 crore for reconstructing the houses of its affected members.

BRAC
Another leading microcredit provider Brac claimed that it has over Tk 350 crore in outstanding loans with borrowers affiliated with 344 of its branches in 72 upazilas of the 12 cyclone affected districts.

Brac's founding Chairman Fazle Hasan Abed in an interview with a vernacular daily on Saturday said they will need to write off around Tk 150 crore out of Tk 300 crore of loans that had been disbursed in the region.

Moshtaq Reza Chowdhury, who is also the coordinator of disaster coordination cell of Brac, the world's largest non-government organisation (NGO), yesterday said houses and properties of 74,662 Brac members were completely destroyed while 1,40,605 houses of its members were partially damaged.

He said the total number of family members of borrowers, killed in the cyclone, is yet to be determined.

Brac allocated 1,500 tons of rice as relief for the cyclone affected areas and will start a cash for work programme to rehabilitate the survivors.

PKSF
PKSF has around Tk 141 crore in outstanding loans disbursed through its 33 affiliated organisations among the cyclone affected people. PKSF Cyclone Coordination Cell Officer Saleh Bin Shams said houses and properties of 1.10 lakh of its members were completely destroyed while another 1.5 lakh houses and other properties of its members were partially damaged.

PKSF affiliated organisations claimed that their borrowing members lost Tk 330 crore in the cyclone.

PKSF asked its affiliates to keep their repayment instalment collection suspended for a month and to write off the loans on case to case basis.

ASA
President of ASA Md Shafiqual Haque Choudhury said they will write off loans and interest of 50,000 of their members.

He said 50 to 60 thousand of their borrowers in four districts of the region suffered 99 percent damage of properties while another one lakh of their members are suffering from partial loss of properties.

TMSS
Executive Director Hosne Ara Begum of Thengamara Mohila Sabuj Sangha (TMSS), a sister organisation of PKSF, said her organisation suspended collecting loan repayment instalments in cyclone effected areas until further notice.

She said TMSS sought Tk 4 crore from PKSF to launch a rehabilitation programme.

PKSF sources said around 15 small scale organisations also have microcredit networks in the southern region, working independently.

Executive Director of the Development Initiative at Coastal Region (DICR) Habibur Rahman said they disbursed around Tk 50 lakh in Barguna and Pataskala districts, and around 35 borrowers of the organisation were killed in the cyclone

Relief supplies pile up while many survivors go hungry

A great many people in remote areas of the cyclone-ravaged districts are still fighting a grim battle for survival although the public and private efforts for reaching relief supplies to the survivors have been intensified.

There are reports of favouritism and political bias in relief operations and local government representatives have been accused of giving priority to their respective support bases in preparing lists of affected people for relief distribution.

People, who are passing days half-fed or without food in the remotest areas, are largely being ignored as most of the activists are distributing food, warm clothes and utensils among the people of their choices or at places convenient to them. Many affected people are yet to be included in the government lists for distribution of relief supplies, according to reports reaching from the districts.

Our correspondent in Khulna reported from Sarankhola upazila on Monday that many starving people were going back home empty handed after hours of wait for relief because their names were not included in the list.

The upazila administration said they received enough relief materials from the government and private groups for distribution.

They said the government was preparing lists of cyclone-affected people and the relief goods would be distributed as per the lists.

‘Some people might be left out for the time being, but we will accommodate them in the list,’ said Anwar Hossain, chairman of Southkhali Union Parishad in Sharankhola. ‘The administration is continuously updating the list’, he added.

In remote Haritana village of Patharghata, many cyclone-victims were seen waiting for relief supplies. ‘No one has visited us with relief good as yet,’ said a victim. Many of the villagers are passing nights in the open half-fed or without food.

Our Patuakhali correspondent reported that the US Marine supplied drinking water, water purifying tablets, oral saline and medicine for the cyclone victims at Kalapara, Kuakata and Galachipa upazilas.

A group of Awami League leaders also distributed relief supplies among the destitute. They distributed rice, lentils, dry food and cash money among the victims.

The visiting US Third Marine expeditionary brigade commander, Brigadier General Ronald L Bailey, discussed relief operations with the army chief General Moyeen U Ahmed at the armed forces division on Monday.

During the meeting, the US and Bangladesh officials agreed on plans to increase delivery of aid to the cyclone-affected regions in the coming days.

Meanwhile, a KC-130 aircraft from the United States arrived at Zia International Airport to begin delivering more water purification systems to affected areas. The US plans to assist in the airlifting of 160 tons of goods from existing Bangladesh government supplies, an American center release said.

The USS Kearsarge continued to airlift potable water to the affected areas.

Ex-addl IGP jailed for six years on tax fraud charge

Two special anti-graft courts, set up in the Jatiya Sangsad Bhaban’s MP hostel, on Monday jailed former prime minister Khaleda Zia’s assignment officer Dr Firoz Mahmood Iqbal for three years and former additional inspector general of police Shahidullah Khan for six years.

M Firoz Alam, the judge of the Special Judge’s Court 1 of Dhaka, jailed Firoz Iqbal for three years for not submitting his wealth statement defying the Anti-Corruption Commission’s notification.

The commission on August 5 filed the case against Firoz Iqbal, as he did not turn up with his wealth report. He was notified by the commission in July to submit his wealth statement in seven working days.

M Ashraf Hossain, the judge of the Special Judge’s Court 5 of Dhaka, sentenced Shahidullah Khan to five years’ imprisonment for concealing wealth information and evading tax for one year.

The court also asked the former police official to pay a fine of Tk 7 lakh or serve 15 more months in jail.

The sentences will come into execution after the arrest or surrender of Shahidullah.

National Board of Revenue filed the case against Shahidullah on September 13 for hiding wealth information of Tk 76.53 lakh from his income tax returns and dodging tax of Tk 16.54 lakh.

The same court on November 19 sentenced Shahidullah’s wife Masuda Shahid to six years in prison for tax-dodging.

[ALOCHONA] Cyclone Sidr: Foreign forces provide help

Foreign forces won’t stay a single day more than required: Matin

The communications adviser, MA Matin, has said the foreign forces, including US Marines, have come to Bangladesh to serve distressed people and won’t stay a single day more than required for relief and rehabilitation work.

Narrating his experience gleaned during the 1991 cyclone, when he was in service of the Bangladesh Armed Forces, Matin said at that time the US armed forces also stood beside the affected people of this country.

The adviser also in charge of coordinating relief and rehabilitation activities in the cyclone-affected areas, made the observations at Barisal Airport on Monday noon during a short break on his way to Barguna.


‘At that time we gathered experience from the US force — which they did within 10/12 days could have taken many more days in doing by us,’ he said.

‘They are serving for the sake of ours, so there is no scope for any confusion or question about the aims, works and stay of the foreign forces in Bangladesh,’ said Matin, who also heads the national coordination committee against serious crime and corruption in the interim period.

Four teams of Marines of the US Navy started work at Southkhali and Dublarchar of Bagerhat, Bamna of Barguna and Kalapara, Rangabali and Dashmina of Patuakhali.

They have already arranged purification and supply of drinking water with relief items and medical aid and soon will open a 125-bed hospital in Mirzaganj upazila headquarters for treatment of diarrhoea before it can spread as an epidemic.

Besides, a 104-member-strong team of Pakistan Army medical corps with ambulances, medicines and other medical equipment are working in Mathbaria, Zianagar and Patharghata upazilas and adjacent areas.

A 30-bed field hospital of the Pak Army has been set up with operation theatre in Bhandaria upazila town of Pirojpur to serve the storm-stricken people of the region, the central relief and rehabilitation coordinator told his audience at the relief headquarters (Barisal).

In the Sidr-affected areas 424 medical teams are working and relief and rehabilitation works, including repair and construction of houses and communications, also going on with the help of Bangladesh Armed Forces.

Two more helicopters, carrying 2,500 gallons of drinking water, left Barisal Airport for the affected areas on Monday. Four planes of Bangladesh Armed Forces offloaded 50 tonnes of medicines, blankets and other relief supplies for the Sidr-distressed people the same day.

The distressed fishermen and farmers would be provided with easy-term bank loans and other help for their rehabilitation, the advisor informed.

‘Any indiscipline, mismanagement, corruption, misappropriation of money and black marketing in relief works and items, hike and manipulation of price and hoarding of essential commodities would be tackled hardly,’ he said on a note of caution.

After the briefing, the adviser left Barisal Airport by a helicopter to visit the storm-ravaged areas of Barguna, one of the coastal districts worst hit by the cyclone that took a toll of several thousand people dead and devastated the country’s south-western coastal localities.

Major General Rafiqul Islam, general commanding officer of 55 division of the army, was present during the visit.

[ALOCHONA] Anti Corruption Committe to be made independant

President okays ACC proposal to make it self-ruled body

The Anti-Corruption Commi-ssion is set to emerge as a self-governing body as the president, Iajuddin Ahmed, has approved the commission’s proposal in this regard.

‘Yes, the honourable president has signed the proposal for making the commission a self-ruled body. The commission received the signed copy of the circular this (Monday) evening,’ the ACC director general (admin), Col Hanif Iqbal, also the commission’s spokesperson, told the news agency.

On October 18, the commission decided to put forward the proposal to the government to make the anti-graft body a self-governing body by amending the Anti-Corruption Commission Act, 2004.

Subsequently, a proposal was forwarded to the Cabinet Division. And, later the proposal was approved by the law ministry before being forwarded to the president for approval.

The proposal has been put forward mainly to recruit employees as their requirement and determine their service rules.

The advisory council on October 31 approved the amendment of the law making the commission a self-governed entity.

NEW DELHI: Controversial Bangladeshi writer Taslima Nasreen was taken
away by sleuths of central security agencies late on Monday night to
an undisclosed location.

Nasreen, who was staying in the national Capital for the last two
days at Rajasthan House, was whisked away by officials of the central
agencies at around 0100 hours.

Nasreen was earlier brought to Jaipur after protests by a Muslim
outfit in Kolkata demanding her deportation turned violent.

According to TV reports, Taslima has been provided 'Y' grade security
and was shifted by IB officials in a decoy car.

More details are awaited.

New Delhi, Nov. 26: The Bengal government had opposed granting visa to Taslima Nasreen as early as in 2004 but the Centre overruled the objections — a revelation that could aid the efforts of the CPM to wash its hands of the author and the Congress to occupy the "liberal space".
The objections of the Bengal government were disclosed by a Congress spokesperson in Delhi this afternoon, following which sources in the home ministry confirmed the claim.
The sources in the ministry said that when Taslima expressed her desire to stay in Calcutta in 2004, the Bengal government was consulted because a security-related no-objection certificate is needed from the state government.
At that time itself, the state government had said it was in favour of neither hosting her nor the Centre granting her a visa, the sources said.
"The Bengal government had said that her presence in the state could have an adverse impact on the local law-and-order situation as some minority organisations were opposed to her stay in Calcutta," a senior home ministry official said.
However, overruling the state's apprehensions, the Centre had granted her a tourist visa, to be extended every six months, and allowed her to stay in Calcutta.
The Centre took over three months to decide. The sources said the government was also under pressure from the international community and did not want to be seen as an intolerant government.
It was always suspected that the Bengal government was not keen to play host to Taslima but the state administration had never made its reservations public. Even today, state government officials said they had never opposed the grant of the visa. "Granting visa is the Centre's business, not ours," an official said.
However, the CPM, desperately trying to distance itself from what is turning out to be an embarrassing deadlock, would not mind if the reluctance is documented now.
The Congress, eager to snatch the liberal platform vacated by the CPM in the wake of the Nandigram and Taslima controversies, obliged today.
Congress spokesperson Abhishek Manu Singhvi said: "Taslima Nasreen has been staying (in India) for quite some time. When the Centre was examining her request to extend her visa the last time, the West Bengal government raised legitimate objections. The Centre overruled them and granted her permission."
Singhvi was careful enough to ensure that the ally was not rubbed the wrong way by stressing that the objections were "legitimate". But with elections in Gujarat around the corner, it will not hurt the Congress if word spreads among the majority community that it had summoned courage to overrule the short-tempered ally on "a secular cause".
The CPM's immediate worry is to recapture the minority minds the party fears to have lost after Nandigram. So, the CPM will also not mind if it is known that it always wanted to keep Taslima at arm's length.
However, Taslima told The Telegraph today: "The state government has never ever created any problem in my getting my visa renewed."
The Centre, however, had desisted from granting her a long-term residential permit. "Even grant of a six-month visa was an exception. Generally, the government does not give long-term visas to citizens of Pakistan or Bangladesh.
"Other than Taslima, no other person from either of these countries has been allowed to stay on for so long. They are granted visas as per requirement, that is, according to the work they are coming here for," a home ministry official said.
Shifted to safe house
The Centre tonight transferred Taslima from the Rajasthan guesthouse in Delhi to an undisclosed safe house, television channels reported. She was escorted out by Intelligence Bureau officials in a decoy car, the channels said.

[vinnomot] West Bengal Government opposed extension of visa for Taslima in Oct 2007!

 
 This is a great shame for a "leftist" Government. So take a look at current Taslima episode that is exposing pseudo secularism of Indian parties:
 
1) CPM recommended Central Govt not to extend her visa after Oc 2007t! Anybody will call CPM a leftist force any more? It is Congress high command which took the decision of extension. Not that they are very secular but they didn't want to gift a issue to BJP either.
 
2) I am simply astonished by the fact that Buddhadev didn't issue a single sentence to protect Taslima. However, we are fortunate that our PM Monmahan issued a strong statement against Islamic vandalism  stating he will not allow such fanaticism and Indian Govt. will protect Taslima.
 
Politics is an engineering of possibilities. What we have seen in last couple of days, Congress ministers like Priya, Pranab and our PM Monmohan showed strong resolve against fanatics where as our top CPM leaders, with exception to Subhash, showed no sympathy for Taslima's cause.
 
Why all of a sudden Congress is becoming protector of secularism? What's smelling wrong for a party known for its Islamist appeasement?
 
 Well primarily couple of reasons---
 
1) In the past we have seen Monmohan and Pranab are men of character--they can be criticized but their strong personality can not be ignored. Congress leadership of Monmohan, Chidambaram and Pranab are highly educated and seasoned politicians. Comparatively in CPM, educated elites like Ashok Mitra, Biplab Vattacharya, Ashim DashGupta are nobody-party is left in the hand of Buddha and Biman whose educational background and professional achievement is no way comparable to Monmohan, Pranab and Chidambaram. Hence CPM leadership of the top feels highly insecured as they have no existence of their own outside state power. This is not the case with Monmohan--even if he is removed from PM, he is a very well known Economist--so is Chidambaram who is a Harvard MBA and used to be highly paid consultant to several top corporates. If Buddha is removed from CM position, he is nobody but a small time writer. And Biman? Beter not speak about that. Feeling of insecurity compells a politician to compromise with principles-that's what is happening with CPM.
 
2) Rahul Gandhi and the young leadership of Congress [like Sindhia] are educated mostly in the west--they don't like communalism. Question is -who is running Rahul? He or his mentor? One can blame him, but he openly at least had the charisma to speak against communalism of Hindu and Muslims.
 
3)  Congress has to gain back Bihar,Madhyapradesh,Rajasthan and Gujrat--Muslims in these states have to vote for them without any alternative because else choice is BJP or its cohorts. That will never happen. So, Muslim vote bank for Congress is safe and but they need Hindu votes to win back these states. Under this condition, giving allowance to Muslim fanatics means clean sweep by BJP.
 
Clearly at present, Cong in center is run by a better leadership than CPM. Once again, we are  seeing the old truth-educational & professional attainments of the top leaders make a big difference.

The muslim minorities of West Bengal has the same feelings against controversial Islam basher writer Taslima Nasrin as the Bangladeshi muslims. Very few in Bangladesh supports her attack on Islam. Only secular groups of Bangladesh support her action. Seculars in Bangladesh donot have support from mainstream Bangladeshi muslims.
It is true that, in the name of freedom of expression one should not atttack/hurt the sentiment of the follewers of any religious group.
I do believe that Taslima was a guest of West Bengal government rather she could be called 'unwanted guest. Sooner she move to other state where sentiment against the muslims are greater is better for her.
If she prefers to live in New Delhi could be a better option for herself..
Personally I believe West Bengalis are more tolerant and respectful to Muslims than other states of India(Only exception is Kerala).

MODI-FIED VERSION: Modi's remarks about harijans in his book have not gone down well with the community.
Ahmedabad: Gujarat Chief Minister Narendra Modi has found a new way to woo a section of Gujarat's harijan community by legitimising the illegal act of scavenging and incorporating it into his concept of Gujarati asmita (pride).
 
In a recent book written by him and published by the state information department Modi says, "Scavenging must have been a spiritual experience for the Valmiki caste".
 
The book titled Karmayog is yet to hit the stands.
 
In the book, he goes on to say, "At some point in time somebody must have got enlightenment in scavenging. They must have thought that it is their duty to work for the happiness of the entire society and the Gods."
 
Not surprisingly, the Dalits are not impressed. Modi's remarks have not gone down well with the Dalit vote bank and have the makings of yet another controversy.
 
A scavenger, Bhanubhai, says, "That is not true. Who says that we enjoy cleaning work? We do it because we don't have a choice. If our boys were educated and intelligent and if they were given other opportunities, they would not do this work."
 
This issue is likely to be brought up in the Parliament on Monday.
 
Gujarat's eight per cent Dalit population has traditionally voted for the Congress, with a section of them having drifted to the BJP only in the last decade. Modi's detractors are hoping that his remarks, inspired by manuwadi wisdom, will once again trigger a shift in the Dalit voting pattern.
 
Sociologist Gaurang Jani says, "They (Dalits) want to enhance their status. To enhance their status, they are changing their names, their rituals and even their customs. In this direction, even in Gujarat, there are some castes that are changing their names, particularly the Bhangis."
