The interim government's get-tough-policy with academicians just fizzled out

I took time out from writings because it was too painful to watch the downward journey of my motherland with Fakhruddin, the crony of Bangladesh military, at helm.  However, I was watching the drama being played in Dhaka by none other than the top leaders of the illegal (unconstitutional) government backed by the military establishment of Bangladesh.

 

The military was mightily upset when students and professors of Dhaka University became vocal over the presence of a military camp right inside the campus.  The military was finally booted out.  Thanks to the spontaneously generated protest session in which outsiders also joined the professors and students.  The teachers from other campuses notably from Rajshahi University also joined the protest movement.  This was too much for General Moeen and his lieutenants.  They were defeated unceremoniously and when the press published the famous photo of a retreating officer while a protester kicked him in the butt all hell broke loose in Kurmitola cantonment.  General Moeen had to take valium to soothe his nerve. 

 

To teach the professors a lesson of a lifetime, the military had the police arrest a few professors.  They humiliated the academicians by huddling them with common criminals, denied handing medicines, and did not even allow family members to meet the arrestees.  The so-called "free" court of Bangladesh passed judgment in favor of the government.  The professors from Rajshahi were convicted by the "independent" court.  And now on the face of a growing resentment in the civil society the government backed down.  Fakhruddin and his gang engineered a presidential clemency as a face saving technique.  The government thought by awarding the clemency this illegal government's stature will be enhanced.

 

The proof that this government is run from behind by the military is so obvious.  The government sent members of DGFI to meet the family.  Why DGFI?  Any of the civilians who are serving in this unconstitutional government could have gone to Rajshahi to meet the family members of the "convicted" professors.  What was the deal DGFI had in their sleeve?  Did they think that the relatives of the professors will cringe in fear by seeing a few muscle men in army fatigue?  Time has surely changed.  Wake up fellows!  This is the age of the Internet.  Those days of Ayub Khan, Gen. Zia and Gen. Ershad do not exist any more.    

 

I request everyone to analyze the entire sequence of events with objectivity.  This un-elected and extra-constitutional government who is now managing the country somehow is directionless.  Do you care to know that the military boss (General Moeen) gets more attention in the press than the Chief Advisor or the president?   The military four-star General who engineered his promotion pronto after grabbing the power is a shameless fellow.  He pretends as if Bangladesh is his paternal property.  He took the cues from General Musharraf.  I will not be surprised to hear that in near future General Moeen will run for president.  Let the dust settle.  Everything will be clear in good time.   

 

The nation is drifting in the ocean of uncertainties.  The economic growth was stunted since January 2007.  On top of it, the monsoon-led flood and cyclone Sidr had plunged the nation into a state of hopelessness.  The inflation of commodity prices had escalated so much so that ordinary people simply cannot afford many necessities of life.  People cannot protest against the repressive government that has incarcerated more than 250,000 people.  The newspapers in Bangladesh stopped mentioning about the plights of these people who are rotting in jails.

 

The government's scorched-earth policy did not work with the academicians.  The professors are valiant heroes of the nation.  Their family members did not agree to the terms laid down by the DGFI bosses.  Therefore, to end the stalemate Iajuddin, the master bungler of Bangladesh, had to come up with the "presidential clemency."  I hate this sort of pardon.  Why?  In the first place, the professors of Dhaka, Rajshahi, and Chittagong Universities did the right thing.  University teachers are the conscience of the nation.  If they would not have protested against the repressive government, then who would.

 

The government in this case simply caved in by engendering a laughable presidential clemency.  The government was too coward to execute the judgment handed down by the kangaroo court.  It thought if the professors are put in jail to serve the sentence, there may be more demonstration allover the nation.

 

This repressive and unconstitutional military-driven government has not yet learned the proper lesson.  Historians will not treat them lightly either.  All the major players in Bangladesh in respect to governance such as Fakhruddin, Mainul, Matin, Moeen, Iajuddin, and the rest will be mired in infamy.  Mark my word.

 

In the meantime, Bangladesh's downward journey to abyss is continuing.  It is a sad testament that 150 million teeming people have no democratic rights whatsoever.  The rest of the civilized nation could care less for the plights of the people.  I characterized this government an oligarchy from the very beginning.  What looks like a duck, quacks like a duck, is a duck.  This is a repressive and autocratic military regime with a civilian façade.  Make no mistake about it.

The valiant freedom fighter, among seven posthumously decorated with the highest gallantry award, embraced martyrdom during a fighting against the then Pakistani occupation forces has brought back home and paid State rituals for 1971 war hero Hamidur Rahman in Dhaka Tuesday morning. The remains of Hamidur, dug up from a grave in Tripura, were brought back to Bangladesh, 36 years after his martyrdom—when he died fighting Pakistani forces.
 
Freedom Fighters in Bangladesh have traditionally been the recipient of respect and honour in society because of the invaluable contributions they make to the liberation war and freedom for Bangalee Nation have been enjoying since 1971. In these past 36 years, the manner in which some of our freedom fighters, all honoured for the degree of courage, dedication and wisdom they have displayed in imparting liberation war never be forgotten.
 
After 36 years of our liberation war, still freedom fighters are at risk, have less care from the state and being tortured in different ways by a group of hate crime creator and collaborators of Pak military junta living in our motherland. In this day, we pray to God of Creation, and spirit of comfort, son of the all-powerful ruler, nation wish to pray to you, majestic trinity, for your mercy: Nation is in need. Now our heart is sorely enflamed and our mind is overcast, afflicted with sorrow. Lord of Heaven, give us victory and true belief, so that we, with this sword, can hew down this distributor of murder and grant us deliverance. Never have we had more need of your mercy. Now, mighty Lord, bright-minded distributor of glory, avenge what is so painful in our mind, so hot in our heart.'

HUAMAN APPEAL to international Communities to Activate ADAB as Coordinating body for NGOs.
 
Respected Sir/Ma'am,
Greeting from ADAB Chittagong Chapter!
As you are well aware Association of Development Agencies in Bangladesh (ADAB) is the national apex body of NGOs in Bangladesh. It has been serving as a coordinating body for NGOs verses GOB, NGO-donors and NGO-CSOs. ADAB plays important roles in coordinating NGOs, GOs and other CSOs in sustainable development movement in Bangladesh. It has been works as spokesmen for local and international NGOs in Bangladesh in terms of coordination and provides technical supports. ADAB has been playing vital role in NGO to NGO and NGO to GO, NGO & donors, NGOs sectoral network, NGO and CSOs communication and coordination since inception 1974.
 
Sorry to say, ADAB was blacklisted for unknown political reasons by the last ruling Government. The activities were restrained and cut off due to refrain to received foreign fund. The DG NGO Bureau was issued a letter in April 2003 not to function ADAB as representative for NGOs. ADAB was filed suit to High Court against it and it also submits another suit to release its foreign fund from NGOAB. The High Court issues order to release it fund and stop the action of the letter of NGOAB. But the NGOAB has no action to release fund of ADAB and other innocent NGOs. As a result there was a big crisis in NGO sectors in Bangladesh. A number of national and local NGOs faced blockade to received foreign fund and even government fund is also restricted for them. Few NGOs who are closed to the immediate past government made syndicate to hold most of the government and foreign fund and deprived the others and made division in NGO sector. They are trying to establish another apex body i.e FNB but it is not able to represent in NGO sector. As a result ADAB and other right based NGOs fall funding crisis and business oriented NGOs promoted by government and donors. The rights based NGOs and along with ADAB staff and programme was cut off. ADAB was not able to work as coordinating body for NGOs. Till now ADAB, PROSHIKA & others are not able to released fund from NGOAB which were committed in 2001. But as per the findings of donor initiated "consultant groups" strongly marked ADAB is the principal coordinating body of Bangladeshi NGOs.    
 
As you know, cyclone SIDR affected 15 district of Bangladesh. The Head of Government asked NGOs to come forward to response cyclone victims. Peoples are demanding a coordinated relief operation in the affected areas. We appreciate the government appeal. ADAB would like to play its role to coordinate NGOs in relief operation. As you know ADAB has long experience and successful examples to coordinate relief operation from NGOs sites. Last land slide in June 11, 2007 in Chittagong ADAB was acted as coordinator NGOs.
 
So now we are appeals to our Caretaker Government through you, please kindly withdraw the letter of NGOAB not to function as coordinating body for NGOs and urgently release the fund for ADAB, Proshika and others and create positive situation for NGOs relief operation.

prsident pardonded 4 r u teacher who were convicted by court.
''Last Tuesday a Rajshahi court sentenced the teachers to two years rigorous imprisonment, and fined them Tk 1,000 each, in default of which each of them was to spend one more month of rigorous imprisonment, for violating the Emergency Power Rules (EPR) by bringing out a silent procession on the campus on August 21.'' star

it  is unethical for a teacher to return  university after convicted by court and sentenced for jailed.if they claim themself  innocent they should go to heigher court, if accuted then it is ok.

RE: [mukto-mona] A case against me

I must thank Taj Hashmi for his kind and quick response. I must appreciate his full endorsement of the views expressed by SIC in his recent article.
 
But with my layman knowledge, I still see communal riots and civil wars as quite distinct things. 1947 Kolkata riot happened exclusively in Kolkata and had a life time of several days only. Civil wars have long lives and cover the entire area of a territory or a country. We had never a civil war between Bengalis and Biharis that eventually turned into the liberation war. It was some thing else (disparity) that led to the struggle for independence. Unruly mobs attacked Bihari colonies. No directive had been issued by the high command to attack the innocent Biharis.   
 
As regards revolt, AL high command simply asked people to observe noncooperation. Revolts within army, BDR, police, if any, were spontaneous. Till 25th of March''71 Mujib was handling every situation and development with utmost maturity.
 
Will be willing to hear more from Dr. Hashmi.

First of all, with regard to my guru, Professor Serajul Islam Chowdhury's article on the Trial of War Criminals, I would simply assert that considering it a superb piece, a wonderful article by SIC I am in 100% agreement with him that all war criminals should be tried without any compassion or reservations, at least for the sake of justice. I have absolutely no point of difference in this regard (period).

On other points raised by Mr Chakrabarty, I would reserve my comments as his assertions are both historically grossly incorrect and from the point of social science simply untenable, wrong and convoluted. I wish I had the time to write an essay on what is civil war, what is rebellion etc. Neither rebel;lion has a negative connotation nor civil war is something pejorative. When Bengalis and non-Bengalis,Hindus or Muslims, Tamils and Sinhalese of a particular place or country fight with each other, that is a civil war. As rebellion (a by-product of revolt) may turn into a liberation war, similarly a civil war can eventually take the shape of a freedom struggle.

Erosion of Democratic Norms: A case of Modi

Current Gujarat elections, irrespective of their
results, will remain etched in the memory of the
nation for wrong reasons. Gujarat witnessed the
burning of Sabarmati express at Godhra in Feb 2002.
The carnage which followed this train accident claimed
the lives of thousands of innocents and simultaneously
polarized Gujarat along religious lines. The process
of ghettotisation of Muslims and the fear of
minorities constructed in the minds of majority
community are staring in our face. At the same time
the threads of democratic nationalism, national
integration are breaking rapidly. While various
citizens' inquiry reports did point out the pre
planned nature of the pogrom and the role of RSS
combine led by Modi in the carnage, we could all see
the same for ourselves thanks to the Tehelka. The
consequent polarization led to the victory of the
leader of the carnage back to power in the elections
which took place a bit later. In the elections of
2002, the main opposition party, Congress did not
gather strength to take on Modi with full vigor. One
of the reasons was that Modi deflected the criticism
directed again him and against RSS combine as the
insult to 5 crore Gujartis, and his assertion was well
received in a section of society.

The Tehelka sting showed some of the perpetrators
boasting about their crimes in front of the camera,
and this made most of the people realize once again
the gravity of the crime. Now most of the society got
a direct feel of what had happened, who did it.
Society also registered that the reports of citizens
groups were on the dot in pinpointing the malaise of
Gujarat society. It was in this background that Sonia
Gandhi in her election campaign called the Modi led
BJP as the merchants of death. Modi realized that the
truth is being said after all, and tried to raise the
communal and criminal sentiments by justifying the
extra judicial killing of Sorabuddin, who was killed
in a fake encounter by the police.

The ploy was that since a section of society has been
communized enough, the illegal act of killing someone
will get him sympathy votes. He took 'credit' for this
'bravery' of killing of Soharabuddin and his wife.
Human rights workers raised the issue of Modi
communalizing and criminalizing the people's mindset.
And as is his wont, he presented the criticism against
him as the insult of people of Gujarat, of Gujarat
itself!

Usual damage control exercises unrolled, he has been
quoted out of context, he does not justify the extra
judicial killings etc. But the damage was done and
election commission took a serous note of it. The
frail nature of legal mechanism, as to how a
democratically elected chief minister, takes oath in
the name of constitution, than openly incites the
public and tries to bask in the 'glory' of this
illegal act done by state machinery, is there for all
to see.

The larger issue of democratic norms, morality and
polity are put at the backburner, with the leaders
doing their electoral arithmetic of what will help
them more in getting the power. Now the issue can be
discussed at the level of legalities and also at the
level of electoral arithmetic. All these do have their
importance but one also needs to be concerned about
the deeper and broader issues related to our
constitution, as to what is happening to the values of
democracy enshrined in our constitution?

In Gujarat the legal norms have been put aside in
matters of rehabilitation and in the post violence
justice. In 'regular' life patterns, now a section of
Muslims are willing to bend on their knees to survive,
willing to 'forgive' unilaterally, while no body is
caring to ask for their forgiveness. The 'charisma' of
Modi is on the rise. He was keeping the communal card,
under wraps till the word Merchants of death was
hurled upon him. And then he unraveled his communal
face with full force just before the polling. All this
sounds so unusual but we are becoming used to the
prevalence of these things. Does it ring familiar to
something which happened in history? While there are
lot of differences from what happened in Germany some
similarities are too glaring.

The targeting of minorities, the total abolition of
democratic space, the social common sense directed
against the minorities and secularists, and consensus
built around the fascist state are very similar. 'Kill
them, kill them' is what Modi could easily extract
from the section of crowd for Soharabuddin. What
distinguishes Gujarat from the Germany's state of
affairs in 30s and 40s of last century is that here
the process is taking place at a slower pace and the
same process is on with different intensities in
different states of the country. So can we use the
term Chronic Fascism in Gujarat in contrast to acute
fascism of Germany. Whole of Germany was totally
gripped by this politics, while in India Gujarat is
worst but all the same in other states also this
fascism is strangulating democratic space, though with
different degrees of intensity. The biggest similarity
is the 'successes' of a fascist party, which in
Germany took the pretext of race and here it is
wearing the garb of religion. Interestingly earlier
and even now the fascist parties are using the
democratic space to come to power, to precisely
abolish the same in due course.

During last two and a half decades the rise of right
wing politics has taken place on the pretext of
Hinduism, while it has nothing to do with the humane
streams of Hinduism. It claims to be for Hindus, while
majority of Hindus have become victim of this
intimidating politics. It reflects the state of
erosion of our democratic norms and gradual
strengthening of the forces which do talk about
democracy but are deeply wedded to the RSS, the
organization which is opposed to democracy and wants
to bring Hindu nation. That the concept of Hindu
nation is for Hindus, is just a pretext. It
essentially aims to abolish the values of liberty
equality and fraternity and strengthens the hold of
section of Hindus, the elite, males, on the whole
society. The trick is the agenda of a small dominant
section of society has been propagated as being for
all Hindus.

Coming to Gujarat, one can clearly make out that there
is a slow but dangerous march towards a fascist state.
The classical fascism which one witnessed in Germany
and Italy in the early decades of last century was
marked by the targeting of minorities, of social
rights groups/parties and at the same time doing away
with all democratic norms. It created a terrorizing
atmosphere, where the handful ruled the roost with the
charisma of leader like Hitler, who swayed the people,
worked and he got the anti democratic things accepted
by people in the initial part of the rule, till
Germany itself collapsed under the weight of the
fascist boots. Such politics does discover and project
a single charismatic leader, in Germany it was Hitler,
in Gujarat it is Modi. Incidentally RSS nationalism
also took lot of inspiration from Hitler's
Nationalism, "German national pride has now become the
topic of the day. To keep up the purity of nation and
its culture, Germany shocked the world by her purging
the country of Semitic races-The Jews. National pride
at its highest has been manifested here. Germany has
also shown how neigh impossible it is for races and
cultures, having differences going to the root, to be
assimilated into one united whole, a good lesson for
us in Hindustan to learn and profit by." (We or Our
nationhood Defined,1938)

The politics of RSS combine has cleverly adopted
itself to the Indian situation and has gone on to
create a fear of the miniscule minority. It is quite
similar to Hitler creating a phobia against Jews,
holding them responsible for the plight of Germany,
and using that as the center of his policies
terrorizing the whole nation into submission to the
agenda of fascism, abolition of the concept of rights,
something which is the life and breath of democracy,
something which is a shield for the average people to
survive. While a large section of Gujarat, Minorities,
dalits, adivasis and women are suffering the middle
and affluent classes are able to get their way through
the agenda of vibrant Gujarat!

The analogy does not end here. The terrorizing
atmosphere created in Gujarat does remind us of the
status of minorities. Now the large sections of
minorities feel that they have been relegated to the
second class citizenship status. Their insecurity is
the index of our democratic ethos. It is correctly
pointed out that if you want to see the state of
health of democracy, have a look at the status of its
minorities!
