Bangladeshi among winners of Champions of the Earth Award 2008

 

Renowned environmentalist Dr Atiq Rahman has won this year's Champions of the Earth Award for the Asia Pacific region.The executive director of Bangladesh Centre for Advanced Studies (BCAS), Dr Atiq has received the award along with six others across the world.
 


The United Nations Environment Programme (UNEP) in Nairobi, Kenya announced the award yesterday on the 10th Special Session of its Governing Council.

The other recipients of Champions of the Earth 2008 are Helen Clark, prime minister of New Zealand, Balgis Osman-Elasha, a senior researcher at Sudan's Higher Council for Environment & Natural Resources, Henrietta Elizabeth Thompson, former energy and environment minister of Barbados, Prince Albert II of Monaco, former US Senator Timothy E Wirth and Abdul-Qader Ba-Jammal, secretary general of the People's General Congress of Yemen.

The winners will be presented with their awards at a special ceremony in Singapore on April 22, 2008.

In the award letter, Achim Steiner, UN under-secretary general and UNEP executive director, observed that Dr Atiq is one of the leading specialists in the field through his national and international experience in sustainable development, and environment and resource management.

Dr Atiq's publications on the subjects of environment and development in Bangladesh can be a reference for peers, he said adding that the post-graduate course that Dr Atiq had designed on "Sustainable Development Challenges and North South Dialogue" is innovative.

Lauding Dr Atiq's contribution, Achim Steiner noted that as a citizen of Bangladesh, a country extremely vulnerable to climate change and flooding, his expertise remains vital throughout the region.

The United Nations Environment Programme (UNEP) set up the award in 2004. The annual prize rewards individuals from around the globe who have made a significant and recognised contribution globally, regionally and beyond, to the protection and sustainable management of the Earth's environment and natural resources.

Past Champions of the Earth winners include, among others, Ms Massoudeh Ebtekar, former vice president of Iran, Mikhail Gorbachev of the Russian Federation, Prince Hassan Bin Talal of Jordan, Jacques Rogge and the International Olympic Committee, and Al Gore, former vice president of the United States.

PROFILE OF DR ATIQ RAHMAN:

Born in 1950, Dr Atiq Rahman is a lead author of Intergovernmental Panel on Climate Change (IPCC). He played a leading role in UNCED, Rio, 1992, Intergovernmental Negotiations on Climate Change (INC) session and all the Conferences of Parties and Climate Summits in Kyoto, 1997 leading to Kyoto Protocol. Dr Atiq has designed, developed and taught a multi-disciplinary post-graduate course on "Sustainable Development Challenges and North South Dialogue" at the Massachusetts Institute of Technology (MIT), Department of Urban Studies and Planning, Cambridge, USA. He is a visiting professor of International Diplomacy and Sustainable Development at Fletcher School of Law and Diplomacy, Tufts University, Boston, USA where he designed and teaches a multi-disciplinary post-graduate course on "Southern Perspectives on Sustainable Development."

The media freedom fallacy

In an interview on the sidelines of the just-concluded annual meeting of the World Economic Forum at Davos in Switzerland, the chief adviser to the military-controlled interim government, Fakhruddin Ahmed, claimed that the incumbents do not pose any hindrance to media freedom in Bangladesh. His claim cannot be any farther from truth. As recently as on January 24, the media cell of a national intelligence agency circulated a written order among the private television channels, detailing in unambiguous terms what programmes they might air live and what programmes they might not, who could be invited to talk-shows and who could not, so on and so forth. According to an Agence France-Presse report, printed on the back page of New Age on Sunday, the government banned two live political talk-shows of the private television channel ETV. ETV officials claim that the information ministry handed them 'a written order saying that we cannot telecast our live talk-shows any more.' Meanwhile, many newspapers continue to receive 'advisories' over telephone from intelligence agencies. Then, of course, some media outlets exercise 'self-censorship,' which, again, is a natural reaction to the Emergency Powers Rules. If these do not constitute hindrance to media freedom in the chief adviser's perception, we wonder what would.
   It is neither unwarranted nor unprecedented for intelligence agencies to have media cells. In fact, we believe such cells can go a long way in keeping the government abreast of popular opinion about its actions and policies so that it may modify its actions and policies in view of the public interests and expectations. Regrettably, the intelligence agencies have thus far employed these cells in a repressive role in their bid to force the media outlets into toeing the lines of the government. The intelligence agencies under the political regimes preceding the interim government also resorted to intimidation of the media; however, they never went to the extent of laying down dos and don's in black and white for the media to follow.
   Fakhruddin Ahmed cannot, and should not, take refuge in the excuse that he is not or was not aware of the workings of the intelligence agencies vis-à-vis the media. As the head of government, he is expected to be updated of whatever action that the intelligence agencies take. Besides, he has been informed by senior journalists of such intimidation exercises of the intelligence agencies on several occasions. It is exceedingly disappointing that the chief adviser has not only been unable to put an end to such unhealthy practices by the intelligence agencies but also making inflated claims about absence of hindrance to media freedom at international forums.
   We would like to remind the chief adviser in particular and the incumbents in general that ostrich syndrome will not help them in any way accomplishing the task of putting the country back on the path to democratic governance. We would also like to remind him that as an economist he should know better than anyone else that pervasive development cannot take place in an environment where the freedom of expression is neither recognised nor nurtured.

The arrival of Tata's Nano car should be a wake-up call for cities like Bangalore.
The design of the Rs one lakh car by Tata marks the coming of age of Indian manufacturing. Indian manufacturing has rarely developed original products by itself. This is clear from the total number of patents in force in India in 2004 which was 6,406; 1,82,385 in China, and worldwide 2004 was 5.4 million, while the Tata Nano alone is believed to have resulted in filing of 200 patents. The Tata Nano is the first product from India designed and developed from scratch to fit a price target.  The end product is a real car and not a simulation of one.

We must celebrate this triumph of Indian engineering design, development and scaling-up. It will set off a rush of similar attempts by Indian companies in many industries. It marks the coming of age of Indian manufacturing, not as imitators but as innovators. India's pathetic 15 per cent share of manufacturing in GDP versus 50 per cent for services will grow rapidly because of the Tata Nano. We can expect many manufacturers of other products, not only cars, to start designing and manufacturing in India. 

The Tata Nano could lead to total chaos in Bangalore (and other cities) already with grid locked traffic.
Unrestricted rise in ownership and usage of cars will severely damage the quality of peoples' lives as roads get more crowded, parking becomes even more difficult, pollution and its consequent diseases rise further. Tata Nano, priced at Rs 1 lakh (around Rs 1.40 lakhs on the road), is about half the price of presently available cheap cars. Its introduction will lead to drop in prices of second hand cars to levels (for the cheapest) that are close to prices of two-wheelers.

Consequently, sales of scooters and to a lesser extent motor cycles will dive. Rural use of motor cycles might continue to increase as will niche use of specialised two-wheelers, and use by the really low-income groups.

Many scooter buyers will graduate upwards to cheap second hand cars. Total replacement of two-wheelers by cars is unlikely because of the comparatively high running and maintenance costs as well as of parking for a car, and the higher capital costs for most cars. There is no doubt though, that the number of cars will increase exponentially because of the arrival of the Tata Nano.

We must not revert to the days of licensing and control to restrict the manufacture of more and cheaper cars. Nor can we ask those who do not have cars, that they should not have them even when they can afford them, as with the Nano.

The answer obviously is to improve the roads and traffic flows. However, almost invariably, municipal projects in Bangalore are subject to enormous delays, shoddy execution so that corrections at high cost are soon required, costs spiralling out of control, enormous inconvenience and danger to ordinary citizens and rampant corruption.

The millions of World Bank dollars borrowed and spent some years ago to repave footpaths and resurface roads have left us with both footpaths and roads in worse condition.

The hundreds of crores spent on de-silting the drains, have not led to anyone seeing even one of the thousands of trucks that should have carried the silt or the dumping grounds that should have had mountains of silt on them. The years of delay in building the many flyovers that were to solve traffic congestion have when built only moved the congestion beyond the flyover because no thought was given to widen the roads for carrying the traffic.

Bangalore will soon have a new airport that will charge high usage fees, close to the cost of some flights, with no speedy way to reach it, and costs of reaching the airport that will be as high as the air travel charges. Except for the early years of building the Calcutta metro, no other city has allowed the almost closure of its principal artery (MG Road) for the years it will take to build an overhead rail line as part of a "metro" project. 

Nor has any serious thought gone into planning and then implementing a coordinated traffic management programme. There are no coordinated traffic lights (made by IIT in Bangalore!), no lane discipline, few visible traffic policemen, poor planning of one way roads, no exclusive pedestrian areas even in crowded markets, and no firm attempt at road widening as in Hyderabad or Chennai.

Impractical suggestions like allowing cars on roads on any day with only odd or even license numbers must be replaced by tough monitoring, intolerance for corruption, and committed and efficient  management so that time and cost overruns are prevented and quality standards ensured.

Bangalore is burdened with a non-existent work culture and gross inefficiency amongst its municipal employees and traffic police. The speed and efficiency of construction and traffic management have to improve.  The arrival of the Tata Nano, a low priced small car and the many others that will follow it, should be a wake-up call to Bangalore.

India remains the World Bank's single largest borrower. In 2007, it was the largest borrower from two World Bank institutions, accounting for $3.75 billion, or 15 per cent of their total lending as the Bank globally committed $34.3 billion. In 2005, the country borrowed $2.9 billion from the World Bank. However, for the second time in less than two years, the World Bank has levelled allegations of rampant corruption in implementing schemes with its money, which includes even those related to control of AIDS, tuberculosis and malaria.
A Detailed Implementation Review, launched by the World Bank in 2006 and supported by the Government of India, has found "significant indicators of fraud and corruption" that include "collusive behaviour, bid-rigging, bribery and manipulative bid practices".

World Bank President Robert B Zoellick has said, "This probe has revealed unacceptable indicators of fraud and corruption." In 2005, the World Bank's investigation into a reproductive and child health project found similar instances of corruption, including alleged kickbacks to Government officials. Following these findings, the Bank withheld funds worth nearly $2 billion meant for pending proposals in the health sector. The important cases highlighted in the report are as under:

*The Food and Drug Capacity Building Project (2003-08): The $54 million project was meant to upgrade food testing labs and technicians. The report alleges questionable procurement practices in contracts representing 88 per cent of value of equipment procured, shifting of bidding deadlines and favouritism, widespread deficiencies in delivery and installation of equipment in all 15 labs, besides discovering more than half of 282 equipment uninstalled or undelivered.

*  The Orissa Heath Systems Development project (1998-2006): This $82.1 million project was the only State-level project that sought to improve the healthcare system in Orissa, which has the highest infant mortality rate in the country. The project, meant to renovate healthcare facilities, supplying additional medical equipment, was marred by fraud. As high as 93 per cent of the 55 project hospitals had problems like uninitiated or incomplete work, leaking roofs, crumbling ceilings and moulding walls and non-functional sewage system. Yet, all were given completion certificates. The report cited 17 equipments that violated technical specifications, including autoclaves that could explode and neonatal equipment, which lacked adequate electrical grounding, exposing babies and medical staff to electrical shocks.

* The Second National AIDS Control Project (1999 to 2006): This $193.7 million project aimed to reduce the spread of HIV infection in India and strengthen the country's capacity to respond to HIV/AIDS. The review found that selection and oversight of NGOs chosen for workshops and targeted interventions were corrupt. Procurement officials demanded and received bribes in exchange for awarding contracts. Several NGOs were not qualified to carry out HIV prevention activities and some did not even exist. They furnished false certificates to show their eligibility. Fraud was detected in 82 per cent of the 217 locally procured contracts.

* The Malaria Control Project (1997-2005): The $114 million project sought to assist the National Malaria Eradication programme by introducing effective mechanisms to control that disease. The review found bid-rigging, bribery, and collusion in procurement of medicine, bed nets and pharmaceuticals. The firms that debarred by the Bank for collusive behaviour in the earlier review, too, were found indulging in similar practices.

*  The Tuberculosis Control Project (1997-2006): It was estimated that up to half of India's population was infected with TB and this $124.8 million project was meant to support the country's newly-launched DOTS programme. The review found collusion, fraud and corruption in 100 of 143 contracts.

* The irregularities exposed in World Bank-aided health projects in India are only a tip of the iceberg. Regrettably, neither masses nor politicians feel outraged at the high level of corruption in the country. Regrettably, a survey has shown that Indians pay bribes worth more than Rs 26,725 crore every year, though this figure could be much higher.

* In India, public sector undertakings are often made to sing and dance to their Ministers's tune. But for the first time, the Chief Vigilance Commissioner in November 2003 complained to the Prime Minister that six Cabinet Ministers were allegedly harassing PSU chiefs for "personal favours". The PSU chiefs themselves made these complaints to the CVC. One PSU chief was reported to have complained that he was asked to get Rs 20 crore delivered to his Minister's party office and when he refused, he was "denied" an extension

* Despite India claiming to become a new destination for global investors, 38 per cent of over 5,400 companies' representatives surveyed by global consultancy firm PricewaterhouseCoopers said they were asked to pay bribe to get licences.

* It's a way of life for some Government officials to take bribe. Despite our talk about Indian culture, philosophy and time-tested spiritual values, how can we justify such corrupt practices? Poverty in India is wedded to corruption -- in education or healthcare, roads or public distribution sector. Due to corruption, funds meant for development projects mostly end up in the pockets of custodians of public trust and money. This system has to go. But how does it go? It can go if there is a prompt justice system.

* Chief Justice of India KG Balakrishnan observed in May 2007: "California's population is touching 38 million. In India, that's the number of cases pending in courts across the country." The Chief Justice also said that that India has only 12,000 judges -- 2,000 short of the sanctioned strength. As a result, there are over 2.5 crore cases pending in lower courts, 37 lakh in High Courts and 46,000 in the Supreme Court.

*"We need one judge for 500 cases to clear the backlog -- that would mean 77,664 judges. At best, however, the judges' strength can be pushed up a few thousand more. We need more courts and more budget for the judiciary," Mr Balakrishnan said. Will the Government wake up?

[mukto-mona] BANNED IN ATN TV - MY SHARIA-MOVIE.

Dear All,

I am sad to inform you that the movie was originally viewed, appreciated and agreed by authority of ATN TV in Bangladesh to broadcast on the Int'l Womens' Day on March 08.

Yesterday the Islamic scholars of ATN have banned it from airing.

It is a Docudrama on the Sharia Law of Instant Divorce by husbands. It has drama-elements of romance, love, humor, satire etc. Plus it shows authentic Sharia books (Hanafi, Shafi'i, Ayatollah Sistani, Dr. Doi etc), Islamic jurisprudence (Dr. Hashim Kamali etc), Sahi Bukhari and the Quran. Quotes are read out from Islamic jurisprudence, Sharia laws, Hadis and Quranic verses. It earned the Best Award to Bangladesh Theatre Toronto in a drama-competition; our senior actor Ariful Haque blessed it with his guidance.

The banned feature movie HILLA is made in Bangladesh with icons such as Raisul Islam Asad and Ilora Gawhar in lead roles. Its presentation is Pro-Quran; it portrays the Imam and the village-chairman not as criminals but respected leaders of responsibility. The drama ends not with a revolt against Sharia Laws but a call of discussion.

We should go back to the Basics of Islam that had not changed since days of Prophet Moses (Moosau). You can not build your character by following the 5 Pillars of Islam because they do not include any of the below.  
 
THE 10 COMMANDMENTS of Allah
 
1. You shall not have other gods before me ...!
2. You shall not make graven images and bow down to them ...!
3. You shall not call my name in Vain ...!
4. Remember the Sabbath Day (the day of rest & Worship) ...!
5. Honor thy Parents ... !
6. You shall not Kill ...!
7. You shall not commit Adultery ...!
8. You shall not Steal ...!
9. You shall not bear false witness (or lie) ...!
10. You shall not covet (desire enviously, what belongs to somebody else) ...!
 
Only # 4 can not be found in Qoraan because Friday was declared the day of Worship instead of Saturday as it was for Jews. Mollaas put all emphasis on you coming to their Mosque instead of preaching any of the above because that's the only way they can make money off you.

[vinnomot] Who should punish the war criminals?

 

   Awami League and BKSAL government ruled Bangladesh since 1971 until they awre  deposed by a coup in 1975. My undersnding is that ,was the responsibility of the Awami/BKSAL government to try the war criminals of Bangladesh as they became the sole owner of liberation war. Awami/BKSAL government was busy in Looting during 1971-1975 . They did not have time to try the war criminals. Even laterAwami League came to power with the direct/indirect support of Jamatis and ruled Bangladesh for another five more years and they forrgot to try the war criminals of Jamatis.Can we expect the same party to punish the Jamati war criminals if they come to power again ? Who can gurantee that punishment ? Is it the responsibility of any care taker government to punish the war criminals or of an elected government ?

Now my question to you:

  Why during this 9 years of Awami/Bksali rule  they did not punish a single war criminals ?( We only know that only war crminals was punished Razakar Chikon Ali by Mujib government.)
Can we blame BNP  or Ershad's JP for failing to punish war criminals ?

What was the role of GHADANIK's during Awami rule under Hasina Wazed ?

Who can gurantee that punishment ? Is it the responsibility of any care taker government to punish the war criminals or of an elected government ?
Now my question to you:
Why during this 9 years of Awami/Bksali rule they did not punish a single war criminals ?( We only know that only war crminals was punished Razakar Chikon Ali by Mujib government.)
Can we blame BNP or Ershad's JP for failing to punish war criminals ?
What was the role of GHADANIK's during Awami rule under Hasina Wazed ?

Our Mollaas are responsible because they are Guardians of our Character thru Religion. They claim to be the replacement (SujjaaDah Nashin) of Prophets. Since they have strayed-away from Gods Path by dumping the Basics of Islam for 5 Pillars of Islam that they have invented themselves, we have not hope left from them.
We should go back to the Basics of Islam that had not changed since days of Prophet Moses (Moosau). You can not build your character by following the 5 Pillars of Islam because they do not include any of the below.  
 
THE 10 COMMANDMENTS of Allah
 
1. You shall not have other gods before me ...!
2. You shall not make graven images and bow down to them ...!
3. You shall not call my name in Vain ...!
4. Remember the Sabbath Day (the day of rest & Worship) ...!
5. Honor thy Parents ... !
6. You shall not Kill ...!
7. You shall not commit Adultery ...!
8. You shall not Steal ...!
9. You shall not bear false witness (or lie) ...!
10. You shall not covet (desire enviously, what belongs to somebody else) ...!
 
Only # 4 can not be found in Qoraan because Friday was declared the day of Worship instead of Saturday as it was for Jews. Mollaas put all emphasis on you coming to their Mosque instead of preaching any of the above because that's the only way they can make money off you.

But interesting is that they (politicians) do not have any repentence for such sorry condition rather they get a sadistics pleasure while our nation is awarded the "The most Corrupted Nation" or "Failed State"  laurels.
