[ALOCHONA] Re: "Change" is the most powerful word in the world

Change is probably one of the most popular and powerful word since the creation of our universe. From nature to life everything changed or more correct word evolved for million years. The word change did not derived from change Bangladesh good book for the first time in human history. So no one should self impose undue tribute for him/herself for mere self satisfaction which can be explained in pure bangle phrase " BOGOL BAJANO".

Everyone I or you know wants change in their econo, socio or political life. Beggar wants to change his/her life to be a reach, reach wants to be more reach. Politicians want to be prime minister, businessmen want to be politician, and politician wants to be businessman and so on and so on.. NODIR  APARATA CHAIRA  NISHSHASH  KOHA  OPARETA  JOTO SHUK  AMAR  BISHASH.

Change is good but not always especially if you consider who is making the change as the most important factor. Who is leading the change is the essence of whether changes will benefit or will have a detrimental effect. Input dictates the output can be the common barometer to analyze the change.

Intention helps to design the change but alone that is not enough, whose intent on what purpose dictates the outcome again. With all those word crafting only one thing I wanted to establish, it is the person or persons which really matters when talking change.

Example, devil (Shoitan) wants change; he wants to change all your good deeds into bad deeds. He wants you to change the righteous path you follow to a path of sin. He wants to change your guts of standing against the oppression to flow with oppression. He wants to change your resilience against injustice to defeatism. He uses good words and tactically crafted moral to influence you to accept his wrong way as the best way. This is more visible with all military/civil dictators and their cronies who craft their logic with sweetness to deceive their people. These conmen's only work is misleading people with the word CHANGE for their own benefit.

Change is essential and at the same time inescapable. We have to follow the people who do not do dance with the word change. Who does not use the word CHANGE as chocolate wrapper to sell their dirty sweet inside for their self benefit? Most likely people who make change for the good are those who do good work without chanting the word CHANGE-CHANGE in every step of their life. It's not the slogan CHANGE makes the real change, it's the work which makes or breaks change. Change happened in the past and will happen in future for good or bad whether you like it or not, war is on to control the change by evil as well as angel.

It takes some courage for a leading beneficiary of global capitalism to chart out a new path at a time when it is confronted with a grave crisis. But that is precisely what Bill Gates did at the WEF's annual meeting in Davos, over a week ago. Being the last speech at Davos before he relinquishes his pivotal role at Microsoft, there was sufficient curiosity about what he'd say on "A New Approach to Capitalism in the 21st Century." 
 
Gates' central worry was "the world is getting better, but it is not getting better fast enough." And more disturbingly, "it is not getting better for everyone." That is especially true when you look at access to essential medicines, Gates' special concern. It is well known that about 2 billion people world over lack access to essential medicines. Health analysts say a mere improvement in access to existing medicines could easily save 10 million lives annually, and this could effectively halve the child and maternal mortality in South Asia and Africa. Unsurprisingly, 15 per cent of the worlds' population consumes over 90 per cent of its pharmaceuticals. 
 
"We have to find a way to make the aspects of capitalism that serve wealthier people serve poorer people as well," Gates said, arguing that "I like to call this idea creative capitalism." His whole message is centred on how companies and corporations can "stretch the reach of market forces to bring the benefits of science and technology to everyone." His address was full of examples, including tier-pricing for medicines as well as the Doha TRIPS and Public Health Agreement. The costs incurred by pharma firms in developing new medicines and access to medicines remains Gatesburning concern. 
 
However, the moot issue is whether the gap between those who invest billions of dollars to develop new medicines and those who need them most, particularly, the poorest of the poor, is bridgeable. There are no easy answers to this. "There are ways to address the access issue," says Daniel Vasella, the chairman of the Swiss pharmaceutical giant Novartis. Despite losing a major patent-related dispute over its cancer drug Glivec in India last year, Novartis maintained it was ready to address the problem of access to its costly drugs in India. But if innovation cannot be priced appropriately and protected adequately, then, there will be a grave danger in the development of new medicines to tackle deadly diseases, he told Business Standard. 
 
The Swiss company suffered major financial losses during the last quarter of 2007 because of intense competition from generic drug companies, particularly Israeli company Teva. Teva decided to produce generic versions of the blockbuster blood-pressure drug Lotrel and herpes-drug Famvir — two major branded drugs of Novartis — in the US market. Novartis took the issue to US courts but failed to win a favourable verdict. 
 
Indeed, many leading pharma firms have the same problem Novartis has because the patents for their branded drugs are about to expire in the next one or two years. Small wonder then that the generic companies are on a rampage the world over to shorten the length of time in which companies have an exclusive right to sell their medicines because of their patent rights. Coupled with sluggish research productivity, the so-called giants of the pharmaceutical world are in dire straits. With generic companies able to sell the same branded drugs at one-third of their price, R&D-based firms which price their drugs on a what-the-market-can-bear principle are in danger. 
 
Beside the threat from the generic companies, there is another problem. The new drugs developed by R&D-based companies are outside the reach of the poor consumers in rich countries. And the problem is much worse in poor countries where the disease burden is high and where the inaccessibility to these vital drugs is much higher. A market-based solution to this conundrum has proved difficult to conceive. 
 
True, there are public policy instruments such as compulsory licensing to address this issue under the World Trade Organisation rules. But compulsory licenses are given to third parties against the will of patent owners. And since these instruments are granted by either governments or court-based interventions, they amount to a non-market-based solution to address the problem. 
 
Besides, attempts to use these instruments invariably provoke a strong negative response from the patent-holders as well as their home governments. There are numerous instances of how the US pressured countries such as Thailand, Brazil and South Africa not to avail of or use compulsory licensing. In essence, though non-market interventions for making drugs available at affordable prices are permissible under WTO rules, they are difficult to implement in real life public emergencies. Gates referred to the possibility of using WTO's Doha Agreement on TRIPS and Public Health. 
 
Thus, the dichotomy between market-instruments and public policy interventions for making the latest drugs available at affordable prices calls for a broader global framework. Unless, governments, non-governmental organisations, research-based pharmaceutical companies and generic drug companies are parties to this framework, the problem of affordable access to medicines will continue to persist.

WASHINGTON (AP) -- Al-Qaida's embrace of violence may be undermining the terrorist group's support in the Muslim world, the nation's top intelligence official said Thursday.

''The question becomes, are we reaching a tipping point to witness the decline of this radical behavior?'' said Director of National Intelligence Mike McConnell at a House Intelligence Committee hearing. ''We don't know but we are watching it very closely.''

Most victims of al-Qaida bombings and attacks are Muslims, McConnell said. In Iraq, the violence perpetrated against Iraqis by insurgents associated with al-Qaida pushed local tribes to turn against the group and has led to improved security, he said, adding that the same pattern may take hold elsewhere.

''In the last year to 18 months, al-Qaida has had difficulty in fundraising and sustaining themselves,'' McConnell said.

CIA Director Gen. Michael Hayden said there seems to be increasing willingness in the Islamic world to question al-Qaida's vision. As evidence, he pointed to the fact that al-Qaida's second-in-command, Ayman al Zawahiri, now has a Web site to which readers can submit questions.

''I think it is a remarkable step and I don't think reflective of overconfidence on the part of al-Qaida leadership,'' Hayden said.

More than 1,300 Pakistanis -- civilians and troops -- were killed in terrorist attacks and armed clashes in 2007, more than in the six previous years combined.

''Pakistanis have generally viewed (al-Qaida) to be more a threat externally, to us, for example, than it is to them. They no longer see that. The United States is helping to train Pakistani special forces, the Pentagon confirmed Wednesday.

''The dialogue we are engaged in now is, how do we help them help themselves?'' McConnell said.

Also in the hearing -- an overview of global threats to the United States -- McConnell said North Korea is continuing to enrich uranium and proliferate nuclear technologies despite its stated commitment to full denuclearization. Pyongyang missed a December 31 deadline for a full declaration of its nuclear program, he said.

He said the intelligence community has ''medium confidence'' North Korea is still enriching uranium, down from ''high confidence'' last year.

Russia and China are investing heavily in space, McConnell said, and may be developing a capability to strike U.S. satellites, including those that make up the global positioning system, or GPS.

''If the trend continues, Russia and China will have an increased ability to target ... navigation systems, and the effort will be to control our ability to use precision-guided munitions,'' McConnell said.

Slump in agriculture predicted; tough times ahead for UPA

The UPA Government is in for a difficult time with the agriculture crisis worsening and an industrial slowdown in the offing.




The Advance Estimate of the National Income (2007-08) released on Thursday projected a stiff fall in the growth rate in agriculture, forestry and fishing sectors to 2.6 per cent compared to 3.8 per cent for the previous year.



This, despite, a series of measures taken to boost farm production and to alleviate the sufferings of the farmers.



Incidentally, a Full Planning Commission meeting was held last year to find ways for achieving four per cent growth rate in agriculture.



Similarly, the key indicators of construction sectors -- cement and steel -- also indicated slowdown by logging growth rate of 7.4 per cent and 6.5 per cent respectively during April-November, 2007, as against the growth rate of 10.8 and 11.2 per cent respectively for corresponding period in 2006.



This could directly affect job generation and overall growth rate target, which the advance estimate has moderated to 8.7 per cent. There is an apprehension that it will impact expansion and investment plans of the industries particularly in construction and infrastructure.



According to the latest estimates available on the Index of Industrial Production (IIP), the index of mining, manufacturing and electricity sent mixed signals registering growth rates of 4.9 per cent, 9.8 per cent and 7 per cent, respectively during April-November, 2007-08, as compared to the growth rates of 4.2 per cent, 11.8 per cent and 7.3 per cent during April-November, 2007-08.



Thus, the message is loud and clear for the Congress-led UPA: It will not be in position to push ahead with the reform agenda.

Every one in bangladesh are corrupte. The Buddijibis (in other words, people with brain in theor heads; as if, none others have it), think that rest of the Bangladesh is without any brains. Tell them to teach and not run a country. Or tell them to go to hell.
 
Bangladesh can run run better without these so called Buddijibis who are nothing but leaches.

We all know, the High Court and the Supreme Court is funny. Bnagledash does not have courts. This lady including the other one are guilty to downdrade Bangladesh to the bottom. Both should be tried and given jail for their enitre life.

Dhaka, Feb 6 (bdnews24.com) – The High Court Wednesday scrapped an extortion case against former prime minister Sheikh Hasina after ruling illegal its trial under emergency powers rules. Full Story

The verdict is deemed crucial as it is expected to determine the fate of other similar cases marked for trial under emergency powers rules in a controversial move denying the accused the right to seek bail.

But the legal battle is far from over as the government filed a counter-appeal, just as quickly, with chamber judge Justice MA Matin, who forwarded the petition to the Appellate Division, without halting the HC verdict.

The hearing on the counter-appeal has been set for Thursday.

A two-member bench of Justice Shah Abu Nayeem Mominur Rahman and Justice Shahidul Islam handed down the judgement after starting delivering the verdict Tuesday on a writ appeal by Hasina.

After the judgement, defence lawyer barrister Rafiq-ul Haque told reporters: "Justice has prevailed. The High Court has cancelled the extortion case against Sheikh Hasina."

The defence argued that the incident that allegedly had taken place years before the declaration of the state of emergency could not be brought under the emergency rules.

A case taken under the cover of emergency rules means the accused lose the right to seek bail.

The case filed on June 13 charges the former prime minister with taking Tk 3 crore in extorted money from businessman Azam Jahangir Chowdhury to let him build a power plant during her 1996-2001 term.

The verdict is set to seal the fate of other cases pressed under similar circumstances.

WHAT THE COURT SAYS

In the verdict, the court said: "No law can be made, contradicting or undermining the basic rights of citizens championed in the constitution of the land."

"As per Articles 31-35 of the constitution, no law promulgated under emergency rule can curb any civic rights, including bail."

"The state of emergency promulgated on Jan 11, 2007 and the emergency powers rules made on Jan 25 said the EPR would be effective from Jan 12. Following amendments, it was declared that the EPR would be in force as long as the emergency rule stayed," the court said.

"In line with the Emergency Powers Ordinance, the caretaker government was empowered to make rules but cannot make rules that surpass the ordinance itself."

The court added: "The ordinance does not cover any crime committed before Jan 11."

"Whenever such situations arise, where the core law clashes with the rules, the core legal instrument will supersede all rules," the verdict said.

The EPR curbs the bail granting authority of all courts, including the Supreme Court, which contradicts sections 497 and 498 of the CrPC. The sections empower the court to grant bail to the accused in non-bailable cases, the HC judges said in the verdict.

"Whenever such laws curb any citizen's basic rights, it is done in violation of the CrPC sections. The Articles 27-35 of the constitution were not suspended or their jurisdiction curbed by the emergency, which means if any law contradicts the constitution, it must be scrapped."

"The court holds the right to repeal any such law and, once scrapped, such instruments cannot be used in any courtroom anymore," the court explained.

"No parliamentary law or presidential ordinance can undermine the citizen's rights."

The landmark verdict came a day after Hasina's lawyers said they no longer had confidence in the judge conducting the trial of the same case and wanted a new court to run the proceedings.

The defence lawyers said they doubted metropolitan sessions judge Md Azizul Haque would give a fair trial.

They also accused him of bias and circumventing proper legal procedures at the trial and were preparing to petition the High Court to shift the case from the Metropolitan Sessions Judge's Court set up on the parliament complex.

Hasina was arrested on July 16. The next day the case was taken under emergency rules and she was shown arrested in it.

On July 24, a chargesheet was submitted to the court accusing Hasina, sister Sheikh Rehana and their cousin Sheikh Fazlul Karim Selim.

GOVERNMENT SIDE AND DRAMA

In a press briefing, additional attorney general Salahuddin Ahmed said: "I am not surprised by the judgement that has ruled illegal the trial of Sheikh Hasina under emergency rules. What has surprised me is, the court has cancelled the case."

The government filed the counter appeal as Ahmed alleged that the HC verdict was "not lawful".

Justice MA Matin, the chamber judge, did not initially accept the appeal as he left his chamber at 1:55pm for his courtroom.

Government lawyers then rushed to the courtroom of the judge-in-chamber where MA Matin "heard" the appeal and sent it to the full bench of the Appellate Division for Thursday's hearing.

The decision irked the defence lawyers who alleged that the chamber judge heard the government appeal in the absence of Hasina's lawyers.

"It was a unilateral decision," Barrister Rafiq-ul Haque said.

Law adviser Hassan Ariff declined to make any comment on the judgement.

"It is an Anticorruption Commission case. The commission will take a look at it," the adviser said to reporters at the Secretariat.

This links said the truth of my previous issue/mail. You may see the same incident some other dailies. Chhatro league never will against Mukijoddha Quota. Because, this is their best way to enter BCS job, even though many of them born after 1971. 
By any means the quota should not exceed 5%. The Rotten student politics should be banned in BD. Because, they only talk for their GODDESS, not for students/country. They all are absured who do students politics in BD.

Because:
Hasina and her gang Looted the BCS job giving 30 % in Muktijoddha quota. They wanted the whole BCS and their family in their court.  Is not it??
 
Students should make fruitful demand to make it less than 5% in anyway.  May be any one can understand the logic of my writing. Need to explain?? I found this is only one students movement for themselves only as well as for the betterment of country in 17 years. Rotten student politics will never say anything against it as they are sold to Hasina and/or  Khaleda.  Students should go in action to get the chance of CTG regime.  Otherwise, they will not get any chance while the Goddess party/parties return again in power.

[mukto-mona] Serularism:The Religion of Man.

Adherence to a religious faith and to be secular at the same time are two conflicting subject. Islamic faith is very clear in this matter. If I don't subscribe to some integral tenets of Islam, more precisely, blindly, I am not a Muslim. The question of 'murtaad' comes from there. There are many views and various explanations of this issue of murtaad but the last word is again very clear. To claim myself a Muslim I am obliged to follow and adhere to some fundamental dogmas. This is the reason why the notion of secularism in Islam could make much inroad  into Islam. This immovable factor is the main reason behind intolerance in the Muslim world. The angel of enlightenment, goodness, toleration and magnanimity always ponders how to make peace with this seemingly impregnable barrier?  Philosophically we will embrace and sit with that notion which accepts and nurses the principle of individual freedom. That freedom, which makes peace with divergent views, finds unity in diversity and above all promotes universal understanding and respect. Many Muslims view secularism as basically anti Islam or a tendency to negate Islam. This is where a liberal person clashes with Islam.  

The culture of intolerance in Islam has taken a global shape now. It has become so barbaric that a recalcitrant is liable to be beheaded. This is a medieval mind set trying to establish a reign of terror in this age of enlightenment and wisdom. It's surprising that the meaning of freedom is so limited and so narrow to a sizeable number of Muslims. This abhorrence for equality and mutual fraternity is a dangerous trend which challenges the very basic foundation of the human civilization. There are many apologists among the Muslims who maintain a deafening silence on these important issues. This silence is tantamount to agreeing with the extremists.

An epoch has come when all the institutionalized religions must walk along with the needs of time. If there will be any religion that will be Religion of Man. We all who believe in the equality of man and his right to freedom of thinking are the secularists. We recognize freedom as the most basic right of any man. During the French Revolution of 1789 the guillotine was used to behead the anti revolutionaries. The spirit of revolution gradually brought the sense of civility and toleration and the extreme measures like the use of guillotine to silence the opposition gradually discarded. Our strength is in our resolve for a just cause which is so dear to so many. We have regenerated the spirit of freedom in a regimented community and helped open the door of openness. In this momentous effort if we have helped a single person to see reason and free his caged soul we are successful.  The people who makes fun of us by calling us a tiny group of so called liberal Muslims will realize soon that so much owed by so many to so few. Despite our small size we have proved that we shall only leave when the pub closes. We shall continue to drink the juices of truth even if it's poison to our blunt headed opponents. We will not stop till we ensure a total and unmitigated defeat of the reactionaries. Those voices of opposition are weak and scared because they come from those who are locked in the closet of their own follies. They will never know how sweet the taste of freedom is. This may be a war of the unknown but the battle ground is vivid and wide. They know the weight of our arms. We say to them, you make a living by what you get but we make a life by what we give.

Clear bias in favour of Pervez Musharraf allies in State TV's election campaign coverage

Reporters Without Borders has monitored the state-owned TV broadcaster PTV's coverage of the parliamentary election campaign since 28 January and has found that, despite an effort to assign some space to all the main political parties, most of the air time has been given over to the parties that support President Pervez Musharraf, the federal government and the president himself.

The president and his allies were the subject of 84.9 per cent of the political items (reports, interviews, analyses and so on) in the four daily news programmes that were monitored from 28 January to 2 February. The press freedom organisation had already identified PTV's lack of neutrality as one of the five major problems to be resolved before the elections, scheduled for 18 February.

"During his recent European visit, President Musharraf insisted that the elections would be free and fair, but the absence of fairness in the coverage provided by the only national terrestrial broadcast channel shows that this is not yet the case," Reporters Without Borders said. "The electoral commission and the federal government must quickly intervene so that the PTV grants the same air-time to the different political parties."

The organisation added: "Not content with controlling PTV's editorial policies, the government has also imposed a draconian code of conduct on the privately-owned TV stations, which are broadcast by satellite and cable. On 2 February, the federal information ministry again threatened the privately-owned stations with reprisals if they did not respect the code."

Reporters Without Borders has been measuring the air-time accorded to the various political parties in the news programmes broadcast by PTV at 10 a.m., noon, 6 p.m. and 9 p.m. (the one with the most viewers). The political actors were put into eight categories: President Musharraf, the federal government and the provincial governments; the presidential party, PML (Q), and its allies, the MQM; the opposition PML (N); the opposition PPP; the nationalist parties, above all the ANP; the opposition alliance that favours a boycott, the APDM; and the MMA, a fundamentalist coalition.

A marked bias in favour of PML (Q)

During the six days of monitoring, the PML (Q) and its allies were given just over 46 minutes of air time while the two main opposition parties got a combined total of 40 minutes (28 minutes for Nawaz Sharif's PML (N) and 12 minutes for the late Benazir Bhutto's PPP). Their percentage shares show a clear bias: 17.4 per cent for the PML (Q), 10.5 per cent for the PML (N) and 4.6 per cent for the PPP.

The bias was even more marked on some days. On 28 January, for example, PTV accorded a total of 8 minutes and 10 in the four news bulletins to the pro-Musharraf parties while the PML (N) got just 3 minutes and 11 seconds and the People's Party of Pakistan got 3 minutes and 20 seconds. The federal government and the president received a total of 31 minutes of air time the same day.

The pro-autonomy parties and the MMA fundamentalist coalition were almost completely ignored in PTV's news bulletins. The MMA was given only 30 seconds from 28 January to 2 February, while the pro-autonomy parties of Balochistan and the Pashtun regions got no mention at all.

In addition to the air-time bias, Reporters Without Borders also noted that the journalists' comments that accompanied the reports about the PML (Q) were always positive. Its rallies, for example were always referred to as "popular" or "mass" meetings, while the tone used for the reports on the opposition was more neutral.

The monitoring also revealed that PTV broadcast very frequent PML (Q) spots that went into its political programme in detail. The opposition parties have not bought or otherwise obtained this kind of publicity.

PTV's explanations

When questioned by Reporters Without Borders about the bias, a member of the PTV staff said: "We cover the political parties when they have activities and the PML (Q) organises more events than the others. We have a programme on the elections in the afternoon in which everyone has a chance to speak. Then, in the news programmes, we concentrate on the leading politicians." Speaking on condition of anonymity, another member of the PTV staff said the station had not been instructed to cover all the candidates with complete fairness.

The electoral commission has not laid down precise rules about the allocation of air-time during the campaign but PTV was encouraged to promote pluralism. However, our measurements show that the station does not even respect the commonly accepted rule during election campaigns that air-time should be fairly allocated between the government, the parliamentary majority and the opposition.

Nearly 85 per cent for Pervez Musharraf and his allies

Musharraf, the federal government and the provincial authorities were allocated 67.5 per cent (more than two thirds) of air-time from 28 January to 2 February. Including the PML (Q), the presidential camp was assigned 84.9 per cent of the political reports. On 2 February, more than 35 minutes were given over to the president, the government and the pro-government parties, while the opposition parties got a little less than two minutes.

The president has been getting a great deal of coverage from PTV. On 1 February, he got 4 minutes and 30 seconds of air-time while the PPP got 25 seconds and the PML (N) got just under 3 minutes.

Nonetheless, the code of conduct set by the electoral commission for the broadcast media in November says "election coverage on the television stations must be fair, impartial and balanced." The commission gave the Pakistan Electronic Media Regulatory Authority the job of monitoring respect for these rules.

The international standards are similar. In its guide for election observers, the European Union says the state and public media "must accord access to government and opposition parties." It also says: "The very principles of democratic governance require that the electorate be able to make an informed choice (...) While the public must be able to benefit from coverage of public affairs, events linked to the campaign must not be confused with government news."

Elections du 18 février : La couverture par la chaîne d'Etat PTV largement favorable aux partisans de Pervez Musharraf

Depuis le 28 janvier 2008, Reporters sans frontières réalise un monitoring de la couverture par la chaîne d'Etat PTV de la campagne des élections législatives du 18 février prochain. Malgré des efforts évidents pour donner la parole aux principales formations politiques pakistanaises, la majorité du temps d'antenne est favorable aux partis qui soutiennent Pervez Musharraf, au gouvernement fédéral et au chef de l'Etat lui-même. Entre le 28 janvier et le 2 février, les soutiens au chef de l'Etat ont concentré 84,9 % des sujets politiques (reportages, interviews, analyses, etc.) dans les quatre bulletins d'informations suivis par le monitoring.

"Le président Pervez Musharraf a tenu à rappeler lors de son récent séjour en Europe que les élections seront libres et justes. Mais l'absence d'équité dans la couverture de la seule chaîne nationale hertzienne démontre que ce n'est pas encore le cas. Il est urgent que la Commission électorale et le gouvernement fédéral interviennent pour que la chaîne accorde enfin le même temps d'antenne aux différentes formations politiques", a affirmé Reporters sans frontières qui avait déjà évoqué le manque de neutralité de PTV dans une liste de cinq problèmes majeurs à régler avant les élections du 18 février.

"Non content de maintenir un contrôle sur la ligne éditoriale de PTV, le gouvernement impose aux chaînes privées diffusées par le satellite et le câble un code de conduite drastique. Le 2 février, le ministre fédéral de l'Information a encore menacé les chaînes d'interdiction si elles ne respectaient pas ce code", a ajouté l'organisation.

Depuis le 28 janvier, Reporters sans frontières a chronométré les temps d'antenne accordés aux différentes formations politiques au cours des journaux télévisés de 10 heures, midi, 18 heures et 21 heures (le plus regardé au Pakistan). Les acteurs politiques ont été répartis en huit catégories : le président Pervez Musharraf, le gouvernement fédéral et les gouvernements provinciaux, le parti présidentiel PML (Q) et ses alliés (MQM), le PML (N, opposition), le PPP (opposition), les partis nationalistes (notamment l'ANP), l'alliance d'opposition favorable au boycott APDM et la coalition fondamentaliste MMA.

Un net déséquilibre en faveur du PML (Q)

Sur les six jours observés, le PML (Q) et ses alliés obtiennent un peu plus de 46 minutes de temps d'antenne tandis que les deux principaux partis d'opposition ont bénéficié en cumulé de 40 minutes (28 minutes pour le parti de Nawaz Sharif et 12 minutes pour le parti de feue Benazir Bhutto). Ce qui représente un net déséquilibre : 17,4 % pour le PML (Q), 10,5 % pour le PML (N) et 4,6 % pour le PPP.

Certains jours, ce déséquilibre est encore plus écrasant. Ainsi, le 28 janvier, PTV a accordé 8 minutes et 10 secondes dans les quatre bulletins d'informations aux formations pro-Musharraf tandis que le PML (N) n'a obtenu que 3 minutes et 11 secondes, et le People's Party of Pakistan a bénéficié de seulement 3 minutes et 20 secondes. Pour la même journée, le gouvernement fédéral et le chef de l'Etat ont totalisé 31 minutes.

Les partis autonomistes et la coalition fondamentaliste MMA sont pratiquement absents des bulletins d'informations de PTV. Du 28 janvier au 2 février, seulement 30 secondes ont été accordées au MMA, tandis que les partis autonomistes, notamment du Baloutchistan ou des zones pachtounes, n'ont pas été évoqués du tout.

Au-delà de la répartition du temps d'antenne, Reporters sans frontières a noté que les commentaires des journalistes qui accompagnent les sujets sur le PML (Q) sont toujours positifs. Par exemple, un meeting du parti pro-Musharraf est toujours qualifié de "populaire" ou "de masse". Alors que le ton employé dans les sujets sur l'opposition est plus neutre.

Le monitoring a également révélé que le PML (Q) profite très régulièrement sur PTV de spots publicitaires dans lesquels son programme politique est largement détaillé. Les partis d'opposition n'ont pas acheté ou obtenu ce type de publicité.

Les explications de PTV

Interrogé par Reporters sans frontières, l'un des responsables de la rédaction de PTV a expliqué ces déséquilibres : "Nous couvrons les partis politiques quand ils ont des activités, et le PML (Q) organise plus d'événements que les autres. Nous avons une émission sur les élections dans l'après-midi au cours de laquelle tout le monde a la parole. Alors, pendant les journaux télévisés, nous nous concentrons sur les principaux hommes politiques". Un autre journaliste de PTV a précisé sous le couvert de l'anonymat que la rédaction n'avait pas reçu l'instruction d'appliquer une équité parfaite entre tous les candidats.

La Commission électorale n'a pas établi de règles précises sur la répartition du temps d'antenne pendant la campagne électorale. PTV a été incitée à promouvoir le pluralisme. Mais, selon nos calculs, la chaîne ne respecte même pas une règle communément admise pendant les campagnes électorales selon laquelle le temps d'antenne doit être réparti équitablement entre le pouvoir exécutif, la majorité parlementaire et l'opposition.

Près de 85 % pour le camp présidentiel

Sur la période du 28 janvier au 2 février, Pervez Musharraf, le gouvernement fédéral et les autorités provinciales obtiennent 67,5 %, donc plus des deux tiers du temps d'antenne. Si on y ajoute le PML (Q), on obtient 84,9% de sujets politiques consacrés au camp présidentiel. Le 2 février, plus de 35 minutes ont été accordées au Président, au gouvernement et aux candidats de la majorité alors que les activités de l'opposition n'ont été abordées qu'un peu moins de deux minutes.

Le chef de l'Etat bénéficie d'une large couverture par PTV. Le 1er février, il a bénéficié de 4 minutes et 30 secondes de temps d'antenne alors que le PPP a été évoqué 25 secondes et le PML (N) moins de 3 minutes.

Et pourtant, le code de conduite pour les médias audiovisuels, défini en novembre 2007 par la Commission électorale, précise que "la couverture des élections sur les télévisions doit être juste, impartiale et équilibrée". La Commission a donné à l'Autorité de régulation des médias électroniques du Pakistan (PEMRA) la responsabilité de "surveiller" le respect de ces règles.

Et les standards internationaux sur le sujet vont dans le même sens. Dans son guide pour les observateurs électoraux, l'Union européenne a défini ainsi le travail des médias publics/gouvernementaux qui "doivent accorder un accès aux partis de gouvernement et d'opposition (Š) Les principes mêmes de la gouvernance démocratique nécessitent que l'électorat puisse faire des choix en connaissance de cause. (Š) Si les populations doivent pouvoir bénéficier d'une couverture des affaires publiques, les événements liés à la campagne ne doivent pas être confondus avec les nouvelles de l'Etat."

Lower House Passes Anti-Terror Law

TORONTO (AP) - Canada's lower house Wednesday passed a revised anti-terrorism law that remains one of the country's most contentious, allowing the government to detain foreign terror suspects indefinitely without disclosing evidence against them.

Canada's Supreme Court struck down the previous law last year, finding that it violates Canada's bill of rights. The law said non-citizens suspected of being a threat to national security could be held indefinitely under security "certificates, " and did not allow them to see details of the case against them.

The court said the non-citizen suspects should have a right to respond to evidence used against them by intelligence agents and noted that Britain allows government-appointe d special advocates to review such sensitive intelligence material.

It suspended the judgment from taking effect for a year, to give Parliament time to rewrite the law, called the Immigration and Refugee Protection Act.

The Canadian government amended the law last fall to allow suspects to have a special advocate, who will access to the evidence against them while the courts review their deportation orders.

The resulting bill passed the lower house by a 196-71 vote Wednesday. It now goes to the senate, an unelected body that usually approves legislation passed by the lower house.

Under the revised law, a special advocate - appointed by the government - would protect the person's interests by challenging the government's claims of secrecy over the evidence, as well the relevance and weight of the facts.

Once informed of confidential details of the case, the advocate would be prohibited from discussing the information with others, including the person detained or slated for deportation.

Canada's Minister of Justice has established a list of independent, qualified special advocates who can represent suspects. They must have at least five years of legal experience, no conflicts of interest and appropriate security clearance.

Although the security certificates have been around for decades, their use became more contentious after 9/11.

Six Arab Muslim men now stand accused of terrorist links under the certificates. All deny the charges. They are currently in jail or living under strict bail conditions, facing deportation from Canada.

Paul Copeland, a lawyer for two Arab men accused of terrorist links, questioned whether the revised law will be OK with the Supreme Court.

"I think the government lawyers are delusional if they think this will pass muster with the Sumreme Court. They thought the previous legislation would," he said. "Every counsel on the six security certificate cases that are still outstanding think it's unconstitutional. "

Copeland said it denies fundamental justice to the suspects, in part because a special advocate is not allowed to review the evidence with the suspect.

The new system must be in place by Feb. 23, the end of the 12-month grace period the court gave the government to reform the process.

I don't need to make a case against the Senator. He is the case against his own. It was about lust for money. Just to add one more in the list, shortly after Barack Obama's sworn in as US Senator, his wife, Michelle Obama, got a pay raise of $195,000 to a new salary of $316,962. At the same time she was put in the Board of Directors of Tree House and Bay Valley Foods where she got another $100,000.
All multiple offenders start with one offense in the beginning. What is wrong if I get alerted from a single offense? Why should I overlook a single offense and wait for another offense? If one offense is not enough to judge a person then why did he not keep the money? For a presidential candidate how many offenses are required to judge?

How do I know that special interest group of another kind is not behind Obama as well?

I admire the nicety of US election system. The primary continues over months. Meanwhile all idiosyncrasies and characteristics of the candidates are exposed. The better candidates finally get screened in.
Bill being the president once is not my reason to denounce Hillary. Are we not all fault-finders, Dr. Ullah?
I am not a delegate. Let's wait and see what the delegates decide. I have trust on them. I wish they will choose a bad candidate from the worse ones.

You have spoken the heart and mind of millions of conscious people who are eagerly awaiting see some changes inpolitical arena. This change to happen for betterment of the suffering milions and furture sense of direction for the nation so as to we do not have meet 1/11 any more.

All nuisance talking and willfully distorting facts and tryths and giving wrong interpretation of our holy constitution be banned by Law and people who are doing it with purpose of dividing and confusing the general mass and enjoy the benifit should be listed and be chargerd for abuse of freedom of speech and fundemental rights.

One example could be given about the latest hot issue "Trial of War Criminals" that the Awami Baksalites with the help of their proponganda mechine (news papers,periodical, TV Channels) are just beating with full force as if the temporary CTG is betraying the cause of the people????? But when the Chunga fukaing liers talk show dramatists were asked that Awami League reigned with full force for five years(1996-2001) then why you did not rally and impress your party to take the credit for the trial. Mostly there were indirect( amta amta) answer and even if there was any and that too was without any reference to the context.

About BAKSAL it was nothing but the greed to perpetuate power in the Mujib Dynasty and that too in a hurry. This has simili with the famous story  of "GOLDEN GOOSE" that we all read during our childhood about the consequences of GREED. The people of Bangladesh shall never forget their worst experience of notorious,sensational,inglorious infamous and one party tyrranic rule for three years. Within this small period people observed that how a proponent of Parlimentary Democracy turned facist and tyrrant and ravished the holy Constitution within seven minutes turning it to be a junk book.This was one of the gratest betrayal by  Awami League with the people of Bangladesh.

As for your propsal I think that the CA of the CTG do not need to reopen the tainted BAKSAL book instead need a strong will to stampde any dessention ruthlessly for the better interest of the nation. None should b given any leaverage to talk,write,show in any other form to undrmine the sanctity and entity and image of the country and impeding the raod map for general election to chose future compeers.

Th media should be tamed to bhave and in no way directly or inderectly be responsible to create chaos to create  law ad order situation in the already charred body Bangladesh.

Let us all think positively to have a national consensus forgetting our socio-politico allegiange. To me this is urgent need of the hour. The more delay will be there we will fail and fail paving the way for the thugs/chors/churnis/ rapists/muderers and Razakar Janwars to set a come back.
 Friends, please be aware if these goons sets a come back then what awaits in our fate just Allah knows !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

The reasons political back ground on 11/01/2007 a situation of BAKSAL System Administration is created in Bangladesh for CTG to do reforming works.

Knowing the circumstances & back grounds of creating 11/1/2007 state emergency administration it can be compared with pre BAKSAL period in Bangladesh & Mr Mujib�s BAKSAL System administration can be compared with the present CTG administration.
On studying the circumstances of political situation Mr. Mujib's BAKSAL system administration as well as Mr Fakrudding CTG administration both are well justified for doing reformation works.
Mr. Fakkrudin C/A of present CTG can think for utilizing the idea of BAKSAL system administration to do reformation works & to conduct fair & neutral election in BAKSAL systems election procedure. It is necessary to control media ill propaganda & non sense talk show which create unproductive nonsense political issues.
Now country requires constructive idea good working plan talk show or productive activities ideal suggestion for infrastructural reformation for doing productive works.
All concerned should remember Media's responsibility is not creating news. Media�s duty is circulating & publishing correctly real news which is actually happening.
The aim of talk show should not be talked for creating unproductive issues & nonsense atmosphere. It must be productive & constructive with good idea & wise suggestion for updating working plan..

I read in the news paper about his origin. The tragedy is that our media is so much partisan so at times it is difficult to ascertain the  truth. Because the same news is placed to the people in angles that the propreitor tilts.

It is notonly  me but about  90% of the concsious poeple of Bangladesh are very cautious and suspicius about the indians acivities not only about Bangladesh but of the whole region. After 9/11 they came very close to the axis evil US/US/Israel and have hidden agenda. So, there is always a chance for india to sneak in and poke their dirty nose in the regions internal affair as like Sri Lanka and Nepal.

I do not disagree to the point  of language. This thing comes when we see that our state of affairs are benefitting the indians and they are taking all steps to starve us by stopping exporting all food items causing serious short fall.

Whats new in this statement of the indian origin counsel. This is the  normal practice for every defendents (either theif,murderer,luichcha or pick pocket) counsel to start their arguments with this dialogue. I do not see anything to be happy with this( Eto nacha nachir kono proyojon nai).

The way this statement is being aired through different blogs by awami supporters that their leader who is seriously charged with several extortion crimes is being free as the judgement is served by the honoble indian ukil. Prudent people should remember that there is long way to go to fight the legal battle(unless they some hidden agenda as the awamis always do). It is foolish for those who just jump over stary statement of a counsel.

Dhaka, Feb 1 (bdnews24.com)—Shiekh Hasina's trial was "wholly without merit", while there was "pressure to get her convicted", her Canadian counsel Payam Akhavan said on Friday.

He urged the government to free Sheikh Hasina immediately as the Awami League president was not implicated by the plaintiff Azam J Chowdhury.

"I had reviewed the file of the Azam Chowdhury case and found the prosecution case to be wholly without merit," Akhavan told reporters at a press conference at Hotel Sonargaon prior to his departure from Dhaka ending his five-day visit to Bangladesh.

"There is pressure to get her convicted. There is no basis for keeping her confined. Sheikh Hasina must be immediately released", he said.

"I should note that my observation that this trial falls far short of human rights standards is by no means isolated or unprecedented".

He said if there was no interference in the judicial process, Sheikh Hasina should be freed tomorrow.

"I come with no political agenda beyond asking that her rights to a fair trial and fundamental freedoms be respected in accordance both with the constitution of Bangladesh and its obligation under the United Nations human rights covenants to which it is a signatory," he said.

Terming the makeshift court trying Sheikh Hasina a "semi-camera court", Akhavan asked the government to allow public access to the trial.

"This is a semi-camera court in the sense that a few people were allowed to witness the trial. Even the court was smaller. Hundreds of people, who were barred by the police, have the right to witness the trial," said the Canadian lawyer.

He said Hasina's cousin Sheikh Fazlul Karim Selim was kept blindfolded without food and sleep for 48 hours, and given electric shocks forcing him to sign a statement to implicate Sheikh Hasina in the case.

Payam Akhavan, a former lawyer of the International Court of Justice in The Hague, hoped that his client would get a fair trial.

"My optimism is conditional. I have deep regard for Bangladesh's judiciary which is the guardian of the rule of law," said Akhavan.

He said he would continue his legal fight to free Sheikh Hasina.

"I will spare no effort in utilising the procedure of the United Nations human rights system, to ensure that her fundamental human rights are respected in accordance with international law," the lawyer said, adding that a travesty of justice is not a precedent that would usher in a new era of transparency and accountability.

Canadian Payam Akhavan was appointed as international counsel for Sheikh Hasina in August last year. He came to Bangladesh at the invitation of the detained AL president's lawyers to assist in the legal battle.

Former prime minister Sheikh Hasina was arrested on July 16 last year.

She was later shown arrested in a Tk 3 crore extortion case filed by businessmen Azam J Chowdhury against Hasina and Selim.

Chowdhury alleged that Sheikh Selim collected the money from him in the name of Sheikh Hasina to accelerate a government contract on construction of a power project implemented by a Russian company of which Chowdhury was the local agent.

However, the plaintiff Chowdhury testified in the special court Jan 30 that he had filed only against Sheikh Selim, not Sheikh Hasina, for extortion.
