Ending Corruption: Towards a collaborative strategy

Corruption in its all shades and color is the illegal tool of accumulating illegal wealth depriving a person which creates inequality and social injustice. Corruption destroys social order, rule of law and all good governance efforts. Corruption and the corrupts are the enemies of the people and the society in any country. That is why fighting corruption and installing honesty is a pre condition for good governance for ensuring human rights, human dignity, equality and social justice and better business environment.

Holding the first position in Corruption Perception Index (CPI) for 5 consecutive years has tarnished the image of Bangladesh, and in such a situation majority of the citizens did not know what to do and how to start a fight against this man made tool of exploitation called corruption. Under the previous oppressive corrupt governance and social system conscious citizens attempted to raise voice against this evil through the media or different civil societies organizations. Today everybody including the Chairman Anti-Corruption Commission emphasizes on the reality of designing a collaborative strategy to limit this evil call corruption. The following nonviolent silent strategies may be used to curve down corrupt practices in every sector of Bangladesh.

 

Ending Corruption: Naming and shaming strategy

Naming and shaming can be a very effective tactic to eradicate corruption in any country. Even in developing countries, where corruption is accepted as a necessary evil, naming and shaming tactic has been effective in recent years.  In India, high profile cases uncovered and actively reported by the citizen action group have led to disgraceful dismissals of high level government officials and even criminal action against public figures. No such example has been set by the political governments in Bangladesh in the past.  But citizen action groups or the media demonstrated ability to generate outrage among the public that can be channeled productively to control and eradicate corruption. Nobody can undermine the role and power of media in the society for establishing good governance.

 

Ending Corruption: Creating awareness strategy among the Stakeholders

Everyday policy makers, professionals, business leaders, sociologist, economists and others independently generate amazing number of ideas and thoughts. The reasons that these ideas don't come to fruition is because like-minded reformers do seldom collaborate to bring changes.  There are a lot of international and domestic organizations, NGOs, government agencies, opinion leaders and others – that are all individually working on tackling corruption in a piece-meal fashion.  A more comprehensive approach to address corruption will be more fruitful.  Corruption can be marginalized if not eliminated if all stakeholders work together in a coordinated manner against corruption. 

Ideas and thoughts are ineffective if not put to actions. Unless what is thought is acted upon, such thought has no value.  What is important is the commitment of all the citizens – leaders of respective fields– to take on the challenge of ending corruption and to do one's own part to address it in a collaborative manner.  Corruption, as in all affairs in society may be viewed from the two sides: a demand side and a supply side.  The demand side can only be curbed by reforms of institutions, strengthened enforcement of law by a transparent judiciary.  As the owner of the country all citizens are affected by corruption everyday, and as such they should insist reforms of the legislative, executive and judicial organ of the country. The stake holders of a corruption free society should get united to raise voice against corruption to curve the supply side. Thus the citizens will have to participate in the battle against corruption and only moral support to the Anti Corruption Commission (ACC) is not enough to eliminate corruption.

 

Ending Corruption: Creating awareness among the Civil Society

Citizens face potential corruption practically at every level and every sector of life. It could be the local police, T.N.T, electricity and water authority, Municipal Corporation or the tax department. Government alone cannot succeed in combating corruption without the active participation of civil society and citizen action groups. Civil society is in the best position to articulate the grievances of the citizen and highlight priorities of action on corruption to governments. Civil society can serve many important roles–as observer, critic, analyst, campaigner, or protestor. It can create public awareness against corruption and mobilize citizens to fight against corruption in ways that governments cannot. Civil society can also play a strong role to organize campaigns against corruption. Center For Good Governance is working with many civic organizations for capacity building of such organization.

 

Ending Corruption: Creating awareness among Chambers and Trade Bodies

As Civil society organizations, Citizens' action groups, NGOs, media, and Chambers–can play the largest role in improving governance both in the public and private sector.  Similarly Chambers can be more active by organizing seminars, workshops, round tables to generate awareness against corruption and unethical business practice. Chambers can establish anti corruption cell headed by a vice president with adequate funds to establish liaison with media, anti corruption commission (ACC) and other government agencies to combat corruption and protect its members from extortion and corrupt claims. Mega chambers should formulate code of conduct for their members and put pressure on the members for compliance.  Awareness regarding code of conduct for members of chambers would have trickle down effect on smaller business enterprises and so on. 

 

Ending Corruption: Creating awareness among Private Sector

The private sector can play a more active role in rooting out the supply side of corruption.  It is painful that most businessman and citizens looks at corrupt practice as a system.  According to unofficial estimates many business house just account for it on their books – as much as 10% – adding to the cost of doing business.  Business leaders as well as the government should take initiatives so that local and foreign investors can set up business enterprise and function in Bangladesh without resorting to corruption and extortion.  After 1/11/07 the present Anti corruption commission (ACC) visibly started a crusade against corruption which may be looked upon as a proactive move towards corruption free governance.

For eradicating corruptions the private sector must emphasize on internal controls and auditing mechanisms.  Corporate bodies and business houses needs to set clear and enforceable policies against corrupt or unethical business practices.  Business house need to periodically train middle and senior management on business ethics to ensure that standards are institutionalized throughout the organization.  Business houses should change their mind-set to prefer managers having comprehensive business education with emphasis on ethics.  Any business managers can not afford to be unaware of global ethical standards for doing business in Bangladesh.

 

Conclusion

In a developing country for good governance the fight against corruption is not easy. Bangladesh recently started drive against corruption. It is expected the present caretaker government, patriot citizens and other stakeholders will be able to address the most difficult challenge – fighting corruption. Corruption is a tremendous deterrent to good governance and development, and its burden falls heaviest on the shoulders of the poor people. An effective Anti-Corruption Commission – with strong political backing, can become a credible tool to deter corruption. All concerned should help the ACC to be fully operative. If Bangladesh wants to establish corruption free business friendly environment, wants to  become a country free of poverty and economically strong, where every citizen will enjoy his or her rights and a better quality life, ending corruption is the most important need. It is the responsibility of every stakeholder to respond to this need towards corruption free, transparent, participatory good governance ensuring equity and social justice.

No body will deny that, in Bangladesh the past governance mechanism was far less then satisfactory. Many issues and problems were the barriers to ensure good governance, equity and social justice.  Weak watchdog institutions corruption, political interference in administration, nepotism, misuse of power, absence of rule of law, non-accountable and non-transparent governments etc. are the common features of our governance which needs to be addressed on urgent basis.

Israel, while supposedly observing an ironclad boycott of all things Iranian, is happily buying Iranian oil
If you've ever wondered about the definition of hypocrisy you'll find the answer right here.
Last month the Swiss foreign minister visited Iran and, together with President Ahmadinejad, attended the signing of a multi-billion euro contract for Iran to supply Switzerland with large amounts of natural gas over the next 25 years.
The US State Department immediately condemned the deal and said it would be investigating whether it breached the Iran Sanctions Act. Israel complained too, describing the Swiss minister's visit to Tehran as an "act unfriendly to Israel". Various Jewish groups also joined in the protests, including the World Jewish Congress.
This righteous indignation was entirely predictable but more than a little odd nevertheless. On March 30, the Swiss newspaper Sonntag retaliated with the revelation that Israel, supposedly observing an ironclad boycott of all things Iranian, has been buying Iranian oil for years.
The story is in German but Israeli journalist Shraga Elam has provided me with a translation which I'll quote from here.
"Israel imports Iranian oil on a large scale even though contacts with Iran and purchasing of its products are officially boycotted by Israel. Israel gets around the boycott by having the oil delivered via Europe. A reliable Israeli energy newsletter, EnergiaNews, reported this last week [March 18] ...

"EnergiaNews got the information about the Iran trade from sources with ties to the management of Israeli Oil Refineries Ltd ... According to EnergiaNews the Iranian oil is liked in Israel because its quality is better than other crude oils.

"The report by EnergiaNews editor Moshe Shalev states that the Iranian oil reaches various European ports, mainly in Rotterdam. It is bought by Israelis and the necessary European bill of lading and insurance papers are supplied. Then it is transported to Haifa in Israel. The importer is the Eilat-Ashkelon Pipeline Co (EAPC), which keeps its oil sources secret."
EAPC was established in 1968 as a joint Israeli-Iranian company to transport oil from Iran to Europe. After the fall of the Shah, Iran ceased to play an active role in its affairs and there are ongoing legal disputes between the two partners.
The Swiss report continued:
"It is not clear if the Iranian exporters know about Israeli purchases of their oil. At the other end, the Israeli buyers and governmental offices are well aware of where the high-grade oil comes from, although it is a blatant defiance of the boycott. The EnergiaNews article even made it through Israeli censorship, which asked only for some changes in the text. The fact that the report cleared the censors increases the credibility of the information. In the past, such reports were forbidden.

"When questioned by Sonntag, an energy expert of one of the leading Israeli papers confirmed the EnergiaNews report: Israel has been importing Iranian oil for many years. The expert stressed, however, that the purchases were made on the free market and not directly from Iran."
Sonntag quoted a spokesman for Oil Refineries Ltd as denying that his company imports and processes Iranian oil. However, Sonntag pointed to a report in Haaretz newspaper last October which said that an Israeli energy company called Paz would be refining Iranian oil and supplying it to the Palestinian Authority from the start of this year.
This begs the question: if Iran is, as Bibi Netanyahu argues, an existential threat to Israel, why does the government allow such trade? Would Israel have the US attack Iran's nuclear programme and provoke a potential region-wide conflict while it cannot seem to wean itself from high quality Iranian crude? You'd think if Israelis are cowering in fear from an Iranian bomb and the arch antisemite Ahmadinejad, they wouldn't want to trade with such an enemy.
When is a boycott not a boycott? When it's in your naked economic interest to circumvent it, apparently. But one should ask: if Israel doesn't honour its self-declared boycott of Iran, why should the rest of the world honour its boycott of Hamas and Gaza? If Israel doesn't honour its own boycott, then why should members of Congress vote with AIPAC when it proposes a measure that even Israel honours only in the breach?
It's interesting to note from a discussion (in Hebrew) on the Kedma website that Israel does not formally define Iran as an "enemy nation" and therefore in a strictly legal sense such trade is permissible. Ironically, Iran too has a boycott against Israel in place and is violating its own measures in that regard. Furthermore, the same commenter notes that Israel last week dismissed attempts to engage Syria in a diplomatic process as a failure because Syria refuses to renounce its ties with Iran. Do I hear the word "hypocrisy"?

"Think about all the power that's represented here in all of you. If you all grab that arc, then I have no doubt, I have absolutely no doubt, that regardless of what happens in this presidential year and regardless of what happens in this campaign, America will transform itself," Democratic Presidential candidate  Senator Obama (IL) boomed last year to the young crowd at George Mason University's Johnson Center in Fairfax, Virginia.
 
He is absolutely right. Because according to Robert F Kennedy, the 64th Attorney general of the United States, the world demands the qualities of youth: not a time of life but a state of mind, a temper of the will, a quality of imagination, a predominance of courage over timidity, of the appetite for adventure over the love of ease. What happens in the country, if youth comes forward to take the lead and give decisions as youth believes that nothing more difficult to take in hand, more perilous to conduct, or more uncertain in its success than to take the lead in the introduction of a new order of things
.
The same ideology was echoed at Bangladesh-China Friendship Conference Centre in a two-day National Youth Festival program started on April 1, 2008, organized by the International Republican Institute (IRI) and USAID. All 40 exhibitors, prominent writers, media celebrities, human rights activists, and individuals, who were present at that festival emphasized the importance to encourage young people. "Bangladesh this time is going to witness a very good national poll as now the young people are much more aware of their responsibilities to vote the right persons to lead the nation," IRI President Jeff Vanness underlined in his inaugural speech.
 
Youth participation leads to better decisions. It is an integral part of a democratic society. Young people are need to be civically engaged in order to define and address public problems and their participation is important for democracy as they are tolerant, patriotic, and idealistic, and some have invented such novel and impressive forms of civic engagement. Specially, young people in a country that going through transition from authoritarian rule or in countries coming out of conflict, can play vital role.
 
The importance of the youth vote to any democracy is central to this cross-cultural analysis of the unique role of elections—and the dangers of abstention—in a democratic society. Many youth understand voting as a key element of democratic governance, a hard won democratic right, and a duty of democratic citizenship yet most indicate they do not plan to vote because voting does not make a difference. Youth disenchantment and disengagement in democracy is primarily evident in formal political behavior, especially through voting, declining membership of political parties, assisting at elections, contacting politicians, and the like. One-third of the country's voters are now young and will vote for the first time.
 
Young people with including others, played active role in 1952 language movement, 1971 independence, and the re-installation of democracy in Bangladesh to make today's Bangladesh rich history and culture and its landscape . Since then, country has tasted one party government, autocracy, martial law, care taker government, parliamentary democracy, and the recent ongoing military backed interim government.
 
Besides their exercise in election, they can play a vital role to reduce unemployment, corruption, and present food-price inflation as young people have a body of experience unique to their situation – and they are social actors with skills and capacities to bring about constructive resolutions to their own problems. They develop skills, build competences, acquire confidence and form aspirations – all part of a virtuous circle leading to development.
 
According to the study, a section of corrupt businessmen in alliance with corrupt officials and politicians have contributed to the continuing decadence of business ethics in the country. One of the biggest and important reasons may be the lack of interest to promote honest entrepreneur, especially young honest entrepreneur who has credibility to bring a new era in business not only in Bangladesh but also in the world. After observing present food-price inflation and corrupt business dealings, governments, institutions, and industries should welcome young entrepreneur because they struggle for credit and credibility.
 
In addition, around 30 million eligible people in Bangladesh don't have any work while 2 million new job seekers enter into the job market every year whether more than 2000 industries have been closed since last five years, the Bangladesh Institute of Labor Studies says. Bangladesh never thinks that country needs to get more of the young people into business, not only to get them into jobs markets.
 
The theme of the International Youth Day 2008 on August 12, is "Youth and Climate Change: Time for Action," which will focus on the fact that climate change has already begun to devastate communities and deepen the effects of poverty and hunger. This situation complicates the challenges that youth face. And young people around the world are increasingly adding their voices to the call for action on climate change.
 
Bangladesh frequently faces crucial natural behavior not only for its geographical position but also for the rapid changing of world climate. The recent Sidr cyclone in Bangladesh uprooted more than 3,153 lives and unknown number of homes. There is an unprecedented level of awareness about climate change among people and leaders worldwide, but young people in Bangladesh can raise their voice that none of us will be apart of the affect of climate change.
 
Teaching, parenting, and guiding children to turn them into perfect human being in the future, are an act of worship that is pleasing to God. The future of the nation is dark because school students lack adequate academic knowledge as Bangladesh kids spend less time in schools among SAARC countries. Besides 137-day official holiday including temporary closure due to natural calamities, school going children can enter into the school premises overall 228 days every year and less than 30 hours every week. To turn them into good politicians, businessmen, or administrators, country has the responsibility to make sure that all children have a good education and an amicable pursuit for happiness.
 
Although evidence does not support the claim that adults in either the public and private sphere always make decisions in the best interest of young people, but Young people will have lack of experiences and examples where adults can articulate their concerns. For that, a conscious effort must be made to include views of young people and to strengthen their participation in decision-making.
 
Few will have the greatness and credibility to bend history; but each of young people can work to change a small portion of the events, and in the total of all these acts will be written the history of the generation.

'শিক্ষা, যুক্তি, বিজ্ঞান, মানবতা হোক আমাদের আলোকবর্তিকা'Ñ এ সেèাগান ও আশাবাদকে চেতনায় লালন করে প্রকাশিত হয়েছে ষাণ¥াসিক পত্রিকা মুক্তাল্পে^ষা। শুধু আক্ষরিক অর্থেই নয়, প্রকৃত অর্থেই মুক্তাল্পে^ষা একটি ব্যতিত্রক্রমী পত্রিকা। ফরিদ আহমেদের 'মার্গারেট মিড : নৃতত্ত্বের রাণী' রচনাটি পত্রিকাটির প্রবেশ গদ্য। মার্গারেট মিড নারীবাদের প্রবক্তা না হলেও তিনি ছিলেন প্রারল্ফি¢ক নারীবাদীদের মধ্যে অন্যতম। বর্তমান, অতীত, এমনকি তার সমসাময়িক অনেক নারীবাদীর সঙ্গে ছিল সু¯ক্স®দ্ব মতানৈক্য। প্রচলিত নারীবাদের একটি প্রচলিত ধারা বা ধারণা হলো নরবি™ে^ষী মনোভাব ও কার্যপ™ব্দতি গ্রহণ করা। মর্গারেট মিড এ ধারণায় বিশ^াসী ছিলেন না। তিনি সমাজের লৈঙ্গিক ভূমিকা পরিবর্তনের পক্ষপাতী ছিলেন। ফরিদ আহমেদ নারীবাদের পরিকাঠামোর সঙ্গে রিডের নৃতাত্ত্বিক ধারণার তুলনা করেছেন চমৎকারভাবে। পরের গদ্যটি 'পল কার্জ'-এর 'কেন আমি সংশয়বাদী'। অনুবাদ করেছেন জাহেদ আহমদ ও অভিজিৎ রায়। বিজ্ঞান ও দর্শনের সঙ্গে সংশয়ের রয়েছে গভীর স¤ক্সর্ক। সেই স¤ক্সর্কের সহৃত্র ধরে লেখক দেখিয়েছেন সংশয়বাদীদের ঈশ^র সংত্রক্রাšø মনোভাব। দেখিয়েছেন মৌলবাদীদের স¤ক্সর্ক। অজয় রায় লিখেছেন 'ভৌত বাস্টøবতা আইন¯দ্বাইন ও রবীন্দ্রনাথ' নামে গদ্য। আইন¯দ্বাইন ও রবীন্দ্রনাথের কথোপকথন ব্যাখ্যা করতে গিয়ে প্রথমেই তিনি আলোচনা করেছেন আইন¯দ্বাইনের 'ভৌত বাস্টøবতার তত্ত্ব নিয়ে'। আলোচনা করেছেন ভৌত বাস্টøবতার প্রকৃতি, আইন¯দ্বাইনের মৌলিকনীতি, স্ট'হৃল জগৎ ও আণুবীক্ষণিক জগতের ™^›™^ নিয়ে। রবিঠাকুর স¤ক্সর্কে আইন¯দ্বাইনের বক্তব্য কী ছিল এবং আইন¯দ্বাইন স¤ক্সর্কে রবিঠাকুরের কী ধারণা ছিল, সে বিষয়ে আলোকপাত করেছেন তিনি। তারপর পাওয়া যায় কাগ্ধিক্ষত কথোপকথন। 'আমাদের শিক্ষা ব্যবস্ট'ায় দার্শনিক সংকট' শিরোনামে গদ্য লিখেছেন আনোয়ারুল্কèাহ ভূঁইয়া। এতে তিনি দেখিয়েছেন শিক্ষার সঙ্গে কতিপয় প্রয়োজনীয় উপকরণের স¤ক্সর্ক কেমন হওয়া উচিত। দর্শন, শিক্ষা প™ব্দতি, রাজনীতি, সšúাস ও মহৃল্যবোধ, ধর্ম, ধর্মীয় শিক্ষা, মানুষের আͧবিশ^াস প্রভৃতি বিষয়ের সঙ্গে শিক্ষার স¤ক্সর্ক কী এবং স¤ক্সর্কটি কেমন হওয়া উচিত, সে বিষয়ে তিনি চমৎকার লিখেছেন। তিনি লিখেছেন, 'শিক্ষা একটি সামগ্রিক ব্যবস্ট'া। শিক্ষা দর্শন হলো সেই ব্যবস্ট'ার এক ধরনের আদর্শিক নির্দেশনা।' ভাস্ট‹র ফেরদৌসী প্রিয়ভাষিণীর একটি সাক্ষাৎকার ছাপা হয়েছে। সাক্ষাৎকার নিয়েছেন অজয় রায়। কথায় কথায় উঠে এসেছে তার শিল্কপ্পী জীবনের কথা, ছোটবেলার কথা, শিক্ষা জীবনের কথা, সংগ্রামী জীবনের কথা। উঠে এসেছে একাত্তরের দুঃসহ স্ট§ৃতি। শেষে ছাপা হয়েছে ফেরদৌসী প্রিয়ভাষিণীকে লেখা অল্ফèান দত্তের অনেকটি চিঠি। কানসাট বিদ্রোহ নিয়ে লিখেছেন সাইফুর রহমান তপন। কবিতা লিখেছেন হোসাইন কবির। অভিজিৎ রায়ের 'আলো হাতে চলিয়াছে আঁধারের যাত্রী' গ্রন্থটি নিয়ে আলোচনা করেছেন বিনয় বর্মণ।আমাদের সমাজের রল্পেব্দ্র রল্পেব্দ্র রয়েছে পশ্চাৎপদতার বহু ছাপ। বহুবিধ কারণই এর জন্য দায়ী। রু™ব্দচিšøা, অল্পব্দবিশ^াস, প্রশুহীন আনুগত্য, ধর্মীয় কুসংস্ট‹ার, অর্থহীন প্রথা পালনে ™^্যর্থহীনতা, প্রশুহীন মানবিকতা, বিজ্ঞান বিষয়ে দারুণ অজ্ঞতা প্রভৃতি কারণে আমরা সাংস্ট‹ৃতিক-প্রতিবল্পব্দী। আলোকোজ্জ্বল পথ বিনির্মাণের জন্য আমাদের প্রয়োজন নিরাবেদ যুক্তি, বিজ্ঞানমনস্ট‹তা, গভীর বিশেèষণ, ভিল্পু দৃ®িদ্বকোণ থেকে চিšøার আলোকপাত; তবেই না রচিত হবে সুন্দর আগামী এবং আগামীর মানুষ। একটি পত্রিকা উল্কিèখিত ব্যাপারগুলোর দায় একাই বহন করার ক্ষমতা রাখে না; কিন্তু উসকে দিতে পারে। 'মুক্তাল্পে^ষা' সেই উসকে দেয়ার দায় কাঁধে তুলে নিয়েছে। এটি কম কথা নয়।

[mukto-mona] Buddha rebukes CPI

 
Buddhadeb Bhattacharjee criticised CPI's stand on Telengana state fearing that it would bolster statehood for Darjeeling, acc to Pioneer. CPI(M) considers India as a multi-national state but never recognises right of nations to self-determination and hence new states. This is opportunistic and self-contradictory, let alone opposition to Lenin's thesis in practice.
CPI considers India as a single nation comprising sub-nationalities and ethnic communities alongside but supported Jharkhand, Chhatisgarh and Uttarakhand.


If you think, Bardhan will  react, you are mistaken. Bardhan adheres to canine subservience towards CPI(M). Ganashakti carried a news yesterday on the rally at OV Chidambaram ground, Coimbatore on 3 April stating that when the first procession was about to enter a large group of CPI workers were there to greet the procession, led by sitaram Yechury.

CPI earns CPM ire on Telangana issue

The Communist Party of India (Marxist) is annoyed over the CPI having taken a soft line on Telangana Rashtra Samiti's demand for a separate Telangana State.




Sources said here on Friday annoyance was conveyed by West Bengal Chief Minister Buddhadeb Bhattacharjee to CPI general secretary AB Bardhan when he went to take part in the CPI(M)'s 19th party congress in Coimbatore on March 29.



Bhattacharjee asked Bardhan why the CPI should give recognition to the their demand, political fallout of which would be felt in West Bengal as the new leadership which replaced Subhas Ghiesing, would try to pick up the thread from CPI's soft line for Telangana.



But for Bhattacharjee, pat came the reply: "The State administration should have found a solution to the problem of the Gorkha Land movement emerged, isn't it," Bardhan said. "After all it has been going on for more than 20 years now,'" CPI leader told the Chief Minister.



Bardhan also told Bhattacharjee that "it was not party's soft line, but recognition of the fact that the people of this region are economically backward and both the Centre and the State Government did not so far care to address their problem."

India's violation of water sharing deal hampers irrigation

 
New Delhi deprives Dhaka of its agreed share of the Ganges water as stipulated by the Gangers Water Sharing Treaty 1996 causing the tributaries to dry up and hampering seriously irrigation in the south-west.
   India has also not heeded the complaints Bangladesh earlier registered with the Indian authorities.
   In nine schedules, from January 1 to March 31, India provided Bangladesh with 67,256 cusecs less water than what is specified by the agreement schedule, according to the statistics of the Joint Rivers Commission.
   A high official of the water resource ministry told New Age on Wednesday that Dhaka wrote to Delhi last week protesting against India's decision to release less water through the Farakka Barrage and urged New Delhi to abide by the agreement.
   'We are, unfortunately, yet to receive a positive response from India and we continue to receive less water through Farakka,' said the official.
   A commission release said that Bangladesh received 82,746 cusecs in three schedules of March against a stipulated 99,688 cusecs in keeping with the relevant schedule of the treaty.
   In January, Bangladesh received 36,962 cusecs less water through the Ganges. In three schedules of January, Bangladesh received 1,39,481 cusecs against its share of 1,75,343 cusecs. In February it was 1,13,836 cusecs against a share of 1,28,228 cusecs.
   According to the treaty, Dhaka and New Delhi will get equal share between January 1 and May 31 if the amount is 70,000 cusecs or less at the Farakka Barrage point.
   If the amount ranges between 70,000 cusecs and 75,000 cusecs, Dhaka will get 35,000 cusecs, with the rest going to India.
   If the amount is more than 75,000 cusecs, Delhi will receive 40,000 cusecs, with the rest going to Bangladesh.
   The New Age correspondents in Pabna and Kushtia said withdrawal of the Ganges water at the Farakka Barrage badly hampered irrigation in the south-west, especially in the districts covered by the Ganga-Kobadak irrigation project.
   This year's irrigation season in the project area began on March 25 keeping at least 53,000 hectares of the area from its target because of water scarcity.
   The withdrawal of water at Farakka has caused to dry up the River Padma, from where the project extracts and supplies water, and other tributaries such as the Boral, Gorai, Mathabhanga, Kaliganga, Bhairab, Mara Garai, Nabaganga and Kobadak.
   On March 25, the water level in the Padma at the Hardinge Bridge point was 5.5 metres and it continued reducing alarmingly, reported the correspondent in Pabna, quoting hydrology officials.
   According to the project director, Md Akhter Hossain, minimum 3.93 metres of water level in the Padma is required for pump operation.
   If the water level at the Hardinge Bridge point continues falling, the project will not be able to meets its irrigation target, the correspondent in Kushtia said, quoting the project officials.
   The project area spans the vast area of Kushtia, Jessore, Jhenaidah, Magura and Chuadanga.
   The project set a target to supply water to 90,000 hectares of land of the project area of 1,43,000 hectares, according to its deputy director, Sheikh Mohammad Abdul Wahed.
