Monthly Talk on Game Programming Held

The monthly talk "Game Programming in Open Source" by BdOSN held with great enthusiasm. Mr Al-Mamun Shohag, Lead Programmer of Deep Red Studio Solutions Limited presented the key-note speech in the talk. Mr Mamun covered the the following topics : What is Game Development, Game Development Life Cycle, Sections of Game Development, Programming Vs Game Programming, Game Programming Language, Existing tools, Why Open Source, How to Start Development with a Open Source Game Engine, Prospects of Game Programming, where to locate resources in his lecture. He informed that the market value of two decade long gaming now exceed the total volume of Hollywood film industry! Students with math and Computer graphics skill could convert themselves to a competent game engineer if they worked hard. Later he answered different questions from the audience. Among others MR Jowad Kazi of SEBP Project of UNDP, Mr Munir Hasan, Belayet Hossain, Tamim Subin, Omar Shehab took part in the discussion. It was decided that a workshop will be organized with the same topic shortly.

[mukto-mona] Open Source Workshop Completed in Noakhali

Open Source Workshop Completed in Noakhali

To enhance the practice of open source software BdOSN is helping to arrange workshops in different universities of Bangladesh. Noakhali Science and Technology University successfully ends their workshop on 26 - 27th April, Saturday. The honorable Vice chancellor of Noakhali Science and Technology University, Prof. Dr. Abul Khair inaugurated the workshop. In his speech he told the students to utilize every chance to build up themselves properly for the future. The department of Computer Science and Technology, Noakhali Science and Technology University (NSTU) organized the workshop in association with Bangladesh Open Source Network (BdOSN). A 90 students were trained on Linux distributions and Joomla in this two day long workshop. Besides, there was a special sesssion on computer programming. The NSTU Open Source Network was also formed on the last day of workshop.

NEW DELHI: The judiciary on Saturday took the historic first step towards videographing court proceedings, as often demanded by critics seeking more transparency, by throwing open the doors of its court rooms to TV cameras and print cameramen to record proceedings of 'people's court' dispensing speedy justice.

The judges — Chief Justice K G Balakrishnan and Justices Ashok Bhan, Arijit Pasayat and Aftab Alam — were without their black robes, sat close to the litigants under the glare of the camera and dispensed justice by thrashing out settlements, an experience unique to the apex court where the cameras are kept 100 metres away from the court rooms.

Is this the first step towards videographing the apex court proceedings? TOI asked the CJI. "You may say so, but the proceedings were not strictly court proceedings though they were held inside the CJI's Court and in Court No 2 of the apex court.

The judges were presiding over the Lok Adalats," said Justice Balakrishnan.

The CJI is not averse to the idea of videorecording the court proceedings. He knows that it is done in several countries mainly for the purpose of maintaining an official record of the proceedings. "The time has not come to allow cameras inside SC proceedings," the CJI said.

He is an optimist though. "Ultimately, time will come when it will be allowed," he said. He feels the time is not ripe for allowing videorecording of proceedings because the judiciary handles several sensitive matters and that the proceedings are not always civilised.

"Sometimes there are embarrassing moments during court hearings. There are so many sensitive matters. And many acrimonious exchanges between lawyers. It will take some time before the courts allowed videorecording of their proceedings," he said.

Justice Balakrishnan, who has initiated many a new step for clearing the huge backlog of cases that slows down the wheels of justice, said the focus was on making the common people in rural areas aware of their rights under existing laws and providing them a helping hand to seek redressal of their grievances.

Does the spate of criticism of lack of transparency, accountability, pendency of cases exasperate him? "I do not feel exasperated at all. There are many challenges before the judiciary. We will do our best to meet them to the best of our ability and it is the litigants who should judge us," he said.

The single important factor delaying quick adjudication of cases is the lack of adequate number of judges and infrastructure, he said. Reminded about his recent remark about the difficulty in filling up the existing vacancies in judges' posts for lower courts, he said most of the states were conducting examinations and exuded confidence that around 2,500 vacant posts would be filled within six months.

Despite the inadequacy of numbers, the judiciary has always risen to the occasion, he said, recalling the prompt service rendered by the judicial officers in earthquake and tsunami-affected states in speedily deciding cases relating to payment of compensation to victims and their families. With setting up of additional family courts and CBI courts, as agreed to by the government, the burden on the lower court judges would reduce considerably, he said.

How does it feel to be judge who has a heavy work load and pittance of a salary?

"The job gives tremendous satisfaction. Moreover, there is no one who would call us in the middle of work to do this or that. There is no tension of pleasing the superiors," the CJI said refusing to comment on the need for increase in salary.

True story of Grameen Bank and Yunus

Professor Muhammad Yunus, after receiving the Nobel Peace Prize came into focal point of global media and now he is pretending to be the neo 'Mother Teresa' of today's world. But, most of the world citizen shall never know the real stories of this man's crockery and how he is continuing to swindle poor people's money for decades.

I had no taste of writing on this bad guy even two days back. But, when I listened to a report in Voice of America on May 1, had to set my fingers on computer key board to investigate and write about the unknown stories of Mohammed Yunus.

Yunus continues to claim himself as a 'Professor'. But, according to several academics in Bangladesh, this man never taught in any of the college or universities in Bangladesh. Who gave him this title remains a mystery unfold.

Grameen Bank, although won the Nobel Peace Prize in 2006, it is well documented fact that, in reality, this organization is a Shylock of modern days. Poor people are lured in borrowing money from this institution while, various severe methods of pressure and social humiliations are applied on the borrowers in extracting interest and the capital amount. Although Yunus claims to give money to poor without interest, it is again well documented that Grameen Bank's rate of interest ranges between 18-30 per cent. Many poor borrowers committed suicide when they failed to repay the interest or loan money. At least two dozen cases are in document where husbands had to sell their wives to brothels for collecting the money to repay the loan and interest to Grameen Bank. Few hundred cases are in document where Grameen Bank people took away tin made houses of poor borrowers as they failed to pay the interest.

Yunus claims that he provided mobile phones to poor women in the villages. Yes, he established a cell phone company named Grameen Phone under joint venture ship with Nortel (Norway). Initially people were forced to pay TK. 7 per minute for all out going calls. Yunus run virtual monopoly business by extracting such high charges from the people of Bangladesh. In villages too, his company charged heavy rates from the poor women. But, when a number of private companies like Banglalink, Aktel, Citicell and Warid came in business, now Grameen Phone has to also reduce the rate to only TK. 0.25 per minute to cope with the competition. Now imagine, before entering competition, this company took 25 times more charges from the people

Grameen's textile project is named Grameen Check. This enterprise is also cashing huge profit by exporting products abroad taking the sympathy of buyers being product from poor people in Bangladesh. But, in reality, 90 per cent of profit accrued from the export of such products directly goes to Mohammed Yunus' pocket while the poor people are only provided the actual production cost and 2-3 percent profit.

Grameen claims to have established a Yogurt producing plant in Bangladesh for nourishing poor children. Yunus should at least have some degree of shame! This company although producing yogurt are selling products at a very high price, which is much beyond the buying capacity of poor classes in Bangladesh. And what about Grameen's project of producing drinking water under joint venture ship with French water company Veolia "to provide clean drinking water for the poor in Bangladesh"? Veolia products shall be in Bangladeshi market for making profit and none of the poor people will ever have the ability of buying this brand at the high price the company would offer.

In fact, Muhammed Yunus is not running any charitable project in Bangladesh. He is continuing to befool international community by pretending to be a savior of poor. In reality, he is a Shylock and a man who knows how to become rich by extracting money from the poor.

Now, let me focus on another important issue. Grameen Bank and most of the enterprises under the same conglomerate are solely controlled by Muhammed Yunus. His own brother Mohammed Jahangir is the chief of conglomerate's media department, who controls Bangladeshi media in exchange of multi-million Taka advertisements. Any newspaper reporting the truth of Grameen Bank's virtually robbery of poor people's money will lose advertisements from this influential group.

Bangladeshi intelligence agencies surely have various record of mockery of Muhammed Yunus. Many of the journalists are even aware of such facts. But, due to high influence of Muhammed Yunus and due to 'advertisement weapon' in his hand, media in Bangladesh shall never publish any such stories.

True investigative journalists in the world, especially with influential Medias like Newsweek, TIME, Washington Post, New York Times, Wall Street Journal, Guardian, Economist, Financial Times, Far Eastern Economic Review, Herald Tribune, SUN, Mirror, Berliner Zeitung, CNN, Fox, CNBC, BBC, VOA, Al Jazeera or even Indian newspapers like Hindustan Times, The Statesman, Times of India etc., need to investigate the true stories of Muhammed Yunus and expose his nasty face to the international community. A master swindler like Yunus should not be anymore allowed to continue his fraudulent activities under the garb of social worker. But, anyone, willing to know the real stories of Yunus or Grameen Bank or this conglomerate should note that any investigation in this regard should go without notifying the Grameen bosses in Dhaka. Because, once they will sense such investigations, they will instruct their agents in the country to shut the mouths of poor people under threats.

we have seen the ability of so called educated doctors. they failed us more than the uneducated begums.

If they were capable, then situation in bangladesh would improve slowly but steadily.

but over the last fifften months, the situation has become worse due to their wrong treatment because these so called doctors have no experience but theoritical knowledge. They don't know what is the condition of the patient, what treatment is suitable for them under present condition.

Due to their wrong treatment the condition of the patient, Bangladesh has deteriorated , like Rasheda Mohiuddin.

So these so callled educated doctors must be bring under trial for the wrong treatment of Bangladesh , without legitimate authority and enough experience and swrong attitude of ion of "jack of all"

Not only these doctors but also those so called educated people who still want these failed , inexperienced doctors do experiemnt on bangladesh should also be given due punishment.

We can play blame game all day and night but the real truth is that Bangladesh Industrial sector is verge of collapse due to rampant corruption and inaction of previous Govts for the last 36 years. We can argue why CTG can't provide the service since they are driving corruption from Bangladesh. The answer is that there needs 3-5 years planning and implementation process to bring a real change in Bangladesh in the power sector.

Our uneducated Begums with no vision to promote Bangladesh to install Gas exploration, building more power plants and rampant corruption has eat Bangladesh future and this is just the beginning of their ill advised Governments.

I also think that CTG will not able to deliver lots of wish-list since they have lack of public support now. So this the beginning of worst future unless a drastic change is initiated now and we will able to pull off in the next 3 years regardless who is in power except those king and Queen of corruption in Bangladesh.

Industrial sectors on the verge of collapse due to power crisis

The industry is experiencing a serious short fall in production due to recent power crisis in the country

The industrial sector of the country is on the verge of collapse as ongoing power and gas crisis is worsening day by day.Increasing short fall in power and gas supply is posing a serious threat to the existence of the country's industrial sectors specially the export-oriented ones.(UNB)

There is growing apprehension that the country will face a disastrous situation in the spheres of export trades and employment if the government fails to improve power and gas supply soon through bringing the situation under control.

Due to year-long economic recession in the country, unstable circumstances are prevailing in the country's all sectors specially the industrial sector. As a result, some industries have already been added to the list of the bankrupt enterprises.

Bangladesh Knitwear Manu-facturers and Exporters Association (BKMEA) sources said, power and gas crisis is mainly hampering the production in this sector. Around 9 lakh people are working in some 1,600 knitwear factories in Dhaka and adjacent districts.

The industry is experiencing a serious short fall in production due to recent power crisis in the country. The knit factories remain inoperative half of the day for want of electricity. Hours-long power failure results in serious production short fall while frequent disruption to electric and gas supply is causing more financial loss to this industry.

Talking to The Bangladesh Today, Dr. Atiar Rahman said, the country is likely to suffer from power crisis in the near future as there is no possibility to improve electricity supply overnight. No short-term step will help to overcome the crisis. Long-term measures should be taken in this regard.

Unfortunately, there is no government decision regarding power crisis. Besides, panic is persisting in the business community. So, no one is coming forward to invest in any sector including power industry, Atiar said, adding the government should formulate policy immediately in order that the private entrepreneurs invest in power sector.

Due to frequent power supply disruption, the producers cannot ensure high standards of their products in one hand and the entrepreneurs fail to supply goods to the foreign buyers timely on the other. To overcome the situation, the industry-owners are depending on generators to continue production. But for the want of adequate gas supply, the generators remain inoperative almost all the time.

As a former physicist, I have been observing this debate for a long time with interest. Here are my two cents.

It is true that there is no tangential force. There is only radial force. The force that makes the electron orbit around the nucleus is the electrostatic Coulomb force on the elctron exerted by the proton in the nucleus. This is the centripetal force. In other words, the Coulomb force "is" the centripetal force. The word "centripetal," meaning "toward center" refers to what the force does, and the word "electrostatic"/"Coulomb" refers to the cause of this force. The two words are used to represent exactly the same force. It is tautological to say that they are *equal* when they are one and the same thing.

The so-called centrifugal force, on the other hand, is the equal and opposite reaction (from Newton's third law) to the centripetal force, and acts on the proton, NOT on the electron. So, the radial forces *on the electron* are NOT balanced. I think what causes the confusion is the common misunderstanding of Newton's third law that assumes that the action and the reaction acts on the same body. The third law actually says that the action and the reaction act on different bodies. We have to remember that when analyzing motion of a body, we have to look at forces acting only on that body.

Finally, the net nonzero radial force on the electron forces it to a traverse an orbital path (by pulling it toward the center) instead of continuing in a straight line along the tangent. Hope this will help clear up some of the miscommunication and misunderstanding we have seen in this debate.

বিএনপি ও আওয়ামী লীগের যে সব নেতারা খালেদা জিয়া ও শেখ হাসিনার মুক্তি দাবি করছেন, আদতে তারা শক্তিহীন। দুই নেত্রীর মুক্তির জন্য তারা চিৎকার করলেও নির্বাচনে অংশ নেয়ার জন্য প্র¯'ত আছেন। শেখ হাসিনার মুক্তর জন্য গণসাক্ষর অভিযান ঢাকায় মোটামুটি সফল হলেও অন্য জেলাগুলোতে তা তেমন একট সাড়া ফেলতে পারেনি। তাই আওয়ামী নেতারা এ অভিযান বন্ধ করে তা জমা দেন। দলটির কেন্দ্রীয় নেতা আব্দুর রাজ্জাক, তোফায়েল, সুরঞ্জিত এবং মতিয়া চৌধুরী বেশ গরম বক্তৃতা দিলেও আসলে তা ছিল লোক দেখানো। অপরদিকে বিএনপির দু'পক্ষই খালেদার মুক্তি দাবি করে আসছেন।
সরকার এ দুই নেত্রীকে মুক্তি দেয়ার ব্যপারে কিছুই করছে না, বরং 'মাইনাস টু' ব্যবহার করে দুই নেত্রীকে 'মাঠ' থেকে সরিয়ে রাখাই সরকারের মূল উদ্দেশ্য। মনে হচ্ছে দুই নেত্রীকেই দীর্ঘ সময়ের জন্য কারাগারে থাকতে হতে পারে। বিশ্লেষকরা মনে করছেন, দুই নেত্রীর বিষয়ে সরকারের সিদ্ধান্ত প্রকাশের সঙ্গে সঙ্গে তাদের প্রতি বিস্বস্ত নেতারা তাদের সুর পরিবর্তন করবেন এবং টিকে থাকার জন্য নির্বাচনে অংশ নেবেন। প্রাক-সংলাপে রাজনৈতিক দলগুলো সরকারকে রোডম্যাপ অনুযায়ী ডিসেম্বরে নির্বাচন অনুষ্ঠানের দাবি জানায় এবং তারা একটি সম্ভাব্য তারিখও জানতে চেয়েছে।
এছাড়া যুক্তরাষ্ট্র, যুক্তরাজ্যসহ দাতা গোষ্ঠিরাও সরকারের কাছে রোডম্যাপ অনুযায়ী নির্বাচন অনুষ্ঠানের জন্য বলেছে। সরকার জানিয়েছে, রোডম্যাপ অনুযায়ীই নির্বাচন হবে। এদিকে সরকার এ বছরই উপজেলা, সিটি কর্পোরেশন, পৌরসভা, জেলা ও উপজেলা পরিষদ নির্বাচন করার বিষয়ে বেশি জোর দিচ্ছে। এ বিষয়ে কামাল-এরশাদ-বি. চৌধুরী জোট তাদের সমর্থনও ব্যক্ত করেছেন। তবে রাজনৈতিক বিশ্লেষকরা মনে করছেন, সাধারণ জনগণ এমনিতেই দ্রব্যমূল্যের উর্ধগতির কারণে বিপর্যস্ত, নির্ধারিত সময় অনুযায়ী নির্বাচন না হলে গণবিক্ষোভের বিষয়টি উপেক্ষা করার উপায় থাকবে না। রাজনৈতিক দলগুলো এ সুযোগটি নিতে পারে, সেক্ষেত্রে দেশে পুনরায় অরাজকতার সৃষ্টি হবে এবং যার ফলে প্রধান উপদেষ্টাসহ সকল উপদেষ্ট ও নির্বাচন কমিশনারকেও পদত্যাগ করতে হতে পারে।

O.K. No tangential component of the force. You already have said that.
What about radial component? Is that zero? That means no net force? Centripetal force is provided by the elctrostatic force. But who supplies the centrifugal force to beat the centripetal force? Answer is: nobody. Centrifugal force is a fictitious force. It cannot neutralize a real force. So it is the centripetal force furnished by the electrostaic force that keeps the electron busy revolving around the nucleus.

I think you still have misconceptions about orbital electron. Why don't you consult an Atomic Physics book. Let me give you a reference: Atomic Physics by E. V. SHPOL'SKII. The reason why I am asking you to consult a book is because no matter what I say, it will not convince you until you consult a book, which is fine with me. I want you to be absolutely convinced in this regard. I am going to quote a part from this book later in our discussion. By the way, some of your comments are demeaning and offensive. I am not sure if you realize that. We are discussing Physics, not personal matter. I can write demeaning comments also, but that is not my style.

As a friend, and older brother, I want to tell you that you are overconfident about your knowledge of physics. I have studied physics a lot longer than you; I am still studying, yet I am not as confident as you about my physics background. If I misquote or has misconception about something, just point it out. I will take it back. Please do not convey the impression that I am trying to deny any established fact here.

Now, lets comeback to the orbital electron. The electrostatic force is attracting the electron towards the nucleus, and the centripetal force also pulling the electron toward the nucleus. If these two forces are acting in the same direction then, tell me, why electron is still remaining in the same orbit? There is no explanation without the centrifugal force. Now, I am quoting from the book: "The absolute value of the force which retains the electron in its orbit is F = e**2/r**2. This force F is equal to the centrifugal inertial force e**2/r**2 = mrw**2, where w is the angular frequency of the electron."

The only way electron will be able to stay in the orbit if these two forces attains an equilibrium (i.e. cancels one another). If they do not cancel, meaning net force acting in the radial direction, that resultant force would have caused displacement along the radial direction. Centripetal acceleration is not a real acceleration in the sense that a real acceleration would require a change in the magnitude of the velocity. It is called the centripetal acceleration due to the fact that velocity is a vector quantity and a directional change also manifests as a change in velocity.

Another issue is that, there is no work done by the electron for its displacement from one point to another along the orbit, meaning that there is no resultant force acting on the electron at any point in its orbit. Each atomic orbit represents a stationary state with discrete energy values.

The existence of centrifugal force can be felt by passengers in a car, when car is following a curved road. It pushes passengers towards the side. Another place you can see this centrifugal force in action is when your washing machine goes through spin cycle to remove water from your clothing. Centrifugal force compresses clothes against the wall of the washing machine to rid the water off. Another example can be found when scientists determine the orbit for a satellite. The radius of the orbit or the velocity is obtained from the following condition,
Gravitational force = Centrifugal force
Forces are vector quantities, and two forces can attain an equilibrium condition only when they are equal in magnitude but act in the opposite direction. No one can explain these equilibrium conditions without the concept of the centrifugal force.

Your concept of "electrostatic force furnishes centripetal force" is wrong. Electrostatic force arises from charges only, nothing to do with the centripetal force. These two forces are independent. They are needed to attain an equilibrium condition. One does not give rise to the other automatically. They become related only when you want to attain an equilibrium. You cannot balance two forces when they are acting in the same direction, unless they are both zero. In case of the Satellite, you can find the orbit and its velocity by balancing these two forces. If satellite loses this equilibrium due to slower velocity, it has to adjust to a smaller orbit, where this equilibrium will again occur. If it loses its velocity completely, there is no centrifugal force to balance the gravitational force and it will crush on to earth. The same situation occurs in case of the orbital electron also.

His appointment was done in an unfair way. The Chairman and the members of the DUDUK were supposed to be appointed from a Panel. But they were appointed by the President by violating the DUDUK laws.

I do not think he would resign. He needs a job. On principle he was not supposed to accept that position because he was once member of the CTG headed by the President. He resigned from that position citing the President as partisan. Don't worry, we will soon see him in jail.

Not only GETCO case, many DUDUK cases were baseless, politically and militarily motivated. Examples: Cases against Sheikh Hasina.

শংকর মৈত্র : গ্যাটকো দুর্নীতির মামলা নিয়ে গ্যাঁড়াকলে পড়েছে দুর্নীতি দমন কমিশন (দুদক)। এই মামলায় চার্জশিট দেওয়ার সিদ্ধান্ত হলেও কাকে রেখে কাকে বাদ দেওয়া হবে এ নিয়ে সিদ্ধান্তহীনতায় ভুগছে দুদক। আর এই সিদ্ধান্তহীনতার কারণে ৭ মাসেও মামলার চার্জশিট দাখিল করা সম্ভব হয়নি। সাবেক প্রধানমন্ত্রী বিএনপি চেয়ারপারসন খালেদা জিয়া ও তার ছোট ছেলে আরাফাত রহমান কোকোসহ ১৩ জনের বির"দ্ধে গত বছরের ২ সেপ্টেম্বর এই মামলা দায়েরের পর ১৭ সেপ্টেম্বর দুদকের সভায় মামলাটি জর"রি ক্ষমতা বিধিমালা ২০০৭-এ অনুমোদন দেওয়া হয়। জর"রি ক্ষমতা বিধিমালায় অন্তর্ভুক্ত করায় বিধিমালার ১৫গ ধারা অনুযায়ী সর্বোচ্চ ৬০ দিনের মধ্যে মামলার তদন্ত শেষ করার বাধ্যবাধকতা রয়েছে। আর চার্জশিট দাখিলের পর জর"রি বিধিমালার ১৯ক(১)ও (২) বিধি অনুযায়ী সর্বোচ্চ ৬০ দিনের মধ্যে বিচার কাজ শেষ করার কথা রয়েছে। কিন্ত মামলা দায়েরের ২৪ ঘণ্টার মধ্যে খালেদা জিয়া ও তার ছোট ছেলে আরাফাত রহমান কোকোকে গ্রেপ্তার করতে সক্ষম হলেও তারপর ৭ মাসেও মামলার চার্জশিট দাখিল করতে পারেনি কর্তৃপক্ষ। যদিও মামলা দায়েরের ৩ সপ্তাহের মধ্যেই তদন্তকারী কর্মকর্তা প্রাথমিক তদন্ত শেষে সাবেক প্রধানমন্ত্রী খালেদা জিয়াসহ ৩১ জনের বির"দ্ধে চার্জশিট দেওয়ার সুপারিশ করে কমিশনের কাছে রিপার্ট প্রদান করেছিলেন, কিš' তদন্তকারী কর্মকর্তা তদন্ত করে চার্জশিট প্রদানের সুপারিশ করলেও চার্জশিট দাখিল করা হবে কি না এ নিয়ে চূড়ান্ত সিদ্ধান্ত দেওয়ার কথা কমিশনের। সংশ্লিষ্ট সূত্রে জানা গেছে কমিশনের সভায় তদন্তকারী কর্মকর্তার রিপোর্ট পর্যালোচনা করে চার্জশিট দেওয়ার সিদ্ধান্ত নিলেও কাদেরকে আসামি করা হবে এ নিয়ে সিদ্ধান্তহীনতার কারণে চার্জশিট দাখিল করা সম্ভব হচ্ছে না। সূত্রটি জানিয়েছে, গ্যাটকো মামলায় চার্জশিট দাখিল নিয়ে সরকারের প্রভাবশালী মহলের সঙ্গে দুদকের ঠাণ্ডা লড়াই চলছে।
জর"রি বিধিমালায় মামলা তদন্তের সময়সীমা বেঁধে দেওয়া হয়েছে, বিচারের সময়সীমা বেঁধে দেওয়া হয়েছে। সব কিছু দ্র"ততার সঙ্গে করার কথা বললেও গ্যাটকো মামলায় দুদক গ্যাঁড়াকলে আটকে আছে। আইন বিশেষজ্ঞরা আশঙ্কা করছেন, মামলা দায়ের এবং আসামি গ্রেপ্তারের পর ৭ মাসেও মামলার তদন্ত রিপোর্ট দাখিল না করায় 'আসামিদের বিনা বিচারে আটক রাখা হয়েছে' এ গ্রাউন্ডে তারা উচ্চ আদালতে বিচার চাইতে পারেন। খালেদা জিয়ার ঘনিষ্ঠ একজন আইনজীবী এ ধরনের আভাস দিয়েছেন।
প্রসঙ্গত, চট্টগ্রাম বন্দরের কন্টেইনার টার্মিনাল ও ঢাকার কমলাপুর অভ্যন্তরীণ কন্টেইনার ডিপো পরিচালনার জন্য গ্যাটকো নামক একটি অদক্ষ প্রতিষ্ঠানকে লিজ দেওয়ার ক্ষেত্রে অনিয়মের অভিযোগে গত বছরের ২ সেপ্টেম্বর দুর্নীতি দমন কমিশন (দুদক) সাবেক প্রধানমন্ত্রী খালেদা জিয়া ও তার ছোট ছেলে আরাফাত রহমান কোকোসহ ১৩ জনের বির"দ্ধে মামলা দায়ের করে। এই মামলায় ৩ সেপ্টেম্বর খালেদা জিয়া ও কোকোকে গ্রেপ্তার করা হয়। দুদকের দায়ের করা মামলাটি পরবর্তী সময়ে জর"রি ক্ষমতা বিধিমালায় অন্তর্ভুক্ত করা হয়।
গ্যাটকো দুর্নীতির মামলাটি তদন্তের জন্য দুদক উপপরিচালক মোঃ জহুর"ল হুদাকে দায়িত্ব দেওয়া হয়। এ ছাড়া দুর্নীতি বিরোধী জাতীয় টাস্কফোর্সের একটি টিমও তদন্ত করে। তদন্তকারী কর্মকর্তার নেতৃত্বে একজন সেনা ও পুলিশ কর্মকর্তার সমন্বয়ে তদন্ত টিম তাদের তদন্তের অংশ হিসেবে গ্যাটকোকে কাজ দেওয়ার ক্ষেত্রে ক্রয় সংক্রান্ত মন্ত্রিসভা কমিটি ও সচিব কমিটির যে সব সদস্য দায়িত্ব পালন করেছিলেন তাদেরকে তলব করে এবং জবানবন্দি গ্রহণ করে। খালেদা জিয়ার মন্ত্রিপরিষদের ক্রয়সংক্রান্ত মন্ত্রিসভা কমিটির সদস্য সাবেক স্থানীয় সরকার মন্ত্রী আব্দুল মান্নান ভূইয়া, সাবেক অর্থমন্ত্রী এম সাইফুর রহমান, সাবেক তথ্যমন্ত্রী এম শামসুল ইসলাম, সাবেক কৃষিমন্ত্রী এমকে আনোয়ার ও সাবেক শিল্পমন্ত্রী জামাতের আমির মতিউর রহমান নিজামী ২৫ সেপ্টেম্বর দুদকে হাজির হয়ে তদন্তকারী টিমের কাছে তাদের জবানবন্দি দাখিল করেন। কারাগারে আটক খালেদা জিয়ার মন্ত্রিপরিষদের ক্রয়সংক্রান্ত মন্ত্রিসভা কমিটির সদস্য ড. খন্দকার মোশাররফ হোসেন ও এ কে এম মোশাররফ হোসেনকেও ৩ অক্টোবর জেলগেটে জিজ্ঞাসাবাদ করে তদন্তকারী টিম। এর আগে ২৯ সেপ্টেম্বর দুদকে তলব করা হয় সাবেক মন্ত্রিপরিষদ সচিব ও বর্তমানে পাবলিক সার্ভিস কমিশনের চেয়ারম্যান ড. সা'দত হোসেইন, সাবেক সচিব ও বর্তমানে প্রধান উপদেষ্টার বিশেষ সহকারী মানিক লাল সমাদ্দারসহ ৬ সচিব ও কর্মরত একজন অতিরিক্ত সচিবকে। এই সচিবরা ক্রয়সংক্রান্ত সচিব কমিটিতে ছিলেন। তদন্তকারী সূত্রগুলো জানিয়েছে, অত্যন্ত দ্র"ত ও দক্ষতার সঙ্গে তদন্তকারী টিম গ্যাটকো মামলার তদন্ত এগিয়ে নেয়। তদন্তটিম চট্টগ্রাম বন্দরের সাবেক ও বর্তমান কয়েকজন ঊর্ধ্বতন কর্মকর্তাকেও তলব করে তাদের জবানবন্দি গ্রহণ করে।
তদন্ত চলা অবস্থায় ৩০ সেপ্টেম্বর গ্যাটকো মামলাটি জর"রি ক্ষমতা বিধিমালায় অন্তর্ভুক্ত করার বৈধতা চ্যালেঞ্জ করে এবং জামিন চেয়ে হাইকোর্টে পৃথক রিট করেন খালেদা জিয়া ও তার ছোট ছেলে আরাফাত রহমান কোকো। হাইকোর্ট খালেদা জিয়ার জামিন মঞ্জুর করলেও কোকোর জামিন মঞ্জুর করেনি। তবে মামলাটি জর"রি ক্ষমতা বিধিমালায় নেওয়া কেন অবৈধ ঘোষণা করা হবে না এর কারণ দর্শানোর জন্য র"ল জারি করে এবং মামলার তদন্ত রিপোর্ট না দেওয়া পর্যন্ত মামলার বিচার কার্যক্রম স্থগিত রাখার নির্দেশ দেয়। হাইকোর্টের এই আদেশের বির"দ্ধে দুদক আপিল করে । ৪ অক্টোবর আপিল বিভাগের পূর্ণাঙ্গ বেঞ্চে শুনানি শেষে হাইকোর্টের আদেশ স্থগিত করে দেওয়া হয়। ফলে মামলার তদন্ত আবার শুর" হয়।
দুদক সূত্রে জানা গেছে মামলার তদন্তকারী কর্মকর্তা জহুর"ল হুদা তদন্ত শেষে ৪ নভেম্বর কমিশনের কাছে রিপোর্ট দাখিল করেন। সংশ্লিষ্ট সূত্রে জানা গেছে রিপোর্টে তিনি চট্টগ্রাম বন্দরের কন্টেইনার টার্মিনাল ও ঢাকার কমলাপুর অভ্যন্তরীণ কন্টেইনার টার্মিনাল পরিচালনার জন্য গ্যাটকো নামক প্রতিষ্ঠানকে লিজ দেওয়ার ক্ষেত্রে ব্যাপক অনিয়ম হওয়ার তথ্যপ্রমাণ পান। দরপত্র দাখিলের পর ক্রয় সংক্রান্ত মন্ত্রিসভা কমিটি অনভিজ্ঞতা ও শর্তপূরণ না করার কারণে গ্যাটকোকে অযোগ্য ঘোষণা করেন। কিš' পরবর্তী সময়ে তৎকালীন প্রধানমন্ত্রী খালেদা জিয়ার অনুরোধে ক্রয়সংক্রান্ত মন্ত্রিসভা কমিটি পুনর্বার সভা করে দুটি কন্টেইনার টার্মিনাল পরিচালনার জন্য গ্যাটকোকে কাজ দেওয়া হয়। সূত্রটি জানিয়েছে, প্রথম দফায় অযোগ্য ঘোষণার পর দ্বিতীয়বার কি কারণে গ্যাটকোকে টার্মিনাল পরিচালনার দায়িত্ব দেওয়া হলো তার রহস্যই তদন্তে উদঘাটন করা হয়। আর এতে বের হয়ে আসে ব্যাপক অনিয়ম ও দুর্নীতি। সাবেক প্রধানমন্ত্রী খালেদা জিয়ার ছোট ছেলে আরাফাত রহমান কোকো গ্যাটকোকে কাজ দেওয়ার ক্ষেত্রে প্রভাব বিস্তার করেন। গ্যাটকোর মালিক খালেদা জিয়ার মন্ত্রিসভার সদস্য নৌপরিবহনমন্ত্রী প্রয়াত কর্নেল (অব) আকবর হোসেনের পরিবার। মন্ত্রী থাকা অবস্থায় তিনি নিজেই খালেদা জিয়া ও তার ছোট ছেলের ওপর প্রভাব বিস্তার করে নিজের প্রতিষ্ঠানকে দুটি কন্টেইনার টার্মিনাল পরিচালনার কাজ পেতে ভূমিকা রাখেন। প্রাথমিক তদন্ত শেষে তদন্তকারী কর্মকর্তা গ্যাটকোকে অবৈধভাবে কন্টেইনার টার্মিনাল পরিচালনার জন্য কাজ দেওয়ার জন্য সাবেক প্রধানমন্ত্রী খালেদা জিয়া, তার ছোট ছেলে আরাফাত রহমান কোকো, সাবেক মন্ত্রীদের মধ্যে আব্দুল মান্নান ভূইয়া, এম সাইফুর রহমান, এম শামসুল ইসলাম, এমকে আনোয়ার, মতিউর রহমান নিজামী, ড.খন্দকার মোশাররফ হোসেন, এ কে এম মোশাররফ হোসেন, আমির খসর" মাহমুদ চৌধুরী, সাবেক মন্ত্রিপরিষদ সচিব ও বর্তমানে পিএসসির চেয়ারম্যান ড.সা'দত হোসেইন, সাবেক সচিব মানিক লাল সমদ্দার, মির্জা তাসাদ্দুক হোসেন বেগ, নজর"ল ইসলাম, জাকির আহমেদ খান, জুলফিকার হায়দার চৌধুরী, নুর"ল ইসলাম, চট্টগ্রাম বন্দর কর্তৃপক্ষের সাবেক চেয়ারম্যান এ এম এম শাহাদাত হোসেন, কমডোর (অব.) জুলফিকার আলী, সাবেক নৌপরিবহনমন্ত্রী আকবর হোসেনের স্ত্রী জাহানারা আনসার, ছেলে ইসমাইল হোসেন সায়মন, গ্যাটকোর পরিচালক এ কে এম মুসা কাজল , সৈয়দ গালিব আহমদসহ ৩১ জনের বির"দ্ধে চার্জশিট দাখিলের সুপারিশ করে তার রিপোর্ট দাখিল করেন। তদন্তকারী কর্মকর্তা তার রিপোর্টে আসামিদের বির"দ্ধে ১৯৪৭ সালের দুর্নীতি প্রতিরোধ আইনের ৫(২) ধারা এবং দণ্ডবিধির ৪০৯ ও ১০৯ ধারার অভিযোগ এনে চার্জশিট দাখিলের অনুমতি প্রার্থনা করেন।
সূত্রটি জানিয়েছে, দুদক আইন অনুযায়ী কমিশনের কাছে তদন্তকারী কর্মকর্তার রিপোর্ট দাখিলের পর কমিশনের সভায় সিদ্ধান্ত নেওয়া হয় আদালতে মামলার চার্জশিট দাখিল করা হবে না চূড়ান্ত রিপোর্ট দেওয়া হবে। এ ক্ষেত্রে কমিশন প্যানেলভুক্ত আইনজীবীদের পরামর্শ গ্রহণ করে। এই মামলায় দুদক তার আইন বিশেষজ্ঞদের কাছ থেকে পরামর্শ গ্রহণ করলে আইন বিশেষজ্ঞরাও তদন্তকারী কর্মকর্তার সঙ্গে একমত পোষণ করে চার্জশিট দাখিলের পক্ষে মত দিয়েছেন। দুদক পরামর্শ নিয়েছে এমন একজন আইনজীবীও এর সত্যতা স্বীকার করেছেন। সূত্রটি জানিয়েছে দুদক এ পর্যন্ত যে সব মামলার চার্জশিট দাখিল করেছে সে গুলোর ক্ষেত্রে কমিশন দ্র"ত সিদ্ধান্ত নিতে সক্ষম হয়েছে। কিš' গোল বেধেছে গ্যাটকো মামলা নিয়ে। এই মামলার তদন্তকারী কর্মকর্তা তদন্ত শেষে ৩ সপ্তাহের মধ্যেই চার্জশিট দাখিলের সুপারিশ করলেও কমিশন কেন পরবর্তী পদক্ষেপের সিদ্ধান্ত নিতে পারছে না তা বেশ রহস্যজনক। নাম প্রকাশে অনিচ্ছুক দুদকের সূত্রগুলো জানিয়েছে এই মামলার চার্জশিট দিলে শুধু খালেদা জিয়া কিংবা তার ছোট ছেলেই ফেঁসে যাচ্ছেন না, তাদের সঙ্গে ফেঁসে যাবেন বিএনপির সংস্কারপন্থী অর্ধডজন সাবেক মন্ত্রী। এ ছাড়া পিএসসির চেয়ারম্যান প্রভাবশালী সাবেক আমলা ড.সা'দত হোসেইনসহ আরো প্রভাবশালী সাবেক কয়েকজন আমলাও আসামির তালিকায় পড়বেন। যা নিয়ে এক বিব্রতকর অবস্থায় পড়বে সংস্কারপন্থী বিএনপির রাজনীতিকরা এবং প্রভাবশালী সাবেক আমলারা।

দুদকের উচ্চ পর্যায়ের সূত্রগুলো জানিয়েছে গ্যাটকো মামলাটি দুদকের কাছে একটা চ্যালেঞ্জ। এই মামলার চার্জশিট প্রদানের ওপর নির্ভর করছে দুদকের প্রভাবমুক্ত হয়ে কাজ করার চ্যালেঞ্জ। এই চ্যালেঞ্জ দুদক সামলাতে পারবে কি না এটাই এখন দেখার বিষয়।
