Dear Mr. Ejazur

Let me start with your last question.  You have posed a very burning question. You have asked that whom you should vote for in next election, Hasina or Khaleda? With all due respect should I remind you that like all NRB's you don't have any voting right. It may be very unfortunate but it is the reality. But there is not an iota of doubt in my mind that given the opportunity, you will be voting for some Qureshi or some Qazi Feroz of the King's party. However, there is still a very big if. IF there will be a FAIR election in Bangladesh.

I have also read your narratives about Khaleda and Hasina's visits to Kuwait. For your very kind information, I happened to be in Kuwait on both occasions. Sorry to say you that I don't feel myself honored and privileged for that.  Your narratives are full of exaggerations.  I will not negate them one by one but still would like to know the name of the market where Khaleda went for shopping jewelry.  Were you part of her entourage? If not how you know what she bought and what price she paid for that?

I still would like to know why you are so allergic to the slogan "Joy Bangla".  It was the most popular slogan before and during liberation struggle of Bangladesh and may be still today. What should I conclude from it? And by the way, Sheraton is not the most prestigious hotel in Kuwait. There are many hotels there equal to or better than Sheraton.

 I cannot say if Fakhruddin or Moeenuddin are brave and courageous individuals. But I can say that with their audacity they have pushed the country backwards. Damage done to the country in the last 15 months is far more than the damage done in last 15 years. Name any institution including the judiciary which is on right path. First, they started arresting businessmen with any pre-thought and then they had to retreat. Now they very haphazardly without thinking of the consequences are arresting the politicians. Granted our politicians are corrupt but who in this society is not. If you think Army is not corrupt go and see the defense purchases, go and see the Military Engineering Services. By this mass arrest they have diluted the whole process of "Fight against Corruption." Right or wrong people in general have started building the concept that this is all game for the power.

And let me tell you one thing. These jugglers will not be in power for ever because nobody runs for ever. They will be answerable to the nation one day. You know that History repeats itself with double the price.

Polling officers shell-shocked

KOLKATA/SURI, May 19: The officials, who were managing polling stations in the trouble-torn areas of Birbhum and Murshidabad, are still dazed by the violence they faced during election duties yesterday. Many of them have even decided to resign from their jobs if they are sent to these "unsafe" areas in future.
The officials, mainly schoolteachers, said they were pressured, threatened and even attacked by activists of different political parties when they opposed the goons' efforts to capture polling booths. The hoodlums hurled bombs, fired bullets and killed people as they remained mute spectators since the police contingents never reached the polling stations on time. "Before this, I had performed poll duty thrice in the past but now I won't even think twice to leave the job if I am posted once again in the trouble-hit area. There was no rule of law. Goons looted ballot boxes, hurled bombs inside the booth, threatened us with dire consequences but nobody was there to save us," said Mr Shibananda Chattopadhyay, the presiding officer of the polling booth at Harmur in Birbhum's Nanoor, where polling was cancelled yesterday due to massive violence.
A school teacher, who was on poll duty in Hariharpara in Murshidabad, said, "I won't go for poll duty in future. My family won't allow me to go again after what took place yesterday. Goons were hurling bombs and no one was there to stop them. To avoid poll duty, either I will contest in the polls or leave the job."
Mr Indrajit Sadhu, an officer who had manned a polling booth at Baliguni Primary School in Nanoor, said, "I would never forget the experience that I had yesterday. The goons tried to capture the booth by flexing muscle. I would definitely try to avoid poll duty next time."
Another presiding officer, Mr Samir Ghosh, who was posted in Mayureshwar in Birbhum where trouble broke out as soon as polling started, said, "We were feeling insecure inside the booth. The government should think seriously how proper security could be arranged for polling officials."
A senior district official in Birbhum, said, "It is really a matter of concern that teachers are unwilling to go on poll duty. We are facing trouble to arrange staff for counting votes after teachers were spared of the duty. Now, if teachers started contesting polls to avoid duty, it would be major trouble for the administration to run the elections properly."

[ALOCHONA] Dialog and approaching military rule by end of November

Present dialog and forthcoming military rule by end of November
 
Dr. Fakhruddin speech to the nation on May 12th of 2008 was anything but far-off from any reality which people of Bangladesh facing on that day, prior or beyond. Old wine served in a new bottle. However, the label was cloaked so cleverly that left no apparent trace of what brand of wine from which winery he is trying to serve.
 
There was lot of good words for his novice citizen students for one time professor of economics of Dhaka University. But he did not utter a word about collapsed market economy or ways and means his government will deploy to recover from the crisis and give the people who are facing hunger and deprivation a sense of hope.
 
Let us revisit what he has said in his speech which nation waited for so eagerly to get some question answered. Unfortunately, one he delivered answers nothing but give birth of new question as well as frustration.
 
Highlights of controversy:
 
Election for the ninth parliament will be held in the third week of December this year.
What is so new about it? Oh, the bagger nation got a week break, from fourth week to third week.
 
I hope that dialogue with the political parties' starts from May 22nd   as he mentioned in his speech. It reminds me of a game we used to play when we was little. I am sure lot you have played this as well. Here how it goes:

Chief Adviser talked about National charter instead the real term, DGFI Charter. The charter he is looking for is legalizing all his illegal activities.
 
Government and its backer's wants guarantee from political party that there will be no prosecution against the advisers or its backers for
Throwing out the constitution in the trash to legitimate their power.
Arresting its citizens without any warrant.
Forcing hundreds of thousands of people behind the bar without any proper allegation. Convicting people in kangaroo court.
Allowing known supper criminals who acted against the nation to stay free in exchange of supporting government blue print.
Making all out effort to destroy all democratic institutions.
Extreme misuse of power to destroy political leader's image and vilify them.
Ruthless suppression and harassment using DGFI, NSI, Police, BDR, Army, RAB and all other government law enforcement agency.
Puckishly using judiciary system to make hidden agenda successful.
Taking the countries economy to its knee
Destroying jute sector and all other industries
Leasing out the gas fields to international looters
 
 
Yes, there should be national consensus on lot of things but I am not aware of any national charter successfully implemented by army-backed government. Proper place to reach and enact a national charter is parliament.
 
It will remain as dream if government thinks it has the legitimacy to dictate a national charter sitting in a drawing room having some chop chop with few leaders leaving the entire nation shut up with an emergency.
 
Chief Adviser said it's a demand of the time to hold polls at upazila, pourasabha and city corporations. Dear Dr. Fakhruddin, what supernatural (Fakiri Bidda) method you have to judge whether it is a demand or not? So far I know the political parties (AL-BNP) which bagged the most citizens vote in last many election has gone against the notion of having any election prior to national election. Similar suggestion came from most political entities, which had a representative in last three parliaments.
 
It is not just suspicion, but certainty among common people that government has a different agenda. They will not let anyone come to power whose name is not Renu Mala
 
 
Power re-structuring among the highest constitutional posts came from the chief of staff's urea fertilized brain. Simple answer to this, caretaker government or the chief of staff has no jurisdiction even to talk about it. It is solely people's choice, which has to come through their voting franchise.
 
However, it is only urinated brain, which will ask for power sharing between president and the prime minister in a parliamentary form of government.
 
 
Long long ago, one urinated martial brain came up with the theory of basic democracy; present farce is just another attempt to destroy our democratic institutions. Peoples as well as political parties expectation was high as because Dr. Fakhruddin's government from the very beginning gave clear indication that they want to run the government until the end of the 2008, which is almost seven fold higher than constitutionally prescribed 3 months tenure for a caretaker government.
 
However, even after taking such an elongated time then a regular caretaker government he and his government failed to meet the commitment that they gave to the nation on January 12th of 2007. In any standard his government's achievement was among the lowest of the lowest. Some people may say law and order situation is better than before, but remember the very reason for the law and order situation in control is solely because of emergency not just their good management alone.
 
Dr. Fakhruddin took oath as Chief Adviser of non partisan caretaker government under the constitutional clause which requires his office to conduct a national election within stipulated 90 days which he failed to uphold. His government celebrated its sixteenth month birthday on May 12th of 2008. Usually sixteenth represent jubilation and sign of energy but in his government's context there is nothing much to celebrate, sign of die down energy of shrunken balloon.
 
 
His claim of reaching near to the threshold on the basis of the reform programmes of about 16 months holds no water. I am uncertain about what reforms he is talking about which took place in last 16 months of his government which is now not under scrutiny. Almost all reforms that his government took have been tainted with sheer negative political ambition of backers of One Eleven. When the reforms intention is not create a label plain field but to make deep ditches for certain party and its leaders, you can attain anything but a sustainable reform.
 
Election Commission reform:
 
A longtime demand for independent Election Commission reform was hailed in the beginning by all corners with a dash of notion that they will be able to carry their work independently without any special hidden agenda or becoming subordinate order carriers of murky quarter. Unfortunately that hope has been dashed out and election commission remained as an instrument of the government to establish and legitimate government and their backer's hidden agenda in many ways. A constitutional body cannot function well if it fails to earn the trust of the owner of constitution therefore its people.
 
 
It was understandable though unjustifiable for political government not to comply with peoples demand as they are the stake holder and whoever came to power thought they will remain in power until the dooms day. But why an unelected non partisan government failed to comply with people's uncontroversial demand? Is it because they have a stake in next election? Is it because they want to manipulate next general and other election in their favor which they feared they will not be able to do if the EC becomes completely independent?
 
It is so unfortunate that it's not just the government run by political party but non partisan caretaker government which also took the highroad and ignored the people's demand of a completely independent constitutional body called EC. Election commission still remains under prime minister's office and its budget is not controlled by itself.
 
Change of person did not change the attitude much; rest is yet to be seen. People still hope CEC and his office will come out of its apparent dysfunctional status and make bold independent move and force government to cooperate with EC's commitment, otherwise history of Bangladesh testifies how strongly people has rejected illegal effort of previous election commission and EC become baddie in the pages of history.
 
 
 
Judicial reform:
 
Independent judiciary was a longtime demand not just from the political parties but every section of citizen. A so called reform took place under this government. Contrarily what we observing in recent days show no sign of independence but a completely controlled judicial system. Similar to government court shows no coherent relation or a standard within its system from Magistrate court to High Court and to the end it's Supreme Court. For the first time in our history we are experiencing a disturbing entrapped bloodthirsty relation between the courts and its judges who will deliver the verdict.
 
Apparently the Chief Justice M Ruhul Amin and a gang of justices have vowed to discredit any and all verdict passed from high court and go along with the government line of defense. Whether it is true or not, people readily believe there are secret relation with chief justices office and the government agencies. If this allegation is true, then undoubtedly judicial reform process is dead before it was delivered. Even if this allegation is not true but overshadowed doubt made the higher courts to lose people's faith.
 
Process of appointing judges is still controversial; still there are serious allegations against the government that it is trying to manipulate, intimidate, threaten or coerce serving judges who they think is not favoring the government's agenda to come to tea party arranged in presidential palace where they will be asked/forced to resign. If such allegation is true and there are enough evidence to prove then this government instead of freeing the courts trying to put hidden chains. Not just that but it looks like government intentional scheme to create a non working state among higher courts is in work.
 
A decayed, unenergetic, untrustworthy higher court will fail to ensure the democracy, without an independent judicial system, March toward democracy or establishing rule of law to ensure accountability of the government will become nothing but farce. Rubber stamp judiciary and rubber stamp parliamentary system is what we got from all previous military government, I afraid they are gearing toward that one more time. Government must learn to respect the High Court or High Court of Appeal's verdicts and stay away of using coercive method to get verdict in their favor.
 
Anti Corruption Commission reform:
 
People wanted to see this organization turn into a functional body and carry a complete reform within itself and a fresh start so that ACC will earn trust of all people as well as honor. There was a huge likelihood of that happening but unfortunately government had a similar agenda of that political government had, use this organization to vilify the opponent whether it is lawful or not. Gen. Mashud ex adviser to failed caretaker government of Dr. Iajuddin gained reputation of person of principal. Unfortunately it looks like he lost his steam and moral command and become instrument of his once served organization Bangladesh military high commands. It is evident that his loyalty toward his old office carries more weight than seeking to give this organization a much needed reputation of unyielding attitude to carry its obligation to enforce the law of the land.
 
Bringing charges against perceived untouchable political and business outlaw thugs was hailed and welcomed as success but procedure followed after and prior to arrest shows no stand for the justice system. Moreover ACC bogged down under pressure from powerful backers of the government and become the tool to annihilate political institution to give breakthrough to especial interest group.
 
ACC failed to establish its courage asking present government advisers to submit asset statement though people clearly wanted that to take place. But it becomes clear from ACC chiefs conversation with media that he do not want to do this. In his own word it will create an unnecessary hitching situation with government and ACC. This could have been an example for future government that they may be asked to submit their wealth statement but unfortunately ACC's of today's stand of not to ask current government advisers to submit their wealth statement will stay as an case in point not to ask future government ministers about their asset while they are in power.
 
Public Service Commission reform:
 
There is no evidence of any improvement of public service commission other then getting rid of old set of officio and appointing a new set, it was nothing but mere eyewash. Moreover there is enough evidence against the chairman of PSC Dr Saadat Hossain that he was the prime instrumental player as cabinet secretary of the immediate-past alliance government, making a complete politicized governmental working force.
 
Some well informed quarter expressed their concern that Dr Saadat Hossain was picked as PSC chairman because of his expertise on how to create a bureaucracy which works in favor of government's agenda rather than its citizen. He will be instrumental one more time to appoint right people in right place to serve governments agenda during coming election if that takes place. PSC will deploy District commissioners, Upozila Nirbahhi officers and other key post holders who will responsible to conduct any election.
 
Dr Saadat Hossain chairman of PSC has proven himself as not trust worthy during cabinet secretary of immediate past Jamaat-BNP government. No one knowing all about PSC chairman's background will term this as reform.
 
 
About administration, the former adviser and Regulatory Reforms Commission chairman Dr. Akbar Ali said that it belongs to 19th century, far away from 21st and even 20th century.
 
Information Act reform:
It's not going anywhere other than folded in a binder to be left in the locker, locked and then throw the key in the middle of the river never to be found again. We have to understand, this government is completely formed from the technocrats most of them worked as bureaucrat in their past life. These are the people who want to protect secrecy in every step of their public service life. Therefore there is no reason to believe they will let the information flow freely which against their vested interest.
 
Political reform:
People of Bangladesh had a high expectation from political party to do a long waited reform which will give us a hope that the political fallout of 2006 will not reoccur and our democratic institutions will be rebuilt for a sustainable democracy.
 
Bangladesh Awami League had a three days working committee right after January 11th takeover where party leaders did a complete postmortem of all fallout that happened and came to a consensus for a deep rooted reform. According to the meeting decision Sheik Hasina leaded to form a strong high-powered independent committee which was asked to look into party constitution, manifesto, and financial matters and come up with concrete suggestion based on which party will make an effort to make the party as a twenty first century contender and claim as a people's party.
 
Unfortunately government and its backers had a different agenda. Though they came to power and legitimized their stronghold reasoning unsound democratic practice within the political party but did not wanted political institution to grown strong and stable.
 
They blamed the politicians and the institution but laid every barrier possible when the political parties wanted to make a deep-rooted reform to make their institution more democratic and people oriented as well their financial dealings more transparent.
 
You have to realize that the government of Dr.Fakhruddin is playing in the hands of uniformed personnel who have a different agenda that does not match the dream to return to democracy. On the other hand, I am so apprehensive about the bleak future of the country if the saga continues. 
 
It is so ironic, that we are in a realm of dreadful but powerful cycle for the last thirty-three years and our frantic unsuccessful move time to time to get out of this vicious cycle cannot match.
 
Natural calamity when comes, it brings a gloomy face, apparently calm and unruffled before it makes the landfall to destroys whatever that comes in its way. I wonder whether we are going through the composed and unflustered time heading toward the destruction ahead. If the game continues the way it is rolling. If the political parties cannot take a bold stand and let the collaborators, play the foul shot then
 
I predict a fierce political situation by the end of November 2008.
I predict military rule by the end of November 2008.
I predict a total collapse of market economy by the end of November 2008.

I predict a new political compass, which will give birth of a new political alliance by the end of November 2008.

Dr. Fakhruddin speech to the nation on May 12th of 2008 was anything but far-off from any reality which people of Bangladesh facing on that day, prior or beyond. Old wine served in a new bottle. However, the label was cloaked so cleverly that left no apparent trace of what brand of wine from which winery he is trying to serve.
 
There was lot of good words for his novice citizen students for one time professor of economics of Dhaka University. But he did not utter a word about collapsed market economy or ways and means his government will deploy to recover from the crisis and give the people who are facing hunger and deprivation a sense of hope.
 
Let us revisit what he has said in his speech which nation waited for so eagerly to get some question answered. Unfortunately, one he delivered answers nothing but give birth of new question as well as frustration.
 
Highlights of controversy:
 
Election for the ninth parliament will be held in the third week of December this year.
What is so new about it? Oh, the bagger nation got a week break, from fourth week to third week.
 
I hope that dialogue with the political parties' starts from May 22nd   as he mentioned in his speech. It reminds me of a game we used to play when we was little. I am sure lot you have played this as well. Here how it goes:

Chief Adviser talked about National charter instead the real term, DGFI Charter. The charter he is looking for is legalizing all his illegal activities.
 
Government and its backer's wants guarantee from political party that there will be no prosecution against the advisers or its backers for
Throwing out the constitution in the trash to legitimate their power.
Arresting its citizens without any warrant.
Forcing hundreds of thousands of people behind the bar without any proper allegation. Convicting people in kangaroo court.
Allowing known supper criminals who acted against the nation to stay free in exchange of supporting government blue print.
Making all out effort to destroy all democratic institutions.
Extreme misuse of power to destroy political leader's image and vilify them.
Ruthless suppression and harassment using DGFI, NSI, Police, BDR, Army, RAB and all other government law enforcement agency.
Puckishly using judiciary system to make hidden agenda successful.
Taking the countries economy to its knee
Destroying jute sector and all other industries
Leasing out the gas fields to international looters
 
 
Yes, there should be national consensus on lot of things but I am not aware of any national charter successfully implemented by army-backed government. Proper place to reach and enact a national charter is parliament.
 
It will remain as dream if government thinks it has the legitimacy to dictate a national charter sitting in a drawing room having some chop chop with few leaders leaving the entire nation shut up with an emergency.
 
Chief Adviser said it's a demand of the time to hold polls at upazila, pourasabha and city corporations. Dear Dr. Fakhruddin, what supernatural (Fakiri Bidda) method you have to judge whether it is a demand or not? So far I know the political parties (AL-BNP) which bagged the most citizens vote in last many election has gone against the notion of having any election prior to national election. Similar suggestion came from most political entities, which had a representative in last three parliaments.
 
It is not just suspicion, but certainty among common people that government has a different agenda. They will not let anyone come to power whose name is not Renu Mala

Unfortunately government and its backers had a different agenda. Though they came to power and legitimized their stronghold reasoning unsound democratic practice within the political party but did not wanted political institution to grown strong and stable.
 
They blamed the politicians and the institution but laid every barrier possible when the political parties wanted to make a deep-rooted reform to make their institution more democratic and people oriented as well their financial dealings more transparent.
 
You have to realize that the government of Dr.Fakhruddin is playing in the hands of uniformed personnel who have a different agenda that does not match the dream to return to democracy. On the other hand, I am so apprehensive about the bleak future of the country if the saga continues. 
 
It is so ironic, that we are in a realm of dreadful but powerful cycle for the last thirty-three years and our frantic unsuccessful move time to time to get out of this vicious cycle cannot match.
 
Natural calamity when comes, it brings a gloomy face, apparently calm and unruffled before it makes the landfall to destroys whatever that comes in its way. I wonder whether we are going through the composed and unflustered time heading toward the destruction ahead. If the game continues the way it is rolling. If the political parties cannot take a bold stand and let the collaborators, play the foul shot then
 
I predict a fierce political situation by the end of November 2008.
I predict military rule by the end of November 2008.
I predict a total collapse of market economy by the end of November 2008.
I predict a total collapse of socio-political system
I predict a new political compass, which will give birth of a new political alliance by the end of November 2008.
I predict a new brand of political razakar bandits taking political limelight.
 
Get ready to face the new reality, a new challenge and rehires yourself to see where you stand on January of 2009
 
However, I have deep conviction of our people's judiciousness that they did not failed to take the precisely right decision at right point in time; surely, they will not fail this time too.
 
Then what I am nervous about? I am worried because the history of Bangladesh has witnessed the recurrence of failure to seize the opportunity for its very people similar to the farmers who harvest a bumper crops only to be washed out.
 
We who sits in the safest spot of our secured home must come out, position our self within the people, and make a loud call like fearless revolutionary Nuruldin did many decades ago  " Jago Bahe, Kontha Shobai"
