Dear Farida Majid,

How does it matter if you laugh or cry, probably sitting somewhere in
the USA and reaping the fruits of western civilization! It is the
poor people of India, who happens to be muslim, are bearing the brunt
of the islamists. Islamist may be a new term but its purpose is to
focus our attention to the same culprits who existed since the dawn
of islam.

S. A Hannan et. al. are well-defined islamists but they thrive on a
large pool of pretentious intellectuals. These intellectuals feel,
intrinsically, their not-so-advanced ego being comfortably massaged
by islamists. This coexistence is catastrophic for the poor people of
India. When a non-muslim joins the gang, it even tends to legitimize
wrong-doings. It even made you irrational to credit Dr. Sikand's
writings, assuming that a non-muslim talking good about islamists
must be doing something divine. Your humbug word about Sikand
that "His Ph. D. is from a reputable University in UK and I believe
his dissertation was on the rise and growth of the socio-religious
movement of Tablighi Jamaat…" is the usual ploy (beautifully
discussed by Richard Dawkins in his books) to shut down people who
wants to expose the hollowness of a religious belief.

Unfortunately you merely talked about Yogi's greatness without
delving into the audacity of the maulavi's islamist-talk that Yogi
thought so highly about. It is no wonder that we are still so
marginalized.

How you can predict that convicted Janakantho Editor will be realeased when Sheikha Hasinaill be released. I did not understand what is the relation between the arrest of both Hasina and Jonokontha editor, other than Jonokanta blindly supports Awami views.There are few other newspapers directly support Awami views but those editors were not arrested for corruption practice. If you know any relationship between Hasina's arresat and Jonokontho Editors arrest please let the readers know.

It would be historically ignorant to claim that ideologues and
religionists spoke of a unified India while political skulduggery was
responsible for Partition. Muslim politicians like Maulana Abul Kalam
Azad (himself an Islamic scholar - he was a Maulana) were
vociferously opposed to the two nation theory. The family of the late
Qurratulain Haider, one of India's greatest writers in the 20th
century, even returned to India from Pakistan after both nations were
firmly established. And Hindu politicians like C P Ramasamy Aiyar, a
Brahmin preacher and ideologue and the last Diwan of Travancore,
tried to break the mainly Hindu kingdom in his control away from
India because he wanted it to remain a Dominion under the British
crown. Last but not the least, Hari Singh of Kashmir, a Hindu, did
not sign the Instrument of Accession to India under pressure from
Jawaharlal Nehru until he lost half his country to raiders.

There was a lot more to the history of the Indian subcontinent than
the sweeping generalisations tossed about in this post.

Bangladesh, the most peaceful nation in the region: Study
 
Bangladesh ranks first among the states in the region in the ranking of peaceful nations in 2008, according to a study conducted by the Global Peace Index, an independent think tank.

Bangladesh placed 86th among 140 countries in the ranking of peaceful states in 2008, which is ahead of India, Sri Lanka and Pakistan, said a Foreign Ministry handout.Iceland tops the survey of 140 states with the USA being placed in 97th position while Russia at the 131st place.

Global Peace Index, which is drawn up by the Institute for Economics and Peace, an independent study group, together with the UK-based Economist Intelligence Unit, conducted the survey. It tests each nation against 24 "peacefulness" criteria, including a nation''s relations with its neighbours, arms sales and foreign troop developments.It also takes into account data on a nation''s crime rate, its prison, population and the potential for terrorism within its borders.

Foreign Adviser Dr Iftekhar Ahmed Chowdhury expressed satisfaction over the study.In a statement Saturday, Dr Iftekhar said, "This only proves what we have been saying for sometime. Today, Bangladesh is an oasis of calm in an otherwise turbulent region. We are at peace with all our neighbours".

"Internationally, we''re playing a constructive role as a top UN peacekeeper. At home, political and social violence has declined. We have had a bumper harvest. Growth, though not phenomenal, is steady. All these have the signs of a new emerging Asian Tiger, this time a Royal Bengal," Dr. Iftekhar said.He added, "I''m glad the world is beginning to notice this. This is about time. Bangladesh is no longer a basket case." "If we can also achieve the political reconciliation, we are seeking now, our future prospects are bright. But we cannot afford complacency. The national efforts to achieve our goals must be coordinated."

"While this is a positive assessment, we still have a long way to go. But the news is that we are getting there, slowly but surely, and the world is noticing," Dr. Chowdhury asserted.

[ALOCHONA] Internal instability invites external intervention

Internal instability invites external intervention

I
t does not need an expert in the history of international relations to predict that internal political and social polarizations leading to instabilities within a state invariably invite external interventions, both covert and overt. The latest example of this is Kosovo which was a part of Serbia. Internal instabilities in Serbia erupted in civil war which invited external intervention by a US led coalition and ultimately Kosovo unilaterally declared independence supported by the USA and the EU. Other examples are Afghanistan and Iraq, both of which the US has directly occupied. Less overt but equally effective has been the US intervention in Pakistani politics over the last one decade. Such events in Africa are too numerous to cite.
 

States intervene in other states because of two reasons: One, when a destabilized or failing state possesses resources which other states need - intervention, often armed, by other states becomes necessary to secure and preserve those resources; examples are Iraq and Afghanistan. Two, when a destabilized or failing state tends to release forces which may exacerbate existing instabilities in neighboring states - intervention, both direct and covert become necessary to contain and limit the damage; examples are Somalia, Ethiopia and many other states in Africa.

The case of Bangladesh falls within these two aspects mentioned above. Bangladesh possesses limited energy resources which neighboring states might think they need and any severe instability in Bangladesh will have spill-over effects into neighboring states. There is no doubt that our neighbor India is not only keeping a close watch on the unfolding situation inside our Country but is also actively involved in our politics to ensure that its interests are well protected. Other powers such as the USA and EU are not so much concerned about Bangladesh as about India. Any large-scale social and political unrests, conflict and chaos in Bangladesh will invariably affect India adversely particularly in its separatist-prone south-eastern regions which will then affect the burgeoning Indian economy in which the USA and EU have invested so heavily. Moreover, in order to protect itself, India might decide to militarily preempt should it see a situation of civil conflict or civil war in Bangladesh, in which case the entire region would face a period of extreme instability such as that of 1971. Worries and calculations such as these have prompted India, USA and UK to openly comment about what sort of politics and government Bangladesh ought to have.

For the time being however, these foreign powers are insisting on elections, which they hope would dampen any further social and political unrest. To that effect, representatives of these foreign powers along with our politicians, the Emergency Government and the Bangladesh Army might well be cobbling together a solution but that solution would only be a temporary one , deferring the main issues - the inherent contradictions in our body-politic, the resolutions of which is essential if long tern stability is to be obtained. Foreign power interventions, covert now, might well take a more ominous overt form if we cannot sort ourselves out but perhaps some within us want that overt foreign intervention and might well be working for it.

Thank you. I read your article which was much thought
provoking and opened an entirely new dimension in discussing faith. Many people
do not want any critical discussion of religion because they feel that heaven
will be angry at them. In the realm of intellectuality all the thought processes
are subject to critical discussion. No exception. This is due to the fact that
fear is not an acceptable commodity to any thoughtful person.

Janakantha revolutionized Bangladesh Print Media. Janakantha is the news
paper which did not submit to the Islamic fundamentalists & political
Islamists, and did not compromise its journalistic ethics and standards for
the Nizami-khaleda gov't advertisement money. For these two crimes! who else
but the editor of Janakantha will be in jail?

Mr. Atiquallah Masud was target of the Islamists, viz. by Jamaat/ BNP a long
time ago. When the care taker government came to power Jamaat with its
sympathizers was able to get him. He is the poor victim of the growing
militancy in Bangladesh. He is in jail and will be in jail for 48 long years
if the Islamists have their way as the prevailing situation in Bangladesh
suggests, unless the war criminals are tried and put away for good, and the
progressive forces return to power.

On 9th May in Washington, D.C. in a Congressional Human Rights Caucus
Symposium in Rayburn building, Mr. Selig Harrison, director of the Asia
Program at the Center for International Policy and a senior scholar of the
Woodrow Wilson International Center for Scholars, told point blank that, it
was almost certain that AL was coming to power and to stop that from
happening this drama of 1/11 was played as programmed. After BNP/Jamaat left
power, all the episodes played was aimed at preventing Awami League from
coming to power and the charade continues to date. Editor Atiqullah Masud is
also a victim of that evil scheme. Sheikh Hasina is in jail for the same
reason. The main game plot is to 'Stop Awami League' by any and all means.
They forget that Pakistan tried to stop AL and Bangladesh emerged as a free
country. I don't know what fate will ordain for those heinous Islamists, but
I am sure militant Islamists are bound to be doomed in Bangladesh. In the
same Washington event, I was invited as a speaker. During the Q&A session,
someone asked a question about Jamaat and my answer was: US administration
policy towards Jamaat is not a reflection of the popular sentiment in the US
nor that of In Bangladesh. In fact Jamaat is the party which gives shelter
to all Islamic terrorists. State department acting director Mr. Richard
Sacks also spoke there and was present during the Q&A.

Two years or so ago, few Bangladeshi editors were invited to the US State
Department, when I had the good fortune of meeting Mr. Atiqullah Masud. We
met him mainly to 'Thank Him' for his unassailable service rendered for the
safety and welfare of the religious minorities of Bangladesh during
BNP/Jamaat rule, especially, during the dark days in the aftermath of 2001
election when the Islamic goons celebrated their victory by killing, raping,
looting and persecuting the religious minorities of Bangladesh. This
honorable man, a true patriot who left the comfort and the luxury of richess
and joined the war against Pakistand for our freedom is jailed today for his
unbowed stance for our freedom and justice and against dark pulses
discrimination and Islamic fanaticism. Inspite of government's
ruthless incarceration of him, the sacrifice Mr. Atiqullah Masud had made
has already earned him the distinction of People's Editor. We salute him and
I am sure minorities and progressive forces are saluting him as well. At
this time, I must take the opportunity to say, 'Thank You' to all Janakantha
journalists including respected Toyab Khan & Borhan Bhai.

The question, when Mr. Masud will be freed, looms large today. We can't
envisage a scenario of his freedom under this government. But it can
certainly be predicted that his incarceration will end when Sheikh Hasina is
free. I am sure there is no jail in Bangladesh which can confine her for too
long. Clock is ticking; she will be free along with all the progressive
forces. For Khaleda Zia, I am sorry, she should be tried for 'Crime against
Humanity' and surely, I want an open, free & fair trial.

The tide is turning. On May 18, the Chief Advisor opined in his speech "new
dawn of the new year will welcome a democratically elected new gov't in
Bangladesh". It is not far-fetched that the new dawn of the new year will
also write a new script for all the actors who played in the 1/11 drama.
Until that--let's keep our fingers crossed.

KUWAIT CITY : The allegation that Bangladeshis are behind most of the crimes in Kuwait is unfounded and based on rumors fueled by jealousy, says General Moeen U Ahmed, NDC, PSC, Chief of Staff, Bangladesh Army. General Moeen is on a 5-day visit to Kuwait ending Tuesday upon an invitation from Kuwait's Chief of Army Staff General Fahad. He was speaking in an exclusive interview to the Arab Times Monday at Courtyard Marriot Hotel. When asked about the statement of a Kuwaiti MP calling for expulsion of Bangladeshis from Kuwait blaming them for the increasing crime rate in the state, the general said the bilateral ties between the two countries are very strong, and that biased viewpoints not backed by statistical facts should not be allowed to mar international relations.

He said in every community there are good and bad people, "and based on the actions of a minority fringe group, generalization should not be drawn." It has been brought to his notice that in Saudi Arabia some criminals belonging to another nationality identified themselves as Bangladeshis "to save the image of their country." Bangladeshi expatriates in the Middle East have risen to enviable stations in life very fast and have drawn the envy of others, which is one reason why there is a slur campaign going on against them, General Moeen added.

The general brushed aside accusations that criminals from Bangladesh are taking asylum in the Middle East using fake passports. "As long as accusations are not backed by studied facts, they carry no weight."

Speaking about Bangladesh's relations with Kuwait, General Moeen said Bangladesh was the first country to condemn the 1990 invasion of Kuwait by Iraq. "We joined the coalition forces sending two infantry divisions to free Kuwait.

"The two engineering teams we sent to Kuwait stayed for more than a year helping out with reconstruction work. The Bangladeshi commander involved in the operation was awarded the highest military award by Saudi Arabia.

Bangladesh was actively involved in the reconstruction efforts and its precision in clearing mines was exemplary. After a child was struck by a mine in a bloc supposedly de-mined by another army, Bangladesh was pressed into service and three truckloads of mines were cleared, the general remembered.

Involved
The general then dwelled upon the army's role in Bangladesh politics. He said the army is not in any way involved in governance. Army is only backing the caretaker government in running the state until a free and fair election is held later this year.

Currently the army is involved in a large-scale project of issuing biometric identity cards to all the 80 million voters in the country. "About 80 percent of the job is done, and the cards will be in place by June.

"The technology for this project is wholly indigenous. We have got monetary help from UNDP. Bangladesh has a 100 percent computer-literate army.

"We were able to achieve this mammoth feat because our army has carried out similar missions in other countries as part of the UN contingent."

The biometric cards, the general noted, will also help in curtailing criminals slipping out of Bangladesh on fake passports, "and can effectively seal rumors of loose emigration laws permitting criminals to take refuge in foreign countries. About the upcoming elections in Bangladesh, General Moeen said "We are doing everything to make sure that free-and-fair elections will be held on a level playing field."

When asked about Awami League and Bangladesh National Party, two of the country's biggest political party, threatening to boycott elections taking issue at the arrests of their leaders, the general emphasized the election will take place as per schedule irrespective of who runs in it. He rued the corruption "that has infected the political system of Bangladesh. Leaders should be people who put the nation's interest above personal interests."

However, he has not lost faith in his country's democratic traditions. He said the army could have imposed martial law when the political situation deteriorated in the country at the beginning of this year, "but we decided to play an assisting role to the civilian caretaker government."

Bangladesh Embassy's Defense Attache Brigadier General HRM Rokan Uddin, PSC, and Arab Times representative Mohammed Sirajul Islam were also present during the interview.

I don't know whether to laugh or cry at the level of sheer ignorance coupled with communal passion displayed by this post. For general information, please note that 'Islamist' is a relatively new term, at most 25 yrs old. We use the term to describe a Muslim who is hell-bent on perceiving his religion as a means, which sometime includes violence, for gaining a fascistic political end. We did not use the term for describing the Pakistani occupiers of 1971, nor did we use the term even for the 1971 Bengali collaborators of Pakistanis. We now use the term to describe the Jamaatis and other Islamic extremists and ideologues like S. A. Hannan in Bangladesh, and the dominant rebarbatative Islamist goons in Pakistan. Dr. Yoginder Sikand is not a Muslim (for those who cannot figure that out). He is neither a Bangladeshi nor a Pakistani. He is a renowned scholar of Indian Islam and is the author of several books. His Ph. D. is from a reputable University in UK and I believe his dissertation was on the rise and growth of the socio-religious movement of Tablighi Jamaat (not to be confused with Moududi's political party) in the Indian subcontinent. As a non-Muslim Indian specializing on the religio-cultural aspect of a community belonging to one of the major religions in India, even if that religion happens to be Islam, there absolutely no way does he deserve the label of an 'Islamist.'
Yogi is beloved by not only all kinds of Indians, but by people from all over the world for his indefatigable energy, dedication to cultural pluralism, and thoroughness of scholarship. I have not had the good fortune to meet him in person, but we form a mutual admiration club over the internet. My friend and fellow Board Member of ICPP in Boston, MA, USA, Dr. David Gordis, President of Hebrew College, was interviewed by Yogi several years ago. David was touched by Yogi's energy and valuable contribution to promoting world religious harmony. Mukto-mona moderators have also called such a person a 'religionist,' a pejorative term in MM vocabulary. How inappropriate is such a limited world-view for a group that proclaims its 'open-mindedness' so proudly? To prove my point about how well Yogi's work is received by open-minded Indians of all faith, here is a response from a fellow member of a forum (to which Avijit Roy belongs also) who happens to be a Jain. It is the response to the same posting with the same subject line: a historical speech by a leading Deoband maulvi:

It is really interesting to know that Maulana Anwar Shah Kashmiri Deobandi ulama, made this speech in 1927 and advocated for one India based on Hindu-Muslim unity. Three years later (1930 Iqbal came up with a sort of two-nation theory final version of which was spelled out by Jinnah in 1940. Iqbal was fiercely critical of such Deobandi ulamas Mawdudi obviously started providing theories that fueled two-nation theory and Pakistan movement. Interestingly Savarkar, founder of Hindu Mahasabha, also supported two-nation theory although he visioned the proposed Muslim land to be somewhere in the Middle East.
Unfortunately such a strong moral support to the cause of one India by the Deobandi ulamas proved to be of no help because of the stubbornness, shortsightedness, hunger for power, and meanness of the political leaders of both the major religious groups.

May 24, 2008 : The Union finance minister Mr P Chidambaram's modified farm loan waiver package announced on May 23, 2008 has ignored the genuine problems of millions of toiling farmers in the dryland areas of the country.
 
The package is a slight improvement over that announced by the finance minister in his Budget speech on February 29, 2008 as it has included dairy, poultry farming, goatery, sheep rearing, piggery, fisheries, bee keeping, greenhouses, bio-gas, plantation  and horticulture sectors for bailing them out of investment loan burden. It has also proposed to lessen the investment loan burden for direct farm activities like digging and deepening of wells, installation of pump sets, purchase of tractors and bullocks and land development
It is unfortunate that after repeated suggestions made by farmers' organization and by Bharatiya Krishak Samaj in particular, the finance minister despite recognizing the problems of farmers in dryland areas did nothing
 
Mr Chidambaram while making a statement before the media on May 23 said "It was brought to our notice that in dry and unirrigated areas of India holdings are usually more than 5 acres, and if you limit the relief to 25 per cent, a large number of farmers will not get adequate relief. They will get relief of 25 per cent but they may not be adequate."
 
What did Mr Chidambaram do ? He did not change the criteria for marginal farmers defined by holding up to one hectare (2.47 acre) and that of small farmers with holding up to two hectare (5.94 acre). This general definition of small and marginal farmers can be applied to irrigated areas which grows more than one crop and cannot be extended to dryland areas where farmers depend upon erratic rainfall in absence of any irrigation facility.
 
Mr Chidambaram must have a look at the recent edition of Union agriculture ministry's Agricultural Statistics at a Glance, resource poor farmers in dryland areas of Rajasthan have holding ranging between 54 acre to 175 acre. These lands do not have any assured irrigation and are entirely dependant on erratic monsoon rains. Similar are the cases in other parts of the dryland regions in different states like in Tamil Nadu where the holding is up to 60 acre, in Haryana, Madhya Pradesh and Maharashtra up to 54 acre, in Sikkim up to 50 acre, in Uttar Pradesh up to 45 acre, in Andhra Pradesh between 35 to 54 acre, in Bihar up to 30 to 45 acre, in Gujarat between 20 to 54 acre, in Haryana up to 54 acre, in Himachal between 30 to 75 acre, in Orissa between 30 to 45 acre.
 
Ignoring the basic facts of the dryland farmers, the finance minister insists the one time debt settlement scheme (OTS) suggested by him with government bearing only 25% of the debt burden is sufficient to fully bail out dryland farmers. He that OTS is restructured and now the relief from the government's side would be 25% of the debt burden or Rs 20,000 per farmer whichever is higher. He said ;" Of them, how many will get full benefit of  Rs 20,000 and what will be the proportion. We have done an exercise. We have found that on an average, the larger farmer that is more than 5 acres, these areas has a short term crop loan of about Rs. 19, 908 and the average size of the investment loan is Rs.13,224. If you take these numbers according to our calculation, roughly 60-65 per cent of large farmers in these 237 districts will get not 25% relief, but full debt waiver. Because the debt waiver is now Rs.20,000 whichever is higher."
 
The finance minister should know that there are many farmers in dryland areas who take large size loan, even larger than what he has mentioned.
 
The finance minister was clever to select 237 districts as dryland districts. He selected only those districts where the government's programme like DPAP and DDP are initiated. He also considered 31 districts earmarked for Prime Minister's special relief package of 2006. The finance minister should know there are many dryland areas in   the country where government's programmes are yet to be initiated.
 
How many farmers are likely to be benefited by Mr Chidambaram's package. The Rangarajan Committee has said only 27% farmers are covered by institutional credit. This package is only for farmers who source institutional credit and not for those who source credit from other sources.
 
According to the 2001 Census data, 742.6 million people or 72.2% of the country's population live in rural areas and are directly or indirectly dependant on agriculture. The average annual exponential growth rate of the population is estimated at 1.95%. Out of the total population of 742.6 million people, Mr Chidambaram has identified 40 million people as beneficiaries under the Rs 71,680 crore loan waiver package.
 
Finally I would like to say that if the government is sincere in solving the farmers' problems, it should take care to work out a package for benefit of majority of farmers.

DHAKA, Bangladesh -- As a seamstress, Abida Dulalmia makes $1.25 a day embroidering cartoon characters on Disney T-shirts and stitching pockets on jeans for Target. In this jumbled, hazy metropolis, her salary was once coveted. Now it hardly seems enough.

With inflation starting to climb into the double digits in Bangladesh and food prices soaring around the world, Dulalmia spends as much as 80 percent of what she makes solely to put food on the dinner table.

"We work really hard," the 25-year-old mother of two said on a recent day, wiping perspiration from her daughter's forehead in the muggy heat of their airless, one-room home. "Why can't we afford to eat?"

Frustrations over inflation have become increasingly common here, particularly among garment workers such as Dulalmia who, while never well off, had at least managed to feed themselves. Many now fear, however, that those frustrations could ultimately undermine the stability of the entire country, one of the world's poorest.

Last month, about 20,000 garment workers defied a government ban on demonstrations to demand higher wages and protest skyrocketing food prices, especially on such staples as rice, which have doubled in price since last year. Some of the workers, mostly women, hurled rocks and bricks at police and vandalized factories in what the local media dubbed the start of the "Rice Revolution."

Troops from the Bangladesh Rifles, a paramilitary force that normally patrols the country's borders, now operate and guard the crowded government-subsidized rice shops. Dressed in fatigues, they send the stern message that the government wants to ensure stability.

Bangladesh is among at least 33 countries, many with shaky governments and destitute populations, that are at risk of serious political unrest if food prices keep rising, according to a recent World Bank study. In some countries, the consequences of the food crisis are already playing out. Haiti's prime minister, for example, was forced to step down last month after riots in Port-au-Prince.

In this country, the crisis is compounded by natural disasters that have destroyed wide swaths of farmland. Many Bangladeshis have migrated from rural areas to the capital as "climate refugees," driven out by floods and cyclones that some scientists believe have intensified because of rising global temperatures. Now, in the relative safety of Dhaka, illiterate, often unskilled laborers are being hit by economic calamity as high inflation and surging food prices make their lives more difficult.

Although poverty had started to slowly recede over the past decade in this nation of 150 million, there are renewed fears that inflation could undo its decades of progress and once again make it the "basket case" of the world, as it was once dubbed by U.S. Secretary of State Henry Kissinger.

"It was hopeful in Bangladesh. Positive changes were actually happening," said Ayesha Khanam, president of the Bangladesh Women's Council, a civil society group. "But if the price hikes keep going on, I am honestly scared. When you combine both problems -- climate change and the food prices -- well, it's very serious. There could be grave political and human costs."

Along the smog-filled streets of Dhaka, the impoverished can be seen tapping on car windows for spare change and waiting in long lines outside garment factories for day jobs as toilet cleaners, buttonmakers or sweepers.

Bib Norjaham, 40, and her three children said they thought they had already been through the worst of it when their rice and lentil farm was washed away during floods four years ago. The family moved to Dhaka, tried to adjust to urban life. Her husband got a job pedaling a bicycle rickshaw. But he was killed in a car accident while he was driving in the city's brutal traffic.

"We were farm people," Norjaham said, as she cradled her ashen-looking child. "We never wanted to be here in the first place. But the waters came over us like an ocean and took away our house."

Although destitute by any standard, they were managing to feed themselves with the money her daughter Joshna, 20, was earning as a maid. But she recently lost the job and now with the food price increases, they are barely surviving on salad leaves and small amounts of rice. They recently accepted a loan from a relative to be able to eat.

"We haven't had a full stomach in months, and work is very hard to find," said Joshna, who said she is on a waiting list for a job as a sewing-machine operator. "There isn't much we can do. The prices are just too high. We can't go back to the village. The land has eroded."

In some parts of the north, where harvests have been low, Bangladeshis are suffering from what is called monga, a near faminelike condition whereby villagers often skip meals and eat only tiny amounts of food. The country's food and disaster management minister, A.M.M. Shawkat Ali, said rising global food prices have created a "hidden hunger" among poor Bangladeshis.

"It has intensified," he said. "And the government will continue to offer food at reduced costs for as long as we need to. We simply have to."

Some, however, see use of the military to guard rice shops as an ominous sign.

"How long can the government possibly keep things stable?" said Sajjad Zohir, head of the Dhaka Economic Research Group. "There's a real danger, particularly if political stability doesn't return and prices for food keep going up. Things will only get worse."

Bangladesh has a history of political turmoil. There have been 22 coup attempts -- some successful -- since its independence from Pakistan in 1971. The country has been under emergency rule and run by a military-backed caretaker government since disputed elections were called off in January 2007.

The government has been tough on the country's infamous corruption and has garnered public support for its crackdown on graft. Still, many Bangladeshis say the government was too slow in addressing rising food costs. Their anger has been kept in check by the ban on public demonstrations, activists say, but the recent protests by garment workers -- which the government permitted -- may set a precedent for flouting the rules.

"If it weren't for emergency rule, there would be revolution right now. Things that would be happening in this country would be unbelievable," said Nazima Akter, 33, president of the United Garment Workers Federation, which has 20,000 members. "People are already really fed up when they are working hard -- sometimes 12 hours a day -- and they still can't afford basics."

Fearing growing unrest, the Bangladesh Knitwear Manufacturers and Exporters Association recently started selling rice to workers at subsidized prices. The group represents 1,500 outlets, which contract with American companies. It has contacted the U.S. companies about raising prices for garments -- "even a little bit," said Fazlul Haq, president of the organization.

That money would give workers a temporary food allowance, Haq said. "The workers' demands are not unreasonable," he said. "We do feel for them. And we are in discussions with the buyers abroad. The worry is that costs of fabrics are also rising. It's a bad circle."

Target, the company that buys the jeans Dulalmia produces, said in a statement that it requires vendors to pay at least minimum wage and that the company "works directly with our vendors to address any issues identified."

Meanwhile, there is fear here that the food crisis in Bangladesh will get worse if buyers from the United States and Europe reduce their orders and prices because of a slowdown in their own economies.

For now, at least, selling rice at discounted prices has brought some goodwill.

"Our main concern as human beings is that we need to stand beside our workers," said Haq, the knitwear association leader, as he looked out over the crowded city from his high-rise offices. "This is a very serious moment in history."
