[ALOCHONA] Bangladesh Medical Association Secretary Jailed For 13 Years

The Bangladesh Medical Association secretary general, AZM Zahid Hossain, was on Sunday sentenced to rigorous imprisonment for 13 years and his wife, Rifat Hossain, for three years for amassing illegal wealth and hiding information in the wealth statement submitted to the Anti-Corruption Commission.
Tanzina Ismail, the judge of the special judge’s court 6 set up on the Jatiya Sangsad complex, ordered confiscation of assets of about Tk 3.10 crore of Zahid, also the secretary general of pro-BNP doctors’ organisation, Doctors’ Association of Bangladesh.
The court also fined Zahid Tk 10 lakh and Rifat Tk 50,000. If they fail o pay the fines, Zahid will need to serve one more year and Rifat one more months in jail.
Zahid was jailed for 10 years for amassing illegal wealth of about Tk 3.10 crore and for three years for hiding assets of about Tk 1.14 crore. The court ordered consecutive execution of the sentences, meaning Zahid would need to serve 13 years in jail.
As the couple are still in hiding, the sentences will come into execution after their arrest or surrender.
The Anti-Corruption Commission filed the case with the Ramna police on October 3, 2007.

The first ever fuel-less and environment friendly electric bike and electric rickshaw was formally launched yesterday at Joydevpur in Gazipur District.

Bangladesh Diesel Plant Ltd (BDPL), an enterprise of Bangladesh Army, Sigs International and Lotus Bird of China manufactured the two types of electric transport at BDPL industry at Joydevpur.

Lt Gen Md Jahangir Alam, Quarter Master General and Chairman of BDPL launched the programme while Geng Yong Ding, President of Lotus Bird, Mohammed Abdul Gani, Chairman of Sigs International and Alhaj Morshed Alam, Chairman of Bengal Group of Industries were present at the ceremony as special guests.

"The price of an electric rickshaw will range from Tk 40 thousand to Tk 50 thousands while the price of electric bike is between Tk 60 thousand and Tk 68 thousand depending on its capacity, said Enayet Ullah Siddique, Managing Partner of the Sigs International. The rechargeable battery of the bike and the rickshaw will last one year. The price of each battery is Tk 4,000.

Enayet informed that electric bike will hit the market within a week and electric rickshaw two months later.

Lt Gen Md Jahangir Alam said that electric bike and electric rickshaw would save huge foreign currency by reducing diesel use and also reduce air pollution.

"It will reduce transport cost and people of middle and lower income bracket will be able use it for their affordable prices," Geng Yong Ding said.

Col Shahid Sarwar, Project Director of BDP, Col Mohammad Ali, Deputy Managing Director of Bangladesh Machine Tools Factory of Bangladesh Army and other senior officials of Bangladesh Army were present at the ceremony.

Every now and then the Indian State, reaches out its 'long arms of injustice' to pick a scapegoat from amidst the Indian population to cover up its own incompetence to provide security to its citizens.

The hapless creature, decorated and demonized by the 'fashion designers' of Indian officialdom, is then paraded before the entire nation to create a public spectacle prior to its ritual sacrifice.

The Bengali speaking Muslim people of Jaipur are the latest in a long line-up of such scapegoats.

The Indian state's treatment of scapegoats is in stark contrast to the 'holy cows' it protects, irrespective of their trespasses or crimes against the people of the country.

Whether it be the Hashimpura massacre of 1987, the Babri Masjid demolition and the Mumbai riots of 1992, the Gujarat carnage of 2002 , Nanded Bomb Blast April 6, 2006 or the recent anti-national activities of the likes of Raj Thackeray in Mumbai- no one gets even arrested- leave alone punished for their terrorist activities.


The seminar mentioned above is being organised at a very short notice to register our anguish and protest against the way innocent people across India are being harassed, picked up, arrested and tortured in the name of fighting terrorism. It is also to register our protest against the well designed plan of demonising minorities in this country. We might not be able to document all the cases at this seminar but this is being organised as a first step to plan a larger national level campaign involving citizens and organisations from across india to resist the state terror.

Saudi Arabia defended on Tuesday a controversial verdict sentencing a 19-year-old gang rape victim to six months jail and 200 lashes. The Shiite Muslim woman had initially been sentenced to 90 lashes after being convicted of violating Saudi Arabia's rigid Sharia Islamic law on segregation of the sexes. But the Saudi judiciary stood by its decision on Tuesday. "The Ministry of Justice welcomes constructive criticism, away from emotions," it said in a statement. The statement also said that the "charges were proven" against the woman for having been in a car with unrelated male, and repeated criticism of her lawyer for talking "defiantly" about the judicial system, saying "he has shown ignorance." Because he reached out to the media, the court has banned lawyer Abdul Rahman al-Lahem from further defending the woman, confiscating his license and summoning him to a disciplinary hearing later this month. The justice ministry implied the victim's sentence was increased because she had spoken out to the press. "For whoever has an objection on verdicts issued, the system allows to appeal without resorting to the media," said the statement carried on the official Saudi Press Agency

Prime Minister Helen Clark is asking New Zealand diplomats to express dismay at the case of a young Saudi woman, who was sentenced to be lashed and jailed for being raped. The woman was abducted from a shopping mall with an unrelated male companion, and she was raped by seven men. Under Saudi Arabia's Islamic Sharia law, women are not allowed out in public with men they are not related to. The woman was sentenced to 200 lashes and six months in jail. I am certainly in agreement with you that the CTG has made a major failure in turning around the political culture of Bangladesh - so far it looks like Hasina and Khaleda might come back stronger than before.

However, what about the responsibility of the political parties? Don't they have responsiblity to embrace reforms? When will we demand them to take responsibility. Unfortunately it seems we have become used to the corruption and criminality of BNP and AL. How come the BNP party workers are still supporting Khaleda after they have found out the massive crime and corruption of Khaleda and her family?

I knew a very hardcore BNP supporter - that guy stopped supporting BNP in 2004 - when political violence reached a peak where in broad day light - they used bomb grenades at an AL rally and tried to kill Hasina! What kind of democracy is that? What kind of politics is this - killing your opposition? Unfortunately, most of the good people were forced out of BNP and AL many years ago. The ones who are left are the mastaans, gundaas and corrupt. I doubt that there is even 1 BNP party worker who can live up to the honesty of General Zia.

Our most important economic success is the textile industry which has a massive need for power. But in the 5 years of BNP rule - not a single watt of power generation was increased? Instead power projects were doled out to shell companies with no experience.

Why do we forget these events? If there is no election for another 3 years - it is still fine - who needs AL and BNP to come back? And please dont mention that democracy will be destroyed without election. Democracy was destroyed in the last ten years - now it needs to be in surgery and recuperation for a few more years for it to bring fruits to the people.

I say that the CTG should get a full 5 year turn.

I am convinced that few of CTG policies have created virtual turmoil in Bangladesh.  One of the CTG critical policy failure is not implementing " General Amnesty 2007 or Truth Commission" last year when majority of Bangladeshi were supporting CTG.
 
I have compared Bangladesh situation as Iraq last year and few people told me that this is crazy comparison.  Even Bangladesh does not have physical fighting like Iraq, but there are virtual fighting for taking the power of Bangladesh.  I have pushed CTG last year to implement "General Amnesty 2007 / Truth Commission" through Change Bangladesh Organization, USA, but they have failed to realize my prediction.  I have predicted that CTG will create turmoil in Bangladesh if no reconciliation initiatives were taken.  Nobody or country can win over corruption with force and by keeping hundred of thousands people in jail.
 
CTG is like USA position in Iraq, USA can not stay in Iraq and also can not leave Iraq.  CTG can not stay in power and also do not find exit strategy.  Big political parties like AWL and BNP will not go to election without their leaders who are in jails.  If they do not participate in the election,  the election will not be acceptable to Bangladeshi and international community.
 
I still do not understand why CTG could not realize that their failed policy will hunt them down in future. They have cherry picked people during corruption drive.  I know this because I have close people both in AWL and BNP leaderships.  Most of their good initiatives will be in vain because of their failed policies.
 
I am frustrated like 150 Million people in Bangladesh because CTG has wasted 1 and 1/2 years without major development in sight where lives of 150 million people are in question.  Investment stalled, inflation is high compare to other countries, etc.
 
I am hoping that acceptable election will be held and elected people will work hard to bring more investment and create new high paid jobs in Bangladesh,  otherwise people will be doomed to more hardship in near future.
 
If CTG can not deliver anything better to Bangladesh,  they will fall in same category of AWL & BNP's "Failed Leaderships" in Bangladesh.

This proposal might make unhappy for the both side of the people.  Supporters of CTG will say, I am not tough enough to reduce corruption from Bangladesh and am giving a passage for the corrupt people.  On the other hand, other people will say I am not helping them either.  But I believe that this is the best option we have as far as I am concern.  This is the middle ground for the unity call.  We have corruption cancer for last 36 years; it will be tough to clean the cancer one time because body will die if we try to hard.  So we need to be careful and build the strategies in various phases and continue the fight by the future Govt.  Let's build the institute so corrupt people can not come to the power in Bangladesh.
 
Forgive them one time and take all their wealth and properties and put into the Bangladesh budget and let those corrupted people live as ordinary people in Bangladesh.  Build strong detective branch, so those amnesty people can not be involved in conspiracy in Bangladesh again.

What is Change Bangladesh Organization?
 
Change Bangladesh Organization (CBd) is a non-profit and non-political organization based in USA. The goal of CBd is to change Bangladesh for better in the field of social, education, technologies, and economical development areas.  CBd also promote young generation leadership to take the lead of Bangladesh in future.
 
How is the idea of this proposal evolved?
 
I have done multiple researches about Bangladesh and its present political and economical situation. I have seen that there is distrust between political parties and CTG about corruption drive and where the country is heading too.  As most of you know that when USA removed Saddam Hossain from the power, they have removed the Baath party members from all armed forces, any job or institutions in Iraq which is called debaathication.  I believe they have made a mistake by doing that without any reconciliation initiative.  After few years, USA tried to do reconciliation initiative but they have failed.  Jury still out there, but I think that they made a huge mistake not doing a national reconciliation initiative to include Baath party members in the Govt.  They did not do that initiative for multiple reasons but that for another part of the discussion.  I am not comparing Bangladesh to Iraq, but I am comparing the substance of it.  We need to bring the trust of the people in Bangladesh Govt to be successful both politically and economically and this proposal will lead to that end goal.  This proposal is not soft on crime and was developed without any consultation with any political parties or Current Takecare Govt (CTG).  This proposal does not support corruption.  This is purely my idea and I want to see good from this proposal.  I am not related to any political parties or CTG in Bangladesh.
 
Why do we need Amnesty in Bangladesh now?
 
Corruption is a cancer for Bangladesh and it is happening for the last 36 years.  Current corruption drive is good for Bangladesh but it has some consequences.  At least 90% of politicians, 35% businessmen, and 50% Amla are corrupt.  We can argue about small or big corruption.  If I have put the figure in number, I personally think at least 10 million people in Bangladesh are corrupt range from small to big.  I do not think that we can round up all these people, put in the courts, get justice and keep in the jail for the next 3-30 years.  Bangladesh Govt does not have the resources, money or facilities to continue this corruption drive and this is not feasible.  I also like to point out that CTG advisor Mr. Matin has mentioned recently that current corruption drive has to continue by the next Govt to remove corruption from the country.  We need a good faith reconciliation initiative- General Amnesty 2007.
 
Who will not be covered in this amnesty?
 
Who are murders, who have existing cases, who are already guilty by the courts will not be covered under this amnesty.
 
What is the procedure of this amnesty?
 
This amnesty will be divided in three phases:
 
Phase I – Politicians including grass root level.
Phase II – Business people
Phase III – Amla and rest of the country people.
 
Phase I will cover during September 1- October 30, 2007
Phase II will cover during November 1 – December 30, 2007
Phase II will cover during January 1 – February 28, 2008
 
How will Bangladesh gain from this amnesty?
 
I am hoping that Bangladesh Govt will cover the current budget deficit using the collected money from the local and foreign countries which was deposited by the corrupt personnel.  I also believe that corrupt person will help to bring his/her corrupt money from foreign banks as good faith by this Amnesty.  It is very tough to bring money from foreign banks unless individual cooperate.  Recent reports indicated that not a penny was collected from the foreign countries bank yet. This initiative might help to reach that goal.  I am projecting that at least TK 20,000 Crore can be collected from these corrupt individuals and deposit to Bangladesh Govt.  This might be lesson for the future corrupt persons that money will be collected which was made illegal means and future punishment will be harsher.
 
Is this amnesty feasible?
 
CTG has to take multiple initiatives including creating independent body of institute to check and balance to make sure human rights is observed and respected, and no individuals is harassed during and after the amnesty.  CTG will hire more resources to cope with this amnesty and procedures.
 
Rule of Amnesty:
 
1)     CTG will circulate a memo Title "General Amnesty 2007" through media and all concern institutes in Bangladesh and abroad.  This memo will mention the following items:

a)     Please surrender all your illegal earned including money, properties, business etc and pay the tax on untaxed money by August 29, 2007.  You will not be jailed and be forgiven for your corruption.  CTG will collect all your illegal wealth through proper procedures and deposit to Bangladesh Treasures.

b)     CTG will keep the corruption drive.

c)     CTG will complete the court procedures against all jailed individuals within 90 days.  If any of the jailed individual comes forward and accepts his/his crime and apologies to the people of Bangladesh, CTG will forgive him/her and he/she will not be release from jail, but all his/her illegal wealth will be taken away.   He/she will not be able to take nomination in the next general election.  He/she will able to take nomination in future election if no further corruption/crime is committed by the individual.

d)     He/she will able to apply for jobs in any position in Govt, public, and private sectors.

e)     No harassment will be allowed for this pardoned individual after the amnesty/settlement.

f)       Amnesty individual name will not be in the list of corrupt persons.

2)     If corrupt individuals do not come forward to CTG by August 29, 2007, if he/she is caught and proved by the court for any corruption case, he/she will have minimum jail time of 10 years and all his/her wealth will be taken away.

3)     This amnesty is appropriate for everybody regardless of religion, parties, and business.

(summary) This amnesty will close the gap of distrust between political parties and CTG.  This will help to elect new set of honest and educated MPs in the next general election.  This amnesty will help interim CTG to focus on various critical issues rather than just corruption in Bangladesh (i.e. , conduct free and fair election by the end of 2008, controlling the essential prices, create skilled manpower, diverse export industries, develop investment oriented policies, reduce poverty, building infrastructures, educational reform, etc
 
Against the Amnesty (22%):
 
(summary) This amnesty will encourage corruption in future because they will let go after corruption.  Corrupt people will be in power again maybe not immediately.  This amnesty means soft on crime.  This amnesty might keep the family politics in place.
 
 
Don't know what to say (15.5%):
 
(summary) They said that they support anything that is good for the country.  They like this initiative but curious about implementation process.
 
Support Needed:
 
Change Bangladesh Organization, USA needs your endorsement including NBRs, media, business leaders, and political parties in Bangladesh to encourage the CTG to adopt this plan.
 
Mild Suggestion:
 
The questions about if this CTG has constitutional authority to give the amnesty or not, and who I am to tell CTG to what to do in Bangladesh, this should be separate part of the discussion and I do not like to be part of it.

Samir Amin's characterisation is total RUBBISH. Manmohanomics' selling out
of Country's wealth does not necessarily absolve Nehru of being national and
not comprador. "National" industry or entreprise means a necessarily ever
increasing of wealth may or may not be associated with a mere Capital
formation. If we find the national wealth is driven out through skewing of
the wealth and then a constant and ever increasing stream of indivdual
Capital flight eventually gravitating to corporate Capital flights [
Arcelor-Mittal, TATA, etc] then we call it Comprador without mincing any
sense of it.

Mao had a plan and a road map, very explicitly realized through 10 major
relationship of how to develop the wealth and form wealth from within an
emaciated and week capital base. Our Chachaji had to go the opposite way
simply because of his ego. Aided with another humbug semi-marxist-fancier
called Mohalanobish [ his youthful exhuberance brought in Che to endorse his
plan , and Che was non-commital to it] supported a stamped
welfarist-fabian-liberal Harrod-Domer model, Nehru opted for Heavy
industrial fantasy path and he was not naive to know that who would fund
them. He knew all well, and that was his model to offer the World Capital
the jewel of the Crown- that is India. He knew fully well that this track
means to tread on borrowed wealth of Old India [ at the time of separation
from the British the state of India had more sterling reserve than United
Kingdom per se even with an almost zero industrial base- M.N.Roy always
lamented about that till his deathbed] and this was the track to channel the
wealth through a fluid Capital conduit to the West. So much for the great
"communist-kisser" Nehru. Our CPI line of soft and grand Nehru and finding a
national bourgeoisie was marked by the blood of the thousands of Martyrs of
the Telengana betrayal. Enough of all those CPI craps and bovine scat for
now! That line has killed an entire generation of Communists, Nationalists,
and even progressive entreprises and society builders. We have nothing to
learn from these Comprador pioneers. The Dange legacy of surrendering the
revolutionary independent assertion and revolutionary initiative to the feet
of the World Capital saw him eventually going over steadily to the right
ending up in her great daughter becoming a BJP official. We cherish the
great insight of Comrade Charu Mazumdar when he tore down the a photograph
of Dange down to the ground and trampling over to that and saying that the
legacy of Indian Communist movement would not be the legacy of the Communist
party but the Communist movement of the people and the revolutionaries......

How cleverly Dr. Majid diverted the focus away from Deobandi
Maulana Anwar Shah Kashmiri to Yogi Sikand. It is clear reading
Tistarbahe's post that by Islamist he was meaning the Deobandi
Maulavi Maulana Anwar Shah Kashmiri and not Yogi Sikand unless
one is dyslexic or has a very poor leve of cognitive skill.
It is also clear from reading the lecture by the Maulavi that
the Islamist doctine is fully implied in his lecture. The maulavi
(NOT Yogi Sikand) made it clear that communal harmony or peace has
to be totally in Islamic terms or will not be acceptable in any
way. And we all know the nature of the chauvinistic Islamic doctrine.
Islam has to be in the victor's role and Jizya tax has to be paid.
Islam cannot coexist with another religion on an equal term as a
partner. The maulavi did not say anything that Maududi,Nizami,
or Bin Laden woul not endorse. So let us not kid ourselves.

Reconsidering Nehruvian way by Sankar Ray

Even  44 years after his  death , India's first Prime Minister Jawaharlal Nehru's relevance to political scientists – especially new cohorts of research scholars – has not withered away. But his party, Indian National Congress, sent Nehru's ideas for nation-building into the recycle bin in 1991 by walking into the Fund-Bank 'neo-liberal' trap  . Yet the debate on Nehruvian model  is alive, especially  with manifest failure of reform or globalization.

While going through the interview of George Soros, arguable world's foremost fund management-guru, to the New York Times on 15 May last, Nehruvian concepts of nation-building deserve  reconsideration. Soros candidly pointed out that  the system which we are in "is built on false premises. Unfortunately, we have an idea of market fundamentalism, which is now the dominant ideology, holding that markets are self-correcting; and this is false because it's generally the intervention of the authorities that saves the markets when they get into trouble. Since 1980, we have had about five or six crises: the international banking crisis in 1982, the bankruptcy of Continental Illinois in 1984, and the failure of Long-Term Capital Management in 1998, to name only three.".

One of the most successful market-players, Soros  warned against the craze of liberalization-privalisation-globalisation in the late 1990s and predicted its collapse  in his controversial treatise , The Crisis of Global Capitalism, prefacing which he wrote, "Financial markets are inherently unstable and there are social needs that cannot be met by giving market forces free rein. Unfortunately these defects are not recognized. Instead there is a widespread belief that markets are self-correcting and a global economy can flourish without any need for a global society" .

In the name of demolishing command-economy , LPG was structurally super-imposed on the peripheral economies. Today it needs to be admitted that as long as capitalism remains triumphant, the pursuit of money  will override  "all other social considerations. Economic and political arrangements are out of kilter. The development of a global economy has not been matched by the development of a global society. The basic unit for political and social life remains the nation-state", observed Pulapre Balakrishnan, senior fellow at the  Nehru Memorial Museum and Library, New Delhi in a recently published paper in EPW as part of his research project  'Understanding Economic Growth in India' . He took up cudgels for Nehruvian path but pointed out its mini-black holes too.

Soros's dressing-down of neo-liberal model - essentially a global scheme for re-colonisation helps us to  weave a new rationale for a critical appreciation of economic philosophy of Nehruvian era that endeavoured to transform Indian economy  "from a colonial enclave to one with at least some of the prerequisites for sustained long-term growth while at the same time maintaining an autonomy from the superpowers vying for influence on a newly independent subcontinent".

It would be naïve to say that Nehru was committed to scientific socialism. His mission was to set out rules for mixed economy. When most of the industrial tycoons were unnerved following adoption of  the Industrial Policy Resolution in 1956, scion of them, G D Birla, assured the World Bank President Eugene Black that it gave a great 'fillip' to the private sector. After all, Birla read Nehru's Autobiography intently and didn't miss Nehru's words that his ideological commitment was to the 'bourgeoisie'. But Sripad Amrit Dange, one of the founders of undivided CPI and its first and last chairman, had illusions about Nehru. In a letter to Nehru on his 74th birthday (14 November 1962), he wrote, " May you live long to realize your ideals of building a prosperous and socialist India.".  Interestingly, the same leader, addressing a massive rally of CPI in November 1969, ridiculed Nehruvian coinage, "socialistic pattern" of future India. " We say socialist, Congress says 'socialistic'. Why the suffix 'istic' ?. It means upkeep of the Tatas, The Birlas alongside socialism".

Nehru experimented with the idea of 'independent capitalism' , based on a strong public sector with exclusive rights  in production and management of core sectors , mainly heavy and capital goods, and restricted rights to direct foreign investment. This was in contrast to development of capitalism under the MNCs , as happened in almost all the  Latin American countries. This is a dependent capitalist path. However, a section of Soviet scholars argued that capitalist path in any peripheral economy ultimately leads to dependent development.  The hint was at the Indian communists who overestimated transformative potentials of  Nehru-Indira policies. The Soviet prediction  was proved prophetic in 1991 when the Congress-led government with P V Narasimha Rao as the PM and Dr Manmohan Singh as the Finance Minister  introduced IMF-prescribed reform with hidden conditionalilties that are no beneficial for the economy.  That was the beginning of compradorisation.

Blasting 'Manmohanomics', wellknown Marxian scholar,  Samir Amin , director, Dakar-based Third World Forum, wrote  in Monthly Review, "The 1991 turn toward liberalism originated in the compradore leadership of the Congress Party, but its political beneficiaries, as elsewhere, have been culturalists who found a ready audience for their irrational illusions in the social tensions and misery always attendant to liberal reforms" .  The NDA, he described as more rightist, ran "a Hindu-compradore government, which wholly subscribed to the dictates of imperialism on the offensive (accelerating economic liberalization), failed. In the 2004 elections the premises of Hindu culturalism and liberalism promoted by the compradore bourgeoisie and its imperialist masters were jointly held responsible for the social catastrophe by the majority of the Indian electorate", he added. 

However, Amin did not spare the Nehru-Indira era for "lopsided capitalist approach to agricultural development and  "incredibly poverty-stricken conditions" of the vast majority of Indians.  But he rubbished the  Maoist-Naxalite characterization of ruling government prior to 1991 as  'comprador bourgeoisie'. On the contrary , he believes that  "the Congress Party governments of independent India implemented a national plan that, typical of its time, was influenced by the victories of the national liberation movements of Asia and Africa after the Second World War."
