Release against SPDC for the Continues Detention of Burmese Democracy Icon Daw Aung San Suu Kyi
We strongly slam the dreadful decision of the Burmese Fascist regime to keep continues detention for another year to the world famous Pro-Democracy Icon and 1990's Noble Peace Laureate Daw Aung San Suu Kyi against the crime that she has never offended. This is a violation and unlawful behaviors.
It is highly shameful and also a big challenge for the global democracy community because still lawlessness is accelerating to crush the democracy in Burma by the most brutal regime of the world. As of the consequence, the spiritual energy of the people of Burma are going to down day after day for being failure the global community on bringing political change to them.
We fully realized that the so-called human rights, International Court for Criminals, responsible to protections etc. are nothing else but only some texts on the papers. All these samples are workable only to such places where the Big Countries have their own interests or where the Christian communities are under a few oppressions.
As well, the so-called ASEAN is although a rare tie of some ten Southeast Asian Nations on the purpose of their own business only but not included the other issues in it. As for being the dictator-minded nearly whole the Asian Governments, the ASEAN will be protective to their fellow Burmese junta because of the regime makes Burma an open market for them. We, the Burmese people should not expect any kind of cooperation from these so-called economic minded ASEAN on building Burma a safety heaven for our defenseless citizens.  
We are human beings of a country in which the ruling junta has an ideology of as we are the cattle from their own farmland, so that they can kill us anytime whenever they like to. We are relocated to anywhere in anytime to seize our housing place. We have no right to possess any properties including dignity and the virginity of our women folks.       
We, the Rohingya League for Democracy (Burma), RLDB would like to call global publics to stage a worldwide demonstration against the governments and ask them to responds on when do the people from country like the one Burma will be freed from butchery threatening.
We also would like to have a genuine advice to the people of Israel as for not to forget those nightmares and Holocaust under Nazism, which amount of sufferings are the same to the Burmese people today under the Burmese Nazi regime.
Also all Burmese should be realized that we would never be freed until China, Russia, ASEAN, India, Pakistan and Bangladesh get the delicious natural resources from our country. If we like to have a fearless life for our next generations, we need to work collectively in finding the way by our means.
 In the meantime, we Burmese people should abandon dreaming of international assistances upon our issue, which is absolutely unrealistic.
We finally would like to call upon the international community, especially USA, UK, France, Indonesia, Qatar, South Africa and European Community for not to bring our Burmese issue into such place of contraries and the head office of the world great brokers, that is UNSC and UN;  for votes. Instead of bringing the issue to that dysfunctional and paralyze body, it is better to left the Burmese people as an example for the global communities.

to be put in jail. You know why? Cabinet secretaries are all good
people, they had no choice but follow the orders of their bosses. But
wait, did any of you ever hear that a cabinet secretary resigned from
his post due to a conflict with the prime minister? No! Yet, Prime
ministers go to jail, but their cabinet secretaries becomes office
bearers of constitutional posts. Bah!

(A personal message to readers. If you are privileged so you can have
dinner with any of the Mr. Importants of today's Bangladesh, please
make a printout of this article and make them read it over dinner, :) We
mean it!)
We have been repeatedly saying that if we are really serious about
changing the fate of the people of Bangladesh, if the CTG really mean
business, the most effective thing to do is to ensure some honest,
effective and competent people gets elected in all the elections - from
unions to the post of MPs. Now, how do you ensure that? There will be
many opinions - those convoluted opinions might have some credibility,
but why go there? Also, if you guys wants to handpick local leaders
using intelligence, that will backfire. Why? If you guys had the
capacity to understand those, then Ershad would still be in power in
Bangladesh. Democracy has to be allowed to grow with the freewill of
people.

It is very straight forward. What is expected of the elected posts and
from the politicians are extremely demanding jobs and it needs extremely
efficient and competent people to deliver. You have create an
environment where people in the individual level are motivated to
contest in the election. Once you have a good number of interested
people, an enabling environment from the government might accelerate the
process. But before that, you have start the process by creating
incentives for those who are capable. The best way to ensure that is to
make what these posts are - make them professional in the sense that
they are very highly paid. The Mayor of Dhaka City should be highest
paid job in the city - if we really want this person to perform.
Similarly, the Mayors of Chittagong, Rajshahi, Khulna, Barisal and
Sylhet should be very highly paid jobs. The Mayors of all the
municipalities around the country should ensure best paid jobs in the
locality. The chairman of the Union Porishod jobs should be full-time
jobs and very highly paid. Also, all these positions should entitle them
to official residences (a similar practice that we have for President or
Prime Minister). The post of MPs should be very highly paid jobs so
that these positions become competitive compared with private sector
corporate jobs. Until these are done, the country's youth will be
repeating the mistakes of Abdul Awal Minto or Morshed Khan. They will
think first to steal to become filthy rich with some good intention (may
be) in the corner of heart that someday they will start giving back to
the country. In the meantime, the rich do not leave them and
incapacitate the heart to do any good. And alas! they forget what they
were. Even if they don't forget, their baggage becomes so big that they
do not have the capacity to maneuver to come out of their corrupt
packaging. Another options will be the people like Haji Selims or Mayor
Mohiuddins - the people with the street power will be elevated to broker
political powers. This group never understood or cared about development
in the long term. Or its like Hasina or Khaleda. Some simple housewife
or daughter, comes to politics and they are no longer simple. They loose
all their originality - if they had any.
Or people like Asaduzzaman Noor who don't need money or he is not after
corruption. People like him has probably ventured into politics out of
pure urge to serve the nation. However, numbers of this kind of people
who are accomplished and is beyond many of the shortcomings - they are
numbered. So, people like him passes the days in politics making
compromises every step of the way and hoping one day he would be big
enough so he can make decisions for his party. Alas, with the current
structural form - that day would never come. Someone has to change the
dynamics within the structure if you have to develop fast. If you do not
make those structural changes, Asaduzzaman Noor is also another lost
cause in the name of politics - never reaching his own potential.
When all these waste and mis-use of human energy is going on, the only
group that is enjoying unchallenged power and the group which is hurting
the chance of good governance is this bureaucratic circle of elites.
Consciously or unconsciously, they are our burden. This group has to be
challenged with injection of professional and competent brains in the
politics. Its about time.
What we are saying that someone has to think about the monthly budget
of an office bearer. A mayor or an MP should be paid enough so that his
or her standard budget is fully paid and leave some extra when they will
no longer be office bearer. This will do a tremendous change in the
culture politics. We could go on writing a book on it, but you should
just look at any developed modern democracy, you will see the proof.
More importantly, we think, it is the only way out from the current
hodge-podge situation for Bangladesh. If its that serious then why the
proposals aren't moving forward with this otherwise responsive
government of Dr. Fakhruddin Ahmed? Do you want to hear? Lets try to
guess. Because, your bureaucrats do not think its a good idea to pay the
politicians more than what bureaucrats earn. Or the Election
Commissioners do not think that somebody who will be elected through
their management should be entitled to earn more than them! Don't you
believe this? Off course, this is our guess. But this guess is correct,
otherwise, why won't these proposals go forward? And your advisers (most
of whom are ex-bureaucrats) aren't sure what to do - listen to they
peers or listen to their hearts. Policy making is not so easy - it needs
courage. Kake dosh dibo. The elected prime-ministers don't have the
courage to break out from the bureaucratic tangle, aar era tu unelected
people thinking they have a good opportunity to become famous, but won't
take any risk. You guys should know that whatever you thought of these
jobs while accepting the offer, its not that easy. Fame and success do
not come without courage.
Lets take a second look. Secretaries think that the politicians
should not get paid more money than they get. But when the politicians
do crime, they just follow orders. When it comes to going to jail,
bureaucrats do not go to jail, its the politicians who goes to jail.
Why? Because, bureaucrats were just following order! So, basically
what they are saying can be summarized as follows: Bureaucracy is just
like a tool. You can use a tool for good purpose or bad purpose. Its the
person who should be held responsible if the tool has been used for bad
purpose. For example, you can use a knife for good purpose or bad
purpose. If someone takes a knife (or a boti) from the kitchen and use
that to murder somebody, the knife can't be held responsible. What are
you thinking? Don't you agree with this reason? If that is the case,
then, can't you just throw a knife in the dustbin and buy a new knife?
Eta bolle abaar hobe na. Ebar apnake bola hobe, knife er tu jibon ase!
But knife can't be held accountable? That is the raw deal that
Bangladesh is getting. Since most of the people is still uneducated,
they people elect some fools to office. Doesn't matter who they are,
they will become corrupt. The system is designed that way. Politicians
comes and goes, but the bureaucrats will become chairmans of different
constitutional bodies. How come? One would say the fact that they were
part of a failed administration, that would at least disqualify them to
take over such an important position as chairman of a regulatory
commission. What did they do during their tenure in the bureaucracy? Did
they protest in any instances? No, they played by the rule (read they
did hamba hamba - thats their qualification). Thats how they became
cabinet secretaries or secretaries. All are either incompetent or
hypocrites. Most of the bureaucrats are incompetent - a few are
competent but they are hypocrites. Not only that. The foreigner group,
the people which live in the diplomatic zone of Dhaka or those who fly
in to give lessons once in every other week, all are the hypocrites.
They know very well (from their home countries) that only a
professionally paid elected officials can deliver a working democracy
for the benefit of the people. But you will never hear this basic
premise from any of those. Why? Because, if you get a group of competent
politicians, then how would they be prescribing things upon you! The
current leadership of the political parites also do not want to make the
elected officials be paid highly. Why is that - you might think? Isn't
it counter intuitive that they would be opposing their salary increase?
On the face of it, it might seem that way. But if you think a bit, 95%
of the current leadership knows that if the positions are made
professional, it will attract such competitive people from the private
sector that they would not get a chance in that - assuming elections
will be held in a level-playing field. So, basically its in nobody's
interest to make the positions of the elected officials be made as
professional full-time jobs. Except for the general people. Wait, aren't
we acting on the assumption that - at least the current CTG is acting in
the interest of the general people? Well, these group of emergency room
operators seems to beleive that they have operated on the body, there is
no need to stich the wounds and make room for the new tissues to be
grown to replace the vacuum left by tumors. What exactly we are
trying to achieve here? - our esteemed readers might be thinking. Off
course, this circular allegations will lead the nation nowhere - you may
correctly forecast. And unfortunately, we also agree with you! More
unfortunate thing is that if we do not start this cyclic allegations,
what we have now - what it seems that we are getting - that is also
leading us nowhere. Majority of the people are yet to understand that.
They will realize in another 10 years. So, what is the solution? Or
do we have any plan to salvage the situation? Yes, we do. We have
been shouting for long now. They won't heed to that. Make the elected
positions in the Mayor's offices, Upazilla, Zilla and UP Chairman's
offices and Parliament full-time paid jobs. The pay scale of these
should be much higher than those determined by the PSC. The salary
administration of the elected officials should be done through a
completely different channel, preferably the EC Secretariat. Politicians
go to jail, because the responsibility of failure is upon them. Give
them some space. Make these attractive enough so people start
considering leaving the corporate jobs and serve the country. Its plain
and simple. Only this step can save you all. Also on a different note,
for many of you it might be a matter of being famous or popular, for
some of you are losing some money, for some of you its about loosing
some power, but all of you should remember that most of the people of
Bangladesh, it is about life and death, it is about being able to eat
two full meal, it is about being able to send their kids to school or
buying health care for their old mother. So have some mercy on people.
To the daughter of Bangabandhu, have some mercy on people. Go to
retirement. Even with your own words, you have reached that point a long
time back. So have some mercy on us. Have some mercy on your party. One
day you were called in to serve the party. Its strong now. Leave it
alone and see from the distance.

To the wife of Major Zia, have some mercy on people. Go to retirement.
You have shown enough to the nation. Its about time for you.

To the members of bureaucracy, have some mercy on people. Stop playing
with words, start doing what you are paid for. Also, don't think that
war criminals will come back to your rescue. Don't block the tribunal.
Its coming.
You all had your day for dirty plays. Now, let people have a fair
chance to life. Before we end, let us append a latest example / evidence
<http://www.thedailystar.net/story.php?nid=38691> that proves our
allegation that anything having a potential to make a dent (in real
sense) to the power oligarchy of the corrupt self-serving bureaucracy,
that is not progressing. And our intelligentsia or civil society members
will be mum about it. Why is that? Because, the civil society
representation is also taken over by the ex bureaucrats.

Allow us to end this rather lengthy article with a concrete proposal.
The salary structure and its administration of the elected officials
(starting from councilors of union porishod to the elected MPs) should
be part of the budget of Election Commission. It should be their duty to
elect this official as they are empowered to hold election by the
constitution. It is also their responsibility to make sure that
competent citizens gets elected and these people can perform their job
professionally. So they should be paid for full time jobs. Now how do
you determine the salary. Our proposal is EC should set a benchmark
amount (say 500 taka per voter or any lower amount that makes sense) for
the salaries of all the elected officials of the republic. They should
also set a general formula about how these central fund will be
distributed among the elected official as a monthly salary. Next thing
that they should address is to find out a way to finance this budget.
Its not huge budget if you compare the horiloot that happens in the
public accounts (Read the news item
<http://www.thedailystar.net/story.php?nid=38691> below, Just let the
ad-hoc public accounts committee to work, you will see. But you have to
remove the incumbent secretaries from this ad-hoc committee).

Currently, EC is supposed to get its budget from govt. ex checker. In
addition, EC should seek alternate way to finance itself. That does not
mean they have to ask for money to foreign governments (We strongly
disagree that our EC's decision to bring in transparent boxes from
outside help. It is not to say that Bangladesh is already ready to deny
foreign help. But the basic governance structure should be built with
local resource. Let them help the national ex-checker where those
foreign governments are hurting us, but not the election commission or
ACC. We should take care of them ourselves, otherwise you will never go
there).

Rather EC should sit down with Mr. Chairman of the NBR. In the tax
forms, the citizens pay the govt. ex checker the budget to run the
country, to provide basic services. Add a separate section in those
forms. Let the citizens pay the 300 taka (or more if anyone wants) every
year as a salary of their representatives. You can make it voluntary for
those who are below the minimum bracket of income tax level. However,
let even those who are below the minimum bracket of income to make this
yearly payment if they want to. Make this donation tax-free. Government
ex checker can compensate any lagging that might be there. For the
election commission, it would also be a good feedback mechanism - to
understand the support they are getting from the voters. We think this
fluctuation of yearly donations will be a better benchmark to judge EC's
overall performance - much more effective feedback than the one they are
currently considering. Giving the voters none-of-the-above option may be
a way to measure the pulse of democracy - but you have to think twice
why none of the major democracies has adopted that. Asking the voters to
support the EC voluntarily is a better mechanism, we think. Or you can
have both and see which one works better. If you do not pave the way
for the younger talented committed politicians to engage in the nation
building, there would not be much that we can do now. But be sure, there
would be time when the current youth might rewrite the stone in your
memory "Here lies an important member of the generation which watched
over the destruction of their children's future". If you thought some

CG-formed PAC set to be scrapped The ad hoc body 'violates constitution'

The ad hoc Public Accounts Committee (PAC) created by the caretaker
government in December last year to scrutinise reports of the
Comptroller and Auditor General (CAG) is now about to being cancelled as
it 'violates the constitution'.

With the consent of President Iajuddin Ahmed, the finance ministry
formed the ad hoc PAC on December 18 to scrutinise audit reports on
government accounts in absence of a parliament.

But the ad hoc PAC is yet to begin functioning as objections were raised
from different quarters including the speaker of the last parliament
saying that the constitution does not allow anyone other than an elected
parliament to form the committee, sources in the finance ministry said.

In the wake of the criticism, the finance ministry is now pondering
cancellation of the circular that declared the formation of the ad hoc
PAC, a senior official of the ministry told The Daily Star on condition
of anonymity.

Sensing that the committee could not be effective due to the legal
debate, the finance ministry did not move to reconstitute the committee
following resignation of its chairman, the erstwhile law adviser to the
government, in early January of this year, the senior official added.

Speaker Jamiruddin Sircar has been opposing the government move to form
the ad hoc committee from the very beginning.

Talking to The Daily Star yesterday, the speaker said he again sent his
legal opinion over a week ago to the government saying the formation of
the ad hoc PAC contradicts with the constitution which authorises only a
parliament to form a PAC and other such committees, comprising only its
members.

"Duties of elected lawmakers cannot be discharged by non-elected
persons. Functions of the committee [ad hoc PAC] will be illegal,"
Sircar said.

Sources in the office of CAG and finance ministry said the military
backed caretaker government formed the ad hoc PAC on suggestion of the
World Bank and the CAG office.

But, CAG officials said they objected to the inclusion of incumbent
government secretaries as members in the committee. The ad hoc PAC has
three incumbent secretaries as its members.

CAG officials said incumbent government secretaries cannot be members of
a PAC that investigates financial irregularities in government
ministries and other government organisations. For the same reason, no
incumbent minister can also be a member of a PAC, they added.

After the formation of the ad hoc PAC on December 18, its member
secretary, Mahbub Ahmed who is also an additional secretary to the
finance ministry, held an informal meeting with officials of CAG in an
effort to start the operations of the committee, CAG officials said.

Another ad hoc PAC was formed earlier on October 19, 1983. The erstwhile
chief martial law administrator (CMLA) formed the committee with the
then law minister KA Bakar as its head. The then CMLA did not face any
obstacle in forming that ad hoc PAC since the constitution was suspended
back then. But now, under the current state of emergency the
constitution is not suspended, the CAG officials said.

With the dissolution of the eighth parliament on October 27 of last year
the immediate past PAC was also dissolved. A new parliament was supposed
to be formed following the January 22 general elections, which was
stalled due to a political crisis that is still plaguing the country.

Now a new parliament is expected to be formed in early 2009, as the
stalled election is scheduled to be held on the third week of December
this year. So, resumption of PAC's activity is unlikely in the next
eight months.

In absence of a PAC, the number of unresolved audit reports involving
hundreds of crores of taka, and the cases of retired government
officials who are not getting their pensions due to unsettled
objections, are increasing. Moreover, recovery of public money that
might have been misappropriated has also been stalling.

HOW AD HOC PAC WAS FORMED

Following the World Bank's advice, the office of CAG in July last year
sent a proposal to the finance ministry to form the ad hoc PAC. It
however asked the finance ministry to consult with the law ministry as
the formation of it had legal matters involved.

CAG is authorised to audit all the income and expenditure of the
government, and reports it to the parliament through the president, and
PAC adjudicates all objections to the audit reports.

CAG suggested the government last year to form an ad hoc PAC comprising
former justices, former government officials, academics, and
politicians.

The law ministry also okayed the formation of an ad hoc PAC, and the
finance ministry formed the committee headed by the then law adviser
Mainul Hosein, sources in the finance ministry said.

The other ten members of the ad hoc PAC are the incumbent director
general of National Security Intelligence, incumbent secretary to the
Parliament Secretariat, incumbent secretary to the Implementation,
Monitoring and Evaluation Division of planning ministry, incumbent
chairman of the National Board of Revenue, an incumbent additional
secretary to the Finance Division of finance ministry, incumbent
president of the Federation of Bangladesh Chamber of Commerce and
Industry, President of the Chittagong Chamber of Commerce and Industry
Saifuzzaman Chowdhury, former president of Dhaka District Bar
Association Fakir Delwar Hossain, President of the Institute of
Chartered Accountants Farhad Hossain, and Dr Hossain Zillur Rahman who
was the chief of Power and Participation Research Centre before becoming
an adviser to the caretaker government.

1.Moulana Bhasani had a long colorful political life. He himself was not an atheist, but he believed in secular politics. As a matter of fact as a "peer" (religious guru) he had many "murids" or disciples. He had immense contribution to 1969 mass upsurge and 1971 independence struggle. Unfortunately for reasons not very clear to the public he was made passive during his stay in India. He was a nationalist leader and never hesitated to speak against India or Pakistan. He had left leanings. Many communists (pro-Chinese) during their bad times took shelter under his umbrella. I think (some one may kindly check on this) it was he who turned Muslim Awami League into Awami League and finally formed NAP with leftist manifesto. He bade farewell to Pakistani rulers at least two times. In 1970 lacs of people in coastal areas were killed by a devastating cyclone. No leader (except Wali Khan of NAP-Moscow and son of Seemanta Gandhi)) from West Pakistan visited the cyclone affected area. He was so upset that in a meeting he said, "West Pakistan, no more with you."

2. During those times in the political arena there were pro-Moscow and pro-Chinese lines among the leftists. He was a follower of pro-Chinese thoughts. Because of this CPB was not definitely his favorite. I will not be surprised if he did really try to point out that Abdus Salam was none but a Hindu Barin Dutta. I remember once he called for peace procession in protest against communal riots that were going on in India at that time. Many progressive and secular leaders were afraid that the peace procession might spark communal riots in East Pakistan and requested him to withdraw his peace procession program. He complied with the request.

3. It may be remebered that some pro-Chinese communist parties (both in East Pakistan and India) did not join hands with Awami League in the struggle for independence. They saw this as an attempt by India to occupy East Pakistan with the backing of revisionist and social-imperialist Soviet Union. Some of them engaged in three-way fight. Both Indian and Pakistani armies were their enemies. Abdul Haque, leader of one communist party, continued with his party's name East Pakistan Communist Party even after 1971. I heard that he made a list of allies with whom he would work to liberate East Pakistan from the hands of India. Awami League government was simply a puppet of India. The allies included Muslim League, Jammat-e-Islam, and so on.

4. It is really hard to make any final judgment about this great mass leader.

'Heart diseases, diabetes curable without drugs and surgery'
 
No angiogram, no operation needed anymore to heal a patient who suffers from a critical heart disease like blockage in the coronary artery, physicians claimed, reports agency. Another serious disease, diabetes, is also reversible through lifestyle changes, needing no medicine, they said.(The Independent-Bangladesh.com)

Dr Gobinda Chandra Das, Head of the Dept. of Allergy and Clinical Immunology of Shaheed Suhrawardy Hospital & Programme Director of the Coronary Artery Disease Prevention and Regression Program, said 50 coronary artery blockage patients are getting treatment by lifestyle change at his CAD-PR Centre clinic at Panthapath in the capital.

"All the patients are feeling much better and improving day by day," Dr Gobinda told UNB Staff Writer Sajedul Islam. The lifestyle change involves dietary habit changes, stress-free techniques yoga, pranayam and meditation.

The critical heart patients who got benefits by changing lifestyle initially could not believe their health problems could be reversed, he said. The coronary artery blockage patients came to his CAD-PR Centre with mostly multiple artery blockages. One patient named Asalatujjaman, 59, worked in the Railway Services.

After doing angiogram in the ICVD, it was found out that all of his three main arteries were blocked severely: one 100 percent and another two 99 and 90 percent. He was unable to say his prayer even in standing position and doctors advised him bypass surgery.

They also told him that his operation would be critical. After joining CAD-PR Program within a month, he is not only fit for performing prayer in the standing position but even he can walk two kms without any chest pain.

Another patient, Sona Mia, had bypass operation in Bangalore, India, about four years back. After the bypass surgery, he was ok for three years, but for the last one year, again he has been feeling chest pain.

And after doing angiogram, it was found that, in the meantime, he has developed two more blocks. His financial condition was not so good and hence he was unable to go for any further surgical intervention. He felt chest pain everyday and could not sleep properly.

But, after joining the CAD-PR program within a month, he never again feels any chest pain and can now sleep a sound sleep at night. Dr. Gobinda Das said that unhealthy diet, mental tension, emotional disturbances, stresses and strains in life are the number- one risk factor for heart disease. Individuals suffering from heart diseases can reverse their sufferings by yoga, pranayam, meditation, lifestyle change and controlling risk factors.

Angioplasty or bypass surgery is generally advised for coronary heart diseases. But it has side-effects and is costly too. Moreover, heart problems reappear within several years.

"Life force of a man is virtually reduced to half after surgery," said the innovative physician. He said the two mortal diseases can be reversed and patients can regain their health using the natural system of treatment scientifically proven capable of reversing heart diseases without drugs and surgery.

Another physician, Dr Anwar Hossain, Chairman of Standard Bio-Nutrition, also claimed success in reversing some cases of heart diseases and diabetes. He said 200 diabetes and 10 heart patients have so far been cured with the help of natural treatment system.

Dr Anwar said Dr Dean Ornish, a heart specialist and Professor and head of Cardiology department of California University, has developed the system of natural treatment in a major medical breakthrough.

Dr Ornish proved that if a more healthy potent diet is followed along with other lifestyle changes, plaques would not only stop growing, they would "actually start reversing or dissolving".

He demonstrated that diabetes, hypertension or high blood pressure, strokes, arthritis, impotence are related to same malnutrition problem.

These are also reversible with proper healthy diets and changes in comprehensive lifestyle. In the last 25 years, Dr Ornish and his colleagues have conducted a series of studies demonstrating that Reversal Diet (Omega-3 and full fat soy) can reverse the progression of even severe cardiac diseases in most people.

They demonstrated in hospitals across the United States how to safely avoid bypass surgery or angioplasty by following this diet combined with moderate exercise, stress management, techniques and participation in health camps and seminars.

Dr Ornish in 1990 took 1,800 heart patients, who were earlier prescribed to undergo bypass surgery, and provided them treatment, telling that they would no longer be required to undergo bypass surgery.

The American physician said that it is not possible to reverse the two diseases with the help of drugs and surgery, because these have side-effects and can never bring a permanent cure.

Dr Anwar said, "Our heart and diabetes patients are denied proper medical treatment despite spending huge amounts of money. Rather, they are made lifelong patients after the use of drugs and surgery."

Along with food-habit change, Omega-3 invented by Dr Dean Ornish has brought about a sea change for heart patients across the world. Combination of yoga, change of food habit and use of Omega-3 are helpful for curing heart.

Dr Anwar Hossain lamented that huge amounts of money are spent in the country in the name of treatment of heart diseases and diabetes with little results.

Citing a health report of the World Health Organization, Dr Anwar said that Bangladesh is one of South Asian countries likely to be capital or centre stage of diabetes and heart diseases in the next decade.

He said 10 out of 15 main reasons responsible for diabetes and heart diseases are associated with regular food habit. "Regular intake of food creates blood pressure in our body and it gradually enhances the risk of heart diseases.

Hence, changing food habit is necessary to keep our body free from the diseases." Dr Anwar called upon the media to raise awareness about the natural system of treatment so that it can be introduced in the country for the benefit of the people.

The Rights of the Rohingyas
Ziaur Rahman and Mahbubul Haque urge more be done to help these refugees
Any student of economics would quickly relate to the theory of scarcity, which starts with the premise that "the world will always be scarce in resources." There is no better way to reaffirm this theory than by looking at the global food and environmental crisis that is precariously pushing a large majority of people into extreme poverty.
With significant climatological changes, bad harvests, and managerial inefficiency, many countries of the world are seeing their agricultural resources being depleted. These issues lead us to discuss matters of poverty, and the rights of the extremely marginalised.
From a rational point of view, when a country suffers from a debilitating economic crisis, issues of ethics and morality are often trampled upon; however, at this juncture, as a nation, we need to revisit our vision of building an equity-driven, fair, and accountable environment for people of all colours and creeds.
Bangladesh is home to about 45 indigenous communities, which make up a small but notable part of the population. In addition to our own indigenous (Adivasi) community, we have perhaps as many as 100,000 Rohingyas (30,000 as official count) who are considered stateless, which is an affront to civilised society by any count.
On September 13 last year, the United Nations adopted the United Nations Declaration on the Rights of the Indigenous People, which marks the achievements of countless indigenous peoples and the organisations that have campaigned with them to establish these rights.
Unfortunately, Bangladesh was among the eleven countries that failed to sign, on the pretext of not being properly clear on the definition of "indigenous" or "Adivasi." Being ethically sensitive citizens of Bangladesh, we believe this was counter-productive, especially when Bangladesh wants to brand itself as a nation of multi-party pluralist democracy where freedom of thought, speech, and association will unquestionably be availed.
Now, let us draw attention to the culturally sensitive issue of Rohingya refugees in Bangladesh. Rohingyas have their origins in Burma (now Myanmar). This ethnic community has been existing in a state of national limbo and has been severely affected by the abuses of the Burmese regime. Denied Burmese nationality, they are hemmed in within the areas of the country in which they live. Therein, they face tyranny against their rights to move freely within the country, and discrimination is rampant on account of their religion (the Rohingyas are Muslims in a Buddhist majority country) and ethnicity.
In order to break loose from this long-standing oppression of the junta, many Rohingyas have fled as refugees into neighbouring countries. Due to geographic proximity, many Rohingyas living along the border of Burma and Bangladesh have entered Bangladesh. In addition, being more ethnically and linguistically related to the Bengali people of Bangladesh, the group was further motivated to seek refuge in Bangladesh as opposed to India, Thailand, and other regional countries, a point that the ruling junta seeks to exploit by emphasising the links between the Rohingyas and the Bengalis.
The status of the Rohingyas in Bangladesh is, however, precarious. Living in non-sanitary and inhuman conditions in refugee camps not exceeding half a square kilometre, they have not been accorded any official status. The children and adults are mostly devoid of formal schooling, and thinking about Millennium Development Goals for their uplift feels like a dream. The Bangladeshi government considers them to be Burmese and pushes them back to Burma, from where they have been forced out because they are seen as Bengalis.
The end result is that these people have no nationality, and no state protects them nor provides them services and rights. This political volleying is enfeebling their already desperate economic condition, turning them into "political prisoners" and "climate prisoners" as their movements are severely restricted and they are thus virtually unable to work in a free franchise and be economically productive. The system is making them completely dependent and, ironically, forcing them away from economic emancipation.
In light of the events in Burma during September and October 2007, the uncertainty about the future actions of the regime, and the wider global politics of Islam and of human rights, the Rohingya issue is significantly neglected in relation to its importance for the region and for the Rohingyas, who have been subjected to decades of human rights abuse, and stand as a nationless, stateless people with no means of representation. While we, the Bengali-speaking community, are beating the drum for freedom to speak and freedom of rights, the duality of our behaviour is revealed when we accord next to no freedom for these Rohinghyas. It is a pressing moral prerogative for Bangladesh to introduce the Rohingyas into our society, whilst also promoting the human rights of the Rohingyas in Burma and advocating to all nations of the world to give credence to their rights to citizenship in the countries in which they are currently domiciled.
Who are the Rohingyas?
It is this question that ultimately is the root cause of the discrimination the Rohingyas face. Simply put, there is disagreement between the Rohingyas and the Burmese and Bangladeshi governments and other parties as to who they are and what they constitute as a group, whether ethnic, religious, national, or some combination of these and other attributes.
The strife of the Rohingyas can be followed back to particularities of the Burmese laws on nationality. "Approximately one-third of the population is made up of seven ethnic minorities who live in seven ethnic minority states. The state of Rakhine (historically known as Arakan) in Western Burma is where most of the Rohingyas live, a geographically isolated state characterised by coastal plains, rivers, and mountains (Amnesty International, 2004)." Most of the 700,000 to 1.5 million Muslims in the state are Rohingyas.
The Burmese military government, known as the State Peace and Development Council (SPDC), which has been in power since 1968, recognises 135 national races in Burma through its 1982 Burma Citizenship Law. This creates three classes of citizens, known as full citizens, associate citizens, and naturalised citizens (Amnesty International, 2004).
The rights that associate and naturalised citizens may or may not enjoy are determined by the "Central Body," also created by the 1982 Law, which Amnesty reports has "wide ranging powers." The Rohingyas are not considered to be one of the 135 national ethnic groups, and so are not entitled to be full citizens. To qualify for associate citizenship, an individual must be eligible under the preceding 1948 Citizenship Act, and have applied for citizenship under that. Few Rohingyas are in this position. For naturalised citizenship, one must be in possession of documentary evidence of residence in Burma prior to independence on January 4, 1948. Birth lists do not show place of birth, and, consequently, the Rohingyas cannot usually produce the evidence required. In legal terms, the Rohingyas do not have Burmese nationality and do not have ethnic nationality status. The SPDC does not accept the existence of an ethnic group known as Rohingya.
History is fraught with grave injustices, and the history of the Rohingyas is strewn with monumental and deliberate fabrications, causing them institutionalised mistreatment. It is assumed that Muslims arrived in Burma as a consequence of the Anglo-Burmese wars of the early 19th century, launched from British-controlled India.
The annexation by Britain in 1824 is, therefore, seen by many elements as the dividing line between "indigenous" pre-colonial peoples and the arrival of Bengali Muslims and Hindus from India as the new territory was incorporated into the growing empire. While others were settlers, the Rohingyas were "beyond any shadow of doubt, indigenous people of Arakan. They did not settle during the British occupation of Arakan (post-1824)," writes expert Habib Siddiqui.
History's brutal pages did not allow them to live in peace. Many Rohingyas were forcibly evicted, or willingly chose to leave, during the oppressive regime of the Burmese King Bodawpaya after his 1784 conquest of the Rakhine kingdom. They settled around the vicinity of Chittagong. The British allowed resettlement of these displaced people after the defeat of this regime. It is this return that is often distorted to be seen as a first arrival of Rohingyas by the Burmese government and those who deny the Rohingyas citizenship, and is, unfortunately, accepted even by Amnesty International (2004). History is always written by the victors, and is unkind to the vanquished. In this case, the Rohingyas were the vanquished and settled for a history that only time can change to its true turn of events.
Rohingya culture and society
The language of the Rohingyas is closely related to Bangla, particularly the dialect spoken in the Chittagong area. They are genetically related to Bengalis, Indians, Arabs, and Moors, reflected in their darker skin and South Asian appearance, in contrast to the South-East Asian appearance of the recognised groups in Burma.
In addition to Bengali influences, there are Urdu, Hindi, and Arabic words, reflecting the Indian and Muslim tradition of the group, and also Bama and English words as a result of the British colonial occupation and the interaction with Burmese majority groups. Unlike the majority of the Burmese population, they are Muslims. Mosques and religious schools are ubiquitous in the region, and women often wear the hijab.
Treatment of Rohingyas in Burma
As per Amnesty International, the Rohingyas are a severely restricted group. Their freedom of movement is severely restricted. They must apply for permission to leave their village, even when journeying to a neighbouring village. This discrimination does not apply to other peoples living in Rakhine. This has impacted on their ability to find work and sustain their livelihoods, especially as applying for a permit costs more than most people can pay on a regular basis. Due to these sanctions on freedom of movement, most Rohingyas have become day labourers, unable to produce goods for markets that exist in some other part of the state. Even as labourers, when employment opportunities such as seasonal harvests occur in other places, they are never given the opportunity to exploit these potentials.
Forced labour remains a major concern of human rights groups among Rohingyas. Burma is known to use forced labour widely, especially from ethnic minority groups. Although it is a signatory to the Convention on Forced or Compulsory Labour, Burma has been known to practice forced labour in spite of it being made illegal as per ILO conventions. However, whilst the ILO has concluded that the numbers employed in forced labour has in general fallen across the country, there has been little change in the Rakhine state.
The confiscation of land is also a major concern for human rights groups. The SPDC has a policy of relocating non-Rakhine people to the region in new "model villages," which are often populated by the NaSaKa and their families, former insurgents, plains people and non-Rohingyas from the state.
This sorry state of affairs mirrors the scenario where the government of Bangladesh had relocated Bengalis to the CHT regions over the last few decades without understanding the harmony that needed to be blended between the indigenous community people and the Bengali people, causing tensions and brewing distrust among different communities.
In conclusion, the time has come to allow the Rohingyas to live their lives with the proper dignity of human beings. As a progressive majority-Muslim state, Bangladesh needs to show resolve by coming full circle and give serious thought to the full assimilation of the Rohingyas as Bangladeshi citizens while allowing them complete and unequivocal rights to associate and speak their own mother tongue and offering them freedom to own property.
Let us also raise global consciousness at the civil and national levels so that other countries also offer Rohingyas citizenship in their respective countries; and most importantly, unequivocally denounce all harassment of Rohingyas in Burma and any other part of the world.

International expert on Arsenic, Water and Environment Meer Husain said the Arsenic problem in Bangladesh has become acute due to man-made dams in the Trans-border Rivers like the Farakka and Tista Barrages that impede the natural river flow.

Husain, who is also a Geologist in a US college, said the natural river flows have to be resumed by removing the river-dams to solve the arsenic problem, he said.

He stressed on the coordination with India to solve the problem.

Meer Husain was addressing a seminar styled "World's largest Man-Made Arsenic Disaster in Bangladesh and Sustainable Solution to the Problem" organised by the Geology Department of Dhaka University (DU) at its auditorium.

DU Pro Vice-Chancellor Prof Dr AFM Yusuf Haider also addressed the seminar, which was presided over by Chairman of the Department Prof Dr Kamrul Hasan.

The Pro-VC urged the scientists to work more for a sustainable solution of arsenic problem, as the problem has become alarming in Bangladesh.

He said Bangladesh is a disaster-hit country. Natural disasters and man-made disasters hit the country frequently. Arsenic is one of the man-made disasters, he added.

He further said most of the country's crops and industrial production depend on the underground water, but approximately 10 million tube-wells are affected by arsenic across the country.

He also said more than 30 million people of the country are drinking the arsenic contaminated water.

He urged the scientists to conduct researches to develop the solution of arsenic problem with a view to save the people from the curse of arsenic.

Magnetic Power Inc. has become aware of a revolutionary achievement. Nuclear power is promoted as a solution because safer, more practical, less expensive, alternatives have not been in evidence. It is a dangerous illusion that such expensive boondoggles can save us.

There is a wonderful reality in having the first practical magnetic energy conversion system emerge from Bangladesh. One third of that country is often flooded, as the land is so close to sea level. If Global Warming is not rapidly attacked, much of that poverty stricken nation may disappear in the not-too-distant future.

The first public demonstration of Kachi's invention was apparently at the Chittagong International Trade Fair, earlier this year. He showed that his generator could power a drill requiring 800 watts. It then lit a 500 watt lamp. He claims to have experimentally produced up to 10,000 watts of power. He believes his invention can eventually be scaled to 10, and then to 50, megawatts. Units of such large size can be utilized to replace the need for coal or uranium fueled power plants.

Earlier this month, after observing the invention, a visitor to his facility said in correspondence to us: "He uses two circuits. One is a primary circuit and initially needs external power to excite the device. Afterwards, it is excited or energized by a secondary circuit, which is induced by the primary circuit. It continues to operate indefinitely. A very small part of the power of the secondary circuit is used to energize the primary circuit. The remaining electrical energy produced by the secondary circuit is used to power an external load".

This is identical to the way that generators without moving parts, under development by Magnetic Power Inc., are expected to operate. As with internal combustion engines, there are a great many ways to design and patent such systems and a variety can be expected to reach the world's markets. Large firms are already in touch with the inventor and negotiating to license his patents. MPI has several multi-billion dollar firms interested in our parallel work in this country. Two are large electric power utilities, interested in the possibilities such systems offer for turning parked cars into power plants.

Magnetic energy conversion systems can rapidly be placed in production throughout the world. Cars that become power plants, wirelessly connected to the grid when appropriately parked, can be expected to pay for themselves. This opens a door to a restoration of the domestic automobile manufacturing industry.

The technological revolution being born in Bangladesh holds promise of creating millions of new jobs and helping to encourage a healthy economy in every corner of the planet.

Along with the IMF, it takes its cue from the US... Its policies are to blame for decline in agriculture, says Raj Patel

Facing ever-rising and sometimes skyrocketing prices for basic foodstuffs, everyday people are pondering how to put food on their families' tables. Meanwhile, policy-makers are debating institutional changes to try to ensure that food is plentiful and affordable, and businesses are assessing how to keep agriculture profitable.




Raj Patel, a visiting scholar at University of California, Berkeley's Center for African Studies, is one of dozens of scholars who are exploring the substantial challenges of modern agriculture. Author of the newly-released book, Stuffed and Starved: The Hidden Battle for the World Food System, Patel recently spoke to Kathleen Maclay. The following are excerpts from the interview:



Q. The term 'food crisis' is being used a lot lately. How do you define a 'food crisis', and is there really a food crisis around the globe?



A. There's something a little arbitrary about any situation being called a 'crisis'. There isn't, for example, a widely accepted definition for 'famine'. Instead, we have definitions ranging from "where the number of people dying is between two to four people per 10,000 population per day" to "a catastrophic food crisis that results in widespread acute malnutrition and mass mortality".



Bear in mind that when all seemed well with the world in 2006, 854 million people were 'food insecure', 35.5 million of whom lived in the US. This, however, didn't qualify as a crisis. Certainly, it would have been a crisis for millions of people, but not for policy makers.



Food insecurity, technically, is the situation that arises when at some point in the year, you were uncertain about whether you'd be able to have your next meal, due to the availability of food or poverty.



What makes the current situation different is the rapidity of the change, with food prices doubling and tripling, but incomes remaining static. That means that many more people are now unable to afford to feed their families. And throughout this process, it has been women rather than men who have been hit hardest, being the ones who skip meals so the rest of their family can eat. That's an everyday crisis that has been ignored for decades.



Q. Did this food crisis just happen all of a sudden, or has it been developing for quite some time?



A. The figure of 854 million food insecure people points to the fact that the current crisis sits atop a much longer and painful chronic history of hunger. There are five factors -- the price of oil, biofuels, unsustainable levels of meat consumption, poor (possibly climate change-related) harvests, and financial speculation -- that have driven up the price of food recently.



But there have been 20 years of mistakes, authored mainly by institutions like the International Monetary Fund and the World Bank, which, in turn, take their political-economic cues from the United States and European Union. Those mistakes have resulted in a plummeting level of investment in developing country agriculture, which has harmed food production and exacerbated poverty.



At the same time, developing countries have been forced into competing on a very un-level playing field on which the poorest farmers are not allowed state support, but on which the European Union and United States get to pay their farmers billions of dollars a year. What we're living through right now is a consequence of these policies, which have promoted inequality, rural poverty and, now, hunger.



Q. What should international financial institutions, such as the World Bank, do to deal with this situation?



A. The World Bank has been responsible for 'creating' the systemic vulnerabilities in the global food system, removing agricultural protections and transforming economies in profoundly anti-democratic ways. In terms of what it should be doing to help the situation, it should certainly be involved in unconditional debt forgiveness to allow developing countries to shape their economies in a democratic way.



If the World Bank continues to exist at all, it should be subservient to sovereign governments, rather than dictating to them. And one of the ways it might do this would be to support the findings of the IAASTD (International Assessment of Agricultural Knowledge, Science and Technology for Development) report, which was sponsored by the World Bank. This report asks the question: 'How will we feed a world of 9 billion people?' It answers with the scientific solution of local, sustainable, non-industrial, non-genetically modified agriculture, with "maximum local policy flexibility". That's the very opposite of the regime the World Bank has been responsible for.



Q. What are some of the more likely solutions to the global food crisis?



A. There's nothing set in stone. If the World Bank gets its way, there'll be more liberalisation, and a continuation of the policies that have got us into this mess. Some developing country governments are talking about restrictions on exports so that they can feed their own populations.



What would be nice to see is a way of dealing with the crisis in which developing country governments can cooperate and are given funds to transfer and distribute food by the US and the EU.



At the moment, the US is in the business of buying American grain and shipping it on US carriers despatched half a planet away to reach the hungry, and flooding the local markets in foreign countries with cheap food, which has the unfortunate effect of wiping out domestic food producers there.

The Central Problem Pakistan Needs to Tackle

Ayesha Siddiqa, author of "Military Inc.," termed the Pakistani elections held in February of this year as the third fair and free election. (The 1970 and the 1988 elections are the other two.) The new, but temporary, Prime Minister, Yousuf Raza Gillani, would exit once Asif Zardari wins a seat in parliament.

The two biggest parties, Pakistan Peoples Party (PPP) of late Benazir Bhutto (now under her husband Zardari's leadership) and Pakistan Muslim League (PML-N or Nawaz group) of Nawaz Sharif formed a coalition government along with Awami National Party (ANP) and Jamiat Ulema-e-Islam (JUI). (The government ministers belonging to PML-N have resigned over the issue of reinstatement of the Supreme Court judges sacked by General Pervez Musharraf's government last year. The PML-N is for immediate reinstatement whereas PPP is not in a hurry.


Should Musharraf be Impeached?

The impeachment process would simply be a waste of time and money, an ego satisfying matter for his critics, and would divert attention from the core problem gnawing Pakistan right now.

The people advocating the removal of Musharraf should remember that the circumstantial-twins, Sharif/Zardari are not saints either. <1>

Sharif's record is no better. Back in November 1997, his men stormed the Supreme Court and disrupted Chief Justice Sajjad Ali Shah's hearings of case against Sharif. Shah was later removed.

In the same year, the Fourteenth Amendment to the Constitution gave the party leaders absolute power over their members in parliament. At that time, Sharif's Party was in majority and so he became immune from vote of no confidence and thus from being removed from power.

He also altered the Thirteenth Amendment, thus snatching the presidential power to remove the prime minister.

Corruption is not a new thing to either the western or the eastern leaders; Sharif was very good at it too. <2>

About Zardari, the less said the better; he is an outright rogue.

Musharraf is accused of towing the US line on its "war on terror." One wonders, how different Sharif would have been if he would have been in power on September 11, 2001.

During the first US war against Iraq in 1991, Chief of the Armed Forces Mirza Aslam Baig, to embarrass Sharif, opposed sending Pakistani troops to Saudi Arabia whereas the latter was in favor—even though Pakistan wasn't openly threatened by the US State Department, the way Musharraf regime was by the then deputy secretary of state Richard Armitage. Sharif could have at least joined Baig to test latter's intention. (Very soon, Baig showed his true color; he flew to Saudi Arabia and Kuwait to lick the asses of their monarchs.)


"Allah, Army, and America"

It is said that three A's, "Allah, Army, and America," runs Pakistan—more appropriately, they actually halt Pakistan from going anywhere. To be fair to them, the politicians, capitalists, and feudal lords are not any better


The Army

The army has taken a back seat, for the time being, at least. However, being the custodian of Pakistan, any minor excuse will be enough for it to jump into the driver's seat.

As to the US "war on terror," Washington doesn't have to worry; the Chief of Army Staff (and the former head of ISI or Inter-Services Intelligence), General Ashfaq Pervez Kiani, is the man it feels can do business with. He has also been selected for the US Army Command and General Staff College's International Hall of Fame.


The United States


The day Gillani sworn in as the new premier, the Terrorism Hit Men, US Deputy Secretary of State, John D. Negroponte, and assistant secretary of state for South Asian affairs, Richard A. Boucher were meeting Musharraf. <3>

On the other hand, Sharif has talked about the US role in Pakistan:

"If America wants to see itself clean of terrorists, we also want that our villages and towns should not be bombed."

"I have told the US officials that the government wants peace in the world but does not want to turn Pakistan into a murder house."

What will happen is that the US will maintain a low profile, while bombing the targets it wants to but issuing denials. Chances are pretty slim that Sharif may become unmanageable. If that happens, then the US can always ask Saudi Arabia to tame him. (After he was removed from power in 1999 by Musharraf, Sharif spent his time in exile, in Saudi Arabia.) As for Zardari, he is very close to the US. And the day he thinks of walking a different track, the US could pressure the European governments to expedite the corruption cases against him in those countries.


Allah

Allah's warriors are multiplying like insects and worms and have become immune to the barbaric bombings by the United States. They have become bold and it seems no area in Pakistan is outside the range of their suicide missions.

The JUI's Maulana Fazlur Rahman, the person who it was thought had some leverage over the Taliban is, according to Nicholas Schmidle, himself under threat from them for his soft stance <4>.

And it is these religious fundamentalists who the new government should deal with first.


But How?

For the new government, there are two ways to deal with this problem: One is a head on collision in a violent way and turn Pakistan into Bloodistan—and it would be bloodier than the 1990's Algeria, because of the US involvement in the region. And the other one is a head on collision in a non-violent manner, which, of course, won't be without violent reaction from the fanatics.

The second course is much more preferable and will cure the root cause rather than applying temporary patches. For this treatment we need to go back in time


1953 Violence Against Ahmadi Muslims


In 1947, the British left India after dividing that country into India and a new nation of Pakistan. Muslims, Hindus, and Sikhs engaged in gory violence. Over a million people died and over 10 million people migrated, the largest in history.

Within thirteen months, Mohammad Ali Jinnah, the founder of Pakistan, passed away. (He was known as Quaid-e-Azam or the Great Leader.)

Quite a few leaders of Islamic parties were against the creation of Pakistan. Nevertheless, once Pakistan appeared on the world map, some of them opted for Pakistan. Many others were already residing in the new nation.

One of them, Maulana Mazhar Ali Azhar is credited with the following couplet written to denigrate Jinnah whose wife Ruttenbai Petit was a Parsee or Zoroastrian:

Ik Kafira ke waste Islam ko chhora
Yeh Quaid-e-Azam hai keh hai kafir-i-azam <5>

For an infidel (wife) he left Islam
Is he the Great Leader or the great infidel


Within no time the religious bigots targeted the Ahmadis, one of the Muslim sects, with hateful speeches and literature, while demanding publicly on May 1, 1949, that they be declared non-Muslims.

In 1868/69, Mirza Ghulam Ahmad (1835-1908) claimed that he has received a revelation from Allah. The one in 1890 informed him that Jesus was taken off the Cross and once his wounds were healed he escaped to Kashmir in South Asia where he met his natural death. The belief that Jesus will himself appear on the Day of Resurrection is incorrect; the fact is that someone from among the Muslims with the qualities of Jesus will appear as the Issa-ibn-Maryam (i.e., Jesus s/o Mary).

According to most Muslims, the injunction in Koran that Muhammad is "the Seal of the prophets" closed all doors for any newcomer to claim the prophethood. Ahmadis interpret it differently.

The anti-Ahmadi activities of the Islamic parties going on for sometime reached another stage in January 1953, when Majlis-i-Amal issued an ultimatum to Prime Minister Khwaja Nazimuddin to declare Ahmadis as non-Muslims and to remove foreign minister Choudhary Zafrullah Khan, an Ahmadi, from his post. Many Shia leaders expressed the same views.

This ultimately led to violence against the Ahmadis. Many people died and an Ahmadi mosque was burned down. The government appointed an enquiry commission.


Munir Report

The commission's findings, known as the Munir Report, submitted by Justice Mohammad Munir and Justice M. R. Kayani in 1954, is such an enlightened document that none of the ruling hypocrites in today's Pakistan dare mention it; forget about publishing it. Though, it is these times that demand that it should be made a compulsory subject (alongside Jinnah's August 11, 1947 speech) in educational institutions and the Islamic madrassas.

(Forget Pakistan, even the "greatest democracy" won't go for that kind of bold and pure reasoning. However, the truth may come out from the pulpit of Trinity United Church of Christ when Rev. Jeremiah Wright speaks out.)

The Report points out two important things. The first one is that Islam and democracy are incompatible <6>. The paragraph I'm quoting is a bit lengthy but it's worth reading.
"When it is said that a country is sovereign, the implication is that its people or any other group of persons in it are entitled to conduct the affairs of that country in any way they like, and untrammelled by any considerations except those of expediency and policy. An Islamic State, however, cannot in this sense be sovereign, because it will not be competent to abrogate, repeal, or do away with any law in the Qur'an or the sunna [practices and customs as observed by Mohammad]. Absolute restriction on the legislative power of a State is a restriction on the sovereignty of the people of that State, and if the origin of this restriction lies elsewhere than in the will of the people, then to the extent of that restriction the sovereignty of the State and its people is necessarily taken away. In an Islamic State, sovereignty, in its essentially juristic sense, can only rest with Allah. In the same way, democracy means the rule of the demos, namely, the people, directly by them as in ancient Greece and Rome, or indirectly through chosen representatives as in modern democracies. If the power of the people in the framing of the Constitution or in the framing of the laws or in the sphere of executive action is subject to certain immutable rules, it cannot be said that they can pass any law that they like, or, in the exercise of executive functions, do whatever they like. Indeed if the legislature in an Islamic State is a sort of ijma'[consensus], the masses are expressly disqualified from taking part in it because ijma'-i-ummat [consensus of the Islamic community) in Islamic jurisprudence is restricted to ulama [Islamic scholars] and mujtahids [Islamic jurists] of acknowledged status, and does not at all extend, as in democracy, to the populace." <MR, p.210>
When the commission asked the religious leaders to define a Muslim, each one had a different meaning than the other leader.
"... the claim that a certain person or community is not within the pale of Islam implies on the part of the claimant an exact conception of what a Muslim is.... Below we produce the definition of a Muslim given by each alim [Islamic scholar] in his own words. This definition was asked after it had been clearly explained to each witness that he was required to give the irreducible minimum conditions which a person must satisfy to be entitled to be called a Muslim and that the definition was to be on the principle on which a term in grammar is defined." <MR, p.215>
After interviewing each of the leaders, the commission concluded:

"Keeping in view the several definitions given by the Ulama, need we make any comment except that no two learned divines are agreed on this fundamental. If we attempt our own definition as each learned divine has done and that definition differs from that given by all others, we unanimously go out of the fold of Islam. And if we adopt the definition given by any one of the Ulama, we remain Muslims according to the view of that alim but kafirs according to the definition of everyone else." <MR p.218)
All the ulama agreed that the Ahmadis are not Muslims but none of the two ulama agreed on what constituted a Muslim.

The ulama were also questioned as to what if India were to declare itself a Hindu state? The answers were either indifference to the plight of Indian Muslims; or the conquering of India; or in time of war, an advice to the Indian Muslims that they should side with Pakistan. <MR, P.227-230)

The Munir Report's logic prevailed and so the Ahmadis remained a part of Islam.


In 1974, Ahmadis were Declared non-Muslims.

In the early 1970s, the monster rose again. Under pressure from religious clerics and to maintain his grip on power, the Oxford/Berkeley educated Prime Minister Zulfiqar Ali Bhutto caved in and declared the Ahmadis as non-Muslims.

Pakistan Constitution's Article 260:3:
(a) "Muslim" means a person who believes in the unity and oneness of Almighty Allah, in the absolute and unqualified finality of the Prophethood of Muhammad (peace be upon him), the last of the prophets, and does not believe in, or recognize as a prophet or religious reformer, any person who claimed or claims to be a prophet, in any sense of the word or of any description whatsoever, after Muhammad (peace be upon him); and
(b) "non-Muslim" means a person who is not a Muslim and includes a person belonging to the Christian, Hindu, Sikh, Buddhist or Parsi community, a person of the Quadiani Group or the Lahori Group who call themselves 'Ahmadis' or by any other name or a Bahai, and a person belonging to any of the Scheduled Castes [Dalits or low caste Hindus].
Current Situation

The condition of Ahmadis (and other religious minorities and women) had never been good, but with the passage of time it has greatly deteriorated. On the other hand, the power of Muslim fanatics has increased immensely. The Ahmadis cannot call anymore their places of worship as "mosques," cannot greet people with "Assalam Alaikum" (or peace be upon you), cannot go for a Hajj or pilgrimage to Mecca, etc.

The number 6 in the Pakistani Passport's application asks to state applicant's "Religion" and number 25 "Declaration in Case of Muslims" (iii) states:
"I consider Mirza Ghulam Ahmad Quadiani to be an imposter nabi [prophet] and also consider his followers whether belonging to the Lahori or Quadiani group to be Non-Muslims." <7>
It is so easy to label another community's prophet as an "imposter." (So many interfaith groups have cropped up; what is urgently needed is the intrafaith groups.)

Such an open discrimination from the Government of Pakistan, toward its own citizens of a minority sect! None of the US official has to apply for a Pakistani passport and so, I presume, they are unaware of this blatant communalism. <8>

For quite some time now, some of the Sunni militants have been demanding the ouster of twelvers, Ismailis, and all the other Shias from Islam.


Then What?

Let's say that all the Shias in Pakistan are declared non-Muslims. Does it mean that Pakistan—now a Sunni Muslim country—would become a paradise on earth? If anyone breeds that notion, that person is living (not in a fool's paradise) but in a Taliban's paradise—which is worst than hell. Next thing the fundamentalists would want to do is to force all the Sunnis belonging to various sects to become Wahhabis-the Saudi brand of Sunni Islam, absolutely intolerant and inhumane.

If it happens, does it mean that the Sunni zealots would be satisfied? No. Then they'll go after their co-Wahhabis and make them wear the clothes they dim fit, would prescribe a certain length of beard, burn down the video/DVD stores, etc.


Are Taliban the True Muslims?

The Taliban's Islam is to confine women in the four walls of the home, force men to grow beard and wear ankle length pants, and such savage and silly things.

If the Taliban wants to relive the Seventh Century, why don't they follow the example of Prophet Mohammad thoroughly? Ride camels instead of SUVs, use swords instead of missiles, and use tablets and ink pots instead of computers and printers. Taliban are not fools. They know damn well that they cannot fight the white "infidels" with camels, swords, and tablets. There are thousands of things, such as cellular phones, which did not exist during the seventh century.

The Taliban (or the other Islamic fundamentalists) don't have an unflinching belief in their Allah, who is considered by the believers to be the creator of the whole universe. Or else, why would they get violent every time anyone says something about Islam and/or Mohammad. Why don't they leave it up to Allah to take care of Islam and its prophet?

Their fight with the United States is understandable for historical reasons, past and present. Their opposition of the leaders, most of them US puppets, deserves sympathy too. However, they lack the resources and the sophisticated means of "democracy," "human rights," "freedom," and such sacred words—which are in the custody of the US—to carry on their agenda and hence they indulge in the mindless violence in the name of religion.


What the Government Should Do

The first step the government should take is to declare null and void the articles 360: a and b, and proclaim Ahmadis as Muslims, and apologize to them for the past folly. This will make the fundamentalists realize that Pakistan is a country belonging to all its citizens—irrespective of whether they are Christians, Hindus, atheists, or agnostics—and is not some kind of an Islamic seminary where the mullahs can dictate the rules. The government should emphasize that there are many Islams—as many as there are Muslims.

The government should make extracts of Jinnah's August 11, 1947, speech to the Pakistan's first Constituent Assembly, a part of the Constitution. Here are a couple of extracts:
"... You are free; you are free to go to your temples, you are free to go to your mosques or to any other places of worship in this State of Pakistan. You may belong to any religion or caste or creed—that has nothing to do with the business of the State."

"... you will find that in course of time Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense, because that is the personal faith of each individual, but in the political sense as citizens of the State." <202>
Then it should repeal all the blasphemy laws; nothing can be holier than human life.
