Exploring Alternatives to Improve Quality of Primary Education

The current happenings around the proposed role of BRAC in Primary School teachers training has provoked me to discuss further on such an issue, i.e. quality of primary education, which has already been one of the most discussed and vital topics in the education sector of Bangladesh. The teachers have taken firm stand against any proposition of involving BRAC in supervising and monitoring the primary schools. BRAC has stated in a press-conference that there hasn�t been any intention from their side of intruding the supervision, monitoring and administration of primary schools.

The teachers have correctly pointed out that they cannot be supervised by any NGO. They are accountable to their authority and management system. The government has multi-level setting for supervision, monitoring and evaluation of primary education.

The primary school teachers along with the government and community have achieved one of the highest enrolment rates in the South Asian Region. They have also contributed in achieving parity in boys and girls enrolment in primary education. However, ensuring quality in primary education is still a far cry. More than 40% children cross their primary school going age without completing the full cycle of primary education. Two out of three are entering adulthood without basic literacy and numeric skills and preparations for life. There are poor retention and high drop-out rates. The rate of post-primary discontinuation is also alarming. Due to the crisis of quality, most of the children do not achieve minimum competencies even after completing the primary education cycle.

Numerous researches and real life experiences show that there are inadequacies in terms of child-friendly teaching learning methods, materials and well-trained teachers in the country. We need to take special measures and invest more resources for improving the teaching learning processes in classrooms.

The teachers might agree that the improvement of the quality of teachers is a must to ensure quality primary education. The question remains that how far the existing system could address the capacity development needs of a very large number of primary school teachers and management personnel.

The scopes of building the primary school teachers� capacity are limited in the country. There are 54 Primary Training Institutes (PTIs), which offer one-year certificate course (C-in-Ed) for primary school teachers of the government and registered non-government primary schools. This means the 54 PTIs need to serve more than 80 thousand primary education institutions in which there are more than three hundred twenty thousand teachers! In fact, most of the non-government primary school teachers teach without any training for a long period of their services. This has also to do with the capacity of National Academy for Primary Education (NAPE), National Textbook and Curriculum Board (NCTB), and Upazila Resource Centers (URC).

Most of the government primary school teachers have already received C-in-Ed or been receiving the cluster trainings. After the pre-service training, it becomes difficult for the teachers to translate the training into the prevailing classrooms settings for various reasons. On the other hand, teachers of other institution receive very limited opportunities for capacity building.

It was found during the civil society consultation as part of mid-term review of the PEDP II (Primary Education Development Program phase II) that the existing teacher training was not producing the desired results. The consultation found PTI trainings are not updated and less contributing in achieving the desired competencies for the primary school children. Reform in PTI training has been under consideration for a long time but there hasn�t been any notable progress so far. Therefore, the stagnation in teachers� capacity building should be addressed through the alternative models and experiences that exist in the country. Models and experiences of BRAC and other NGOs could be utilized to design and trial more effective practical and efficient approaches.

The government is implementing the PEDP II to increase primary school access, participation and completion in accord with 'Education For All' (EFA), Millennium Development Goals (MDGs) and other commitments. PEDP II has set the Primary School Quality Levels (PSQL) standard, which shows its systematic approach in working for and tracking the progress around quality. There should be all out efforts in realizing the target and efforts should explore paths alternative to the ones that have already been proven as not so much effective. .

Rasheda K Chowdhury, the Advisor for the Ministry of Primary and Mass Education (MoPME), has already declared that BRAC had not given any authority to monitor and supervise primary school teachers. She added that BRAC would pilot their experiences in teachers� capacity building in those Upazilas.

So far, we have got the views of BRAC and the teachers on the issue. However, we have yet to know the Upazila level government officials� views. The government officials� roles in this pilot project were not discussed in the newspapers. There are several disconnects took place regarding BRAC�s pilot program and teachers� associations position. It seemed that it was not well communicated among the teachers and their associations on the goals and objectives of the program. Most probably there weren�t any consultation by the government took place with the primary school teachers and their association. The decision should be communicated by the district and Upazilas level government primary education officials to the teachers. The government should have introduced BRAC with the teachers and clarify the goals, objectives and benefits of teachers before initiating the pilot project.

The government should take the following steps before implementing the teachers' capacity development program with BRAC:
MoPME should organize press conference to clarify their position as well as the nature of the support expected from the BRAC in developing teachers' capacity further in the respective Upazilas;
The government should hold dialogues with the appropriate representations from the Primary Teachers' Associations preferably in presence of BRAC;
The government should have series of meetings at the respective Upazilas with primary school teachers� along with Upazila level officials for clarifying all stakeholders' roles and activities including outcomes of the BRAC pilot project.
Finally, BRAC should organize series of meetings with teachers, SMC members along with other members of the civil society, local administration and media.

We believe that the time has not run out to start this pilot program. The government should immediately take measures to remove confusion around the project and facilitate the process towards an amicable solution for improving the quality of primary education in Bangladesh.

The detained ex premier Khaleda Zia on Wednesday questioned neutrality of the interim government and called for withdrawal of the state of emergency by June and holding of general elections by October.  'Although the present government boasted of being on the crest of popularity at the initial stage, it appears from newspapers reports that the popularity has plummeted to "minus zero", she said.
It is surprising what an ex premier can do when she has to, and how little most she will do when she don't have to.
 
The colossal misunderstanding of our time is the assumption that insight will work with people who are unmotivated to change. Communication does not depend on syntax, or eloquence, or rhetoric, or articulation but on the emotional context in which the message is being heard. People can only hear you when they are moving toward you, and they are not likely to when your words are pursuing them. Even the choices words lose their power when they are used to overpower. Attitudes are the real figures of speech.

I am bit confused to read out the reaction by Mr. Talat Mahmud on
Nondini Hussain's write -up. Firstly , it seemed that he aggreed upon
and proud of having the Quaran and Hadis' quatation's regarding women's
limited rights and liberation, and lastly he welcomed other women to
expose the real picture of Islam like her. But so far I understood by
reading out the write up Ms. Nondini tried to say something differently,
not intention to expose the Islam's declaration regarding womens right.
There should needed another eye to look into it by bottom of the heart.

Actually, days are changed now, introduction and necessity of Quaran and
Hadits are still reamin same, but all we should remind that the
background of the introduction of Islam and the situation of then
societal framework, cultural practices and daily life of the
peoples.......

If religion intrutions for rebuilding the society, ensuring peace and
stability in human's life then certainly it was necessary for that time
and now it should be reconstructed also for the same.

[mukto-mona] Historic Bangladesh papers 'lost'

I am very frustrated as a young Historian after knowing that the Cabinet Secretary Ali Imam Majumder told an English daily newspaper that officials in the cabinet division could not find the original versions of the hand-written independence proclamations. He said "We only had photocopies, which we handed over to the national archives." He told the newspaper that he did not know how the originals had gone missing. Bangladesh's first Cabinet Secretary, HT Iman, told the same daily newspaper that the original proclamation of independence had definitely been placed in government custody. He said that it was "really unfortunate" for the nation that it and other promulgations had now disappeared.
It is not the critic who counts, not the man who points out how the strong man stumbled, or where the doer of deeds could have done better. The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood, who strives valiantly, who errs and comes short again and again, who knows the great enthusiasms, the great devotions, and spends himself in a worthy cause, who at best knows achievement and who at the worst if he fails at least fails while daring greatly so that his place shall never be with those cold and timid souls who know neither victory nor defeat.False history gets made all day, any day, the truth of the old or new is never on the news.

Democratic Posturing: Sectarian Agenda

Can BJP be committed to Plural India?

Democracy has infinite strengths but despite that those not believing in democracy can also play their game in the liberal space provided by this system. One knows that the electorate is supreme and acts as a great balancer between diverse political pulls and pressures, at the same time, it is likely that even the party which has no love lost for democratic values can also come to power through the same electoral process. Today one can very well reflect back on the experiences of Germany, where the worst mauling of democracy took place. The Nazi party, built around the agenda of 'Hate Jews', the 'glory of great German nationalism', could appropriate power through democratic means to abolish the democracy itself. This is one of the greatest enigmas of contemporary history, how does democracy protect itself from being usurped by the sectarian political streams, by the political streams which are controlled by outfits which openly call for
restoration of the laws like the one's of Manu, or the greatness of inequality based Varna system (birth based hierarchy) or have the inbuilt political ideology which gives secondary status to women.

Yes, one is talking about the BJP, the political child of RSS, which could come to power at the head of a coalition and now is again trying hard to come to power by presenting its colors which may be deceptive and more appealing to unsuspecting allies and even to the ever vigilant electorate. Presently BJP is trying to pose as a moderate party, a party wanting to stand for the issues of development, at the same time pledging its unquestioning loyalty to RSS. RSS has the agenda to bring in Hindu Rashtra, and it regards democracy as an alien concept, it regards Indian constitution as being based on Western values, it asserts that Muslims, Christians and Communists are the internal threat to Hindu nation. These ideological gems are of course taken from the tallest RSS ideologue M.S. Golwalkar's, whose centenary was recently celebrated reaffirming RSS combine's commitment to his ideology, book Bunch of Thoughts, the basic Bible, nay Gita, of RSS and its
progeny.

The victory of BJP in Karnataka (May, 2008), without using the usual Hindutva agenda has given the impression that the party is a changing and is becoming a centrist party, aiming to take everybody along. Is it possible, can it happen? Some people also put forward the view that BJP is emerging on the lines of a Conservative pole in Indian democracy, as India is veering around the two pole democracy with liberal Congress on one side and moderate-conservative BJP on the other.

As such there is no truth in it. Before coming to that as an aside let's have a look at Karnataka elections. Here interestingly the vote share of Congress dipped from 35.28% to 34.59% while its seat share rose from 65 to 80. BJP on the other hand bagged 110 seats with a vote share of 33.86%, rising from the earlier 28.49, a significant rise, but still its vote share being lesser than that of Congress. Apart from many other holes in our parliamentary system, the one related to representation quantum of the parties should be kept in mind. Paradoxically in Karnataka, the party which got second largest votes rules and the one with more votes sits in opposition? It may have a lot to do with the delimitation, reorganization of constituencies also.

Undoubtedly over a period of time BJP has built itself up in Karnataka. It began with raking up the issue of Baba Budan Giri dargah versus Datta Peetham. This issue was akin to the Ayodha of the South. And as political dividends accrued after Babri demolition one can see the political gains after making an issue of a holy shrine also. This primarily North Indian Party was looking for inroads in to South and what better issues than the emotive ones. The other issues which add on and contributed to the growth in Karnataka were the one's related to Idgaah Maidan, Urdu as second language and constant low intensity violence in the coastal belt. While BJP did not have any impressive showing in this region, the issue did help it in the communalization of the state as a whole. Adding on to this is the rapid urbanization of Karnataka, especially with the emergence of Bangluru as the major IT hub of the country.

The analysis of BJP support base in Gujarat shows that it has better support in the urban areas, amongst more literate, amongst the upper caste and amongst the affluent. The difference between BJP and Congress in this regard is marginal but gives significant indications of the agenda of the party. BJP has also been able to woo over a sections of tribal through the social engineering undertaken through its brothers-in-saffron, Vanvasi Kalyan Ashram. Also through Samajik Samrasta manch it has been able to win over sections of dalits.

With these things in background, now the message has already spread as to what is its real constituency, who will benefit from its agenda. The BJP/ Hindutva agenda is synonymous with opposing so called 'appeasement of minorities', abolition of article 370 in Kashmir and imposition of Uniform Civil code, and that was not so visible in Karnataka. So does it mean that BJP is a changed party, from the decade of 1980 when it strengthened it self around Ram Temple issue and the consequent anti minority pogroms? In no way! It does remain firmly tied to the apron strings of RSS, its parent organization, which wants to impose Hindu Rashtra, in place of secular democracy. Hindu Rashtra is parallel type of nationalism, akin to Muslim nationalism propagated by Muslim League in pre Independence time and practiced by Military-Mullah complex till late in Pakistan. BJP's core workers are from RSS, which alone has the real key to the final agenda of BJP. The colors
it adopts from time to time are to suit the electoral compulsions. It has firmly given the message to its core constituency, through its past actions, that it is against the Muslim minorities as shown by its opposition to Sachar Commission, it is opposed to the rights of dalits as expressed through its opposition of affirmative action/reservations in any form, it is opposed to OBCs as can be deciphered from its propping up of Ram temple issue in the face of implementation of Mandal Commission. So now it need not keep saying that unless specifically asked for.

BJP's previous avatar Bhartiaya Jansangh was floated by Shyamaprasad Mukherji in 1951. Its' initial agenda was ban on cow slaughter and Indianization of Muslims. It did give the message to its core constituency, a section of Hindus. It saw a great opportunity in latching on to the Jayarakahs Narayan's Total Revolution, but soon it broke away and resurfaced as BJP with the goal of Gandhian Socialism. Gandhian Socialism was abandoned as Ram Temple showed more potential for being the nidus of divisive politics, RSS's core politics. Tam Temple campaign gave it, flesh and blood. By now having given the message to the core constituency of its conservative social and gender agenda, it can afford to play with its different issues to win over other sections of electorate and ally with opportunist parties, paving the way to power.

In recent Gujarat elections (2007), it could have merrily avoided the Hindutva agenda but for Sonia Gandhi using the word Maut ke Saudagar (Merchants of death). Only after feeling threatened by this apt characterization of its politics, it showed its real colors for its core constituency, by highlighting the justification of encounter killing of a criminal Soharbuddin, who happened to be a Muslim. And the message was clear. This RSS progeny's initial color was Gandhian Socialism, which soon faded with glitz of Ram Temple. Then it adopted series of issues related to identity and with the victory in Gujarat after the pogrom of 2002, it did not need to display its color Hindutva.

By now it is adept to manipulate the electoral arena and project the necessary issues. Seeing that it can not come to power on its own at the center, it will lure the opportunist centrist parties to ally with, so that it can unfold the Hindutva agenda bit by bit till it can come to total power to bring in a Hindu Rashtra as envisaged by its parent, the RSS. Hitler in similar situations did precisely the same, come to power using democratic space, ally with others till you are firmly in the saddle and then decimate the allies along with democracy. Whosoever said history does not repeat itself!

I also wonder often how can a father give away this beloved daughter to someone totally unrelated and unknown? This must be the hardest thing a father has ever done. Then again, if you look at your own wife, you will see the future of your daughter in the long run. Your wife probably never regretted leaving her family behind. Your daughter will have a family of her own where she will live happily ever after, just like your wife. Your daughter could not have been contented much longer in your family. It was the right time for her to start her own family. That's the way nature intended us to move on with our lives. Once you see your grand children you will forget your agony of losing your daughter.
 
Now, the question as to how Gautam Buddha could leave his beloved son behind. Even though I am not an expert on religion, I will try to answer anyway. Before I answer to that question, may I ask you another question? What would you do, Mr. Hussain, if God Himself would tell you that He has a greater plan for you, and He wants you to abandon your family to serve God's higher calling?
 
I think, Buddha confronted with a similar question. He was responding to a higher calling for the salvation of humankind. God does not speak our languages, and He needs human medium to convey His messages. All these different messengers were needed to spread His messages in different languages. No messenger or message is better than the other; they are all important and equally useful. All these superiority, we see, are created by humans to serve their own interests.  
 
In Hindu religion, there are two ways to reach the kingdom of God. One is Sangshar Yatra (path through family-life), the other is Sannyas Yatra (path without family-life). Out of these two ways, the latter path leads to the destination quicker because it bypasses lots of twists and turns. It's like a highway. Buddha followed the highway to reach the Haven, the kingdom of God. Obviously, one sacrifices a lot when they follow the Sannyas Yatra. But, good thing about it is that, one can plead for the salvation of this fellow loved ones once he is there. That's the thought probably helped Buddha to leave his son behind.

[mukto-mona] Bootlicking Home Secy of W Bengal

The Statesman (10 June) carried a report entitled, "Cops can come to search without papers: Home Secretary". Responding to queries Home Secretary Ashok Mohan Chakraborty "insisted that he was not yet posted with facts involving JU students". Nevertheless he defended the police action of trying to search flat without a warrant.
I waited for a day to see whether Mr Chakraborty would issue a contradiction. There was no contradiction. Hence it may be presumed that the report was correct.
The question that arises is that if he was not aware of the facts of the incident, how could he justify the patently illegal action of the police in Jadavpur? Was he trying to be more loyal than his king? His king (the chief minister of West Bengal), appreciating the political fall-out of this despicable behaviour of the police and his party followers in his own constituency, had to admit that the move was uncalled for. So Mr Chakraborty's pontification was shattered. Attempts by bureaucrats to curry favour with political bosses should not cross the limits of decency. A senior officer of the stature of state home secretary should not make himself a laughing stock.
For Mr Chakraborty's edification, the constitutional and legal position on this subject needs to be clarified. It is presumed that Mr Chakraborty is familiar with the Constitution. Article 21 says, "...no person shall be deprived of his life or personal liberty except according to the procedure established by law".
This Article has a glorious history. It started from the Magna Carta on 15 June 1215 AD, when King John of England promised to his rebellious barons in writing that: "To no man will we sell, or deny, or delay, right or justice." The Fifth Amendment of the US Constitution has similar provisions. The Universal Declaration of Human Rights, 1948, has some such unambiguous articles. Mrs Gandhi ratified it. As a result, it is part of Indian jurisprudence. Article 3 of this declaration reads: "Everyone has the right to life, liberty and security of person." It has to be read in conjunction with Article 9, which states: "No one shall be subjected to arbitrary arrest, detention or exile."
Through judicial interpretation, the ambit of Article 21 was expanded to mean the right to live with dignity, which, inter alia, included the right to privacy. In the People's Union for Civil Liberties versus the Union of India, the Supreme Court held that Article 21 of the Constitution should be interpreted in conformity with Article 17 of the International Covenant on Civil and Political Rights, 1966, and Article 12 of the Universal Declaration of Human Rights, 1948, to protect the right to privacy. Article 12 of the Universal Declaration states: "No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks." The Supreme Court has settled the principle that the right to privacy is an integral part of the right to life under Article 21 of the Constitution. The court laid down this principle in a number of judgments. It is true that there is no separate law on the protection of privacy in India. This is a lacuna in our legal code. But in a narrow sense this right is protected by different sections of the Indian Penal Code (IPC).
The police in any civilised country should have the greatest respect for personal liberty. They are not expected to flout or violate the Constitution and the law of the land by stooping to "bizarre acts of lawlessness". That was the observation of the Supreme Court in Bhim Singh versus the State of J&K. Against this obiter dictum of the apex court let us analyse the Jadavpur incident.
The facts of the case are briefly as follows. A few women students of Jadavpur University were staying in a private building in an informal mess. By their own admission, they belonged to an organisation called the Matangini Mahila Samity (MMS). On 7 June morning, some policemen tried to enter the premises, having found the doors open, with the intention of conducting a search without a warrant. When the inmates protested, they temporarily withdrew. Obviously they tried to force their entry to intimidate and insult these students because the police thought they were Maoists. Incidentally, Maoist organisations are not banned in West Bengal. It was clearly a case of criminal trespass by the policemen who intruded into the building and violated the right to privacy of the inmates of the flat, without a valid warrant.
The second part of the story was that the residents had put out a few posters to dry in the outer compound. Obviously, these posters did not contain any subversive material threatening to wage war against the state. Some local toughs, presumably belonging to the CPI-M, took away those posters hoping they would get material proving these women were Maoists. By doing so they committed the offence of theft. Lastly, the police aided and abetted by the Democratic Youth Federation of India (DYFI) and All India Ganatantrik Mahila Samity (AIGMS), both CPI-M fronts, laid siege to the building for more than five hours preventing the inmates from moving out. These two CPI-M outfits played the dirty role of both police informers and auxiliaries quite unbecoming of the prefixes "democratic" and "ganatantrik". The police and their undemocratic allies committed the offence of wrongful restraint. Thus it was not the inmates of the flat but the police and CPI-M fronts who committed the three offences of criminal trespass, theft and wrongful restraint.
Since the chief minister called the police move uncalled for and since there is prima facie evidence of the commission of crimes, Mr Chakraborty has to respond to citizen's queries about initiation of penal action against the offenders. If he does not, he can be treated as an abettor to these offences.
Highly contrived and convoluted justification of the illegal police action by Mr Chakraborty has no legs to stand. He deliberately resorted to falsehood to confuse the public to be one up on his political masters. Circumstances under which search could be conducted under Section 165 of the Criminal Procedure Code did not exist in this case. He could only invoke the "doctrine of hot pursuit" to justify the illegalities of the police and the DYFI and AIGMS. This doctrine, though controversial, can be operationalised if there are three ingredients. First, a non-bailable and cognisable offence had to be committed. Second, there had to be some fugitives trying to escape arrest. And third, there had to be some contraband and/or stolen property about which the police had definite information. None of these was present. Thus, there was no case for pursuit, hot or cold. It was a case of deliberate violation of the Constitution and the IPC by the police to help CPI-M thugs settle some political score against the MMS members, branding them Maoists.
This calls for a short discussion on the possible commonality between Matangini Hazra and Mao Zedong.
In 1942, at the peak of the Quit India movement, Hazra led a procession with a national flag to plant it at the office of the sub-divisional officer, Tamluk, pulling down the Union Jack. As she approached the building, she was shot dead. She fell to the ground holding the flag up. She was a nationalist and a great patriot.
Mao fought Japanese invaders collaborating with his archenemy, Chiang Kai-shek, and defeated the Japanese. After the revolution one of his first statements was that "from now on no foreign devil would dare call a Chinese a coolie". He was primarily a nationalist and a patriot who had the vision of refashioning the Chinese society on socialist lines. Both Hazra and Mao were great patriots. If CPI-M theoreticians think patriotism is an extension of Maoism, the chief minister may authorise his cohorts to search Rabindra Bhavan at Visva Bharati where Tagore's memorabilia are preserved, to seize a copy of the letter he wrote relinquishing his kinghthood as a protest against the Jalianwallah Bagh massacre and posthumously file a case against him for furthering Maoism. That would be a fitting tribute of the CPI-M to the memory of the "feudal-bourgeoisie poet" as they used to describe him.
This is not levity. For the people who rule this state anything is possible.

Dear mr.Sickand from the description of events you have given it is
apparent of what united peoples of a nation whose governments have
waged war at least twice. It is death or the fear of the same. hence,
fear and compulsion unite enemies. ironically it is the same fear that
caused nations to be seprated and peoples to be divided in the first
place. The prayers of allah and iswar were the same 62 years back when
hindus and muslims were killing each other. It is strange indeed how
the reasons which divide us can become the same factors for uniting us.
I wouldn't be too surprised if any of those passengers cry foul about
India or pakistan now that the fear of death has been nullified.

The announcement came as a surprise. Professor Chowdhury Mofizur Rahman, the Pro Vice Chancellor of United International University, Dhaka announced that he would give up smoking from the moment, although he have had almost a full packet of cigarettes that he brought the day before. Like this announcement, more fun, excitement and obviously the commitments took place at the occasion of the anti tobacco campaign at UIU auditorium, on 16th June. The programme "The declaration of completely tobacco free campus of UIU" with the slogan "Be Libra, Be Free, Free from Tobacco" was organized by Bangladesh Open Source Network (BdOSN) and was supported by World Health Organization (WHO), Bangladesh Country Office. Around 300 students, teachers and guest enjoyed the programme with three guest of honour � Professor Dr M Rizwan Khan, Professor Dr M Zafar Iqbal and Dr M Mostafa Zaman. Dr Iqbal Kabir of WHO programme presented the basic information and some dangerous fact about tobacco. He mentioned that Tobacco is the single largest reason for the death of people around the world. Mr Munir Hasan conducted the session.

In his speech, Dr Mostafa Zaman briefly explained the anti-tobacco law in Bangladesh and urged that besides the law enforcement, the mass awareness is also very essential for a tobacco free nation. The programme started with a video speech by Dr Samlee Plianbangchang, Regional Director, WHO. In his speech, he told about the theme of the programme of this year, No Tobacco Day � Tobacco Free Youth. In his speech Dr Zafar Iqbal shared his experience with cigarettes and told the students about its danger. He said that the cigarettes did not only harm the user, but it also did a lot of harm to the people around thus depicted its two fold effects in the society. Dr Rizwan Khan announced that the UIU will be totally Tobacco Free campus. After the announcement Professor Zafar Iqbal handed over some Tobacco Free signboards to the VC of UIU. The students participated in a spot quiz on tobacco and open source and were awarded with book and Ubuntu CD as prize. The programme was arranged as a part of BdOSN's month long anti tobacco campaign.

The Bangladesh proclamations of independence - drafted on paper during the war against Pakistan in 1971 - have gone missing, officials say.

They say that it is unclear when the historic documents disappeared.

Officials say it was only discovered they were missing when the government handed over important artefacts to the national archive in April.

The documents were drafted on behalf of imprisoned Bangladeshi independence leader Sheikh Mujibur Rahman in 1971.

'Really unfortunate'

Sheikh Mujib was jailed at the time in what was then West Pakistan, but was released from captivity to become the first president of independent Bangladesh in January 1972.

Cabinet Secretary Ali Imam Majumder told The Daily Star newspaper that officials in the cabinet division could not find the original versions of the hand-written independence proclamations.

"We only had photocopies, which we handed over to the national archives," he said.

He told the newspaper that he did not know how the originals had gone missing.

Bangladesh's first Cabinet Secretary, HT Iman, told the Daily Star that the original proclamation of independence had definitely been placed in government custody.

He said that it was "really unfortunate" for the nation that it and other promulgations had now disappeared.

Experts who drafted the proclamation of independence say that it worked as a provisional constitution of Bangladesh throughout the war.

Historians say that the constitution had to be handwritten because for most of 1971 Bangladesh was in turmoil as thousands of people died in the struggle for independence.

Some former government officials say that the independence promulgations could have been lost, removed or destroyed by the military government which seized power in the country in 1975.

However officials say that photocopies of some of the promulgations - signed by all the country's cabinet ministers except the incarcerated Sheikh Mujib - do still exist.

The promulgations served as an interim constitution for the country until a new constitution was drafted in December 1972.

Dhaka, June 17 (bdnews24.com)—Organ-trafficking rackets smuggle thousands of poor men from Bangladesh and other South Asian countries into India every year to remove their kidneys for sale, speakers at a roundtable alleged Tuesday.

But a narrow definition of trafficking in a relevant SAARC convention prevents rescue and rehabilitation of the trafficked people.

"The SAARC convention on trafficking in persons does not recognise trafficking of males as trafficking," Nishat Chowdhry, a national programme officer of the International Organisation for Migration, told the roundtable in Dhaka. The SAARC convention has a restricted definition, she said.

The convention says trafficking means the moving, selling or buying of women and children for prostitution within and outside a country for monetary or other considerations with or without the consent of the person subjected to trafficking.

"Trafficking is an international or regional crime. There should be a regional or international mechanism to combat it," said Dr Mizanur Rahman, a Dhaka University teacher.

Thousands of Bangladeshis were trafficked to Valore of India and forced into "donating" their kidneys, according to the roundtable.

"One of the flaws of the SAARC convention is, there is no compliance mechanism for the member countries," said Rabab Fatima, IOM's South Asia representative.

She said there was no treaty body to review the convention from time to time.

"Bangladesh believes the definition of trafficking in the SAARC convention should be widened," said Abida Islam, a foreign ministry director.

She said the definition should be broadened gradually as it would be "difficult to implement the convention if the definition was widened abruptly".

The SAARC Convention on Preventing and Combating Trafficking in Women and Children for Prostitution was signed in 2002.
