Fate of 9 mayors-elect hangs in balance
New laws arm govt with power to suspend them on criminal charges

The fate of nine of the four city and nine municipal mayors-elect
hangs in balance as the military-controlled interim government has
armed itself with power to suspend them as they are facing criminal
or corruption charges.
The Election Commission at the moment has nothing to do about the
elected representatives facing criminal or corruption cases, but the
government may suspend them in accordance with laws, observed an
election commissioner.
Election commissioner Muhammed Sohul Hussain told New Age on
Wednesday the proposed local government commission might deal with
the elected representatives facing cases.
According to Section 12(1) of the Local Government (City
Corporations) Ordinance 2008, the government in consultation with
the local government commission can suspend any mayors or
councillors against whom charges have been pressed in criminal cases.
Section 31 of the Local Government (Municipality) Ordinance also
has a similar provision for municipal mayors and councillors.
The military-controlled interim government promulgated the
ordinances on May 12 repealing the laws on city corporations and
municipalities.
Nine mayors-elect, including three for the cities, who won
Monday's local government polls, are facing 28 cases, mostly related
on corruption, extortion and criminal charges.
Of the city and municipal mayors-elect, only three municipal and
one city mayors have no case against them.
Sylhet mayor-elect Badaruddin Ahmed Kamran and Manikganj
municipal mayor-elect Ramzan Ali are now behind bars on corruption
charges. They contested polls from inside prison.
Arrested in May 2007, Kamran now faces four charges — kitchen
market scam charges which are eight years old, possession
of `foreign liquor', violation of the Emergency Powers Rules and
possession of illegal wealth, for which charges were pressed against
him on Thursday.
Ramzan Ali is now facing four cases, including three filed by the
Anti-Corruption Commission.
Dupchanchia municipal mayor-elect Md Jahangir Alam, who was
released from jail on August 1, now faces four cases. The government
arrested him on various charges, including corruption, 17 months ago.
Khulna city mayor-elect Talukder Abdul Khaleque and Golapganj
municipal mayor-elect Zakaria Ahmed Paplu face the highest number of
cases, with five cases against each of them.
Barisal city mayor-elect Shawkat Hossain Hiron is facing two
cases.
Sitakunda municipal mayor-elect Shafiul Alam alias Nayek Shafi
faces three cases, including two filed by the Anti-Corruption
Commission. Shariatpur municipal mayor-elect Abdur Rab Munshi faces
one case and Chuadanga municipal mayor-elect Reazul Islam Joarder
faces two cases.
The president, Iajuddin Ahmed, on May 11 promulgated the Local
Government Commission Ordinance and the preparations for the
formation of the commission are in final stages.
The chief adviser, Fakhruddin Ahmed, addressing a regional
dialogue in Rajshahi on July 30 said the government would form an
independent local government commission for the sustainability of a
strong local government.
The LGRD and cooperatives adviser, Anwarul Iqbal, told New Age on
June 16 a summery proposing the formation of the local government
commission was sent to the chief adviser for his approval.
In line with the ordinance on the local government commission, a
three-member selection committee has been formed to make
recommendations on the appointment of the chairman and members of
the commission.
The Public Service Commission chairman has been made the
committee chairman and the comptroller and auditor general and the
Local Government Division secretary have been made members.

I must protest your silly comment about Taslima. Taslima is one in a
billion! What she did for the emancipation of the people of
Bangladesh is 'prophetic', if that make sense to you.

If being muslim is an identity, not being one is an equally strong
identity. You have to be able to think beyond religions to see that
wonderful state of being.

And you know, you need to rock it to uproot. So ther is turmoil!

RELIGIONS VERSUS NUKES
(Part Two : FROM AIR GOD TO MAN GOD )

PROF. BIJON B. SARMA
AGE OF RELIGIONS :
In the first part of this article we have presented brief introduction
and history of some prominent religions of the world. Those might
reveal the contexts in which those religions were fabricated and
preached by the "men of religions". In this part of the article we
shall briefly explain the following :
(01) AGE OF THE RELIGIONS,
(02) OBJECTIVES OF PREACHING RELIGIONS,
(03) PSYCHOLOGICAL TECHNIQUES USED IN VARIOUS RELIGIONS,
(04) TRANSFORMATION OF GODS etc.

AGE OF RELIGIONS : As per scientific revelations of archaeological
findings, the maximum age of religions may be about 10,000 years. The
oldest representation of 'god' so far discovered is an earthen idol.
It was discovered in Zericho (Israel) and its age has been estimated
by Carbon-14 test to have been around 8,000 B.C. Even though some
blind believers may advocate of earlier religions on the plea that
"their remains have not still been discovered", such a possibility is
extremely grim. It is true that life appeared on this earth billions
of years ago and that, transformed of the Saharan apes to human
species took place millions of years back. However, men started
agriculture only recently, i.e. only 30,000 years ago. The age of the
oldest weaved cloth so far discovered is 20,000 years ago. The age of
the oldest civilization so far known do not exceed 10,000 years. It
should be mentioned here that men discovered and invented the
techniques of survival ever since their appearance on earth. In fact
they could not survive without those knowledge. In comparison with the
complex jobs men do now, those were rather simplistic and primitive
types. In order to do complex jobs men need quite developed brains.
Such development took place only 15,000 ago. Men need highly developed
brains for doing complex jobs like sculpturing the details of a
horses' head. The oldest sample of such a job (i.e. a horse's head on
stone) so far discovered is only 15,000 years old. Some of the
thoughts related to religion are :

(i) How to persuade other people to give their earnings to me without
any valid reason (Please note, it is completely different from the
sharing of hunted food by the team leader),
(ii) How to make other people to work for me such that I may become
their leader without being the strongest or best (Please note, earlier
to this leadership was determined on the basis of physical strength,
hunting skill etc.),

Such deviated and unnatural thoughts are completely different from the
previous savage but simple thoughts. Only developed brains are capable
of devising such deceptive thoughts and it cannot take place before
the brains were quite developed in say 15,000 years ago. We have heard
various preachers to shout or sing that "Ramayan was written 60,000
years before the birth of Rama" or "Prophet X was born so many million
years ago" etc. In view of the scientific revelations such preachers
should stop such absurd claims for the sake of self survival. By this
time they might have the bitter experiences about what happens if they
want to go against science.

OBJECTIVES OF PREACHING RELIGIONS :
The major objectives of fabricating and preaching religions at the
initial stage were the following :
(i) Personal gain (e.g. the Aryan Brahmins enjoyed commission, some
poor men became king),
(ii) Giving psychological consolation (Gautama Buddha's preaching was
mostly targeted for it) etc.

In the later age, however, some religions were fabricated for purposes like,
(i) To attract people from other religions (at this time it was known
that the greater is the number of followers, the more will be the
income through commission, contribution, pilgrimage etc.).
(ii) To stop the expansion of other religions (For example, Sikh
religion that was carefully formulated to stop the expansion of Islam
in India),
(iii) To take back the converted people (For example, Bramhya
religion was formulated to take back the converted Muslims and
Christians back to Hinduism).

It may be so that in the savage and uncultured society religions was
necessary for the purpose of organizing people in order to establish
peaceful and tranquil society. It has now been proved beyond doubt no,
I repeat, no religion of this world has been able to do that. On the
other hand some religions are constantly creating hazards and curse to
humanity. While this is one side of the scene, men have invented,
developed and refined knowledge on subjects like Democracy,
Administration, Secularism, Science, Judiciary, Human rights etc. and
these are capable of establishing developed and peaceful societies. In
such a reality only the fools may like to carry the burden of
religion, the rotten ideas preached by some for vested interest.

PSYCHOLOGICAL TECHNIQUES USED IN RELIGION :
The preachers of various religions have utilized many psychological
tricks in order to influence the common people. We shall mention some
of those hereunder.

(a) ARYAN AND HINDU RELIGIONS : (God acts as businessman. He gives
rewards men for contribution or prayer) : The Aryan preachers
(Bramhins) could not think of "god" better than a selfish entity alike
human being. So, they preached that "god would give reward or
punishment in this world only if he is given some material offerings".
The process of offering was to give the material offering to the
demi-god, Agni (i.e. burning), after which another demi-god, Barun
(wind) was to carry the offering to the principal god, Indra. In this
system the Bramhins acted as the commission agent of the god. The
inaccuracy of the claims of the Brahmins was revealed when some
intelligent people reported that they gave offering, but still did not
get the expected result. In such a situation the Bramhins introduced
the concept of "Heaven" saying, those who cannot be rewarded in this
world would be given in the same in the heaven after death. This time
people were really befooled because there was no way of knowing what
really happens after death. After this tricks worked successfully, the
Bramhins tightened it from both ends saying, those who would not give
offerings to god would be punished in the Hell. Being influenced later
by the Buddhists, the Hindus preached that men could also please the
god through prayer (i.e. by singing and shouting his praises).

(b) BUDDHIST RELIGION (God rewards men for serving his creations) :
During the time of Gautama Buddha some intelligent people suspected
the validity of "Heaven and Hell". In reply Buddha opined that both
heaven and hell existed right in this world.

As a matter of fact, Gautama Buddha fell great sympathy for the
distressed persons like patients, aged and poor men, orphans etc. He
thought of (i) devising an way to redress their pains, (ii) giving
psychological consolation to the common people and (iii) finding out a
logical explanation of the Heaven-Hell concept. He said that god was
to punish men for their bad deeds by sending them to a poor family
(which according to him was the hell) and to reward for good deeds by
sending them to an affluent family (which according to him was the
heaven). According to Buddha god's pleasure could be obtained not by
giving him any offering, but by serving god's creations (i.e. men,
animals, plants etc.). Those who believed in his teachings were
naturally attracted to good deeds and service for men. Such an
attitude helped to bring peace and happiness in the society.

The notion about intelligence or development of brain is, men are
getting more and more intelligent through subsequent generations.
However, it is not wholly true and there are considerable exceptions.
For example, even though some men in Gautama's age (about 500 years
BC) realized that there cannot be any heaven and hell after death,
numerous persons of the later age and even of the contemporary period
lack the intelligence to realize this simple issue.

(c) CHRISTIAN-ISM (God rewards those who take shelter of his son). It
has already been mentioned that the archaeological, historical and
scientific base of this religion is not strong. Endeavor to present
god in symbolic idols was first made in Greece. This practice is
capable of providing financial gains for the idol-makers and the
priests. However, the endeavor made by the idol-makers' of Greece to
introduce any religion miserably failed because of the presence of
intelligent philosophers like Aristotle and Plato. Alexander's attack
of India (3rd C BC) and collapse of some Greek states made some Greek
sculptors to migrate to India, where the priests established the
deep-rooted business of commission-agent. These two factors combined
together to introduce numerous idol-gods. With it what flourished all
over India were the temples. The temples acted as the key or central
hub for all types of activities like business, trading, entertainment,
service etc. The Christian religion stands on a peculiar philosophy.
It says that Jesus, the son of the god could forgive the sins of the
persons who would seek his shelter. What gave Jesus that capability ?
It says, it was the pains he suffered from crucifixion. This
philosophy is peculiar because here a man (say, X) torturing or
murdering another person (say, Y) can get rid of the offense by taking
shelter of the son of God. In this religion also god has been pictured
as a person having soft corner and biasness to his son. Also his son
has been pictured like a "businessman" who would arrange reward for
the sinner in lieu of praises and offerings. None of the religions
preached later could find out a more honorific position to god.

TRANSFORMATION OF GODS :
If we look at the physical typology of gods during the period 3000 BC
to date we find the following major types : (01) Air god, (02) Idol
god and (03) Man god.

(01) AIR GOD :
The 'Air god' was originally introduced by the Aryans. After their
leader "Indra" died they could not find anyone or anything to
represent him. So, they declared that their god with the name "Indra"
existed as "Air god", i.e. without any physical existence. Gautama
Buddha also advocated air god, because he told that god could be made
happy through services to his creations. At the same time he confused
people by saying "I did not say there is not, or there is any god",
probably because he himself was confused. In Christianity Christ, the
principal god is air god, but Jesus, his son appeared as replica or
idol god. Up to this period god was thought of as air-god because the
preacher could not think of confining the "titanic god" in any
miniature model. The Buddhists, Christians and Hindus, however, did
the same. After Hinduism, air-gods reappeared in Arab countries,
Punjab of India and West Bengal of India. However, the contexts in
which air-gods appeared in three different locations were completely
different. For example, in the earlier religions god was thought of
"air god" because the preachers lacked the skill to create idols. The
Greeks were excellent idol makers and those were introduced in the
Indian religions because of their venture.

The old religions like Aryan or Christian-ism were in need of
attracting the non-religious persons to the specific religion. As days
went on there were increase in the number of religions. At this stage
any newly appearing religion was in need of grabbing men from other
religions. In order to do this the religion had to have some
'qualities worth of attraction". In order to attract followers from
Buddhism, the Hindus had to add many attractive items to their
religions. Some of these are : (i) Beautiful deities, (ii) Decorated
temples (at times with nude sculptures), (iv) Temples full of gainful
activities like business, accommodation, services etc., (v) Temples
with entertaining items like delicious food, songs and dances
(including dance of the topless maids) etc.

In order to attract followers some religions endeavored to appear as
"strong" religion. One of the way to show strength was to destroy the
idol-gods of other religions. However, it was obvious that such act
was to be retaliated with revenge. In such a situation "Air god" was
extremely safe because it was beyond destruction. It is often alleged
that some air-god religions were fabricated for the sole purpose of
destruction of others' gods from a safe position. The fight between
some air-god religions with the idol-god religions is almost
perennial. There are many popular stories about their fights. We
mention here one of those.

Guru Nanak introduced Sikh religion in order to stop the expansion of
Islam in this land. Naturally he introduced the 'martial qualities'
like smart dress, carrying of weapon, equality and definitely the
safest god, i.e. air-god. In order to make his religion attractive to
the Indians, he however, made songs as its integral part.

Raja Rammohan introduced Bramhya religion in order to take back the
Hindus converted to Islam and Christianism. He understood the "safety
factor" of air-god and accepted the same for his religion.

One follower of air-god once destroyed the hands of a idol god and
boasted by saying "what can your idol-god do to me ?" In reply the
follower of the idol-god said, "all right, see what my god can do". He
picked up the damaged idol and started beating him severely. In reply
the follower of the air-god could only scream, because his invisible
god had absolutely no power.

It is often said that in order to compensate the natural weakness
existing between the material gods (i.e. idols) and the non-material
gods (i.e. air-gods) quite often the air-gods prescribe alternate
items. For example, the Sikhs always carry weapons for self-safety and
frightening others. Some other air-god community maintain birth-net
(i.e. once born in this community the person is allowed to change
religion only with the risk of life), evangelism, rigidity in rituals
and customs, compulsion in blind faiths etc. Experiences reveal that
in comparison with the idol-gods (with numerous attractions of views,
foods, fragrance, entertainment etc.) air-gods do not exist long. For
example, the principal air-god Indra of the Aryans disappeared within
the idol gods of the Hindus, Bramha the air god of the Bramhyas has
practically disappeared with the very religion and so on.

(02) IDOL GOD :
Idol gods have the natural advantage for being able to accommodate so
many attractive items in itself and around. Thus the idols can be
created with beauty, the deities can be decorated nicely, those can be
established in well designed abodes (temples), the deities can be
entertained with excellent food (all of which are in fact consumed by
the followers), those may be entertained with entertaining activities
like song, dance etc. (which again are enjoyed by the followers), the
deities can even be paraded on roads (i.e. Rathajatra) etc. The
culture and development of all the arts and skills related with the
above activities help to develop and improve various items of culture
(like, song, music, dance, drama, artistry, sculpture, construction
technology etc.). It is now well known that the reason for which the
standard of cultural items like dance, song and drama (later cinema)
etc. of South and Eastern India reached an enviable stage happened due
to the concept of idol gods.

With these contributions, however, there is no dearth of negativities
in idol worship. We shall discuss those in further details in the
later part of this article.

(03) MAN GOD :
In the contemporary society their exist several types of man-gods. The
most prominent types are the following :

(i) LIVING MAN GOD : All on a sudden a man declares himself as "God".
At times he claims it by showing some magical acts, and at times this
man's salaried agents preach magical and unbelievable things. Also, at
times the people belonging to lower caste love to have their own god
and themselves declare one from their community as god. Mohesh Jogi,
Sai Baba, Anukul thakur etc. are some examples of living man god.

(ii) REPRESENTATIVE OF RELIGIOUS-GOD OR MAN-GOD : The profession of
"living god-ship" is quite expensive and hazardous to establish and
maintain. Every time such a god appears, inquisitive and intelligent
men pay visits to check his god-ship. And in most cases such gods are
proved fake after a few days or weeks. In Bangladesh and West Bengal,
living-gods appear quite frequently. Whenever such a god appears the
relatives and neighbors endeavor their best to keep the god-ship alive
in their selfish interests. At present the safe and longer-living
"living gods" are the Saibaba's who live in extremely protected
shelters and the gods of the lower caste people.

In the above situation, a safer profession is the representative of
the "religious-god" or "deceased man-god". We already know the
representatives of various religious gods who roam around us as Saint,
Sadhu, Sanyashi, Fakir, Mastan etc. For being successful such
professionals essentially need two things : (i) some knowledge of
religion and (ii) human psychology. By using these two they earn their
livelihood and at times make empire.

The problem with the "representative of the religious god" is, this
profession does not flourish much in the land of multiple religions.
For example, Hindu sadhus may not have good days in the Muslim
dominated areas and vice versa. The concept of the "representative of
deceased man-god", has been introduced as a solution to this problem.
Thus a dead man is declared to have been "direct god" and friend of
people from all religions by his descendants or neighbors. They
maintain his photograph or some material remains (hair, nail, shoe,
dress etc.), they regularly manufacture stories of their miraculous
activities and find out ways of earning money. This profession is
relatively safe because it is free from the possibility of cross
checking. Thus a story manufactured today turns to have been legendary
after one or two hundred years. The descendants of "Lokenath baba"
have established one such flourishing empire. Baba's birth place is in
a village named "Chakla" in West Bengal. It is a Muslim dominated
area, where all the people of the village are given their noon-time
food from the temple. There is absolutely no reason why those people
would not spread stories of his 'miraculous' activities. We shall
finish this article after explaining the "million dollar trick" that
acted as the key of grand success of this "sadhubaba".

"Whenever you will be in danger in water, land or forest, do remember
me. You would not perish" (translation by the author) was the sermon
given by this baba. In that age baba got numerous followers from the
illiterate people. They used to remember him whenever they faced any
danger. Later when they met one another they used to say, (i) Yes,
last time my son was almost dead. I remembered baba and my son became
alive, (ii) You know, last time our boat was capsized, I remembered
baba. All my friends died, only I survived. From their stories it was
proved beyond any doubt that whoever remembered baba did not face
death.

What really happened was, the people with low level of intelligence
failed to realize that those who remembered his name and then died,
never comes to declare 'Well I remembered baba and then I died". Even
today, in our society there is no dearth of men with that level of
intelligence.

ACC out of tune with the people?

One of the most commendable acts of the current CTG is the reformation of the ACC with its new leadership. Since its reconstitution, people had a lot of expectations that it would work independently and impartially with its reinvigorated mandate to bring to justice those who have betrayed the people's trust by plundering state money and have abused the state authority for their personal gain. After eighteen months or so, it is high time to evaluate how far the ACC has succeeded in meeting people's expectation.

If one looks back, it would be obvious that the ACC has been able to put a few hundred people, mostly politicians, behind bar, broadly on three pretexts: firstly, accumulating wealth disproportionate to one's income; secondly, undisclosed wealth in the wealth statement and finally, evasion of income tax. How far these allegations have impacted psyche of the common people in forming any stigma about those who have either been convicted or under custody to await trial?

If one looks at the first one, it would be hard to find that many, especially in the political arena, who would be able to account for their accumulated wealth. That being the case, it is not transparent to the people the index that was used by the ACC to prepare the list of the potential wrongdoers and their subsequent internment. The wealth of a few big shots as disclosed by the ACC is so meagre, in the context of present Bangladeshi elites, it would, in fact, establish their honesty among the masses, not the other way around. According to ACC, the perceived guru of corruption has accumulated a wealth of less than 10 crores as opposed to the common belief that thousand of crores has been plundered by him. The disclosure of this meagre asset accumulated legally or illegally, would only establish his honesty not only among his supporters but to the common people as well. In fact, even in the estimate of ACC, I have not seen many whose total wealth surpassed more than 5 crores. If this is so, it seems our politicians are very honest indeed!

Secondly, disclosure of the actual wealth was a two-way sword for the discloser. If one discloses his actual wealth, he could be directly admitting his ill-gotten part of the wealth for which he might not have paid income taxes. If one did not disclose the actual income, he could be found guilty of concealing his wealth, which if discovered by the ACC, could charge him also of evading the income tax. In a few major cases, this undisclosed wealth never exceeded 3 crores, while most of them were in the spectrum of lakhs. Still better, if the prosecutors could have discovered and divulged how the ill-gotten wealth was acquired to provide a clear picture of their alleged crimes to the people.

Lastly, most of the accusations and convictions were due to nonpayment of income taxes. This is a serious crime in countries where every earning resident pay income taxes. According to an NBR statistics, only around six hundred thousand people of Bangladesh pay income taxes while 15 million out of 150 million are eligible to be a part of the process. It means only 0.4% pay, 9.6% evade and the other 90% are not wealthy enough to pay the income taxes. So it is naturally unlikely that the nonpaying 99.6% of the people would seriously concur with the ACC's view and drives to punish only a few of those 15 million, who should be in the tax net to start with, for evading a part of their due taxes. Any judicial legal proceeding cannot ignore interjecting community norms and values into it to validate its criminal statutes.

The ACC chief has traveled all over the country to exchange views with the common people. It was expected that he would get the people's view about their perception about corruption in order to avoid any boomeranging effect of the prosecution and conviction in one or more of the afore-said charges.

In addition, the selectivity of the ACC and the government (I still cannot make any differentiation between them) is so obvious that one does not need a microscope to detect it. For instance, out of the six city mayors, five are behind bar, with a lone exception, the stories of his wanton corruption occupied pages of the print media weeks after weeks. Even the ACC accused him of possessing the highest amount (around 10 crores) of ill-gotten wealth among all the accused. Nevertheless, he is still flying the national flag in his car and in a seemingly planned way is getting bail and extension, one time after another, without any attempt by the ACC counsels to appeal against the bail order. The same is true for some politicians, the foremost among them was the former Al-badar Chief Matiur Rahman Nizami, whose bail order by the HC was not appealed as because the lawyers of the ACC 'were too tired and there was no pressure from the government to do so. ' Quite to the contrary, the government counsels, especially the recently resigned Attorney General was over active in making appeal against any HC decision, within minutes, that went in favour of Sheikh Hasina.

The ACC and the Army chiefs in their frequent sermons try to engrain patriotism in the mind of our citizens while reemphasizing that law is equal for every one. It became a paradox, when, for instance, a decorated war hero of our great war of liberation, an illustrious bureaucrat, was rearrested at jail gate after he was given bail by the HC on a blatantly false pretext of 'making inflammatory speech at Panthapath' while the chief of Al-Badar gangs were allowed to go free and hundreds of his supporters were allowed to greet him closing the main city street.

As expected, the highest number of cases was filed against Tarique Rahman, the man who had allegedly been at the centre of the rampant corruption that had permeated every sphere of the society in the five years of the immediate past regime of BNP-Jamaat led four-party alliance government. Although he reportedly controlled every aspect of the state and the government ranging from the civil administration to political agenda, from BNP's political office Hawa Bhaban in the capital, he is so far facing a lone trial in the case of Tk 21-crore bribery following the murder of Humayun Kabir Sabbir, a director of Bashundhara Group, despite being detained for over a year and a half now.

In a self-evident selectivity, right before the recent CC election, the ACC submitted charge sheet against interned Sylhet City Mayor Badruddin Ahmed Kamran for allegedly concealing information about his family's wealth worth over Tk 7.21 lakh.

However, both the ACC and the government miserably failed to carry the people with them in selling the merits of the accusation, since it is the people who are the ultimate arbiters in dissecting the fact from the fiction in people's court thereby repudiating or rehabilitating a public figure. The glaring proof was the landslide victory of Kamran in Syhlet CC election, where people creating a historical precedence, in each of the 120 precincts, expressed their resounding verdict against the merit of the ACC charges and the selectivity of the government in prosecuting whoever it intends to. This is the right the moment of soul searching for the ACC to evaluate why their actions are out of tune with the people. In fact, analysis of the very obvious discriminatory actions of the ACC and the government (especially the re-arrests at jail gate), does not add up to the fact that they are, respectively, headed by no other than Lt. General (Retd.) Hasan Masud Chowdhury and Dr. Fakhruddin Ahmed.

[Nagorik_Shokti] Driving car with Water instead of Petrol

First of all, I beg the readers not to please take it otherwise. All
I want just to share my ideas on this issue with all of you. By my
opinion, "WATER AS FUEL" is something not actually realistic as of
today, might be in future, when situations change around.

When I was a lower year university student (sometimes in the early
seventies), someone from USSR came and demonstrated a car's engine
running with water. In that time, it was considered, almost like a
miracle, and it was a real face to face technological demonstration.
However, until now that technology is in infancy. Why it is so? I
guess it was not viable, and so has not been flourished and
commercialized until now. It is not a new technology, in fact it is
one of the oldest technologies. Using the word "WATER" is actually a
misnomer. The role of water is not prevalent here. "FUEL CELL" is
what makes it happen. The fuel cell is like a dry or well cell that
we use to produce electricity calling it a battery. As all of you
know, chemical reaction produces electricity in the batteries.
Similarly, fuel cell breaks water molecules (H2O) into HH and O. HH
is collected and used in the engines that can be run with hydrogen,
similar to gasoline or diesel engines. Basically internal combustion
engines. Hydrogen engines are used in many sophisticated and research
works, including in the rockets, satellites or sky-labs, etc.

The trouble is that you invariably need electricity or similar other
energy to produce hydrogen from water, using the fuel cells. This is
not yet cost-effective or environmentally helpful. Until now, to
spend lot more to produce hydrogen, and the other energies that need
to be used to produce hydrogen, pollute the environment lot more than
what would be saved by using hydrogen engines.

So, fuel cell is still like the "ETHANOL SAGA" that is costing the
nations at least 3-folds compared to gasoline, and polluting at least
5-folds during its production, also compared to gasoline that would
pollute the environment. But why it is going on still? One
is "QUEST", two is "POLITICS", and three is "MULTINATIONAL COMPANY'S
PROFIT".

Should we not think all these together and engage our valuable
thoughts, money, and time? Innovation is always good, but to choose
something for public, for a nation, and for mother earth, I believe,
we must seriously brainstorm.

[Nagorik_Shokti] Talk about Indian Transit to Bangladesh

Besides all these that have been discussed in this article by M/S
Mubin and Mushfeq, two issues are very important.

These are:

(1) Sovreignty and security of Bangladesh, and

(2) Environmental affect of millions and billions of vehicles
emitting pollutions in Bangladesh.

In few years, Bangladesh will be completely engulfed with the
pollutions, left by heavy Indian vehicle fleets. Number of accidents
will increase because there will be heavy traffic rush on these
transit roads for all times.

Being trapped by these roads, Bangladesh will never be able to
strongly protest anything against India because India will always
show muscle of military roll over, having the advantage of easily
sending troops deep inside Bangladesh, through these transit roads.

What Bangladesh will gain, giving India this opportunity? Money?
Friendship? Development? I do not think, any of these things will be
achieved. Rather at the end, we will just be colonized by India.

China, after colonizing Tibet, constructed the most expensive railway
from mainland China to Tibet through the mountains, only for the
reason to keep Tibet under control of China. The Indian transit roads
through Bangladesh will bring the same misfortune to us.

[Nagorik_Shokti] WHAT EXIT STRATEGY SHOULD BE FOR THE C.T.G. & MILITARY?

Army backed CTG assumed power a year and a half ago while a general
election was promised to be held within two years. It seems that the
CTG has kept its promise and is trying to meet the originally
promised milestone for election. However, it is observed that both
the army and CTG are facing a host of problems in making the election
happen in due time. Various political parties are buzzing
differently. Some of them declared the election boycotts, some of
them are putting hard and fast conditions, and some of them are
asking to release their favorite people who are now under government
custody for the charges of monetary corruptions. Grabbing political
power by the military of the country is the highest form of political
corruption. But the most arrogant behavior of the incumbent
administration, the most dubious activities of the President, and the
most destructive activities of the opposition compelled the highest
fire-power of the country to step in to stop all those nonsense
activities and save the people of the country from the extreme
violence orchestrated by the so called politicians of both major
parties.

After taking over the administrative power, both the CTG and the
military, made a lot of mistakes one after the other. One dreadful
mistake was lingering the monetary corruption drive for too long time
without starting immediate due process for trial and punishment.
Monetary corruptions are criminal offenses that had to be tried
promptly by the law of the court, and move on. This is haunting this
government severely. How come so many people are imprisoned without
convicting any of the corrupted politicians? The government is
releasing these corrupted politicians now without any legal due
processes. So, what does that mean? Are they all innocent? If so, why
they were in prison in the first place? If they were guilty, they
must be punished. But why they are being released if they were
suspected to be guilty when they were arrested? Does it mean that
this government is whimsical? Where did the law and fairness go? All
the mistakes done by the government have eroded the high praise that
they won by significantly improving the law and order situation of
the country.

No one in the world is without any errors, and not everybody has the
utmost efficiency in their jobs. While the CTG and Army had no
previous experience of running a country, they are expected to make
some mistakes, but that should not let the sky fall. Solutions have
to be searched by the government as well as everybody else in the
country. It is the duty of all citizens of the country to try to help
the government whatever way they can, and the government should make
the environment such that people can interact with the government
facing no troubles. Otherwise, a peaceful transition of power won't
happen.

The present government is composed of two components, a civil CTG and
an armed Military. Army came to power in the form of physical
takeover, just short of declaring Martial Law. Improving the Law and
order situation throughout the country is real praiseworthy. The
country must have, for all times, this type of excellent law and
order situation, no matter, who rules or what type of government runs
the country. If the government can not provide law and order,
everything of the country falls into the puddle. Until RAB was
formed, the street thugs, hoodlums, private tax collectors, robbers,
and illegal arm bearers would reign the entire country, bypassing the
government. Sometimes these bad elements would even have the
influence on the government and the government would have to favor
them. That situation has been tackled wisely by the present
government and so the people of the country started liking this
government quite well. However, the CTG or the Army can not rule the
country for too long time. But it is also true that the people of
this country have not seen this sort of peace in law and order for
the past several decades. Should people give it away soon? I don't
think anybody would like to do it. So, what is the solution that this
present government should look for such that a peaceful transfer of
power would happen and the similar law and order, as we have today,
will continue in the future days also?

It is real hard to find out any real and practical solution to keep
peace as well as to get the democracy back. However, we need to make
transition, and we must keep peace in the country by maintaining the
law and order situation. How it can be achieved?

The existing political parties have already shown that they are
extremely party aligned and the party leaders are not open enough to
cooperate with the other parties. It has been seen in the past that
the political parties are after their part interests only and not for
the benefit of the people of the country. In this situation, if those
old parties come to power again, definitely there will be no peace.
In order to establish the legacy of the lasting peace in the country,
there has to have some other ways, and some other means that the
present government has to follow during the power transfer.
Government should form search committees, commissions, and
enlightened groups to look for various options how the democracy can
be established and the law and order can be maintained
unconditionally. We lost already a lot of lives, properties, economic
progress, fames, and fortunes because of the chaos, conflicts, and
lawlessness in the country for quite a long time. Let's not repeat
those unfortunate happenings in our country again. Reconciliation,
Unity, Mutual Understanding, Ethics, Respect for Law, and to avoid
all anarchism for ever can bring the country together towards a
lasting peace. The traditional democracy is good where society is
bonded and do not erupt suddenly with tiny bit of sparks hitting
somewhere in the country.

Bangladesh is still far away from reaching to that state. A lot of
cultural and social traditions and bindings make that to happen. We
need some time to learn those things.

Reforming the administrative structure of the government is necessary
to be able to perform good governance for the country. One suggestion
would be to modify the administrative structure of the government
from one layer to three different layers. If the multi-layer
government could be instituted, it would be very beneficial for the
general public in order to be able to provide public administration
services effectively creating a check and balance amongst the layers.
The first layer shall be county level, second layer shall be the
district level, and the third level shall be the federal level for
the entire country. Each level shall have the fully independent
government, not being the part of the other levels. All districts
shall be divided into four, five or six counties. Thereby the whole
country would be divided into about 250 to 300 counties. Set up a
local government for each county. This local County Government shall
be responsible for all local administrations such as local
legislative houses, local administrative boards, police, court,
schools, land record and revenue, real estate development and zoning,
taxation, business licensing and controls, roads, bridges, and other
development works, hospitals, transportation, safety, security,
public welfare, child protection, social work, industry, fishery,
animal husbandry, agricultural, forestry, mining, water, electricity,
gas, and other supplies, etc.

All elementary, middle, and high schools in the county shall be run
with the personal property taxes and other taxes collected form the
county including the grants from the district government and federal
government. All other components of the county government shall be
run by the tax collected from the residents and businesses of that
county plus the district and federal government grants and aids.
Let the District Administrations have the coordination, training and
supervisory duties to look after the county administrations. District
administrative employees shall be highly trained and well rounded
professionals but the District Government shall be lean, less people
but highly efficient at work with impressive compensation. The
District Government shall have the administrative council and
legislative bodies including the counterparts of each of the
departments of the counties. Only at times of need they should deploy
their respective teams to help the counties, should any need or
crises arise. District administration should be able to collect
moderate amount of tax from the incomes of the citizens and
businesses in the district.

Districts may set up model institutes, extra-ordinary schools and
colleges. The universities shall be run by the districts. Inter-
county commerce shall be controlled by the district. Districts shall
build all transportation and communication highways, railways,
airports, river and water development projects, research institutes,
large scale hospitals, highway traffic police, district courts,
district prisons, utility oversight boards, regulatory bodies, parks,
museums, zoos, etc.

The federal government shall be the ultimate administrative,
legislative, and regulatory body in the country. The administrative
head may be a president or a prime minister based on whether
parliamentary or presidential democracy is chosen by the people of
the country. It can be decided by the polls or primary elections.
Federal Government shall be in charge of key issues of the nation
such as Military, Money, Foreign Policy, Inter-District and Foreign
Commerce, National Affairs & Policies, Drug and Gangs Control,
National Safety-Security-Homeland Protection, Industry Regulation,
Financial & Market Economy Safeguarding, Deregulating and Privatizing
Public Utilities, Foreign Aid Collection-Distribution-Payment,
National highways & Transportation, and establishing Counterpart
Departments to train and provide supports to the same in the district
governments and in the county governments. Two tier legislative
houses (upper & lower) would prepare laws of the country.

Why should we have this three tier governments in lieu of the present
on tier Government of Bangladesh? The main reason is the focus of the
government. It is always better to be the master of a trade instead
of being the jack of all trades. When a one tier government takes
care of all affairs in a nation, none of the affairs can be taken
care of well. It puts the government into the situation of the jack
of all trades. If the government has three tiers/layers then each
layer can focus on the issues differently. The local government can
take care of all peoples' affairs in its own territory such as public
protection, law & order, schools, real estates, businesses, banking,
transports, roads & highways, agriculture, industry, markets, health,
hospitals, child welfare, land, forestry, fishery, animal husbandry,
minerals, mining, and so on and so forth.

When area becomes smaller, most people know each other. Almost
everyone knows who is a good person and who is a bad person. With
this public knowledge, people can elect or select good people in the
politics and administration. Bad, greedy, thugs, and cheats can be
stopped this way to take the advantage of coming into politics and
ruining the political environment. While public is administered by
all these local county governments, the district and federal
government can focus on support and policy making jobs. Since the
district and federal government will not directly handle the real
estates, properties, industries, and public directly, it will provide
them an opportunity to be less greedy for real estates, properties,
bribes, and hoarding. Also, the law & order and public protection
services will be provided by the local government and so the district
and federal government won't have to spend too much time on these
crucial issues which will provide a very good opportunity to spend
more time on researching and making public policies for the national
stability and upliftment.

The federal government will also get more opportunity to interact
with the foreign government and international institutions such as
IMF, World Bank, UNO, and other international organizations. This
will greatly facilitate the federal government in bringing more
international helps to build and progress the nation.

Aside from governance, this three tier government system in the
country will provide a great opportunity to the people of the country
to run the country with less dependence and helps from the
politicians. It has been seen in the past that the election and
politics in the third world countries in Asia and Africa has become
the means of grabbing the state power and hoarding the wealth of the
nation. When politicians fail, military takes over, and do the same
thing. So, it is necessary to reduce the dependence of the public on
the politicians and on the military of the country for public
administration.

A one tier government grabs all affairs of the administration in the
country and so leaves no alternatives to public other than fully to
depend on who grabbed the power (politicians or military).
Alternatively, in the three tier/layer government, the local county
government is composed of mainly the locally known famous persons
regardless of their political affiliations. Military take over of the
local government is highly unlikely mainly because the military
always belongs to the central government and at the time of national
crises, military takes over the central government.

If the three tier governments exist, even if the military takes over,
the local government must remain functional and the military won't
have enough manpower and resources to replace all the local civil
governments to local military governments. So, even in the event of
military takeover, all public will be basically administering the
local county civil governments. This will affect very less the public
and business lives of the country. Country will remain lot more
stable as far as the public lives, economic and business operations.
Moreover, a head of the county can be elected by the local people of
the county who will better know who is a good leader, good social
worker, honest, and basically a good person, no matter what party
he/she is in or even an independent person. This way if the county
people locally employ 250 to 300 county heads (with designation such
as administrator, supervisor, chairman, president or CEO) in the
entire country and they are given the status of being the member of
parliament then this group of county administrators initially can
engage into discussions with the present CTG and military rulers to
formulate a permanent settlement on the transfer of power of the
federal government to a settled civilian federal government.

If this power transfer job is handled by the political parties only,
definitely there will be a lot of games on muscle, greed, power
grabbing strategies, chaos, confusions, and it is feared that the pre
one eleven situation will come back again to the country. This must
be avoided al all costs by all patriotic honest people of the
country. Only the dishonest traitors, cheaters, hoarders, and
musclemen will be benefited by the repetition of the situation of pre-
one eleven. The old politicians are all corrupt, dubious,
inefficient, greedy, and outrageously dishonest. It is only hope that
the new politicians out of new blood will emerge in future in the
country to take the country into the right direction but it will
definitely not happen if the pre-one eleven situation comes back in
the country.

So, the suggestion to the CTG and the Military Government leaders to
think about and form this three tier/layer government in the country
before transferring the power to any other government. Elections did
never solve our national problems, and will never do it unless it is
done properly in a proper environment. Definitely elections will be
needed for us to assume the democratic government but the situation
of Bangladesh is at present in such a condition that a mere election
will not resolve our acute national strife.

We must first put the nation in order. Create appropriate situation
which I believe can be achieved by establishing this three tier
government in the country now, leaving behind all other national
power transfer activities. It is almost guaranteed that if it is not
done today, it will never be done by the other governments in future
mainly for the reason that the present condition of Bangladesh will
not support or give birth to selfless politicians, rather will all be
corrupt. The corrupt politicians will not adopt the three tier/layer
government because it will stop them from looting and hoarding the
state money and properties and will not provide the scope of reigning
with their own gang of terrors and tax collectors (chadabuz). A
country like ours must avoid going down the spirals of these
unfortunate pitfalls for ever. It must be stopped somewhere and try
to re-run with fairness, honesty and aptitude. The political bullies
keep the good and honest people to take part in administration of the
country politically or otherwise. So, if their scope of capitalizing
the political muscle in public administration, they will try to
adjust themselves also. So, let us try to establish these
institutions for the good governance of the country before any other
changes.

Let the public administration be run by these local governments for a
test period of two, three or five years to see how effectively they
are running the administration. In the mean time let all these 250 to
300 honest and independent county heads attend the temporary
parliament and give their consensus on future national adoptions,
policies and changes for the country; and see where they can take us.

We have seen the politicians for long time; let us give chance to the
independents to give a test run for the bright and stable future of
our country.

"Atat" is made to return the country to pre 1973 paving the way to make final surgery  to make Bangladesh in fact a non-existent entity. This is the conspiracy being hatched for long by the pro -indi.
The  axis of evil has no respect for the constitution since they consider it as a "concubine" which could be changed/altered/strangulated.

Then what's legal basis of local govt election? Why one jote/party participated the election openly and govt did not bother to make sure the participation of others. It was only basis that "if parties do not participate election, the lection of 2006/2007 would not accepted". And, the elction was not held for that reason. Again, govt is in power by using corruption card but corrupted individuals who are jailed were elected as mayor/commissioners. Govt/Ec is in  tight-lipped.

In any respect, how such election is legal!

[ALOCHONA] The Bangladeshi strike in Kuwait

The issue about blaming the embassy in Kuwait has become the go of
the day, but truth is that the Bangladeshi workers made a successful
effort in raising their salaries from 18 KD to 40 KD, which was
claimed by the Kuwait government itself.

The channels in Bangldesh like channel I is always claiming that the
Bangladesh embassy has failed and does nothing that does anything
good for bangladesh the 'talkbaj'es of Bangladesh have no or limited
knowledge on the issue at hand in kuwait and bangladesh.They always
go with the popular saying that 'The embassy did not do anything'
or 'The embassy is useless' the truth why about 313 bangladeshis have
been sent back is that after the claim of 40 KD minimum wage was
fixed, the people were not happy and they started beating up the
police who shared food and drinking water with the workers and so the
people who were found giulty were sent back to Bangladesh.

The point i am trying to make is that the Embassy has no fault in
this. The embassy workers pleaded with the workers to return to work
but they refused and this is when the situation got out of hand.

The reason why so many bangladeshis came to work in kuwait for 18 KD
is becasue of the corrupt 'adom baparis' of bangladesh, who gave
money to the minister so that they could ship these poor workers to
kuwait.

Now the problem has built up over a long time and all this has to be
handled by the embasssy!!!!! What is bangladesh thinking, does it
think that the bangladesh embassy is god or something?

And is it not an achievement that 80 to 90 thousand people have
returned to work and that the rights are restored.

The Bangladesh Embassy has set a minimum if 50 KD that workers must
have before they come into kuwait but the corrupt people got these
people into kuwait under their noses.

In the end fo the day the corrupt people are making millions and the
poor embassy people have to take the blame, they have limited power
and limited manpower, heck they do not even have an ambassador and i
salute the CDA for doing such a wonderful job.

Jammu in Flames and Kashmir Blockaded: And All About a Block of Ice

The on-going agitation in Jammu over the rescinding of orders allocating of stretch of land to the Shri Amarnath Shrine Board (SASB) in Kashmir now threatens to descend into full-scale communal violence. Several people have lost their lives in police firing on irate mobs. Government-owned property worth millions has been destroyed. Hindu and Muslim mobs have clashed in Doda, Poonch and Rajouri, which are now reeling under curfew. Dozens of houses belonging to Muslim Gujjars, one of the most poor communities in the state, have been set on fire in the Jammu region. BJP supporters have imposed an almost complete economic blockade of the Kashmir valley, blocking the only motorable road connecting Kashmir with the outside world. All about a piece of land and a block of ice high up in the uninhabited wastes in the mountains of Kashmir.
Amarnath, the block of ice in question, is a natural formation wedged in the corner of a cave, which, over the last few decades, has emerged as a popular pilgrimage site for some Hindus, who regard it as a holy lingam, a phallus-shaped object associated with the cult of Shiva. Interestingly, it is a relatively recently adopted object of devotion, discovered by a Muslim shepherd lad a little more than a century ago. A plethora of such relatively new pilgrimage centres have come up in Jammu and Kashmir in recent years on pieces of land where people claim to have discovered an ancient buried idol or to have witnessed the miraculous presence of some deity or the other. Some of them begin as centres of local pilgrimage but gradually, as they are popularised elsewhere, often by those behind them, they begin to attract pilgrims from beyond, and even from out of the state. Last year, when travelling in the forbidding mountains beyond Kishtwar in the Jammu
division, I came across a temple built some years ago by a man who claimed to have seen a vision of a particular goddess who, so he announced, had directed him to build a shrine for her at that spot. Over time, this temple had become the focus of a new pilgrimage circuit, one of its outcomes, if not one of its purposes, being to bless the man and his family with a lucrative source of income. When in Drass, just across the Zoji La in Kargil, some years ago I met a man (a Muslim, interestingly) who confided in me that he and some friends of his had invented and then circulated a tale that a nearby mountain-top marked the place where a female character of some Hindu legend had once meditated. In the hope, thereby, he added, of attracting hordes of credulous yatris and their money.
As its popularity has grown over the years, the Amarnath pilgrimage, too, has become closely intertwined with a host of economic and political interests. For the locals, all Muslims, the pilgrimage is an important source of income—as porters, muleteers and owners of wayside food-stalls. For Hindu tour operators and the priests who officiate at the shrine, it is their source of livelihood, as it is for thousands of itinerate mendicants. And so this has remained uninterrupted ever since Amarnath emerged as a major pilgrimage centre, with the state making concerted efforts to expand its popularity. Some years ago, the administration was even accused of manufacturing a fake phallus-shaped lingam when that year, probably due to global warming, the ice block had melted before the annual pilgrimage began. This provoked a major outcry, which soon died out. But the cumulative result of recent actions of the Government have so messed up things as to provoke
massive protests, both in Muslim-majority Kashmir and in Hindu-majority Jammu, that seem to be getting more deadly with each passing day.
The SASB, established by the then National Conference government in 2001, is headed by the Governor of the state, and his principal secretary is its Chief Executive Officer (CEO). Under S.K Sinha, a retired senior army officer and till recently Governor of the state, it had made certain controversial decisions. In mid-2005, the CEO's wife, a senior officer in the forest department, granted permission to the SASB to use forest land for the pilgrimage. But because this was not in accordance with the law, the state government cancelled the order. Yet, a division bench of the Jammu and Kashmir High Court stayed the government's decision, and when, recently, the state cabinet approved the granting of this land for the use of the yatra, the issue snowballed into a mass agitation, that has assumed fiercely communal overtones.
In a recent article in the Economic and Political Weekly, Gautam Navlakha, a keen commentator on Kashmir affairs, writes that the implications of the recent actions of the state and the ensuing agitations in both Jammu and in Kashmir are 'far-reaching'. The SASB, he says, 'runs a virtually parallel administration and acts as a 'sovereign body' ostensibly promoting Hindu interests. It has been instrumental, he argues, in rapidly increasing the number of pilgrims to Amarnath, which has risen sharply from 12,000 in 1989 to over 4,00,000 in 2007. In order to facilitate this, it has extended the period of the pilgrimage from 15 days to two and half months. The Board, Navlakha comments, has 'virtually taken over the functioning of the Pahalgam Development Authority, laying claims to
forest lands and constructing shelters and structures even on the Pahalgam Golf Course.' It has
has also staked claims to set up an 'independent' Amarnath Development Authority.

Already reeling under a sense of siege and fearful of their cultural, religious and ethnic identity being under grave threat, many Kashmiri Muslims saw the SASB as an instrument of the Indian or 'Hindu' state. In such a context, the state's decision to hand over the land to the Board (the SASB is said to have actually asked for a chunk of land four times the size of what it was allotted) to facilitate the government's patronage of a Hindu pilgrimage in the heart of Kashmir, in a portion of the Valley inhabited almost wholly by Muslims, was seen as further evidence of what many Kashmiris feared—the gradual, state-sponsored Hinduisation of their homeland. On the other hand, however, that might be an unwarranted over-reaction. Surely, one might argue, the granting a patch of land for a Hindu pilgrimage might have no such consequences. On the contrary, it could have been projected as an important symbolic gesture on the part of Kashmiri Muslims to
Hindus in an effort to improve the severely strained inter-community relations in the war-torn state. By reacting in the violent way that they did to the granting of the land to the SASB, Kashmiri Muslim leaders have only helped further exacerbate the already tense relations between Muslims and Hindus and are, like their Hindu counterparts, cynically using the issue to whip up support for themselves.
But the threats to Kashmiri identity, whether real or imagined and blown out of proportion, are not the only reason why the government's decision to transfer the land to the Board provoked such protests. Another issue was the enormous environmental destruction wrought by the pilgrims on the fragile surrounding environment. Human faeces—of almost half a million pilgrims each year—and many tons of non-degradable refuse have reduced the Lidder river below the cave into something like a sewer. The river, fed by pure glacial streams from towering, snow-capped mountains, now contains hazardous chemicals far above the acceptable level. Navlakha points out that the same BJP, which is spearheading the ongoing agitation in Jammu, had this year imposed a strict limit of 150 pilgrims per day to the Hindu shrines of Gangotri and Gaumukh in the state of Uttarakhand, which it rules, in order to protect the environment. Yet, in the case of Amarnath, where the
environmental threat is equally, if not more, severe, no such caution has been suggested. On the contrary, the state, as well as Hindutva forces, Navlakha points out, are ardently advocating a massive extension and expansion of the pilgrimage. Surely, this discrepancy has nothing to do with any difference in the particular religious significance of Amarnath. Compared to the centuries'-old and well-established pilgrimage sites of Gangotri and Gaumukh, Amarnath is much less well-known. Might not this difference owe, as many Kashmiris believe, to the possibility that Amarnath is now being used as a potent tool by the state and Hindutva forces to pursue a particular agenda in Kashmir, one which has now rapidly escalated into what appears to be an uncontrollable situation?
