[ALOCHONA] New turn or U-Turn?

New turn or U-Turn?

Is the flurry of political releases indicative of the government's backtracking on its original mission, or has it adopted a new strategy for its original goal?

A PROBE report
The country's political scene, if not in a limbo, is perched on an uncomfortable state of uncertainty; no one seems to know where the country is heading towards. With the en masse release of politicians accused of corruption, a fresh set of questions has arisen in the national psyche. Which way is the nation heading? Has the government backtracked on its mission of reforms and war on corruption? Or has it adopted a subtle strategy, momentarily appeasing the political parties while continuing towards its original goal? Analysts seem to think the latter and are keeping their fingers crossed..

Tables turning for AL and BNP?
All through the tenure of the present caretaker government, there had been a tangible tilt towards Awami League. That was public perception. But BNP being the immediate past government, naturally bore the brunt of the clampdown against corruption and so any apparent bias towards Awami League was given the benefit of doubt. After all, if Begum Khaleda Zia was behind bars, so was Sheikh Hasina. While the number of arrested Awami Leaguers was less than those of BNP, this too was accepted and it was assumed that they would catch up as the anti-corruption drive continued. However, when Hasina was released purportedly on medical grounds, the murmur of questions became more than audible. Here was Hasina gallivanting around the globe, spending token time at the doctor's, while most of the time attending weddings, holding meetings, visiting relatives et al. Speculations of a secret deal with the government gained credibility.

And then came the city corporation elections. BNP boycotted and the Awami League-backed candidates, even in jail, clinched most of the mayoral posts. If the councillors were to a larger number of the BNP ilk, that was glossed over effectively and Awami League had begun to taste triumph. A fresh confidence entered their step and it looked like the stage was set for their winning the national election scheduled for December. They responded with smugness to accusations of an understanding with the government. They were all set to take the seat of power once more. In fact, Awami League presidium member Amir Hossain Amu even remarked, "BNP will be in a movement, but we will be in power."

So, is it back to Square One? That is a question that certainly is worrying the people. Although it was through court orders that most leaders came out, Again and again the mission of the caretaker government is being questioned. A creeping sense of disillusionment has entered the scene and confusion prevails. Is the Spirit of 1/11 on a decline?

Broken bravado
Awami League's bravado, however, hasn't lasted long. While their leader was busy globetrotting, Begum Zia sat back in her sub-jail, capitalising on her image as the uncompromising leader. She refused to come to any understanding with the government, refused any conditional release. Her flagging party was looking to her for leadership, while the apparently united Awami League struggled with internal conflicts of its own. On top of all that, images of a sickly Tareque Rahman in the media evoked more than a degree of sympathy. There were subtle changes in the shifting political jigsaw.

And then came Tareque's release followed by that of Begum Khaleda Zia. The government by allowing Hasina to come out of jail through executive order prored. Its leniency for one party alone. Befuddled leaders of Awami League have begun to lose their bravado; confidence has fast faded. In fact, a joke has begun making rounds about the tailors ringing up Awami League leaders, asking why they aren't taking delivery of the Mujib coats they had all suddenly ordered. Perhaps the seat of power doesn't seem all that close and easy anymore.

Tareque's release also released a stream of vitriol from the Awami camp, with utterances such as the "great thief has been released" and so on. Acting President of the party, Zillur Rahman, however, displayed a degree of dignity that perhaps comes with his age, when he hailed the release of BNP Chairperson Begum Khaleda Zia.

Politics pundits read deeper meaning into the vindictiveness against Tareque Rahman. Here was a set of senior Awami League leaders who, right from the start, had opposed Tareque's leadership. Was it just because he was proving to be an able leader, shoring up BNP support at the grassroots? Says a political analyst: "Awami League's onslaught against Tareque has a distinct reason -- a fear of such dynastic politics seeping into their own party. The senior leaders none too happy at the reception accorded to Sheikh Hasina's son Joy when he came to Bangladesh in 1995 and they don't want him in their midst. They don't want their own leadership challenged by any dynastic claims to power." They apparently are all against any counterpart of Tareque in their own party.

Government plans and policy
If anyone seeks clarity in what the government is up to, they just have to turn to the upazila election. That is one point where the government is remaining steadfast -- the other areas remain somewhat grey. This is very significant. Holding the upazila election first, before the national election, is very critical in the sense that this is a solid power base. Understanding this full well, political parties are clamouring for the national election to be held before the upazila polls, but their demands in this regard are falling on deaf ears.
The government, through the Election Commission, has reeled off certain policies and principles. Participation in the election is conditional to these rules. There is the People's Representative Order, party registration and other criteria to which the political parties and leaders must adhere.

Certain quarters say that there should be no problem if the government announces the upazila election and then the national election schedule in quick succession. But then the political parties are also demanding a removal of emergency as essential for the elections and election campaigning.. Here again the government may offer a very relaxed emergency where even public meetings can be held. The political parties, no doubt, will not want to fall into this "trap" and will refuse to accept these conditions. So, far from a U Turn, things may come to a dead stop. But such a dead end is likely to be a façade for a new turn in events.

Meanwhile, the calm that had settled over the nation over the past year, is being punctured by hints of agitation. There is workers' unrest brewing in the readymade garment sector, ready to erupt at any moment. Sporadic outbursts from the political front are not unexpected. At such a juncture, the people look forward to some sort of leadership to guide them out of the wilderness. For sometime it looked like that the Army Chief may have been that beacon and even now some pundits predict his presidency. He has, of course, repeatedly refuted any political aspirations and perhaps the people are looking beyond the present set-up. After all, the goods they expected haven't been delivered.

The question is, will the election be held in December? Politicians will demand a right to contest in the election, cases and convictions be damned. With political leaders being released, an election would mean either Hasina in the seat of power and Khaleda in opposition or vice versa. That would be back to Square One. Not only that, with no palpable "exit formula" in sight, the present caretakers would no doubt be target of vengeance. Would they risk that?

If the powers-that-be succumb to pressure, or maybe carry on according to the actual plan, and the elections are not held in December, in all likelihood the caretaker government of Fakhruddin Ahmed may bid farewell. Why should they tarnish their reputation after burning all that night oil in keeping the nation on track, on the Road Map? Analysts ask, will a new face emerge on the scene, an internationally accepted personality such as Prof. Yunus? He may have had a volte-face where politics are concerned, but then again, he may rise like the proverbial Phoenix, answering to the need of the hour. This is, of course, all conjecture. As another day passes and another prisoner is released, the political Pandora's box reveals yet another set of probabilities.

It is the upazila election that is the turning point. Things are likely to gain clarity after October-November. Much depends on the outcome of court cases, on whether the political parties will acquiesce to the rules, whether the emergency will remain intact and so on.
In the meantime, the government is hell-bent on the upazila election in October, other priorities seeming to be kept aside for the moment. This is a vital turning point in the scheme of things. While skeptics see this turning point as a U Turn, the pundits predict a new turn towards a fulfillment of original goals.

[ALOCHONA] Private cars in Dhaka published on the daily star

Dear all
Today the daily star publish " Privat cars in dhaka"
www.thedailystar.net/story.php?nid=54632

Let us return to the private car. Whatever convenience and comfort it provides comes at various costs. Cars are the main source of pollutants worldwide. There is no such thing as a clean car; cars just vary in the amount they pollute. Despite increasingly stringent emissions control standards over the decades in the US, cars pollute more than they used tobecause people are driving more.

It is difficult for us to appreciate just how much cars pollute. The air in Dhaka city, after all, improved dramatically after the banning of two-stroke baby taxis, and again with the introduction of unleaded fuel. However, this is by no means an indication that the air in Dhaka is clean. Any trip to the countryside is a reminder of the pleasure of breathing clean air. Even in Dhaka, if we wake up early and take a walk, we can experience a bit of the pleasure of fresh air as each car passes, we can also understand just how much each car pollutes the air. As the streets fill with cars, the pollution rises. On hartal days, despite large numbers of people moving about the city, the air is fresh and the city (violence aside) is quiet. Carsand the wide paved roads needed to accommodate themalso emit a great deal of heat, making Dhaka even more insufferable in the many hot months.

Cars also are the main cause of noise pollution. A full 97% of students in Dhaka in a survey on noise pollution said that their studying is disrupted by car horns; 96% of the general public interviewed mentioned car horns as the main cause of noise pollution in Dhaka.[1] When rickshaws were on strike in October 2004, there were no rickshaws on the streets, yet the streets were as noisy as ever.

We would argue that since cars only transport roughly 10-20% of travellers, they should only have access to 10-20% of road space, for moving and parkingand should respect the rest of users, as well as the right to some peace and quiet of all the people working and living next to roads.

Presumably, one component of civilization is respecting the rights of others. The attitude of driverswho represent the wealthiest portion of societythat they alone should have full access to roadsis anti-democratic, anti-civilization, and disturbingly elitist. A society in which people fail to respect the rights of others, and in which the rich believe they should have special privileges on the roads as well as in every other aspect of life, is a society destined to fall into crime, selfishness, viciousness, and lack of the neighbourly friendliness that allows people to live comfortably together.

[ALOCHONA] John and Cindy McCain: Illegal Adoptive Parents?

John and Cindy McCain: Illegal Adoptive Parents?

Dr. Abdul Momen

[Dr. Momen, a professor of Economics in Massachusetts and a political analyst, raises questions about the legality of the adoption of the McCains' daughter, Bridget - ShadaKalo editors]

Wes Gullett, Senetor McCain's former staff member, spoke at the Republic National Convention (RNC) in St. Paul, Minnesota, with his adopted daughter Nikki by his side. He talked about the compassion of the potential first lady, Senator John McCain's wife Cindy McCain. The camera repeatedly showed Mrs.. McCain and the McCains' adopted daughter, Bridget. The proof of Mrs. McCain's compassion? She had rescued two baby girls from an orphanage in Bangladesh, and "adopted" one of them, while Mr. Gullett "adopted" the other. After the 11-house stories, this certainly helped humanize the McCains and garner some sympathy.

Unfortunately, there is a reason we put the quotes around adopted.

According to Bangladeshi Law, no foreigner is allowed to adopt a Bangladeshi child. The US embassy in Bangladesh says:
Actual adoption of children is not permitted under Bangladesh law. However, Bangladesh law does permit its own citizens to apply for guardianship of children. At that time, a U.S.-Bangladeshi dual citizen who has obtained guardianship of a Bangladeshi child could apply for an immigrant visa for that child to go to the U.S. Under Bangladesh law, the 1982 Guardianship and Wards Amendments Ordinances prohibit granting guardianship of Bangladeshi children to non-Bangladeshi parents. Further, these restrictions have limited adoption of Bangladeshi children to only a few each year.
Lets parse this. First, adoption is not allowed. Second, guardianship is allowed, but only to Bangladeshi citizens.

John and Cindy McCain, therefore, could not have legally adopted Bridget. The same applies to the Gullets and Nikki. I am personally happy that they adopted her and saved her life, but they broke Bangladeshi law. It is not expected from a war hero, a national role model and a highly respected US Senator like John McCain to adopt his daughter 'without due process of law' illegally and use such 'illegal adoption' for political gain.

But then again, Mrs. McCain is no stranger to breaking the law.

In 1992, when we wanted to arrange the adoption in the USA of 25 Bangladeshi boys, all below the age of 5 who were being sold as 'camel jockeys' in the Gulf countries, the Bangladesh government did not allow us to do it because of their adoption law. As the US embassy page points out, Bangladeshi law does not allow foreigners to adopt their children legally since the ordinance was enacted in 1982. We got their custody after six months only when we (me and my friend Faith Willard of Cape Cod, Massachusetts) agreed to the conditions such as (1) we would repatriate and rehabilitate them in Bangladesh, and (2) would hand them over back to Bangladesh government if any 'real parents' claim them.

It also looks like Mrs. McCain was also embellishing stories about the adoption for the past 17 years. She has been claiming that Mother Teresa herself convinced her to adopt the baby Bridget. There was just a small problem: Mrs. McCain never met Mother Teresa:
The McCain campaign had also put out the story that Mother Teresa "convinced" Cindy to bring home two orphans from Bangladesh in 1991.

Mrs. McCain, it turns out, never met Mother Teresa on that trip. (Once contacted by the Monitor, the campaign revised the story on its website..)
So why was she name-dropping? Just to exploit the good name of Mother Teresa? During Mr. Gullett's speech, a photo of Mrs. McCain and Mother Teresa was shown. Perhaps the GOP wants us to believe that some of her sainthood must have rubbed off on Cindy McCain.

The RNC paraded Bridget and Nikki as examples of Cindy McCain's compassion--for a political campaign. This makes the following a fair question.

We call upon the McCain campaign to clarify this adoption: since foreign adoption has been illegal since at least 1982, how did the McCain family adopt a child from Bangladesh in 1991?

[ALOCHONA] Climate change confce in London: Bangladesh’s interest squandered away

Climate change confce in London: Bangladesh's interest squandered away

The country's interest was squandered away in the Bangladesh-UK climate change conference, speakers yesterday said at a press briefing.

The declaration of the conference and the speech of Finance Adviser AB Mirza Azizul Islam have alienated Bangladesh from the G77 and other least developed countries' goal, the speakers said.

"If the declaration was implemented the G8 countries and the international financing corporations like World Bank, International Monitory Fund (IMF), Asian Development Bank (ADB) would be able to exploit other countries by using Bangladesh as a showcase..

Speakers said this while addressing a press conference organised by Equity and Justice Working Group (Equity BD) at the Dhaka Reporters' Unity.

Convenor Rezaul Karim Chowdhury and member AHM Bazlur Rahman, Shahadat Islam Chowdhury and Mostafa Kamal Akhanda of Equity BD addressed the conference.

They said according to Kyoto Protocol the developed countries should reduce their emission by 20 to 40 per cent by 2020. The G77 and other least developed countries are bargaining with developed countries on the issue. Bangladesh deviated from its avowed position by signing the declaration, where it is mentioned that the developed countries would reduce emission by 50 per cent by 2050.

At the Bali conference it was decided that adaptation and mitigation were not mandatory for the developing countries rather developed countries should adopt mitigation programme. The speakers regretted that in the declaration Bangladesh admitted that it would adopt low carbon technology. This self-contradictory step would alienate the country from the goal of the developing countries.

Terming the Adviser's speech at the London conference 'isolationist,' where he mentioned, "Is there any meaning of demanding compensation when there is no such research on who polluted and to what extent? " they said, "Since advanced countries were held responsible for climate change and they too admitted it in the Kyoto Protocol, the Adviser's statement was illogical and self-destructive.

Speakers said as per the dictates of the international financing organisations many adjunct institutions of agriculture have been closed, subsidy in agricultural sector reduced to 1 per cent from 30 per cent, jute industries shut down and no investment made in the power sector, handing over the control of climate fund to these organisations would surely be destructive for the country's economy.

Equity BD demanded that the declaration be treated as a draft action plan for approval at the next national assembly.

They called for the cancellation of WB's participation in the fund management. They also suggested for a Public Commission on Ecological Debt Assessment to fix the rate of compensation.

Re: [mukto-mona] Follow up: Gazipur – Sahebabd Incident

Dr. Bain said,
".... In the USA , when a black person becomes a crime victim, his/her lawyer looks for the possibility of that being categorized as a racial hate crime. Because hate crimes are more severely punishable. In our part of the world, much of the intelligentsia considers it more normal for minorities to be victims in the hands of criminals from the majority community. Corruption and crime are pretty normally acceptable phenomena. And it is considered normal for the weak to be victims. I am really frustrated about our birthplace. ...."

Respomse:

You are right; we are all frustrated seeing the lack of response from the present as well as the past governments of Bangladesh. Bangladeshi governments have always been playing a double role in dealing with minority issues. They say something in public, and do something different in private. They all say there is no minority in Bangladesh; we are all Bangladeshi. Wonderful statement! Isn't it? The truth is, they have never taken minority problems seriously. To them, there is no problem. It does not exist.

Most people, who run the government machines, wear secular outfit to hide their communal inner-self. If they could hear themselves, just once, what they are saying and what they are doing, Bangladesh would have been a much better place today. The administration promises security and they believe them just to realize that it's all pack of lies and conspiracies. Can you imagine, if anything like this could ever happened here to a victim under government protection. Could you imagine what kind of public outcry that would generate? Is anybody crying for these victims? No. The bottom line is, as religious minorities, they all deserve it.

Bangladeshis in S. Arabia hit hard by image problem
By Syed Rashid Husain (http://dawn.com/2008/09/13/top19.htm)

RIYADH, Sept 12: Saudi Arabia has stopped issuing visa for domestic helpers and farm workers from Bangladesh, Waheedur Rahman, a senior Bangladeshi diplomat in Riyadh, told the local press.

While Bangladeshi workers in other job categories are continuing to arrive in the kingdom, those already here, including doctors and nurses, are uncertain about staying on much longer, he added.

Around 8,000 Bangladeshi housemaids had arrived before April this year at an average rate of 300 a month, he added.

"Starting April 2008, no domestic helpers including housemaids, drivers and agriculture labour are being recruited to work in Saudi Arabia, although no official notification was given by labour ministry to the embassy in this regard," Mr Rahman added.

Analysts here say that negative media coverage about Bangladeshis involved in criminal activities in Saudi Arabia and elsewhere in the Gulf could be the reason why Bangladeshi nationals in Saudi Arabia are in this fix.

[mukto-mona] Why India bleeds?

Bleeding of India at the hand of the Islamic extremists continues. Can any one tell us if it's a proliferation of India's Kashmir policy or there could be any other ulterior motive behind mercilessly killing the innocents far beyond the Kashmir borders?  A Muslim reader from the Canadian province of Alberta recently wrote the following lines in National Post, a Toronto based English daily. While writing on the basic causes of the current Muslim anger against the non Muslim world he opined that, When Islamic values are under attack Muslims feel it is their moral obligation to defend them, and they fight back with the limited resources they have" and the limited resources are suicide bombing or planting bombs in the open to annihilate the innocents? This statement is a direct incitement for the Islamic extremists around the world. Is India doing anything to attack the so called Muslim values for which her innocent citizens are being mercilessly and systematically targeted by the Islamic extremists? Interestingly what are those Islamic values which are so close to the some of Muslims that they find it religiously compulsive to kill the innocents?

This scourge of blind religious retribution may bring some bloody relief to some Muslims but in all practical thinking this may be a beginning of the end of this faith. May be its Morocco, Algeria, Iraq, Afghanistan, Pakistan, India or Indonesia, this extremist actions are not supporting the cause of the Muslims in any way.  The most unfortunate truth is that this destructive way of relieving Islam from its present crisis is not viewed by many Muslims with concern. They have either a sense of resignation or condone these inhuman practices which has compounded and complicated the issues rather than helping to solve them.

India does not deserve this treatment from its own Muslim citizens. These misguided minds are tarnishing the image of their own faith through these nefarious actions which can't be a part of any faith. No religion can approve the killing of the innocents because it goes against the very essence of a faith. It's high time that sensible people in Islam rise up to the grim situation and start emphasizing the voice of reason.

[mukto-mona] Re: Victims of India's 'War on Terror'

WRT: http://groups.yahoo.com/group/mukto-mona/message/49776

Mr. Sikand,

I hope you have seen the news attached below.

India's "war on terror" definitely should be more professional and
effective. It should be able to exterminate terror organizations with
higher precision.

However, you should sometime write about the families of real
victims, not discriminating them on the basis of religion. Otherwise,
your digging merely perpetuate bigotry and hatred.

Five bombs explode in Indian capital, 20 killed By Bappa Majumdar
Sat Sep 13, 3:58 PM ET

Five bombs exploded in quick succession in crowded markets and
streets in the heart of India's capital New Delhi on Saturday,
killing at least 20 people and injuring at least 90 more, police said.

The Indian Mujahideen Islamic militant group, which has claimed
several major attacks in recent months, sent an e-mail to television
stations saying it was responsible for the blasts.

Police and witnesses said two bombs went off in dustbins in and
around Connaught Place, a shopping and dining area popular with
tourists and locals in the city centre. Others exploded within
minutes of each other in busy markets around the city.

"Around 6:30 p.m. we heard a very loud noise, then we saw people
running all over the place," said Chanchal Kumar, a witness whose
shirt was soaked with the blood of several victims whom he had helped
to carry into ambulances.

"There were about 100-200 people around this place," he said. The
weekend was a particularly busy one ahead of Hindu and Muslim
festivals.

The Indian Mujahideen e-mail mentioned nine bombs. Police said they
had found and defused four.

"We have news of 20 people killed, and the toll could rise as many
people are seriously injured," Delhi police commissioner Y.S. Dadwal
told reporters.

In a hospital bed, Gulab Singh, his head bandaged, wailed at the
death of his 2-year-old grandson.

"We were all sitting around the parking lot when suddenly there was a
huge blast. We did not know what happened. My world has changed,"
Singh said, crying inconsolably.

WAVE OF BOMBINGS

Hundreds of people have been killed in a wave of bombings in India in
recent years, mostly blamed on Muslim militants, with targets ranging
from mosques and Hindu temples to trains.

In July, at least 45 people were killed when a series of bombs ripped
through Ahmedabad, the main city of the western state of Gujarat. A
day earlier, one woman died when eight bombs went off in the IT hub
of Bangalore.

The failure to prevent the attacks has become an embarrassment for
the Congress party-led coalition government, with elections less than
a year away.

Police say the Indian Mujahideen is an offshoot of the banned
Students' Islamic Movement of India, but that local Muslims appear to
have been given training and backing by militant groups in
neighboring Pakistan and Bangladesh.

"I can just say that these blasts have been planned by the enemies of
the country and they will be taught a lesson," junior home minister
Sriprakash Jaiswal told reporters at one site.

Arun Jaitley, a senior leader of the main Hindu nationalist
opposition Bharatiya Janata Party, told the NDTV channel that the
profile of the bombers had changed over the last three years and
attacks could no longer be blamed on outsiders.

"Homegrown terrorists are on the increase," he said. "We cannot shut
our eyes to that reality."

Many streets that would normally have been bustling on a Saturday
night quickly emptied after news of the attacks.

CROWDS TARGETED

One bomb exploded in a newly constructed park in the centre of the
Connaught Place roundabout, built above one of the main stations of
the Delhi underground. Police closed down the metro and major markets
in the city as a precaution.

Another bomb went off in a dustbin near an underground station
entrance on an arterial road leading into the area, housing the
offices of several foreign banks and multinational companies.

"It was a huge blast," said another witness, Sanjeev Gole.

Other attacks came in the Ghaffar Market area of Karol Bagh, full of
electronics shops and packed at weekends, and in Greater Kailash 1,
home to restaurants and high-end retail outlets.

Broadcasts showed wrecked cars and mangled motorbikes alongside
personal belongings, some of them bloodstained, and abandoned shoes.

Wounded people were shown being carried away by rescuers, one leaving
a trail of blood on the ground.

Hundreds of people milled around as police cordoned off the sites of
the explosions, many of them angry with the authorities.

India's deadliest attack in recent years came in July 2006, when
seven bombs exploded on Mumbai's railway system, killing more than
180 people.

The last major attack to hit the capital was in 2005, when 66 people
were killed when three bombs exploded in busy markets.

[mukto-mona] Ramchandra Guha on Tagore and the Non-Cooperation Movement

http://www.hindu.com/mag/2008/09/14/stories/2008091450090300.htm

PAST & PRESENT

Tagore and non-co-operation

RAMACHANDRA GUHA

Tagore's letters from 1920-21 reveal the mixed feelings he had about
Gandhi's non-co-operation movement.

Photo: The Hindu Photo Library

An inclusive stance: Tagore during his tour of the West in 1921.

In the summer of 1920, Rabindranath Tagore went on a long trip
overseas to collect funds for an international university he was
founding in Santiniketan. He sailed to England, crossed the Channel
to the Continent, came back to England and then, in the autumn,
sailed across the Atlantic. He spent several months in North America,
visiting cities and towns, giving speeches and meeting friends. In
the spring of 1921, he crossed the Atlantic in the other direction.
He spent time in England and in Germany, before returning to India in
July.

During this extended absence from his homeland, Tagore wrote
regularly to his close friend, the English priest and sympathiser of
Indian nationalist aspirations, Charles Freer Andrews. These
communications were brought out by the Madras publisher S. Ganesan in
1924 under the title Letters from Abroad. I recently ordered a copy
on the Internet from that superb site, abebooks.com. When the book
arrived, I noted the name of the previous owner on the flyleaf: "John
Haynes Holmes".

Delightful coincidence

J.H. Holmes was a pacifist pastor in New York who was a great admirer
of Mahatma Gandhi's. He did much to make the Mahatma's message better
known in the United States. (Those seeking more information on this
subject should visit Abebooks and purchase a copy of the pastor's I
Meet Gandhi). I was delighted to own a book that Holmes had once
possessed, not least because the book contained materials crucial to
the development of Gandhi's thought.

In the last weeks of 1920, Mahatma Gandhi had launched a countrywide
movement of "non-co-operation". This involved the boycott of British-
run schools, colleges, and law courts, and the burning of foreign
cloth. This movement took shape while Rabindranath Tagore was
travelling in the West. Reading the reports of burnings and boycotts,
and reading also the exhortative words of the leader which
accompanied them, brought back for Tagore memories of the Swadeshi
movement, when a popular upsurge had likewise steered this
dangerously unstable course between patriotism and xenophobia.

The Swadeshi movement had provoked very ambivalent feelings in
Tagore. These are expressed in his novel Ghaire Baire (The Home and
the World), later made into a film by Satyajit Ray. Now, 15 years
later, Gandhi's struggle also produced mixed emotions in the poet.
These are expressed in letters written to their mutual friend, C.F.
Andrews, from various stops on his Euro-American tour. A letter
dispatched from Paris on September 18, 1920 noted the fact that "our
countrymen are furiously excited about Non-co-operation". Tagore
wished the emotion to be channelised along constructive channels, and
hoped that Gandhi would take the lead in starting independent
organisations across India. If that happened, said the poet, "I shall
be willing to sit at his [Gandhi's] feet and do his bidding, if he
commands me to co-operate with my countrymen in service of love. I
refuse to waste my manhood in lighting the fire of anger and
spreading it from house to house".

Against blind passion

Lest he be accused of lack of patriotism, Tagore added: "It is not
that I do not feel anger in my heart for injustice and insult heaped
upon my motherland. But this anger of mine should be turned into the
fire of love for lighting the lamp of worship to be dedicated through
my country to my God. It would be an insult to humanity, if I use the
sacred energy of my moral indignation for the purpose of spreading a
blind passion all over my country."

The next month Tagore sailed for the United States. He read about
Gandhi's continuing movement in the American papers, and, presumably
in more detail, in letters coming to him from India. On January 14,
1921, he wrote to Andrews that to him, humanity was "rich and large
and many-sided. Therefore, I feel deeply hurt when I find that, for
some material gain, man's personality is mutilated in the western
world and he is reduced to a machine. The same process of repression
and curtailment of humanity is often advocated in our country under
the name of patriotism". Three weeks later he wrote from New York
that he was "afraid I shall be rejected by my own people when I go
back to India. My solitary cell is awaiting me in my Motherland. In
their present state of mind, my countrymen will have no patience with
me, who believe God to be higher than my own country." Then he added,
defiantly: "I know such spiritual faith may not lead us to political
success; but I say to myself, as India has ever said, Even then —
what?"

In a letter posted from Chicago on March 5, 1921, Tagore
observed: "What irony of fate is this that I should be preaching co-
operation of cultures between East and West on this side of the sea
just at the moment when the doctrine of non-co-operation is preached
on the other side?"

Tagore had reservations about non-co-operation from the start. Soon,
he began having reservations about its leader. I shall deal with
these in my next column.

[ALOCHONA] Protecting senior citizens' rights [Taken from the daily star]

Protecting senior citizens' rights

cornwall.backtalk.com

Whenever we want to impress the foreign investors about the strength of our country, we tell them that almost half of our population is below 24. The idea sounds promising to them. Today, everyone seems to be looking up to the youth. There are lots of opportunities coming up for them.

But in our craze about the young guns we have forgotten the importance of the seniors. Today, an increasing number of our elders fear the thought of dying alone.

The young are often caught up in the competitive lifestyle and find that they are unable to dedicate time and resources to caring for their elderly parents and relatives. Regretfully, the so-called nuclear family concept selected by the society, instead of the traditional extended family, has encouraged negligence to elders.

In Bangladesh, a good number of Elders' Homes are functioning now and hundreds of inmates are living in those. Homicide and even suicides among the elderly have been known from different sources and on the increase while elder abuse, too, is on upward trend. These are indeed sad news.

To safeguard the elders, the Government should enact the Protection of Rights of Elders Act and establish the National Council of elders. The Council will make arrangements to bring facilities to the existing elders to offer protection for people above the age of 65. In terms of the law, any person found guilty of an offence would be punished. According to the law no person would be allowed to wilfully neglect or ill-treat an elder.

But will these legislative measures bring in 100 per cent of the expected results? Personally, I don't think so. In my opinion, persuasive means - not the enforceable legislative measures - remain a more effective means to redress the elders' issues of care and maintenance.

We need to make provisions within our society for this demographic shift. Dreams are not restricted only to the youngsters. Certainly not! The veterans have dreams too. They dream of being in the vicinity of their own blood. They dream of being with their kith and kin.

They wish to be given considerable attention by people around them. Be contented to visualise their kith and kin's progress. Be respected by their children. In short, at the approaching end of their lives, they are meant to reap the fruits of their hard work.

Unfortunately, in reality, somewhere down the line something goes wrong and they finally land up in a Home or compelled to live miserably neglected in the family.

When all their dreams are shattered, they undergo a sort of depression and feel that any place outside the home is better to spend their time till the fag end of their lives.

Statistics of those who are neglected and mistreated indicate that majority of them have well settled sons and daughters. The reality of today says that due to the advancements in medicine, people will continue to live longer. It implies that we are in for a country of millions of elders in the immediate years to come. But, have we as a society done anything about it? Or, at least, have we seriously thought about it?
