[mukto-mona] Biggest Joke - Police hunt for Mojahid

What a farce this is? Why even bother with the charade? But it seems to me a stint in Bangladesh Govt can turns anyone in to a professional comedian. AL, BNP, Army, Jamat all now have comedians in their ranks.

Police conducted several raids at the residence of Jamaat-e-Islami Secretary General Ali Ahsan Mohammad Mojahid at Uttara in the capital yesterday but failed to arrest him.

But sources said Mojahid went to the daily Sangram office at Moghhbazar 9:00am yesterday and stayed there for two hours.

Earlier on October 6, a Dhaka court issued arrest warrant on the Jamaat leader, an accused in Barapukuria coal mine corruption case.

Witnesses said yesterday a 10-member team from the detective branch (DB) of police and a five-member team of Uttara police raided Mojahid's residence between 4:30pm and 5:30pm.

About 200 Jamaat activists were present in front of the house during the raids. They tried to resist the law enforcers from entering the house, and did not also allow any journalist to enter it.

Contacted, Saiful Islam Chowdhury, officer-in-charge (OC) of Uttara Police Station, said, "We raided his house several times but did not find him there. We have been trying to trace him, and will arrest him wherever we find him."

He however denied presence of Jamaat men at the place during the raids.

In reply to a question , he said, "It is not known to us whether he went to Sangram office."

Meantime, eminent citizens and lawyers sharply reacted to Mojahid's presence at his party's dialogue with the government on Tuesday while police reported to the trial court that he is a fugitive.

When the police claim that Jamaat-e-Islami Secretary General Ali Ahsan Mohammad Mojahid is fugitive, the Jamaat leader joined his party's dialogue with the government yesterday.

Chief Adviser (CA) Fakhruddin Ahmed was present at the talks.

Mojahid has been attending various programmes in the city after police Sunday reported to the trial court that he went into hiding after the issuance of an arrest warrant against him in the Barapukuria coal mine corruption case on October 6.

He showed up at the press briefing along with his party men following the dialogue. Four advisers, including Education and Commerce Adviser Hossain Zillur Rahman, were present at the time.

Zillur kept mum when reporters asked him how a wanted accused could attend such a high-profile meeting.

"There is no legal bar to his attending the dialogue with the government," Jamaat leader Abdur Razzak quickly chipped in.

"The High Court asked him to surrender to the trial court by Thursday after he filed a bail petition in connection with the case," he told reporters.

At the meeting, Mojahid strongly condemned the government for implicating him in the corruption case and demanded that the case be scrapped.

Earlier on October 6, Metropolitan Sessions Judge of Dhaka Mohammad Azizul Haque issued arrest warrants against nine of the 16 accused in the Barapukuria coal mine case.

Police reported to the court Sunday that they raided Mojahid's residence after getting the arrest warrant. The Jamaat leader however attended a rally of the BNP-led four-party alliance that very day.

He also signed an official Jamaat letter sent to the chief election commissioner that day which asked for extension of an October 15 deadline relating to the registration of political parties.

Mojahid went down to Satkhira on October 10 and held meetings at different places there till October 11.

The Anti-corruption Commission (ACC) filed the case on February 26 this year accusing BNP Chairperson Khaleda Zia, 10 former BNP ministers and five other people on charges of causing a loss of Tk 159 crore to the state exchequer by awarding operations of the Barapukuria coal mine to a Chinese company through abuse of power.

The ACC pressed charges against them on October 5.

I know Islam does not support idol worship. That's why the prophet gave leadership in removing the 360 idols from the Kaaba. Hourani mentions that the name of one of these idols was Allah. But can you provide us with even a single quote from any Islamic scriptures to prove that Islam does not allow any sculptures or any form of image of a hero like a freedom fighter or a person noted in any field like science, arts, humanities, and so on? I am really curious. Worshipping an idol and showing respect and gratitude to a great hero of a nation for inspirational purpose cannot be the same thing. Sculptures are not made to be worshipped but to get inspiration.

[mukto-mona] Death Throes of a Nation

Land of the Bangalees

The hands of gurus were cut off and the thumbs of weavers were
chopped off. The native education system and Industry was destroyed -
- wiped out. History was erased and re-written with the murderous
foreign conquerors edited and made into heroes, saints or Gods.

What is left of Bangla's national identity that could yet a spark a
revival? Spark a quest into our past?

Our language and the remnants of our culture.

They are also under constant attack. The written language of many
colonies were successfully wiped out... Mollas tried wiping out the
Bangla alphabet under the auspices of the Noorani Academy. Had they
been successful they would have increased their attack on the spoken
language.

The mollas and the media constantly engage in attacks on our culture
and heritage. The destruction of the Lalon sculpture is just the
latest attack. It was preceded by the scandalous export of historic
artifacts.

The destruction is done in the name of religion and also
modernisation, which has become synonimous to westernisation. Those
who are aware of the threat of religion are sadly enamoured by
westernisation. Those who are alert about westernisation fall into
the religion trap. Some fall for both. Bangla is slowly but surely
falling under the two pronged attack.

Even the communists in the country have fallen. They either see
their paradise in the USSR or China. They forget they are leaders of
a nation which has a grand history -- a nation mentioned even in
prehistoric greek epic stories. I see no hope in the communists
unless they give up worshipping their foreign masters and become pro-
Bangla. If they don't, they are the same as the religious bigots or
the westernization proponents who worship their imperial masters.

The imperialist scheme is to wipe out the memory of Bangla -- to
wipe out the legacy of the Gangas... the children of the people of
the Indus civilization. Extreme arrogance and nationalism is very
bad but it is equally bad to forget one's identity. And that is what
they want -- the imperialists (religious and colonial). We want to
be a part of the world but not by losing our identity -- our soul.
We have something to bring to the table. Don't lose what is left.

meteor. Thousands of mosques also bear minarets and domes as essential
parts of their design, if S. A. Hannan doesn't know what they represent, he
needs to be readmitted in a lower grade school. Portraits of angels and
Hazrat Muhammad are available from assorted Islamic sources. It is a
surprise to find out that a former secretary of the Peoples Republic of
Bangladesh is not enough educated in his own religion.

In a debate not too long ago you claimed how the Islamic system would
be more tolerant towards people who do not believe in Islam or have
different interpretation of it. You and the people who forced the
sculptures to be removed proved how baseless that claim was. Alas, I
believe you have a very skewed belief of tolerance. You have justified

Thanks to Avijit for forwarding the short article that included quite
a few experts view. I wrote my analysis immediately after the
debate; therefore, I had no chance to read others' opinion.

Senator McCain failed to do what his diehard supporters wanted him to
do - a knockout victory. Senator Obama could have done better by
being aggressive. However, I think his advisers told him to behave
like a mild mannered politicians. And I think it was an excellent
suggestion. He came out cool, which contrasted very well with that
of McCain.

The election is 16 days from now. Like previous presidential
elections this one will tightened a bit; however, all indications are
that the independent voters who decide the fate of election will cast
their votes in favor of the liberal candidate, Senator Obama. Many
Republican pundits including Karl Rove know that Republican Party is
heading for a defeat the like of which was never seen before. The
forecast is not only Obama will be the winner on November 4 but the
Democratic Party's senatorial and House of Representatives candidates
will also win this time. If this happens, then it will be an
excellent outcome. Americans are finally fad up with Bush-Cheney
Administration. Also, the era of Conservatism spawned by Ronald
Reagan in 1980 will be over this year. The nation was governed by
conservative president including Bill Clinton who I considered a
centrist president who once parroted Republican's pet slogan - "The
era of big government will be over." The irony is that Ronald
Reagan, the Music Man, came to White House to make the government
small but he did expand the government with a bulging budget
deficit. The government became bigger and bigger under daddy Bush,
Bill Clinton, and Bush Junior!

The consequence of the rise in conservative movement in America had a
devastating outcome allover the world. The church folks in America
thought Ronald Reagan is their messiah and their influence on
legislative body (The Congress) also grew. This development
coincided very well with the rise in Islamic Fundamentalism worldwide
and sharp rise in Hindu Fundamentalist Movement in India leading up
to Babri Mosque incidence, Godhra massacre, rise in Bajrangi Dal,
Mayabati, etc.

I am hoping that Obama's win will give the signal to the rest of the
world that neo-Conservative movement allover the world had brought
divisiveness in the society. Please count how many conservative talk-
radio hosts are spewing venom in America. I am hoping that with
Obama's victory a great change will take place in America.
The "Moral Majority" who thought that liberalism is on the decline
will be surprised to see the growth of liberalism, humanism, etc., in
the campus and in American society.

Finally, I am tickled to death knowing what our deshi McCainites in
Mukto-mona will do after November 4th election. One person already
gave his sermon calling the liberals something I won't repeat.

It is also gratifying to many of us in this forum when we made our
forecast that Obama will become a dream candidate when most folks
thought the senator from Illinois had no chance defeating Hillary
Clinton. One of our deshi Republicans threw coldwater to our
aspiration while wrongly predicting that McCain will soundly defeat
Obama in the upcoming election. Little this fellow knew what was
coming in September 2008. Then, there was another deshi, a newly
converted to free market, who uttered the mantra of free market
economy. This person had no idea what is Keynesian Model of macro-
economics. President Franklin Roosevelt essentially followed
Keynesian Model to get the nation out of the depression. I am sure
Senator Obama will also take into consideration the teachings of John
Maynard Keynes (1883-1946), a British Economist who put forth the
idea that government's monetary and fiscal programs designed to
increase employment and stimulate business activity could be a good
thing for society. The conservatives such as Reagan thought the
government should have no role in managing economic programs to
benefit the society. In other words - the less is better. We just
saw in the last few weeks how the Bush Administration injected nearly
one trillion dollars to rescue American companies. Ronald Reagan
must be rolling in his grave now!

Bangladesh: Stop Denying Killings and Torture

Address Rights Abuses and Hold Security Forces to Account

THE BANGLADESH interim government should use its last months in office to seriously address persistent rights abuses rather than deny that they are happening, Human Rights Watch said today in a letter to the government (http://hrw.org/english/docs/ 2008/10/06/bangla19917.htm). Human Rights Watch remains deeply concerned about continuing reports of torture and extrajudicial killings by state security forces and the government's failure to hold those responsible to account.

On August 8, 2008, the Bangladesh government sent Human Rights Watch a three-page response (http://hrw.org/pub/2008/asia/ Response_from_Bangladesh_ gov0808.pdf) by the Ministry of Home Affairs to Human Rights Watch's World Report 2008 (http://hrw.org/englishwr2k8/ docs/2008/01/31/bangla17602. htm). The ministry denied all allegations that torture has been carried out by the Directorate General of Forces Intelligence (DGFI), the country's most important military intelligence agency, and claimed that the Rapid Action Battalion (RAB), its elite law enforcement agency, has not committed extrajudicial executions but only killed armed criminals in self-defense and to protect government property.

"The Bangladesh government is well aware that the security forces have killed and tortured people in custody," said Brad Adams, Asia director at Human Rights Watch. "It is a tragedy for Bangladesh that the government is burying its head in the sand rather than taking action to protect its citizens."

Human Rights Watch said it is also critically important for the political parties to begin to think about how to address these issues, with Parliamentary elections scheduled for December 18, 2008.

Since the February 2008 release of a Human Rights Watch report describing the arbitrary detention and torture of a journalist and human rights worker, Tasneem Khalil, by the DGFI in May 2007 (http://hrw.org/reports/2008/ bangladesh0208/), Human Rights Watch has collected detailed and consistent independent accounts from witnesses of the torture of businesspeople, politicians, and others at the DGFI offices in the military cantonment in Dhaka, the capital.

RAB's involvement in extrajudicial executions, since the agency was established in 2004, has been well documented by Human Rights Watch (http://www.hrw.org/reports/ 2006/bangladesh1206/), other human rights groups, and journalists. The Ministry of Home Affairs' claim that all of the 93 killings by RAB during 2007 that the ministry acknowledges were carried out in self-defense or to protect government property is contradicted by the accounts of witnesses, evidence of torture on the victims' bodies, and the fact that many victims were killed after being taken into RAB custody.

In January 2008, the Home Affairs Adviser, Major General (ret.) MA Matin, acknowledged the problem of deaths in custody and instructed the security forces to ensure that such incidents would stop. While reported cases of RAB killings initially decreased, the numbers have recently increased, and the government has not acted to hold any members of RAB or any other security force criminally responsible.

"The government's offhand rejection of documented reports of abuse is not only a slap in the face to those whose lives have been shattered by the actions of the security forces, but also shows that its talk about restoring the rule of law is little more than empty rhetoric," Adams said.

In its response to Human Rights Watch, the Ministry of Home Affairs also stated that, "the government and its law enforcing agencies and security forces are always respectful to the Court's verdicts and orders.…" Human Rights Watch's research has found, to the contrary, that in many instances when the courts ordered that an inmate be released on bail, the release was delayed because prison authorities had not been granted the "required" DGFI permission.

Human Rights Watch said that there are also numerous due-process violations reported from the special anti-corruption courts, and several lawyers representing high-profile prisoners have been harassed by DGFI. Human Rights Watch has also interviewed businesspeople who say that members of the armed forces extorted substantial sums of money from them, threatening them with arrest or imprisonment.

"The government and DGFI have engaged in rampant interference in judicial processes," Adams said. "Even in anti-corruption cases, extortion has been common and violations of due process appear to have been the norm."

Regarding the media, the Ministry of Home Affairs said that they are "free and working without hindrance," but Human Rights Watch said that assessment is not shared by many in the media. On several occasions, newspaper editors and senior journalists have publicly expressed concern about the interference of the security forces in their work. Journalists have also spoken about a climate of fear and self-censorship, particularly if they consider taking on the powerful military and its agencies.

"Bangladesh needs a government that acknowledges that serious human rights problems exist, and is ready to act to address them," Adams said. "As elections loom, it is important for the major political parties, which had poor human rights records when in office, to show that they are prepared to take on this challenge by developing and presenting their own human rights action plans." #

Any good intelligence, which would represent the interest of the people, would uncover the covert and overt financial, business and political operations of the Daily Star group and of their links with their masters, the evil US-Israel-India axis. The Daily Star is the leading propaganda mouthpiece for the evil axis and they are just evil slaves of their evil masters!

SKEPTICS and concerned citizens may not be fully satisfied with the key institutional reforms started in right earnest by the present caretaker government. The expectations from the new order were high and thus dissatisfaction is not unlikely in an environment of unfulfilled aspirations. However, the present leadership has to be credited for at least initiating the long due reform efforts that may be carried to its desirable end by a truly representative government in the not-too-distant future.

With the above scenario in mind this writer would like to dwell upon the role and function of our intelligence agencies that without doubt are very sensitive organizations; and on account of its very secret nature few would like a free and frank discourse on its modus operandi. Present day security experts are, however, of the considered view that open discussion by competent and concerned persons may in fact rationalise the operations of such organization to the benefit of a democratic polity. One may look at recent events in Pakistan where the military has thought it fit to enlighten all lawmakers about the terror and religious extremism scenario.

One has to remember that intelligence bosses enjoy privileged access to the top political executive, the Prime Minister and the Home Minister. The agencies provide direction to police organizations in addition to providing political-analytical inputs to the ruling regimes. The agencies have undertaken strategic exercises during elections, and conduct election forecasts and analyses to oblige the party in power.

It has been our unfortunate experience to witness that far from being confined to the proper intelligence role, over-zealous bosses became almost a confidante of the chief executive, adept at every task entrusted to them. There are events to believe the truly political role of the crucial intelligence organ of our State. The important lesson to be learnt is that politicization or lack of impartiality and objectivity in intelligence reporting can distort the policy process and thus damage the credibility and political legitimacy of the State. Is it not time that we know if our intelligence organs enjoy the benefit of a legal framework and a well-honed charter of duties? The political leadership has to perhaps decide whether they and the country stand to benefit if intelligence agencies are made to function in a political manner.

Facts, admittedly, are disconcerting. Intelligence apparently faltered when father of the nation Bangabandhu Sheikh Mujibur Rahman with most of his immediate family members and other near relations were murdered in the most gruesome manner. Similarly, intelligence could not prevent the tragic assassination of President Ziaur Rahman, the liberation war hero.

We had the unfortunate experience of witnessing a very sensitive intelligence organization working principally for the whims and caprices of a virtual dictator and using public funds for creating and destabilizing political parties, political horse-trading and shadowing people on personal and flimsy grounds in mid to late eighties. No wonder in such a scenario the professional efficiency was sacrificed and public servants turned into personal servants with the attendant ignominy.

The mission and strategy of our intelligence organizations had not been stable at least insofar as the domestic threat perception is concerned. It invariably changes with the change of a political government. Differing political agenda often tend to cloud the pragmatic understanding of our real national interests.

The broad function of maintaining public order for ensuring internal security is closely associated with the task of collecting and collating intelligence in the interest of the state. In reality, in our situation, the interests of the state often get diluted and mixed up with the interests of the government of the day. The situation is marked by an unfortunate lack of understanding and appreciation of the requirements of the state and the government in a democratic and pluralist society like ours.

The unpleasant truth is that intelligence agencies maintain file and shadow the leaders and workers of pronouncedly constitutional politics-oriented parties belonging to the opposition who are recognized partners in the business of politics. At some point of time when such opposition party comes to power, there is an uneasy relationship between the political masters and the agencies. In such a scenario, professionalism becomes the worst casualty, sense of direction is lost and the organization dips into a lackadaisical environment and interests of the state take a back seat giving greater space to partisan considerations. It needs to be kept in mind that the values of a democratic polity are universal and as such demand unconditional adherence to it.

The national agency is expected to be able to effectively serve national interests if directed appropriately by the political authority. If they (agency) have to remain preoccupied with largely inconsequential partisan matters to the detriment of national interest, then we will not be able to manage the crisis situation, not to speak of forestalling the tragedies of recent times. We have been criticizing the agencies very loudly without, however, appreciating the impediments to the growth of an apolitical professional organization. Time has come when we must have the honesty to call a spade a spade and realize that the governments will change hands but not the state.

In Bangladesh today, we are passing through a sad time when doubts are being expressed publicly about the efficacy and honesty of some vital organs of the state whose functions can neither be arrogated to others nor be privatized. The compounding tragedy is that such criticisms by leaders of our society cannot be summarily dismissed. It would not be prudent to treat a disease by denying its very existence. At the same time we cannot give in to the cynics by agreeing to endure what apparently cannot be cured. We can definitely overcome the impasse by dint of political goodwill and foresight if we admit that the damage caused during the yesteryears have to be repaired and the safety and security of the people will receive unbiased attention. Let us be forewarned that progress in the damage repairing will be slow but if we can muster enough courage to initiate the process and avoid being myopic, our future generations would be the proud citizens of a healthy polity. Our politicians have to take the lead. They have to rise to the occasion.

What may or may not be done to countervail the malevolence of the extremists concerns every right-thinking Bangladeshi but equally, if not more significant, is what kept the state apparatus in a deep slumber while the extremists carried on virtually undisturbed. There is a creeping suspicion that there never was a dispassionate appreciation of the real threat scenario. In other words, there was no effort to pinpoint the threats posed to our democratic polity and by extension to our independent national existence. These questions should bother us because patriotic citizens of the People's Republic of Bangladesh must know that.

Like the responses to other socio-economic issues of our national life, we have been disappointingly reactive in responding to the threats of national security. The whole approach appears to be ad-hoc and on a case to case basis. Somehow, the establishment wishes to assure itself by imagining that a hydra-headed monster has surfaced all on a sudden and will wither soon to the relief of a concerned population.

An intelligence agency should not be the judge of its own operations with regard to the necessity and propriety thereof, nor should it be allowed to operate as the agency or instrument of politicians, or degenerate into an institution for controlling the opponents of party in power, or elements within the party in power with which the high command of the party does not see eye to eye. There must be inbuilt constraints.

Security of the State should not involve:

i. assessing the election prospects of the ruling party;

ii. ascertaining the suitability of the candidates for contesting the elections on behalf of the ruling party;

iii. acting as the super-watchman over the activities of politicians regardless of party identity;

iv. being used as an instrument of political spying either by the government or an individual in the government.

At the heart of the matter, there should be a prescription for a charter of duties for the intelligence organ, putting responsibilities beyond doubt and to indicate what is permitted and what is prohibited.

The purpose for which intelligence has to be collected has to be clearly spelt. The same should not be to sub-serve the interests of a political party or an individual or to blackmail or control the opponents of the political party in power or hostile elements within the establishment.

The legitimate purpose of intelligence should be to anticipate developments that may imperil national interests so as to enable appropriate action with the imperative that any effort to equate national interest with party interest should be guarded against. Once the purpose is known, the chances of non-observance of fairness and objectivity in intelligence collection will be reduced. Constant vigilance against misuse will be needed as intelligence activities are carried on in secrecy.

The catch-all definition of 'national security' should not be used as a cover to hide a multitude of abuses. It should exclude activities that in effect mean denial of human rights and basic freedoms. The vague and antiquated formulations of colonial days relating to intelligence function should be replaced by:

i. clear and firm guidelines on the limits to the organization's authority;

ii. the area of its coverage;

iii. the manner of functioning;

iv. the permissible methods;

v. laying standards for the evaluation of the credibility of its sources of information;

vi. measures for enforcing accountability to the executive and legislature;

vii means of controlling and overseeing the operations.

A detailed and precisely honed charter for the intelligence organ in consonance with the spirit of the constitution needs to be worked out.

Our intelligence organization needs to work under pragmatic political leadership and if properly and professionally steered, it does not threaten our liberties. If we operate by the book, we will be adequately informed of the perils which face us. If we do not know the designs of the so-called extremists, then we could well be isolated and our liberties, too, could be in jeopardy. Therefore, we must be ready to deal with all aspects of the not-very-visible war of the extremists with all its ramifications and fronts, supported by external resources. The last thing we can afford to do now is to put our intelligence in chains. Its protective and informative role is indispensable in time of unique and continuing violence.
