 the people yiu are rebuking have done right thing  as they believed their people through out the world will be safe if obama is elected.
 In their eyes, obama is better of two and they have choosen  the right person if they have really voted for oBama.

Deshis living abroad exhibit plenty of political schizophrenia.

In the USA they will demand the resignation of their own party's
congressman or senator if found corrupt. Yet these same Deshis are
silent when it comes to the criminal activities of their favourite
party in Desh.

Many even lobby for their favourite Deshi party by attacking only the
opposition party - never a word about their own party's failings.

Hypocrites. They are all hypocrites who add to our nation's misery.

Renowned Islamic scholar and preacher Dr. Zakir Naik angered a section of Sunnis and Shias by his statement to a private TV channel that a Muslim should seek help only from Allah and no one else, not even the Prophet.
Angered by his statement a section of the community reportedly approached the home minister of Maharashtra RR Patil and demanded a ban on the Islamic conference which he is organizing between November 14 and 24 in Mumbai.
The 43 year old medical practitioner told reporters that by saying this he has not done any thing against the principles of Islam. Whatever he has said is essential of "Tauhid" which is the soul of "Imaan". A big section of Muslims across the world believe that Only Allah is the All Mighty and worthy of worship and help should be sought only from him and no one else he added.

Dr. Naik enjoys a fan following across the world because of his critical analysis of Islam and his knowledge on comparative religion. He is the founder-president of Islamic Research Foundation (IRF) and also runs Peace TV, an Islamic television.
He travels across the world giving speeches and lectures on Islam and comparative religion. A big section of Muslim across the world appreciates his efforts to clear misconceptions about Islam through his lectures and talks.
There was another Fatwa against him by some Shia clergy of UP. Last Friday Lucknow based Mufti Abul Irfan Mian Firangi Mahali issued a fatwa against Dr. Naik describing him as a kafir (agnostic). The fatwa recommends that Dr. Naik be ex-communicated from Islam.
The Mufti pointed out that Dr. Naik supports Osama Bin Laden and calls upon the Muslim youths to become terrorists. He also criticized Dr. Naik for his alleged glorification of Yazeed who killed Imam Hussein the maternal grand son of the Prophet and a person considered holy and respectable by the Shias across the world.
Dr. Naik on the other hand defended himself and clarified that he has never supported either terrorism or Osama. He added that he has always been saying that all those who kill innocents are terrorists. He pointed out that people usually misquote his statements from the speeches he delivered in past.
For instance, he pointed out that the actual statement goes like this that "all those who kill innocents are terrorists. So if the USA kills innocents, it doesn't have the right to call Osama a terrorist unless it owns up its own crime."
On the accusation of instigating Muslims to become terrorists he clarified that he had said Muslims should become terrorists in the sense that they should strike terror in the hearts of criminals and anti-socials but again the statement has been misquoted he added.

Zakir Naik on Taliban and Osama Bin Laden



Last year he was center of an international controversy by saying radi Allaho anho (may Allah be pleased with him) after taking Yazid's name, a traditional prayer reserved for the companions of the Prophet Mohammad.
Last month Dr. Naik was supposed to deliver a series of public lectures in Allahabad and Lucknow. But Shia groups started protesting against Dr. Naik. Soon the administration had to stop the lectures citing law and order problem.
It is not the case that Dr. Naik hasn't got any support on this issue. Many Muslim organizations have come in his support. All-India Sunni Board and Sheikh Abdul Qadir Jilani Foundation came to defend him saying that Dr. Naik is one of the most respected scholars and doing an excellent work through his efforts to clear the misconceptions about Islam.
Dr. Naik who was born in Mumbai on October 18, 1965 is a medical doctor by profession. The website of Islamic Research Foundation describes him as "international orator on Islam and Comparative Religion. Dr. Zakir Naik clarifies Islamic viewpoints and clears misconceptions about Islam, using the Qur'an, authentic Hadith and other religious Scriptures as a basis, in conjunction with reason, logic and scientific facts."
He has also been appreciated by his efforts to engage in inter religious dialogue.
He has given hundreds of public lectures on Islam and comparative religion. He has also authored many books including Replies To The Most Common Questions asked By Non-Muslims, Qur'an and Modern Sciences- Compatible Or incompatible, Concepts of God in Major Religions, Islam and Terrorism, Women's Right in Islam- Protected Or subjugated, among others.

Something good is happening in the Muslim world. A man with a half-Muslim parentage will soon take oath as the American President. The Malegaon blasts are being fairly investigated. Recently, Muslim scholars, activists and clerics got together and issued fatwas delinking Islam with terror. An 18-coach Sheikh-ul-Hind Express from Deoband carrying 2,000 clerics set out on a journey with a message of peace and integration. Some 6,000 clerics from 21 states met in Hyderabad to issue more fatwas against terror activities. From shock and denial modes, the Indian Muslim community has begun to introspect and take positive steps.

Now, a collective body of Muslim clerics has taken another commendable step by denouncing televangelist Zakir Naik's speeches and demanding a ban on them. Popular Muslim resentment against Naik became evident last December when he used the phrase, "May God be pleased with him", for Yezid, the debauch ruler and murderer of Imam Hussain; the Prophet Mohammed's grandson who was martyred at the battle of Kerbala. Throughout Islamic history, these particular words have been used only for the Prophet's trusted companions. Anger has now peaked with Naik declaring that praying to Prophet Mohammed and seeking his intercession with God is heresy.

I have been particularly disturbed by the growing popularity of Naik, founder of Peace TV and president of the Islamic Research Foundation. Naik is not an Islamic scholar or a cleric and can best be described as a preacher famous for his computer-like memory of almost all religious scriptures like the Bible, the Vedas and the Quran.

A doctor by training and inspired by the late India-born South African evangelist Sheikh Ahmed Deedat, Naik loves to debate with Hindus on the Vedas, with Jains about vegetarianism and atheists on religion and science. In the garb of inter-faith dialogues, he not only runs down all major religions, but also rubbishes as haraam (sinful) all Muslim devotional aspects that differ from his viewpoint.

In the subcontinent, Islam is the legacy of the Sufis who gave us traditions of syncretism and communal harmony. By condemning Sufi followers as "grave worshippers", Salafi and Wahabi ideology-inspired speakers such as Naik reject an entire historical body of Islamic scholarship, jurisprudence and almost 80 per cent of Islamic literature. Naik is on record saying, "If Osama bin Laden is terrorising America or the enemies of Islam, every Muslim should become a terrorist." Excerpts of this video are circulating on the internet, damaging the already wounded perception of Islam and its followers.

Social injustices cannot be used as a theme to create havoc and destruction in society. However, some rabid ideologues continue providing fuel to Muslim animosity by overturning the spirituality of Islam into a rationalised discourse leading to pragmatic political activism. If Muslims insist that Hindutva ideologues be quietened, we must do the same with Muslim radicals. Dialogue within the Muslim community on what form the rightful Islamic traditions should be has long been overdue. Thankfully, Muslims are now alert, identifying and rejecting intolerant elements within their own people.

Bangladesh population reaches 16.13 crore ( 160. Million ) : UNFPA report

The population of Bangladesh has reached 16.13 crore marking a 1.7 per cent growth in the last one year, according to the latest global population report released by the United Nations Population Fund in Dhaka on Wednesday.

The Bangladesh population with the present growth rate will reach 25.41 crore in 2050, says the report, released simultaneously in other countries of the world. The country's population in 2007 was 14.71 crore.

The total fertility rate has, however, decreased to 2.81 in 2008 compared to 2.98 in 2007, says the report.

It said the per capita gross national income dropped to $1,230 in 2008 from $2090 in 2007. The GNI of Bangladesh lies far below than other countries of the subcontinent like India, Pakistan and Sri Lanka where the per capita income is $4,000, $2,410 and $3,730 respectively. The Bangladesh's GNI is slightly better than Nepal where it is $1,010.

Unveiling the report on the State of World Population 2008 at the National Press Club, UNFPA acting representative Pornchai Suchitta said this year's report was focused on culture, gender and human rights.

'This year is the 60th anniversary of Universal Declaration of Human Rights and the report calls for culturally sensitive approaches to development, promote human rights in general and women rights in particular,' he said.

Gender inequality remains widespread and deep-rooted in many cultures and the report calls for action to increase cultural knowledge, Pornchai added. 'Men are primary decision makers about child bearing, contraceptive use while women themselves have no power to decide issues of their reproductive health,' the UNFPA official said.

He said the denial of women's right to take decision on reproductive life along with malnutrition, early marriage and violence are the reasons of incredibly high population growth, maternal mortality and child mortality and key impediments to achieve the millennium development goals.

'It is a striking fact that women and girls are three fifths of the world's one billion poorest people, women are two thirds of 960 million adults who cannot read and girls are 70 per cent of the 130 million children who are out of school,' he said portraying the global situation.

The UNFPA executive, quoting the report, said cultural constraints rather than poverty held women back from using family planning and programmes could succeed even if there had been little economic development.

'In Bangladesh, some laws are not women friendly and therefore they do not enjoy equal rights to marriage, divorce, guardianship and inheritance although the constitution provides equal rights to men and women in public life,' he observed.

Despite Bangladesh's commitment to the Beijing platform for action to enact and periodically review domestic legislation to punish and redress violence against women in the home, workplace, community and society, very little is progressed in amending discriminatory laws and some of the provision of the Convention on the Elimination of All Forms of Discrimination against Women, he said.

In all stages of life, women suffer from malnutrition more than men and lack access to healthcare, the UNFPA executive said. 'The UNFPA is committed to contribute towards achieving the goals of international conference on population and development and the millennium development goals.'

Other demographic, social and economic indicators of the report show that the energy consumption per capita is very much low in Bangladesh, which is 158 units compared to 491, 490, 338 and 477 units respectively in India, Pakistan, Nepal and Sri Lanka.

Additional director general of health services Hosne Ara Tahmin and UNFPA's programme officers Noor Mohammad and Mozaharul Islam Khan were also present.

Like many other commuters, when I received one this morning from a hawker at west 34th street, Herald Square, Manhattan just a few blocks south of the Times headquarters, I was surprised at first as the New York Times on November 12, 2008 with a headline "IRAQ WAR ENDS" surprised commuters, many of us took the free copies thinking we were legitimate.
 
Commuters nationwide were delighted to find out that while they were sleeping, the wars in Iraq and Afghanistan had come to an end. One million two hundred thousands Papers were printed at six different presses and driven to prearranged pickup locations, where thousands of volunteers stood ready to pass them out on the street. The14-page "special edition" of the New York Times had everything like International, National, New York, and Business sections, as well as editorials, corrections, and a number of advertisements, including a recall notice for all cars that run on gasoline.
 
Although the paper, an exact replica of The New York Times, was a hoax, but many readers were pleased to imagine that it would be great if it comes true. "It's all about how at this point; we need to push harder than ever," said Bertha Suttner, one of the newspaper's writers. "We've got to make sure Obama and all the other Democrats do what we elected them to do. After eight, or maybe twenty-eight years of hell, we need to start imagining heaven." According to the many readers, it doesn't "imagine a liberal utopia" — just something better than the conservative dystopia of the last eight years and described the eight months of progressive support and pressure, culminating in President-elect Obama's "Yes we REALLY can" speech. A liberal group called the Yes Men, well known in the US for its practical jokes, claimed responsibility for the elaborate prank.
 
Dated July 4 2009, and boasting the motto "All the news we hope to print" in a twist on the daily's famous phrase "All the news that's fit to print", the fake paper looks forward to the day the war ends, and envisages a chain of events that would be manna from heaven for American liberals. "IRAQ WAR ENDS," read the lead story headline, while other pieces included an apology from the former secretary of state Condoleezza Rice for lies Rice that the Bush administration had known all along that Saddam Hussein had no weapons of mass destruction and the indictment of President Bush for high treason. It may not be coincidental, but in an interview with CNN on November 12, 2008, President George W. Bush said that he wanted people to know what it was like to make some of the decisions he had to make but it conveyed the wrong message. "I've had one of those presidencies where I've had to make some tough calls, and I want people to know the truth about what it was like sitting in the Oval Office, he said. In an another interview with Bloomberg Television on July 3, 2008, Rice, however, was proud of the U.S. decision to wage the Iraq war and insisted that the world is not more dangerous than it was when Bush took office.
 
In one story ExxonMobil is taken into public ownership; while in another evangelicals open the doors of their mega-churches to Iraqi refugees. Articles in the paper announce dozens of new initiatives including the establishment of national health care, a rebuilt economy, progressive taxation, goals of progressive politics, abolition of corporate lobbying, maximum wage for C.E.O.s, and national oil fund to study climate change. In addition, the paper said that notorious Guantanamo Bay, Cuba detention camp would be closed, along with a network of secret C.I.A-run facilities in Eastern Europe, Afghanistan, and elsewhere.
 
To make it more real, the fake paper misspelled Secretary of State Rice's first name and chose the Independence Day of US. The people behind the project wanted to experience what it would look like, and feel like, to read headlines people really want to read and it's about what's possible, if everyone thinks big and acts collectively. According to the organizers, the election was a massive referendum on change. There's a lot of hope in the air, but there's a lot of uncertainty too. It's up to all now to make these headlines come true. "It doesn't stop here as we gave Obama a mandate, but he'll need mandate after mandate after mandate to do what we elected him to do," said Andy Bichlbaum, editor of the spoof New York Times. "To act properly, he'll need a lot of support, and yes, a lot of pressure," he added.
 
When Barack Obama takes office in January, propelled by the greatest percentage of the popular vote by a Democratic presidential candidate since Lyndon Johnson in 1964, his party has high hopes that it has a mandate to push through the ambitious agenda Obama laid out in his campaign.
 
Though the special edition itself had been produced by a number of writers from various New York dailies, including a couple from the New York Times itself, but it was evidently an expensive satire. The project had taken about six months and had been funded by a large number of small donors. And not all readers reacted favorably. "The thing I disagree with is how they did it," said Eric Paul who was taking coffee with me at Starbucks near Penn Station. "I'm all for freedom of speech, but there should be some limit."
 
It was a brilliant prank! It looks like those of those headlines are what the majority of Americans want to see under Barack Obama after he takes power in January. The parody definitely has the fingerprints of the social justice movement. But some readers became emotional. According to them, this is really in bad taste and not funny at all. It is one thing to do a spoof or a social commentary piece, but to put a headline saying the Iraq War has ended is just going too far. People are dying over there - this is not something to "spoof."
 
As the Times deserve its reputation as "the paper of record," there is a history of spoofs and parodies of The Times. Probably the best-known is one unveiled two months into the 1978 newspaper strike. A whole cast of characters took part in that parody, including the journalist Carl Bernstein, the author Christopher Cerf, the humorist Tony Hendra and the Paris Review editor George Plimpton. In 1999, the British business executive Richard Branson printed 100,000 copies of a parody titled "I Can't Believe It's Not the New York Times." The Onion is an American "fake news" organization. It features satirical articles reporting on international, national, and local news as well as an entertainment newspaper. In 1970, the infamous Bananer became the first spoof to parody a non-Chimes publication: the Christian Reformed Church's Banner periodical. For Chimes, the Bananer has been a source of inspiration for subsequent parody projects and the newspaper itself.
 
Stories of the spoof New York Times are fake, but not exactly funny, not exactly cruel. They're wishful headlines about how great everything would be if the country would adopt liberal policies under the new administration of President-elect Barack Obama.

ENVIRONMENT: Crisis is opportunity

The urgency of the global financial crisis is no excuse for neglecting climate change. 

 

SAN-Feature Service : As world leaders gather in Washington, they would do well to remember that we face two crises. The global financial crisis is most immediate; the more existential is climate change. The urgency of the first is no excuse for neglecting the second. To the contrary, it is an opportunity to kill two birds with one stone.

 

Put aside the familiar arguments: that the science on climate change is clear, that every day we do not act the problem grows worse, that fighting global warming is a moral imperative. Instead, let us make the case purely in terms of pragmatic economics.

 

Global growth is slowing. Budgets are tightening. We will likely have fewer resources to tackle a lengthening agenda of global problems. What steps can we take, then, to create jobs and spur growth? How can we assure energy supplies at affordable prices? What must we do to insulate the global financial system from recurring shocks and cyclical bubbles, so that people of all nations can enjoy the promise of development and live in economic security?

 

The answer is to find common solutions to the grave challenges facing us. And when it comes to two of the most serious — the financial crisis and climate change — that answer is the green economy. If our way of life is threatened, our response must be to adapt. Scientists agree: to address climate change, we need an energy revolution, a wholesale change in how we power our societies. Economists agree as well: the hottest growth industry in the world just now is renewable energy. That's where jobs of the future are already being created, and where much of the technological innovation is taking place that will usher in our next era of economic transformation.

 

Practical philosophers remind us that tomorrow begins today. Yes, this weekend's financial summit in Washington is critical. But we face no less a test in early December, when nations gather in Poznan, Poland, for the next round of U.N. climate convention negotiations. The meeting marks the half-way point along the Bali road map, embraced amid great euphoria in Indonesia last year. It aims to set the stage for a grand bargain in Copenhagen next December, when world leaders come together to negotiate an ambitious and comprehensive climate change agreement that all nations can embrace.

 

At Poznan, environment and climate ministers will meet for the first time to chart out a long-term vision of cooperative action. To reach a deal in Copenhagen, we need a clear work-plan with specific goals for reducing emissions and adapting to the adverse effects of climate change. We need an agreed institutional architecture, a serious commitment an Adaptation Fund and, above all, a willingness of both developing and developed nations to do their part. Financing will be key. If developing nations lack the financial resources and technologies to "go green," we cannot effectively fight climate change.

 

Wishes do not automatically translate into deeds. But let us be clear: that is what the world's people want — businesses, investors, governments and citizens' groups. In fact, it is already happening. The U.N. Environment Programme estimates that global investment in zero-greenhouse energy will reach $1.9 trillion by 2020 — a significant portion of global GDP. Worldwide, nearly two million people are employed in the new wind and solar power industries, half of them in China alone. Brazil's biofuels programme has been creating nearly a million jobs annually. In Germany, investments in environmental technology is expected to quadruple over the coming years, reaching 16 per cent of manufacturing output by 2030 and employing more workers than the automobile industry.

 

We do not need to await the arrival of new technologies, nor need we worry excessively about the costs of taking action. Studies show that the United States could cut carbon emissions significantly at low or near-zero cost, using existing know-how. For evidence, consider how Denmark has invested heavily in green growth. Since 1980, GDP increased 78 per cent with only minimal increases in energy consumption. For businesses, such savings translate into profits. Today, for example, European companies in the green tech sector enjoy substantial "first mover" advantages, accounting for one third of the world's burgeoning market in environmental technologies.

 

With the right policies and financial incentives — within a global framework — we can steer economic growth in a low-carbon direction. With the right policies and the right incentives, we can be sure that developed and developing countries alike contribute to the cause of fighting global warming, each in their own way and without compromising every nation's right to development and the economic well-being of its citizens.

 

The most forward-looking CEOs know this. That's one reason why businesspeople in so many parts of the world are demanding clear and consistent policies on climate change — global policies for a global problem. In this regard, let us accept that there are many paths to Rome. In Poznan, and later in Copenhagen, some will seek strict emissions limits. Others will prefer voluntary targets. Still others will debate the pros and cons of "cap and trade" carbon markets versus taxes and national conservation regulation. Many will call for policies to reduce de-forestation, accounting for roughly a fifth of green-house gas emissions. Investment of $17 billion to $30 billion annually could halve that amount while boosting conservation-related employment in such tropical countries as Indonesia

 

Alas, we cannot pick and choose. We need all of these approaches. Even more, we will need leadership — enlightened and global perspective, matched by action. Today's global financial crisis is a wake-up call.. It demands fresh thinking. It requires innovative solutions that take into account the larger challenges we face as a global people. The arrest of a serving army officer in connection with a terrorist attack targeting the Muslim community is a matter of deep concern. Every officer takes an oath to defend the country and its Constitution. The officer's code states that the country must come first, always and every time. Therefore, Hindu officers hatching a conspiracy to blow up Muslims plays into the hands of those forces which want to see the country divided down the middle on religious and communal lines. This is the kind of stuff that any inimical intelligence agency would dream of achieving. The bombing incident is a one off case in the armed forces even as it is emerging that other serving officers are involved. Investigations will take place and the law will take its course. There is however a dangerous trend which is affecting the officer cadre. This is the hugely negative influence that the Hindutva agenda has achieved in the garb of patriotism and nationalism. The extent of penetration is obvious by the kind of mails being circulated amongst several groups in which serving as well as retired officers are participants. Being a retired officer, I am at the receiving end of several such groups. I am waiting for a mail which has condemned the involvement of serving and retired officers in the Malegaon attack or one which has even considered its implications. Muslims and Christians are routinely derided by officers who see them as acting against Hindu interests even though there are thousands of soldiers and many hundreds of officers who belong to these communities in service. The 'All terrorists are Muslims' syndrome is firmly in place. Never mind the ULFA, LTTE, Naxals or Khalistanis and now Abhinav Bharat, the outfit responsible for the Malegaon blasts.
 
Till recently, the secular credentials of the Indian army were never been in doubt; therefore it was surprising to see the reaction of several senior officers when the muslim headcount controversy came out in the open a few years ago. A retired general even petitioned the Supreme Court to prevent data being provided to the Sachar Committee which was looking into the conditions of Muslims. Interestingly, the navy and air force had no problems in providing the figures. The army has only 3% of Muslims in the rank and file though the Muslim population is over 15%. The army reflects the views of society, so the anti-Muslim bias which exists across most sections was expressed by saying that the army is secular and not based on caste or religion so there was no need to consider any increase of a particular community.
 
The BJP jumped into the fray stating that this was going to communalise the army. The fact is that the fighting arms of the army except for some new raisings are based on caste and have a fixed class composition. For example, Jat Sikhs are recruited in the Sikh Regiment whereas 'lower' caste Mazhabi and Ramdasia Sikhs are recruited in the Sikh Light Infantry. Almost every community has an infantry regiment named after it; be it the Jats, Sikhs, Dogras, Gurkhas, Rajputs, Marathas, Biharis, Assamese, Maharis, Punjabis, Madrasis and even the Nagas. The only pure Muslim regiment is the Jammu and Kashmir Light Infantry. There are very few fixed vacancies for Muslims in other regiments.
 
Muslims always formed a large part of the British Indian Army in pure and mixed regiments but most units went across to Pakistan though a large proportion of the population stayed on in
India. The imbalance which crept in should have been corrected much earlier since every community has the right to participate in the defence of the country and also enjoy the privileges which accrue thereof. The government of the day bowed down and the issue was swept under the carpet.
There is now a fairly aggressive ex-servicemen movement which is not averse to organizing processions and hunger strikes to highlight demands relating to pay and pensions. This community is being politicized which may not be a bad thing by itself but such a group being influenced by extreme right wing propaganda in the name of nationalism can be dangerous and could lead to further incidents like the Malegaon blast. The meaning of the word 'secular' which has always been the strength of the armed forces is now taken to mean appeasing minority communities, specially Muslims. As a policy, the BJP has wooed several retired officers. A general is the Chief Minister of a state. Several generals have been given tickets to stand for elections. This is perfectly laudable but indicates a trend. Maybe the Congress should also consider a greater representation for retired officers. The presence and participation of several officers in the agitation in Jammu with regard to the Amarnath Shrine controversy is an indicator of the political leanings of the officer cadre. Incidentally, the governor Lt Gen SK Sinha, a BJP appointee, managed to single handedly
achieve what militancy could not for two decades: total alienation of the population of the Valley. The Congress must be cursing itself for allowing him an extension. The army needs to look inwards and correct aberrations before it is too late. The consequences for the republic are frightening. It could cease to exist.

Create Level Playing Field for Candidates for Change in Bangladesh
 
When we talk about electoral democracy we would be talking about democratic practices involved in a democratic election. Included within the framework are the fundamental political values, i.e. democracy, democratic practices & democratic Institutions, the rule of law, fundamental human rights and a just & honest electoral organisation. Like other organisations established in a democracy, the electoral organisation entrusted with the power to conduct elections should completely be committed to democracy and have the will to actively promote democratic ethics.
 
What we see from our present political scenario? The Awami League president had alleged a conspiracy was being hatched against the December 18 parliamentary polls and said the national elections must be held on the day for transition to democracy. National elections must be held on December 18 for transition to democracy and her party want acceptable elections in a free and fair manner which will be contested by all political parties. The Awami League president stressed the need for the establishment of an effective post-election parliament through which both the elected government and the opposition will play a positive role in running the country. On the other side, the Chairperson of the Bangladesh Nationalist party (BNP) expressed her concerns that the government has failed to create a promised level-playing field for all parties to contest the election, while the election commission seems favouring a certain group to clinch power. Analysts have said the participation of both major parties is crucial to ensure peaceful voting and a smooth return to democracy after nearly two years of rule by an army-backed interim government.
 
It is very important that the elections should be held in keeping with the schedule on December 18 for a democratically elected government which will, in fact, reflect the wishes of the people, a foreign diplomat said. He thinks that is a vision for the future that my sense is shared by everybody in this country. Asked about the BNP's unwillingness to contest the elections, he said the BNP must make the decision on the matter. But from his perspective as a high commissioner of a country, he has very much hope that they will have the widest possible participation in this election. Other foreign diplomats hoped that all political parties will be able to participate in the election to compete in a free and fair manner to democratically elect a government. About the BNP's allegation of absence of a level playing field for fair polls, one foreign diplomat said it is the matter of the caretaker government to discuss with all political parties and expressed that of course, everyone in this country wants to see free and fair elections and all political parties have equal opportunities to participate and campaign for the elections 
 
Democratic ethics have ideally been outlined by the various international conventions. The adoptions of some of the fundamental elements found in the guidelines would help to establish some kind of electoral standard which enjoys not only the broad support of the people but also most importantly the attainment of a standard that is internationally recognised. To determine where exactly we are with international standard, we would have to examine the legal framework governing democratic elections in the country. There is no 'best' electoral system suitable to all and no universally recognised standard attached to any one of them. The choice of electoral system needs to be made with desired goals in mind. It must be understood by all that the effect which different kinds of electoral system can promote are ultimately contextual and depend on the specific cleavages and divisions within any given society.

Choosing an electoral system is one of the most important institutional decisions for any democracy. An electoral system can help to "engineer" specific outcomes such as encouraging co-operation and accommodation in a divided society, a point very much relevant to independent Bangladesh in its infant stage by which cleavages and divisions are reduced significantly through co-operation and accommodation among the society divided with race, religion, culture as well as geopolitical environment at that particular point of time. The International Handbook on electoral system specifically mentioned that in the choice of an electoral system an important consideration is whether a country is sharply divided along political, religious, ethnic or other lines and whether minorities are, in the process, going to be properly and equitably represented in the political system.

The choice of the electoral system within the context of a particular country can make a significant positive or negative impact on the electoral fortunes of the various political contenders. As far as we are concerned the simple system chosen had seen the negative impact on parties which failed to gain popularity (in term of seats obtained) and had even disappeared from the political scene. On the other hand there are parties whose leaders have been far sighted enough to undertake policy of accommodation and co-operation and had continued to gain seats (and power) devoid of any prospect of being wiped out of the political scene at all. In spite of these difficulties the EC has been in complete control and has done very well in vital areas pertaining to the actual electoral conduct and process, e.g. Nomination, Poll, the Count and the pronouncement of results. Complete transparency has been achieved in those areas even though in carrying out those functions the EC has to rely on the honesty and impartiality of government officials. In general government officials, in terms of accountability, owe their loyalty to the government of the day.

Earning the confidence of the people is considered the most challenging task for the Commission. So far so good. For the past general elections we have managed to earn that credit. On the other hand it is also a completely challenging task for the Commission to earn and maintain the confidence of the opposition parties especially when all the time they harbour a sense of complete distrust for the government and collaterally for the Commission. Ironically what ever the Commission does has always' been quaintly seen as working towards maintaining favourable conditions for the government and of course for the present caretaker government in power. What is considered completely fair sometimes are pronounced as unfair and the built-in advantages enjoyed by the party in power and a complete manipulation of those advantages would during critical time completely wipe out any shred of confidence they may have over the whole system and the agency in charge.

When we talk about election management with international standards, it is important that the legal framework on election should be so structured as to be unambiguous, understandable, transparent and should address all components of an electoral system necessary to ensure democratic election. What is really important to our nation is the necessary components in the law which will enhance the credibility of and public confidence in the elections. The legitimacy of the government established under the system should not at all be subject to any form of post election outcry and examinations.How does a member of the public view somebody's' statement which says that determining the mode of campaign as none of the EC's business. What exactly are we expected to do during the time when with the conduct of a democratic election, democratic rules appear to indicate that freedom to campaign can be considered the most important element in the election process. Which other ways can EC earn the confidence of the people other than being judged on our performance in the conduct of a free and fair election.

I believe that all aspects of the electoral Commissions' establishment, composition, status and functions are relevant to the question of transparency in the electoral process. In term of the International standards and guideline, the legal framework should require that the Commission be established and should operate in a manner that ensures the independent and impartial administration of elections.As for the electoral management system we are quite close to the internationally recognised electoral standards. In Bangladesh the legal framework on election will provide the important elements for the establishment a strong electoral management process and mechanism but yet the overall framework clearly does not provide sufficient rooms for the Commission to manoeuvre and place itself completely in a commanding position to set up a completely level playing field during the election period.

When we talk about democratic electoral process, we always hear people mentioning about the need for a level playing field. The expression "level playing field, according to electoral guidelines required the fair application of the following to all political parties.

  • All rules and regulations
  • Freedom to campaign by all means available (Democratic electoral campaign)
  • Access to the state owned media to explain program to electorate
  • Free to consult the election management team (Access to Electoral Commission)
  • Can participate, where necessary, in election preparatory process, or
  • Can participate in observing that all procedures are being properly applied.

Level playing field is a necessary ingredient of a free and fair election although no one with enough experience in the conduct of election will ever subscribe to the view that an absolute equality can be achieved between the contending parties. Built in advantages enjoyed by the party in power in Bangladesh are many, including the right to call the shots, publicity over policy announcements and most of other public related exposures, including the support the ruling party may enjoy from a large number of privately owned media bodies which consider as being the major obstacles to the establishment of a playing field considered level in our election

Election is a festival of democracy. It fosters an inclusive state, democracy rooted in popular sovereignty and sustainable peace and tests the competitive strength of political parties and leaders through program and ideologies. In this context, it is important for the Nepalese press to keep the hope of citizens alive and kicking by serving key roles in democratic initiatives, democratic consolidation, democratic expansion and democratic deepening. Truly independent press spreads democratic ideology and plays an important role in the maintenance of the democratic system. It signifies a program of public rationality and a voice of the voiceless.

Since print and electronic media are the prime channels of transmitting electoral messages, politics in Bangladesh will be played out increasingly in communicative space. Press can contribute to ease the nation's transition process by creating election-friendly environment, democratising the public sphere and legitimising political initiatives. In Bangladesh, politicians talk more to the press than among themselves. It is the press that shapes their overall cognitive understanding about politics. A strong identification of citizens with political parties steered by the press provides greater motivation to vote and engage in politics. But, party is only a part of society, not the whole. Press can play an important role to make democracy for everybody by reaching to even the passive and alienated populace and sensitising them on public questions. By providing critical information responsible press nurtures an informed society capable of making vital choices in the election process and contributing towards the emancipatory potential of rationality embodied in participatory democracy.

The Saudis' dubious interfaith agenda at the UN

The country's lack of religious freedom betrays its lofty rhetoric. The real aim of its 'dialogue' is to promote a global blasphemy law.

World leaders gathering at the United Nations this week for a special session of the General Assembly to advance interfaith dialogue should have no illusions that their efforts will miraculously promote mutual respect between religious communities or end abuses of religious freedom.
Saudi King Abdullah, who initiated this week's special session, is quietly enlisting the leaders' support for a global law to punish blasphemy – a campaign championed by the 56-member Organization of Islamic Conference that puts the rights of religions ahead of individual liberties.
If the campaign succeeds, states that presume to speak in the name of religion will be able to crush religious freedom not only in their own country, but abroad.
The UN session is designed to endorse a meeting of religious leaders in Spain last summer that was the brainchild of King Abdullah and organized by the Muslim World League. That meeting resulted in a final statement counseling promotion of "respect for religions, their places of worship, and their symbols ... therefore preventing the derision of what people consider sacred."
The lofty-sounding principle is, in fact, a cleverly coded way of granting religious leaders the right to criminalize speech and activities that they deem to insult religion. Instead of promoting harmony, however, this effort will exacerbate divisions and intensify religious repression.
Such prohibitions have already been used in some countries to restrict discussion of individuals' freedom vis-à-vis the state, to prevent criticism of political figures or parties, to curb dissent from prevailing views and beliefs, and even to incite and to justify violence.
They undermine the standards codified in the Universal Declaration of Human Rights, the keystone of the United Nations, by granting greater rights to religions than to individuals, including those who choose to hold no faith – or who would seek to convert.
Another stark irony hangs over the UN special session this week. Saudi Arabia is one of the world's worst abusers of religious freedom, a fact recognized by the Bush administration when it named it a "country of particular concern" under the International Religious Freedom Act in 2004. The king couldn't hold such a conference at home, where conservative clerics no doubt would purge the guest list of Jews from Israel, Baha'is, and Ahmadis.
The Saudi government permits the public practice of only one interpretation of Islam. This forces the 2-to-3 million Christian, Hindu, Buddhist, and other expatriate workers there to leave their convictions at the border, since non-Muslim places of worship are prohibited, non-Muslim religious materials risk confiscation, and even private worship is affected by the strictures.
It also violates the rights of the large communities of Muslims who adhere to Islamic traditions other than the one deemed orthodox by Saudi clerics. In the past two years, dozens of Shiites have been detained for up to 30 days for holding small religious gatherings at home. One Ismaili, Hadi Al-Mutaif, is serving a life sentence after being condemned for apostasy in 1994 for a remark he made as a teenager that was deemed blasphemous. The alleged crime of apostasy, in fact, can be punished by death.
The government's policies are enforced by the Commission to Promote Virtue and Prevent Vice, a roving religious police force, armed with whips, that regularly oversteps its authority and is unchecked by the judiciary.
Women seeking to exercise basic freedoms of speech, movement, association, and equality before the law have experienced particularly severe abuse.
In a particularly egregious recent case, a woman was gang-raped as punishment by seven men who found her alone in a car with a man who was not her relative. She escaped the sentence of 200 lashes and six months in prison only because of a pardon by King Abdullah, yet he also said he believed the sentence was appropriate.
Holding a session on advancing interfaith dialogue abroad is a pale substitute for hosting it in the kingdom, where the message of respect for freedom of religion and belief is most needed.
Against the background of Saudi repression and the kingdom's role in exporting extremism, including through school textbooks preaching hatred of "unbelievers," the UN and every world leader attending the special session should be demanding an end to severe violations of religious freedom in Saudi Arabia.
Dialogue is no substitute for compliance with universal human rights standards.
The monarch would make a far greater contribution by exponentially increasing his efforts to promote religious freedom at home, where religious intolerance reigns. A welcome first step would be to release Hadi Al-Mutaif and all other religious prisoners who remain behind bars in Saudi Arabia.
