At the root cause of Islamic terror in Pakistan

While cause of terrorism is multi-faced, terrorists on the other hand are always unique in their background-ideologically guzzled, citizen of autocratic states and almost invariably exploited by foreign policy makers. While our leftist friends could not recuperate from American conspiracy theory, undeniable nemesis of rise of Islamist ideology and associated fundamentalism in south Asia needs more focus on failure of leftist politics in India, Pakistan and Bangladesh. From its birth, Pakistan has been ruled by a few handful families in old tradition of Islamic family centric power politics and this group of elites ruined Pakistan for retaining their power. Worst of this case happened in 2nd December, 1978, when General Zia-Ul-Haq captured the power in a promise to set up true Islamic republic of Pakistan. Secular syllabus was overhauled and general directed Islamic brainwash from the buds-Official school texts of Pakistan started emphasizing glory of Islam and doom of polytheist Hindus in horror Casteism and Sati burning. Note that this anti-Hindu, anti-India propaganda started a year before United States got heavily involved with Mujahidin in Afghanistan at the backdrop of Russian aggression. For Zia, it was a golden opportunity to bolster his power base since he was son of a farmer and didn't belong to power broker aristocratic families of Pakistan. He saw anger among Pakistani poor people against these western educated elites and metamorphosed that anger by feeding them Wahabi Islam to consolidate his basics with added blessing from Ronald Regan, who used the general to counter Soviet in central Asia. Therefore Islamic brotherhood was call of the day since in no other way Pakistan would have been inspired to fight in Afghanistan given long history of animosity between two countries.

When Noor Muhammad Taraki of Marxist PDPA assumed power in Afghanistan in 1978, he started modernization of Afghanistan by land reform and eliminating local landlords. At the beginning, he enjoyed mass support of the poors and the military. But United State found the situation unacceptable as another country falling in the hand of communists. Therefore, US backed up feudal landlords using Pakistan as base. A mass insurgency against PDPA in whole Afghanistan was hatched using Islamic sentiments of the poor Afghans who was actually benefitting from PDPA's land reform. But atheist communists were portrayed as enemy of Islam in Afghanistan and in order to do so massive Islamic machinery was set up in Pakistan which is intact even today. Remember this started even before Russia officially marched in Afghanistan. Many a times, we find, USA has used the pretext of Soviet aggression but in reality, CIA was actively planting Islamism in this area to depose PDPA blessed by Soviet Union. From 1978 since withdrawal Russian troops in 1988, Jamat-e-Ulema-i Islam, a Deobandi school of Islamic scholars, led the task of mushrooming Islamic millitants including Talibans in Pakistan. Given by the present insurgency level in Pakistan, attempt to reverse this militant Islam since 9/11 met with very little success and the gruesome event in Mumbai reminds us once again, strength of ideology can not be reversed unless political leaderships is truly willing for eradication of Islamism. As I said before in another editorial, even if we enhance our security, our flaws against Islamists ideology would remain as permanent seed for causing more terrorism in the future. And at this point, even BJP would not be touching this sensitive issue of virus of Islamic brotherhood which is creating hell in the whole world. Instead, they would be more interested in blame game to reap harvest in voting season. Worst is the double standard of world politicians when we hear, these terrorists are rootless exception among peace loving Muslims, wolves in the herd of the cow, and rest is fine. That's why we don't see even a single protest against Osama Bin Laden in the Islamic world where as even if an order is passed to secularize immigrant Muslim in Europe, the whole Muslim world burns in anger. It never occurred to the Muslims that in Saudi Arabia, all other religions are officially banned. It can never unsettle a Muslim, that in the land of their greatest enemy, that is America, he can open a Mosque, gets his hallal meat and if wishes, he can be a senator as well where as in Saudi Arabia, Bible is burned and religious police looks out for idols in the households of the Hindus. In Middle Eastern countries, only Muslim can be citizen and such gross violation of human right never dodges a Muslim mind. However, thousands of miles away even if a Kashmiri dies in India, their feelings of brotherhood exalted them into terrorist attack on India.

Thanks to overwhelming anger of the Indians, we now know everything about perennial security flaws. But security by definition is like a porous pot-no matter how you tight it, it can always be breached. On the other hand, we can ensure our fight against virus brewing this trouble-that is the ideology of Islam which is expansionist and intolerant. And this fight must be a fight from secular and scientific perspective without giving away to right wing ideology since all the religions in the world are merely a product of sociological evolution and construct of anthropological need and nothing more. I know a religion can be interpreted in thousands of different ways and Islam is not monolithic but when human beings are attempting genetic revolution for immortality and setting out for other planets in solar system, unquestioned loyality of the Muslims to their outdated ideals is becoming anti-thesis of the civilization. Muslims must remember their glorious past of Mutazilas, the free thinkers of ancient of Arabs who questioned Islamic theology and in that critical reasoning, they excelled to be foremost civilization of their time. A society, a religion can not get better without criticism of its past and ideals since we are all evolving with changing mode of production triggered by computers, internets and genetics. That's why Nobel Lauriat Prof Abdus Salam said greatest crime against Islam has been committed when Muslims stopped questioning Quran and its principles like Mutazila-prosecution of the free thinkers among Muslim was the end of Islamic domination in the world. But right now their choice is limited-accept modern ideals or face consequence which our diplomatic leaders will not be able to deter for a long time as the experience of Mumbai would continue to happen.

The following article is submitted for publication in Mukto-mona.  Because of the setting of my Mukto-mona email account, I am not able to automatically embed my article into the relevant thread.  I request that you place my article in the thread indicated by the subject line above.  I highly appreciate your help in this regard.
 
 
I enjoyed reading the articles by Dr. Avijit Roy and Mr. Diganta Sarker.  I apologize for not being able to respond in Bangla because I currently do not have a functioning Bangla software.  Also, I must confess being less than diligent in in achieving a satisfactory level of proficiency in using Bangla software.  I am being apologetic about it because I feel that one could not do justice to Dr. Roy's well-written piece in Bangla if one did not respond to it in the same language.  Also, I absolutely used to love to write in Bangla many moons ago, and according to friends, used to write a fairly decent Bangla.  Anyway, I am going to buy some Bangla software one of these days and work on getting myself upto speed in using it.
 
I agree with the basic thesis of Dr. Roy that evolutionary necessity might be the origin of many of our beliefs and that such beliefs arguably have outlived their usefulness.  Inertia, in more than one sense of the term, most aptly explains the persistence of obsolete ideas.  However, I find that two of the supporting ideas to the thesis are either partially or completely wrong. The two ideas are the metaphor of the virus and that religious faith is the virus that led to the Mumbai massacre.  Let me explain.
 
The virus metaphor used by Dr. Roy is only partly true.  Truly like viruses, the particular ideas of prejudice, bigotry and xenophobia that underlie the Mumbai massacre have propagated through generations of human beings.  One can say, metaphorically speaking, that human beings have served as media or hosts to these viruses.  However, the metaphor breaks down if we consider the fact these ideas are not autonomous or independent entities and have no evolutionary necessity, that is, no imperative for self preservation and propagation. These ideas were arguably necessary or useful for the self preservation and propagation of human beings in ancient times.  In other words, these "viruses" appear to have served the evolutionary needs of their host, instead of their own, something viruses are very unlikely to do, and something the virus in Dr. Roy's example definitely does not do (it is trying to get its current host killed and move inside a better host for self-preservation/propagation).  So, while some unsavory ideas and beliefs do propagate like viruses but unlike viruses, they do not have any evolutionary necessity of their own and in the past, they served only the evolutionary needs of the host.
 
So, let us use the word "meme," coined by Richard Dawkins as alluded to by Dr. Roy, instead of the word "virus" to characterize the propagation of harmful ideas.  Even then, religious faith, regardless of its many perceived or actual demerits, cannot be considered the primary meme that leads to tragedies like the Mumbai massacre.  There is a more powerful and overriding meme that drives the xenophobic impulse and leads human beings to commit unspeakable atrocities on fellow human beings.  This meme is the sense of identity.  The common thread that runs through the entire history of xenophobic hostilities, from ancient tribalisms through religious bigotry, jingoistic patriotism, class antagonisms, and to modern ideological conflicts, is the sense of identity.  Nobody can argue that a strong sense of identity was, and in some cases, even now, is necessary for self preservation.  What most people do not realize that the necessity is much less now than what it is perceived to be.  
 
The examples used by Mr. Diganta Sarkar clearly illustrates the role of the sense of identity.  In all the examples, over-riding theme is that our religion/nation is superior and the adversary religion/nation is inferior, that "they" have perpetrated many injustices upon "us" and that we need to assert ourselves and right the wrongs.  There is always a narrative of victimhood available to support and nourish this sense of identity.  The idea of victimhood confers a comforting sense of nobility to the perceived victim group and helps them harbor a posture of contempt toward the perceived perpetrator group.  If we were to talk to Arab jihadis and ask them to talk about themselves and the "West" and also talk to militant Hinduttavadis of India and have them talk about Muslims and Christians, and somehow managed to have their ethnicities and accents concealed, we would more than likely hear almost identical stories. We would hear the same story if we were to talk to Kashmiri jihadis about themselves and India or Hindus. 
 
Please note that I am not saying that religious beliefs do not propagate harmful "memes."  They certainly do.  But those have more to do with other dysfunctions (such as oppression of women, unjust social stratification, obscurantist and repressive attitudes, fatalism, etc.) of human society, and less to do with the violent manifestations of xenophobia that we have seen in the 20th and 21st centuries.  Nor can it be denied that such xenophobic tendencies appear to be more prevalent among Muslims than other communities. It will take a separate article to explain that difference, and I will not do that here.  Suffice it to say that, like everything else, the effect of any "meme" on different communities, whether ethnic or religious, is likely to be different and will be a function of the history, culture and the particular circumstances of each community.
 
Now, let us turn to the important question of how to interrupt and obliterate this harmful meme.  Here, we can resume the virus metphor.  We need to take steps to physically destroy it, slow down its multiplication/propagation and prevent the infection of new hosts (i.e. vaccination).  This translates into appropriate military responses to actual acts of terrorism, intellectual refutation of xenophobic ideologies (with particular emphasis on religious xenophobia) and finally imparting a strong culture of pluralism and universal humanism to the new generation (yes, this can be done even in the madrasas and other religious seminaries).

Abhay Sahoo, the firebrand leader of the anti POSCO farmers' & fishermen's movement in Jagatsinpur district of Orissa was arrested on 12 October. [ALOCHONA] Political farmer pays no tax

 
 
 
Even though BNP leader Fazlur Rahman Patal owns a Lexus and a Nissan SUV, a Mazda car and a building in Dhaka worth Tk 1.54 crore, he claims to be a farmer earning Tk 2.15 lakh a year, thus not having to pay any income tax.

Fazlur, a former state minister for youth and sports, in his nomination papers for Natore-1 constituency claimed agriculture as the only source of his income. Fazlur does not have to pay any income tax, according to the wealth statement attached to his nomination papers. One has to earn at least Tk 2.65 lakh a year in this sector for income tax to become mandatory.

According to the tax-return certificate, the total amount of wealth of the BNP leader is Tk 1.98 crore and his monthly income and expenditure are Tk 17,876 and Tk 14,989.

The certificate states that "he has no outstanding taxes". He did not pay any income tax this fiscal year either.

Fazlur owns a six-storey building in Banani valued at Tk 1.54 crore and a two-storey building on 39 decimal of land at Gouripur of Natore. He has cultivable land of 2.07 acres in Gouripur, according to the statement.

He claimed his Lexus, Nissan and the Mazda costs Tk 76 lakh. He owns 70 tolas of gold ornaments, a stake worth Tk 30,000 in a livestock and poultry firm and prize bonds worth Tk 1 lakh.

He said his wife owns 41.17 acres of land in Uttarkhan in Dhaka and his son has a six-storey building in Banasri.

Abu Ishak, deputy tax commissioner of Dhaka Tax Circle-60, told this correspondent that Fazlur's income tax case of 2008-09 fiscal year was resolved. However, if Fazlur is found hiding his actual wealth after investigation, he would have to pay taxes.

Fazlur showed Tk 2,14,520 lakh as his annual income from the agriculture sector. An annual income of Tk 2.65 lakh or above is required in this sector for tax payment to become mandatory, he said, adding that the former lawmaker was not eligible for paying income tax even though he has many things for which he had to pay taxes.

In his nomination paper, the BNP leader mentioned Tk 12 lakh as probable expenditure for the upcoming polls. Fazlur has a corruption case filed against him which is under trial.

[ALOCHONA] AL, BNP, JP, Jamaat together fielded 130 loan, bill defaulters, forced EC to change electoral laws twice to get them in race


Registered political parties including Awami League, BNP, Jatiya Party and Jamaat-e-Islami placed on their polls tickets some 130 individuals who are either loan or utility service bill defaulters. Under pressure from the parties, the caretaker government relaxed the electoral laws twice to allow defaulters to contest the December 29 general election.

Yet, the candidacy seekers in question did not reschedule their debts or outstanding bills, while the organisations did not bother to make sure their nominees are not in default on loans or utility bills.

Of 39 registered political parties, as many as 30 nominated around 90 of their leaders defaulting on loans and over 40 on utility bills. The figures show the parties are still reluctant to let go of the culture of loan defaulting.

At least 10 individuals either defaulting on loans or utility bills filed applications seeking independent candidacy in the upcoming polls. All of them have been disqualified during the scrutiny of nomination papers.

However, 74 of them have already filed appeal with the Election Commission (EC) challenging the decisions.

Meanwhile, around 50 loan defaulters have been able to qualify as candidates thanks to stay orders on their names being on Bangladesh Bank's (BB) list of defaulters.

BB sources said the central bank is working to have the stays vacated.Of those ruled out of the running, 23 belong to BNP, 15 to AL, 23 to Jatiya Party, one to Jamaat-e-Islami, 11 to Bikalpadhara Bangladesh and eight to Gono Forum.

Islami Andolon Bangladesh, Workers Party, Liberal Democratic Party, Jatiya Samajtantrik Dal, Progressive Democratic Party, Zaker Party, Gonotantri Party, Gono Front, National People's Party, Oikyabaddha Nagarik Andolon, Kalyan Party, Communist Party of Bangladesh, Muslim League and Tarikat Federation are among the other parties who tried to field loan or bill defaulters as candidates.

The caretaker administration originally sought to be tough on both loan and bill defaulters. But as the election neared it gradually compromised on its stance, giving in to pressure from the political parties.

On recommendations of the EC, the government in August amended the Representation of People Order (RPO), including a provision that an individual must reschedule his default loan at least six months before filing nomination in the parliamentary polls.

As the provision did not give the loan defaulters the required six months' time before the polls then tentatively scheduled to be held by the year-end, it had meant an end to their bid for election to parliament.

But the provision that was greeted with popular acclamation was relaxed, allowing defaulters to be in the race by rescheduling repayments until 15 days before filing nominations.

Still, the move could not satisfy the political parties. They forced the government to allow rearrangement of debts till seven days before submission of candidacy applications. Similarly, the RPO provision on utility service bill defaulters too had to be eased.

The August amendment to the RPO said a person shall be disqualified for election and for being a member of parliament if they have failed to pay the telephone, gas, electricity, water or any other bill of any service providing organisation of the government even after being served with a notice of three months or more from the date of submitting nomination paper.

The latest amendment says a person shall be disqualified for election and for being a member of parliament if he fails to pay the utility service bills of the last three months--August, September and October. Whether he has cleared the bills of the preceding months will not be taken into account.

TOUGHER RULES FOR INDEPENDENT CANDIDACY

As many as 190 applications filed by individuals seeking to contest the polls as independent candidates were cancelled mainly for their failure to produce signatures of one percent voters of their constituencies.

The number of applications seeking independent candidacy in the national polls was 391. A good number of them are leaders of different political parties who were denied nominations.

It was however easier for the former lawmakers as they did not need to collect and submit signatures of one percent constituents of their seat.

Mumbai, the commercial capital of India, is to be considered as one of the fastest growing city in Asia, especially the extension part of this city. I had to visit this city in last September 2007 for the treatment of my father in TATA Memorial Cancer Hospital. Coincidently, the same TATA family is owner of the historical luxurious Taj hotel which was one of the major targets of the 'terrorist attacks in several vital places including the 'Jew's sophisticated residence'. No doubt is that this after the attack on Indian Parliament, attack on Mumbai is the most devastating and desperate in nature. In all respect there is a significant implication for India as well as South Asia in terms of security, economy and geo-political aspects. Unfortunately, India has started the old 'blame game' strategy against Pakistan just after the attack without finalizing the in-depth study and India has accused Pakistan to patronize the terrors linked 'Laskar-E-Tayiba' and PM of India has already threatened to take revenge over the alleged countries of South Asia. Consequently, tensions between two countries have emerged and Pakistan is planning to deploy its additional forces in the borders.

 

In this situation, several questions have been raised in my mind; why Pakistan patronizes the terrorists who are frequently attacking inside Pakistan? Besides, it has regularly facing several casualties of Pak forces and huge costs but Pakistan is still in pressure of USA and NATO ally to continue the so-called war against terror in Waziristan, at Afghan border area. Furthermore, a severe economic turmoil have affected the country' growth that was maintained 7-8 percent for last several years and global ongoing financial crisis has made the situation worse and IMF has already approved loan of $7.6 billion at tight conditions and analysts have projected due to maintain this tight-conditions around 30 lac people will loose their jobs. I cannot find any rationale to think that Pakistani Govt. will take another economic burden by opening up another war front in India border. (:D) It is a theory that has been stated by several western analysts that USA actually want Pakistan to be declared as a 'failure state' and former foreign minister Madeline Albright has already identified Pakistan as an 'International Migraine'.

 

In this scenario, Condoleezza Rice has recently visited India and she suggested both Pakistan and India to work together to combat terrorism in South Asia. And USA ahs already sent a special team to India in the name of assistance. Actually, USA will now more intervene in the foreign policy of South Asian countries in the name of combating terrorism and the growing economic as well as political process of India and its neighbor countries will be stuck due to image problem and due to instantaneous support to India, tensions of neighbor countries will be increased and unhealthy arms competition will be increased among countries. Besides, western countries are serious to capture the nuclear power to their 'safe-guard' so that any 'Islamic bomb' (?) cannot affect them. Some other policy makers of India are also concerned about the so-called 'Islamic bomb' and India, USA and Israel have found a co-relation about their thinking on future Pakistan. Actually western countries are scared about the future economic growth of India and China and a clear forecast is made by several analysts that the economic power will be transferred to Asia from western countries and that is why they want to kill two birds (India and China) by one bullet named by 'war against terror'. The question that has been stroked me several times (stroke!!!) that why the terrorists have chosen this time while India and USA have already primarily Okayed the nuclear deal? And why this has been occurred in the commercial capital of Mumbai.

 

Unfortunately, the targets of USA and Al-Quaida have matched in transferring the center point of war against terror to South Asia. USA wants to occupy the resources and markets of energy sector of South Asia and Al- Quaida wants to be the regional player in the power politics. The suppression of Indian majority people over minorities and year after year deprivation of the un-heard people have provided spaces to the 'bombers' to pursue their legal rights in economic and social activities. The harsh presence of 'class system' and regional disparities, ignoring the realities and citizen's basic rights are the major barriers for India's economy to be equitable. The 'Brahmanism' has been vigilant at all spheres of life and the frequent denial of low-cast and minorities are the common phenomena in India. Anti-terror squad has already identified the proof of active engagement and patronization of some forces of Indian army the direct involvement of Hindu terrorists in last several serial blasts, while the hundreds of Muslims were tortured and harassed accusing them as terrors.

 

Due to these attacks, in short run, India will face image crisis and scarcity that will be reflected by the low rate tourists and minimum flow of FDI. Along with the economic hardships the govt. of India has to tackle both the internal pressure of extremist to declare war against Pakistan and the risk of being loosing by Congress alliance in upcoming election. The cost of anti-terrorist activities, as precautionary and protective measures and instruments, will be the driving expenditure of coming days in whole South Asia along with India that will force to cut down the flow of fund for development acts beyond the losses as due to global financial crisis the developed countries or so-called donors will generally reduced their credit and grant assistance. Tourism related traders and economic activities will be in deep trouble and overall purchasing powers of that income group will be affected. Indian businessmen will more emphasis on dumping of their products to overcome the losses and in that case, country like Bangladesh may be first target to dump of Indian products. I can say, Mumbai attack is not the last case that is already proved by the last attack in Assam. The coming days will be more critical to South Asian people to live in peace and sustain their economic and social achievements.

 

In case of Bangladesh, there might not be the significant effect of internal economy of Mumbai attacks,??? but due to intervention or influences of global powers, it has to face the propaganda regularly and Indo-USA-Israel corporate alliance will keep Bangladesh to ransack the natural resources. Besides, a group of Indian policy makers are still believe to get back to the before 1947 India and they are no longer want to the economic prospects of whole people of India including the Bangladesh, Pakistan and Sri-Lanka, rather try to 'size up' these countries by exporting insurgency and inputs for destabilization so that they will be failure states like Iraq or Afghanistan. This imperialistic mentality has been the major problem of the peace for South Asia and the outsider global powers have been playing role to dismal the economic, social and family strength or capacity of these countries to capture their markets and economy through UN, World Bank, ADB or other global organizations.

 

Specially, Bangladesh needs to be more cautious about the risk of insurgency and the policy makers should have to consensus about the policy to combat 'terrorist activities' both inside Bangladesh and South Asia. I believe the leaders of India have to be pragmatic to tackle the crisis and they should come out the 'blame game' and will sit with open mid to discuss and have result -oriented steps so that the prospect of India and China along with the neighbor countries to be global economic power can be ensured. India should understand that any unstable situation in neighbor countries will add the fuel to the insiders suppressed groups to be united against the interest of whole South Asia, what is not expected to anyone. I believe that the leaders of SAARC will pave their own pathway to face the prospects and problems without any intervention of global powers. May Allah save the South Asian citizens!

6-Mumbai terrorists immediately find their targets by killing ATS leaders [Hemant Karakare, CP Ashok Kamthe & Vijay Salskar) in early hours of their terror? How they so specific the clearly chose ATS leaders? And the terrorist immediately ran away, why? & who was that terrorist?

 7-Only one terrorists is caught lively (?), all others killed as in every encounter in recent past?

8-Mumbai terrorits are very clear about their targets, they are well experienced their hide abouts in Taj and other places?

 

9-Prime Minister, Sonia & LK Advani visits Mumbai, but no clues or no claims about ISI or Pakistan.. However No1 terrorist, Gujarat CM Modi hurry-up to Mumbai and declares that Pakistan is behind the attack without any doubt! [because he is the one who hired them]

 

Note: no other CMs goes to Mumbai..

And he offers rewards to every military men killed of 1 crore unlike PM and LK Advani? Even he offers aid to MahaRastra!

 

10-Media was widely reporting that there were IDs of terrorists recovered which shows Malaysian and Mauritious IDs however such references disappeared once Terrorist leader Modi's arrival!

 

11-The timing of Mumbay terror is well planned, just before state elections!

 

12-We are told that they came from Pakistan by sea? Indian military in boards sea were sleeping?? We told they came by speed boats? Yes, but not from Pakistan but from Gujarat!

 

13-It took contineous 60 hours to stop the terrorism! and most of terrorists killed!!

Mumbai The family of slain Maharashtra ATS chief Hemant Karkare has declined Gujarat Chief Minister Narendra Modi's offer of monetary help, sources said on Saturday.

 

Modi on Friday visited the residences of Karkare and encounter specialist Vijay Salaskar, who were killed while fighting militants on Wednesday night.

Modi also announced that his government would give Rs 1 crore to Maharashtra for the families of policemen killed in the attacks. Karkare's widow and other family members have declined Modi's offer, the sources said.

 

14-Maharashtra police personnel, including two IPS officers, sacrificed their lives while fighting terrorists.
