[ALOCHONA] What is your advice to Sheikh Hasina ?

1. English in Schools from Kinder Garten Level.
2. Look at the Religous Materials and challenge Mollaas on certain
theories to prove it in the Supreme Court that they are correct.
3. All theories un-proven should be banned from all books and anybody
teaching them verbally should be jailed.
4. Have a Nationwide Referendum on issues like 'Jiziyah', Slavery etc
that are legal in Qoraan and declare them illegal by law banning
their teachings and mention.
5. Move the nation more towards left.
6. Look at Franklin D. Roosevelt's 1933 Socialistic Reforms (that set
USA up on the path to become the richest country of the planet and
become a Super Power) to formulate a Reform in the country.

RE: [ALOCHONA] What is your advice to Sheikh Hasina ?

May be the Good Doctor from Down Under may want to learn how to write in complete sentences in English! If not his patients but certainly, we the netizens of Alocchona will benefit from rise in standards of coherence.

Its never to late to do so as he so kindly suggests the Prime Minister to do so. May be they can be in the same class together.

And He said to them, "No doubt you will quote this proverb to Me, 'Physician, heal yourself! Whatever we heard was done at Capernaum, do here in your hometown as well.'

I have a few advice for Hasina:

1.       Please stop killing, maiming and up-rooting your political opponents and adversaries; the tide of time will turn before you know it.

2.       You are a public servant, the public  is not your servant, and you have been elected to serve the public; not your friends, cronies and relatives.

3.       Forgiveness is a greater virtue  than revenge

4.       Don't mix business and pleasure – this can get you in a lot of trouble fast

5.       Keep your election promises as much as the available resources permit

6.      You are not so important that you have to win every argument. Agree to
disagree.

The last one is the most important advice.

That's all folks!

[ALOCHONA] UPAZILA POLLS EC's final tally betrays reality

UPAZILA POLLS EC’s final tally betrays reality
Courtesy New Age 26/1/09

The upazila elections, held on January 22 amidst violence, intimidation, assaults and harassment of election officials, capture of polling centres and stuffing and snatching of ballot boxes, saw more than 71 per cent voter turnout, according to the Election Commission’s final tally.
Academics, election observers, election officials and voters said that such a high turnout shown in the final tally was not compatible with the reality and observed that only stuffing of ballot boxes could make such count possible.
The high turnout of voters had also stunned the Election Commission. At the end of the voting on January 22, chief election commissioner ATM Shamsul Huda and another election commissioner M Sakhawat Hussain had admitted to low turnout and announced that the reason would be looked into.
Election observers and political leaders, including ruling Awami League’s spokesperson, had also observed law turnout and the media widely reported the causes.
According to result sheets of 450 upazilas out of 475 in which polls were held on January 22, the voter turnout was 71.57 per cent.
The highest 92.57 per cent turnout was recorded in Kalai upazila of Jaypurhat district. The total number of voters in the upazila was 93,412 while 86,473 of them cast their votes. In Khetlal upazila in the same district the turnout was 92.14 per cent.
The lowest 39.89 per cent turnout was recorded in Savar upazila of Dhaka district. A total of 2,71,195 voters cast their votes in the upazila on the outskirts of the capital where the total number of voters are 6,79,848.
After visiting several centres in four upazilas, including Sreepur under Gazipur district, election commissioner M Sakhawat Hussain had told reporters on the polling day, ‘After visiting several centres in four upazilas, it appeared to me that at best 45 to 50 per cent votes would be cast in the areas….’
The results of Sreepur upazila, however, saw 70.51 per cent votes cast. The total number of voters in the upazila was 2,67,836 while 1,88,861 had cast their votes.
When his comments were sought on the eventual high turnout in the upazila polls, Jatiya Nirbachon Parjobekkhan Parishad chairman Nazmul Ahsan Kalimullah said, ‘Naturally, it surprised many… Our monitoring teams also reported low turnout in the [upazila] elections…’
Faruk Hossain, a small trader in Mymensingh said, ‘I don’t think 72 per cent voters had actually cast votes in the polls. What I saw myself and came to know from media reports was not compatible with the final tally…’
Mofakkharul Islam, an employee of an NGO who worked as an observer in Gazipur in the upazila elections, was of similar views. ‘I can say from my own observation that the rate of the votes cast ranged between 50 and 55 per cent…We didn’t see a single queue at the polling centres we visited throughout the election hours from 8:00am to 4:00pm,’ he said adding: ‘The Election Commission’s final tally doesn’t match what really happened…’
Haresul Islam, a rickshaw-puller from Pabna, said, ‘I heard passengers talk about the low turnout. No one was talking about a high turnout.’
The CEC on the polling day felt uneasy about the low turnout and said the commission would probe the reasons. ‘We expected that people would participate in the [upazila] polls as they did in the parliamentary elections. We had taken measures for their safety and security but the electorates, particularly the youths and women, avoided the polling centres and we need to find out the reasons,’ Huda said.

[ALOCHONA] Complaints of vote fraud in upazila polls start pouring in at EC

Complaints of vote fraud in upazila polls start pouring in at EC
Courtesy New Age 26/1/09

Complaints of ballot box stuffing, capture of polling centres and intimidation in the upazila elections held on January 22 have started pouring in at the Election Commission secretariat.
Over a hundred complaints have been submitted by candidates from different upazilas till Sunday noon demanding re-election to a number of polling centres and to entire upazilas in some cases.
The Election Commission, which suspended elections to six upazilas out of 481 over clashes and capture of polling stations, decided to look into the complaints and take actions against the people responsible.
‘We are examining the complaints. After review, we will decide what should be done,’ election commissioner M Sakhawat Hussain told reporters at his office.
Keshab Ranjan Sarker, a chairman candidate for Atpara upazila in Netrakona district in his letter to the EC said assistant returning officer Nasir-ud-Dowla, in the presence of all the candidates, had cancelled the results of four centres after polling personnel from the centres informed him that the result sheets and ballot papers had been snatched on the way to the returning officer’s office. ‘Nasir then asked us to leave the office but afterwards we came to know that he had announced the polls results declaring a contestant winner,’ Sarker alleged.
Belal Hossain Bhuiyan, a BNP-supported chairman candidate for Raipur upazila in Laksmipur said he had produced some photographs to the commission showing a nude man standing in the way of women voters inside a polling centre and stuffing the ballot box.
Shariful Islam, and two other chairman candidates for Araihazar upazila in Narayanganj district, in their complaints to the commission said that they were compelled to announce polls boycott at midday on the polling day as their polling agents had been driven away from all 70 polling stations by the supporters of AL candidate Nurul Islam Milon. Shariful said they had produced photographs showing stuffing of ballot boxes and how the local parliament member Nazrul Islam Babu influenced the polls.
Shafiqul Bahar, a chairman candidate for Parshuram upazila informed the commission that the thana nirbahi officer, also assistant returning officer, did not take any action when they requested him to do something as 22 polling stations had been captured by the supporters of AL candidate Kamal Uddin.
‘When we requested the TNO to free the polling stations, he said he had nothing to do as Kamal was a man of the ruling party,’ Bahar alleged.
Azam Khan, a chairman candidate for Kaliganj upazila in Gazipur district brought allegation against local parliament member Meher Afroj Chumki of the AL of using the administration in favour of his uncle Nazrul Islam, a chairman candidate.
Mahtab Uddin Ahmed, a chairman candidate for Fulgazi upazila in Feni, alleged that he had lodged several complaints with the returning officer describing how his polling agents had been driven away and beaten up and voters intimidated by the supporters of chairman-elect Ekramul Huq. But the returning officer turned a deaf ear.
M Abdul Quddus Mia, a chairman candidate for Nagarpur upazila in Tangail district, in his complaint said polling at Abdur Rashid High School centre was suspended due to stuffing of ballot boxes after his polling agents and voters had been driven away. But the returning officers announced the results counting the votes cast at the centres. He demanded re-polling at the centre.

[ALOCHONA] JS session begins with opposition walkout

JS session begins with opposition walkout
Courtesy New Age 26/1/09

The ninth parliament on Sunday went into its first session with both the outgoing and the new speakers calling on lawmakers to play their due role to make the parliament effective.
The BNP-led main opposition also staged a walkout before the speech of the president, Iajuddin Ahmed.
Abdul Hamid, who was unanimously elected speaker to the ninth Jatiya Sangsad, said in his inaugural speech, ‘I hope the opposition will play their role in parliament to help to correct the government’s mistakes. I invite more criticism from them.’ He said he would try to make the parliament the centre of all activities.
The outgoing speaker Jamiruddin Sircar congratulated the lawmakers and asked both the ruling and opposition lawmakers to play a constructive role in the parliament.
The opposition in the parliament, unlike what happened in the opening session of the eighth parliament, has this time showed a good gesture of being present in the first sitting.
Almost all the opposition lawmakers attended the inaugural session wearing black ribbons to protest at the introduction of the one-party Bangladesh Krisahk Sramik Awami League rule on January 25, 1975 by the then ruling Awami League. The BNP observes it as a ‘black day.’
The lawmakers of the BNP-led main opposition, however, boycotted the speech of the president in the house in protest at ‘the failure of the president, Iajuddin Ahmed, as head of the caretaker government to hold the general elections within the constitutionally stipulated time.’
‘The president who was the head of the caretaker government failed to hold the elections within the constitutionally stipulated time. It was a breach of oath of office and we cannot hear him,’ opposition lawmaker Salauddin Quader Chowdhury told reporters after staging the protest.
Khaleda Zia led the BNP lawmakers out of the house. Lawmakers of its allies followed them.
This was the third time the main opposition staged a walkout in the opening sitting of a parliament. The Awami League walked out of the first sitting of the fifth parliament on April 5, 1991. The BNP staged a walkout in the first sitting of the seventh parliament on July 14, 1996.
The guests in the visitor’s galleries included former chief adviser to the interim government Fakhruddin Ahmed, chief election commissioner ATM Shamsul Huda, army chief Moeen U Ahmed, prime minister’s son Sajib Wazed Joy and daughter Saima Wazed Putul. Diplomats stationed in Dhaka and eminent citizens also attended the session.
In his speech, the president called on all to play their role to establish rule of law by eliminating corruption and terrorism through collective efforts.
‘Poverty alleviation, elimination of corruption and terrorism, trial of war criminals and establishment of good governance would be the main objective of the new government,’ Iajuddin said.
The ninth parliament came into being through the December 29 parliamentary polls, more than two years after the dissolution of the eighth parliament on October 28, 2006.
A military-controlled interim administration headed by Fakhruddin Ahmed ruled the country for about two years under a state of emergency promulgated by Iajuddin after his failure to hold the general elections, scheduled for January 22, 2007.
The inaugural session, scheduled for a 3:00pm start, began about half an hour behind the schedule.
After the introductory speech, the outgoing speaker Jamiruddin Sircar conducted the election to the posts of the speaker and the deputy speaker.
The chief whip, Abdus Shahid, proposed former parliament speaker Abdul Hamid, elected lawmaker for a Kishoreganj constitnuency for the sixth time, speaker and whip Shagufta Yasmin Emily seconded. All the opposition lawmakers voted in favour of the proposal, unanimously electing Hamid speaker of the house.
Whip ASM Feroz, a lawmaker for the Patuakhali 2 constituency, proposed Shawkat Ali, a lawmaker for the Shariatpur 2 constituency, as the deputy speaker. Whip Mujibul Haq, lawmaker for a Comilla constituency, seconded. As the outgoing speaker put the proposal to vote, all but the opposition BNP lawmakers voted in its favour. The BNP lawmakers remained silent. The chair announced Shawkat unanimously elected deputy speaker of the parliament.
After the elections, the house went for half an hour’s recess when the president administered oath to new speaker and deputy speaker in his office.
The sitting resumed again half an hour behind the schedule with the newly elected speaker Abdul Hamid in the chair.
He thanked the lawmakers for electing him speaker and called them to work towards putting an end to poverty.
He announced a panel of chairmen, who will run the house in the absence of the speaker and the deputy speaker. He then move an obituary reference to 82 noted personalities, including former ministers, lawmakers, local and foreign dignitaries and statesmen.
Front-row Awami League lawmakers Sheikh Fazlul Karim Selim and Tofail Ahmed, Workers Party lawmaker Rashed Khan Menon and BNP lawmaker ZIM Mostafa Ali thanked the new speaker. The speaker rejected many requests from the floor on points of order.
The new speaker then formulated the business advisory committee headed by him before giving another short break for the evening (maghrib) prayers.
As the session resumed after the prayers, BNP lawmaker Salauddin Quader Chowdhury stood up to seek floor to speak before the address of the president. He tried to draw attention of the chair by raising his voice, but the chair did not heed. He was trying to make a point that the president had violated the constitution and the BNP would not listen to his speech in the house.
The BNP lawmakers, sitting to the left of the chair, stood up and walked out of the house.
The speaker, after the president’s speech, adjourned the session till 4:45pm on January 28.

Re: [ALOCHONA] What is your advice to Sheikh Hasina ?

You know, it's amusing to read all these self-righteous and somewhat sanctimonious advises for the PM, but I hardly read about any useful policy advises these days. I miss the old days of Alochona! Since, no one is starting a policy discussion, and just engaging in petty moral virtues, here are few advises for the PM.

------
"It's the Economy, Stupid" - We have double digit inflation and unemployment, almost asinine monetary policies, and no visionary trade policies. The economic policies of the last 15 years has been such that every govt. only looked ahead at the re-election, and not the rejuvenation of the economy for the long haul. In the short-run everything looked peachy, but as Keynes once said, "in the long run, everyone is dead". Here are some "common sense" ways to deal with the economic fiasco that we are in

a)  Audit the national budget and immediately eliminate wasteful programs and departments. Create a national budget, as well as, divisional budgets in collaboration with the opposition MPs, so that their districts and divisions are also represented. This will give the new admin an idea as to where and how the money is being generated and spent.

b) Pass laws to create a stock exchange for each division, so that local businesses can go public. We already have Dhaka and Chittagong stock exchanges, but other divisions need to do that as well. These smaller stock exchanges can trade newer financial tools, such as government bonds, municipal bonds, small-cap companies, etc., who don't necessarily have the market power to go national.

c) If I am not mistaken, we have a fixed exchange rate in BD. Floating exchange rate needs to be the official name of the game, and that will re-valuate the currency and its abysmal performance.

d) Since our system is lacking serious "cash flow", so to speak, one idea is to generate enough cash through a social security system. A Social Security system that guarantees retirement payment, regardless of the market condition, is a tremendous and powerful way to encourage savings and generate funds. But collecting social security also requires personal income tax and corporate tax collection, which the govt. has been reluctant to collect.

We have been living on borrowed money and to feed our hunger, the central bank has stupidly flooded the market with newly printed taka (hence the inflation!). Printing new money must stop immediately. There are plenty of ways to establish a new tax code and enforcement mechanism. Tax revenue, plus voluntary social security deduction would ensure that such funds are used in proper ways. Of course, we are notoriously distrustful of our government. So, in a self-policing move, a law needs to be passed that would ensure that any fraud of the social security fund would constitute "treason" and "adverse to public benefit", punishable by life imprisonment and other penalties. Feel free to make examples out of a few politicians. I am sure you would find a few of those greedy bastards in both parties. I digress...

e) Destruction of public property, whether by your cadres or the opposition, is a felony in all civilized nations. It is a shame that even today, we stay silent about riotous mob, pillaging through public and private properties and setting them on fire to prove their points. Make it a national priority that anyone caught with destruction of public or private property would receive severe punishment. See how it works out. You just might be able to save a few hundred million dollars a year.

f) I think, this the most important move that any administration could make to turn around the economy - CONSOLIDATE PARA-MILITARY FORCES. We have way too many para-military forces on our payroll, but not enough police officers to keep civic order. I personally think that the ineffective police department needs to be re-organized under the leadership of the BDR, which has a long track record of protecting our borders and keeping civic order whenever necessary. This would immensely grow the capacity of our police, and BDR would be ordered to take on the role of the police as well. Petty crime is still a problem in BD, and the police has proven to be ineffective to deal with this.

I don't believe that RAB was an effective force. It is a bunch of trigger happy, licensed goons, fashioned after the "moral police", who feel that they are above the law. We need a disciplined, combat ready, civic police who can keep order and protect the civilians. Not wild wild west style commandos with a license to kill.

I can go on with the ideas for the PM...but I am hungry and must sign off...Let's begin the discussion here. Looking forward to hear more ideas from other readers. Let's have a constructive discourse...

Thanks,
Cyrus

[ALOCHONA] Warning on Possible Huge corruption on Padma Bridge Project in Bangladesh

Dear All,

It is sad to let you know that all the changes we have talked about Bangladesh might be going into drain soon. I am convinced with few internal messages that came to me with current UPZilla Election in Bangladesh. My home town is where Padma Bridge will be built and my internal message came with facts that AL Govt from top AL leadership picked up a New UPZilla Chairman with influence and vote rigging and working out a plan who will get what on Padma Bridge projects. This is a $1.2 Billion project in Bangladesh. We need to make sure no more Mr. 2% are created under AL Administration.

I also heard an uneducated millionaire man came from Washington, DC who spent more than three (3) crore BD Take to secure his Chairman position with the help of an AL MP and upper AL leadership. They have this plan for the last 2 years where to put whom so huge money can be secured from this projects. Even in one case AL dished their honest 25 years veterans leader in that Village during the nomination process to put an uneducated businessman from Washington, DC to maximum their corruption money from the Padma Bridge project.

I like to point out this kind of activities are unacceptable and people should be aware of it. So next Govt in 2013 can bring future culprits to justice for their corruption. Only way these culprits will be changed when General people work a Watchdog. If this Padma corruption can not be stopped, this will be like be compare the size of USA Maddof $50B scam in Bangladesh.

I like to propose to the following steps to stop this possible huge corruption in Bangladesh:

1) Since current Govt will decline to do anything, General people and media have to play the greater role to keep all MPs and all newly elected Chairmen in watch and their activities, their wealth, income compare to their submitted wealth info during nomination.

2) Media should point out any culprits who will be involved as Mr. 2% in Padma Bridge Project.

3) NBRs in various countries might have to take few responsibilities if possible to make sure money without income verification does not come to their respectable countries from Bangladesh.

4) Cycle of corruption in Bangladesh will be declined only when people in Bangladesh will be proactive, not reactive, so close the channels to stop their corrupt money to enjoy.

God bless Bangladesh and save her 160 Million general people from these future culprits.

Note: This preventive action is not to bash any political parties but to save poor people's wealth and their future in Bangladesh.

Regards,M. M. Chowdhury (Mithu), USA

[ALOCHONA] Transfer panic seizes officials

Transfer panic seizes officials
Lobby for promotion, ‘good posting’ on

Courtesy New Age 25/1/09

A recent spate of transfers and postings in civil bureaucracy has caused fears and anxiety among many officials, affecting their concentration on office work.
The officials, beginning from upazila nirbahi officers in field administration up to secretaries, the highest rank in bureaucracy, are in fear either of being dumped at the establishment ministry as officers on special duty or being transferred to places to their ‘inconvenience,’ losing concentration on duties, a number of officials at the secretariat told New Age.
Many officials who claimed to be deprived earlier are now lobbying for promotions and posting at ‘good places’ in administration as the Awami League government has started reshuffle along with a move for promotions at various levels, according to establishment ministry officials.
The deputy commissioners and upazila nirbahi officers who were busy conducting both the national and upazila polls for about a month have become concerned at the ongoing reshuffle, the officials said.
‘A number of secretaries and some joint secretaries have already been made officers on special duty… It is evident there is no change in attitude as political consideration still works,’ said a senior secretary, adding posting should be based on merit.
As for reported fear in bureaucracy, the secretary in charge of the establishment ministry, ASM Ali Kabir, said, ‘I do not see any fear in bureaucracy. The people who were deprived earlier will be on priority for promotion and posting.’
He said it was not possible for the government to be hundred per cent fair in promotion and posting as many officials were forced to retire and a large number of them were made officers on special duty by the previous (BNP-led) government.
On Thursday, the superior selection board held a meeting with the cabinet secretary, Mohammad Abdul Aziz, in the chair to discuss promotions at the levels of joint secretary, additional secretary and secretary.
Ali Kabir said the government had wanted to put an end to deprivation in promotion of officials.
‘We want to bring an end to deprivation in bureaucracy,’ said the acting secretary, who was also forced to retire by the BNP-led government in 2006.
Kabir was reinstated in the job by the caretaker government of the president, Iajuddin Ahmed, and was promoted from joint secretary to additional secretary following his appeal with court against the forced retirement.
Another official said it was expected the government of the Awami League would come up to break the tradition without interfering in bureaucracy as the party had assume office with an overwhelming majority in the parliament and had pledged to keep bureaucracy free of political interference in its manifesto for the December 29 general elections.
On January 11, the prime minister, Sheikh Hasina, at a meeting with secretaries, ordered civil servants to work neutrally and confidently for the country’s welfare, avoiding life of luxury.
‘You are public servants... All of you should work neutrally and fearlessly in keeping with the rules and regulations and remain non-partisan while discharging responsibilities,’ Hasina said as she addressed her first meeting with the secretaries of various ministries and divisions at the secretariat after assuming office on January 6, 2009.
Around 20 officials, including four secretaries and an additional secretary, have been made officers on special duty while more than 100 officials have so far been transferred since the government of the Awami League assumed office.
Fourteen officials who were deputed to the Bangladesh missions abroad have earlier been attached to the establishment ministry for further posting.
Many mid-level officials from the field have also started lobbying with the top bureaucrats having good link with the Awami League policymakers for promotion and good postings, the sources said.

[ALOCHONA] AL-BNP dispute rages over seating plan in Parliament

Dispute between the ruling Awami League and the main opposition Bangladesh Nationalist Party on the seating arrangements in the front row in the Jatiya Sangsad continued till Saturday evening.
Chief whip Abdus Shahid Saturday afternoon said he had sent a draft seating plan to the speaker Jamiruddin Sircar giving the BNP three out of ten seats in the front row to the left of the speaker.
The BNP was, however, demanding all the seats in the two front rows to the left of the speaker, a senior BNP MP said.
Abdus Shahid expressed his annoyance Saturday evening as Sircar, seemingly bypassing the chief whip’s suggestion, had granted two front rows to the left of the speaker to the main opposition BNP and two other parties.
‘I talked to the speaker over phone and sought a clarification why he did it [granted seats] unilaterally,’ the chief whip told New Age.
He said the BNP lawmakers should get only three seats in the front row as the party has only 28 lawmakers in the 300-strong parliament.
The speaker insisted that he had taken the right decision according to parliamentary practices and Rules of Procedure.
According to rule seven of the Rules of Procedure, the speaker will decide the seating arrangement.
‘If you think my decision is incorrect, the next speaker can change the arrangement,’ Shahid quoted Sircar as telling him.
When asked whether the lawmakers of BNP would join the inauguration of the ninth parliament this [Sunday] afternoon as the ruling and the main opposition party were engaged in a dispute over seat arrangement, Salauddin Quader Chowdhury, a senior BNP lawmaker, said at about 10:00pm, ‘We will join the session if the dispute is resolved unless we are compelled to take an instant decision tomorrow.’

Zafar Alam

Zafar Alam says he has saved dozens of lives in the sea around Cox's Bazaar

By Mark Dummett
BBC News, Cox's Bazaar

Surfing is normally associated with places like Hawaii, California and Australia's Bondi Beach, but the sport has now even reached as far as the coast of Bangladesh.

Cox's Bazaar, in the country's remote south-east, is better known for its cyclones and vulnerability to rising sea levels, but it also boasts of having, at 125km (78 miles), the world's longest unbroken sandy beach.

According to the man who claims to be Bangladesh's first surfer, Zafar Alam, it also has great surf.

"When I'm riding the waves it feels like I'm on a speedboat and I just love that feeling," he says.

No leash

Before Zafar, the only people who surfed here were the occasional, intrepid foreign tourists. Ten years ago he was able to persuade one of them, an Australian man, to leave him his board.

"He asked for $200, but I was so young I didn't even know what a dollar was, so I gave him 200 taka" (the local currency which is worth considerably less).

"In those days I didn't know how to stand up on the board, and it was very difficult because I didn't have a leash," he said. A leash is the string that attaches the board to the surfer's ankle and prevents it from being dragged away by the waves and the tide.

Zafar now coaches about 70 young men and women

"I then saw people surfing on the television so I knew what to do and the next morning I tried to stand on the board for the first time."

His family was terrified because they had never seen anything like this before. Many fishermen and Bangladeshi tourists drown here every year.

"My mum sometimes cries. She thinks I will die in the ocean. But I tell her it is ok, that I love surfing."

In fact, Zafar used his new skills to save an astonishing number of lives - he says he has dragged 70 drowning people out of the water.

"Most Bangladeshis don't know how to swim and the currents and the waves here can be dangerous. All the time I have to rescue them."

Surfers in Bangladesh

The currents and waves at Cox's Bazaar can be dangerous

In 2001, Zafar was spotted by Tom Bauer, a surfer from Honolulu, Hawaii, who runs Surfing the Nations, a charity "that seeks to give communities... a message of love and hope through the sport of surfing and acts of selfless service".

He believes that "surfing can be used as a powerful tool to bring about positive change".

In Bangladesh that has meant enough equipment for Zafar to set up the country's first surf club, and an annual surf tournament. He now coaches about 70 young men and women.

Persuading them to take part is the hardest task, because the region's traditions discourage women from spending time with young men in public.

Cox's Bazaar is one of Bangladesh's most religiously conservative areas as well, so many women here wear the all-encompassing burka. This is not a place for bikinis and tight-fitting wet suits.

In spite of this, Zafar is hopeful that more and more people will take up the sport.

"When I started I was out there in the water all alone. But now I want there to be thousands and thousands of surfers here in Bangladesh."
