Re: [ALOCHONA] Re: [Dahuk]: Our chomok foreign minister, Yes Hasina, madam dipu Moni's first performance

Hi Robin bhai...thank you for your kind words. I always wondered about Mahathir as well. I have some theories of my own, but they are not suitable for this forum. I am a New Yorker, and if you are in East Coast, lemme know. Don't you work for Boeing?

I remember that about 8/9 years ago when I first joined Alochona, intelligent discourse was the name of the game. Most alochoks were really impressive, and unfortunately, a large group of them have gone MIA. I guess, life got in the way. These days it feel like we are yelling at each other and discussing news items. We should talk more about policy solutions, and make sure that the policy makers are listening. Every time I try to direct the discussion towards policy, we are always back to discussing news items..

Hi Cyrus:

You summarized it well!

I was hoping the "Change Man" himself would elaborate. he shys from any real debate. But loves to give bhashons whenever he gets a chance.

What a bunch of pompus jokers we have on this list! Their choice of cyber names cracks me up too!.  Whats with the Mahathir dude?

On  a more serious note, the kindergarden level of discourse among the best & brightest  of bangladesh (expatraites in North American and Europe) is hugely worrisome. Shows how low our educational standards have fallen in the last 35 years! We have a bunch of half educated people!

Is it the phrase "buffer state" that bothers people and throws everyone in a meaningless tantrum? Or is it that ISI may be fighting a proxy war by recruiting goons from Jamaat/Shibir et.al., and that Bangladesh govt. HAS given shelter to insurgents and ISI operatives in the northern/north eastern parts of Bangladesh, and that Bangladesh has been (ab)used by both India and Pakistan to do their dirty work?

What Ms. Moni should have said in response, instead of sitting there like a door knob, is that in the event BD govt discovers that foreign operatives from any country (yes, that includes India too) are trying to destablize other countries by using BD as a base, they would be brought to justice. Until then, it would be prudent not to pass judgment on a nation or a democratically elected government, based on some loose evidence that bangladeshis may be involved in some shady work in India. That would have shut the Indian counterparts up!

"Bangladesh did not get the independent state through anyone's blessings. We achieved it through liberation war and we'll protect it at any cost," said AL spokesman Syed Ashraful Islam.

His attention drawn to an Indian journalist's query to Foreign Minister Dipu Moni, outrageously dubbing Bangladesh as a 'buffer state', he said the Foreign Minister could not guess the importance of the issue in the face of the insidious remark.

The Foreign Minister, a fresher in the job of dealing with diplomatic parlance, kept silent when Bangladeshi journalists wanted to know her reaction over the Indian journalist's salvo calling Bangladesh 'buffer state'.

I don't quite understand the idiotic outrage over the phase "buffer state". It simply means a state that acts as a neutral "buffer" between two hostile countries. A buffer state can be a geographical and/or political buffer. Mongolia, for example, acts as a "buffer state" between the two very hostile states, Russia and China. It's sad that our foreign minister doesn't understand the meaning of a "buffer state", and nor do most of our populace. For years, India has acted as a "buffer state" between Bangladesh and Myanmar. Ever wonder why Myanmar military junta with a larger army (and lots of Chinese and North Korean weapons) than that of Bangladesh doesn't invade Bangladesh?

Contrary to the original posting by Ms Chowdhury suggests, a buffer state is not a failed state, nor is it a proxy state. I am not sure how ISI is trying to prove Bangladesh is a failed state. Does anyone care to explain? If they are, does it really matter? At least we have a democratic government, no matter how inefficient it may be. What they have is a sham of a state, in-grown insurgency, stolen elections, military coups, and growing intolerance towards the seculars. Look up the words "lawless" and "failed state" in a dictionary, and you would see the map of Pakistan in it.

Just my two cents,
Cyrus

[ALOCHONA] Kabul 20 years after the Soviets

Kabul 20 years after the Soviets

Soviet tank ruins in Kabul
Two decades later, the ruins of Soviet tanks can still be found in Kabul

Twenty years ago this week, Soviet troops pulled out of Afghanistan, after nine years of occupation. Lyse Doucet was our correspondent in Kabul then and she's back in the Afghan capital now.

I still keep the single sheet of paper - dull grey, stark black font, with the seal of the British embassy in Kabul, dated 19 January 1989. "I must advise you," it warns, "you should leave Afghanistan without delay while normal flights are still available".

The British ambassador then pulled down the Union flag and locked the gates of a magnificent compound Lord Curzon once said was worth five divisions. The US ambassador had done the same weeks earlier, urging Soviet troops to complete their pullout and predicting the collapse of the Afghan government.

Anxious voices
These were the dying days of the Soviet empire in the harsh winter of 1989. We didn't know it then. But we felt Kabul was in the eye of the storm.
Every day, several times a day, I was asked, in whispered anxious voices, by foreigners and Afghans: "Are you leaving? Do you think it's safe to stay? When will Najib go?" Najib is what many called the Soviet-backed president, Najibullah.
President Najibullah
Najibullah - 'he was very strong'

Some said he was a murderer, from his days heading the infamous KGB-trained Khad secret service. His nickname was the Ox - he was a burly man with a big voice and a barrel chest. He declared, to anyone who would listen, he wasn't going anywhere.

Not many believed him then. In neighbouring Pakistan, mujahideen rebels, backed by the might of the United States, the money of Saudi Arabia, and the efforts of Pakistan, bickered over the formation of an alternative government.
Earlier, while in Islamabad, I was warned by some mujahideen leaders to be careful in Kabul. They later sent safe-passage letters so that when they entered I would not be harmed. For them, it was only a matter of weeks.
How hard it was then to know if they were right or Najibullah was.

City cut off
Even Soviet officials heightened this sense of siege, speaking of 30,000 mujahideen fighters just beyond the snow-capped mountains that encircle this city. The rockets fell on Kabul every day. But was Kabul itself even close to falling?

Afghans still worry about the future, foreigners still ask if it's safe to stay
In recent weeks, I've been calling Afghans who were the president's closest advisers then. "Was Najib really that strong then?" I asked one former aide. "Najib wasn't just strong," he insisted, "he was very strong".

Kabul in 1988 was isolated - by Cold War rivalries, and often cut off by snow that blocked any road or flight out of the city. There were of course no mobile telephones or internet then, just a small number of clattering telex machines and only three international telephone lines.

For some reason, many calls were routed through Glasgow. So every day, in my fourth floor room in a gloomy hilltop hotel, I spent a lot of time talking to Scottish telephone operators.

Three years later President Najibullah's rule finally ended. He was brought down by intrigues within his own party and in Moscow, an ill-fated UN process, and double-dealing by rival mujahideen commanders. They eventually took over Kabul and destroyed large parts of it.
Body hung
The president still did not manage to leave as his regime collapsed around him. He took refuge in a UN compound. And when the Taleban stormed into Kabul in 1996, he was urged to flee, but with his trademark confidence, he insisted: "I know my people, I will stay."
Kabul children queue for water
Life is still hard for children in Kabul
Vengeful Taleban fighters killed him and hung his body at a roundabout alongside his brother.

That was then, and this is now. On Kabul's freezing winter streets Afghan urchins press smudged faces against car windows peddling photographs of Afghan leaders including Najibullah. Copies of his speeches now do a brisk trade in the market - they are admired by some Afghans for their wisdom and wit.

The violence has not gone either. Now it is Taleban suicide bombs rather than mujahideen rockets which terrorise this city.

Afghans still worry about the future, foreigners still ask if it is safe to stay. And, just as many once asked how long President Najibullah could cling on to power, now they ask whether an embattled President Karzai will be elected again - and Western governments, including a new administration in Washington, raise questions about his rule.

Twenty years on Kabul remains threatened by rebels, cradled by the Hindu Kush, still very much in the eye of the storm.

[ALOCHONA] The Tipaimukh barrage

Mahmud ur Rahman Choudhury

The Bangladesh Today - February 16, 2009

Three important events have taken place in Bangladesh since I wrote
the commentary last Monday. These are: (1) The Indian external affairs
minister has visited Bangladesh barely a month after the AL government
took office, (2) Student agitations on various issues have again taken
a violent and destructive turn and (3) The Indians are going ahead
with the construction of the massive Tipaimukh barrage - all of these
events collectively impinge on us in more than one ways but the one
which directly affects our very ability to survive is the issue of
water-sharing of some 53 common rivers between India and Bangladesh.
By constructing Tipaimukh and other barrages, India is depriving us of
life-giving waters, drastically reducing our ability to survive and
therefore this is the issue needing immediate and continued public
attention and the subject of this commentary.

India has resumed construction of the Tipaimukh barrage on the Barack
river just a kilometer north of Jakiganj in Sylhet; the construction
work was stalled in March 2007 in the face of protests within and
outside India. The barrage when completed in 2012 is supposed to
provide 1500 megawatts of hydel power to the Indian state of Assam but
in return its going to bring about a major disaster for Bangladesh,
practically contributing to drying up of 350 km long Surma and 110 km
long Kushiara rivers which water most of the north-eastern regions of
Bangladesh. The Tipaimukh barrage is going to seriously affect not
only agriculture in large portions of Bangladesh, particularly in
winter, but is also going to bring about negative ecological, climatic
and environmental changes of vast areas in both Bangladesh and India.

It's not just this one Indian barrage that is a source of considerable
concern and trepidation in Bangladesh; in 1976 India put into
operation the Farraka barrage which more or less destroyed the
Ganges-Brahamaputra basin, most of which lies in the deltaic plains of
Bangladesh and in 1990 India also constructed a barrage along the
Teesta river thereby virtually making ineffective much of the Teesta
barrage project constructed down-stream in Bangladesh to support
irrigation and agriculture in the north-west region of the country.
What is even more worrying is that India has evolved plans to divert
waters, from the north of the country to its drought-prone southern
and eastern states, of some 53 river which flow from India to Bangladesh.

Bangladesh shares a common border with India in the west, north and
east and with Myanmar in the southeast. These borders cut across 57
rivers which discharge through Bangladesh into the Bay of Bengal in
the south. The upstream courses of these rivers traverse India, China,
Nepal and Bhutan. Trans-boundary flows, which enter Bangladesh from
remote catchments extending short distance to thousands of kilometers
upstream, are the important source of water resources. Among the
trans-boundary rivers, the ones most affected by Indian barrages and
their related systems of canals, reservoirs and irrigation schemes are
Ganges, Brahmaputra, Meghna and Teesta. Although the Indian and
Bangladeshi governments have a water sharing agreement for the Ganges,
there are none for the other 53 rivers that cross the border. With the
Tipaimukh barrage now underway, India seems to be going ahead with its
mega-project of diverting river waters from its north to its south and
east, thereby putting Bangladesh's very survival at stake.

As to how the AL government is going to handle this issue of our
survival through water-sharing of common rivers between India and
Bangladesh is difficult to say because right now the government is
suffering from a sense of complacency and deja vu over "friendship"
with India forgetting the fact that India is a state with interests to
maintain and that Bangladesh too is a state with equally pressing
imperatives to survive as such. India is taking unilateral decisions
about matters which affect Bangladesh's core interests and if these
cannot be resolved bilaterally, Bangladesh must look at options of
going to multilateral forums such as the UN to get its right not only
recognized but also implemented. International laws dealing with
water-sharing of common rivers and sources are ambiguous, unclear and
contentious and so, Bangladesh ought to vigorously pursue these
matters, perhaps even garner international support for a change in
those laws dealing with water-sharing - this international dimension
is a crucial factor affecting the management of the trans-boundary
river systems. There is thus, no scope for Bangladesh to be deflected
from this core issue of water-sharing notwithstanding Indian deceitful
and diversionary insistence and propaganda on "terrorists and transit".

To whom it may concern:

I had an opportunity to listen to some of Tareq Zia's vision about the future of BNP political future. Honestly, I was disgruntled. Tareq Zia does not seem to understand what is politics all about, except known as Mr 10%. Suffice to say, Tareq ascended to political sphere merely for his undue paternity influence, certainly not by his distinguished talent. His knowledge and vision is confined in the shallow pond like a frog. Analyzing his past controbution to BNP politics, Prince Tareq has done more damage than doing any good. Hope delusional Mr Mahathir remember last few days of political jujutsu by Tareq Zia which brought much damage and inflicted low morale and chaos to his own political party.

I do not think Tareq Zia has any political pragmatism, except he knows how to brew chamchas and busk under the glory of forbidden temptation.

BNP will fetch much better without Tareq Zia. But, politics is funny, that unwanted child might rejoice again! Who knows?

mr. mahathir,

please don't take me wrong.  just think it for a while and reply me.

there is a difference between good and bad.  there is also a difference between good and better.  as there is a difference between better and the best.

india is doing good, better than us.  but india could do much better.

there are still a lot of difference between india and us.  they dont make so much shortcut to the top position as we do.  they also don't have so much blames of corruption as we have.  as a matter of fact, no society is corruption free.  the differance is in the scale.  corruption committed by general people and corruption made by a politician makes things much different.

if we could perform like india, we would have been better than what we are now.  if we could do like singapore or some other country, we could have crossed the indian standard.  now our citizen are trying to cross into india and india is trying to eract barbed wire fences to prevent that.  if we could follow the systems of a better country like singapore or malaysia (mahathir's period, not the present period.  i have been to malaysia recently.  this country is not at all doing good now a days under badawi) indians would have tried to cross the border and we would have fanced to protect our land.

all the allegations are now withdrawn from all our political leaders and they are talking so loudly againt the actions taken against them (i fully agree with them for the investigation of human right violations that have been committed against them), but, does it mean, they are truly innocent.

please reply me direct without beating around the bush or bringing other instances or brining in kothar furljhuri.

warm regards and best wishes.

Dear Alochoks

Tareq caused the debacle of the BNP in the first place by exercising
illegitimate and undemocratic power. He pushed BNP veterans aside.

Tareq himself provided the biggest ammunition for AL. Tareq himself
was the biggest cause for swing voters to turn away from BNP.

Tareq could never defend himself in public other than grinning and saying 'Catch me if you can'.

Moeen is no Indian puppet. He may be flawed but he is a patriotic soldier (they exist in Bangladesh) who stepped in when civillians were disgracing the country.

Maybe Tariq is tied with Daoud Ibrahim. There is no evidence why we
should not think so.

You think he didn't confess? You think there is no evidence? There
is. And it is being used against Khaleda and Tareq. Fortunately.

A corrupt person can stand against torture. Especially if he thinks
he is a King and that his Daddy's name will soon save him. And
that his people are dumb enough to make him PM soon.

It makes no difference if he - or Khaleda or Hasina - want to stay or go. They are fighting for their own interest and will stay or go accordingly. Khaleda was packed and ready to go to Saudi but Hasina, in the US, couldn't keep quiet for that week (hai reh!) in the US and saved Khaleda.

So Tareq told a worker in Jessore to have a legal income. Wow! Maybe
we should replace Aesop's Fables with Tareq's Fables. This is the
evidence that he is THE MAN? This reminds me of all those metric paash BNP MPs who started quoting Tareq in 2006... Whats the civillian equivalent of bootlickers?

TAREQ'S GREATEST FAULT WAS THAT HE FORGOT WHAT KIND OF MAN HIS FATHER
REALLY WAS.

But thats common in Bangladesh. You know - mother keeps the kids
close to the mother's family and keeps the kids away from the
father's family (whether the father is dead or alive). Maybe if
Khaleda kept Tareq close to his father's family he would have turned
out better. Instead she drove him into the arms of Iskander and
Biskander types.

Tariq is no Mahathir. I think Mahathir can read and write English. There could be other differences too : )

Khaleda and Tareq, just like Hasina, made deals with the CTG.

If BNP is to play it's full role then it needs to move on fast. AL is in power now but it is the party that first breaks aways from the nethri system that will be truly democratic, truly visionary and truly lead.
