Dhaka to hand over Anup Chetia

New Delhi, Feb 18 (bdnews24.com) – Dhaka has come to an agreement with India to hand over Anup Chetia, the United Liberation Front of Asom leader who has been in a Bangladeshi jail since 1996, state minister for foreign affairs Hasan Mahmud told an Indian news network this week.

"We have mutually agreed on the handover, now we have to decide on the formalities of how to hand him over. It will also include handover of Bangladeshi criminals who have fled to India," Mahmud told CNN-IBN in an interview aired on Wednesday.

Mahmud, who is also a special assistant to prime minister Sheikh Hasina, told CNN-IBN that past Bangladeshi governments since 2001 had indeed sponsored terrorism.

"Since 2001, BNP and Jamaat-e-Islami had ministers in their government who chanted slogans to turn Bangladesh into Afghanistan. So they nurtured a range of terrorist organisations. "Terrorism in Bangladesh started and then flourished under that government," said Mahmud. The junior minister also admitted to cross-border linkages of terrorist groups based in Bangladesh.

India has long accused Bangladesh of harbouring anti-India insurgents and terrorists, an allegation Bangladesh had denied. Mahmud said terror groups like the banned extremist outfit Harkat-ul-Jihad-e-Islam (HuJI), Bangladesh still existed in underground pockets in Bangladesh.
"They are banned, but they are in hideouts now," he said.

Asked whether the Bangladesh government was trying to trace HuJI hideouts, Mahmud said: "Definitely, we are trying to find out their locations." He promised a Bangladeshi crackdown on militant groups. "Since terrorist attacks have been happening in the region in the past few months, even in Mumbai, there are cross-border linkages of these terrorists," said Mahmud. "Not only Lashker ((Laskhar-e-Taiba) and HuJI, but other terror organisations also.

"They trained in Afghanistan, they were in Pakistan, then they came here. It's dangerous.
"They cooperate among themselves, now we have to cooperate among ourselves in the region to combat them," Mahmud said.

The US blacklisted HujI Bangladesh (HuJI-B) last year as a 'global terrorist organisation'. A statement signed by then US Secretary of State Condoleezza Rice said HuJI-B chief Mufti Abdul Hannan, arrested by Bangladesh authorities, had been "implicated in a number of attacks in Bangladesh and abroad."

The US also praised Dhaka's anti-militant campaign at the time, saying "Bangladesh has been a strong partner of the United States in fighting terrorism, and has taken effective action to bring HuJI terrorists to justice and to prevent further attacks." Mahmud told CNN-IBN Wednesday that the newly elected Awami league government is working for "a new Bangladesh."

[ALOCHONA] Panic spreads as law enforcement slacks

 

 
Law and order is witnessing a slide with an increase in criminal activities in the city and elsewhere in the country, although law-enforcement agencies and the government claim to have the situation under control.

Despite such claims of the police, Rapid Action Battalion (Rab) and other law-enforcement agencies, a large number of crime victims have the impression that they are not getting any remedy even after seeking help.

"This approaches have pushed people into a helpless situation," says noted human rights activist Sultana Kamal, who was also an adviser to the caretaker government. She adds, "The government should take necessary steps if the people don't get remedy from the law-enforcement agencies."

A minister of the ruling Awami League himself recently became puzzled to see traffic policemen standing in a reluctant mood instead of easing traffic movement amid severe congestion.

It has already been evident how law and order started to collapse centring establishment of supremacy in the students' dormitories, different bus and launch terminals, parking places at airport and footpaths after the national polls.

Besides, the increasing incidents of murder, robbery, mugging, theft and forgery have reached such a level that people have become panicked and often dare not move freely even in the day.

Armed criminals have recently stormed a showroom of Butterfly in Jatrabari in broad daylight, shot a salesman and took away cash and other valuables. Another criminal gang broke into a Lalmatia house and robbed all the valuables.

These are a few examples of innumerable criminal incidents, which are spreading insecurity in the public mind."Whatever the crime statistics are, my observation is that perceptively the sense of insecurity has increased a bit," says M Shahjahan, former inspector general of police (IGP).

"Crimes like mugging, hijacking and robbery have increased, while activities of the ogyan and malom parties [dope gangs] have created panic among the people," adds Shahjahan, who is also a former adviser to the caretaker government.

Five days after the government assumed power, criminals on January 12 fled with about Tk 3 lakh in broad daylight from a client at the IFIC Bank's Dhanmondi branch.

Locals caught one of the criminals and turned him in to the police and Rab with his mobile phone. Both the agencies assured the victim of recovering the money within a few hours as they had got one criminal with cellphone.

Both the agencies immediately asked reporters not to run the news to help them net the muggers. But the other muggers are still at large and the money hasn't been recovered.

The law-enforcers later told the victims it is difficult to recover the money as the muggers switched off their cellphones.The victim was further told that the law-enforcers were busy with "bigger crimes" and did not have enough time to pay for a "petty" incident.

Sources however say a source of Detective Branch (DB) was involved in the incident and that is why the police are not much interested in the case.

According to police crime ratings, killing is a much bigger offence than mugging. But there are many instances that the law-enforcement agencies could not make any convincing progress in the "bigger crimes".

"Though the government is repeatedly saying that they are taking proper measures to maintain law and order, they should examine the reasons behind the deteriorating situation and combat crime with an iron hand," says Sultana Kamal.

Former IGP Shahjahan said, "The number of reports on crime in the police stations is less than the real incidents as many victims don't go to the police. They believe they would not get any remedy and rather might be harassed again."

"It is very urgent to restore confidence of the people in police," he said.He added criminals always work through a network, which becomes more active under the political governments as they consider this atmosphere in their favour.

"The criminals always search for a guardian who has control over the police. A nexus is established comprising criminals, a section of police and politicians," he observed."Steps should be taken against the guardians of the criminals to abolish the criminals' networks or the nexus."

Meanwhile, some police officials say they are considering the present situation as a transitional period because of probable transfer and posting as all the new governments do so.

Some of them express fear of politicisation in their department in the name of transfer, posting and promotion."I don't know my next destination, so it's better to go slow to understand the changed situation," says an officer-in-charge of a police station in the capital.

Dhaka Metropolitan Police Commissioner Naim Ahmed told The Daily Star they have beefed up security measures including installation of check posts, police patrol and special drives.

Home Minister Sahara Khatun on Friday at DMP Headquarters told journalists there is no reluctance among the police and the force is working sincerely.

But the patrol of police and Rab and their presence on the roads and crime scenes are apparently less compared to the time before the December 29 national polls.

Activists of different units of Bangladesh Chhatra League (BCL) yesterday clashed with each other over a trifling matter during its reunion in the city's Paltan Maidan that left at least 20 people injured.
 
The clash ensued about 11:30am among the BCL activists from Dhaka College, Jagannath University, Government Titumir College and Dhaka Polytechnic Institute following an altercation over sitting at the venue before Prime Minister Sheikh Hasina arrived.
The BCL activists hurled plastic chairs at each other and chase and counter chase around the area marked the half hour-long mayhem, leaving at least 20 people injured. A good number of BCL leaders and activists, particularly females were seen leaving the venue because of the clash.
 
The clash offended Awami League senior leaders and ministers who went there to attend the programme. Finding no other alternative, Jubo League President Jahangir Kabir Nanak and General Secretary Mirza Azam took the loudspeaker and asked the troublemakers to calm down.
 
Through the loudspeaker, they also requested the activists not to leave the venue to make the programme a success and warned that stern action will be taken against the troublemakers as the footages were being taken.
 
BCL General Secretary Mahfuzul Haider Chowdhury Roton told The Daily Star that they will form a probe committee to investigate the incident and stern action would be taken against those responsible for it.
 
Nine of the injured were given first aid at Dhaka Medical College Hospital. They are Jasim Uddin, Fazle Rabbi, Rakib and Taposh of Dhaka College and Mostafizur Rahman, Shakil Ahmed, Joy and Mithu of Dhaka Polytechnic Institute and Rasel, a student of Mohsin Hall of Dhaka University.

Highly appreciable work. My kudos to you. Keep up the good work you are doing. One day you may find yourself recognized as a top Bangla calligrapher. A lot of hard work went into it and, remember, the hard work pays off in due course. The Bangla adages speak of uncanny wit of the Bangalis. Thanks for bringing some of them to fore. And what could be a better time than the month February to circulate it for the Bangali nation to reckon.

Could anybody enlighten me is there any official status of Saima Wazed Putul that deserves her to be received by the Bangladesh High Commissioner to Canada Mr Yakub Ali. Mr Ali travelled from Ottawa to Toronto at the tax payers money to receive her in Toronto Airport upon her return from Dhaka. See the News below. If she does not have an official status, is this not corruption?

Two factions of Bangladesh Chhatra League locked in a fierce clash on Jahangirnagar University (JU) campus yesterday that left at least 50 people injured, five of them with bullets. The sporadic clashes continued till filing this report at 2:00am today starting from around 2:00pm yesterday.

Witnesses said the clashes began between the two groups when cadres of Ayon group swooped on Jony group at Bottola, in front of Maulana Bhasani Hall, over establishing supremacy on campus.

A group of unidentified men at one stage also attacked the residents of acting Proctor Prof Md Nasiruddin and General Secretary of Jahangirnagar University Teachers Association Prof Shamsul Alam Selim.

Police raided Bangabandhu Hall and AFM Kamaluddin Hall late last night but failed to seize any arms except a few iron rods. Police, however, arrested 19 students of Ayon group, sources at the Savar Police Station said.

Chhatra League central committee suspended all activities of JU Chhatra League unit for a month more following the clashes. Last month, the two Chhatra League factions clashed with each other on campus that left 30 students injured. The central committee had then suspended activities of its JU unit for a month.

"A few activists of Ayon group beat up Nayan, an activist of Jony group, in Bangabandhu Hall in the morning. Hearing the news, activists of Jony group launched a hectic search for the attackers on campus and finally they beat up some activists of Ayon group in Bangabandhu Hall around noon," a student said.

In the meantime, a few activists of Jony group took position in Bottola area and the activists of Ayon group attacked them with sharp weapons that left five injured.

Following the attack, over 200 activists of Jony group launched an attack on the activist of Ayon group with firearms at Battola. Later, chases and counter chases took place between the two groups in Bangabandhu Hall, Kamal Uddin Hall, Bhasani Hall and Mir Mosharraf Hossain Hall and in front of the Social Science Faculty.

Both groups used firearms, iron rods, hockey sticks, machetes and sticks during an hour-long clash that turned the campus into a battlefield. Fifteen of the injured, including bullet-hit students were admitted to different hospitals and clinics in the capital and in Savar.

The bullet-hit students are Sagar and Robin, student of masters' degree in economics, Sujan, a second-year honours student, and Rubel and Sohel, first-year students.

Rubel and Sohel, received bullets in their legs, and were undergoing treatment at Pongu Hospital in the capital. Condition of two other injured students--Shubho and Sobhon--was stated to be critical at Enam Medical College and Hospital in Savar. Sajib, Khokan, Rony, Ripon and Jihan were also admitted to that hospital.

An emergency syndicate meeting was held in the evening to discuss the campus situation but the vice-chancellor of the university was not available to make any comments.

After the meeting, Assistant Proctor Abdullah Hel Kafi said they will stop such clashes by any means but he could not say how. "It is a political conflict and this issue will end through the interference of the top leaders of Awami League," he told The Daily Star.

Campus sources said the conflict began between the two groups as Adnan Bhuiyan Ayon, leader of the Ayon group, gave shelter to former JCD activists in JU Chhatra League unit.

Additional police were deployed on campus and police will conduct raids in the halls soon, police sources said. Witnesses said though all Chhatra League activities were banned in the university, both the factions have been showing off their muscles for the last few days.

Executive council of JU teachers association in an emergency meeting placed four demands before the university authorities including immediate arrest of those who attacked teachers' homes.
