Following the uproar in the Parliament centering the communications
and the finance minister some quarters expected that the prime
minister this time would come up with corrective measures against the
non-performing ministers. Many thought that she could ill-afford to
pass up the resentment expressed by senior party leaders and alliance
members in the house, in full glare of the TV cameras, watched by the
whole nation.

But there were others who feared the opposite. Their fear came true.
The PM took her time and came back hard to censure those who
criticized her ministers for failures. She had been blunt and clear.
Without mincing words she made it known that she did not take pleasure
in the act of some party colleagues highlighting the lapses and
failures of her blundering ministers. She asked them not to magnify
the failures'. She also urged them to talk about achievements also.

I couldn't agree more with the honorable PM. Successes also deserve
mention and those should also be made public. But the fact is
miniature achievements have been overshadowed by much bigger lapses.
If her ministers have been criticized she ought to have taken it in
good grace, this could have been a departure from the rituals of
praising the sycophants.

The Awami League government finds itself in uncomfortable
circumstances, for sure. Law and order situation has taken a turn for
worse, police atrocities have risen, mob lynching has gone up at
alarming rate, tendency to take up law in own hands have risen, the
law enforcers have been failing to deal with situations, traffic
system has almost come to a standstill, highway deaths have increased
due to reckless driving, road and rail communications is in doldrums,
corruption in BRTA, Rajuk and other government agencies goes on
unabated, political oppression has been ruthless and the parliament
remains an one-sided business.

In the economic front, the market price of basics is out of control,
capital market is in a haze and we still remain a heavily import
-oriented economy.

Besides, there has been a deliberate attempt by the government to drag
almost everything and everyone to court for settling matters that
could otherwise be handled politically or through normal
administrative procedures.

There's not much concerning our foreign policy, except for
transactions with India. The regime had been busy with deals between
the two governments. The transit issue has created a storm. This needs
to be resolved and made clear in 'clearer terms'. The people have the
right to know and the government is obliged to make no secret of the
deal.

Performances in education and agriculture sectors have been commendable.

Apart from these two, we do not find any area with which we can be
pleased about. Rather the unrest and frustration among the people is
palpable. Impatience and intolerance have crept in our lives; most
damaging is the loss of confidence in rule of law and faith in the
politicians.

The upshot is explicable. There is a portentous sign of total
breakdown of social systems at some point of time. Something needs to
be done to put the brakes to prevent the final plunge.

If the government is not to blame for this, who else is? The
ministries are all in state of confusion and appear tentative. If the
Prime Minister is planning to achieve her political and economic
goals, can she make do with these ministers at the helm?

If the ministers have come under fire, there must be reasons, and the
PM should know better. Instead of defending them she should have taken
them to task.

The PM has once again let go another opportunity to act
democratically. She should have shown tolerance to the critics and
taken a forbearing view of those. She could have created an instance
of upholding democracy, which is absent in our leaderships. The
opposition might have also learnt a few lessons.

She preferred to stand on the wrong side. Her stance will not help her
party and country's politics. By siding with the middle-of-the-road
ministers she has inflicted wounds on herself.

Sending an article to Muktomona does not guarantee that it would be published. It has it's own publication policies. In the past some of my pieces have not been published. I cannot do any thing about that. It is their discretion. One more thing is important. As I have seen before, it values civility. I don't know the content of the article, but from the title of the article "I do not like to tell people like U as human. I like to tell U demon. I believe by U, races of Allah were never come in help and will not come in help unless U become true Muslim" it appears that the article may be highly prejudiced. Calling some one demon (probably aimed at a free thinker) exceeds the limits of all civility. Also as far as I know, Muktomona promotes atheism which they do by using reasons and rationality. Also I believe they will not hesitate to publish a well written article that promotes a particular religion or ism also. Key terms are "reason", "rationality", and "scientific". 
Hopefully I have not misinterpreted Muktomona's philosophy and policy. If I have, I apologize to its moderators.
I don't know if Tanvir knows that Muktomona publishes the articles by Asghar Ali Engineer who seems to promote a liberal version of Islam. His articles are well written and he does not believe in the principle "where reason fails, it is stick that should take over."

ধর্মের সাথে বসবাস করেও ধর্ম কে আমরা চিনি না।
খুজে ফিরি ধর্ম কে
কোথায় ধর্ম ? , কোথায় সে ত্য ধর্ম ?
যে দিতে পারে কঠিন এক সঙ্কল্প , যে সঙ্কল্প করতে চাই আমরা সবাই বিনা রক্তপাতে
কোথায় সে ধর্ম ? , ঠিকানা কে দেবে ?
অনেক খুজেছি ধর্মকে , নোয়াখালী  হতে নর্থ আমেরিকা তে
মসজিদ , মন্দির ,  গির্জাতে
পাইনি খুজে কোথাও  ধর্মকে
ধর্ম যদি থাকে বিবেকে তবে কেন তাকে খুজতে গেলাম এ প্রান্ত থেকে ওপ্রান্তে ? ।
কোথায় আছে ধর্ম ?...। মক্কা অথবা  ভ্যাটিক্যান  এ ? , জেরুজালেম অথবা  কাশীতে
কোথাও ত পেলাম না  ধর্মকে  
ধর্ম আছে মনের মসজিদে
ধর্ম আছে মনের মন্দিরে
ধর্ম আছে মনের   গির্জাতে ।
আর খুজব না  ধর্মকে , যদি খুজতে হয় খুজব নিজেকে
নিজেকে আবিস্কার করে ধর্মকে  বিসর্জন দেব ।
ধর্ম  বিশ্বকে  কিছুই দেয়নি তা ও বলিনা 
যখন ছিল না বিজ্ঞান  ,  তখন ছিল ধর্ম
যখন  ছিল না  দর্শন  তখন ছিল  ধর্ম 
যখন ছিল না ইতিহাস  তখন ছিল  ধর্ম ।
এখন বিজ্ঞান , দর্শন ,ইতিহাস সবই  আছে , তবে যাব কেন  মসজিদ , মন্দির অথবা  গির্জাতে!
ধ্যান এর জন্য ধর্ম জরুরী নয়  জেনে গেছি আমি বিজ্ঞানের ই কল্যাণে
ধর্ম  তোমাকে দূর হতে এন্টিক হিসেবে আমি দেখব
মনের মসজিদ , মন্দিরে নিজেকে ই ধারন করব ।
মানবতাকে  আসল ধর্ম  মানব ।
 
এভাবেই আমি সভ্য হতে   সভ্যতর হব , বিকশিত হব ।
পরজনমের  ভয়ে আর কুঁকড়ে যাব না  
  জন্মেও অনাচার করব না
আমি কোথাও হতে আসিনি , আমি কোথাও যাবও না 
আমার জন্য বেহেশত অপেক্ষা  করে থাকলেও  দোজখের  অস্তিত্ব  যে নেই  তা আমি জেনে গেছি
 এখন আমি শান্ত , স্নিগ্ধ  ,  মানবতার  তরে  উৎসগ'কৃত

I do not think Mujibur Rahman taken any money from RAW. He had people from both RAW and CIA ( Khondokar Mustaq) but ultimately he was for his people { My personal opinion only!}. According to "Nixon Papers" he forced Indian government to take their armed personnel back to India (There were reports of massive looting by Indian Army from our bases). If he was anyway tied to RAW, I do not think he would have done that. Personally I think he loved his people and wanted to do something for them with his ability. His administrative and academic skills were not up to the task taken by himself but his passion and love was there. He was a human being and made some mistakes and we should honor his contributions and forgive him for his mistakes.

I say the same for Ziaur Rahman as well. A leader of our freedom movement who risked his life on 26th March and went to war for his people. Like Mujib he made some mistakes but his contributions should be honored by ALL of us. Unfortunately as a nation we are not civilized enough to even recognize genuine contributions by these great men. Even people with P.H.Ds acts like uneducated fools when we talk about these NATIONAL leaders of Bangladesh.

May Allah guide us and keep us in the straight path.

I sent him the following quick comment:

A former General Secretary of RAW writing to Bangladesh and Indian govts to 'clear' Mujib's name is quite unusual. Every word of RAW needs to be checked with other verifiable documentary evidences and also needs to be checked for its objectives and objectivity.

 
My position about our independence and India is: We wanted independence for one reason, but India wanted to divide Pakistan for another reason. The report in the Blitz shows that India wanted to divide Pakistan and it sent money and weapons to East Pakistan before 1971 war of independence, and that was certainly not for philanthropic reasons.
 
According to the report in the Blitz, "He (Yadav) also endorsed the fact that prior to the war of independence of Bangladesh, Indian intelligence were regularly meeting Pakistani nationals, giving them money and arms to continue insurgency inside East Pakistan." After this assertion, all the other narratives are just details. It can be inferred from the report that many of Mujib's associates took money ("bags full of cash") and arms from India. Many reports show that Mujib was surrounded by RAW's operatives.
 
Form many reports and writings, it can be concluded that Mujib worked closely with both CIA and RAW. 
 

Before 1947, Mujib was actively involved in Pakistan movement. There is no credible proof that he ever wanted anything more than a confederation of Pakistan i.e., there is no proof that he ever wanted independence of Bangladesh. He did not know about the independence of Bangladesh, before his release from Pakistan prison in January, 1972. When Bhashani wanted independence of East Pakistan in 1957, Suhrawardi and Mujib opposed it, and Bhashani was compelled to form NAP. But after Suhrawardi's death, Mujib declared 6-points in 1966, which was at most a demand for confederation of Pakistan. On the night of 25 March 1971, Mujib did not go to India, while most of his close associates did. He willingly went to Pakistan prison, thought to be under arrangements worked out by Kamal Hossain (who also went to Pakistan, not arrested, reportedly in the same plane with Mujib) and the US ambassador in Pakistan. Mujib's family was protected by the army in Dhanmondi in 1971 and good financial support paid to the family by the Yahya govt. However, it was Kissinger who instigated Yahya for the most brutal crack down. Later on it was Kissinger again who was behind Mujib's assassination in 1975. (Hasina accepted 1998 UNESCO prize from Kissinger, knowing full well that Kissinger was behind Mujib's assassination!!) 
 
It was thought that it was through US arrangements that Mujib was released from Pakistan prison in January 1972. Mujib never claimed that he declared independence. He never visited Mujib Nagar. He asked Indian army to be taken back from Bangladesh, which is thought to be a reflection of US intention. He removed Tajuddin, thought to be pro-India, from the cabinet and made Mushtaq, pro-US and anti-India, his right hand person. Mujib invited Bhutto and also joined the Islamic conference. He declared general amnesty to the war criminals.
 
So, why did he create Rakkhi Bahini? Well, Rakkhi Bahini was created by India, with Indian finance, training, arms and Indian top command. Mujib agreed, as by that time the army was reduced almost to prisoners in the cantonment, without any powers, under Indian arrangements. Soon Rakkhi Bahini was made all powerful. And why did Mujib agree to BKSAL? The answer is, in order to survive. Mujib regime killed 30 to 50 thousand patriots, while 3 to 5 hundred-thousand people perished in the man-made famine of 1974 during his regime. Whatever manoeuvres Mujib did, his regime was totally controlled by India and it was a thugs' rule all through with a tyranny unseen since then. 
 
I think the above will give some indications of Mujib's relationship with India.
 
After the present govt, I hope historians will have opportunity to write the true history of Bangladesh. RAW's real games will hopefully be exposed then!! India has destroyed all their documents of the 1971 war. One would want to know, WHY???

Imagine PM had said the opposite

Not criticism, but ignorance of facts is the real enemy

Recently ruling party MPs, for the first time, came out in droves on
the Sangsad floor criticising the unforgivable failure of the
communications minister resulting in major highways suddenly becoming
unusable, and that also just before the Eid holidays. Commerce,
finance, and power ministries also came under heavy criticism. Later
the prime minister, in her question-answer session, reprimanded the
criticising MPs saying why they were concentrating on a few minor
failures when the record of the government is replete with success.

Imagine the prime minister saying exactly the opposite. Instead of
criticising them, suppose she had actually praised them, saying she
appreciated their forthrightness, and was thankful for bringing out
some unpalatable facts, adding that she would personally look into the
functions of those ministers.

What would she have gained by such a stance? First, she would have
encouraged a true spirit of debate and openness in our parliamentary
practice. Second, she would have shown the voters that their
representatives can and do raise issues of public concern even if it
goes against the governing party. Third, the ministers concerned would
have been alerted as to how critical their parliament colleagues were
about their failures. Fourth, she would have taken into account the
real feelings of the people in the constituencies of the MPs who
spoke. Fifth, the MPs concerned would have had the satisfaction of
seeing that their views were listened to with some importance by the
leader of the House, and would feel that their thoughts mattered.
Sixth, it would prove that the ruling party had both the maturity and
the self-confidence to hear some critical views. The biggest benefit
of open debate, one that cannot be quantified, is giving the public
the feeling that the parliament cares and discusses the issues that
are of concern to them.

But regrettably all of these are in the realm of imagination. The
reality is that not only the PM reprimanded the MPs for speaking their
minds, she even likened their actions to the criticisms prior to the
dastardly murder of Bangabandhu. In one stroke she silenced whatever
possibility there was of free debate, and ascribed a serious stigma to
the act of "criticising the government" by referring to what had
happened prior to the tragedy of August 1975. It is now certain that
no Awami League MP will dare to raise any matter of public concern on
the floor of the parliament, however urgent and however critical.

To put it bluntly, the prime minister, as stated by herself, wants
only to hear praise from her MPs and nothing else. If truth be damned
in the process, so be it. Because anybody interested in the facts
could not have castigated her outspoken MPs as the way she did the
other day, and that also on the floor of the parliament.

The prime minister also said by being critical and talking about the
failures of the government, her party MPs were "supplying weapons to
the enemies". The fact is that truth is never a weapon in the hands of
the enemy. It is, on the contrary, one's own weapon of strength. No
government anywhere in the world has ever fallen because of the truth.
They have fallen because they hid themselves from it.

By stopping the MPs from speaking out, Sheikh Hasina has cut herself
off from a source of invaluable information which every leader
desiring public support desperately needs. In fact wise leaders in
history have been known to encourage dissenting voices, and even to
encourage them to keep special liaisons, sometimes privately, so that
the leaders know the unpalatable truth. Those leaders who shut
themselves from negative facts later regretted it. When they realised
their follies, it was often a little too late.

One of the tragedies of our return to democracy in the post Ershad era
has been that our elected governments, soon after coming to power,
fell into the clutches of sycophants and coterie interest, and very
soon got isolated from the very people that had elected them. They
started believing their own rhetoric of success and deluded themselves
that the "facts" as they saw were the same as what the people saw. In
all the instances the leadership prevented their grassroots from
telling the high ups the truth about what was going on in people's
minds. There is a big message in the fact that in every election since
1991 the incumbent always lost. Our ruling parties never asked why,
and so they ended up making the same mistakes over and over again.

Our leaders never accept that they can make any mistake. There has not
been a single instance where there was a serious post-mortem as to why
the ruling party of the day had lost the election. The immediate and
standard disclaimer was "we lost because"… of manipulation by the
caretaker government, rigging, and partisanship of the Election
Commission, and never, never because "we made some mistakes". Since it
was everybody else's fault that "we lost", there was never a need or
desire or initiative to find out the truth as to what had gone wrong
"within", so that it could be fixed.

Even today as BNP is trying to reorganise itself, recalibrate its
strategy, and reform its agenda -- there is absolutely no sign of any
introspection as to whether "Hawa Bhaban" was a blunder or that
handling of the investigation of August 21 grenade massacre amounted
to criminal negligence, or allowing Bangla Bhai and the extremists to
flourish was a serious mistake. "We lost because of conspiracy by the
caretaker government", clear and simple, and hence there is "no need
for any self-analysis".

Today, the Awami League government, instead of looking at the causes
of public disillusionment in some areas, is blaming "conspirators",
"anti-liberation" forces, and everybody's favourite villain, the
media. (On media's villainy there is a consensus between our
governments and oppositions, depending of course on who is in power).

As we write, we are never sure how our words will be taken by those
concerned. Just as the MPs were shut up, we may be dismissed as
"conspirators" or as "habitual critics, who really cannot tolerate our
success". But imagine that the prime minister does the very opposite,
and actually takes us earnestly and gives our views a modicum of
respect and seriousness. Well, with that happy "imagination" we wish
her and all our readers, Eid Mubarak.

The Politics of Independence in Bangladesh

Historians still do not have all the records they need to fully understand the freedom struggle of Bangladesh and offer a proper appreciation of the role of all the participants. Political parties remain justifiably attached to their founders; partisans attached to India and Pakistan also have their memories, points of view and all merit attention. To recover the deeper history of independence, however, scholars need to study its popular dimensions, and, in that light, it is most obvious that radical student leaders and countless lesser lights in the people's struggle for independence still do not have the place in history they deserve.

 

 

David Ludden is Professor of Political Economy and Globalization in the Department of History at New York University. He first worked in South Asia as a public health intern, but in graduate school, he migrated into studies and translations of Tamil literature and into research in economic and social history and development studies. He received his Ph.D. in History in 1978 from the University of Pennsylvania, where he served on the faculty from 1981 until 2007.

Manmohan To Announce Tipaimukh Construction In Sept Visit

Move, according to observers, to alleviate ever-growing anti-Indian sentiment

Indian Prime Minister Manmohan Singh may make the announcement to
begin construction of the controversial Tipaimukh dam amid his
scheduled Dhaka visit on 6-7 September.

According to a paper drafted by the Bangladesh Prime Minister's
Office, the Indian authority is going discuss with Bangladesh about
the dam which is going to adversely affect the latter country.

It was reported that, the Indian government only referred that 'India
would not take unilateral steps on the Tipaimukh project that would
adversely affect Bangladesh'. The reference came through a
Bangladesh-India joint communiqué issued during Prime Minister Sheikh
Hasina's Delhi visit in January 2010.

It is added to the official paper also reads that the Indian premier's
assurance of not harming Bangladesh will 'create a huge positive
impact on public perception in Bangladesh', English newspaper the
Daily Sun has reported.

"Though Tipaimukh has long ceased to be an issue, an announcement may
be included for public perception to the effect that India would
consult government of Bangladesh on Tipaimukh dam issue and would not
undertake any project which may harm Bangladesh," reads the
'restricted' paper that the daily reports to have obtained.

The paper reportedly also suggests the PMO and the foreign office to
coordinate the matter with the Indian government.

"Some important announcements will be made during the Indian prime
minister's visit," said Awami League MP Abdur Razzaq, who led a house
delegation in July 2005 to observe matters on the dam to India.

Observers contacted, has been saying since the report came out, New
Delhi would make such move in a bid to alleviate the escalating
anti-Indian sentiment in the country.

The sentiment is hugely contributed particularly by the issue of water
management of mutual rivers because of a controversial Farakka Barrage
treaty damaging Bangladesh heavily, signed between the then
Bangladeshi and Indian premiers Sheikh Mujib and Indira Gandhi.

The current opposition and also a three-time government party, BNP
along with the majority of country's environmentalists expressed deep
concern about construction of the proposed dam, stating that its
affects would be far worse than the Farakka barrage. A number of
environmentalist groups and activists in India ironically joined
movement against the dam.

However the leaders of the ruling Awami League have been accusing the
opposition as well as the environmentalists to have been opposing the
dam in a bid to undermine the important diplomatic ties with India.

Ramesh Chandra Sen, water resources minister in Sheikh Hasina's
present cabinet, said, "India is such an important friend of us that
we should allow them to build the dam even if it harms us in anyways".

The controversial dam is about to be built at the confluence of Barak
and Tuivai rivers in India, whose downstreams, Bangladeshi rivers of
Surma and Kushiara respectively, largely contribute in water supplies
for livelihood and agro in the entire northeast-eastern Bangladesh.

Indian population of the eastern states, known as the seven sisters,
have also been opposing the dam project since 1970s as the project, if
implemented, would displace millions of people and destroy its rich
biodiversity.

Environmentalists both in Bangladesh and India say that the
construction of the huge dam will dry up the two rivers in the greater
Sylhet region. Upon growing criticism at home and abroad, New Delhi
once assured that the dam would not adversely affect Bangladesh as the
multipurpose hydroelectric project has no irrigation component.

This year Eid is being celebrated along with festival of Ganesh Chaturti and we wish all our Hindu sisters and brothers Happy Ganesh Festival!

 

Both festivals are of great significance and apart from having religious importance they are also significant of cultural events. We would also like to share with our friends that I saw original manuscript of Dara Shikho's translation of Upanishad in Darul-Musanaffin, Azamgarh, U.P. which is written in Darashikho's own handwritings. To my pleasant surprise it begins with words Ganeshaya Namaha (I bow to Lord Ganesh) on one hand and, on the other, with Bismillahir-Rahman-Alrahim (i.e. I begin in the name of Allah), who is Compassionate and Merciful.

 

We must be proud of our such unity and composite culture. We again wish all our Muslim and Hindu sisters and brothers Eid and Ganesh Chaturti Mubarak!
