Yes, government should try to stabilize Taka. Too much inflation is not good for any economy. I think you should not talk against current finance minister of Bangladesh. So far I know from various media he is an honest man and working as best as he can for Bangladesh. What finance minister can do for stock market investors?! Stock market business is not like rice/potato business! It is always very risky anywhere, any market in the world. It is never an easy business, people should know. Those who lost money in share market simply don't know how share market works! Any government has very limited authority to intervene in share market. You must know your risk before investing any stock market.
What previous BNP government did against BSF killing of Bangladeshi?! People also must follow the laws of the lands. Awami league government brings down boarder killing at lowest level in Bangladesh's history. It is a big success of current Awami league government under the leadership of Madam Hasina.

Thanks to Hasina's misrule and inefficient golabaze Finance Minister.Why  investors lost millions of Taka? Who were  benefitted from Share manipulation ? Why no punishment for the Share criminals ?

In fact 1965 India-Pak war ( Operation Gibraltar), Pakis were little ahead because of BD with good Air-Land fighters.

IN response to Dr. Gowher Rizvi's article in The Daily Star (DS) making a plea for national and scientific discussion on Tipaimukh, scores of learned articles have come out in different newspapers including the DS. I have not read a single write-up where authors, known to be knowledgeable, have agreed with Dr. Rizvi's findings and surmises, though there pervaded a general feeling that there should be further research and investigation, and arrangements for joint survey and evaluationand all these will have to be facilitated or organised by the government of India (GoI) prior to the commencement of the execution of the project. Here, the GoI is miserably failing.

Our government is also not being able to pursue this vigorously and successfully. Rather, people like Dr. Rizvi and his colleagues in the government seem to be advocating the case of the dam and supporting the points of view of the Indian central government rather than boldly upholding the interests of Bangladesh. The widely-known statements of the Water Resources Minister Mr. Ramesh Chandra and his state minister exemplify that.

At the outset, Dr. Rizvi stated that "knowledgeable experts have been pushed aside by those who are not so well-informed but have strong views and opinions." Who are the "knowledgeable experts" and who are "not so well-informed?" It appears that whoever points out the interests of Bangladesh, whoever cites international law and terms of bi-lateral agreement, whoever, on the basis of available facts and figures, reveals the destructive nature of the Tipaimukh Project earns disfavour from people in the government like Dr. Rizvi. Perhaps they are the experts whom a former Indian High Commissioner Mr. Pinaki Chakravorty had the audacity of calling "so-called."

This is an unacceptable situation for Bangladesh. I fail to understand why Tipaimukh issue is not discussed in the Joint Rivers Commission or in a specially set-up committee of experts with authority to hold survey and investigation. If the outcome of such efforts is in favour of a dam, then only, with the consent of co-riparian countries, such dam should be constructed. Otherwise it would be, in all fairness, treated as definitely not a friendly gesture.

A member of the Bangladesh Environment Network (BEN), Albelee A. Haque, in a well-researched article with purely scientific approach (the DS December 26) wrote: "Tipaimukh dam is a direct threat to both Indian and Bangladeshi population and eco-system of the entire Ganges-Brahmaputra-Meghna basin" and took pains to scientifically explain the basis of the finding. The author says in the article: "Water vapour is considered a greenhouse gas. Mega dams/barrages can alter the river dynamics and natural balance of evapo-transpiration and cloud cover by wasting huge amount of water through evaporation loss." This point has to be borne in mind.

Dr. Rizvi has surmised that the flow of water through Surma and Kashiyara is "unlikely to be affected as there will be no withdrawal or diversion of water in the project." But what about the other scientific reason? Besides, though in the dam project no diversion is indicated in the agreement signed by Manipur government and the National Power Commission, how about withdrawal of water by an Agreement with the government of Assam (down-stream) for the Cachar agriculture or irrigation project? Dr. Akbar Ali Khan and Prof. Asif Nazrul have also pointed that out.

As indicated in the "Hydrological Impact Study of Tipaimukh Dam Project on Bangladesh," the Institute of Water Modelling of Bangladesh, while elaborately bringing out the bad effects of the dam, has mentioned that as a justification for the dam. The Central Water Commission of India and North Eastern Electric Power Corporation have said that facilitating flow of water for the Cachar irrigation project can be ensured by creating diversionary structures 100 kilometers upstream from Bangladesh border at Amalsid. In the JRC, the government of India did not give a clear negative response to the query of Bangladesh. So it is clear that the conclusions already drawn by Dr. Rizvi or his colleagues in the government are not based on scientific reasons, facts or reality.

Dr. Rizvi has mentioned that "Assam and Nagaland, like Bangladesh, are also lower riparian ... and the governments of those two states have not objected to the project and have actually welcomed it." To the best of my knowledge, Nagaland is upstream of Tipaimukh, which is located in Churachandpur of Manipur at the juncture of the Taivai, flowing in from Mizoran. For a distance upstream, the Barak is on the border of Nagaland and Manipur, but there is no reason why Nagaland could be equated with Bangladesh as a lower-riparian. It seems to me that this is an effort to create a smoke-screen.

In Assam, only the Cachar district (which is Bangla speaking) is lower-riparian, and not the Ahomia speaking Assam or Brahmaputra valley. But the people of Assam and Manipur, many socio-economic organisations, political parties (non-Congress), peasant and workers' societies, students, environmentalist and experts have lodged strong project against the proposed dam. Participants in different seminars have spoken against it. The people of Manipur even demolished the foundation-stone twice. Now it is under army protection.

The Indo-Banlga Moitree Sangathan, along with others, has launched a movement against it. Only about a weak ago, a big delegation from the organsiation visited Sylhet and Dhaka and held rallies and press conferences against it. A delegation comprising leaders from Manipur also had earlier visited Dhaka and Sylhet with the same purpose. So, it is not a fact that the proposed dam is a welcome idea in the affected areas of India. They are vehemently against it, as are the people of Bangladesh, and on very justifiable grounds.

The way Dr. Rizvi has brushed aside concerns about salinity and a possible disaster arising out of an earthquake in a most earthquake prone area has been totally unscientific. He just relied on Indian expertise. Even with the very bad record of Indian violation of terms of agreements and international law and conventions, he and his cohorts ask us to rely on the apparently hollow assurance of Dr. Manmohan Singh!

To the government of India and to Dr. Rizvi and his colleagues in our government, we would like to say that Tipai, Teesta and Farakka are a life and death question for Bangladesh. Please organise a joint survey, J.R.C deliberation and open discussion by national and international experts of both the countries before the construction work commences. And then advise us.

Famine in Bangladesh....

A case study of the 1974 famine in Bangladesh, which was associated with the floods of that year, and had an official mortality of 26,000. The causation of the famine is analysed in terms of food availability decline (FAD), and this approach is shown to offer very little by way of explanation of the famine, although the general food shortage resulting from low food imports and government food stocks is identified as a constraint in government relief operations. An analysis of the occupational status and the intensity of destitution show that the largest group were labourers. The exchange entitlement of the labourers is analysed in detail, and it is concluded that this approach gives a much better understanding of the famine.....

This paper investigates (within Professor Amartya Sen's entitlement approach) some aspects of economic events that led to the 1974 Bangladesh famine. It argues that this famine was not caused by a sudden decline in the aggregate availability of food by natural disasters; rather, the genesis of it can be traced to expansionary economic policies that the government of Bangladesh undertook immediately after the independence of the country. In fact the process of famine started in 1972 when inflation took off in an otherwise price stable country. By the time inflation exploded in 1974 a large section of the rural people belonging to the lower middle class had already slid downward into the poverty trap.

ON June 21, Indian High Commissioner Pinak Ranjan Chakrabarty provoked a new debate by questioning the applicability of international law to the Tipaimukh Dam issue. According to him, there does not exist any international law that could prevent India from constructing the Tipaimukh Dam. His argument appears totally erroneous in view of the status of the 1996 Ganges Water Treaty between Bangladesh and India as well the relevance of the applicable international customary laws.

According to Article 38 of the Statute of the International Court of Justice, bilateral or multilateral treaties are the primary expression of international law. The 1996 thirty-year Ganges Water Sharing Treaty was signed by the heads of states of Bangladesh and India and thus, according to the 1969 Vienna Convention on The Law of Treaties, it has the full backing of international law. Both Bangladesh and India are bound to abide by this treaty until 2026.

The 1996 treaty is the relevant law for assessing the validity of the proposed construction of Tipaimukh or any other structure on rivers shared between Bangladesh and India. In addition to making provisions for the Ganges water-sharing, the treaty enshrines, in Article IX, a provision which runs as follows: "Guided by the principles of equity, fairness and no harm to either party both the governments agree to conclude water sharing Treaties/Agreements with regard to other common rivers."

As the International Laws Commission's Commentaries on the Draft of 1997 Watercourse Convention provides, pledges to apply the principle of equitable utilisation and no-harm essentially presupposes obligations of conducting prior consultation and conclusion of agreement with co-basin states before undertaking any planned measures on a shared river like the Barak.

Therefore, construction of the Tipaimukh Dam by India on the upstream of the Barak, which, after entering Bangladesh, continues to flow as Kushiara and Surma, will be illegal unless it is preceded by prior consensus with Bangladesh. As part of the Tipaimukh project, if India builds a barrage over the Barak River, the resulting disastrous consequences on Bangladesh will be a graver violation of the "no harm" principle acknowledged by both countries in the Ganges treaty.

Pinak Ranjan, on the same occasion, also dismissed the applicability of the 1997 UN Watercourse Convention by saying that it has not yet entered into force. His statement is partially true; in the absence of required number of ratifications by states for this Convention, it is not yet binding as an "international treaty law." However, there is every reason to argue that the Convention, being adopted by a vote of 103-3 in the UN General Assembly, is applicable as "evidence of international customary law" to Tipaimukh or any such project on shared rivers.

This Convention was drafted by the International Law Commission, which was constituted under Article 13(1) of the United Nations Charter. The draft law produced by this Commission represents either existing or emerging rules of international law (ILC Statute, Article 15); various verdicts of the International Court of Justice have already expressed such a view (for example, the 1997 ICJ verdict regarding the River Danube dispute between Hungary and Slovakia).

The 1997 Convention put heavy emphasis on comprehensive cooperation for equitable utilisation of any trans-boundary watercourse, no-harm to all the co-basin states, and adequate protection of the watercourse itself. Therefore, a project with the magnitude of impact upon the environment that may result from the operation of the Tipaimukh Dam cannot be constructed unilaterally by any basin state.

The 1997 Convention is supported by recent state practices in different parts of the world. By the terms of 1992 Trans-boundary Watercourses Convention, adopted under the auspices of the UN Economic Union for Europe, there is no scope to undertake planned measures on shared rivers without conducting a comprehensive environmental impact assessment, providing full information to all the concerned basin states and ensuring that there are no serious harmful effects on the ecology as well as the co-riparian states.

In the last two decades, various countries in Africa (e.g. 1995 Zambezi River Protocol, 1997 Lake Victoria Program), South East Asia (e.g. 1995 Mekong River Agreement), and South America (e.g. 2004 Program for the Pantanal and Upper Paraguay River) have emphasised basin-wide cooperation for ensuring sustainable utilisation and management of international watercourses.

The cooperation and no-harm principles are more emphatically endorsed in a number of international environmental instruments to which both Bangladesh and India are parties. Among them, Article 5 of the 1972 Ramsar Convention requires the contracting parties to consult each other about implementing obligations arising under the Convention in respect of trans-boundary wetlands, shared watercourses and coordinated conservation of wetland flora and fauna, and Article 3 of Biodiversity Convention provides that "states have the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other states or of areas beyond the limits of national jurisdiction."

Provisions for preventing and mitigating harm related with the utilisation of shared water systems are also found in other conventions, including the 1992 Framework Convention on Climate change and the 1994 Convention on Desertification.

If India decides to ignore the above international rules and norms and undertakes the Tipaimukh project, it might prove disastrous for India itself. The sources of several large rivers, such as the Brahmaputra, are in China, which is reportedly considering undertaking construction of big dams on some of those rivers.

If India claims that there is no international law prohibiting Tipaimukh, then how will it oppose China's projects, which would cause serious damage to the environment and economy of India. Indian newspapers are already warning their government about this facet of the problem. For us, the question is: are we ready to devise the necessary strategies with a holistic vision of the problem?

Ordinance on Service Age: 'It's all for a few officials'

It was to reward some secretaries due to retire soon that the government recently increased the retirement age of civil servants through a hurriedly promulgated ordinance, alleged some mid-level government officials.

If the government would amend the Public Service Retirement Act-1974 in the parliament first and then increase the retirement age, at least 5 to 10 secretaries, who have close contacts with the government high-ups, would go to retirement by that time, said a deputy secretary of the agriculture ministry.

"If the government would first amend the act and then increase the retirement age, there would be no question about it," another deputy secretary said.

Senior officials of the public administration ministry however said there is nothing wrong in the move, and there was no question of rewarding anyone.

Official sources said the secretaries of Local Government Division and the commerce ministry were supposed to go to retirement early next month while two other secretaries would go to retirement in February, and some others in March, July, September, October, November and December next year.

The cabinet on December 19 approved a proposal for extending the retirement age of civil servants to 59 years, which is an increase of two years from the previous age limit.President Zillur Rahman amended the Public Service Retirement Act 1974 to that effect through promulgating an ordinance on December 26. The ordinance will be placed before the parliament for ratification in the next session to be started at the end of January next year.

Asked about the government's hurried move allegedly to reward some secretaries, a senior minister dismissed the allegation saying the retirement age was increased to get better service from experienced officials."We did not take into consideration who are going to retirement or not," said the minister preferring not to be named.

Public Administration Secretary Abdus Sobhan Sikder also denied the allegation and said, "But it is true that some of the secretaries would normally go to retirement this month or the next." He said there might be some grievances among 5 to 10 people who were in the pipeline for promotions as secretaries within a few months. But they will also now enjoy the extended retirement age once they are promoted, he added saying, they just have to wait a little longer for the promotions now. "The government increased the retirement age with good intentions, the matter was being discussed for years," he said.

As there is no parliament session right now, the president promulgated an ordinance to amend the act, he added saying, the retirement age was increased in a bid to discourage contractual appointments.He said the retirement age in India, Pakistan, Sri Lanka, and most of the developed countries is 60.
