১৯৪৫ সালে ন্যুরেমবার্গে শুরু হয় দ্বিতীয় বিশ্বযুদ্ধে অভিযুক্ত যুদ্ধাপরাধীদের বিচার। ন্যুরেমবার্গে অনুষ্ঠিত এই বিচারকার্য চলে ৪ বছর। ৮টি ট্রায়াল কোর্টে যুদ্ধাপরাধীদের বিচারকার্য শুরু হয়। প্রথম ট্রায়ালে ২৪ শীর্ষ যুদ্ধাপরাধীর বিচার হয়। এই বিচার প্রক্রিয়ায় বিচারকার্য পরিচালনা করেন সোভিয়েত ইউনিয়নের বিচারক নিকিতেসনেকো। বিচার শুরুর প্রাক্কালে তৎকালীন সোভিয়েত ইউনিয়নের প্রেসিডেন্ট স্টালিন ব্রিটেনের প্রধানমন্ত্রী চার্চিলকে বলেছিলেন, 'আমরা একজন যুদ্ধাপরাধীকেও বিনা বিচারে সাজা দিতে চাই না।' চার্চিল স্টালিনের সঙ্গে একমত হয়ে বিচারের আয়োজন শুরু করেন। প্রথম বিচারকার্যে ২৪  যুদ্ধাপরাধী এবং ৬টি সংগঠনকে অভিযুক্ত করা হয়। এই সংগঠনের মধ্যে হিটলারের নাজি পার্টি, হিটলারের গোপন পুলিশ গেস্টাপো প্রধানত উল্লেখযোগ্য। বিচারের পরে এসব সংগঠনকে নিষিদ্ধ করা হয়। 
ন্যুরেমবার্গ বিচারে মার্কিন যুক্তরাষ্ট্র, জার্মানি, ব্রিটেন, সোভিয়েত ইউনিয়নসহ মিত্রশক্তির বেশকিছু রাষ্ট্র থেকে বিচারক আনা হয়। সারা পৃথিবীর শান্তিকামী মানুষ আর ক্ষমতাধর রাষ্ট্র মিলে চার বছরে মাত্র ৯৯  যুদ্ধাপরাধীর বিচার কাজ সমাপ্ত করতে পেরেছেন। ন্যুরেমবার্গ ট্রায়ালে সাক্ষ্যÑপ্রমাণ হিসেবে পত্রিকার প্রতিবেদন থেকে শুরু করে ভিডিও ফুটেজ ব্যবহার করা হয়। 
আন্তর্জাতিক এই অভিজ্ঞতার আলোকে বলা যায়, আমাদের এখানেও বিচারের ব্যাপারে তাই সবার আগে শীর্ষ যুদ্ধাপরাধীদের বেছে নিতে হবে। তাদের শাস্তি নিশ্চিত করার পরে বাকিদের বিচার করতে হবে। তা না হলে বছরের পর বছর ধরে বিচার কার্যক্রম চলতেই থাকবে। কেননা, ন্যুরেমবার্গ সর্বোচ্চ শক্তি কাজে লাগিয়ে ৪ বছরে শীর্ষ যুদ্ধাপরাধীদের বিচার করতে পেরেছে। তাই আমাদেরকে এ বিষয়ে সতর্কতার সঙ্গে কাজ করতে হবে। কোনো ধরনের দীর্ঘসূত্রতার মধ্যে যেন না যায় সরকার। যত দ্রুত সম্ভব শীর্ষ যুদ্ধাপরাধীদের বিচারের মাধ্যমে শাস্তি নিশ্চিত করা দরকার। বিচারের প্রক্রিয়া অবশ্য ধীরে ধীরে সেদিকেই এগুচ্ছে।
২৫ মার্চ, ১৯৭১। ইতিহাসের এক কালো অধ্যায়ের সূচনা ঘটে এদিন। পাক হানাদার ও তাদের দোসররা মিলে হত্যাযজ্ঞ চালায় বাংলার মুক্তিকামী জনতার ওপর। এ হত্যাযজ্ঞ চলে দীর্ঘ ৯ মাস, রূপ নেয় গণহত্যায়। সেই গণহত্যাকারীদের বিচারের আনুষ্ঠানিক ঘোষণাও এসেছে ২৫ মার্চ। তবে তা দেশ স্বাধীন হবার ৩৯ বছর পর।
এই হত্যাকারীদের বিচার শুরু হয়েছিল দেশ স্বাধীন হওয়ার পরপরই। বঙ্গবন্ধুকে সপরিবারে হত্যার মধ্য দিয়ে থেমে যায় বিচার প্রক্রিয়া। এরপর কেটে যায় দীর্ঘ সময়। দিনে দিনে যুদ্ধাপরাধীদের বিচারের দাবি ব্যাপক গণদাবিতে পরিণত হয়। সর্বশেষ ২০০৮ সালের নির্বাচনের আগে মহাজোট তাদের নির্বাচনী ইশতেহারে যুদ্ধাপরাধীদের বিচারের ঘোষণা দেয়। জনগণ তাদের বিপুল ভোটে নির্বাচিত করে। সরকার গঠন করে মহাজোট। সংসদের প্রথম অধিবেশনেই সর্বসম্মতিক্রমে পাস হয় যুদ্ধাপরাধীদের বিচারের প্রস্তাবটি। শুরু হয় প্রক্রিয়া। কিন্তু তারপর সরকারের ধীরগতি নিয়ে নানা সংশয় দেখা দেয় জনমনে। অবশেষে ট্রাইব্যুনাল গঠন হয়েছে, গঠিত হয়েছে তদন্ত কমিটি ও আইনজীবী প্যানেল। আনুষ্ঠানিকভাবে কাজও শুরু হয়ে গেছে বিচার প্রক্রিয়ার।
দেশের আইনজ্ঞদের সঙ্গে আলাপ করে জানা যায়, '৭৩ সালে আমাদের আইনটি সর্বাঙ্গীণ পরিপূর্ণ একটি আইন। ন্যুরেমবার্গ ট্রায়ালে না থাকলেও আমাদের আইনটিতে আপিল করার সুযোগ রেখে 'ন্যায়বিচারের পরাকাষ্ঠা' দেখানো হয়েছে বলে মনে করেন সবাই। তাছাড়া জাতিসংঘের জেনেভা কনভেনশন মেনে তৈরি করা হয়েছে এই আইনটি। আইন নিয়ে যুদ্ধাপরাধীদের চালানো অপপ্রচার তাই ধোপে টিকছে না। সাধারণ ক্ষমা ও সিমলা চুক্তির বিষয়টি নিয়েও বিভ্রান্ত হবার কোনো সুযোগ নেই। ধাপে ধাপে সবাইকেই বিচারের আওতায় আসতে হবে।
শীর্ষ যুদ্ধাপরাধীদের আগে বিচার করার দাবি অনেকদিন ধরে জানিয়ে আসছে জনগণ। এ বিষয়ে বিভিন্ন জনের সঙ্গে আলাপ করে বিষয়টি সম্পর্কে একটি পরিষ্কার ধারণা পাওয়া যায়। সরকার এমন কিছু বলছে না, তবে প্রক্রিয়া চলছে এমনই। জানা যায়, তদন্তের মাধ্যমে যাদের বিরুদ্ধে আগে অভিযোগ উত্থাপিত হবে, তাদেরকেই আগে বিচারের কাঠগড়ায় দাঁড় করানো হবে। দীর্ঘ সময় ধরে চলমান এই বিচারিক প্রক্রিয়ায় শাস্তিও ধাপে ধাপে নিশ্চিত করা হবে। যাদের আগে রায় হবে, তাদের শাস্তিও আগে কার্যকর হবে। ইতোমধ্যে সরকার সবার কাছে তথ্য-প্রমাণ চেয়ে সহযোগিতার আবেদন জানিয়েছে। অনেকেই তথ্য-প্রমাণ দেয়া শুরু করেছেন। সরকারের গোয়েন্দা সংস্থাগুলোও তদন্ত কমিটিকে তথ্য দিয়ে সহায়তা করছে। দীর্ঘদিন ধরেই যুদ্ধাপরাধীদের বিচারের বিষয়টি নিয়ে বিভিন্নভাবে কাজ চলছে। বেসরকারিভাবে অনেকেই তথ্য সংগ্রহ করে রেখেছেন। এসব তথ্যের অধিকাংশই শীর্ষ যুদ্ধাপরাধীদের। তাই শীর্ষদেরই আগে তদন্ত হবে ও মামলা হবে। আর এই প্রক্রিয়া ধরেই আগে হবে শীর্ষ যুদ্ধাপরাধীদের বিচার। 
স্বাধীনতার ৩৯ বছর পরে শুরু হওয়া এই বিচার প্রক্রিয়ার সাক্ষ্য-প্রমাণ নিয়েও নানা বিভ্রান্তি আছে জনমনে। বিভ্রান্তি ছড়ানোর জন্য এসব অবশ্য উদ্দেশ্যমূলকভাবে প্রচার করা হচ্ছে। যুদ্ধাপরাধীদের বিচারে '৭১ সালে প্রকাশিত সংবাদপত্র-পত্রিকার সংবাদ বড় প্রমাণ হিসেবে কাজ করবে বলে ধারণা করা হয়। পত্রিকার কাটিংয়ের আইনগত ভিত্তি সম্পর্কেও কেউ কেউ প্রশ্ন তোলেন। ১৮৭২ সালের সাক্ষ্য আইন ব্যাখ্যা করে সুপ্রিম কোর্ট আপিল বিভাগের সাবেক বিচারপতি গোলাম রব্বানী বলেন, পত্রিকার কাটিং বা ছবি দালিলিক সাক্ষ্য। '৭৩-এর বিশেষ আইনে এ বিষয়টিতে আরো জোর দেয়া হয়েছে। সর্বোচ্চ দ্রুতগতিতে ন্যায়বিচারের প্রেক্ষাপটে বিচারকার্য শেষ করা হবে বলে মনে করেন সংশ্লিষ্টরা। ন্যায়বিচারের স্বার্থে কিছু সময়ের প্রয়োজন হতে পারে, সেদিকটা খেয়াল রাখতে হবে। আবার জনগণ বিচারের জন্য উন্মুখ হয়ে আছে এটাও বিবেচনা করতে হবে। সংশ্লিষ্টদের দুটো বিষয় মনে রেখে কাজ এগিয়ে নেয়া উচিত।
খোঁজ নিয়ে জানা যায়, প্যানেলের আইনজীবীরা যথেষ্ট অভিজ্ঞ, দেশপ্রেমে উদ্বুদ্ধ। শিক্ষিত, অভিজ্ঞ, উদ্দীপ্ত এবং প্রাজ্ঞজনদেরই এই প্যানেলে নিয়োগ দেয়া হয়েছে বলে মত প্রকাশ করেন অনেকে। বিশেষজ্ঞদের ধারণা, সবচেয়ে বড় কথা হচ্ছে অভিযোগগুলো এবং বিচার প্রক্রিয়া আদৌ জটিল নয়। সুতরাং সবকিছু সফলভাবেই ঘটবে বলে আশা করা যায়।

'অপরাধবোধ থেকে মুক্তি পাওয়ার সুযোগ মেলেছে'

নিজেকে সবসময়ই অপরাধী মনে হতো। আমাদের বিজয়ের মধ্যেও একটা কালো ছায়া ছিল। এই ছায়া দূর করে ৩০ লাখ শহীদের প্রতি সম্মান প্রদর্শন অনেক জরুরি ছিল। অবশেষে সেই অপরাধবোধ থেকে মুক্তি পাওয়ার সুযোগ মেলেছে। সরকারের এই ঘোষণা তাই আমাদের প্রীত করেছে। এখন সুষ্ঠুভাবে বিচার সম্পন্ন করার পালা। তাড়াহুড়ো করতে গিয়ে দায়সারা গোছের বিচার করার কোনো সুযোগ নেই। সময় নিয়ে হলেও সঠিক বিচার করতে হবে। আইনের ফাঁক-ফোকর দিয়ে আবার কোনো প্রশ্ন যেন তৈরি না হয়। যারা নিয়োগ পেয়েছেন তাদের নিয়েও কোনো প্রশ্নের সুযোগ নেই। এটা একটি জাতীয় দায়িত্ব। যারা দায়িত্ব পেয়েছেন, তাদের ব্যাপারেও আমি আশাবাদী। তারা নিশ্চয় তাদের দায়িত্ব গুরুত্বসহকারে পালন করবেন। তথ্য-প্রমাণের আলোকে আইনসিদ্ধভাবে বিচার করে অপরাধীদের শাস্তি নিশ্চিত করতে পারলে ইতিহাসের পাতায় তারা নিজেদের নাম লেখাতে পারবেন। তাদের সামনেও তাই এটা বিরাট একটি সুযোগ।
'বিচার প্রক্রিয়া যেন স্বচ্ছ হয়'

এই দিনটির জন্য আমাদের অনেক দীর্ঘ সময় অতিবাহিত করতে হয়েছে। অবশেষে সবার প্রত্যাশা পূরণ করে ট্রাব্যুনাল গঠিত হয়েছে। এটা অবশ্যই বিচার প্রক্রিয়ার জন্য একটি ইতিবাচক দিক। তাছাড়া, সরকার যাদের নাম ঘোষণা করেছে তাদের নিরপেক্ষতা নিয়ে আমার কোনো সংশয় নেই। এরা সবাই অনেক যোগ্য ও অভিজ্ঞতাসম্পন্ন। তবে একটা বিষয় মনে রাখতে হবে, বিচার প্রক্রিয়া যেন স্বচ্ছ হয়। স্বচ্ছতা নিশ্চিত করতে হবে। কারণ, আমাদের দেশের এই বিচারের দিকে গোটা বিশ্বই তাকিয়ে আছে। তারা যেন কোনো ধরনের প্রশ্ন তুলতে না পারে। যারা অপরাধের দায়ে অভিযুক্ত হবে তারাও যেন বিচার প্রক্রিয়ায় যথাযথভাবে অংশ নিতে পারে। তারা বিদেশ থেকে আইনজীবী নিয়ে আসলে তাদের সঙ্গে লড়ার জন্যও আমাদের প্রস্তুতি থাকতে হবে। আমাদের দেশের যেন মান রক্ষা হয় এবং অপরাধীদের বিচার যেন নিশ্চিত হয়।
'সহযোগিতার জন্য আমরাও মাঠে আছি'

সরকারের এই পদক্ষেপকে আমি স্বাগত জানাই। এই প্রক্রিয়ার মধ্য দিয়ে বাংলাদেশের জনগণের দীর্ঘদিনের আশা আকাংক্ষা পূরণ হতে যাচ্ছে। কমিটিতে যারা জায়গা পেয়েছেন তাদের মনে রাখতে হবে, শুধু বিচার করলেই হবে না জনগণের সেন্টিমেন্টকেও মাথায় রাখতে হবে। জনগণের সেন্টিমেন্ট মাথায় রেখে নিষ্ঠার সঙ্গে কাজ সম্পন্ন করাই তাদের দায়িত্ব। আর শুধু এই কমিটির ওপর সব ছেড়ে দিলে হবে না। আমাদেরকে রাজনৈতিকভাবেও তাদের সহযোগিতা করতে হবে। সেই সহযোগিতার জন্য আমরাও মাঠে আছি। যুদ্ধাপরাধীদের বিচারের মাধ্যমে শাস্তি নিশ্চিত হবার ব্যাপারে আমি খুবই আশাবাদী। কমিটিকে অবশ্যই অত্যন্ত সততা ও নিষ্ঠার সঙ্গে একটি আর্ন্তজাতিক মান সম্পন্ন বিচার সম্পন্ন করতে হবে।
'আশা করছি ন্যায়বিচার নিশ্চিত করা হবে'

অবশেষে ট্রাইব্যুনাল গঠনের মধ্য দিয়ে যুদ্ধাপরাধীদের বিচার প্রক্রিয়া আনুষ্ঠানিকভাবে শুরু হয়েছে। এই খবরটি শুনে আমি অত্যন্ত আনন্দিত। আশা করছি ন্যায়বিচার নিশ্চিত করা হবে। অবশ্য, ন্যায়বিচারের ব্যাপারে আমি যথেষ্ট আশাবাদী। সরকার ঘোষিত কমিটিতে যাদের নাম এসেছে এদের অনেককেই আমি ব্যক্তিগতভাবে চিনি না, এদের সম্পর্কে আমার কাছে তেমন কোনো তথ্যও নেই। তবে, বিচার প্রক্রিয়া সুষ্ঠুভাবে সম্পন্ন হওয়ার ব্যাপারে আমি মোটামুটি আশাবাদী।
'ন্যায়বিচার প্রতিষ্ঠিত করতে হবে'

এটা আমাদের অনেকদিনের দাবি ছিল। প্রসিকিউশন নিয়োগের মধ্য দিয়ে সেই দাবি পূরণের রাস্তা তৈরি হয়েছে। এটা সবার কাছেই প্রত্যাশিত ছিল। ক্ষমতাসীন দলের ইশতেহার অনুযায়ী এই পদক্ষেপ দেখে মনে হচ্ছে সরকারও বেশ আন্তরিক। গণতান্ত্রিক শাসন ব্যবস্থায় অন্যায়ের বিচার না হলে গণতন্ত্র কার্যকারিতা হারাতে পারে। যিনি প্রধান কৌঁসুলি নিযুক্ত হয়েছেন তিনি আইন ও সালিশ কেন্দ্রের একজন সদস্য। তার যোগ্যতা, সততা ও অভিজ্ঞতা সম্পর্কে আমি জানি। বাকিদের সম্পর্কে আমার তেমন কোনো ধারণা নেই। তবে, সবাই নিশ্চয় যোগ্যতা ও সততার ভিত্তিতেই নিযুক্ত হয়েছেন। আমাদেরও অনেক বিষয় খেয়াল রাখতে হবে, যাতে করে যতটা সম্ভব স্বচ্ছতার সঙ্গে বিচার প্রক্রিয়া সম্পন্ন হয়। যাচাই-বাছাই করে যথেষ্ট দক্ষতার সঙ্গে বিচারকার্য সম্পন্ন করে ন্যায়বিচার প্রতিষ্ঠিত করতে হবে।

ঢাকা, জুন ০৯ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- যুদ্ধাপরাধের বিচারে বিএনপির সমর্থন করা উচিত বলে মন্তব্য করেছেন প্রবীণ আইনজীবী ব্যারিস্টার রফিক-উল হক।  সম্প্রতি বিভিন্ন বিষয়ে সরকারের সমালোচনা ও বিএনপির কর্মসূচির পক্ষে বক্তব্য দিয়ে আলোচিত হওয়া এই আইনজীবী যুদ্ধাপরাধের বিচার প্রক্রিয়া আন্তর্জাতিক মানের হওয়া উচিত বলেও মন্তব্য করেন।  প্রধান বিরোধী দল বিএনপি যুদ্ধাপরাধের বিচার হওয়া দরকার বলে এলেও দলটির সমর্থক খ্যাতনামা আইনজীবীদের প্রায় সবাই অভিযুক্ত যুদ্ধাপরাধীদের পক্ষে আদালতে গেছেন।  শনিবার ঢাকা রিপোর্টার্স ইউনিটিতে মানবাধিকার সংগঠন মুক্তচিন্তা ফোরাম আয়োজিত মিট দ্যা প্রেস শীর্ষক অনুষ্ঠানে রফিক-উল হক যুদ্ধাপরাধের বিচারে প্রসিকিউশনের সমালোচনা করেন।  "প্রসিকিউশন অনেক সাক্ষী হাজির করতে পারছে না, এমন হওয়া উচিত নয়," বলেন তিনি।  একাত্তরে মানবতাবিরোধী অপরাধে গঠিত আন্তর্জাতিক অপরাধ ট্রাইব্যুনালে জামায়াতে ইসলামীর সাবেক ও বর্তমান ছয় নেতা এবং বিএনপির দুই নেতার বিচার চলছে।  অনুষ্ঠানে বর্তমান রাজনৈতিক পরিস্থিতি নিয়েও কথা বলে রফিক-উল হক।  বিরোধী দলকে সংসদে যাওয়ার আহ্বান জানিয়ে এই আইনজীবী বলেন, "সংসদে গিয়ে কথা বলতে হবে। জনগণ ভোট দিয়ে তাদের সংসদে পাঠিয়েছে, তাদের সংসদ বর্জন করা উচিত না।"  সংসদে না যাওয়ার জন্য বিএনপির পক্ষ থেকে যে ব্যাখ্যা দেওয়া হয় সে সম্পর্কে তিনি বলেন, "পরিবেশ নাই বলে তারা বর্জন করছে, এটা ঠিক না। পরিবেশ না থাকলে বয়কট করবেন, আবার যাবেন।"

মুক্তিযুদ্ধের চেতনায় বিশ্বাসী অসাম্প্রদায়িক ও ধর্মনিরপেক্ষ সমৃদ্ধ বাংলাদেশ গঠনের লক্ষ্যে নিবেদিত ব্যক্তি, দল, গোষ্ঠী, রাজনীতি করুন বা না করুন '৭১-এর যুদ্ধাপরাধীদের ও তাদের মিত্রদের বর্তমানে নানা ধরনের বিশৃঙ্খলা সৃষ্টির প্রয়াস লক্ষ্য করেছে। বিশ্ব অর্থনীতি যখন মহামন্দায় দ্বারা আক্রান্ত, স্বদেশ যখন নানামুখী উদ্যোগ গ্রহণের মাধ্যমে মন্দা কাটিয়ে উন্নয়নের চেষ্টায় রত, খাদ্যে আত্মনির্ভরশীল হতে সক্ষম হয়েছে, শিক্ষা ও স্বাস্থ্য খাতে, তথ্যপ্রযুক্তি ক্ষেত্রে মানোন্নয়ন ঘটিয়ে বেকারত্ব হ্রাসের চেষ্টা করছে, তখন যুদ্ধাপরাধী দল ও যুদ্ধাপরাধী মিত্রদের অহেতুক হরতাল ডাকা, হরতালের নামে হরতালের আগেই আগুন জ্বালিয়ে গাড়ি ও চারকদের জীবন্ত দগ্ধ করে মেরে সরকারকে এবং দেশের রাজনীতিকে জঙ্গী রূপদানে আপ্রাণ চেষ্টা চালিয়ে এই প্রমাণ করেছে যে,
১. আগামী নির্বাচনকে কেন্দ্র করে তারা দেশের রাজনীতিকে জঙ্গী ও সহিংস করে তুলে অ-রাজনৈতিক অশুভ শক্তিকে ক্ষমতা গ্রহণে উৎসাহী করেছে যে অশুভ শক্তি অবশ্যই মুক্তিযুদ্ধের চেতনাবিরোধী এবং অবশ্যই মুক্তিযুদ্ধের নেতৃত্ব দানকারী আওয়ামী লীগ বিরোধী। সুতরাং যুদ্ধাপরাধী ও তাদের মিত্রদের সমর্থনকারী।
২. আগামী নির্বাচন হবে তাদের বাঁচা-মরার লড়াই, যে লড়াইয়ে জিততে তারা দেশ, দেশের স্বাধীনতা, জাতির স্বার্থবিরোধী যে কোন পন্থা বেছে নিতেও ব্যবহার করতে দ্বিধা করবে না। সুতরাং, এই লড়াই হতে আবার '৭১-এর লড়াই। অর্থাৎ মুক্তিযোদ্ধা ও যুদ্ধাপরাধী, তাদের মিত্র নব্য রাজাকার, আলবদরদের লড়াই। এ লড়াই জনগণকে সঙ্গে নিতে এখুনি মুক্তিযুদ্ধপন্থীদের ব্যাপক প্রচারণায় নামতে হবে।
৩. লক্ষ্য করলে দেখা যাবে যে, যুদ্ধাপরাধীরা এবং তাদের মিত্ররা প্রথমেই নিরীহ গ্রামের মানুষ মেরে দেশে একটি রাজনৈতিক অস্থিরতা সৃষ্টির চেষ্টা করেছে। বিএনপির জনসভায় আগত রেললাইনে বসা মানুষের ওপর রেল চালিয়ে দিয়ে নির্মমভাবে মানুষ হত্যা করা হয়েছে। ওই সভায় খালেদার উপস্থিতির সময় এবং রেল চালিয়ে মানুষ হত্যার সময় দুটি খুব কাছাকাছি ছিল যা উদ্দেশ্যপূর্ণ বলেই অনেকে ধরে নিয়েছে। অর্থাৎ দেশে আওয়ামী লীগকে নির্বিঘেœ উন্নয়নের কাজ করতে দেওয়া হবে না।
৪. পরবর্তীতে দেখা গেল, সরকারী বিশ্ববিদ্যালয়গুলোতে ছাত্র ধর্মঘটের পরিবর্তে শিক্ষক ধর্মঘট শুরু করা হলো এবং শুরু করা হলো বুয়েট দিয়ে! অবশ্য এ তথ্য সবার জানা যে, বুয়েটে জামায়াত-শিবির ও বিএনপির দল ভারি। ইঞ্জিনিয়ার বা বিজ্ঞানে ও প্রযুক্তিতে পাঠদানকারীদের মধ্যে যুদ্ধাপরাধীপন্থীর জন্মদান করা হয়েছিল একজন ডাকসাইটে প্রকৌশলী ভিসি দ্বারা। এর পর পর শিক্ষক ধর্মঘট শুরু হলো জগন্নাথ বিশ্ববিদ্যালয়, জাহাঙ্গীরনগর বিশ্ববিদ্যালয়ে। তারপর শাবিপ্রবিতে। শিবির দ্বারা গোলমাল শুরু করা হয় চট্টগ্রাম বিশ্ববিদ্যালয়েও। শান্তিপূর্ণ লেখাপড়ার পরিবেশ বিনষ্ট করা এবং উচ্চশিক্ষা কেন্দ্রগুলো বন্ধ করে রাখা এর অন্যতম উদ্দেশ্য ছিল। শোনা যায়, এসব তারেকের কূটবুদ্ধি অথবা বিএনপি নেত্রীর ইচ্ছায় হয়েছে যার কাছে মাতা নত করেছে বিশ্ববিদ্যালয় শিক্ষকবৃন্দ। এমনই গুজব রটেছে বাজারে। এর প্রায় সঙ্গে সঙ্গেই পত্রিকায় তারেক রহমানের গুরুতর অসুস্থতার খবর প্রকাশ পেয়েছে।
৫. এর রেশ কাটতে না কাটতেই বিশাল খবর বের হলো রেলের কালো বিড়ালের সত্তর লাখ টাকা ধরা পড়ার অদ্ভুত ধরনের কাহিনী সম্পর্কে। সুরঞ্জিত বাবু ইঁদুর হয়ে কালো বেড়ালদের ফাঁদে পড়ছিলেন নাকি উনিও কালো বেড়ালদের অসৎ সংসর্গে কালো বেড়াল হয়ে উঠতে উঠতে হননি? বিষয়টি পরিষ্কার হয়নি। তবে, সত্তর লাখ টাকা হঠাৎ বিজিবির কাছে ধরিয়ে দিয়ে কাউকে না কাউকে ক্ষতিগ্রস্ত করতে একটি পরিকল্পনা হয়েছিল বলেই প্রমাণ হয়। সেটি সরকারের ভাবমূর্তি ম্লান করার লক্ষ্য বলেই জনমানুষ মনে করে।
৬. এদিকে হরতালে বা মিছিলে পুলিশের একটি দলের বাড়াবাড়িকে অবশ্যই পুলিশের বিএনপি-জামায়াতপন্থী গোষ্ঠীর সাবোটাজ মূলক কাজ বলেই জনগণ মনে করে। পাকিস্তান আমল থেকে আজ পর্যন্ত কেউ কি দেখেছে পুলিশের গাড়ি জ্বালিয়ে দেওয়া সম্ভব হয়েছে? এটি কেউই দেখেনি। কেননা, পুলিশ নিজের গাড়ির কাছাকাছিই থাকে এবং তাদের চোখের সামনে পুলিশের নতুন কয়েকটি গাড়ি পুড়িয়ে ছাই করতে পিকেটারদের দ্বারা অসম্ভব হতো যদি না পুলিশ সেটি চায়! তার ওপর বিএনপি ক্যাডারদের হাতে পুলিশের মারধর খেয়ে কান্নাকাটি করা, হাত থেকে রাইফেল ছিনিয়ে নেয়া সত্যি বড় বেশি নাটক নাটক হয়ে গেল না? পুলিশের হাতে আইনজীবী, সাংবাদিক, নারীর ওপর হামলা এগুলো কি উদ্দেশ্যমূলক নয়?
৭. বিদ্যুত বিভাগে তো মনে হয় জামায়াত-বিএনপির শাসনই চলছে! এত বিদ্যুত উৎপাদন হচ্ছে কিন্তু লোডশেডিং আগের মতই এত বেশি কেন এ প্রশ্ন রীতিমতো জনগণকে বিভ্রান্তিতে ফেলে দিয়েছে, ভোগান্তি তো হচ্ছেই। ডেসা বা ডেসকো, এসব অফিসে অর্থাৎ বিদ্যুত বিতরণের দায়িত্বে থাকারা তো মনে হচ্ছে অধিকাংশই যুদ্ধাপরাধীপন্থী বা খালেদা-তারেকপন্থী! তা না হলে এত লোডশেডিং হওয়ার কথা নয়। এর মধ্যে শিল্প কারখানার মালিক, ব্যবসায়ীরা নিজেদের উন্নয়নে সোলার বিদ্যুত ব্যবহার শুরু করছেন না কেন এ প্রশ্ন না করে পারি না। কেননা, বাংলাদেশে যত রকম সুযোগ-সুবিধা রয়েছে, তারা সরকারের কাছে তার সবটুকুই চান অথচ বিনিময়ে তারা তাদের নিজ বিদ্যুত নিজে উৎপাদন করেন না। সেইম টু ইউ! সোলার বিদ্যুতে তো একবারই খরচ, যা বেশি হলেও তা তো হবে মাত্র একবার! ওনারা দেশ-বিদেশে ভ্রমণে, চিকিৎসায়, আমোদে এর চাইতে বেশি অর্থই ব্যয় করেন। তাঁদের বোধোদয় হওয়া উচিত এবং দেশের দরিদ্র নারী, শিশু ও মুক্তিযোদ্ধাদের জন্য অর্থপূর্ণ অবদান রাখা উচিত। সেই সাথে পণ্য সিন্ডিকেটকে ভেঙ্গে দিতে সরকারের সঙ্গে হাতে হাত মিলিয়ে কাজ করবেন জাতি এমনটিই দেখতে চায়।
৮. এবার আসছে, গুম, অপহরণ ও খুন, ধর্ষণ প্রসঙ্গ। জনগণের গভীর সন্দেহ, ইলিয়াস আলী অপহরণই হোক, বা অন্য দলের সদস্য খুন হোক অথবা মেধাবী সংখ্যালঘু কিশোর, তরুণ খুন, অথবা কিশোরী তরুণী ধর্ষণ ও খুন এ অপরাধগুলো দেশকে অস্থিতিশীল এবং জনগণকে সরকারবিরোধী করে তোলার লক্ষ্যে এবং অপর একটি শক্তিকে ক্ষমতা দখলে আমন্ত্রণ জানানোই প্রত্যক্ষ ও পরোক্ষ লক্ষ্য নয়তো? ভাল করে হিসাব করলে দেখা যাবে :
র‌্যাবের মধ্যেকার একটি দল র‌্যাবকে বিতর্কিত করার কাজে নিযুক্ত রয়েছে এবং র‌্যাববিরোধী মনোভাব সৃষ্টিতে নিয়োজিত আছে।
বর্ডারে আকস্মিকভাবে বিএসএফ বাংলাদেশী ব্যবসায়ীকে খুন করছে, যার ফলে বাংলাদেশে ভারতবিরোধী মনোভাব সৃষ্টি হচ্ছে। বিএসএফের একটি দল কি অর্থের বিনিময়ে ভারতবিরোধী, বাংলাদেশ সরকারবিরোধী কাজ করছে?
যারা পণ্য সিন্ডিকেট করে অতি মুনাফার দ্বারা সরকারবিরোধী কাজ করছে, তাদেরকে তো সরকারবিরোধীই বলতে হয়, নাকি?
পদ্মা সেতুর জন্য বাস, ট্রেন, বিমান ইত্যাদির টিকেটের মাধ্যমে জনগণের কাছ থেকে অনেক অর্থ তোলা সম্ভব। বিশ্ব ব্যাংক আঙ্গুল চুষুক না কেন যানজট নিরসনে ফ্লাইওভার কার্যকর পন্থা নয়, এতে বিপুল অর্থ ব্যয় হচ্ছে, অথচ ওই সিএনজি চালকের দেয়া প্ল্যান ও অটো সিগন্যাল, হাইওয়েতে বাঁকগুলোতে ডিভাইডার দিয়ে যানজট ও দুর্ঘটনা রোধ করা সম্ভব এ কাজটি দ্রুত হচ্ছে না কেন?
প্রায় প্রতিদিন গুম, খুন হচ্ছে আওয়ামী লীগ নেতাকর্মী! বঙ্গবন্ধুর তিন বছরেও আওয়ামী লীগ নেতাকর্মীরাই খুন হয়েছে, খুন হয়নি একজন যুদ্ধাপরাধী রাজাকার।
বিএনপিকর্মী খুন হচ্ছে অধিকাংশই নিজ দলের কর্মীদের কোন্দলের কারণে নারী খুন এবং ধর্ষণ ও খুন এর নির্মমতা তো বাঙালীকে নারী ও শিশু নির্যাতক উপাধি লাভের অবস্থানে নিয়ে এসেছে!
এ সঙ্গে অলক্ষ্যে খুন হচ্ছে মেধাবী সংখ্যালঘু কিশোর ও তরুণ। প্রায় প্রতিদিন, অন্তত একজন হিন্দু কিশোর বা তরুণের নিহত হবার খবর পাওয়া যাচ্ছে। যা অত্যন্ত উদ্বেগজনক এবং তাদের নিরাপত্তা দেবার একটি উপায় বের করা অতি প্রয়োজন। সংখ্যালঘুদের খুনের নেপথ্যে কারা আছে, তাও তদন্ত করে বের করা ও দোষীদের দ্রুত দ-দানও অত্যন্ত জরুরী। বুঝতে হবে কারা অসাম্প্রদায়িক ধর্মনিরপেক্ষ বাংলাদেশের বিপক্ষে? তারা '৭১ থেকেই গুম করা, বাড়ি থেকে তুলে নেয়া, লাশ ফেলার কাজে সিদ্ধহস্ত।
তাই বলি, একটু লোডশেডিং সহ্য করুন, যানজট এত বছর সহ্য করেছেন, আর কয়েক বছর সহ্য করুন, ব্যবসায়ীরা-শিল্পপতিরা কারখানায় সোলার প্যানেল লাগান, এসি নাইবা চালালেন, ফ্যানের বাতাস কি যথেষ্ট নয়? পণ্য ব্যবসায়ীরা একটু মধ্যবিত্ত, নিম্নমধ্যবিত্তের কথা ভাবুন, তরুণরা সংখ্যালঘুদের নিরাপত্তা দাও, তরুণী কিশোরী শিশুদের নিরাপত্তা দাও, নিজেরা সাইবার ক্রাইম থেকে দূরে থাক, পর্নো নিয়ে ডুবে থেকে নিজেদের ধ্বংস করো না, বরং অন্যের জন্য কাজ কর, নিজের পরিবার মা, বাবা, স্ত্রী, বোন, সন্তানের জন্য দেশের অভাবীদের জন্য কাজ কর, দেখবে সাফল্য নিজে এসে তোমার পায়ে পড়বে।
নতুন প্রজন্ম আগামী নির্বাচনে আবারও মুক্তিযুদ্ধের পক্ষ শক্তিকে বিপুলভাবে জয়যুক্ত কর। এর ফলে তোমরাই লাভবান হবে, তথ্যপ্রযুক্তি বা সাংস্কৃতিক কর্মকা- এগিয়ে নিয়ে যেতে পারবে আরও দ্রুতগতিতে। নতুবা এ পাঁচ বছরের সব অর্জন ধ্বংস হয়ে যাবে, নেমে আসবে ঘোর অমানিশা, বেরিয়ে আসবে খুনীরা আর শকুন, চিল, শেয়াল নেকড়েরা, লাশের স্তূপ পড়বে। দেশ হবে মৃত্যু উপত্যকা! তাই সাবধান! ভুল করা, বিদ্যুতের জন্য রাগ করে উল্টো কাজ করা চলবে না, চলবে না।

I do not know about the western front, but - I see a very real possibility of merger in the eastern front.

Population was less than 50 million in 1971, now it is 150 million after 40 years. What will happen in another 40 years?

The ecological change in Bangladesh is scary. I have seen flood-water in our home during many rainy-seasons. We couldn't go from one room to another without a boat during those times. Now, no such water can be found anywhere during the rainy-season.

Also, the ocean is rising in the south, and the southern-belt will probably go under the ocean in 40 years. Where will all these people go?

Even right now, people are desperate to cross the border, and so many are dying during border intrusion. Yet, intrusion continues. All these tell me that there will be a demographic invasion in the West Bengal in not so distant future.

Here comes the title changer! Sorry, to people who do not like changing titles. I think the following discussion would fit the new title better.
 
First let me say that I totally disagree with Dr. Roy when he writes, "....a good relationship with Bangladesh is not going to help them (India)."
 
Secondly, I somewhat disagree with Mr. Deeldar on his thoughts on the European Union. I totally agree with him on his thoughts on our subcontinent.
 
Now focusing on our subcontinent, let me put forth my thoughts on who wants and talks about a United India (Akhanda Bharat) that would include Bangladesh, India and Pakistan.
 
People whose families got separated and uprooted by the partition of 1947:
 
Some of these people would like a United India. However, the realists among this group know that a United India is a fantasy, probably never to be fulfilled. Some in this group, who care about the bigger picture, as opposed to just about themselves, do not want it at all; because they know that such a move would spoil the big middle part of the subcontinent, which has maintained a good deal of sanity, in spite of all the valid criticisms that can be made against that part.
 
Islamic and Muslim brotherhood fanatics:
 
Most in this group do not want a united India. A small fraction of this group dreams of an ultimate Islamic paradise in the subcontinent, and they probably want a United India via something like a South Asian Union. Some in this group talk about 'Akahanda Bharat' to maintain and create some anti-India paranoia in Bangladesh and Pakistan.
 
Hindu fanatics of India:
 
They do not like Muslims, and do not want a union with almost a third of a billion Muslims of Pakistan and Bangladesh. A very small fraction of this group, which does not really know what they are thinking, wants a United India.
 
Innocent fools of the subcontinent:
 
They do not know that they are thinking, and want a union, at least in the form of a South Asian Union.
 
Decent and smart people of the subcontinent:
 
They are realists and know that a United India is a fantasy, at least for the foreseeable future. This group probably just wants improvements in the citizenship and human rights everywhere, without which good relations between the three countries of the subcontinent are impossible. They know the problems in all three countries, and they can see the differences between the three countries. They are fully aware of the fact that Pakistan is too much into the ditch when it comes to human and citizenship rights, and that a union with that entity is a loosing proposition for the subcontinent. They also realize that visa-free travel between the three countries would be harmful for the subcontinent overall.
 
At a personal level, of course, it would be so convenient if I could visit all these three countries with no visa. But I would not support a policy like that in the subcontinent until I see a remarkable drop in religious and sectarian fanaticisms, which might take a quite a few hundred years to accomplish.

These are excellent observations. I totally agree that most religious people do waste all their potential to conform to something that has so little to do with this world, and, in that sense, you are right about those people being mostly useless.
Which country in the world, in their right mind, will want more of those useless people? This  may be the obstacle in the relationship between Bangladesh and India. India is strugling to contain religious communality in their own land, and a good relationship with Bangladesh is not going to help them.
I also believe that economic progress in the Indian subcontinent has been slow mainly due to the presence of so many of such useless 'idiots.' The good news is – their number is declining as more and more people are waking up, and that may be correlated with the recent uptick on the rate of progress in this region.

That is a mere fantasy, brother. The reality has already set in and some scoundrel-countries will be thrown out from the union for having no concept of managing their own houses. The union is an artificial one and it might see its own death in few years time. 
The elephant in the room of Indo-Pak-Bangladesh relation is the religion. There is no way to go back to the days of harmony that used to exist in the early 20th century. India does not want to open the gate because it will be totally overwhelmed by Muslims and drag it down to create another disaster. Sorry to say that Islam and modernity is not a not good mix. Some idiots are more concern about the religion than their material and educational progress. With such mentality, a country has no where to go but down hill. While Pakistan is a history, Bangladesh could be the next if politicians do not see the writings on the wall. Srilanka, Nepal and Myanmar will be fine because they are more secular than Pakistan and Bangladesh and Indians are having almost an open border policies with those countries (except Mynamar but that might change).

Let's see, if I can break the code. I was criticizing some anti-Indian comments, and praising India for their successes. May be Farida Majid considers Bangladesh is a hostage to India. Therefore, I was praising and defending the captor. Yes, I am suffering from the Stockholm syndrome. Eureka!

 

Also, Farida Majid did not understand the following sentence - Usually, the situation of the down-trodden improves when a country prospers.

 

I am sorry - I don't understand also why she could not understand the above sentence. Am I missing something?

There is no government (even the dictatorial one) in the world who does not want to please the majority, who happen to be the poor, by improving their economic status. We still have poor in the most prosperous countries in the world. If government policies could eliminate poverty, it would have been abolished by now, at least somewhere in the world. Yes, we are the 7th largest by population but we are everything but powerful. With one billion population, Indians are still on the sideline of UN security council. So much for their population size!

There are too many countries, who would be ready to take US with both arms. That is today's reality. What happens from ten to twenty years time from now, that would be anybody's guess.

As a weaker country, Bangladesh may not have the guts or resource to stay independent in this super power game scenario. I do not think we have enough brain power in Bangladesh to navigate this treacherous water of new alignment and its consequences. US would not be a push over guy unless China makes us  another satellite like North Korea or Pakistan. That is not going to happen to us.

For our Pakistani brother, only thing I can say is that Pakistan was a brainless prostitute from the get go. US never respected that country. It is a mess and it will do the US work with money or no money. The game is already started with Leon Panneta talking tough. Pakistanis should not blame anybody but itself. It could not become an Israel or South Korea because of its own fault. The double game is dangerous and it has been caught red handed several times.

                  The Balance of Power Game has shifted to Asia!  With Myanmar slipping away from the tight grips of China, Bangladesh and the Bay of Bengal have gained new importance in the current geopolitical map.  Even India is having to pay attention to how Bangladesh plays it between China and the USA -- both are courting Bangladesh. In my opinion Bangladesh should not take side between the 2 superpowers and should keep India guessing.  Any permanent presence of an American Warship in the Bay of Bengal needs the permission of India, Bangladesh and Myanmar.

                    Bangladesh should not get too close to the USA or do anything to alienate China.  In 1971 both were against the idea of an independent Bangladesh. We should all keep in mind what a frustrated Pakistani cyber-friend said a few years ago about America -- "na inki dosti acchi, na inki dushmani acchi! 

                    These shifting Power Games and the movements of jigsaw puzzle pieces on the geopolitical world map shows how useless the Munshi Clan's "India Doctrine" is which is based on one outdated fixed idea -- the Hindu-Muslim permanent enmity.

No, I do not see any war scenario in Asia in the near future. My guess is that US presence in the Indian ocean is a must before China takes over the ocean. If China takes over, then there will be war. I am sure there will be many willing countries, who would love to provide the base facilities for the Americans.

I highly doubt whether US would ever be mentoring Jamatis to create another Taliban monster in the eastern front.

American military base in Bangladesh! There was a rumor that America was ready for an independent Bangladesh provided the new country would let America have a military on her soil. It was also a rumor that Mujib did not agree to the proposal. As a matter of fact America has been looking for a good one in SE Asian region for a long time. Now few questions arise on this issue. Would India like it? A reasonable answer is: India would rather control the region in her own way with full support from America. Probably she will prefer to get more armed than having American arms and soldiers in the region. The second question is: Is China now creating too much trouble for Bangladesh? Or is there a chance that it will try to create trouble for Bangladesh in future? If answer is yes, then one will ask why. I know China has in its possession huge Indian land and India may want to get them back by showing force, if not through negotiation. That means India may have interest in having an American military base in her land. But given the Indian politics, it seems to be a remote possibility. Let us think about a scenario: America wants to punish China and attacks China from its military base in Bangladesh. Is there not the possibility that the little Bangladesh would be crushed between the two superpowers? American base in Bangladesh would not mean American affluence in Bangladesh although no doubt there will be some positive effects due to the very American presence, but not much for sure given the population size of Bangladesh. What is the possibility that America will remain solely a neutral and silent observer of what would be going on in Bangladesh politics? Is the chance remote that in order to keep its status quo it will not side with an extremist party like Jamaat? As a matter of fact it may have to do it to keep pressure on India. 
Just a few thoughts. Political analysts will have more on it.

Look, it would be great to have some power balance in the Asia. Since China is not a democratic power, I would rather see some counter balance from the US and other powers. Otherwise, we will be forced to dance with Mao's same monotonic tune. I do not want my life to be dictated from Beijing's politburo meetings. Japan, Vietnam and Philipine are already feeling the Chinese music on their shores. I would rather go with the devil that I know than the one I do not know. With US, we discuss, demand and negotiate! With China, we will be only marching with tails between our hind legs.
