to go abroad for treatment

The military-backed interim government is now thinking of allowing the two detained former premiers, Sheikh Hasina and Khaleda Zia, to go abroad for medical treatment, said sources.
   After the release of the Awami League’s ailing general secretary, Abdul Jalil, on parole on March 2, the authorities are thinking of forming a high-powered medical board, composed of physicians approved by Awami League president Hasina, to decide whether she also requires treatment abroad.
   ‘If necessary, a high-powered medical board will be formed to ascertain the physical condition of Sheikh Hasina. A decision will be taken about her in line with the recommendations of the board,’ said the adviser to the home affairs ministry, MA Matin, in reply to reporters’ queries at the secretariat.
   The adviser has already ordered the inspector-general of prisons to assign a lady doctor to investigate and report on the condition of ailing Hasina who desires to go abroad for ‘better treatment’.
   The AL chief has been suffering from multiple ailments including serious complications in her ears. ‘The lady doctor will visit Hasina in jail to ask her about her problems. She [Hasina] can call any specialist for treatment if she desires,’ said Matin.
   When asked what the government was thinking of doing in BNP chairperson Khaleda Zia’s case, who is reportedly suffering from various ailments, the home affairs adviser said, ‘Humanitarian grounds will be the basis of our decision if any of the leaders falls sick.’
   The inspector-general of prisons, Brigadier General Zakir Hasan, told New Age that Sheikh Hasina would be permitted to consult any physician of her choice. ‘She wants to see the doctors tomorrow. A decision will be taken as per the advice of the doctors consulted.’
   Following media reports of Jalil’s deteriorating condition, the government on Sunday released him on a 30-day parole on ‘special consideration’, after 263 days in custody, to fly to Singapore for treatment. The decision was taken in line with the recommendation of the high-powered medical board formed on that day.
   Jalil, who is suffering from heart and kidney problems compounded by diabetes, left Dhaka for Singapore on Monday night for treatment at Mount Elizabeth Hospital.
   Matin, on Sunday, had claimed that the authorities were aware of the physical condition of Sheikh Hasina and Khaleda Zia.
   ‘We sometimes have to compromise with the law in special circumstances,’ said the home adviser that day.
   Sheikh Hasina, detained in a house in the Jatiya Sangsad’s premises, on Monday reportedly accused the jail authorities of being indifferent to her health and told her counsels and relations that she wanted to be treated in the United States.
   She, however, through her counsels hailed the government’s decision for giving Abdul Jalil parole and allowing him to fly to Singapore for treatment. AL leaders have continued to demand immediate and unconditional release of Hasina for treatment abroad.

I really don't deserve this encomium from anyone.  We all should try to express our thoughts lucidly through dialogue or civil discourse for which one has to learn good usage of language – English, Bengali, Hindi, etc.

Contrary to your line of thinking that only immigrants from yesteryears made contribution to the western society, I would say many recent immigrants have made their marks in myriad of fields.  One of the founders of Yahoo is of Asian descent.  The chip manufacturing company, Intel, has many scientists from Asia.  Have they not made any contributions?  Dr. Roy lives in New York City; therefore, he only sees cab driver, grocery store owners, restaurant workers, etc.  Immigrants do live in college towns, and in small cities.  There, many hard working immigrants are contributing very positively to their respective communities.  Come to think of it, Dr. H. Govind Khorana, an immigrant from India lived in Madison Wisconsin in the mid 1960s.  He contributed in the field of Biochemistry and received the Nobel Prize in Medicine and Physiology in 1968.  Prof. Fazle Hussein of Bangladesh who teaches at Univ. of Houston has made contribution in his field.  Therefore, Dr. Roy has to look outside NYC to find immigrants who have served the American society.  Let us be proud of these overachievers.

Dr. Roy, you are living in the past.  The modern society is mired in many problems but look at the positive side.  The progress in Internet technology, medical imaging, biotechnology, medicine, etc., gives me much hope for a better future.  Yes, we have inequalities in American society.  That is precisely why we need Barack Obama or Hillary Clinton to run this country.  The crime problem is everywhere and I blame the Hollywood-Bollywood culture for glamorizing criminal enterprise.

Dr. Roy, how much do you know about the old immigrants who came to the shore of America from Europe?  Did not mafia people come from Sicily by boat?  Many ruffians came from Europe too alongside with good people!  America is a vast country and you are rest assured that the criminal elements will probably stay in NYC, cities in NJ, CT, etc., and will not venture out to rural areas.  By and large America is still a nice place to raise a family.  I hate to say that you are fear monger who thinks liberalism is allowing vile and criminals to flourish in this open society.  Can you back up your comments with research findings?

You are saying that only liberal folks support multiculturalism.  Perhaps you are watching CNN's Lou Dobbs program way too much.  Newscasters such as Lou Dobbs, Rush Limbaugh, etc., are true fear mongers.  Dr. Roy, do you know that without the labor of illegal Hispanics in New Orleans area our reconstruction work would not have been possible.  My house was almost destroyed by hurricane Katrina led 8 feet of water.  The roof was damaged too.  The Hispanics were God-sent.  They did all the work for white contractor and in the process the Caucasian contractors made money hand over fist.  Sitting in the Big Apple you have no idea how the Hispanics are shaping the future of America.  Get real, Dr. Roy?  In 50 years time Hispanics will surpass the whites in terms of population.

  1. The world is teeming with 6.25 billion people.  As you know homosexual marriage won't populate the world.  Therefore, from the perspective of ZPG (Zero Population Growth) it is not a bad idea.  As long as homosexuals keep it to themselves, why should it bother you and me?
  2. Yes, I would. I came to this country not to join an organization that will erect an "OM" or La Ilaha Illalla signboard at their doorsteps. I came to this country to assimilate.
  3. Of course, yes. Human being makes babies.  A couple should decide whether they should have babies or not.  Infanticide is a serious problem in South Asia.  Are you aware of it?
  4. Pornography is always a part of human civilization.  How about the erotic pictures so gracefully adorning the Mandir allover India, Dr. Roy?  Or, is it the Playboy or the likes of it that you abhor?
  5. What is the definition of an ideal family, Dr. Roy?  South Asian people have no problem watching seductive Bollywood films three-generations sitting in the same room.  Before criticizing the westerners please look into our culture first.

Please show me the contributions of the illiberal people (read: conservative).  Religious people from time immemorial have shown their bias as conservatives.  They hardly contributed to the progress of human society.  Please read more about the enlightenment movement of eighteenth century in Europe.  That movement was made possible by liberals.  Raja Ram Mohan Roy, Dwarkanath Thakur, Michael Modhusudan Dutta, Ishwar Chandra, Bankim Chottopdhaya, Rabindranath Thakur, etc., were the direct beneficiaries of that liberal movement.  Had this not for them, you and I would be schooled in "Tol" and "Madrassah."  This is an understatement, Dr. Jiten Roy.

The only president of the USSR, Mikhail Gorbachev, wrote an article for The Rossiyskaya Gazeta newspaper about the recent presidential election in Russia. In the article Mr. Gorbachev expressed his opinion to alter the nation's election system. He particularly offered to retrieve the direct gubernatorial elections and return to the mixed voting system during parliamentary elections.
"I took part in the election and urged my relatives, friends and all Russian citizens to go to the polls and use their voting right in spite of the fact that it was a predictable election. The result was predetermined with Vladimir Putin's popularity. He supported Dmitry Medvedev and agreed to chair the cabinet of ministers in case of his victory. That was a peculiar feature of the recent election. Many treated such a situation rather critically," Gorbachev wrote.
"It is more important what is going to happen next. To a certain extent the situation cleared by the end of the pre-election campaign. Electors had no opportunity to compare different projects of the candidates and variants of solving national problems. The list of presidential candidates left much to be desired too. However, people went to the polls and cast their votes, which, again, was a result of Putin's phenomenon and people's trust in him," Gorbachev believes.
"As it seems to me, we have a unique chance now to use the previously formed prerequisites, the favorable international conjuncture and to take the way of modernizing the nation, not only industrially, but politically, economically and socially. The key directions of this work include the fields of education, innovation, healthcare, administration, the struggle to overcome poverty in the country, as well as bureaucracy and corruption," the former Soviet president wrote.
"It is highly important that both President Putin and presidential hopeful Medvedev have been speaking about it lately. I have no doubts that they will take maximum efforts to accomplish those goals. However, this is not enough. It is very important to create mechanisms to realize the whole complex of highly complicated goals," Gorbachev believes.
"The entire international experience testifies to the fact that it is possible to solve such large-scale goals under conditions of real democracy and people's civil activity, when there is a fact of mutual understanding between the society and its authorities, when people do not fear to take on an initiative," Gorbachev believes.
"Some may say that one should not slacken the reins, that the country does not need new democratic experiments, that the nation needs strong power. However, strong power may often become powerless if it exists on its own. One need to provide real support for people. Putin sensed the most important thing that people wanted – the retrieval of stability and state structure. That is why he gained such a support. Today, when it is necessary to solve more complicated and truly historical goals, one will need another level of feedback between the state and the society," Gorbachev says.
In his opinion, changes in the organization of presidential, parliamentary and gubernatorial elections are necessary.
Mikhail Gorbachev was the last General Secretary of the Communist Party of the Soviet Union and the last head of state of the USSR, serving from 1985 until its collapse in 1991. His attempts at reform - perestroika and glasnost - as well as summit conferences with United States President Ronald Reagan, contributed to the end of the Cold War, and also ended the political supremacy of the Communist Party of the Soviet Union (CPSU) and led to the dissolution of the Soviet Union. He was awarded the Nobel Peace Prize in 1990. Gorbachev is currently the leader of the Union of Social-Democrats, a political party founded after the official dissolution of the Social Democratic Party of Russia on October 20, 2007.

The first and the last President of the USSR Mikhail Gorbachev celebrates his 75th birthday today. Mr. Gorbachev is going to celebrate his anniversary without any pompous festivities. The ex-president will have dinner with his family and friends in one of Moscow restaurants. "It will all be simple, but there will be good snacks," Itar Tass quoted Gorbachev as saying. "My biggest dream at the moment is to get drunk for my 75th birthday. No matter what it may lead to ," Gorbachev said.
Former German Chancellor Helmut Kohl and former Foreign Secretary of Germany Hans-Dietrich Genscher will be the only foreign guests invited for the celebration of Mr. Gorbachev's 75th birthday. USA 's 41st President George Bush Sr. has sent a video message of congratulations to Moscow.
Mikhail Gorbachev has gone down in history as a politician who put an end to the Cold War era, demolished the Berlin wall and destroyed the dictatorship of communism. "I made the right choices in my political career. As for perestroika, I think that we should have made the choice that we actually made. I would do it now too to the benefit of freedom and democratic changes," Gorbachev said in one of his recent radio interviews.
Speaking about the collapse of the Soviet Union , the first President of the USSR reproached Russia's first President Boris Yeltsin for telling lies. Yeltsin particularly said that Gorbachev had not been trapped in a Ukrainian residence during the coup of 1991. According to Yeltsin, Gorbachev was aware of the conspiracy and of the imminent collapse of the world's biggest superpower. "These are all lies. Yeltsin amnestied those who organized the anti-state coup," Gorbachev said in an interview with the Sobesednik newspaper.
It is worthy of note that the majority of Russians have not evaluated Mikhail Gorbachev's contribution to world history. According to recent opinion polls, most of Russian citizens treat Gorbachev's personality negatively. "Happy reformers do not exist," Gorbachev says. He is perfectly aware of Russian people's negative attitude to him. "However, I can say that I have never felt as much freedom as in the 15 years after the end of my stay in power. I can do what I want, I can say what I want and think what I want, if I want to, of course. It turns out that it's a big rarity – to be free and independent," Gorbachev said in an interview with the Trud newspaper.
"It may seem strange, but I still have this quality of trust. I continue to trust other people even if I know something bad about them. I still trust them although I have had very big disappointments in my life. I have been betrayed not only by politicians, but by my friends as well whom I have been friends with for many years," the former president of the USSR said.
Mikhail Gorbachev won the Nobel Peace Prize in 1990. He was awarded "The German of the Century" title after the unification of Germany. Nowadays Gorbachev chairs his foundation of social, economic and political research. Mikhail Gorbachev is an honourary member of over 30 universities of the world.
"The history of the 20th century is full of monstrous manifestations of political amorality. However, the challenges at the end of the 20th century resulted in a certain connection between politics and morality. There is only one way out of the current world order crisis. One should step on the way of establishing the world based on rights but not violence. The new world order needs to observe the natural, ethnic and cultural variety. The new world order will not appear itself. It will happen if the international community takes targeted efforts and uses all resources and knowledge for it. I pin great hopes on the young generation at this point.
"I try to approach the work of President Vladimir Putin objectively. I do not turn a blind eye on negative sides, although I do not underestimate the positive accomplishments. Putin has managed to overcome chaos and instability in the country, which is his historical achievement. Putin resorts to authoritarian methods at times. I would not agree with those reproaching the president for establishing the authoritarian regime in Russia. There is no such regime in the country and I think it will never be created here. Even traditionally democratic countries use authoritarian methods sometimes," Mikhail Gorbachev said.

We are into a period of global food shortage and rise in food prices which were not anticipated even a few years ago. A steeply rising food import bill in the medium term could well be on the cards. This is likely to put a severe strain on the Indian government's efforts to reduce poverty and more equitably distribute the economic gains of the last four years. 
 
But this challenge can be turned into an opportunity and gives the country's policy makers a chance to address and partially solve the related problems of low agricultural growth and stubborn poverty in rural areas. The challenge and opportunity are both contained in a comparison with China. Though India has 1.47 times more arable land than China, the latter uses its land much better. Its cereal yield is 2.18 times India's. If Indian farm productivity and incomes can be dramatically raised, both global poverty and food shortage will be partially mitigated. 
 
To meet the challenge, absolutely the first task is to improve water management — putting more water at the reach of cultivators. This cannot be effectively done through large or even medium irrigation projects but through watershed management and massive numbers of micro irrigation works. Quite simply, every village has to do something to trap and hang on to rain water by both rejuvenating ponds and storages and also creating new small catchments. Even if nothing else changes, more water and recharged ground water levels will raise output and yields. Substantial public investment in this in recent years has not produced results that make a difference. The way to get better results will be to empower panchayats more to execute these projects, along with monitoring up the ladder. 
 
Second comes the need to sharply take forward reforms in the fertiliser pricing policy so that the small gains in the recent past in balanced fertiliser application are accelerated. The excessive emphasis of the past on subsidising urea, which played havoc with soil nutritional balance, should not be perpetuated. This soil nutritional imbalance has been aggravated by the main grain growing areas of north India continuing to cultivate rice and wheat for decades, thus lowering soil quality further. So along with more balanced fertiliser pricing, a change in cropping patterns will help restore soil quality and lay the foundations of better yield in the coming years. 
 
The third and fourth areas requiring action are interestingly not within the main ambit of farming. They are addressing the need to build roads to all villages and taking power to them. This will have a tremendous impact on the rural economy by making it much easier for the farmer to send his produce to the consuming centres and accessing inputs as also consumer goods. The availability of power will not just extend the cold chain but sharply raise the overall productivity of the rural economy. It has been said with much insight that if you bring water, power and roads to the farmer, he on his own will achieve substantially greater value-adds. 
 
The fifth area of action is to greatly enhance the price realisation of the farmer. This has to be done in two ways, by allowing direct procurement from farms by large buyers like retail chains. The elimination of layers of intermediaries will not only improve farmers' realisation but also benefit the consumer. It is also relatedly necessary for commodities markets, spot and futures, to function much better than they have done till now to help discover prices and cover risk better. Progress on this front has till lately been impeded by the various state agricultural produce marketing acts but most of them have now been abolished. So urgent regulatory attention is needed to enable commodities markets to do their assigned job. 
 
The sixth area of action, and this is likely to be the most controversial, is to sharply up farm support prices for key cereals and also make them a reality for pulses and coarse cereals. Such support prices, along with not so sharply rising ration shop food prices leading to higher food subsidies, are anathema to the dharma of fiscal prudence that has held sway from the nineties. But the current situation is that distributing imported food through ration shops at moderate prices is leading to paying a far higher price to the foreign farmer than his Indian counterpart. This is hardly rational. 
 
Sharply hiked support prices, combined with carefully calibrated ration shop prices, will raise agricultural incomes, make farming more remunerative and reduce poverty across the board by simultaneously keeping in check open market food prices. Through this mechanism, a part of the recent gains from high growth will be transferred to the impoverished countryside. A sharply hiked food subsidy bill can be inflationary in the short run (until food output rises in response to the higher prices) but high inflation from high food prices will be a reality even without the additional subsidy. 
 
A rural rejuvenation, in the wake of better farm incomes and an improved quality of life resulting from more roads and power, will make life more habitable in the countryside and reduce at the margin the migration pressure on cities. 
 
The only problem with the foregoing is that none of these policy initiatives is new or disputed, except perhaps the raising of food subsidy via upped support prices. But they have not yet been effectively put in place. The only answer to that is, these things have to be done. Otherwise the hope of a rapid decline in poverty, created by the high growth rate of the last few years, will be negated.

Moin was not in Pakistan during liberation war and he graduated from the Bangladesh Military Academy in one of the early courses (came out second in his batch). However, Moin was in Pakistan serving as the Military Attache in the Bangladesh High Commission in Islamabad when the illustrious General Pervez Musharraf overthrew Nawaz Sharif's elected government.

Moeen as Bangladesh's Musharraf

In our preoccupation with Pakistan and its embattled president, many of us have
almost forgotten another South Asian country and another general encountering
another pro-democracy movement. General Moeen U Ahmed, chief of the Bangladesh
armed forces, was in New Delhi for a week since February 24 to remind India and
the region of his role as the other Pervez Musharraf.

Moeen was supposed to be here on a "military-to-military" mission, and met
Indian counterpart Deepak Kapoor and External Affairs Minister Pranab Mukherjee,
reportedly to discuss cooperation in defense. Moeen, however, did not stop
there.

It has been made public on his behalf that that he pleaded with Prime Minister
Manmohan Singh's government to help make Bangladesh safe for restored democracy
by prevailing upon Bangladesh's two most prominent contenders for civilian power
not to return to electoral politics. The reported plea warrants the presumption
that the recent events in Pakistan prompted Moeen's India visit, which was put
off last year on the officially cited ground of floods in Bangladesh.

The Musharraf syndrome is manifestly obvious here. As Pakistan's military ruler,
its present president of uncertain powers had for years tried to prevent the
country's two most prominent aspirants for civilian power from returning home
and joining electoral politics. He was forced, however, to allow the return of
former Prime Ministers Benazir Bhutto and Nawaz Sharif - and even of the
elections. Musharraf continues to be engaged in a contained confrontation with
Sharif and Asif Ali Zardari - Bhutto's husband who is playing her political role
after her horrible end.

Moeen, of course, is no president, but he is the power behind the throne in
Bangladesh. The army-backed government in Dhaka, too, tried to exile former
Prime Ministers Sheikh Hasina Wajed and Begum Khaleda Zia, but failed. Moeen and
his men also tried to prevent the return of Hasina from a visit abroad, and
failed again under international pressure. The leaders of the Awami League (AL)
and the Bangladesh National Party (BNP), however, have been kept away from all
political activities through a slew of corruption cases and long spells of
under-trial detention.

Indications have been reported of Moeen's possible plans to install himself
eventually as the president in the place of Fakruddin Ahmed, in charge of the
current caretaker regime. It is not known, however, whether something like
Pakistan's National Reconciliation Order, freeing the two leaders from
corruption cases, will precede such a move. But there is another respect,
certainly, in which Moeen is trying to do a Musharraf.

Musharraf may not really have profited by splitting Sharif's Pakistan Muslim
League (PML) and forming a party named after the Quaid-e-Azam (the title of
Pakistan's founder Mohammed Ali Jinnah.) The PML-Q has ended up a distant third,
after Bhutto's Pakistan People's Party (PPP) and the PML-Nawaz, in the recent
general election. The example, however, has not deterred Moeen from making a
similar effort to give himself political legitimacy in the Bangladesh general
election that the caretaker regime has promised to hold before the year end.

Last year, the army-backed government in Dhaka tried its utmost to push
Nobel-winning economist Mohmmad Yunus into politics and help him form a party to
end both main parties. The attempt proved abortive, with Yunus seeing through
the cynical game. Efforts followed to break the both the AL and the BNP. Not
much success has attended these efforts, and the parties as a whole have
remained loyal to the harassed leaders with halos of their own.

Moeen and his men, however, have not given up. According to informed observers,
he would like to be sure of a two-thirds majority in a new parliament to ratify
the 37 ordinances, through which he has ruled the country for the last 13
months. Will two split-away parties give Moeen what a single one could not
provide Musharraf? Few observers will answer that in the affirmative.

Moeen would appear to have no illusions about what a real democracy can do for
him. Even as far back as last April, he caused more than a few political ripples
by declaring at a public meeting that Bangladesh would not return to "an
elective democracy." Days ago, he elaborated on the same theme. Asserting that
the country had tried "Westminster-type parliamentary democracy for the last 15
years," but could not make it work, he called for "a form of democracy that is
suitable for us."

The particular form of democracy he has in mind may suit neither the major
political parties nor the people used to polls. Nothing, however, would suit the
army more, or the religious parties and forces, particularly the
Jamaat-e-Islami, which, as a member of Begum Zia's coalition regime,
distinguished itself by its divisive role in the Bangladesh society. The poor
electoral showing of the clerical parties in Pakistan has not made their
Bangladeshi counterparts ardent partisans of ballot politics either.

Moeen and the army-propped regime were able to delay the democratic process for
quite some time with an anti-corruption campaign that brought some of the
political luminaries of the past to law. The glamor of the campaign, however,
has worn thin, with its perceived excesses hitting the country's economy and
with graft in the army and in select political circles appearing to have been
placed outside its purview. the anti-corruption crusade has lost its attraction
all the more following the recent steep spiral in the prices of rice, pulses and
other essential commodities.

All this has not been lost on Moeen and his mandarins in the caretaker regime.
They crushed a rebellion of campus origin months ago, but they know that popular
discontent can find a dangerous expression again. They have made certain moves
to win over the political opposition. This include official initiatives to
rehabilitate martyred Sheikh Mujibur Rahman, liberator of Bangladesh and father
of Hasina, as the "Father of the Nation," and Ziaur Rahman, former president and
husband of Begam Khaleda Zia as a "patriot," besides a promise to try the "war
criminals of 1971." By most accounts, however, the moves cannot succeed in
stalling the pro-democracy movement.

It is interesting to recall, in this context, that Moeen himself was in Pakistan
during the Bangladesh Liberation War and joined and returned to the country's
armed forces as a "repatriated officer." The past record itself may not go
against his current political ambitions. As in Musharraf's case, however, a
massive democratic upsurge can do so.
