[ALOCHONA] Fake Mujibnagar govt staff managed lofty jobs



107 out of 190 were aged below 10 in 1971, reveals probe
 
An enquiry conducted by the law ministry revealed massive anomalies in last year's appointment of 190 sub-registrars who forged documents to get the jobs as staff of the Mujibnagar government-in-exile. Astonishingly, it found that 107 of 190 were below 10 years in 1971 and only one was above 18 then.

But all of them managed certificates to prove them staff of the Mujibnagar government and got the high-ranking jobs under the law ministry, according to the probe report. They all have even been posted around the country.The probe body recommended taking legal action against 189 in connection with criminal offence. One of the 190 is now dead.

"On investigation, it was proved that none of them served at all as staff of the Mujibnagar government during the Liberation War," the probe report concluded examining all records. On receiving the report, the parliamentary standing committee on law ministry yesterday at a meeting expressed surprise at the findings and observed that the 190 managed to get the jobs by bribing some government high officials Tk 20 to 25 lakh.

It alleged that an unholy alliance of a few high officials of the cabinet division and the establishment ministry worked to get them the jobs, meeting sources said.

The parliamentary body also alleged that suppressing facts about them, they managed to obtain a Supreme Court order in favour of them.The government appointed them in line with the court's order. The parliamentary body also asked the law ministry to come up with the particulars of all officials who joined government jobs from 1972 to date as staff of the Mujibnagar government.

"We are astonished at the information about the age of 190 sub-registrars. Some of them were suckling babies in 1971. How could they the be staff of the Mujibnagar government?" Abdul Matin Khasru, a member of the parliamentary body, told The Daily Star after the meeting at the Jatiya Sangsad Bhaban.

He said the committee received allegations from different sources that a good number of those who joined government jobs in high-ranking posts like sub-registrar, custom officer and income tax officer since 1972, claiming to be Mujibnagar government's staffs, illegally made incredible moveable and unmoveable properties.

"We will decide the next course of action after receiving information on other officials who got government jobs through fake educational certificates and age certificates," Khasru, also former law minister, said.

He said some members of the parliamentary body recommended that the government should suspend them from the job and take account of their wealth. There were outbursts from the members of the standing committee at the meeting. They said many wounded freedom fighters are loitering on the streets and begging and they did not get government jobs.

PROBE BODY FINDINGS

In the wake of allegations, the parliamentary body asked the law ministry to investigate the matter. The ministry on June 19 this year formed a three-member probe body headed by its Joint Secretary Maznul Ahsan. Examining personal information including educational certificates of 190 officials, the probe body placed the voluminous report before the parliamentary body yesterday.

According to the probe report, ages of four sub-registrars were at best three years in 1971, 13 officials were between three and five years, 39 were between five and seven, 21 were between seven and eight, 18 were between eight and nine, 12 were between nine and 10, 20 were between 10 and 11, 11 were between 11 and 12, 12 were between 12 and 13, 13 were between 13 and 14, 11 were between 14 and 15, eight were between 15 and 16, five were between 16 to 17, and two were between 17 and 18 years in 1971.

The probe body interviewed the 189 officials. "None of them could give satisfactory answer to the query as to where and under whose authority they worked as Mujibnagar government staff," the probe report said.

It said none of them was able to recall any incident during their service to the Mujibnagar government. Citing an example, the probe report said Sabina Yasmin was physically challenged from birth. But she submitted a certificate that she served as an assistant to a nurse when she was six years and three months old in 1971. "It is absolutely unbelievable and unrealistic," the probe report said.

[ALOCHONA] AL-admin conflict intensifies in Pabna



 
Ruling party to besiege DC office today

 
The conflict between the administration and district Awami League intensified Saturday with municipal unit of the ruling party announcing of programme to bring out procession and besiege the DC office on Sunday.
   The municipal AL at an emergency meeting Saturday at the district Awami League office in the town decided to bring out the procession and besiege the DC office demanding withdrawal of cases against the party activists accused of vandalising of office and frustrating test for recruitment of lower grade employees on September 17.
   Abdus Samad Khan Ratan, Shahjahan Khan Makoon, Mohiuddin Tufan, Taslim Hasan Sumon and all ward presidents and secretaries of the party attended the meeting.
   The meeting reiterated the allegation that the deputy commissioner was involved in the leakage of question paper of the test that resulted in the trouble. It said the party activists were falsely implicated in the case and demanded its immediate withdrawal.
   Meanwhile, a procession led by district Juba League general secretary Rakib Hasan Tipu and his supporters brought out a procession in support of the deputy commissioner. The procession demanded immediate arrest and punishment of those involved in the September 17 incidents.
   The procession manifested sharp division in the ruling Awami League and its associate organisations.
   Meanwhile, Obaidul Kader MP and presidium member of the ruling Awami League has expressed annoyance at the reported wrongdoings of the party's youth and student fronts and said the incidents of Pabna has tarnished its image.
   'The onus undoubtedly lies with us for tender manipulations, extortion, land grabbing and terrorist activities by a section of Chhatra League, Juba League and other associate organisations of the Awami League,' said Kader who is known as outspoken within the ruling party. 'We cannot avoid the responsibility.'
   Exchanging views with newsmen at Hiltop Circuit House in Cox's Bazar Saturday he said it was no use issuing warning to them. Whoever they are, strong action should be taken against the wrongdoers.
   Former Awami League organising secretary Mahamudur Rahman Manna has slammed the government for its silence over the assault of Pabna district administration officials, reports Bdnews24.com.
   'The officials are crying and we are simply watching them. The government is doing nothing,' he told a meeting in the city on Saturday.
   His comments came two days after the officials at a press conference narrated their helplessness and insecurity after the attack of pro-government activists during a preliminary test for recruitment of clerks in the district administration on September 17.
   Manna said, 'There is a sort of festival around the country. We have got to come out of this culture that the ruling party has to gain from these things.'
   Manna, a former Dhaka University Central Students' Union president, was one of those Awami League leaders who supported 'reforms' in the party during the military-installed interim government's tenure between 2007 and 2008 perceivably at the indication of the ruling government when the political parties.
   He was not accommodated in the new committee of the party and also not given a nomination in the ninth general elections held in end December 2008.
 

 

Retired bureaucrats including a former cabinet secretary expressed concern over the government's indifference to attacks on public servants in Pabna.
   They said that the field officials in general would become frustrated and lose their confidence if the government fails to provide them with security for discharging their duties.
   'The government should have taken action against those behind the attacks on the officials in Pabna without delay. There is no scope for showing indifference to such a case,' retired cabinet secretary and also former adviser to the caretaker government Akbar Ali Khan told New Age on Saturday.
   He said the government's interest would not be protected if the interests of its officials and their honour remain unprotected.
   Activists of the ruling Awami League on September 17 went on a rampage forcing the administration to postpone the recruitment examination for appointing some employees for the deputy commissioner's office in Pabna.
   Local leaders and activists of the Awami League and its associate bodies damaged vehicles of the administration and assaulted officials and staff.
   They also set fire to answer scripts and admit cards and snatched away mobile sets, wristwatches and money from the examinees.
   Professionals and politicians irrespective of their political affiliation on Thursday rallied behind the district administration, demanding exemplary punishment to the perpetrators.
   Deputy Commissioner of Pabna AFM Monjur Kabir and other officials of the field administration expressed their helplessness in the face attacks by pro-government activists at a meeting with the civil society members.
   Local lawmaker Golam Faruk Khandkar reportedly alleged the DC was acting against the Awami League. And the DC, on the contrary, alleged that the lawmaker was pressurising him for realizing 'unethical demands'.
    Asked for comment, Akbar Ali, however, said that the government seems to be hesitating in taking a decision about the incident in Pabna, which would have negative impact on the civil administration.
   Retired secretary and also former adviser to the caretaker government Dhiraj Kumar Nath said the government should seriously deal with the matter as the deputy commissioner of Pabna along with other officials had already expressed their concern over the incident.
    'The top administration seem to be indifferent about the attack on field officials in Pabna. The government's development programmes would not be implemented properly if the field officials feel insecure… This will affect law and order as well,' he said.
   Former inspector general of police ASM Shahjahan said that the godfathers behind the Pabna incident should be identified and brought to book.
   He underscored the need for proper investigation so that the real culprits were punished.
   'The authorities should look into whether there was any financial deal behind the attack on the government officials,' Shahjahan, also a retired adviser to the caretaker government, said.

In major development, India's eastern neighbour Bangladesh has finally agreed to start the construction of a highway that will not only provide transit facilities, ensuring easy movement of goods, but also drastically shorten the circuitous route — crucial from the military point of view — between northeastern states and the port city of Kolkata.

Sources said Bangladesh has promised to start the construction work in the next few weeks. The project — to be primarily financed by India — is part of the larger Asian Highway network project connecting the Asian nations. The highway project between India and Bangladesh had been hanging fire for more than five years, with Dhaka stalling it for one reason or the other — primarily due to pressure from Pakistan and China.

The change came after the Sheikh Hasina Government came to power and in July 2009 Indian negotiators managed to push Bangladesh to ink the intergovernmental agreement. However, the construction work didn't take off. "But now, following cooperation from Bangladesh and persuasion from India, the last obstacle has been cleared ," said sources.

Two routes have been okayed. The first one will enter from Bengal into Bangladesh at the existing Benapole land port on the border and run across eastwards via Jessore and Dhaka and passing through Sylhet, located on the northeastern edge of Bangladesh, it will enter Assam/Meghalaya.

The second axis will start from North Bengal and enter the neighbouring country at Panchgarh and run southwards via Srirajganj to Dhaka and further southeast to Cox Bazar and Chittagong before entering into Mayanmar. India will be able to use both routes.

Once ready, the highway will solve India's major problem of moving goods into northeastern states of Nagaland, Tripura, Mizoram and Manipur. At present, it can take up to five days for a truck from Kolkata to reach these areas, adding up to the costs besides the time delay.

Similarly, the highway will give the northeastern states a better and a speedy access to the sea port.

Originally, the intergovernmental agreement on the Asian Highway Network was adopted in November 2003 in Bangkok and opened for signature in Shanghai, China in April 2004 and thereafter at United Nations Headquarters in New York between May 2004 and December 2005. Some 29 Asian countries had signed the agreement in 2004.

Dear Mr. Hannan,

I have always been amused by your naivete. May be you should care to explain what secularism is. Based on my limited understanding, the principal feature of secularism is "separation of church and state". Essentially, it means that people will not be judged by their faith. They will be equal partners in affairs of the state. In one of his famous speeches, Jinnah said,

"You are free; you are free to go to your temples, you are free to go to your mosques or to any other place of worship. . . . We are starting in the days when there is no discrimination, no distinction between one community and another, no discrimination between one caste or creed and another. We are starting with this fundamental principle that we are all citizens and equal citizens of one state."

Based on that speech, Pakistan should clearly have been a secular state (As we all know Jinnah was not much of a Muslim anyway).

You try to score points by stating "The solution for political issues there is democratization which should not be delayed".
Very true, but given the nature of democracy in our country what exactly does it mean. In fact, we currently have a democratically elected government, which has many shortcomings but is democratic nonetheless. Are you suggesting that the current government is undemocratic?

Assalamu Alaikum.This is a discordant view of an individual person.He also does not know secularism, otherwise he could not say that there is no conflict between Islamic and secular values.

The solution for political issues there is democratization which should not be delayed.

In a highly unusual article in the Saudi daily Al-Wiam, Saudi columnist Ahmad 'Adnan called for the secularization of Saudi Arabia and for the separation of religion and state. He said that there is no contradiction between secular and Islamic values, and that secularization in the country would prevent the Islamists from imposing their views and would ensure equal treatment for all Saudi citizens. He also discussed the conflict between the liberals and the Islamists in Saudi Arabia, which has been widely covered by the media, particularly on the issue of mixing of the genders.[1]
Following are excerpts from 'Adnan's column:

"The Modern State, by Its Very Essence, Cannot be Anything but Secular"

"The discussion of secularization in Saudi Arabia sometimes looks like a type of madness; many fatwas accuse secularists of unbelief, and ban secularism, claiming that it is a regime that does not act in accordance with shari'a, or that it is a satanic regime. They do so because the sites holy to Islam are within the borders [of this country], and because the establishment of the [Saudi] state was based on an alliance between the religious institution and the political institution. But in the present circumstances, and considering the uncertainty of Saudi future, the cultural and political elite in the country may find that this madness [i.e. secularism] has, with time, become a necessity of reality... 
"Thee elements have served as catalysts in the discussion on secularism as a necessity in Saudi Arabia: a) [Saudi] Foreign Minister Saud Al-Faisal's March 2010 statement to The New York Times that Saudi Arabia is 'breaking away from the shackles of the past,' and 'moving in the direction of a liberal society'; b) a media report about a Saudi citizen who was granted political asylum in New Zealand after he converted to Christianity; and c) the ongoing struggle between liberals and Islamists in the Saudi press and media...
"The discourse about the secular option means the following: advancing the political and religious institutions' independence from each other, and differentiating between religious standards and political standards... The modern state, by its very essence, cannot be anything but secular. The talk about completing [the process of] building the state and its institutions, or instituting reforms, means drawing closer to secularism. Drawing away from intentions for reform and for building [the appropriate] institutions means drawing away from secularism... which aims to free the social structure from its bonds but not from its values, and to ensure justice and equality for all citizens."

Saudi Arabia Must be a State with Religious Sites, but Not a Religious State

"In Saudi Arabia, where the political regime is based on the implementation of the Koran and the Sunna, secularism is aimed at actualizing values that are drawn from the Koran and the Sunna, or that [at least] do not contradict them – that is, justice, guarantees of citizen's freedom, and civil and security rights. The basis of the regime's legitimacy is the satisfaction of the citizen and his acceptance of its authority. Accordingly, secularizing [this regime's] foundation will form the basis for a real social compact between the political regime and the citizens.
"Saudi Arabia should be referred to as Al-Harmain [that is, the land of the two holy places, Mecca and Medina] from a religious perspective [only], not from a political perspective. That is, Saudi Arabia [as a state] is not the Al-Harmain state, but a [state] in which Al-Harmain exists – and within that state, the Al-Harmain is subject to special laws that must not be applied to other areas...
"If the Saudis are charged with spiritual responsibility because Al-Harmain are within its boundaries, then they must emphasize the tolerance of Islam and its culture, [Islam's] interaction with the zeitgeist; its integration with human rights and women's rights, and its alliance with democracy and civil [values]. Unfortunately, however, we see that the religious institution in Saudi Arabia plays the opposite role – and there are all too many examples of this. This is a negative reflection on the image of Islam in the world, and it holds back progress, modernization, and openness in the country."

"Secularization … will be Implemented when We Give the Concept of the Law Preference Over the Concept of the Fatwa"

"Secularization of the Saudi judicial system will be implemented when we give the concept of the law preference over the concept of the fatwa. If we set aside the limitations and instructions appearing in the Koran, we will find that most of the rules implemented in Saudi Arabia are man-made, or do not appear in the Koran or in the Hadith... Some are cunning and say that this or that [state] law does [in fact] appear in the Koran and Sunna, or that it does not contradict them. They do not understand that law – [which is anchored] in supreme values [that stem from] the principles of truth and justice – will never contradict the Koran and the Sunna. It is inconceivable for a state to be run only by the implementation of Koranic punishments...
"Religious jurisprudence is ultimately a human effort [that can be] either right or misguided, and it is amendable. The structure of the state institutions and the complexity of their function forces them to turn to man-made laws that need to be legislated by experts, and must satisfy the citizen. [This is done] with respect for the laws of Islam concerning personal status... and with consideration for the requirements of reality and its innovations... 
"The secularization of Saudi education means giving the citizen the freedom, and the right, to determine what kind of religious education his children will receive, and at what level [of piety]. Thus, the regime is freed from conflicts with minorities, [such as] Ismailis and Shi'ites, and from conflict with the Sunni schools of thought that do not follow the practices of the official Hanbali school..."

The Role of the Elite in Advancing Secularism

"Most unfortunately, the Saudi elite is being swept away by the populist tendency to condemn and renounce secularism. Therefore, this elite is asked to correct its misconceptions regarding secularism, particularly because secularism is not [totally] absent from Saudi public life. It [made inroads] via the pan-Arab movement and the leftist movement in the 1950s and 1960s, and today it has considerable influence through... the liberal movement. 
"One result of the renunciation of secularism is the media-cultural battle currently underway among the [various] streams of thought in Saudi Arabia. Its most recent manifestations are the liberals' and Islamists' reciprocal attacks over the issue of the call for gender mixing; over the issue of [Saudi cleric] Dr. Muhammad Al-'Arifi's declaration of his intention to visit Jerusalem; over the issue of [the call by Saudi] preacher Yousuf Al-Ahmad [to raze the Mecca mosque in order to rebuild it so men and women are separated]... These wars have been dominated on both sides by sordid, hostile language, because of each side's fear that the political establishment will heed the calls of the other side.
"The propaganda in favor of the idea of secularization in Saudi Arabia does not mean a desire to repress the conservative or Islamist movements. It is a solution [aimed at] preventing the conservatives from forcing their views on others. The secular state is a state that serves as arbiter [between two sides], and is not biased towards a particular side. At the same time, it bans any movement from forcing its position on the other. This demands two fundamental things: a) freedom for the individual to choose his belief and to exercise his rights unmolested, and b) equal rights and obligations for all citizens under the law. Neutrality does not mean a policy of appeasement... It is the state's commitment to assure its citizens the right to live, believe, and express their opinion...
"The negative image of secularism that is widespread in Saudi Arabia is obvious, and stems from the circumstances in which the state was established, and from its clerics' social, cultural, and political standing. This image must be handled with a research approach, not [by way of] preaching. In order to arrive at the desired development, the reform program must be completed, the Islamic religious discourse must be renewed, towards genuine reconciliation with [such concepts as] the state, citizenship, rule of law, freedom, and human and women's rights, and advocacy for the values of common sense and the scientific doctrine..."

very interesting discussion on the ethnography of Bengali muslims and so nice to know that you are of persian origin. Blue blood I am impressed at your high born lineage. Any relation to Hussain Shaheed. Unfortunately for most of we have to settle for a mongrel (mixed beyond recognition from chamar to high born) heritage.

 

But I did have a question and a comment. How do you explain the turkish origins of Majumdar, when many prominent Bengalis like Phani Bhushan Majumdar or Charu Majumdar were clearly of hindu origin. Do you think their turkish ancestors converted to hinduism after coming to East Bengal between the 10th to 15th Century. How could that be!

 

The comment is East bengal - were the borders from time immemorially roughly the same as today's borders of bangladesh. as far as I know from historical sources until 1905 there was no such thing as East Bengal, could you clarify!

More than half of the Bangladeshis (m,uslims) are children of foreign descendents (Arabs, Turk, Persians, Abysinians, Monguls , Pathans, Afghans) who took refuge in East Bengal (Bangala) beccause there was always peace there. As a matter of fact, Khaleda is a Turk descendent (last name Majumder). Similarly, Hasina is also descendent of fore4ign settlers (sheikh). Khaleda's family hails from Noakhali. Those who were born before 1947, they were all born in Indian soil. Khaleda could have been born in present day India if her family were earning their living there then. Zia though officially born in Bogra, actually was born in Delhi, because his family was living in New Delhi (Federal job). Many of my siblings were born in Karachi, but in paper now, they write Bangladesh as their birth place.
Each and everybody living in Bangladesh, who speaks bengali as their mother tounge, are all totally Bangladeshis no matter what. Those who speaks other languages (Urdu, Chakma, Garo, Khasia etc) they are also Bangladeshis. Let us not bring this unnecessay topic anymore for divisions.

I strongly condemn the heinous and vindictive activities of the current Bangladesh government for torturing editor of a national daily newspaper "Amardesh" in inhuman way. Rulers of the  current Bangladesh government should be held responsible for their criminal acts.
 
At the same time I request all of you to contact your area congressmen, congresswomen, senator, MP or elected public officials of the country you live and bring their attention to this fact with other inhuman activities of the current Bangladesh government. Also, raise your voices against the current Bangladesh rullers for their barbaric and inhuman activities.
 
As a citizen of this civilized world we can not turn our eyes to ignore the uncivilized attrocities of the current cruel Bangladesh government. Current rulers came into the power with bloods in their hands (please see below the web-linkages) and keeping those hands with more fresh bloods. We can not remain silence anymore.
 
Bangladesh government must stop inhuman tortures to Mahmudur Rahman and release him with dignity immediately and must give him the rights of due process of law.
