Yes, i agree that both Bangabondhu & Shahid Zia might have a lot of limitations but we should remember that almost 90% Bangladeshi (at least BAL & allies love Bangabondhu and BNP & allies love Shahid Zia) love them due to their contribution to Bangladesh.

With utter disgust, comparing Zia with Zafar goes far beyond the civic norm.
 
For comparison sake, Mujib's ruling can be truly compared with Hitlar. Rise of Hitlar is no different than rise of Mujib, in a different scale.
 
1. Mujib formed BAKSAL, Hitlar formed Natszi party with absolute monarchy.
2. Mujib formed Rakshi Bahini, Hitlar formed Nazi Army to crash the opponents.
3. Mujib starved his people to death in 1974 by millions, Hitlar starved Jews to death by millions.
4. Mujib conspired with Indira Gandhi  in Agartala by signing secret agreement, Hitlar signed contract with dictator Mussolini.
5. Mujib promised not to break the confederation with Bhutto, later broke his promise. Hitlar signed contract with Britain and later broke his promise.
6. Mujib crashed and killed his opponent, including SIraj Sikdar. Hitlar crashed and killed his opponent with iron fist.
7. Mujib dreamed to be the sole dictator of Bangladesh and formed BAKSAL to assume sole presidency by dissolving parliament and banning all political party, Hitar banned al opposition political party and assumed the sole owner of Nazi party.
8. Mujib was about to titled of  'Bongeshor' in a ceremony of Dhaka University just before he was killed in 1975. Hitar wanted to be the 'supreme power' of the world by defeating every country just before he killed himself with Eva Brown.
9. Hitlar had Joseph Goebells to propagate lies, Mujib left Hasina to spread lies and venoms against her own people.

Nabab Siraj was not an excellent ruler; East India Company and their collaborators publicized him as an eccentric autocrat. He could not save his grandfather's kingdom from the British merchants. He was too lenient to the merchants and too naïve about their intention. Ultimately, his naiveté and lenience paid off. He lost his kingdom and life; Bangla lost its independence. After 100 years of bad publicity by British and their local collaborators he cam back in the pages of history as a symbol of our independence; a symbol of our lost pride.

Modern propaganda ministers and pet historians also publicized Sheikh Mujib as a bad ruler too. People thought everything would be solved automatically after the independence, denying the fact that nation building is a long term tedious job. No nation has been developed until several decades of independence. Modern day Robert Clive, Jagat Shetth, Rajballav, etc. were working behind the scene.

Eventually Mujib was pushed to establish a totalitarian system BAKSHAL; even though he said, "if my people don't like it, I will revert" in a speech. General Zia wrote an article in Daily Bichitra supporting BAKSHAL. Despite being a lenient ruler he will be in the pages of history as he led the nation to independence. His vigorous stance for Bangalee rights amidst Paki generals' red eyes will keep in the pages of history as a super hero.

The independence lost through Siraj's defeat in 1757 was gained back by Mujib's rigid struggle for "six-point demands," win in 1970 election, unbending negotiation tactics with Paki dictators and finally the Liberation War.

Siraj's death led to a dark era of colonial rule. Mujib's death prompted a U-turn from the spirit of liberation and eventually brought the War Criminals and religion traders to power. From a plural secular nation the U-turn took us back to a backward nation that is longing for 7th century style theocracy; that is intolerant to minorities (Hindus, Kadianis, etc.). Now the country is heading for a Taleban style revolution.

The British merchants and their local collaborators like Jagat Shetth, Raj Ballabh gong and their successors, denigrated Siraj for a century after 1757. Mustaq-Zia- Ershad-Golam gong blacked out Mujib from Bangladesh for a long time after 1975. Siraj's killer Miran, backed by British and Mir Zafar, never faced justice for killing the Nabab. Mujib's killers, backed and rewarded by Mustaq- Zia- Ershad-Khaleeda gong escaped justice too.

23rd June. The 252nd anniversary of Plassey Tragedy. This day is the mourning and pathetic day for patriotic nationalist and Pro-Islamic people. Plassey always encourages the people of our country to forge a solid-rocked national unity and defend the independence, sovereignty and Islamic values of our country. The hearts of the people trembled with fear while hearing the hollowness of Plassey. After the death of Nawab Ali Bardi Khan, his beloved grandson Siraj-ud-dowla ascended the throne and became the last independent Nawab of Bengal, Bihar and Orissa.
 
The young Nawab Siraj-ud-dowlah always tried to defend the independence of Bengal since his ascession to throne. His close relatives and royal servants could not accept him since his ascession. Some plotters injected conspiracy to dethrone him at the Qasim Bazaar Kuthi. Of them Ghasheti Begum, Raja Raj Ballabh, Raydurlabh, Jagatsheth, Raja Krishna Ballabh, Manik Chand, Amir chand, Amir Beg, Khadim Hossein, Yar Latif Khan, Watson and Commander-in- chief Mir Jafar Ali Khan were the plotters. Moreover, some exclusive Hindu government employees and Brahminist Hindu Zam-indars dissatisfied with Nawab Siraj-ud-dowlah and implicated with the plotters to dethone him.
 
At a moment, a hostility was created between Nawab Siraj-ud-Dowlah and the British East India company focusing to fortify the Fort William in Calcutta.
The East India Company accomplished to fortify the Fort William disparaging the decree of Nawab. Therefore, Nawab Siraj-ud-Dowlah invaded Calcutta and conquered the Fort William. After that, the East India Company rescued the Fort William and Joined with the Plotters to dethrone Nawab Siraj-ud-|Dowlah. At a moment, a treaty was singed between Mir Jafar and Robert Clive to make Mir Jafar the puppet Nawab of Bengal, Bihar and Orissa.
Once Nawab Siraj-ud-Dowlah decided to fight with the alien East India Company on the battlefield of Plassey. He caused to take an oath with Mir Jafar and others to fight with the East India Company touching the Holy Quran at any cost. But he could realise that Mir Jafar would betray him. In June 23, 1757 CE, both the Nawab's troops and Clives English troops were gathered near by the Bhagirathi river.
 
There were 57,000 native soldiers of Nawab's forces and there were 3000 English soldiers of Clive's forces. At a moment, a fierce battle was broken out. First, the cannons of Nawab forces were roared. Of 57,000 native forces, the commander-in- chief Mir Jafar, Jagat Sheth and their troops enjoyed the Battle standing on the battle field like puppet. The commander Mohanlal, Mir Mardan and French Commander Sinfrey fought valiantly to stem the British forces. We came to know that Jagat Sheth helped Clive's forces actively and joked with Mir Jafar sitting on an elephant. Once, Mir Jafar advised Nawab Siraj-ud-Dowlah to cease the battle and Nawab decreed to cease the battle believing Mir Jafar.
 
Before that, the English forces fled to the mango grove in the wake of strong resistance of Nawab's forces. After the ceasefire, the Nawab forces went to the tent. At that time Mir Jafar sent a letter to Robert Clive to raid on the Nawab's forces. Then, the British forces swooped down the Nawab's forces and Nowab's forces were diverted. At that time, Mir Mordan was martyred from the fire of Cannon.
 
Nawab Siraj-ud-Dowlah was defeated deplorably and helpless Nawab went to Murshidabad. Nawab Siraj-ud-Dollah started his journey to Patna by boat with his wife and daughter aimed at fighting with the British forces again to defend the independence. On the way of his jouney to Patna, he was nabbed by the forces of Mir Qasim at Bhaghwan gola and sent with his wife and daughter to Murshidabad. He was detained at a closet of Zafargonj. The betrayer Mir Jafar became the Puppet Nawab of Bengal, Bihar and Orissa by the help of British forces. Both Clive and Miron, the son of Mir Jafar selected Mohammadi Beg to assassinate Nawab Siraj. Mohammadi Beg assassinated Nawab Sirajud-dowlah in July 2, 1757 CE. Thus, Bangladesh as well as the Sub continent was subjugated by the British rulers for two-hundred years. With the continuous struggle after Plassey, Bangladesh got her aspiring independence through the war of liberation of 1971. So, we can teach lesson from Plassey, if we cannot defend our freedom and sovereignty, we will have to bear another threat like Plassey.
 
Despite achieving independence, the cluches of vultures have fallen on our country yet as well as we are victimised of alien aggression. Here is some references i.e., the US imperialists intend to set up their military camp in our country, the Indian hegemonists are also directing their water aggressions on our rivers such as turning our lands of the country into a desertification with building both Farakka and Tipaimukh Dam. But some new Mir Jafars keep silence. After that both the US imperialists and Indian hegemonists are plotting to sway over Bangladesh for a long time. Some so-called Pro-US and Pro-Indian Civil Society, intellectuals and the donors implicated with the alien conspiracy. Consequently, the state Emergency was imposed by the masterminds of those conspirators and empowered the illegal army-backed caretaker government in January 11, 2007. The illegal army-backed caretaker government was prevailed for two years.
 
The patriotic people came to know that who are the real traitors, betrayers, subservient and puppets of alien forces. They did many anti-state activities against country's interest by imposing illegal power as subservient of both US imperialism and Indian hegemony. As a result of their conspiracies, the alien forces empowered the grand alliance governemnt to implement their interests. The persons now in power and the groups of civil society are New Mir Jafors.
The present government adopted subservient foreign policies like the then 1/11 government to the alien forces such as formation of Anti-terrorist South Asian Task force with USA and India, TIFA treaty with USA, giving corridors to India in the name of Asian High Way and giving opportunity to the US to set up their naval camps on the plea of building deep sea-port in the Bay of Bengal etc. Moreover, the marciless killings at Pilkhana, harrassment of some NSI officers with 10-arm's haul case without any cause despite the implication of Indian insurgents in this case astonished the people. In this way, the independence, sovereignty and Islamic values may be destabilised due to the anti-state activities of the government and New Mir Jaffors in the name of Pro-US and Pro-Indian intellectuals of Civil Society.
 
The government should give up these activities and should give the priority over the country's interest. So we have to realise that the Plassey can reiterate over the country and destabilise our sovereignty, independence and Islamic values. So, it is the duty of all to forge a greater national unity and defend our independence and sovereignty with the lesson from Plassey.

This is a very powerful but peaceful and compassionate philosophy. No reasonable person would disagree with you. As a matter of fact if one follows these set ideals as you have mentioned all institutionalized faiths merges into one. The Religion of Man as Tagore observed it. An epoch is fast approaching when this dream will turn into a reality. This may be far but it's not a fable. The current tendency to incite religious extremism is an extreme form of ignorance. When logic and enlightenment fails extremism takes over.

Thanks for sharing your views. It sounds really good. I feel true freedom comes from openly practice what you feel right (For you). As long it does not hurt anyone (Or their rights), it is fine.

Religious or anti-religious is not the issue. As long we live and let (Others) live with their choices.

My personal observation is when people become extreamist ( Religious or anti-religious) that can start a lot of preblem.

Buddha attained "Nirvana" under the bodhi tree. People all over the world accepted that. Why can't one find "enlightenment/peace/freedom" in a cave?

A spiritual person is always close to the "Higher power" and all major scriptures teaches us just that. Most of the time people who fight over religion did not read his/her own scriptures.

I like your last thought. I look at it slightly differently. I feel a religious person can embrace people from all faith background and be a peacemaker.

While choosing the word fear grammar was not in my mind. I took the meaning and its implications on a persons mind. Fear is a state of mind when a person seeks shelter from a situation which overcomes his power. His rational thinking does not work, he uses his mind not brain to over come the issue in front him. Fear created by religion nips reason and dogma takes precedence over reason. This is the most violent side of religious fanaticism. Examples are abundant around us.
Emancipation is the child of freedom. Indian spiritualism talked about muki, moksha or nirvana. Are these conditions can be attained in the mountain caves or in the woods only? These are easy ways. The real moksha is here among the multitudes. Among the sounds and bites. Live in the samsar but don't allow samsar to live in you. Freedom from all attachments but not from responsibilities. There we prove our real strength. These are not fallacies, these are achievable goals. We need to find out the synthesis from all anti theses. A truly religious=2 0person does not embrace any religion.

What is a cult? Fear itself? I never knew fear can be a noun to be a cult. Very interesting cult name is given by Mr. Akbar da.

Freedom is always used in an argument as a propaganda term calling for a need to fight but never heard of freedom is being as nirvana. "You have to fight for freedom" is the way the word is usually used, though not in those words. For example, the oppressors won't grant freedom voluntarily.

Isn't it nirvana a peaceful mental state due to being self-awakening or being enlightened? I heard and read that Buddha had devoted his life almost 40 years which was characterized as nirvana but what freedom has to do with nirvana?

Don't you think, charity-giving can be characterize as one form of nirvana as well? I think, Charity is better form of nirvana than bhramachari and/or lecturing others about nirvana! because words are cheap form of nirvana.

The diplomatic heads of foreign embassies in Dhaka, particularly those of India, USA, EU, have often taken advantage of a weak political establishment of Bangladesh and indulged in activities unbecoming of proper diplomatic conventions and norms. They have taken partisan positions in respect of internal politics, favouring one political party against another, fomenting dissension and discord, and aggravating political crises. This they have done in the name of 'friendship' to Bangladesh, but in reality the policy reflected a neo-colonial attitude on the part of powerful nations towards a relatively weak third world country struggling to protect its independence and to improve the socio-economic conditions of its people.

 

Bangladesh seems to be a country where the foreign diplomats feel free to make public comments on each and every topic, without any consideration for the honour, dignity and sovereignty of the host country. The US and EU diplomats are relatively sophisticated not to use very crude words, although their purpose is to control the overall political direction of the country. But the diplomats from New Delhi who represent a new imperialist power in South Asia do not mince words about what Bangladesh should or should not do. The latest comments by Mr. Pinak R. Chakravarty, Indian High Commissioner in Dhaka, in a meeting of the so-called Bangladesh-India Friendship Society, is only an additional example of the policy of contempt the Indian rulers hold for Bangladesh.

 

So what are the comments by Mr Chakravarty that are unacceptable to the people of Bangladesh? According to The Bangladesh Today (June 23, 2009) the Indian High Commissioner said that there is no international law to stop the Tipaimukh Dam project [1]. Obviously, this is an expression of extreme arrogance and reflects the attitude of a bully. Whether there is any specific international written law, signed by both Bangladesh and India, is not the main point. The point to consider is: does an upper riparian country has the monopoly over the water of a river that obstructs or reduces its flow into the lower riparian country to injure the latter's legitimate interests.

 

There are hundreds of examples all over the world where the water flows as well as the quality of water in international rivers have been jointly negotiated and agreed upon by the parties concerned so as not to derive unilateral advantages for one country and loss for another country. Why India has not bothered to involve Bangladesh in serious negotiations before any of its projects in international rivers? The answer probably lies in the mindset of New Delhi rulers who think that Bangladesh is not an independent country and that India's bigger size, greater economic, military and diplomatic might empower them to do whatever they wish to do to the much smaller and weaker neighbour. This type of policy is clearly unfair, immoral, and inconsistent with international norms and can be pursued only by a rogue power.

 

According to the news item in The Bangladesh Today referred to above, 'Mr. Chakravarty sharply criticised people who said the Tipaimukh dam would cause environmental disasters in the greater Sylhet region in Bangladesh. "It is unfortunate that there are some so-called water experts who make comments without considering some of the issues. "(They) are basically attempting to poison the minds of friendly people of Bangladesh against India." The high commissioner said both Bangladesh and India were getting due share of waters as per the Ganges water treaty singed by the previous Awami League government in 1996. "Some people in the country are trying to derive political mileage over the water share of common rivers.'

 

The Indian envoy raises several interrelated points here. He dismisses those academics, researchers, journalists and policy makers who are talking and complaining about India's unfair water policy towards Bangladesh as ignorant, and also alleges that they are 'attempting to poison the friendly people of Bangladesh' against India. Such comments are not only untrue, these are also designed to discredit any attempt by Bangladeshi citizens (and also many Indian researchers and analysts) who oppose India's water aggression against Bangladesh, a process starting from 1975. Mr. Chakravarty (upper class Bengali Brahmin) thinks that the Bangladeshi people are still as ignorant as they were in 1947 and that the only 'knowledgeable Bangladeshis' are those who gather around the Indian table for crumbs.

 

Who are the people opposing the Tipaimukh Dam as well as India's other projects for unilateral withdrawal/diversion of waters from international rivers? Their list includes well known Professors like Muzaffar Ahmed, Emajuddin Ahmed, Moniruzzaman Miah, Mahbubullah, Aynun Nishat, Asif Nazrul, Jasim U Ahmed and Badrul Imam, journalists and columnists like Serajur Rahman, Farhad Mazhar, Mahmudur Rahman, Sadek Khan, Nurul Kabir, Mostafa Kamal Majumder and Rizwan Siddiqi, former secretaries having negotiating experience with Indian counterparts like Asafoddoulah and Shamsher M Chowdhury as well as prominent water experts like Dr. S. I. Khan and Tauhidul Anwar Khan. They have written numerous articles and participated in dozens of seminars and discussion meetings on the India-Bangladesh water issues and drawn attention to the implications and dangers of India's water policy [2]. Mr. Chakravarty may not like what these people say, but it is a serious insult to our national prestige when a second grade foreign diplomat violates all diplomatic norms and practices and has the audacity to call them ignorant, and accuses them of trying to poison the minds of common people.

 

For the last few months, millions of people across the country including Dhaka, Sylhet, Rajshahi, Khulna and Chittagong, as well as thousands of overseas Bangladeshis are protesting against India's water policy. Protests have been organized in London, New York, Paris, Madrid, Rome and elsewhere by various political and community groups. These people are not inherently anti-Indian but seriously concerned about the disaster that the Tipaimukh Dam and India's other river projects would bring to Bangladesh. They do not belong to one particular political grouping to derive 'political mileage' as alleged by the Indian envoy. On the contrary, they have different political opinions (right, centre and left). All of them have witnessed the disastrous effects of the Farakka Barrage and, therefore, seriously concerned about the effects of the Tipaimukh Dam.

 

The protests against the Farakka Barrage have been going on for years and by now everybody (even most pro-Indian Awami League supporters, except few quislings) know that the Barrage has caused irreparable damage to the river Padma and all of its branches by drying them up, causing silting, increasing salinity, lowering the ground water levels, damaging agriculture, ecology and environment in the whole region south of the Padma. The Bangladeshi 'Friends of India' should have organized the meeting not in a five-star hotel in Dhaka but on the dried up river bed of the Padma so that Mr. Chakravarty could see that the devastation caused by Farakka is not hypothetical but real. He could have perhaps then realised why the Farakka victims have no reason to be 'friendly' with India.

 

Pinak's audacious remarks about the people who oppose India's water aggression against Bangladesh as well as his criticism of the opposition BNP party have been widely condemned [3], with justifications. He has definitely exceeded the limits of diplomatic courtesy and decency, but the leaders of the current pro-India government are conspicuously silent. They seem to be too willing to implement the Indian agenda rather than upholding the most vital national interest of the Bangladeshi people [4]. Prime minister Sheikh Hasina Wajed and her party leaders always claim that they are the only people to stand firm against all foreign aggressive powers but in reality they have failed miserably to defend the legitimate interests of the Bangladeshi people, especially against the big bully next door.

 

During the first term of Sheikh Hasina's premiership (1996-2001), the government resisted many of India's demands on Bangladesh (corridor, use of Chittagong port, the Tata proposal, tri-nation gas pipeline, marginalizing the defence forces, etc] but the current government is behaving in an extremely subservient manner. Many ministers in Sheikh Hasina's present government (Dipu Moni, Faruk Khan, Abul Hussain and Ramesh C. Sen among others) have been speaking in a way that raises doubt about their competence and/or allegiance towards a truly sovereign Bangladesh state [4]. They are too eager to implement India's different covert and overt agenda at the expense of vital national interests of Bangladesh.

 

The Indian envoy made the false and audacious remarks in the presence of foreign minister Dipu Moni and several other Awami League stalwarts. But, unfortunately, none of them contradicted the envoy. This and other incidents do suggest that the current Bangladesh government is most probably run by the Indian officials headed by Pinak R. Chakravarty and guided by New Delhi's South Bloc. How long this situation would be tolerated by the people of Bangladesh remains to be seen.

Thanks for sharing this information. There is a common saying among statisticians and socio-economic analysts, "those who don't know how to read data, are better off without it". I am of the opinion that albeit being an engineer, a professional title that somehow becomes part of our good name, you have missed the mark on the TI report. It is called a "Corruption Perception Index", an aggregated grading system based on certain benchmarks and not the volume or amount of money allegedly corrupted. So, to remain true to an "Index".
 
Secondly, the two sources that you mention are faulty. They neither indicate the data that you present in your post, nor do you refer to exact location in such reports where this data can be verified. I would appreciate if you kindly refer us to the exact report from where you have gathered this data. If this table is your compilation of scattered data, please cite your sources so that we can distill facts and data from your personal biases.

Just when the nation was tumultuously enjoying the magical victory of our cricket team, the hard reality of our hostile environment post-9/11 clouded over us once again. For anyone who thought the US was not targeting our nuclear assets, the screaming headlines from the Afghan-based Al Qaeda leadership's interview to Al Jazeera brought the issue to the forefront once again with claims that Al Qaeda would use our nuclear assets against the US if they could. The absurdity of the statement notwithstanding, it can be explained only if seen as part of the campaign to legitimise a US/NATO takeover of our nuclear assets since our security prevents the US from taking them out physically.

We have also seen US weapons mysteriously land in the hands of militants in Pakistan � now we have the Al Qaeda leadership freely having access to the foreign media in Afghanistan. What is the US up to with Al Qaeda? Post-9/11 the world has had a memory lapse over the US-Al Qaeda connections � especially when Sudan offered Bin Laden to the US � but the latter allowed the Al Qaeda leader to move to Afghanistan!

[In fact] the way that news agency had written its report it suggested that the American government itself had a hand in it because it wanted to attack Afghanistan using Osama bin Laden as an excuse.

A new report from the International Rivers Network (IRN) "Fizzy Science: Loosening the Hydro Industry's grip on Greenhouse Gas Emissions Research" provides a compelling argument for the international Inter-Governmental Panel on Climate Change of the UN (IPCC) to undertake further Independent and careful studies for a Special Report that will inform the international community on reservoir emissions of Greenhouse Gases.

The Special Report would update and strengthen the existing 2005 guidelines on the methodologies to be followed to measure reservoir emissions and submit reports to the UN under the United Nations Framework Convention on Climate Change (UNFCCC).

Are dams and the large reservoirs they create conducive to climate change mitigation? Are they really providers of clean or at least cleaner, energy at a low environmental price? Are they the clean and green answer to the desperate race to "developed" status prosperity and wealth that they are promoted as being? The report from IRN suggests otherwise.

The IRN report includes the proposed Tipaimukh Dam, along with Tehri, Sardar Sarovar, Polavaram and Indira Sagar (Narmada) dams, amongst 18 dams worldwide to evaluate their power density. The relationship between power capacity and area flooded has been termed "power density," expressed in watts per square meter. Reservoir emissions of Greenhouse Gases generally decline with increasing power density.

The table below power densities for the five Indian dams that have recently been completed or are under construction or proposed.




The Tipaimukh Dam, along with the Narmada Dams and the Polavaram on the Godavari River, has a low power density, and therefore is taken as high greenhouse gas emission reservoir.

One of the most compelling arguments used in favour of large dam construction in the critical environment of climate cha-nge impacts is that they supply "clean" or at least, "cleaner" (than fossil fuel combustion) energy. This claim has been disputed on many grounds, from the impacts of mass human displacement and its emissions consequences to the carbon emissions of large dam construction itself and of course the growing evidence of land use change on macro and micro climate.

Adding to this, the actual emissions of large reservoirs is now being indicted as far from clean in itself. According to the IRN report, "Writing in the September 2004 issue of Climatic Change, Fearnside used a comparison with the fizzing of a newly opened bottle of Coke to explain the massive surge of methane emission that can occur by "degassing" when water is discharged under pressure at hydropower dams.

According to Fearnside's calculations, degassing emissions from several large hydro dams in the Brazilian Amazon make these plants much larger contributors to global warming than fossil-fuel alternatives.

"Hydro proponents repeatedly imply that taking net emissions into account would always greatly reduce the apparent climate impact from reservoirs when only surface emissions are assessed. Hydro-Quebec, for example, claims that net emissions are probably 30-50% lower than gross. The reality is much more complex'.

The ecosystems flooded by reservoirs are a mosaic of sources and sinks of carbon dioxide, methane and nitrous oxide. Natural lakes and rivers are usually sources of C02 and CH4, Tropical soils may be either sources or sinks of N20. Changes in local weather conditions mean that the same ecosystem can be a source one year, a sink the next.

"A team of Brazilian researchers led by Elizabeth Sikar has calculated fluxes of greenhouse gases before and after construction of Manso and Serra da Mesa dams in the Brazilian cerrado (savanna) ecosystems. Based on measurements taken in March 2004 (and not necessarily representative of other months or other years), the areas flooded by these dams would both have been C02 sources before impoundment. C02 emissions from Serra da Mesa reservoir were slightly lower than pre-dam emissions, and Manso reservoir was acting as a sink for carbon dioxide.

Net C02 emissions from both reservoirs were thus negative. Sikar et al found that the area flooded by Serra da Mesa had been a small source of CH4 before dam construction, and that of Manso had been a small methane sink. At both sites the reservoirs created significant methane sources, Serra da Mesa emitting 100 times more CH4 than before impoundment (not including degassing emissions), Both reservoirs turned nitrous oxide sinks into sources.

The climate impact of the net N20 emissions at Serra da Mesa were almost two-thirds that of its net CH4 emissions. This is a potentially significant finding as N20 emissions have rarely been measured at tropical reservoirs and are usually assumed to be, negligible."

Greenhouse gas emissions have now been measured at more than a hundred reservoirs, mostly in North America and Brazil. Despite the many methodological and analytical disagreements between independent researchers and those linked to the hydro industry, there are many points on which there is no serious dispute.

These include:

  • All reservoirs produce methane (CH4) and C02. Reservoirs are also sou-rces of the potent greenhouse gas nitrous oxide (N20). A small number of reservoirs in boreal and temperate zones have been found to be sinks for C02 and N2O
  • The gases are released via diffusion across the water surface and in bubbles that rise from the reservoir bottom. There can also be significant emissions, especially at dams in the tropics, from the degassing of water released through turbines and spillways. When water from below the surface of the reservoir is discharged at the dam, the pressure acting upon it suddenly drops and - according to the chemical principle of Henry's Law - it is able to hold less dissolved gas. Degassing emissions are also due to the greater air/water interface created when water is pulverized at the bottom of a spillway or, as at Petit Saul by a weir immediately downstream of the dam built to aerate the oxygen-depleted reservoir water and prevent it wiping out aquatic life downstream.
  • The major component of the warming impact of boreal reservoirs is diffusive C02; the major component of the warming impact from the surfaces of tropical reservoirs is methane bubbles.

For at least some tropical reservoirs the majority of their warming impact is due to methane degassing.
  • The gases are formed by the decomposition in the reservoir of dissolved and particulate organic carbon. The main sources of this carbon - the "fuel" for the reservoir emissions - are the vegetation and soils flooded when the reservoir is first filled, the organic matter washed into the reservoir from upstream (which may be from natural or farmed ecosystems, or sewage from cities), the plankton and aquatic plants which grow and die in the reservoir, and the vegetation that grows on the "drawdown" land temporarily exposed during low reservoir periods. Reservoirs absorb atmospheric C02 due to photosynthesis by plankton and aquatic plants; this uptake can occasionally exceed C02 emissions.
  • Methane emissions occur due to bacteria that decompose organic matter in oxygen-poor water. The bottom layer of water in tropical reservoirs tends to be seriously depleted of oxygen. Some methane bubbles are oxidized to carbon dioxide as they rise to the reservoir surface - thus shallow tropical reservoirs where bubbles have less time to become oxidized tend to have the highest methane emissions.
  • Emissions per unit of area flooded are much higher from tropical reservoirs than from those in boreal zones, which are in turn generally higher than those in temperate zones.
  • Reservoirs emit greenhouse gases over their lifetime. There is an initial high pulse of emissions in the first few years after reservoir filling because of the huge amounts of carbon in the biomass and soils in the area flooded. Emissions generally appear to decline over subsequent decades. The actual rate of decline varies widely between individual reservoirs and climate zones. Some reservoirs fail to show any clear decline, and researchers have sometimes recorded increased emissions over time when sampling the same reservoir several years apart.
  • Emission levels vary widely between reservoirs depending upon such factors as the area and type of ecosystems flooded, reservoir depth and shape, the local climate, the duration of winter ice-cover, the area of the reservoir covered in aquatic plants, water quality (especially pH and nutrient content), the way in which the dam is operated, and the ecological, physical and socio-economic characteristics of the dammed river basin. Among the factors influencing degassing emissions are the concentrations of methane at different reservoir depths, the depth of turbine and spillway intakes, and the type of spillway design.
  • Surface emissions vary widely among different parts of the same reservoir (largely due to changes in depth, exposure to wind and sun, and growth of aquatic plants), and from year to year, season to season, and between night and day. This greatly complicates efforts to develop reliable whole-reservoir estimates from a limited set of samples measured at specific points in the reservoir during specific time periods. Confidence in the measurements themselves is also hampered by the different results obtained through different measuring equipment and techniques, and disagreements over which measuring methods are most appropriate. Factors affecting degassing emission volumes include variations in the volume of water discharged, and the proportion of turbined water versus that which is spilled.
  • Calculation of the warming impact of reservoirs should be based upon net emissions. This requires adjusting measurements of gross emissions at the reservoir surface and dam outlets to allow for whatever sinks and sources of greenhouse gases existed in the reservoir zone before submergence the uptake of carbon through reservoir photosynthesis, and the impact of the reservoir upon the pre-dam flows of carbon throughout the wider watershed.

Power projects with a low ratio of power output to square area submerged are also found to emit a higher proportion of GHGs. Therefore the proposed Tipaimukh dam will emit high amounts of all greenhouse gases and raise the local temperatures significantly.

Village elders and the keepers of indigenous knowledge in the Tamenglong district, Barak valley have consistently voiced their urgent concerns that when the dam is built, the entire valley area will be permanently under cloud cover radically altering the ecosystem that is not submerged, changing the local temperatures to a range of several degrees higher than it is presently and obscuring the sun with heavy cloud cover throughout the day. The Barak River is a warm river with high sediment and vegetation content.

The valley is already prone to low pressure (evidenced by the cloud cover most of the day).. With the increased pressure differential caused by micro-climate warming over the reservoir a significant and constant low pressure zone is likely to form, escalating the frequency and magnitude of storms in the valley and adjoining valleys, the strength of harsh rainfalls and increased landslips run-off and numerous other related, foreseeable and unforeseeable disasters.. A higher rate of sedimentation of the reservoir will in turn trigger a self sustaining cycle of temperature and sedimentation hikes in the area and the reservoir.

The impact of such phenomena bodes ill not only for the Barak valley itself but for the ecosystems and micro-climates adjacent to it. Certainly no serious studies using the few existing investigated models in the world have been done to explore what might be the climatic impacts on other such micro-climates such as that of the Imphal valley adjoining.

The Environment Impact Assessment for the Tipaimukh Multipurpose Project done by does not mention and cover this critical aspect.

BNP Parliamentary Party yesterday demanded immediate withdrawal of Indian High Commissioner Pinak Ranjan Chakravarty for "violating diplomatic norms and interfering in the country's internal affairs".

"This envoy has long been making derogative remarks, breaching diplomatic etiquette. The way he talks amounts to meddling in our internal affairs, and could affect the bilateral relations. "So we want him to be immediately withdrawn from Bangladesh," opposition Chief Whip Zainul Abdin Farroque said reading out a statement to reporters at the media centre in parliament complex.

Since the present government came to power, Chakravarty has been behaving even more recklessly. Still, the foreign ministry did not bother to warn him or register a protest, the BNPPP observed in the statement. "The most alarming is his making objectionable comments in presence of the foreign minister."

The opposition alleged that Foreign Minister Dipu Moni has failed to uphold the nation's dignity as she did not protest the Indian high commissioner's 'abrasive' comments on Tipaimukh dam and Bangladesh water experts. "She [Moni] has in fact committed an unpardonable offence. This proves once again that sovereignty and national interests are not in safe hands."

Referring to Pinak Chakravarty's observations at a seminar Sunday, Farroque said he questioned the expertise of Bangladeshi water experts opposing the construction of Tipaimukh dam. Dipu Moni was present there, but did not feel the need to protest.

Replying to a query on their possibility of joining the ongoing parliament session, the opposition chief whip said they would if they are given a 'respectable' number of front-row seats and adequate security is ensured for BNP Chairperson Khaleda Zia. BNP lawmakers Barkatullah Bulu, Mahbubuddin Khokon and Shahiduddin Chowdhury Anne, among others, were present at the briefing.

JAMAAT PROTESTS

Jamaat-e-Islami Secretary General Ali Ahsan Mohammad Mojahid yesterday condemned and protested the remarks of the Indian high commissioner.In a statement, he said Pinak's remarks on the country's water experts are beyond diplomatic norms. They are tantamount to interference in the internal affairs.

Before making the 'provocative comments', he should have remembered his position as diplomat, Mojahid added."He himself is not a water expert, and nor does he know everything under the sun.. How could he make such disrespectful comments about our water, river and environment experts?" reads the statement.

It was shocking to see how the Indian envoy spoke in presence of the foreign minister, the Jamaat leader said."The minister should have protested the comments right away. By not doing so she has failed to reflect the sentiment of the people."The former social welfare minister demanded that the government formally protest the comments of the high commissioner.
