Unfortunately, Bangladesh is going to end up with another human made disaster if Chinese government defying all international rules unilaterally decides to build largest hydroelectric dam in the world to generating 40,000 megawatts electricity controlling international mighty river Yarlung Tsangpo near Tibet.

 

Major source of water in Bangladesh, river Jomuna will be completely die down if China builds the Yarlung Tsangpo Hydroelectric and Water Diversion Project in the upstream of birthplace of this international river.

 

The construction of Yarlung Tsangpo Hydroelectric and Water Diversion Project may start this year. It is feared that there will be displacement of local populations, destruction of ecosystems, and an impact for downstream people in India and Bangladesh. Analysts think that the livelihood of up to 100 million people could be at stake.

 

The translation of the name Tsangpo (river) is purifier, however, if Yarlung Tsangpo Hydroelectric and Water Diversion Project takes off then the river will become killer instead purifier for China, India and Bangladesh.

 

In recent days when we are worried about the negative impact of Indian Tipaimukh dam in Manipur to generate 1500 MW electricity, Chinese Yarlung Tsangpo Hydroelectric and Water Diversion Project (40 thousand MW) came as a shock.

 

Bangladesh must act now to protest Indian and Chinese unilateral decision defying all international rules and norms to build dam which will bring humanitarian and ecological disaster not just for Bangladesh but for the entire continent . We urge Awami League government to form all party parliamentarian and technical expert probe body to comprehensibly investigate these disaster projects of India and China, which will peril our life and imbalance our ecological system. We must log our protest to Indian and Chinese authority as soon as possible before these killer dam takes permanent shape.

[ALOCHONA] Tipai emits an air of eerie feelings



India's secretive handling of Tipaimukh dam causing huge concern downstream
 

 
Ignoring its promise, India in the last four years has refrained from sharing technical information with Bangladesh about building the Tipaimukh Dam in the bordering Manipur state, triggering public uncertainty and outcry over its possible negative impact on the neighbouring country.

While India has not started construction of Tipaimukh dam on the Barak river near Manipur-Mizoram border, it had floated international tender in 2005 and opened the bid in 2006 during the era of former BNP-Jamaat alliance rule.

In 2005, India promised to share with Bangladesh the project design, which is pending till date. Besides, the country also did not share any study report on the dam's impact on downstream regions.

Experts told The Daily Star the construction of Tipaimukh dam would impose a great environmental threat to Bangladesh as four major rivers in the Meghna basin -- the Meghna, Kalini, Surma and Kushiyara -- lie downstream the Barak, locally known as 'Ahu'.

Amid such concerns, the prime minister has recently said an all-party parliamentary committee will visit India to know about the issue. The schedule of this visit has not yet been set.

Indian response to Bangladesh's worries has so far been remained confined within officially informing the government that they have not started any construction yet.

"They also informed us that they would not construct the Phulertal barrage under the project," said Mir Sazzad Hossain, member of the Joint River Commission.

At a Joint River Commission (JRC) meeting in September 2005 held in Dhaka India formally assured Bangladesh that they would not divert any water for their irrigation project, he said.

Hiding any information by the upper riparian countries about the use of common rivers is considered as violation of the international water management convention.

The expert warn of an increase in salinity in the Meghna-Surma basin, unusual floods in haor region, reduce in water flow in the Surma, Kushiyara and Meghna rivers in certain period, damage to the country's ecosystem and agriculture patterns in Sylhet region, among other impacts of the dam.

A chain of severe impacts is very likely as Bangladesh gets 7-8 percent of its river waters through the Barak.

Negative impacts of any large dam are very widely known around the globe. A detailed study by the World Dam Commission published in 2000 says adverse impacts of any large dams are irreversible for the lower riparian region.

The study after reviewing 1,000 dams from 79 countries concludes in its report: "The environmental impacts of dams are more negative than positive ones and in many cases dams have led to irreversible loss of species and ecosystems."

Indian High Commissioner to Dhaka Pinak Ranjan Chakrabarti at a meeting with Communications Minister Syed Abul Hossain recently said though his country will have sole control over water flow at the proposed dam site, it would not make any barrage.

He also said Bangladesh would not be 'affected' by the dam.

However, experts fear once the dam is set up, it may reduce the natural monsoon flood patterns in the Sylhet region, adversely affecting cultivation and livelihoods on a vast scale.

"It will increase the risk of floods at the end of monsoon and hamper the agriculture patterns during winter," said Ainun Nishat, eminent river expert of the country.

Rainfall patterns are changing due to climate change and a lot of rainfall takes place at the end of monsoon, said Ainun Nishat. If it rains at the end of monsoon, it will open the spillway gates of the dam and unusual floods will occur here, he added.

They would preserve the water during monsoon after building the dam and release it in winter, which will increase the water flow downstream.

"The land downstream the Barak in Sylhet region is wetland, where people grow crops during winter when it gets dry. If they release water during winter the wetland will be inundated and it will be a great impact on our agriculture," Nishat warned.

An increase in water level in the winter will cause a major impact on the ecosystem if the wetland gets inundated, he added.

He however said without checking every piece of information it is not possible to measure the total impact of Tipaimukh dam.

The experts fear India may hold up water flow during dry season and divert water at the proposed Phulertal Barrage 100 kilometres downstream Tipaimukh and 100 km upstream Amalshid in Sylhet.

The Phulertal barrage would have a direct bearing on the Surma, Kushiyara and Meghna rivers due to diversion of water for irrigation purposes in northeastern India. On hydropower component and rock fill dam, India claims no damage would occur to Bangladesh, but Bangladesh fears upstream water flow regulation.

Director General of Water Resources Planning Organisation (WARPO) Jalaluddin Md Abdul Hye said, "We don't have enough information to talk about the issue."

INTERNATIONAL CONVENTION AND GANGES WATER SHARING TREATY, 1996

According to the International Convention on Joint River Water, without the consent of the downstream river nation no single country alone can control the multi-nation rivers.

But India does not care for these international laws despite being a signatory of this convention.

If India constructs the dam without the consent of Bangladesh, it will also violate the article 9 of Bangladesh-India Ganges Water Sharing Treaty, 1996.

Asked about a possible solution, Ainun Nishat said the solution has to be political. He added in the Ganges Water Sharing Treaty both the countries agreed to manage all the joint rivers on bilateral basis.

"So under the Gages Water Sharing Treaty, both the country can resolve by sharing information and a joint team can study the adverse impacts on both the countries," Nishat added.

India handed over a number of primary project proposals to Bangladesh in 1979 and 1983. Later they conducted detailed studies about the project and completed the final design and environment impact assessment but did not share those with Bangladesh.

According to the primary project proposals, the height of the Tipaimukh damn was fixed at 161.8 metres and length 390 metres to contain at lest 15.9 million cubic metres of water.

ROLE OF THE FORMER GOVERNMENT

India completed the design and detailed studies and floated an international tender during the BNP-Jamaat rule, but the then government did not take up the issue properly.

At the 36th JRC meet held in Dhaka in September 2005, Bangladeshi delegates did not raise the Tipaimukh issue properly and failed to collect any information from their counterparts.

Just after two months India floated the international tender for the dam in November 2005, meaning they had nearly completed all the preparations during the JRC meet.

The then Indian water resources minister and JRC Co-chairman Priya Ranjan Dasmunsi at that meet said, "We'll present Tipaimukh's planned design to Bangladesh when it is prepared."

The Indian minister also committed to Bangladesh that they would not construct any barrage at Phulertal point as per their initial plan.

But just in next year, in July 2006, the pre-bid qualification of the tender for the first phase was opened. But the then BNP government did not conduct any technical study about the impacts of Tipaimukh or send any team to negotiate or visit the site.

Asked, Maj (retd) Hafizuddin, former water resources minister of the alliance government, said, "We repeatedly asked them to inform us about the Tipaimukh dam. But they didn't inform us anything, not even how much electricity they are going to produce."

"The Bangladesh governments are always in the dark about the issue," he observed.

About the JRC meet in 2005, he said the Indian minister assured that they would not build any barrage at Phulertal and they would inform later if they decide to build any barrage at any other point.

He added BNP will soon arrange a press conference on the issue.

INDIAN CITIZENS ALSO PROTESTING THE DAM

Information surfaced in different websites says several Indian organisations and civil society bodies are protesting the dam considering its negative impacts.

The websites also say the Expert Appraisal Committee (EAC) of India has found the design of the dam contains many errors, omissions, gaps, lacks in scientific rigour and falls far short of compliance of normative standards set by the scientific and academic community in India and the world.

The Action Committee Against Tipaimukh Dam (ACTIP), a platform protesting the dam, along with some other local committees from Manipur and Mizoram submitted a memorandum on March 14, 2007 to the president and prime minister of India in protest against the project.

They mentioned in their memorandum that once the project is implemented, an area of 286.20 square kilometres land will go under water forever.

Eight villages situated in the Barak valley will be completely inundated leaving over 40,000 people landless and more than 90 villages, mostly in Tamenglong district, adversely affected. Besides, about 27,242 hectares of cultivable land will be lost.

The Barak waterfalls and Zeilad Lake, which are connected with the history of the Zeliangrong people, an indigenous community in India, will go forever underwater. All folklores and legends will have no monuments' proof and it will become a makeup story for the next generation.

In the memorandum they said the mega-dam proposed in Tipaimukh will smother this river, change its age-old knowable and reliable nature, and drown them all in sorrow forever.

The project is not for the common people, they said, appealing to the government to let the Ahu run free.

How far they have advanced could not be confirmed, but the project is scheduled to be completed by 2012, different websites mentioned.

Recently, the Indian high commissioner said most of the Bangladeshi experts are making comments without having adequate information.

In response to the envoy's remarks, this correspondent tried to reach him in Dhaka, but he was not available.

None of the other high officials at the Indian High Commission in Dhaka could be contacted for comments despite repeated attempts in the last three days.

Instructions for Science Fair:
The participants will be in four groups as described in the following:  Primary is students of KG to 3rd grade; Junior is students of 4th to 6th grade; Intermediate is students of 7th to 9th grade; and Senior is students of 10th to 12th grade.  The judges will move around all participants.  Each participant will explain & demonstrate his/her project to the judges. All participants will be recognized & awarded certificates anyway.  However, based on the judgment, special awards will be given to 1st, 2nd, & 3rd placeholders in each group.

Please encourage your children strongly to participate in Science fair.  The participants will bring any old or new science projects from school or home.  The participants will bring all accessories needed for their science projects.  There may be some wind problem at the park.  Some materials of the science project may fly away due to wind.  Therefore, the participants are strongly encouraged to bring heavy wight, masking tapes, or anything required to prevent their science projects fly away.  THE PARTICIPANTS FOR SCIENCE FAIR SHALL ARRIVE AT THE PICNIC GROUNDS BY 10:00 AM SHARP.  Sorry, no guarantees are given for the participation in Science Fair for late comers.

[ALOCHONA] Why not we just change the “office time” 8am-4pm



Dear Brothers & Sisters,

 

Greetings from the heart of Bangladesh.

 

The government is going to bring the "clock time" 1 hour ahead that means all the timing including the clock time, computer, aero-plane, train, bus, launch, salaat everything should be changed/adjust from the systems.

 

GMT timing also should be changed but who will change. But if we changed only "office time" the universal timing will be the same i.e. at least GMT will be the same. Mentionable that at present garments factories start at 8 am.

 

We could remember that the Schools, Office timing were started earlier in summer than winter in the past.

 

However, government may re-think about the change of "clock time".

18 BCL men held after CMC clashes

Chittagong, June 10 (bdnews24.com) – Police detained 18 BCL leaders and activists at Chittagong Medical College on Wednesday over the factional clashes of the ruling party-backed student body the previous night.

Police had raided the male student dormitory just after the clashes at around 11.15pm and held the Bangladesh Chhatra League men, Panchlaish police chief Udayan Barua told bdnews24.com.

Seven people, three doctors and four students, were injured in fights between the two factions over the forming of the CMC Chhatra League committee. "The hostel has quietened down," Udayan said..

A case was underway, he said. "The detainees would be shown arrested after the case was filed," the police official said.

Nizami found guilty of Tk 35cr misuse

A government probe team detected that former agriculture minister Matiur Rahman Nizami was behind misuse, waste and misappropriation of at least Tk 35 crore of Barind Multipurpose Development Authority (BMDA) during the four-party alliance rule.

The team also found that Tk 81.27 crore more of BMDA was wasted, misused or embezzled during that period.

In response, Nizami, who heads Jamaat-e-Islami, a partner of the four-party alliance, told The Daily Star, "I am surprised hearing about the probe report.. I am in no way involved in the alleged corruption and misuse, waste and misappropriation of BMDA money. This is a politically-motivated move against me with an intention to defame me."

He said he never interfered in BMDA operations when he was a minister from 2001 to May 2003. The BMDA had been run by successive governments and it had no direct link with the minister, he claimed.

Headed by Omar Faruk Chowdhury, lawmaker from Rajshahi-1 constituency, the seven-member government team submitted its report to the agriculture ministry on May 31 recommending more intense investigation. The Daily Star obtained a copy of the report.

Other members of the team are lawmakers Shadhan Chandra Majumder of Naogaon-1, M Israfil Alam of Naogaon-6, Shamsur Rahman Sharif of Pabna-4, M Ziaur Rahman of Chapainawabganj-2 and Akhtar Jahan, representative of the agriculture ministry and Asit Kumar Mukutmoni, additional divisional commissioner of Rajshahi.

The probe team was formed on April 28 in a BMDA board meeting held with Ahad Ali Sarker, state minister for youth and sports, in the chair over allegations of irregularities involving at least Tk 400 crore of BMDA funds. The probe team revealed involvement of M Asaduzzaman, former BMDA executive director and brother of fugitive militant patron Aminul Haque, in the mismanagement of funds.

According to the probe report, Nizami misusing his power as agriculture minister in April 2002 recommended Ataur Rahman Khan, a Jamaat follower and spare parts supplier, for BMDA work orders ignoring his own ministry's stance on the work.

The report finds the process for procuring 40 kinds of spare parts for repairing old diesel-run irrigation machines was initiated in 1998-99 fiscal year and several bids were called for this.
Finally Ataur Rahman Khan, a contractor from Thanthania, Bogra, offered the lowest bid among three bidders and was given the work order for the supplies in May 2001.

In July 2001, the agriculture ministry froze the work orders following allegations of irregularities. Additional Secretary Khawaza Abdur Rahman investigated the matter, says the probe report.

Next November an 11-member technical committee was formed following the ministry's directive to outline proper actions over Khawaza Abdur Rahman's findings and the committee in its December 2001 report termed the procurement illogical and technically not viable.

The committee also reported that the procurement would be "useless and a waste of money" as BMDA had by then started converting its diesel-run irrigation machines to electricity-run machines. It also mentioned lack of fund for the procurement.

In spite of the ministerial stance on the work orders and technical committee's opinion against the procurement, the probe team revealed that Nizami, in April 2002, recommended Ataur's application, misusing his power as the then agriculture minister, for processing the work orders.

Acting on Nizami's recommendation, Asaduzzaman "unilaterally and without any authority" allowed Ataur the month after the spare parts supply work worth over Tk 7.07 crore.The probe team said Ataur Rahman Khan was a follower of Jamaat-e-Islami and Nizami recommended him as BMDA supplier violating rules.

Bogra Jamaat Ameer Shahab Uddin confirmed Ataur's involvement in Jamaat. "He [Ataur] as a businessman used to provide us funds when needed."

Ataur is now a director of pro-Jamaat Diganta Media Corporation and he was a former director of Islami Bank Bangladesh Ltd, added Ataur's son Mostafa.

However, with Ataur's supplied parts, the BMDA repaired 48 Yanmar and Duetz irrigation machines spending Tk 3 crore, the report said, adding that only two of those machines have so far been used while the remaining 46 have become useless lying unused for several years.

The team revealed that the BMDA had to manage funds from other sectors for the "high-cost procurement" while the team believes new machines could have been bought at 60 percent of the procurement and repair cost.

The BMDA would also have been able to install 700 submersible water pumps or 100 deep tube wells with the money wasted for spare parts and repairs, the probe team said. It says that facts suggest that the supplier and those who helped him getting the job got benefited.

Using Nizami's recommendation, Ataur gathered many other spare-parts-supply jobs from the BMDA during the four-party alliance government's rule that involved Tk 35 crore. The probe team observed that this money was mostly wasted and misappropriated.

The probe suggested that legal actions against people responsible and measurers to recover wasted and misappropriated money should be taken. It recommended changes in the present BMDA administration as it found some of the officials also helped Asaduzzaman in his crimes.

A team member insisting anonymity said, "The nexus between the Jamaat chief and the militant patron's brother sounds quite mysterious which prompted us to submit the primary report just after five days of starting investigation…which is yet to be over."

Asaduzzaman is the brother of Aminul Haque, former post and telecommunications minister.

Aminul was Nizami's colleague in the cabinet and was also accused in the internationally focused Siemens bribery scandal. Aminul was later convicted in a case for abetting militancy in Rajshahi.

Both Aminul and Asaduzzaman have been hiding abroad since the changeover of January 2007. However, Asaduzzaman visited Rajshahi during the 2008 general elections to campaign for his other brother M Enamul Haque, a former inspector general of police and law commission member.

"BMDA is a project for agricultural growth in Barind land but its pace was hampered by some corrupt staff," said another member of the probe team.

The team also found that M Asaduzzaman as BMDA's chief executive spent some Tk 71 crore of the revenue sector at his own will and without any proper approval during his five-year term. The BMDA did not maintain any balance sheet of its income and expenditure leaving scopes for major financial mismanagement.

The probe revealed that the government allocated Tk 9.58 crore for Intensive Forestation Project in Barind region. Asaduzzaman arbitrarily used over Tk 2.66 crore of the fund for implementing an unapproved project called plantation on field isles in 17 upazilas under Rajshahi, Chapainawabganj and Naogaon.

The remaining Tk 6.92 crore was stated to have been spent for planting three lakh fruit trees and 20 lakh forest trees in the three districts in 2001-02 and 2002-03 fiscal years. To the team it seemed unrealistic that BMDA planted so many trees within the short time

Most of the trees were purchased from Centre for Action Research-Barind (CARB), an NGO opened up by none other than Asaduzzaman himself. The BMDA even provided government vehicles to help CARB carry trees to project sites, revealed the report.

Asaduzzaman allegedly wasted Tk 40 lakh for planting "high-yielding" mango trees in 2006-07 year. He purchased 24,168 mango plants for over Tk 6 lakh from CARB for planting those in Natore, Sirajganj, Pabna, Kurigram and Rangpur.

The probe found another stunning fact that the BMDA employed some 68 dealers for collecting irrigation water bills from farmers between 2001-02 and 2007-08 fiscal years and 28 of those dealers were CARB employees who drew about Tk 29 lakh as five percent commission on the bills.

This is an example how Asaduzzaman used a government institution for the benefit of his NGO, the probe report read.Asaduzzaman was the executive director of both BMDA and CARB simultaneously and the probe found that around 50 BMDA staff were "forced" to enrol as CARB's life-long member by donating Tk 5,000 each, Tk 2,55 lakh in total, in 1998-99 fiscal year.

At least 72 BMDA staff enrolled as CARB members donating a total of Tk 13,920 at the same time.

If we take it granted that BNP Jamat govt was sleeping in 2001-2006, then What the then Opposition BAL is doing ? 
 
Did  they have any responsibility  as people of Bangladesh  and opposition party ?
 
And Anothe  trillion dollar question, why BAL ministers  speaking in favor of that dam and   saying that our specialist in the filed no nothing . this was said by rajakar  of 1971 , colonel Khan, who speak on every aspect except his own ministry, commerce?

BNP-Jamaat alliance was in power when Indian government finalized Tipaimukh Hydro Electric Project in Manipur in 2003. The North Eastern Electric Power Corporation (neepco), the government agency entrusted with the responsibility of building power projects in the northeast, has been handed the project. In November 2005, it floated a global tender for the project. In July 2006, the pre-bid qualification of the tender for the first phase wasd opened. Initially Indian government budgeted five thousand crore for this project.

 

The ball was finally rolling from Indian side in 2003 while the BNP-Jamaat alliance government in Bangladesh was sleeping. Irresponsible, incompetent Khaleda government did not utter a single word about Tipaimukh from 2001 to 2006 while in power. It is obscure to believe India did not informed Bangladesh about their Tipaimukh project, therefore there is a possibility that BNP-Jamaat alliance gave a secret green signal to go ahead with this illegal unilateral decision and India took a chance on head bowing BNP-Jamaat government.

 

When all the unthinkable was happening with Indian unilateral decision only few miles from Bangladesh soil, two successive government, Khaleda-Nizami and Iazuddin-Fokhruddin failed to raise the issue with India and failed to inform people of Bangladesh about its danger.

 

People of Bangladesh learned about Tipaimukh Hydro Electric Project on river Barak, the second largest river in the region in Manipur as well as river Tuivai after Awami League led alliance came into power. For the month and half we have seen numerous seminar symposium making attempt to create awareness among common people as well as government.

 

Prime Minister Sheikh Hasina's government had already started bilateral talks with Indian counter part on Tipaimukh project. Government has rightly decided to form two-examination committee. Out of this two committee, one will comprise all party parliamentarians and the other will include technical experts. Both committees will visit proposed Tipaimukh Hydro Eclectic project as fact finding mission, from there report Bangladesh will make its case on how to place Bangladesh interest on Indian unilateral decision on Tipaimukh hydro electric project.

 

Interestingly, Khaleda-Nizami alliance government all off a sadden wakeup from their deep sleep and trying to  make some buzz ward for political reason against Tipaimukh project, the project that they gave secret green signal to Indian authority in 2003 selling the interest of Bangladesh for mere political gain.

 

The nation still vividly remembers, Khaleda Zia led her delegation to India on 26 to 28 May of 1992 to talk to her counter part P.V. Noroshima Rao then Indian Prime Minister. During this trip she forgot to raise the question about not getting due shares of water from Farraka Barrage. After coming back from the tour India , facing criticism from press then Prime Minister Khaleda Zia acknowledged that she forgot to raise the question with her Indian apart.

 

This is extremely sad for people of Bangladesh that Prime Minister Khaleda Zia can forget to raise a life and death question with Indian authority. Interestingly while Khaleda Zia forgot to raise the Farakka issue she signed a treaty with Indian government on June 26 1992 on Tinbigha corridor for 999 years lease. We know among many other problems Tinbigha is one of the thorns between India-Bangladesh relations, Khaleda getting a chance to be in power for three times could not resolve it.

 

We as a nation must find all facts about Tipaimukh Hydro Electric Multipurpose project before interest of Bangladesh is dashed out one more time. We must stand as a nation and not allow India to erect anything, which will be against the interest of Bangladesh . However, to do that we must first learn about all if and but about Tipaimukh project. I hope Khaleda Zia will disclose all facts about Tipaimukh projects and her government's actions and deeds with Indian government during her last stay in government 2001-2006. Nation need to know if there was any secret deal with Khaleda-Nizami, alliance government in 2003 before Indian government gave the final authorization on this project and formed The North Eastern Electric Power Corporation (neepco).
