The much-talked-about project on machine-readable passports and visas is set to enter into the tender process this month with immigration officials hoping to start issuing digitised travel documents by the middle of next year.
   The Department of Immigration and Passports is expected to float within a week open international tender for appointing consultants to monitor, evaluate and supervise the printing of machine-readable passports.
   ‘We have already received allocation for appointing consultants…We will open an international tender within a week after getting approval from the home affairs ministry,’ director general of the department Abdur Rob Hawlader told New Age on Tuesday.
   The tender process for implementing the Tk 560-crore project is at the final stage and project detail is ready to be sent to the Planning Commission soon for approval, he said.
   ‘All preparations have been made to introduce machine-readable passports…Officials concerned are working hard so that such passports and visas can be issued from July 2009.’
   International Organisation for Migration will oversee the implementation of the five-year project to be funded by the government. The allocation for the implementation has already been made in the current budget.
   The passports will be simple machine-readable, without any memory chip as planned earlier, officials said.
   ‘Memory chips will have only one-year guarantee while passports will be issued for 10 years. It will be tough to maintain the chips and so we have decided to ensure the minimum criteria for the passports,’ said a technical expert for the project.
   People would be able to apply online which would reduce mistakes in spelling of names and other things, the expert said, adding that online applicants would have to come to passport offices just for photographs and finger prints.
   There will be offices in all 64 districts of the country to deliver the passports, said official sources.
   The government had earlier planned to introduce machine-readable passports and visas from July 2009 and four consultants from the IOM have been working voluntarily for developing expertise on the system.
   Immigration officials said terms and conditions for the tender had been finalised, and hoped that the project evaluation committee of the Planning Commission would give a final go.
   Winner of the bid will have to ensure printing 20,000 passports every month with their own logistics, and develop local expertise during the project period, the officials added.
   The BNP-Jamaat government had ventured on a huge project with an estimated cost of Tk 1,546 crore to introduce machine-readable passports, visas and national identity cards. The project was to be implemented by the home ministry, but it was abandoned in late 2006 following controversies over appointment of consultant and tender evaluation.
   The controversies centred around the ministry’s appointment of a consultant with a monthly salary of Tk 3.9 lakh even after the selection committee deemed him ‘unfit’ for the job, said sources in the home affairs ministry.
   A six-member technical committee, headed by the director general of the immigration department, is now working for the project taken afresh by the interim government.
   In a machine-readable passport, the data on the identity page are encoded in the ‘optical character recognition’ format. Most passports in the world can now be read by machines.
   Bangladesh, being a signatory to the International Civil Aviation Organisation — specialised UN agency that regulates international air travel — , must introduce the digital system by April 1, 2010, and convert all manually-issued passports into the machine-readable ones by November 25, 2015.
   Some 115 out of 187 member nations, including India and Pakistan, have so far issued machine-readable passports to their citizens, officials informed.

Bangladesh has the highest number of child brides, forcing them to an abrupt end to their education and a greater chance of violence and abuse and increased risk of HIV and maternal death.
   ‘In Bangladesh, which ranks number one, more than half of all girls (52.5 per cent) are married before they turn 16,’ according to a report the World Vision, an international NGO.
   According to the report titled ‘Before She’s Ready,’ the proportion of child marriage is 37.6 per cent in Niger, and 34.9 per cent in Chad.
   Other countries included in the top 15 are Ethiopia, India, Nigeria, Mauritania, Mali, Guinea, Mozambique, Cameroon, Eritrea, Uganda, Nepal and Nicaragua.
   In many countries, including Bangladesh, where a legal minimum age for marriage is fixed, it is 18 or above for both males and females, in accordance with the spirit of the United Nations Convention on the Rights of the Child, which establishes legal adulthood at 18 years.
   But around the world, an estimated 3,500 girls under the age of 15 become child brides every day, while 21,000 more get married before reaching the age of 18.
   ‘The ultimate result of early marriage is that children raise children, compromising the well-being of both generations. An impoverished young mother, inexperienced and untrained in child rearing, is at high risk to have children who are malnourished and unhealthy,’ said the report.
   Elaborating the immediate consequence of child marriage, the report said a girl forced to marry early was a ‘social misfit’ because she fit in neither with children nor with adult women.
   ‘She does not get to enjoy the games and fun that other children enjoy. She is removed from her family and taken to live with a man who is rarely of her own age or choosing… Her behaviour changes in relation to the change of her status so that she becomes a woman with the mentality of a child, or a woman in some ways but [a child] in others.’
   Her husband and in-laws demand prompt and repeated childbearing, a task for which her body and mind may be unprepared; she is likely to experience early and forced sexual intercourse without protection, exposing her to potential injury and infection, the report said. In child bearing, she is more likely than a woman, who marries later to experience complications, give birth to an underweight or stillborn baby or die.
   ‘Their future and the future of their children are compromised as cycles of poverty, illness and ignorance are perpetuated. The costs are borne at multiple levels: by families, communities, societies and nations,’ the report said.
   Describing the causes of early marriage, the report said local cultures and traditions influence the way the custom of early marriage is practised in different regions. Poverty, lack of education and guidance and the stress of maintaining the home all contribute to girls marrying early.
   The only available act that deals with the marriage of under-aged children is the Child Marriage Restraint Act 1948, which defines a child as a male under 21 years or a female under 18 years old.
   According to Section 4 of the act, the maximum punishment for a male marrying a child younger than 18 years is simply a fine of Tk 1,000 and one month’s imprisonment.
   Section 6 has similar punishment for other people involved in the marriage like the parents of the children and the registrars who administer the marriage.
   The women and children affairs adviser, Rasheda K Chowdhury, however, believes the law alone was not enough to deal with the prevalence of early marriage. ‘Early marriage is, in a way, child repression. We need to change people’s mind by making them educated and conscious and by involving local communities such as local government
   representatives,’ she told New Age. ‘It is, in fact, a challenge for all including the state and society.’
   The birth registration and introduction of the national identity cards could help to contain early marriage, she said.

Now, no doubt that the numbers of poors are increasing more than the number of middle class. But the reality is that middle class is increasing. Yes, yes and yes. It is increasing. With hundreds of billions dollars in foreign reserves, with hundreds of billion dollars in export, with thousands of billion dollars in Swiss banks and with 3 trillion billion dollars GDP, India is narrowly ahead of Pakistan in Per capita national income, government offers packages and incentives to the public to use government toilets just because they need to collect the samples or something else. I am sure that these payments of few rupees in a year will help to further increase the middle class.   World class education system and high literacy rates. Yes, this is also true. Those who do not have proper toilet facilities in their homes are well educated. Thanks to the Indian education system. Those, who sleep under open air and with dinner also very educated and do not sleep in the middle of the roads to show their civilised behaviours, those hundreds of millions of Indians are also well educated who are living below poverty line, those who killed just because they were Christians or Muslims or Sikhs but not Hindus, were also well educated etc etc.   And oh, I forgot to mention that India cannot obliterate Pakistan with its so called nuclear arsenal. As India will also have to face the same fate. Do you know the difference between the population of India and Pakistan? If one Pakistan will die in nuclear attack than 10 Indians will die in nuclear attack. India can target the whole Pakistan, infect only 160 people with its nuclear arsenal. [mukto-mona] M Gani's Response

While I have been laughing intermittently through the past two days at
the pathetic grammar in the ridiculously long posts sent in by M Gani,
he goes out and does something even funnier - leave writing
grammatically alone, it takes him two attempts to spell a name right!

I was spot on yesterday - laughter is the best response to something
that is as ludicrous as his writing. We do need humor on these forums
from time to time. My thanks are due to Gani for providing it, albeit
unintentionally.

There is a lot of buzz about Senator McCain's newly minted running mate, Governor Sarah Palin, both in the mainstream media and in the Internet.  Ever since she got the nod from John McCain to be his running mate, she was catapulted to national politics from Alaskan politics in a cinch.  The voracious apatite American media has for Sarah Palin is simply unbelievable!  I have never seen such an interest in the VP candidate in the last four decades.

 

In 1984 vice president Walter Mondale chose a woman candidate by the name Geraldine Ferraro, a legislator from upstate New York to be his running mate. But I hardly think that her nomination ignited a fire in Mondale's campaign then the way Palin's nomination has given a jolt to McCain's otherwise a lackluster campaign.  But wait!  There are a lot of controversies surrounding Governor Sarah Palin.  To McCain, she is a maverick who came to Juneau to clean up the corrupt state politics.  But to her detractors, she is all hype but no action type of politician.  Her entry to Alaskan politics is akin to folk lore.  Before becoming the governor of Alaska she served two terms as a mayor of a small town, Wasilla.  To contest in the gubernatorial election she fought against the incumbent governor, a fellow Republican and she won the primaries.  As an outsider, she promised to clean up the act in Juneau, the seat of state government.  The jury is still out on whether she was successful in bringing reform in the state level politics. 

 

Alaska is peculiar state from various perspectives.  For one, its landmass is huge; in terms of size it is the largest state.  But its population is only 630,000 – more than Vermont and Wyoming.  It joined America as a state in 1959 becoming the 49th state.  The state is rich in minerals, petroleum, and forestry.  Because of the recent price increase in crude oil, the state's revenue had increased a lot and the Palin Administration has decided to give each Alaskan a hefty yearly rebate - $ 2,100 per person.  Alaska's revenue soared because Governor Palin taxed the oil company to the max, which is anathematic to Republicans including John McCain.  

 

As I have alluded to earlier, Governor Palin is no ordinary politician.  She has many supporters but she also has many vocal detractors.  According to her foes, she is a revengeful person.  Many people who are familiar with her modus operandi going back to her mayoral days in Wasilla would paint a picture of her, which reminded me of Ma Kali or Kali Ma – a revengeful deity allover India.  Kali Ma is a reincarnate of Parvati, the consort of Hindu god Shiva, who has a penchant for destroying everything.  Parvati has many forms such as Durga (protector), Annada (provider of meals), Chandi (the madcap one), and Kali (provider of power) among various other forms.  In India, Kali is worshipped by many people but the outlaws prefer to offer their puja (offering) thinking that she might protect them from law and order department.  One thing is for sure – you don't want to cross Kali Ma for it will surely bring her vengeance with untold suffering. 

 

Here is list of anecdotes compiled by a woman by the name Anne Kilkenny.   The NY Times had published an article entitled "Palin's start in Alaska: Not politics as usual" in which there is a segment about Palin's encounter with Wasilla librarian.  The NY Times narrated the story as follows: "Shortly after becoming mayor, former city officials and Wasilla residents said, Ms. Palin approached the town librarian about the possibility of banning some books, though she never followed through and it was unclear which books or passages were in question."

 

"Anne Kilkenny, a Democrat who said she attended every City Council meeting in Ms. Palin's first year in office, said Ms. Palin brought up the idea of banning some books at one meeting. "They were somehow morally or socially objectionable to her," Ms. Kilkenny said."

 

"The librarian, Mary Ellen Emmons, pledged to "resist all efforts at censorship," Ms. Kilkenny recalled. Ms. Palin fired Ms. Emmons shortly after taking office but changed course after residents made a strong show of support. Ms. Emmons, who left her job and Wasilla a couple of years later, declined to comment for this article."

 

Sarah Palin has zero tolerance for people who cross her.  One such person who crossed her is Walter Monegan, the former Public Safety Commissioner, who paid dearly for disobeying her.  Mr. Monegan was fired on the ground of performance-related issues such as not being a team player on budgeting matters.  She then offered him an alternative position as executive director of the state Alcoholic Beverage Control Board, which he turned down.  Mr. Monegan alleged that his dismissal was retaliation for his failure to fire Palin's former brother-in-law, Alaska State Trooper Mike Wooten, who was involved in a child custody battle with Palin's sister. Mr. Monegan further alleged that contacts made by Palin herself, her staff, and her family had constituted inappropriate pressure to fire Wooten.  Sarah Palin denied pressuring Monegan, and reiterated that she did not fire Monegan because of Wooten, who believe or it or not is still employed as a state trooper.

 

Many observers in Wasilla and Anchorage who have watched Palin up close have expressed their opinion about the governor's vindictive attitude.  "My way or highway" is her operating mantra.  Since John McCain has vetted her personally without doing a thorough background check, it is not surprising that he chose a politician who is not an epitome of compassion.  This is quite obvious that Sarah Palin was not fully vetted by McCain. 

 

The Republican VP candidate, Sarah Palin, has an amazing apatite for killing wildlife.  Under her leadership Alaska has passed a rule whereby a game hunter could shoot animal while he or she is airborne!  In no other state in the union a person could kill an animal from airplane.  Come to think of it, India's Ma Kali also doesn't mind bloodletting.

 

Senator McCain if elected will be the oldest person to assume the office of presidency in America.  Aside from his advanced age, he is not exactly a healthy person.  Physicians have already taken out several melanoma cells from his skin in the last few years.  Therefore, if he is incapacitated, Sarah Palin may assume the office of the presidency.  This is a scary thought notwithstanding her vindictive attitude, utter neglect for the wildlife and environment, and her 'holier than thou' Christian fundamentalist attitude.

-----I am talking about two sovereign countries. India could have many sovereign countries negotiating individually or collectively with an enlightened (also industrialized) European country. Leadership of the progressive movements were to be given by enlightened people. They could come from higher castes or lower castes. This could even come from even a prince like Darashuko. A Brahmin like Vidyasagar would come forward for the oppressed Hindu widows. A Hindu widow would not have to be on equal footing with a foreign powerful country.

Assalamu Alaikum.Mr Turkman always distorts and maligns Islam and the Quran.You will see his perfidy if you go through the commentary on these verses from any current standard Tafsir such as that of Muhammad Asad or Syed Maududi or Syed Qutb. Quran is an integreted book, nothing in it can be interpreted in isolation from the whole text or context.

Mr Turkman can never succeed because such perfidy gets easily exposed..

Such are in worse plight and further astray from the plain road. SHAKIR: Say: Shall I inform you of (him who is) worse than this in retribution from Allah? Beat your Women:   Quran 4:34 Men are the protectors and maintainers of women, because Allah has given the one more (strength) than the other, and because they support them from their means. Therefore the righteous women are devoutly obedient, and guard in (the husband's) absence what Allah would have them guard. As to those women on whose part ye fear disloyalty and ill-conduct, admonish them (first), (Next), refuse to share their beds, (And last) BEAT THEM; but if they return to obedience, seek not against them Means (of annoyance): For Allah is Most High, great (above you all).   13. Meteors are Missiles shot at Satan:   067.005 YUSUFALI: And we have, (from of old), adorned the lowest heaven with Lamps, and We have made such (Lamps) (as) missiles to drive away the Evil Ones, and have prepared for them the Penalty of the Blazing Fire.
