‘2 lakh buildings in Dhaka vulnerable to earthquake’

More than 200,000 out of 350,000 buildings in the capital city are vulnerable to earthquake, said an expert working for the government funded Comprehensive Disaster Management Pro-gramme on Saturday.
   ‘The rate of engineered buildings that can withstand an earthquake of middle magnitude is 60 per cent,’ ASM Maksud Kamal said while addressing a workshop on ‘Disaster Risk Reduction and Media’ at the BIAM auditorium.
   ‘The sad chapter is that only 150,000 structures out of 3,50,000 in the city are engineered,’ he also said at the workshop organised by CDMP under the Ministry of Food and Disaster Management.
   Director general of the Bureau of Disaster Management Md Farhaduddin, SM Morshed of CDMP, Aminul Islam of UNDP and Md Shah Alam of the Meteorology Department, among others, also addressed the inaugural session of the workshop. Director of CDMP Didarul Alam was in the chair.
   Maksud Kamal said the capital city is vulnerable to the earthquake as the country is in an active region in terms of vertical and horizontal movement of tremor. The existence of an
   active fault has been proved in Haluaghat of Mymensingh recently, adding further risk to the vulnerability, he added.
   He said the susceptibility has also been further aggravated due to the indiscriminate extraction of ground water, pushing the underground aquifer to a dangerously low level in the capital.
   The reality is contrary to a misconceived idea that Dhaka city in particular and the country as a whole is safe from the earthquake, the expert said.
   Quoting from recent studies, Maksud Kamal said Sylhet, Chittagong and Dhaka respectively are the most vulnerable cities to earthquake.
   ‘During the great Indian earthquake of 19th century when Sylhet and Dhaka were jolted, many deaths and massive damage took place due to that worst disaster,’ he said, adding that the part of present Bangladesh also felt another big tremor of Assam in the early 20th century.
   Maksud Kamal described Basundhara and Banashree in the city as the most vulnerable areas to the earthquake and said, in some cases, buildings up to six stories and between 15 and 20 storeys are safer than those from six to 15 storeys.
   Aminul Islam of UNDP said the countries like Tuvalu and Maldives have taken steps like shifting the whole population to neighbouring countries or buying lands for the displaced nations for their security well ahead of the total impact of the climate change is felt.
   But, he added, Bangladesh would be one of the worst affected countries of climate change as its 35 million people are likely to be displaced if there is no precaution against this natural disaster.
   Islam said a Tk 300 crore fund has been created by the government to deflate the affect of climate change but the relevant ministries are yet to formulate project to sustain in the face of adverse impact of climate change.
   ‘The country should take adaptation and mitigation policy to fight the affect of climate change for protecting its people from the wrath of nature,’ he said. Shah Alam of Metrology Department said the decision for adopting a new signal system about the weather would be implemented from April 30 this year.

New Delhi has warned Dhaka of a possible assassination plot targeting the Bangladesh’s political leadership, including the prime minister, Sheikh Hasina, during the April 12–13 surprise visit of Inida’s external affairs secretary Shiv Shanker Menon to the capital city.
   Quoting Indian home ministry sources, the Indian media, including the Indian Express and Anandabazar, on Saturday reported: New Delhi picked up intelligence on this in the form of ‘electronic chatter’ by terrorist groups active in the neighbourhood in recent weeks.
   The Indian Express reported there was specific intelligence on a plot to target the new Sheikh Hasina government in the conversations intercepted by Indian intelligence agencies.
   ‘Given the sensitivity of the information, Menon himself rushed to Dhaka to convey the information,’ it said.
   The Kolkata-based daily newspaper Anandabazar reported the US intelligence agency had also communicated, as India did, with Bangladesh over similar information that militants were targeting to kill top political leaders.
   Radical and terror groups in Bangladesh have been under pressure after Hasina’s government came to power early this year.
   During his second visit to Dhaka after the Awami League-led alliance had assumed office on January 6, 2009, India’s external affairs secretary met Sheikh Hasina, the foreign minister, Dipu Moni, the foreign secretary, Touhid Hossain, and the Bangladesh army chief, General Moeen U Ahmed.
   The Indian Express also mentioned as New Delhi and Dhaka had an agreement to share information on counter-terrorism, Menon exchanged notes with his counterpart on the activities of the radical groups operating in Bangladesh, which were suspected of playing a role in the killing inside the BDR headquarters in Dhaka.
   It said, ‘In the first high-level contact with Bangladesh after the February 25 BDR mutiny, India is believed to have emphasised the need to crack down on elements, which are aiming to destabilise peace and security in the two countries in particular and the region as a whole.’
   Both the dailies said New Delhi had feared the BDR plot was one of the ways to destabilise the newly-elected Hasina government, which has pledged to act against terror elements on its soil.
   ‘This is what is believed to have triggered these radical groups to plan an assassination,’ reports the Indian Express.
   Anandabazar, meanwhile, said Islamist outfits as well as anti-Indian elements such as the United Liberation Front of Assam were very much active to strain good ties between the two next-door neighbours as Sheikh Hasina took ‘tough stance’ against them.
   Referring to the Padua border skirmishes of April 2001 between the border guards of the two countries, the newspaper said the then chief of the Bangladesh Rifles Fazlur Rahman himself ordered his men to kill Indian border guards.
   ‘On that day [of border skirmishes between the BDR and the BSF], an activist of the Jamaat-e-Islami Bangladesh took international media representatives to that remote border. The people behind that conspiracy knew that if the news were circulated, India would react seriously that would ultimately create tense situation between the neighbours,’ it said.
   Anandabazar claimed after that incident, Skeikh Hasina immediately telephoned to the then Indian prime minister Atal Bihari Vajpayee and said ‘sorry at least 12 times’ in that single call for the untoward incident along the border.

Brave new world

By 2112 all Pakistani males over the age of 15 were without right hands, these having been chopped off by well-intentioned holy men of the Taliban Brigade (TB) which was by then the undisputed power in Pakistan. Because piety was central to its code of thinking – though some wags questioned whether harebrained ideas could be even remotely labelled 'thinking' – the chopping was to cleanse society. The Brigade's motto, 'Flog Flog-Chop Chop' was wildly popular though the men could no longer clap to show their support. One hand clapping was still a thing of the future in 2112.

There were other changes. All vehicles had been confiscated and taken off the roads. Instead, other than the top leaders of TB who travelled in convoys of 4x4 'Dallaas' everyone else had to make do with camels or simply foot it. This was not too difficult because the visible part of the country only comprised of one handed male adults and children.

The last sighting of a woman had been in the autumn of 2111 but it was later discovered that this was not so. Some experts were of the opinion that perhaps the Yeti had made an unscheduled trip to Pakistan and was snapped by a fidgety cameraman. Women had been banned from all public places and were confined to the four walls of their homes. However if they had more than four walls, the TB had no problem with that at all as long as they remained put. 'Out of sight, out of mind' was the cornerstone of TB's thinking on this subject. With women no longer part of the equation, the sin graph took a nosedive and was replaced with other pleasures which cannot be listed here since this is a family newspaper.

All educational institutions had been torched or demolished and in some cases where they were too large to be brought down, like the big universities and colleges, had been converted into wheat godowns. However since Pakistan could no longer grow wheat – one armed wheat planting still a science Pakistani men had not mastered, they were used to hold lectures on beard growing. This was necessary because no male could go out without wearing a luxuriant beard and nationwide beard contests were very popular. The last one had been won by a man who had a beard that stretched from Peshawar to Kandhar and back but he was not able to get to a newspaper office because he couldn't see a thing. So the news remained confined to Pakistan.

In any event, even Ripley's wouldn't have believed it. Blades having been banned by the middle of 2009, the resultant savings considerably boosted the nation's economy and was hailed by the TB as one of its most significant achievements. Such was the popularity of beard-displays that young males from the age of six months were adorned with false beards pasted on by adoring parents. Kids wore these till they were able to replace them with the real thing, which was no longer Coke's slogan. The Coca Cola company plants had been torched because a Qazi in Buner ruled that the drink was alcoholic so it really didn't matter to Coke one way or another.

In sartorial matters since the Taliban were pretty groovy aping the latest fashions in six yarder harem pajamas often called 'shalwars' there were regular fashion shows with young and old male models strutting on the stage to the beat of right-handed drums. No other instruments were allowed to be played and in fact had been gathered and burnt long ago. Regular bathing was frowned upon. Special frowners had been trained whose job it was to arrive at any place where an objectionable activity might be taking place and frown till all fled. The venue would then be torched and the party would move on.

Justice for all remained the cornerstone of the Taliban till someone discovered that the cornerstone had been stolen. Efforts to find it were all in vain. It had simply vanished. Justice was freely dispensed and special dispensing machines were installed at street corners. These were originally Nescafe dispensing units but nobody had drunk coffee since it had been banned because it contained alcohol. So freely was justice administered that there was a nationwide shortage of hanging posts and rope. These could no longer be made locally because there were no trees left. Gallows made from date palms broke easily and were seen to be detrimental to the national hanging average which showed a steady and promising upwards growth day after day.

Since justice was now largely one sided there was no longer any need for defence councils. All such councils were gathered and drowned in the Tarbela Dam which was no longer functional because electricity was banned, oil lamps were the rage and because a leading cleric had said that the dam water contained alcohol. The happy brigade which had blown the Bamiyan Buddhas pleaded to blow up the sinful dam but were prevented from doing so. To vent their frustration, they blew up Karachi Harbour which was not such a loss since ships neither came nor went anymore. At the airports the scene was the same. PIA had been grounded – which was not a bad idea. Foreign airlines refused to land here. Those intending to go for pilgrimages to holy lands were asked to use camels.

In terms of sports, things got a bit worse then they were at the start of the 21st century – sorry 15th century or was it 16th? Any way the Pakistan cricket team was unable to do very well because not only had they to contend with playing with one hand but the grounds were desert surface and that might have been good for camel polo but not conducive to cover drives. Eventually the Taliban banned all sports as being a waste of time. Only cock-fights were allowed which had a rousing effect on all and sundry. Dr Nasim Ashraf cooked up another scheme to popularize desert cricket but found that the only payments for his hard work would be provided in round earth stones for his personal use. This the doctor declined politely and slipped away in the still of the night to try his luck in Swaziland.

By 2115, the world had quite forgotten that there was once a country called Pakistan. No one had been there, no one had come from there and by all accounts, no one lived there any more. Of course, this was facilitated by the fact that all the women were eventually killed off. In the end, all that was left was a bleak and windswept desert but even this was not confirmed since no one had seen it and returned to share the news.

None of these two ministers'  family members despite having notorious reputations as Razakars were arrested. This is going to be a game to suppress the opposition.

Let me add one more thing, while we are crying to punish 'war criminals', which is very legitimate, we should have done that 35 years ago. We should have formed a 'Truth Commission' and be non-partisan to trial 'war criminals'. Hope Awami League do not politicize this issue, and they will be fair in their justice.

if Soviet Russia didn't attack Afganistan in 80s who would have fought against the aggressor?

if Bush's regime didn't attack Iraq in 2003 who would have fought against the aggressor?

if India didn't attack then east-pakistan in 1970 who would have fought against the aggressor?

let me put hypothetically, would you fight against an aggressor if Hasina's regime needed be overthrown by millitary means in the name of "New bangladeshi freedom"?

Since I have not been too far wrong in my predictions so far (although on occasion I have attempted to reverse the outcomes) I think I can make some observations on The India Express report. I doubt that India has any specific intelligence on any assassination plots against the government or has intercepted any 'electronic chatter' of terrorist groups involved in such a conspiracy. The unannounced visit of the Indian Foreign Secretary and the follow-up news report in the Express was really intended to preempt such a threat to Sheikh Hasina's life. Since India is now engaged in a lengthy elections process it would not be able to come to Sheikh Hasina's aid if anything were to happen hence the advance warning.

 

It is entirely likely that this AL administration has accumulated a number of enemies especially due to its likely involvement in the BDR mutiny as hinted in the New Age editorial today (April 18, 2009),

 

"Disturbingly still, there is also growing concern, especially among army officers and BDR jawans who were not involved with the BDR tragedy, that a plot may be on to derail the investigations and tamper with the findings of the ongoing inquests. Apprehension is also there that the findings of the investigations might not be properly reflected in the reports of the probe committees due in less than a month. Should such apprehension be even perceived to have come true, the consequence could be dangerous for our nation state."  

 

This is of course one of the factors for the ill will felt against this government with others including the power crisis, political repression, campus violence, general mis-governance, War crimes trials and corruption. The threat to this government clearly does not come from an amorphous group of Islamist terrorists whose attempts to perpetrate violent acts have been largely thwarted during the last 4 years.

 

The significant aspect of the Express report is the last paragraph which appears to suggest that a successful attempt on Hasina's life or a takeover of power would necessarily be perpetrated by Islamist terrorists which would be considered in New Delhi as a threat to Indian and regional security and would justify intervention. One would have to read carefully between the lines to come to this conclusion but anyone who has studied wider Indian strategic objectives would understand the implications of this message. The most important point is that the Indian threat is at this point an empty one hence the very public visit of the Indian Foreign Secretary to preempt any undermining of this government while India is distracted. Some in Bangladesh would be justified in arguing that this is a direct interference in the internal affairs of Bangladesh but since the Express message is couched in indirect terms the threat is only implied.  No one would argue that the Indian's weren't clever if not sneaky, devious and cunning at the same time.

India has warned Bangladesh of a possible assassination plot targeting the country's political leadership, including Prime Minister Sheikh Hasina, during Foreign secretary Shiv Shanker Menon's visit to Dhaka early this week.

Home Ministry, sources told The Indian Express, said that New Delhi picked up intelligence on this in the form of "electronic chatter" by terrorist groups active in the neighbourhood in recent weeks.

Sources said there was specific intelligence on a plot to target the new Sheikh Hasina Government in those conversations intercepted by Indian intelligence agencies. That prompted India to go ahead and warn the Bangladesh top brass of the threat. Given the sensitivity of the information, Menon himself went to Dhaka to convey the information.

The Foreign Secretary met Hasina, Bangladesh Foreign Minister Dipu Moni, Foreign Secretary Mohammad Touhid Hossain and Bangladesh Army chief General Moin U Ahmed on Monday.

Radical and terror groups in Bangladesh have been under pressure after the Sheikh Hasina Government came to power earlier this year.

[ALOCHONA] India tells Bangla to watch out for assassination plot

India has warned Bangladesh of a possible assassination plot targeting the country's political leadership, including Prime Minister Sheikh Hasina, during Foreign secretary Shiv Shanker Menon's visit to Dhaka early this week.

Home Ministry, sources told The Indian Express, said that New Delhi picked up intelligence on this in the form of "electronic chatter" by terrorist groups active in the neighbourhood in recent weeks.

Sources said there was specific intelligence on a plot to target the new Sheikh Hasina Government in those conversations intercepted by Indian intelligence agencies. That prompted India to go ahead and warn the Bangladesh top brass of the threat. Given the sensitivity of the information, Menon himself went to Dhaka to convey the information.

The Foreign Secretary met Hasina, Bangladesh Foreign Minister Dipu Moni, Foreign Secretary Mohammad Touhid Hossain and Bangladesh Army chief General Moin U Ahmed on Monday.

Radical and terror groups in Bangladesh have been under pressure after the Sheikh Hasina Government came to power earlier this year.

New Delhi and Dhaka have an agreement to share information on counter-terrorism and in this context, Menon exchanged notes with his counterpart on the activities of the radical groups operating in Bangladesh and are suspected to have played a role in the recent BDR massacre.

In the first high-level contact with Bangladesh after the February 25 BDR mutiny, India is believed to have emphasised the need to crack down on elements which aim to destabilise peace and security in the two countries in particular and the region as a whole.

[ALOCHONA] Awami League should change its Name

Yeah but its better than JmaaT A Islami. Both words are Urdu version of 2 Arabic words. Jmau and Islam.
Awami is derived from word 'Aam', which means 'ordinary'. So Awam means, Ordinary People and Awami means 'of ordinary people'. Do we have a word in Bangla BHaashaa to replace it?
May be ...!
