As a matter of fact Bangladeshis go to middle eastern countries or any other developed countries not only for menial jobs, a lot of them also go as professionals including physicians, engineers, technical stuff, and teachers. Many Bangladeshis in the USA and other developed countries are also running small businesses. I think Bangladesh is in the second place among the south Asian countries to earn foreign exchange from human capital. Unfortunately, all jobs are not respectable. Treatment of menial workers and women in household jobs in the leading petro dollar countries has most of the times been very unsatisfactory. Bangladesh is not unique in this respect. A lot of Indians, Pakistanis, and Sri Lankans also go to the middle eastern countries with menial jobs. The Marxian term "surplus labor" does not make any sense when in one's own country there is no market place to sell labor. About 23 years ago a nice person from Karachi told me that a lot of women from Bangladesh are engaged in household jobs in Karachi. His statement hurt my ego. Later on I realized that Javed did not want to hurt my feelings. As a matter of fact Soumitra is right when he says that Bangladeshis are engaged in menial jobs in all countries. But for many of them these jobs are like stepping stones. The smart young men change their career and build fortune subsequently. I can give a lot of examples.

 

If I have understood what Soumitra is saying, I must say that it is hard to believe that the religious divide is more intense in Bangladesh than in India or Pakistan. Every issue boils down to Hindu-Muslim or some kind of religious division? I don't have any evidence. 

 

Soumitra may want to elaborate on why he thinks that "The civil society of Bangladesh is thus the worst criminal society of Bangladeshi people."

Petrodollar has corrupted an entire nation and has made the nation available for menial jobs throughout the world. The fact that there is hardly any developed country in this world where Bangladeshis will not be found doing menial work, is a clear cut example of how the neo-colonialism [led by Anglo-American policymakers and their european associates] survives on the surplus labour of Bangladeshis- the plot is as exploitative as it was during the direct colonial days if not worse. 

When the only question of development in Bangladesh is the loot of surplus and when the toiling producers of Bangladesh is getting the wrong end of baton and still holding the western civilization bobbing up through their labour, then these so-called civil society of Bangladesh is murkying the water with this kind of cheap consciousness. 

The religious divide is the worst kind of consciousness a nation-society can have. Some so-called "modern"ites tout this divide as a question of culture and not tradition nor a study, they keep the divide alive through whatever means they can- this reminds us Chilekothar sipay where a communist has to be either Hindu or Muslim and one cannot opt for a new identity. If there is a muslim who is a communist he would be further examined deep as a Muslim-befriending-Hindu-communists. This is the bondage, a bondage from which a person can never get free of. 

This is a direct resultant of the low culture the civil society has pushed down the Bangladeshi society. The very low standard of general education, of the dungeon of the informal educational environment [ the street corner level of discussions and discourse] for years has brought the nation down to the lowest level of social consciousness. One do not find this environment in the streets of Pakistan even- there the principal topic of public-social discourse is poverty, government exploitation, class exploitation. In Bangladesh it is the main issue, but that is always shoved below the carpet by no other class than the middle class and the civil society. The worst and criminal kind of middle class and civil society [ as expressed by the late Humayun Azad] in the known world is perhaps the one in Bangladesh. 

In Bangladesh  every issue that comes up in the public-space gets precipitated very fast into Hindu-Muslim or in some kind of Religious division. This is the unfortunate part and that is the bane of Bangladesh society. People cannot have their rightful nourishment, nor their rightful basic needs and they find the civil society squabbling on religion and other divisive non-issues. The civil society of Bangladesh is thus the worst criminal society of Bangladeshi people.

কাজী সুমন: বনের রানী ফুলন দেবী। ঘন জঙ্গল আর রাতের অন্ধকার তার জীবনের বড় একটা অংশ কেড়ে নিয়েছিল। বঞ্চনা আর কষ্ট সইতে না পেরে তিনি অন্ধকারের কাছে আত্মসমর্পণ করেন। মানুষের আড়ালে যাওয়ার আগে তিনি ধর্ষণের শিকার হন। সবকিছু শেষ হওয়ার পর ফুলন তার খোলস বদলে হাতে তুলে নেন অস্ত্র। ভয়ংকর দস্যুরানী হিসেবে পরিচিত হয়ে ওঠেন। সবার কাছে  তবে কুখ্যাত খুনির তালিকায় তার নামটা না এলেও পারতো। কারণ, প্রথম জীবনের বঞ্চনা এবং পরের জীবনের বিদ্রোহ তার প্রতি মানুষের একটা সহমর্মিতা তৈরি করেছে। এরপরও কেবল প্রতিশোধের নেশায় একের পর এক মানুষ হত্যা দস্যুরানী ফুলন দেবীকে ইতিহাসের অন্যতম খুনি হিসেবে পরিচিতি এনে দেয়। তার জন্ম ১৯৬৩ সালে ভারতের এক নিচু পরিবারে। দারিদ্র্য এবং সামাজিক কারণে জীবনের শুরু থেকেই সংগ্রামের মুখোমুখি হন ফুলন। মাত্র ১১ বছর বয়সে বাবার বয়সী এক লোকের সঙ্গে বিয়ে হয় তার। ফুলনের গ্রাম এবং আশপাশের একাধিক গ্রামে ঠাকুর বংশের জমিদারি ছিল। আর জমিদারের লোকেরা প্রায়ই গ্রামের দরিদ্র গ্রামবাসীর কাছ থেকে ফসল কেড়ে নিয়ে নিতো এবং তাদের ওপর নির্যাতন চালাতো। ফুলন এসবের প্রতিবাদ জানিয়ে দখলকারীদের নেতা মায়াদীনের বিরুদ্ধে আদালতে মামলা করে। এ অপমানের প্রতিশোধ নিতে ঠাকুররা তাকে ধরে নিয়ে যায় বেমাই নামে প্রত্যন্ত এক গ্রামে। এরপর তার ওপর চলে অমানুষিক নির্যাতন। দুই সপ্তাহ ধরে প্রতি রাতে ঠাকুর ও তার লোকেরা ফুলনকে ধর্ষণ করে। প্রতি রাতেই ফুলন জ্ঞান না হারানো পর্যন্ত চলতো এ পাশবিকতা। ১৬ দিনের মাথায় এক রাতে নির্যাতন শেষে ফুলনকে মৃত মনে করে ফেলে রাখে তারা। আর প্রায় মৃত্যুপথযাত্রী ফুলন এই সুযোগ কাজে লাগিয়ে সেখান থেকে পালিয়ে যায়। তখন ফুলনের বয়স ছিল মাত্র সতের। পালিয়েও রক্ষা পেলেন না ফুলন। আরেকবার ধরা পড়লেন এক দস্যুদলের হাতে। দস্যুদের নেতা বাবুর নজর পড়ে ফুলনের ওপর। সে ঝাঁপিয়ে পড়তে চাইল ফুলনের ওপর। কিন্তু আরেক দস্যু এতে বাধা হয়ে দাঁড়াল। বাবুকে খুন করে ফুলনকে রক্ষা করে সে। এরপর ফুলনের সঙ্গে বিক্রমের বিয়ে হয় এবং শুরু হয় ফুলনের নতুন জীবন। রাইফেল চালানো শিখে পুরোদস্তুর দস্যু হয়ে ওঠেন তিনি। ফুলন তার আলাদা বাহিনী নিয়ে প্রথম হামলা চালায় তার সাবেক স্বামীর গ্রামে। নিজ হাতে ছুরিকাঘাতে তার স্বামীকে খুন করে রাস্তায় ফেলে রাখে। ফুলন তার সংগঠিত দস্যুদল নিয়ে ক্রমাগত ধনী গ্রাম এবং জমিদার বাড়িগুলোতে আক্রমণ চালাতে থাকেন। এর মধ্যেই একদিন ধনী ঠাকুর বংশের ছেলের বিয়েতে সদলবলে ডাকাতি করতে যায় ফুলন। সেখানে ফুলন খুঁজে পান এমন দু'জন মানুষকে, যারা তাকে ধর্ষণ করেছিল। ক্রোধে উন্মত্ত ফুলন দেবী আদেশ করেন বাকি ধর্ষণকারীদেরও ধরে আনার। কিন্তু বাকিদের পাওয়া না যাওয়ায় ঠাকুর বংশের ২২ জনকে একসঙ্গে দাঁড় করিয়ে ব্রাশফায়ার করে মেরে ফেলা হয়। বেমাইয়ের এ গণহত্যা ভারতবর্ষে ব্যাপক সাড়া ফেলে। সরকার ফুলনকে ধরার জন্য ব্যতিব্যস্ত হয়ে ওঠে। আবার ফুলনের পক্ষেও আন্দোলন হয়। শেষ পর্যন্ত ১৯৮৩ সালের ফেব্রুয়ারিতে সরকার সন্ধি প্রস্তাব করলে ফুলন অনেক শর্ত দেন। সরকার সেই শর্ত মেনে নিলে ১০,০০০ মানুষ আর ৩০০ পুলিশের সামনে ফুলন দেবী অস্ত্র জমা দেন গান্ধী আর দুর্গার ছবির সামনে। ১১ বছর কারাভোগের পর ফুলন সমাজবাদী পার্টিতে যোগ দেন এবং ১৯৯৬ এবং '৯৯-তে পরপর দুইবার লোকসভার সদস্য নির্বাচিত হন। ২০০১ সালের ২৫শে জুলাই ঠাকুর বংশের তিন ছেলের এলোপাতাড়ি গুলিতে ফুলন দেবী নিহত হন।

সম্প্রতি একটি অনলাইন নিউজ পোর্টালে কথাসাহিত্যিক ও বিশ্ববিদ্যালয় শিক্ষক জাফর ইকবালের 'মিথ্যা বলার অধিকার' শীর্ষক একটি লেখা নিয়ে বিভিন্ন সামাজিক যোগাযোগ মাধ্যমে সমালোচনার ঝড় বইছে। ওই লেখাটিতে তিনি আমার দেশ, মাহমুদুর রহমান, হেফাজত, অধিকারসহ কয়েকটি উদাহরণ দিয়ে শেষ দিকে প্রশ্ন রেখেছেন, "এই দেশে এমনিতেই অনেক মিথ্যা কথা বলা হয়েছে, এখন কি আমাদের আনুষ্ঠানিকভাবে সেটাকে অধিকার হিসেবে প্রতিষ্ঠিত করে দিতে হবে?"

লেখাটির সমালোচনায় রিফাত হাসান নামের একজন ফেসবুকে লিখেছেন, "পোলাপাইনের বুদ্ধিজীবী জাফর মাস্টারেরও ফাজলামো করার অধিকার আছে। তবে ফাজলামোরও একটা সীমা থাকা দরকার।"

ফাহিমা দুররাত ( Fahima Durrat) লিখেছেন, "ওনার চিন্তাভাবনা একটা সরলরেখায় চলে, but his heart is in the right place. যে পরিমাণ বিশাল বিশাল মিথ্যা চোখের পাতা না ফেলে গত কয়েক মাসে বলা হয়েছে - সেটা নিয়ে বিস্মিত হবার মত মন কেবল ওনারই আছে। আমরা সবাই এতো zaded হয়ে গেছি যে এগুলিকে ব্যাপার না মনে হয় Al Amin Bin Hatem Obolilay Mittya bolar odhikar tar jonno songrokkhito. "

শাহেদ শওকত লিখেছেন, "মিথ্যা বলার কায়দাটা জাফর ইকবাল যেভাবে রপ্ত করেছেন, এতোটা সুনিপুণভাবে কেউ রপ্ত করতে পারে নাই। তাই মিথ্যা নিয়া লেখালেখি তারই সাজে। তিনি মিথ্যা বলায় সর্বোচ্চ দক্ষ ও বিশেষজ্ঞ।"

মিযান লিখেছেন, "জাফর ইকবাল এর ওপর মহামতি ইবলিশ সরাসরি ভর করে আছেন - সো ওনার মস্তিষ্ক হতে যাই বের হবে - তাই শয়তানিতে ভরা থাকবে। উঠতি বয়সী গাঞ্জাখোরেরা নেশা বাড়াবার জন্য সাথে একটু শয়তানি চেখে দেখবেন - এই আশায় জাফর ইকবাল লিখবেন আর তার চামচারা গিলবেন।"

সাব্বির নামের একজন লিখেছেন, "মনে একটা প্রশ্ন আসছে, বাংলাদেশে কি কোনো অবস্থাতেই আওয়ামী লীগ, বিএনপি, জামায়াতের মতো দুর্নীতিবাজ কোনো দলের পক্ষ না নিয়ে নিরপেক্ষভাবে কথা বলা যায় না? জাফর ইকবাল স্যার আমার শৈশবের হিরো। উনার মতো মানুষকে কোনো বিশেষ দলের ভাঁড়ামি করতে দেখলে মন খুব খারাপ হয়।"

হুতুম আকন্দ লিখেছে, " স্যার, আমার একটু প্রশ্ন ছিল। আমাদের দেশের সব মিডিয়া তো এখন সরকারের দখলে। তাহলে ৫ মে নিয়ে কীভাবে এই বিএনপি বা জামাত মিথ্যাচার করল??? আর অধিকার নিরপেক্ষ কিনা, তা সময়ই বলে দিবে। তবে এটুকু বলি, আমরা যারা বাংলাদেশি, যারা নিজেদের অনেক বেশি বুদ্ধিজীবী মনে করি তাদের চেয়ে, আমেরিকা,কানাডা, বেলজিয়াম, নেদারল্যান্ড, জাতিসংঘ অনেক বেশি বোঝে। এই কথাটা মানেন তো স্যার!!! "

মঞ্জুরুল ইসলাম মেঘ লিখেছেন, "স্যার সত্যিকার অর্থে আপনি যদি গণমানুষের লেখক হতে চান তাহলে কোনো রাজনৈতিক দলের চামচামি করা ছাড়েন।"

রওশন আরা নিপা লিখেছেন, "আমরা বোধহয় আমাদের সবচেয়ে খারাপ সময়ে এসে পৌঁছেছি, য়েখানে বিজ্ঞজনেরা সুবিধাবাদী রূপে বিক্রি হচ্ছেন আর মিথ্যাটাকে বিজ্ঞের মতো প্রচার করছেন।"

অসিউর রহমান লিখেছেন, "এই দেশে এমনিতেই চেতনা'র নামে অনেক মিথ্যা কথা বলা হয়েছে। এখন আপনাদের সরকারে'র আমলে আপনারা অনুষ্ঠানিকভাবে সেটাকে অধিকার হিসেবে প্রতিষ্ঠিত করে দিয়েছেন।"

যে লেখাটি নিয়ে এই সমালোচনা নতুন বার্তার পাঠকদের জন্য এখানে তা তুলে ধরা হলো:

গত কিছুদিনে আমি একটা বিষয়ে নিশ্চিত হয়েছি। একটি দেশের মানুষের যেরকম খাদ্য, বাসস্থান এবং শিক্ষার অধিকার থাকে, আমাদের দেশে তার সাথে একটা নতুন বিষয় যোগ হতে যাচ্ছে, সেটা হচ্ছে মিথ্যা কথা বলার অধিকার। এই দেশের মানুষ যেন চাইলেই মিথ্যা কথা বলতে পারে এবং সেই মিথ্যা কথা বলার জন্যে দেশে অন্য কারো যত বড় সর্বনাশই হোক না কেন যিনি মিথ্যা কথা বলছেন তিনি যেন নিরাপদে মিথ্যা বলতে পারেন সে জন্যে এই দেশের পত্রপত্রিকা মানবাধিকার প্রতিষ্ঠান জ্ঞানী গুণী মানুষজন সবাই একত্র হয়ে গেছেন। কেউ যেন মনে না করে আমি বাড়িয়ে বাড়িয়ে বলছি সে জন্যে আমি জলজ্যান্ত কয়েকটি উদাহরণ দিই।

ব্যাপারটা শুরু হয়েছে আমার নিজের বিশ্ববিদ্যালয়ের একটা ঘটনা থেকে। আমাদের বিশ্ববিদ্যালয়ের একটা নিয়োগ নিয়ে এই দেশের একটা গুরুত্বপূর্ণ পত্রিকায় একদিন একটা খবর ছাপা হল। সংবাদটি মিথ্যা– এটাকে মিথ্যা বলা হবে না কি অসত্য বলতে হবে নাকি অর্ধসত্য বলা হবে সেসব নিয়ে তর্ক করা যেতে পারে। আমি সেই তর্কে যাচ্ছি না। যেখানে সঠিক তথ্য রয়েছে সেখানে সেই তথ্যটাকে আড়ালে রেখে অন্য কিছু ইচ্ছে করে বলা হলে আমি সেটাকে মিথ্যা বলে বিবেচনা করি। যাই হোক সেই মিথ্যা সংবাদটির কারণে আমাদের বিশ্ববিদ্যালয়ের বেশ কিছু অধ্যাপকের চরিত্রে মিথ্যা গ্লানি স্পর্শ করল; তারা খুব আহত হলেন। ঘটনাক্রমে সেই সাংবাদিক আমাদের বিশ্ববিদ্যালয়ের ছাত্র, আমাদের বিশ্ববিদ্যালয়ের আইনে কোনো ছাত্র শৃঙ্খলাভঙ্গ করলে তাকে তাৎক্ষণিকভাবে শাস্তি দেয়ার নিয়ম আছে, পরে পুরো তদন্ত করে অপরাধ বিষয়ে নিশ্চিত হতে হয়। কাজেই সেই ছাত্রটির মিথ্যা সংবাদ পরিবেশনের প্রাথমিক তদন্ত করে তাকে সাময়িকভাবে বহিষ্কার করে একটা তদন্ত কমিটি করে দেয়া হল এবং আমি সেই তদন্ত কমিটির আহ্বায়ক। আমি বিষয়টি জোর দিয়ে লিখতে পারছি কারণ তদন্ত কমিটির আহ্বায়ক হিসেবে আমি খুঁটিনাটি সবকিছু জানি। ছাত্রদের শাস্তি দেয়ার ব্যাপারে বিশ্ববিদ্যালয়ের শিক্ষকদের নিজস্ব কিছু অলিখিত নিয়ম আছে, কমবয়সী ছেলেমেয়েরা দোষ স্বীকার করে ক্ষমা চাইলে সবসময়েই তাদের শাস্তি কমিয়ে দেয়া হয়, সব সময়েই চেষ্টা করা হয় তাদের লেখাপড়ার যেন ক্ষতি না হয়। (একেবারে খুন ধর্ষণ করে পলাতক হয়ে গেলে অন্য কথা- তখন অপরাধটি বিশ্ববিদ্যালয়ের নয়, দেশের আইনের) আমি তদন্ত করতে গিয়ে অত্যন্ত বিচিত্র একটি বিষয় আবিষ্কার করলাম, ছাত্র সাংবাদিকটিকে সেই সংবাদপত্র পুরোপুরিভাবে নিরাপত্তা দিয়ে গেল, সে কারণে তার ঔদ্ধত্য হল সীমাহীন, শুধু তাই নয় একদিন আবিষ্কার করলাম হাইকোর্টে রিট করে তিন মাসের একটি স্থগিতাদেশ পর্যন্ত বের করে ফেলল। পুরো ঘটনার ফলাফল হল ভয়ানক, বিশ্ববিদ্যালয়ের একজন ছাত্র জানতে পারল কিছু মানুষের চরিত্র হনন করার জন্যে সে ইচ্ছা করলেই একটা পত্রিকায় মিথ্যা সংবাদ ছাপাতে পারে এবং সেই পত্রিকা তাকে রক্ষা করবে। আমাদের দেশে একটা পত্রিকা অনেক সময় রাজনৈতিক দল, পুলিশ, র্যাব এমনকি, সরকার থেকেও বেশী ক্ষমতাশালী। এই ঘটনাটি আমার চোখ খুলে দিয়েছে, দেশের একটা খুব গুরুত্বপূর্ণ পত্রিকায় (আমার ব্যক্তিগত যোগাযোগের পরও) যদি এরকম একটা ঘটনা ঘটতে পারে তাহলে নিশ্চয়ই অন্যান্য পত্রিকায় অসংখ্যবার এই ঘটনা ঘটেছে। আমার একটা বড় ক্ষতি হয়েছে, খবরের কাগজে কিছু লেখা হলে আমি আজকাল ভুরু কুঁচকে সেটার দিকে তাকিয়ে থেকে নিজেকে জিজ্ঞেস করি, আসলেই কী এটা ঘটেছে? পত্রিকাটি কি সত্যি কথা বলছে?

যুদ্ধাপরাধীদের বিচারের রায় নিয়ে কিছু ব্লগার তরুণ শাহবাগে একত্র হয়ে এই দেশে একটা অভাবিত আন্দোলনের জন্ম দিয়েছিল। সেই তরুণদেরকে হেয় করার জন্যে ঢালাওভাবে তাদের সবাইকে নাস্তিক ঘোষণা করে একটা প্রচারণা শুরু করা হল, সেই প্রচারণাটি শুরু করল "আমার দেশ" নামের পত্রিকা। আমি লিখে দিতে পারি তারা নিজেরাও বিশ্বাস করে না যারাই ব্লগার কিংবা যারাই যুদ্ধাপরাধীর শাস্তি চেয়ে শাহবাগে গিয়েছে তারা সবাই নাস্তিক। কিন্তু বিষয়টা সেভাবেই উপস্থাপন করা হল: ব্লগার মানেই নাস্তিক, শাহবাগে যুদ্ধাপরাধের বিচার চাওয়া তরুণ মানেই নাস্তিক। "আমার দেশ" পত্রিকায় ব্লগারদের সাথে আমার ছবি ছাপা হল, যেভাবে সেই ছবিটি উপস্থাপন করা হল তাতে কি আমার নিজের জীবনের নিরাপত্তা বিঘ্নিত হয়েছে? এই প্রশ্নের উত্তর পাঠকেরা মে মাসের পাঁচ তারিখ ভোরে আমার কাছে লেখা একটা এস. এম. এস থেকে পেয়ে যাবেন:
"এই নাস্তিক জাফর ইকবাল, তোদের মৃত্যুর ঘন্টা বাজছে। হতে পারে আজ রাতই তোদের শেষ রাত। কাল হয়তো তোরা আর পৃথিবীতে থাকতে পারবি না কারণ এই জমানার শ্রেষ্ঠ শায়খুল হাদিস আল্লামা আহম্মদ শফির ডাকে সারা বাংলাদেশের তৌহিদি জনতা মাঠে নেমে এসেছে। সেইসব তৌহিদি জনতা প্রধান-মন্ত্রীসহ তোদের সব ধরে ধরে জবাই করে ছাড়বে। আমার আল্লাহকে নিয়ে, বিশ্বনবীকে নিয়ে কটুক্তি করার ভয়ংকর পরিণাম কী তা আগামী কালকেই হাড়ে হাড়ে টের পাবি তোরা।"

"আমার দেশ" স্বাধীন নিরপেক্ষ মত প্রকাশের একটা পত্রিকা না, এটা স্বাধীনতা বিরোধীদের একটা নির্দিষ্ট বিশ্বাসকে প্ররোচিত করার পত্রিকা। তাদের প্ররোচনার কারণে এই দেশে অনেক মানুষের জীবন বিপন্ন হয়েছে। কাজেই এই পত্রিকাটির সম্পাদক মাহমুদুর রহমানকে তার দায়দায়িত্ব নিতে হবে। তাকে যদি ভয়ংকর মিথ্যা প্ররোচনার জন্যে আইনের আওতায় আনা হয় আমাদের মত মানুষেরা তখন স্বস্তির নিঃশ্বাস ফেলে। আমি আমার নিজের চোখকে বিশ্বাস করতে পারিনি যখন দেখেছি এই দেশের পনেরোটি পত্রিকার সম্পাদক তাকে রক্ষা করার জন্যে এগিয়ে গিয়েছেন। এর অর্থটি কী দাঁড়াল? এই পত্রিকাটি যা খুশী লিখতে পারবে, দেশের মানুষের প্রাণ বিপন্ন করে এরকম মিথ্যা প্ররোচনা করতে পারবে, কিন্তু কেউ তাকে স্পর্শ করতে পারবে না।

আমার মনে আছে সামরিক আর বেসামরিক মিলিয়ে ২০০৭-৮ সালের হাইব্রিড তত্ত্বাবধায়ক সরকারের আমলে এই দেশের ইতিহাসে প্রথমবারের মত বিশ্ববিদ্যালয়ের অধ্যাপকদের গ্রেফতার করে রিমান্ডে নেয়া হয়েছিল। আমরা, বিশেষ করে বিশ্ববিদ্যালয়ের শিক্ষকেরা, তখন অস্থির হয়ে নানাভাবে পত্রপত্রিকায় লেখালেখি করার চেষ্টা করেছিলাম, কোনো পত্রপত্রিকা তখন সেই লেখালেখি ছাপানোর সাহস করেনি। রিমান্ডে নেয়া সেই শিক্ষকেরা কোনোদিন জানতেও পারেননি এই দেশের কতো মানুষ তাদের জন্যে আকুল হয়েছিলেন। অনেক কষ্টে আমার দুই একটি লেখা শুধু কোনো পত্রপত্রিকায় ছাপা হয়েছিল; সে জন্যে সেই শিক্ষকদের পরিবারের সদস্যদের আমার প্রতি কৃতজ্ঞতার শেষ ছিল না। দুঃসময়ে টিকে থাকাটাই হচ্ছে বিজয়, টিকে থাকতে হলে মনের বল থাকতে হয়, আর সেই মনের বলটি আসে যখন সবাই জানতে পারে তারা একা নয়, তাদের পাশে অনেকে আছে। আমাদের দুর্ভাগ্য, সামরিক বেসামরিক হাইব্রিড সেই তত্ত্বাবধায়ক সরকারের আমলে এই দেশের অনেক পত্রপত্রিকা সেই সাহসটুকু দেখাতে পারেনি। তাই যখন দেখি সেই পত্রিকার সম্পাদকদের অনেকেই এখন 'আমার দেশ' নামক একটি ধর্মান্ধতা প্রচার যন্ত্রের সম্পাদকের পাশে এসে দাঁড়িয়ে গেছেন তখন আমি মনে কষ্ট পাই, শুভবুদ্ধির ওপর বিশ্বাস হারানোর আশংকা হয়। সত্য এবং মিথ্যার মাঝখানে নিরপেক্ষ থাকা যায় না। এই অত্যন্ত সহজ কথাটি কি বোঝার জন্যে খুব কঠিন?

বিগত বি.এন.পি জামায়াত আমলে যখন সারাদেশে একটা রুদ্ধশ্বাস অবস্থা, তখন বিশ্ববিদ্যালয়গুলোর পরিবেশ ছিল সবচেয়ে ভয়ংকর। দলীয় শিক্ষকেরা নানা ধরনের তাণ্ডব করে বেড়াচ্ছেন, প্রায় ডি.এন.এ টেস্ট করে দেখা হচ্ছে রক্তের মাঝে মুক্তিযুদ্ধের চেতনা রয়েছে কি না, যদি বিন্দুমাত্র চেতনা খুঁজে পাওয়া যায় তাকে শিক্ষক হিসেবে নিয়োগ দেয়া হচ্ছে না। আমরা তখন বিশ্ববিদ্যালয়ে একটা সূতা পর্যন্ত নাড়াতে পারি না, কিছু করতে দেয়া হয় না, কোথাও যেতে দেয় হয় না। পাঁচ মহাদেশ থেকে পাঁচ শিক্ষাবিদকে জার্মানীর একটা অনুষ্ঠানে ডাকা হয়েছে, আমি তাদের একজন, আমাকে যাওয়ার অনুমতি দেয়া হলো না। আমি আবিষ্কার করলাম শিক্ষকেরা যখনই একত্র হচ্ছে তখনই কথাবার্তা আলোচনায় শুধু মাত্র ক্ষোভ আর হতাশা। ক্রোধ এবং যন্ত্রণা। একাত্তরে আমি একটা জিনিস শিখেছিলাম, সেটা হচ্ছে যুদ্ধের আসল অস্ত্র রাইফেল নয়, যুদ্ধের আসল অস্ত্র হচ্ছে মনোবল, তাই কখনো মনোবল হারাতে হয় না। সহকর্মীদের মনোবল ধরে রাখার জন্যে আমরা তখন অনেক কিছু করেছি। তার মাঝে সবচেয়ে মজার বিষয় ছিল আমাদের সান্ধ্যকালীন আড্ডা। বেশ কয়েকজন শিক্ষককে নিয়ে আমরা শিল্প সাহিত্য সংস্কৃতি বিজ্ঞান প্রযুক্তি দর্শন–এরকম বিষয় নিয়ে আলোচনা করতাম। শ্বাসরুদ্ধকর একটা পরিস্থিতিতে যখন স্বাধীনতা বিরোধীদের এরকম রমরমা অবস্থা, তখন আমাদের এই পুরোপুরি বুদ্ধিভিত্তিক আলোচনাগুলো ছিল খুব আনন্দের, মনোবল ধরে রাখার জন্যে অসাধারণ।

সন্ধেবেলা বসে তরুণ শিক্ষকদের সাথে বুদ্ধিভিত্তিক আলোচনার বিষয়টি আমি পরেও চালু রেখেছি, তাই নিয়মিতভাবে আমি আমাদের বিশ্ববিদ্যালয়ের শিক্ষক, বিশেষ করে তরুণ শিক্ষকদের সাথে নানা বিষয় নিয়ে আলোচনা করি। বিজ্ঞান এবং প্রযুক্তির বাইরে যে বিশাল একটা জগৎ আছে তারা আমাকে অনেক সময়েই তার সাথে পরিচয় করিয়ে দিয়েছেন। কোনো একটা ছুটির পর শিক্ষকদের সাথে কথা বলছি, তখন হঠাৎ করে তাদের কাছ থেকে একটা বিচিত্র বিষয় জানতে পারলাম, তারা সবাই তাদের নিজেদের এলাকা থেকে ঘুরে এসেছে এবং সবাই বলছে যে তাদের এলাকার সাধারণ মানুষেরা জানে এবং বিশ্বাস করে মে মাসের পাঁচ তারিখ মতিঝিলে হেফাজতে ইসলামের কয়েক হাজার মানুষকে হত্যা করা হয়েছে। অনেক বড় একটা মিথ্যা কথাকে সাধারণ ধর্মপ্রাণ মানুষের মাঝে ছড়িয়ে দেওয়া হয়েছে। বিষয়টা এমনি এমনি ঘটেনি, এর জন্যে কাজ করতে হয়েছে, পরিশ্রম করতে হয়েছে, অর্থব্যয় করতে হয়েছে। মজার ব্যাপার হলো হাজার হাজার মানুষ মারা গেছে সেই তথ্য প্রচার করা হলেও সেদিন যে অসংখ্য কোরান শরীফ পোড়ানো হয়েছিল সেই তথ্যটি কিন্তু প্রচার করা হয়নি। রাতের আকাশে ইউ.এফ.ও দেখা গেছে কিংবা একটা ছাগল মানুষের গলায় কথা বলে– এরকম মিথ্যা প্রচারিত হলে ক্ষতি হয় না, কিন্তু রাতের অন্ধকারে গোপনে কয়েক হাজার মুসল্লীকে হত্যা করা হয়েছে, এরকম একটি ভয়ংকর মিথ্যা প্রচার করা হলে সবদিক দিয়ে ক্ষতি হয়।

কয়েক হাজার মুসল্লীকে হত্যা করা হয়েছে সেটি প্রচারিত হয়েছে গোপনে। প্রকাশ্যে সর্বশেষ যে প্রচারণাটি ছিল সেটি হচ্ছে ৬১ জনের, "অধিকার" নামে একটি সংগঠন সেটি দেশ-বিদেশে প্রচার করেছে। কয়েক হাজার থেকে সংখ্যাটি ৬১ তে নেমে এসেছে, তাই সরকারের খুশী হওয়ার কথা ছিল, কিন্তু সরকার খুশী হয়নি, তারা ৬১ জনের নাম জানতে চেয়েছে, আমিও জানতে চাইতাম। পৃথিবীর যে কোনো জায়গায় অভিযোগ করলে তার প্রমাণ থাকতে হয়। 'অধিকার' নামক সংগঠনটি নাম প্রকাশ করতে অস্বীকৃতি জানিয়েছে, কারণটি আমরা বুঝতে পারি, কারণ পুরো ঘটনাটি টেলিভিশনে দেখিয়েছে, সাংবাদিকেরা রিপোর্ট করেছে এবং কোথাও এত বড় একটি সংখ্যা কেউ দেখিনি। সরকার তখন মিথ্যা একটি তথ্য প্রচারের জন্যে 'অধিকার' নামক সংগঠনের সম্পাদক আদিলুর রহমান খানকে গ্রেপ্তার করেছে।

"আমার দেশ"-এর সম্পাদক মাহমুদুর রহমানের পক্ষে যেরকম পনের জন সম্পাদক দাঁড়িয়ে গিয়েছিলেন, আদিলুর রহমান খানের পক্ষে এখন আরো বেশী মানুষ দাঁড়িয়ে গিয়েছেন। শুধু পত্রপত্রিকা নয়, বড় বড় মানবাধিকার সংগঠন, রাজনৈতিক দল, দেশি বিদেশি প্রতিষ্ঠান, এমনকি, আমাদের দেশের বড় বড় জ্ঞানী গুণী মানুষ। 'অধিকার' সংগঠনটি যদি বলতো অনেক মানুষ মারা গেছে এবং তখন তাকে যদি গ্রেপ্তার করা হতো, সেটাকে বাকস্বাধীনতার বিরুদ্ধে বলা যেতো। কিন্তু যখন সংখ্যাটি অত্যন্ত নিখুঁত ৬১, তখন তাদেরকে এর ব্যাখ্যা দিতে হবে। বিচার বিভাগীয় তদন্ত কমিটির কাছে দেয়া হবে সেটি মোটেও বিশ্বাসযোগ্য কিছু নয়, ২১ আগস্ট ঘটনার পর বিচার বিভাগীয় তদন্ত কমিটির রিপোর্টের কথা কেউ কি ভুলে গেছে?

এই দেশের যে সকল সুধীজন মে মাসের ৫ তারিখে মতিঝিলের "গণহত্যার" একজন প্রবক্তার পাশে এসে দাঁড়িয়েছেন, তাদের কাছে আমার শুধু ছোট একটি প্রশ্ন, তথ্যটি যদি মিথ্যা হয় তাহলেও কি আপনি তার পাশে এসে দাঁড়াবেন? বাকস্বাধীনতা চমৎকার বিষয়, আমি কয়েকজন সম্পাদকের বিরুদ্ধে কথা বলেছি, তারপরেও যদি এই লেখাটি সেই পত্রিকায় ছাপা হয় সেটি বাকস্বাধীনতা। কিন্তু একটা মিথ্যা তথ্য যদি একটা বিশেষ উদ্দেশ্যে প্রচার করা হয়, তখন সেই তথ্য প্রচার করার অধিকার বাকস্বাধীনতা নয়, তখন সেই অধিকার হচ্ছে মিথ্যা কথা বলার অধিকার।

এই দেশে এমনিতেই অনেক মিথ্যা কথা বলা হয়েছে, এখন কি আমাদের আনুষ্ঠানিকভাবে সেটাকে অধিকার হিসেবে প্রতিষ্ঠিত করে দিতে হবে?

রায়হানমোসি, ঢাকা,  17 Aug,2013 06:42pm অসুধের শিশির গায়ে লেখা আছে 'ভিটামিন', কিন্তু আসলে শিশির মধ্যে এপি শরবত। এই যদি অবস্থা হয তবে ভিটামিন বিক্রেতাকে আমরা কি বলবো? আমরা তাকে প্রতারক ছাড়া কিছুই বলবো না। তার বিরুদ্ধে মামলা হতে পারে, তার জরিমানা হতে পারে বা তার জেলও হতে পারে। শাস্তি তার হবেই কারণ সে প্রতারক। জাফর ইকবাল তেমনি একজন ভন্ড ও প্রতারক এবং চরম মিথ্যাবাদী। কারণ তার নামটি মুসলিম। যেকোন সাধারণ ছাত্র বা অভিভাবক বা যে কোন ব্যক্তি বিশ্বাস করে নেবেন তিনি একজন মুসলমান। অন্যদিকে মুসলিম সমাজে বসবাস করে, তার পরিবার ব্যবস্থার সুবিধা, সে সমাজের সম্মান আদান প্রদানের সুবিধা, সামাজিক নানাবিধ সুবিধা ভোগ করে সেই মুসলিমত্ব বা ইসলাম 'জাফর ইকবাল' লিখিত মোড়কের শিশির ভিতরে কি দেখতে পাই? ইসলাম আছে? নাই । মুসলমানিত্ব আছে? নাই। অথচ লেবেলে লেখা মুসলিম। ভিতরে তার ইসলাম নির্মূলের বিষ, মুসলিম স্বার্থ হত্যার বুলেট। তাহলে তার চেয়ে বড় প্রতারক, ভন্ড, মিথ্যাবাদী আর কে আছে। এই প্রতারণা তার একটি জাতির সঙ্গে, একটি বিশাল জনগোষ্ঠির সাথে। এরাই প্রতারণার মাধ্যমে মুসলিম সমাজে দলাদলি করে, সম্মানীত মুসলিম ব্যক্তিত্বদেরকে অপমান করে। তাদের সংগঠনকে অপমান করে। মুসলমান জাতি গোষ্ঠিকে খন্ড-বিখন্ড করে। এই ধরণের ভন্ড প্রতারদেরকে যতদিন বিচারের মাধ্যমে মুসলিম জাতিগোষ্ঠির ভিতর থেকে শাস্তি প্রদান করা না হবে ততদিন মুসলমানরা পরাজিত অপমানিত হতেই থাকবে।

We all (99.9%) have two death of birth. One in the school certificate and in passport (which is official); other is the one known by mother and rest of the family. That was customery in our age group. Why Mr. Mohsin Ali is alarmed I could not know. Most probablly Mr. Mohsin Ali has two date of birth one which is fake but official in his passport and the other is the real one which he and his mother know.

How she could forget that it was only Bangobandhu who as the President and the Father of the Nation of Bangladesh forced his the then Brig. Ziaur Rahman to accept Khaleda Zia and take her home with full honor as his (Zia) wife. Without Bangobandhu's intervention, Khaleda Zia would have been a divorced wife of Zia and would have been no more wife of Zia. She would not have been in such a position (BNP's Chairperson, 2 times Prime Minister/Opposition leader) now. Bangobandhu was her like 2nd father. Bangobandhu told Zia, "Khaleda is my daughter, take her home." Unfortunately, Khaleda Zia not only forgot Bangobandhu's contribution to her new life with Zia, she became so cruel to Bangbondhu that she has been observing her fake Birthday on the National Mourning Day, the day Bangobandhu and his family members were brutally killed, although Khaleda Zia has 5 other Birthdays according to the Government's and her school's records. Not only that - during her rules, she removed Bangobandhu's name and pictures from the history of the liberation of Bangladesh, from all the Government Records, Public Institutions, and Government Publicity. বিরোধীদলীয় নেতা ও বিএনপি চেয়ারপারসন খালেদা জিয়াকে তার ৬৮তম জন্মদিনের শুভেচ্ছা জানিয়েছেন বিদেশে অবস্থানরত তার ছেলে ও নাতনিরা। বৃহস্পতিবার ভোরে টেলিফোনে 'হ্যাপি বার্থ ডে দাদু' বলে খালেদাকে শুভেচ্ছা জানান তার নাতনি ও তারেক রহমানের মেয়ে জাইমা রহমান, আরাফাত রহমান কোকোর মেয়ে জাফিয়া রহমান ও জাহিয়া। খালেদা জিয়ার বিশেষ সহকারী শামসুর রহমান শিমুল বিশ্বাস এ তথ্য জানান। তিনি বলেন, জন্মদিনের প্রথম প্রহরে লন্ডন থেকে জাইমা এবং ব্যাংকক থেকে জাফিয়া ও জাহিয়া ম্যাডামকে উইশ করেছেন। এছাড়া জাইমার পিতা তারেক রহমান ও মা জোবাইদা রহমান এবং জাফিয়া ও জাহিয়ার পিতা আরাফাত রহমান কোকো ও মা তাব্বাসুম রহমান সিথিও টেলিফোনে ম্যাডামের সঙ্গে কথা বলে শুভেচ্ছা জানিয়েছেন বলে জানান তিনি। ২০০৮ সাল থেকে চিকিৎসার জন্য বিদেশে যান তারেক ও কোকো। এরপর থেকে তারা আর দেশে ফেরেননি।

Burning of books

A Bible Society of Egypt statement posted online Wednesday reported the "complete burning and destruction" of its bookshops in the cities of Assiut and Minia, in southern Egypt.

"Fortunately we were closed today, fearing such an attack, so none of our staff were injured," wrote Ramez Atallah, the society's general director. "The attackers demolished the metal doors protecting the bookshops, broke the store windows behind them and set the bookshops on fire."

violating Constitution and wasting public money?

Assistant Personnel Secretary (APS) of the former Railway Minister Surenjit Sen Gupta, Omar Faruq Talukdar, along with two other persons [former Railway General Manager (East) Yusuf Ali Mridha and its Dhaka Divisional Commander Enamul Haq] was caught in red handed with 70 lakh taka at midnight in Peelkhan, one of the highest sensitive and secured locations in the capital.  They were evidently reported to be heading towards the residence of the Minister with the moneys.  The moneys were reportedly collected as bribe from railway jobseekers at lower grades.  With severe nervous tone and panic mood, Mr Gupta said three different things/versions in the three consecutive press conferences held by him.  He was eventually forced to resign.  However, he was taken back to the Cabinet without oath within 30 hours and kept as a Minister without any portfolio.  The Prime Minister said the Railways Minister's resignation was not accepted.  According to the Prime Minister, a Minister remains in the post until the Prime Minister accepts his or her resignation and the President puts his signature on it!  Sheikh Hasina said, at the 40^th Founding Anniversary Gathering of Bangladesh Krishok League (BKL), farmers' wing of Bangladesh Awwami League (BAL), held at Bangabandhu International Conference Centre, "We made Surenjit Minister without portfolio as we did not accept the resignation of the Railway Minister."    

 

Mr Gupata was taken back in the Cabinet within 30 hours of his resignation.  What sort of lobby acted for him?  What was the need for keeping him in the Cabinet without any portfolio while corruption investigation was going on?  Where is the driver whose bravery led the culprits to be caught in red handed at midnight?  Has he been killed or become a victim of enforced disappearance?  Surenjit Sen Gupta is also drawing salary for doing nothing.  Is it legally and morally right to waste public funds [tax payers' money] in such a way?  These are the valid political, moral and legal questions.  However, we would seek in this article to evaluate the constitutionality of the Prime Minister's decision for keeping Mr Gupta in the Cabinet after his resignation.

 

Constitutionally, Ministers hold their Office during the pleasure of the Prime Minister.  The Prime Minister may at any time request a Minister to resign and if such Minister fails to comply with the request, may advise the President to terminate the appointment of such Minister, Article 58(2).  This is from the Prime Minister's side.  There are two other circumstances where the Minister's Office shall be vacant.  These are: if a Minister, who became Minister as a Member of Parliament, ceases to be a Member of Parliament, [Article. 58 (1) (b)] or if the Prime Minister resigns or ceases to hold Office, Article. 58 (4).  However, from the Minister's side, the Office shall be vacant if s/he resigns from Office by placing his/her resignation in the hands of the Prime Minister for submission to the President, Article 58(1)(a). The Constitution has not given any authority to the Prime Minister either to accept or reject the resignation at her will.  Once a Minister resigns, the resignation becomes immediately effective.  The other activities (i.e. submission of the resignation letter to the President by the Prime Minister and the signature of the President on the resignation letter etc.) are mere formalities.  This is understandable due to the fact that the Ministers act under oath and once their conscious dictates them to resign they must not be forced to be kept in the positions.   

 

Let us see what the leading lawyers and eminent jurists of the country have said in this matter.  Barrister Rafiq-Ul Huq, an eminent jurist and former Attorney General, said: "Is a Minister a service holder that his resignation has to be accepted?  There is nothing for acceptance of resignation.  If a Minister resigns, it takes effect immediately."  In relation to the retention of Suranjit as a Minister without portfolio, Barrister Huq further said: "Surenjit Sen Gupta resigned as Railway Minister but became a Minister again without taking an oath.  Without taking an oath of the Office afresh how will he sit in the Cabinet meetings?"  Echoing him another eminent jurist late Dr M Zahir said "To my knowledge there is no provision in the Constitution for acceptance of a Minister's resignation.  If one resigns, there is no issue of acceptance."  According to Hasan Arif, Senior Advocate of the Supreme Court of Bangladesh and former Attorney General, "There is nothing in the Constitution for acceptance of a Minister's resignation." In accordance with the country's leading constitutional expert Mr Mahmudul Islam, Senior Advocate of the Supreme Court of Bangladesh and former Attorney General, "lawmakers and holders of other constitutional posts and offices have the unilateral right to resign, the effectiveness of which is not dependent on the acceptance of the resignation by any authority." 

 

Leading academics are also of the same opinion.  Dr Shahdin Malik, renowned lawyer and academic (Head of the School of Law of BRAC University) said "If a Minister has resigned from his post there is no question of accepting or rejecting that.  According to the Constitution when the resignation letter was sent to the Prime Minister's Office that becomes automatically effective." In relation to the position of a Minister without portfolio, he further said: "It is not acceptable in any organisation that a person who has no work, would receive salary and take money and enjoy other privileges for doing nothing, and to this extent it is immoral also."  Another eminent academic Asif Nazrul, Professor of Law at the Law Department of Dhaka University, said: "After submission of a resignation letter, a Minister cannot be retained as a Minister without portfolio.  There is no provision in the Constitution that suggest there would be a Minister without portfolio."  According to a former President of the Supreme Court Bar Association of Bangladesh, who wants to remain anonymous, "It is immaterial whether the Prime Minister submits it to the President, the resignation comes into effect the moment he (Minister) submits the paper.  The Prime Minister has no authority to reappoint a Minister, but the Minister has to take fresh oath to hold Office.  He must be reappointed, but not re-designed."                    

 

It would appear from the above constitutional provisions and opinions of the leading lawyers, academics and eminent jurists of the country that the Prime Minister was either ignorant of the constitutional provisions or if she was aware of, was knowingly misleading the country.  She clearly violated the Constitution in keeping Surenjit Sen Gupta in the Cabinet as a Minister without portfolio.  Minister is neither civil servant nor ordinary employee.  His position is constitutional post.  In a constitutional post, there is no scope for submission of joining letter as after taking the oath a person is automatically installed in Office.  Similarly, there is no scope for accepting or rejecting the resignation letter.  It becomes effective at the moment the concerned Minister resigns.  The Prime Minister has nothing to do apart from regretting or saying some carefully selected words in the media on the exit of the resigned Minister.  This is the norms and conventions we have seen in the developed democracy, particularly in the UK, the mother place of parliamentary democracy.  Same norms and conventions, more or less, are followed in India.  Why should we be different, especially when we have written Constitution with clear provisions?  Does our Prime Minister consider her to be more democratic than her counterparts of those countries?  Whatever one may be, by violating the constitutional provisions he cannot be more democratic.  Rather, it would appear to be the sign of dictatorship, arrogance and disrespect to the Constitution.      

Mr Surenjit Sen Gupta's another scandal has recently come out in the media where he asked for three crore take bribe from a female institution called 'female academy' of his own constituency.  He has opened up a Shopping Mall in his local area, the sources of money and funds are unknown.  His son has become giant of telephone business since Mr Gupta became a Minister.  All those corruption incidents and allegations are serious.  There are overwhelming evidences of corruption and bribe against Mr Gupta.  Mr Gupta is not an asset at all for the government.  He is certainly a liability for the government. The sooner the government - and particularly the Prime Minister - realise this, the better for the nation.
