Minister Mr Nurul Islam Nahid has said  " The government will formulate the National Education Policy within three to four months based on the Qudrat-e-Khuda Education Commission report of 1974."
Much water has flown down the river since 1974.The present situation is much different than 1974.So government should not go to Kudrate Khuda commission, not even form a new commission.Any new commission will create new conflicts in our ideologically polarised country.
At the policy level our education do not have much problem, we lack only proper implementation.If some changes are needed , do it without new commission but as government decision, item by item with proper consultation with all sided of national divide.
 
The people with whom minister met represents mostly discredited left old-guards.Government should not give much credence to such people.

Policy to be based on Qudrat-e-Khuda Commission report, says minister

The government will formulate the National Education Policy within three to four months based on the Qudrat-e-Khuda Education Commission report of 1974.

Education Minister Nurul Islam Nahid said this at a meeting with 30 renowned academicians at the secretariat yesterday.

He said the entire education system from primary to tertiary level would be re-designed according to the education policy.

"There is no need to form a new education commission. Considering recommendations from the academicians, we have decided to prepare a National Education Policy based on the Qudrat-e-Khuda Commission's report," the education minister said.

He hoped that government will able to complete the education policy by three to four months adding the policy will guide us to free the country from illiteracy.

Nahid also said government will also try to introduce an unified primary education system across the country merging the existing 11-kind of primary education system to end the discriminations in primary education.

MINISTER MEETING WITH ACADEMICIANS < /b>
The renowned academicians urged the education minister to stop the culture of forming new education commission to ignore the political interest.

Most of the academicians suggested formulating the national education policy based on Qudrat-e-Khuda Commission so that secular and science based education system can be introduced.

They also suggested that the report of the Qudrat-e-Khuda Commission should be slightly modified to make the policy fit for the country's existing education system.

"Millions of public money were spent for previous seven education commissions by different political governments. But they didn't implement the recommendations due to the apprehension of demonstrations by the opposition, said Prof Dr Zillur Rahman Siddique, former VC of Jahangirnagar University.

Prof Muhammad Zafar Iqbal, Chairman of Computer Science department of Shahjalal University of Science and Technology, said government should immediately cancel the postponed 'uni-track education system' and introduce 'real unified education system' merging three systems--Bangla, English and Madrasa.

Prof Serajul Islam Choudhury emphasised on quality books and skilled teachers for ensuring quality education in the country.

UGC Chairman Prof Nazrul Islam suggested forming several advisory committees for improving education system from primary to tertiary level.

Dr Sirajul Islam, Abdullah Abu Sayeed, DU VC AAMS Arefin Siddique and its Pro-VC Harun-Or-Rashid, Brac University VC Prof Zamilur Reza Chowdhury and renowned academician Momtaz Uddin Patwary, Prof Rangalal Sen, Mostafa Zabbar, Prof AK Azad Chowdhury, Prof Ajoy Roy and Khandakar Bazlul Huq, among other academicians, were present at the meeting.

QUDRAT-E-KHUDA COMMISSION
Qudrat-e-Khuda Education Commission was formed in 1972 headed by the leading educationist and scientist Dr Qudrat-e-Khuda. The commission submitted its report to the then Sheikh Mujib government in May 1974.The commission suggested some major changes in the primary, secondary and higher secondary levels.

[mukto-mona] On the Remembrance day of the Father of the Nation: Mahatma Gandhi,

On the Remembrance day of the Father of the Nation: Mahatma Gandhi, my suggestions in the larger interest of Indian Democracy.

 

In response to my Emails, I have received messages asking me to lay down the agenda and program for the Group, I am envisaging or in my mind.

 

Before coming to the point of my suggestion, I must say that time has come to reexamine the Constitution of India, by the People and not by the establishment itself, to find out the various hidden roots, responsible for the sufferings arising out of the problems being faced by the masses, and caused due to various administrative lapses and lacunas in the establishment. In this respect, I have made my own assessment of the Constitution of India, which is totally different from the evaluation being made time and again by the Politicians, and is also totally different from the Review Commission. On the basis of my own assessment, based on my own experiences, sufferings and studies made by me, and in view of its direct relationship between the following:

(1)        Constitution of India and Government of India Act, 1935;

(2)        Government of India Act, 1935 and the Act of 1919 enacted as a result of the Montague Chelmsford recommendations;

(3)        Act of 1919 based on the recommendations of Montague Chelmsford and Act of 1909, following the recommendations of Minto Morley reforms;

(4)        Act of 1909 enacted based upon the Act of 1892 and;

(5)        Act of 1892 and the Act of 1861.

 

We should not forget that after 1857 (Gadur) revolution, the British Emperor took over the Powers of the Government of India, from the East India Company and brought in the Act of 1861, along with several other Laws, taking into account of the findings regarding the core of Unity amongst Indians, irrespective of their different religion, cast, creed, language etc., in a Report submitted by Sir Hume to Queen Victoria. Remember that all the aforesaid laws, enacted since (1860) 1861 including the Government of India Act 1935, were enacted in the garb of reforms, but the basic object of the British Imperialism, behind the enactment of each such law, were to divide Indians so that they may be able to continue their Rule over India, without any let or hindrance. However, after the Second World War, the British Government came under insurmountable pressure of the debts that had been incurred from their respective colonies, during the two World Wars, and was further accentuated by the acute pressure being brought upon the Imperial Power to transfer the Powers to local people of various countries, including India. Since 1942, the British Government had been showing its keenness to transfer the powers to Indians, keeping its interests protected. That is the basic reason we were under compulsion to adopt the Government of India Act, 1935, as basis of our Constitution, under the agreement with the Cabinet Mission from Britain and the Congress Party. With the Result that today, in India, there is neither a single leader who could be called a National Leader, nor any Political Party a National Political Party. Unless and until, we not able to provide foolproof scope for the honest people to get elected to Parliament, how we can expect that we can make good laws?  

 

The basic root of the all the problems lies in these very aforesaid facts. Even after 61 years of Independence, we Indians are made to believe that Indian Constitution was prepared by Dr. B. R. Ambedkar. But, Dr. Ambedkar himself, on 2nd September 1953, has strongly contradicted this very story, by making a statement in the Rajya Sabha (Parliament) that "People always keep on saying to me, so you are the maker of the Constitution. My answer is I was a hack. What I was asked to, I did much against my will. I am quite prepared to say that I shall be the first person to burn it. It does not suit anybody." Now the question that arises and is required to be answered that who asked to finish such job against his own will, and a job which does not suit anybody? The Chairman of the Constituent Assembly of India and 1st President of India Dr. Rajendra Prasad is said to also have to refused to sign the Constitution in the first instance, after its completion, observing that this Constitution cannot fulfill the aspirations and requirements of the people and the nation and signed only after a long persuasion. Some thing was hidden from the people by our then leaders, which needs to be unearthed out of this historical background.

 

Shri M. Ananthasayanam Ayyangar, during the debate as the then Member of Constituent Assembly of India (who subsequently elevated as the First Speaker of Loksabha) described the Article 32 of the Constitution that "the Supreme Court according to me is the Supreme guardian of the citizen's rights in any democracy. I would even go further and say that it is the soul of democracy. The executive which comes into being for the time being is apt to abuse its powers, and therefore the Supreme Court must be there, strong and un-trammelled by the day to day passions which may bring a set of people into power and throw them out also in a very short time. In less than three or four years during which a parliament is in being, many governments may come and go, and if the fundamental rights of the individual are left to the tender mercies of the Government of the day, they cannot be called fundamental rights at all. On the other hand, the judges appointed to the Supreme Court can be depended upon to be the guardians of the rights and privileges of the citizens, the majority and the minority alike. So far as the fundamental rights are concerned, my humble view is that there is no difference between the rights and privileges of individual citizens, whether they belong to the majority community or to the minority community. Both must be allowed to exercise freedom of religion, freedom of conscience, must be allowed to exercise their language and use the script which naturally belongs to them. These and other rights must be carefully watched and for this purpose the Supreme Court has been vested with the supreme ultimate jurisdiction."  Whereas on the basis of my own experiences, I can claim that such rights now is reserved for the Powerful People only.

 

In this backdrop of my study, though I am not a Journalist, during the period 1996-2001, I have written about 250 Articles, mostly published in Hindi and a few in English Newspapers(*), covering almost all the four corners of the country. My each article had a focus on separate issues relating to the specific problem, with suggestions for appropriate changes, in the Constitution as well as in the respective laws, to counter such problems. There were very Good responses from the readers. I could even make a compilation of the aforesaid suggestions in a Book form and got it registered with the Name and Title of "A MODEL OF NEW CONSTITUTION FOR INDIA", vide Regn. No. ROC No. L-23522/2005, under the Copy Rights Act, 1957. My all the suggestions are based on the following basic fundamental principle that without adhering and translating into practical system, through appropriate administrative mechanism, a democracy cannot survive :-

1.         Truth shall always prevail;

2.         Justice must be above all;

3.         Reins of powers should rest in the hands of the people;

4.         Unity, based on self-reliance, self-respect and self-dependence amongst the people must be the supreme object;

5.         Each, including the Constitutional Authority, should be accountable before the law and system, irrespective of his status or position;

6.         Justice delivery system should be easy, affordable and above all within reasonable time;

7.         In the Election mechanism, value should be given to the Voters not to the Voting;

8.         Individualized Politics should not be allowed at any level and at any cost;

9.         Promotion of the aspirants to the political leadership, should be based on experience, competency and performance;

10.        Distribution of the benefit of the progress and the economic betterment of the country, should be stressed horizontally, without any Government control;

11.        System should not allow finding the ways to discriminate one to protect the powerful by skills or expertise; and

12.      Each Individual should be kept away from the democratic process, if he is not prepared to follow these principles in letter and sprit.

 

Such findings can be made by the People itself representing almost each area of the country and from each segment constituting a "Peoples Constituent Assembly" to examine the hidden root causes of the various problems, suffered by the citizenry, at the hands of the establishment and to formulate the suggestion to bring appropriate changes or a Draft of New Constitution for India, competent to meet the aspirations of the citizenry of India. Since we have adopted the British system of democracy, the present election process is full of all the potentialities to keep the Indians divided as a legacy of the British Empire and keep allowing the wrong doers to continue to rule over the people, the same way as the Britishers did, with the only difference that earlier it was the Gora Saheb, whereas now it is the Hindustani Saheb. Therefore, the people who want to participate as a member of the `People's Constituent Assembly', can also consider those suggestions made by me or prepare their own suggestions, as they deem fit.

 

The People's Constituent Assembly should function in a Village, if possible accommodation is made available free of any charges;

 

The People's Constituent Assembly would be an open forum wherein discussions and debate would take place to reexamine each prevailing provision of the Constitution and to make suggestion for appropriate changes by formulating a Draft of a New Constitution for India.

 

In this context, I may please be permitted to say that if need be I could make my humble contribution, if required, to hold the event of the "People's Constituent Assembly", by approaching the respective Owners of the Havelies, for providing help in arranging such facilities, at my Village in Tamkore, situated in the District of Jhunjhunu, Rajasthan, to accommodate the delegates in "Rajasthani Havelies", Free of any charges. It may not be out of way to mention here, that I hail from `Tamkore', which is also the Birth Place of the well known all over the World, the great spiritual leader and Saint Acharya Mahapragnyaji, who is respected by all the section of the people irrespective of their cast or community or religion or region, in India as well as abroad. Before, taking Diksha in the sect, His Holiness's was Nath Mal Choraria, son of Shri Tola Ram Choraria. Recently, Acharya Mahaprgnyaji co-authored a book with former President Dr. A. P. J. Kalam. I can also recall that Dr. A. P. J. Kalam, during his tenure as President of India, at the Eve of the Independence day of 2003, while addressing to the Nation, specifically made a mention of the name of His Holiness's Shri Acharya Mahapragnyaji;

 

If the "Peoples Constituent Assembly" is constituted and had its functional activities at my Village, I do hope that in that event, appropriate space for functioning of People's Constituent Assembly could be also be made available and in such an event a Preparatory Committee is required to be constituted which could decide all the modalities along with specific terms and conditions, enabling the "Peoples Constituent Assembly" to submit before the Nation, though a resolution along with `A Draft of New Constitution for India', demanding thereby to ensure and obtain good, transparent and accountable governance as a true functional democracy in India.

'Obama effect' vis-a-vis Bangladesh

By classical military definition, the winner in a battle is the army that remains on the battlefield when the battle is over. The Hamas leadership in the Gaza strip still stands, suffering and resisting over three weeks of savage attacks, carnage and ruination by the mighty Israeli war machine.

   Israeli writer and peace activist Uri Anvery commented in Counterpunch, January 19 issue: "The planners of the war (in Gaza) chose the timing with care: during the holidays, when everybody was on vacation, and while President Bush was still around. But they somehow forgot to take into consideration a fateful date: next Tuesday (January 20) Barack Obama will enter the White House.
   
   Brazen indulgence
   Tel Aviv was shamelessly indulged by the departed Bush administration of USA (and leading European nations), and allegedly obtained active connivance of the anti-people President of the Palestinian entity, Mahmud Abbas, as well as passive toleration by Egypt, Saudi Arabia, UAE and Jordan, all of whom wished for the demise of Hamas. But Hamas survived, and the rabid Israeli army withdrew from Gaza ahead of inauguration of Barack Obama as the President of the United States.

   This date is now casting a huge shadow on events. The Israeli Barak understands that if the American Barack gets angry, that would mean disaster. Conclusion: the horrors of Gaza must stop before the inauguration. This week that determined all political and military decisions. Not 'the number of rockets', not 'victory', not 'breaking Hamas'.

   When there is a ceasefire, the first question will be: Who won? "Israeli army was not eager to enter the Palestinian towns, in which (Hamas) fighters were entrenched. And indeed: the army told the government that the conquest of Gaza city could cost the lives of about 200 soldiers, and no politician was ready for that on the eve of elections.
   The very fact that a guerrilla force of a few thousand lightly armed fighters held out for long weeks against one of the world's mightiest armies with enormous firepower, will look to millions of Palestinians and other Arabs and Muslims, and not only to them, like an unqualified victory.

   Arab defeat in 1948
   "The Arab defeat in the 1948 war brought in its wake the fall of almost all the existing Arab regimes and the ascent of a new generation of nationalist leaders, exemplified by Gamal Abd-al-Nasser. The 2009 war may bring about the fall of the current crop of Arab regimes and the ascent of a new generation of leaders - Islamic fundamentalists who hate Israel and all the west."
   
   Kissinger thesis
   The 'Obama effect', the label coined for the mandate for change by the US electorate in the international media, may have its repercussions in the geopolitics involving Bangladesh as well. Obama is committed to upholding the right of U.S. might and the role of US supremacy despite declining economic power of USA in the world market. On that score, his policy planning team has taken note of the Kissinger thesis that the world economic order may overcome the current crisis and stabilise only through Sino-American cooperation. Formerly U.S. National Security Adviser and Secretary of State, Henry Kissinger predicts US Asia-Pacific cooperation with China to overtake US Trans-Atlantic cooperation with Europe.

   Remodeling US ties
   President Obama is also committed to repair and remodelling of US relations with the Arab and Islamic countries. That includes remodelling of US relations comprehensively with Bangladesh polity as well. The US perception of Bangladesh as a "moderate Muslim country" with democratic credentials and not insignifant voice in the OIC, and as potentially capable with its abundant cheap labour to attract sovereign Arab funds for investments and joint ventures, continues to weigh with the Obama team.

   Obama has identified Iran-Afghanistan-Pakistan-Kashmir-India as a problem zone with informal war brewing and nuclear teeth grunting in uneven contests, the sobering effects of economic successes and failures of various players notwithstanding. The Obama team advocates engagement in the area both in military and conciliatory terms.
   
   ASEAN Plus Three
   ASEAN Plus Three extending up to Nepal and Bangladesh present a different picture. The internal dynamics of this populous belt register an accommodating capacity capable of burying militant tendencies and resolving conflicts. The manpower potential and alternative development outlook in this zone are also significant. Per-force the Obama team will have to engage with the nations of this zone creatively, and in a collective approach if not individually with each nation-state.

   In Bangladesh, the pattern of governance and the practices of democracy came particularly under censorious scrutiny of the Trans-Atlantic power bloc led by U.S.A from the time of the Bush administration's declaration of global war on terror and expedition against Teleban rule in Afghanistan.
   
   BNP-Jamat partnership
   That external scrutiny enrolled the services of a civil society movement for good governance and liberal democracy, which in effect helped the then Opposition in its tirades against the ruling alliance primarily of BNP-Jamat partnership.

   A tumultuous electioneering of nearly four years, the latter half of which was initially adverse to both sides of the political divide vying for power, climaxed in the end in consolidation of the grand alliance under the leadership of Sheikh Hasina and fragmentation of BNP by three significant choppings (one by sacking of Badruddoza Chowdhury, one by rebellion of Oli Ahmed and group, and one by expulsion of Mannan Bhuiyan), leaving the towering leadership of Begum Khaleda Zia unquestioned, but cornered nonetheless under emergency straitjacket.

   Khaleda's four-party alliance won only just over 10 per cent of seats in the National Assembly in the general election after emergency was withdrawn. BNP lost some 8 per cent of votes to the Awami League. But her four-party alliance still stands with the solid support of 35 per cent of voters. Her strategic mistakes and the follies of her team that contributed to the debacle is not our subject of deliberation here; but of course she may learn from her mistakes and follies and stage a challenging comeback. The Obama effect may also offer her a window of opportunity for a challenging comeback, if she may play her cards well.
   
   Indo-US nuke deal
   The BNP team-members are continuing to harp on the theme that the Trans-Atlantic power bloc, particularly after the Bush administration, put its heart on the Indo-American nuclear deal and conceded to Delhi a hegemonic role in South Asian affairs, consorted with Delhi for a regime change in Bangladesh, and her electoral defeat is the result of that compact. In so far as there may be merit in that allegation, it also points to her party's failure to foresee the geopolitical flux, engage the geopolitical players, and effectively neutralise at least partially most components of that compact while it was in the making. This blame game also blinds the eyes of Khaleda Zia's team to necessary self-criticism and correction in regard to its relations with the internal organs of that state that were summarily put on the dock (instead of rival contenders for power) by BNP-Jamat leaders during the December hustings.
   
   Geo-political players
   The "Obama effect" may offer the BNP-Jamat leadership of four-party alliance a fresh opening to engage with major geo-political players politically and without rancour. Economically too, Sino-American understanding may help the existing OIC and Arab connections of the four-party alliance a solid role to play in Bangladesh, albeit without getting involved in domestic political bids and counter-bids.

   The new foreign minister of current Sheikh Hasina cabinet, Dr. Dipu Moni appears well-aware of economic diplomacy she must undertake to develop OIC and Arab connections both for roping in sovereign fund investments as well as expanding manpower export market. A common strategy between the government and the opposition on the matter may be most desirable for the good of the nation.

   Meanwhile, post-election violence, particularly amongst the students following of Sheikh Hasina, may be posing a disturbing distraction for Sheikh Hasina's young team from the onerous tasks ahead. Indeed the fragmentation syndrome that badly maulled BNP may now be contaminating Sheikh Hasina's intimate team. Indian correspondent Srabanti Majumder writing in weekly Blitz of India noted in a report captioned "Bangladesh, Untold story of Sheikh Hasina's arrest" as follows:
   
   The RATS and Hasina
   "Almost 15 days prior to arrest of Awami League chief Sheikh Hasina, a number of leading leaders of the party named Abdur Razzak, Amir Hossain Amu, Tofail Ahmed, Suranjit Sengupta, Sajeda Chowdhury -- known as the RATS -- along with an internationally known lawyer met some of the senior military officials at a house in Dhaka's Gulshan area to discuss the possible reform in the party. During this meeting, eminent Awami League leader Amir Hossain Amu opined that, as first step of any such reform, Awami League chief Sheikh Hasina should be immediately arrested. His opinion was strongly supported by two other figures in the military-backed interim government named Barrister Moinul Hussein and Major General [Retired] M Abdul Matin.
   
   The masterminds
   "Dr. Debopriya Bhattacharya (Bangladesh envoy to the U.N. in Geneva) was also amongst the masterminds in seeing total reform in both the large political parties in the country..... Former dictator Hussain Muhammed Ershad was actively helping the interim government through various ways. When a government in the Middle East stopped recruiting Bangladeshi workers, Ershad visited that country being an unofficial envoy of the millitary backed interim government and succeeded in removing the ban. Hussain Muhammed Ershad was personally eager to see both the female leaders ousted from the leadership of their respective parties.

   Prime Minister Sheikh Hasina is already aware of the total conspiracy and the role of the conspirators in sending her in prison thus pushing the fate of her party into extreme difficulty. "This was the prime reason for the exclusion of Abdur Razzak, Amir Hossain Amu, Tofail Ahmed and Suranjit Sengupta - together they are known as RATS - with some other senior leaders including Sajeda Chowdhury in the cabinet, (and exclusion of H M Ershad as well?)......"

   The AL circles tend to believe that the RATS were the prime movers of party reforms [popularly known as "Minus Two Theory" with the help of a powerful security agency] who attempted to implement it with others help. They also say that before holding the next Awami League central council meeting sometime later this year, the chances of including other suspected minor reformists in the cabinet is almost zero.

   "Meanwhile, deprived heavy-weight leaders in Awami League are continuing to conspire in putting pressure on the present government by instigating unlawful activities within Campuses in Bangladesh as well as extortion, land grabbing, murder etc., in the country. It is also learnt that, some angry heavyweight leaders are privately telling their followers to do everything in distorting the law and order situation in the country to greatly discredit the newly formed cabinet of youngsters mostly, in the present government."

   Bangladesh cannot afford any more of such violent distractions. It is high time that cool heads from both the government and the opposition came together to work out a bipartisan strategy for Bangladesh to take advantage of the 'Obama effect' for the sake of the nation.

Dear All,

Our situation with India is somewhat like Mexico and Canada to USA, with a striking difference that USA is continuously helping by all means to uplift the situations of the neighbors such that someday USA can enjoy a status of good neighborhood as well as can save time and efforts diverting from them on the own business. Aiming at these goals, USA crafted NAFTA and similar other treaties with the neighbors. Providing huge number of employments for the citizens of those countries. A lot of US citizens are not happy about it because the resources are being drained to the neighbors as opposed to be wholly on them. But US goal is great clean and long term. Mr. Enyetullah is extremely disheartened and displeased and I see the real reasons why he is so. I have quite sympathy for him. He has also become quite alarming, indicating that Bangladesh always works for India and someday India will swallow Bangladesh like octopus. By my opinion, Mr. Enayetullah is quite wrong in saying that Bangladesh always works for India. In the past, Bangladesh has denied a number of attempts of India. Please see about Mexico and Canada, what they do. Compared to them, Bangladesh did not do any bits for India, regardless of what party ruled Bangladesh.

Big fishes always try to eat the small fishes provided the small fishes are considered as the diets of the big fishes. Not all big fishes are very kind enough to spare the small fishes, and not have theior diets. However, there are kind big fishes too like USA to the neighbors but certainly not India to her neighbors. It completely depends on the character of the big fish, and also the advantages and disadvantages from both sides.

India is the nearest neighbor of Bangladesh, covered on three sides. Enemosity with India is not at all worth it. Also, we can not take the country elsewhere to get rid of the grabbing scope of India. So, how can we protect our country? United we stay, divided we fall. Courtesy costs nothing but buys everything. Look before you leap. Get other stronger friends behind you. Remain democratic. Increase mutual trade and commerce as maximum as possible. Stop strifing and incursions. Build maximum friendship but not at the cost of self, society or country. Give them the posture that we are friends not foe. Participate in mutual exchanges. However, do not allow transit type of endavors. These are few things we can do.

Most of all we have to become stronger, resourceful, and determined. When India will see a neighbor like this, she will think twice to deal with us the way she does with Bhutan or Sikim.

So, let's try to build us leaving behind just criticisms and apathy.

1601, Remember East Inida Compnay  and that sly, low Lord Clive? Mr Clive first visited India as a part of East India Company to start trade with wealth-rich India, most demandingly for cotton. Before defeating Nawab Sirajouddola, shrewed CLive traded with India for a while, until the opportunity came to colonize India for 200 years.
 
India, a large neighbor has the similar aspiration, it may not show the true color today, but, like sly Clive, it will show its color when needed. Those who think India helped us secure independance during liberation, and its time to pay debt like all BAKSAL lovers, they are fool!.
 
Surely, India helped to separate eastwhile two Pakistans to benefit its own agenda. A weaker Pakistan and Bangladesh is always work for India's advantage. Even for Sri Lanka, India actively helping LTTE for last 20 years, sympathasizing with Tamils, most causing pain & weakening its neighbor and destroying Sri Lanka's economy.
 
India has a global aspiration to be a super power, probbaly within next 20 years. Bangladesh, a small neighbor, will be just  a pawn. I guess we don't have much choice!
 
Maybe, in future, like octopus, India will swallow all its little little friends. It would not be so bad, afterall, we are all same people, aren't we?
 
Good luck Madam Seikh Hasina, this is your chance to finish the rest of your dream! We have been dreaming for last 37 years, whay wait?

are we missing something? india is asking for a "transit" which is a "corridor" actually. "transit" is mentioned to deceive the people of bangladesh. one day india may agree to allow bangladesh "transit" to nepal and/or bhutan in exchange of "corridor" to north east indian states. this imbalance exchange will not benefit bangladesh as much as it will benefit india. eventually, INDIA WILL HAVE ITS GATES ON BOTH SIDES OF BANGLADESH, this is an extreme threat to bangladesh's sovereignty. i would like to know if there is any such "corridor" allowed to any country.

The Bangladesh Today - 25th January 2009

Every government of Bangladesh - elected or not - feels its incumbent
upon itself to bring up the issue of transit to India but in the end
nothing really gets done except talks which inflame the passions of
the people of this country, moving them to resist any moves by any
government to offer infrastructural facilities to India such as
transit and the use of ports. This has been going on for the last 2
decades but in the last couple of years it has assumed urgent
proportions for India because of their need to get to their states
bordering Bangladesh to the north and east, it being much more time
consuming and costly to travel all the way round than through
Bangladesh. Consider, for example, the fact that right after the
Emergency was declared on 11 January 2007, the Indian Government
invited the Chief of Army Staff to India and gave him a "royal
treatment" in order to elicit some form of commitment regarding the
transit issue - it is of note that the Indians did not invite the
President or the Chief Advisor but the man holding the gun and the
power who got all the attention. Similarly, even before the 29
December election, the Indian Ambassador in Bangladesh was busy
shuttling between the BNP and AL, hedging his bets. When the AL won
the election, the Ambassador came on strongly setting up a visit by
the Indian Foreign Minister whose main agenda undoubtedly would be the
transit, the port and the off-shore exploration of gas in the Bay of
Bengal.

Much has been talked about the issue of transit and there is nothing
new to add as far as the perceptions and view points of the people of
Bangladesh are concerned. On 14 July 2008, The Bangladesh Today
carried a commentary on the issue; it would be worthwhile to reproduce
the major aspects of it here.

The Indian High Commissioner in Bangladesh, HE Pinak Ranjan
Chakravarty, spoke to the press on 10 July 2008, after his meeting
with our Foreign Advisor. Mr. Chakravarty had this to say: "We are
raising the issue at every forum but it is yet to come into effect.
Bangladesh considers the issue as political but it is not that; we
don't see it as political. Both the countries should consider the
issue of transit facility for the development of the overall economy
and trade". Well, from this statement its pretty clear what India
wants and why but perhaps India and its High Commissioner (HC) are yet
to understand what Bangladesh wants and why. So let's get down to the
crux of the business.

Starting with the economic aspects on which the Indian HC seems to be
so insistent, we would like to mention that both Bangladesh and India
have access to each other through various land, river and sea routes
and therefore trade and commerce between the two countries can go on
and increase to any extent that the two countries want. As a matter of
fact India has a huge trade surplus over Bangladesh, which means that
India is exporting far more than importing from Bangladesh. Therefore
it is difficult to see how a "transit" through Bangladesh is going to
further improve the economic aspects, when trade is already heavily
weighted in favor of India.

India has to bear tremendous costs to get to its south-eastern states
all the way round; a transit through Bangladesh would make that access
easier both economically as also militarily because these
south-eastern states are all plagued by insurgencies of one type or
another. No, Mr. Chakravarty it is not Bangladesh which is going to
benefit from the transit - except for the paltry sums to be realized
for the passage through - it is India which is going to benefit,
leaving Bangladesh with a permanent security hazard much like the 25
years Indo-Bangla treaty signed just after the independence of Bangladesh.

While we are on economic issues, what about equitable distribution of
river waters which India is denying us, turning huge tracts of our
agricultural lands into deserts during the dry seasons; what about
damming of rivers upstream and releasing those waters during monsoons
turning the whole of Bangladesh into an ocean; what about trying to
grab some of our Exclusive Economic Zones in the Bay of Bengal; what
about denying our people access to many of our "enclaves" in India and
finally what about flooding our Country with Indian phensidyl, drugs
and intoxicants of all sorts.

Coming to the far more important political and security aspects which
the Indian HC is so keen to downplay, we would like to mention that a
"treaty of transit" is certainly going to include clauses for
guaranteed continued access to the transit routes by India. Should
those guarantees fail at anytime, India would not hesitate to march in
with its military forces to ensure that transit, citing reasons of
"national interest" much like they did in Sikkim, Maldives and Sri
Lanka. So, Mr. Chakravarty, every Bangladesh Government understands
these things and that's why India never got the transit and it never will.

If India wants transit through Bangladesh, we want transit through
India to Nepal and China - this makes more economic sense to us. So by
all means let's have transits, both through Bangladesh and India with
equal guarantees and conditions of access through these routes. Better
still, let's have the historical "Bengal, Bihar, Orissa and Assam" in
one powerful Nation-State of Bangladesh so that India doesn't have to
bother about transit to those areas.

[ALOCHONA] 2m to attend Biswa Ijtema:Devotees from 152 countries gather on the bank of Turag


Biswa Ijtema, the second largest Muslim congregation after the hajj, begins today on the bank of river Turag with participation of devotees from 152 countries.

The three-day congregation is expected to witness around 20 lakh devotees including more than one lakh women from across the world, said the organisers.Meanwhile, thousands of devotees reached the Ijtema venue and already joined the religious sermon that began after the Fazr prayers yesterday.

The Tablig-e-Jamaat has been organising the gargantuan gathering since 1976. Several thousands devotees volunteered to prepare the five-square kilometre ground to accommodate the devotees.

The government is also extending all-out supports and providing facilities for the smooth holding of the gathering.As many as 44 special trains and a number of BRTC shuttle bus service have been arranged to ease the transportation.

Eight deep tube-wells and an 11 kilometre long pipeline with the capacity of 50 lakh gallons of water everyday have been set up. A water tank with the capacity of storing one-lakh gallons of water has also been set up.

The authorities also placed around 50 medical teams for providing with treatment facilities to the devotees free of cost.

The law-enforcers put up a three-tier security system including helicopter patrol and close-circuit television (CCTV) monitoring in and around the venue.Police and Rab sources said the law enforcers would frisk everyone at five checkpoints to avert any untoward incident.

Around 11,000 security personnel from the police Rapid Action Battalion (Rab), Bangladesh Rifles (BDR), Armed Police Battalion (APB), ansars and several hundred members of various intelligence agencies have been put in place to ensure security.

Police Superintendent of Gazipur Abdul Baten told The Daily Star that 48 CCTVs and 30 video cameras had been installed at different strategic points. Moreover, police members would also remain on patrol.

Major Masud Parvez, chief of the control room of the Ijtema security said helicopters, speedboats and motorised vehicles would be operative to ensure foolproof security.

Meantime, Prime Minister Sheikh Hasina in a message greeted the countrymen as well as the Muslim Ummah on the occasion of Biswa Ijtema.

The Prime Minister said Biswa Ijtema, the annual Muslim congregation, has become a part of Bangladesh's national tradition and is a glorious event. I think Biswa Ijtema has been significantly contributing to disseminating the essence of Islam such as universal peace, fraternity, honesty and generosity," she said.

Sheikh Hasina hoped that the grand gathering would continue to strengthen the bond of unity, solidarity and brotherhood among people of all walks of life and the Muslim Ummah.

Salam from down under.

Question remians, how would the Government implement its much decorated Digital Bangladesh promise under the framework of an Education Commission report of 1974 when even computer was unknown to our citizens, let alone internet and the term digital. Are we pulling our nation backward? This is simply arrogant and driven by failed old-style ideology. Ideology driven efforts may not bring anything good for our nation, other than dividing us further. The leaders should think about reality driven policies for the development of Bangladesh. With all respect, most of the people who were invited in the meeting to talk about the education reform are unfamilier with ICT, and other modern technologies. They could only talk about ideology that they promote which is irrelevant in the current situation in many way. Young generation are not as much ideology driven as our retired and semi-retired academics are. They want opportunity and development in the current environment, 1974 is too far back for them.

Minister Mr Nurul Islam Nahid has said " The government will formulate the National Education Policy within three to four months based on the Qudrat-e-Khuda Education Commission report of 1974."
Much water has flown down the river since 1974.The present situation is much different than 1974.So government should not go to Kudrate Khuda commission, not even form a new commission.Any new commission will create new conflicts in our ideologically polarised country.
At the policy level our education do not have much problem, we lack only proper implementation.If some changes are needed , do it without new commission but as government decision, item by item with proper consultation with all sided of national divide.

The people with whom minister met represents mostly discredited left old-guards.Government should not give much credence to such people.

Policy to be based on Qudrat-e-Khuda Commission report, says minister

The government will formulate the National Education Policy within three to four months based on the Qudrat-e-Khuda Education Commission report of 1974.

Education Minister Nurul Islam Nahid said this at a meeting with 30 renowned academicians at the secretariat yesterday.

He said the entire education system from primary to tertiary level would be re-designed according to the education policy.

"There is no need to form a new education commission. Considering recommendations from the academicians, we have decided to prepare a National Education Policy based on the Qudrat-e-Khuda Commission's report," the education minister said.

He hoped that government will able to complete the education policy by three to four months adding the policy will guide us to free the country from illiteracy.

Nahid also said government will also try to introduce an unified primary education system across the country merging the existing 11-kind of primary education system to end the discriminations in primary education.

MINISTER MEETING WITH ACADEMICIANS < /b>
The renowned academicians urged the education minister to stop the culture of forming new education commission to ignore the political interest.

Most of the academicians suggested formulating the national education policy based on Qudrat-e-Khuda Commission so that secular and science based education system can be introduced.

They also suggested that the report of the Qudrat-e-Khuda Commission should be slightly modified to make the policy fit for the country's existing education system.

"Millions of public money were spent for previous seven education commissions by different political governments. But they didn't implement the recommendations due to the apprehension of demonstrations by the opposition, said Prof Dr Zillur Rahman Siddique, former VC of Jahangirnagar University.

Prof Muhammad Zafar Iqbal, Chairman of Computer Science department of Shahjalal University of Science and Technology, said government should immediately cancel the postponed 'uni-track education system' and introduce 'real unified education system' merging three systems--Bangla, English and Madrasa.

Prof Serajul Islam Choudhury emphasised on quality books and skilled teachers for ensuring quality education in the country.

UGC Chairman Prof Nazrul Islam suggested forming several advisory committees for improving education system from primary to tertiary level.

Dr Sirajul Islam, Abdullah Abu Sayeed, DU VC AAMS Arefin Siddique and its Pro-VC Harun-Or-Rashid, Brac University VC Prof Zamilur Reza Chowdhury and renowned academician Momtaz Uddin Patwary, Prof Rangalal Sen, Mostafa Zabbar, Prof AK Azad Chowdhury, Prof Ajoy Roy and Khandakar Bazlul Huq, among other academicians, were present at the meeting.

QUDRAT-E-KHUDA COMMISSION
Qudrat-e-Khuda Education Commission was formed in 1972 headed by the leading educationist and scientist Dr Qudrat-e-Khuda. The commission submitted its report to the then Sheikh Mujib government in May 1974.The commission suggested some major changes in the primary, secondary and higher secondary levels.

Obama Signs First Piece of Legislation Into Law
 
Lilly Ledbetter Act Makes It Easier for Workers to Sue for Pay Discrimination
 
President Barack Obama signed an equal pay bill into law Thursday, declaring that it's a family issue, not just a women's issue.
The bill will not allow Ledbetter to claim lost wages or her original jury award. But at a reception in the State Dining Room hosted by Michelle Obama after the signing, Ledbetter said she was "honored and humbled" by her role in its creation and passage.
 
"Goodyear will never have to pay me what it cheated me out of. In fact, I will never see a cent from my case," she said. "But with the president's signature today, I have an even richer reward."
 
The law is an early emblem of the more liberal tilt the federal government is likely to take now that Democrats control both houses of Congress as well as the White House.
 
Among those enthusiastically looking on were House Speaker Nancy Pelosi (D-Calif.), whom Obama praised for leading passage of the bill in the House; Secretary of State Hillary Rodham Clinton, whose historic bid to become the first U.S. female president ended when Obama secured the Democratic nomination; first lady Michelle Obama and Sen. Barbara Mikulski (D-Md.).
 
Ledbetter spoke at the Democratic National Convention in August and was one of 16 guests on the train that carried the president-elect from Philadelphia to Washington before his swearing-in. Hours after becoming president, Obama danced with her at the Neighborhood Ball.
Ledbetter worked for Goodyear Tire & Rubber in Gadsden, Ala., for 19 years. Several months before she retired in 1998 as an area manager, Ledbetter found an anonymous note in her mailbox at work, tipping her off that she was being paid less than the men who held the same job. That year, she filed an EEOC complaint and received a letter from the commission saying that she had grounds to sue.
 
She won a jury verdict in U.S. district court in 2003, but Goodyear appealed. Two years later, the U.S. Court of Appeals for the 11th Circuit, in a ruling that departed from those of nine other federal appellate courts, sided with Goodyear, saying Ledbetter's lawsuit was filed years too late.
 
She took the case to the Supreme Court, which upheld the appellate court's view in a 5 to 4 opinion written by its newest member, Justice Samuel A. Alito, a Bush appointee. At the time, Justice Ruth Bader Ginsburg gave a rare oral dissent, saying she hoped Congress would reverse what the court had done.
 
The House passed a bill that year to do just that. But Senate Republicans blocked the legislation last spring on a close procedural vote.
 
Obama said he was signing the bill this morning not only in honor of Ledbetter, "but in honor of those who came before her. Women like my grandmother who worked in a bank all her life, and even after she hit that glass ceiling, kept getting up and giving her best every day. . . .
"And I sign this bill for my daughters, and all those who will come after us," Obama added, "because I want them to grow up in a nation that values their contributions, where there are no limits to their dreams and they have opportunities their mothers and grandmothers never could have imagined."
