We do not know how you are exceeding the norms and standard of speaking about someone with baseless allegation. Have you ever been to Middle East? Or experienced about their funding process? Absolutely no. So kindly refrain from such hypothetical comments.
Islami Bank not established to finance any armed groups. Secular groups in Bangladesh always will remain against Islami Bank. Islami Bank is not a property of Jamath e Islami. It is the only Bank where no interest vest parties are directors. It is the only largest private Bank in Bangladesh whose capital is more than the total capital of all other private Banks. Total account holders of other private Banks still will not be equal to Islami Bank's account holder alone. The amount of tax Islami bank are paying to the government is more than the total amount of tax paying by all other private banks.
The charitable organizations, hospitals, Technical schools and financial facilities etc extended by the Islami Bank, which helping millions in Bangladesh, that never be tolerable by our secularist portal.
In the past, the alleged group used Islami Bank channel to transfer their funds but why you ignoring 4 times of their fund have transferred by other Governmental and private banks.
Mr. Abdul Hannan is not the founder of the bank; he was a chairman for one term only.
Islami Bank is not a family based limited company; so its chairman and directors are changing every term.
You have termed many times to Mr. Hannan a gun runner. I do not know about any feminine characterized problem. Mr. Hannnan to handle a gun far remotely believable, I have doubt he cannot handle a hockey stick even.
Bangladesh in her long history, never had an honest man in the secretarial position like him.
War criminals:
It is a good initiative. The Bengali nation including our past great leaders who did not understand war criminal issues for long 36 years due to lack of their intellectuality !!! Suddenly supersonic jet Irin Khan understood that and came to Bangladesh.

So, all the Razakar, Al Badar, Al Shams (Al shams - most of them from Sind province of Pakistan – from Bhottos land) must be brought to justice.

We would like to add all the crime against humanity including burning buses with full of passengers by the Awami propagator, Killing the political opposition workers (26 October, 2006) by Lati & Baita and danced on their dead body is also a grave crime against Humanity for which Abdur Rzzak, Sheikh Hasina, Tofael Ahmed, Suranjeet sen Gupta, Abdul Jalil must be brought to justice.

Thousands of JSD workers killed by sheikh Muzib Government between 1972 and 1974 is a great crime against humanity for which all the Awami leaders (alive) must be brought to justice.
150,000 Behari have been killed by the freedom fighters and pro Awami leaguers in the first week of victory and at the beginning- 26, 27, 28 March -1971 also a great crime against humanity, those people must be brought to justice.

195 war criminals of Pakistan army returned to Pakistan must be brought back for trial.

Dr. Kamal Hossain (who is also married to a Pakistani women) and that Indian Foreign Minister, pardoned Pakistani war criminals by Simla agreement must be brought to justice for their betrayed acts against the nation.

All the non Bengali homes (as an example where Kader Siddiqi still living), businesses and wealth, were looted by the freedom fighters and Awami leaguers, those must be accounted and return back to the real owners.

All the machinery shops owned by the non Bengalis, looted by the freedom fighters and Awami leagures in Dhaka, Chittagong and Khulna must be captured by the government and returned back to the real owners.

[ALOCHONA] Core Issues - National Interests

Do we have any other issues of national interest, please????? Not Jamat, not AL, not BNP, not Hannan, not Amnesty ... please highlight core issues of national interest.... It seems you guys have only agenda, only mission, only topic, only politics, only discussion - guess what - when it comes to talk anything about the country. Please give us a break.... Let's talk about future socio-economic agenda of Bangladesh. If you really care Bangladesh, and I'm sure you all do care so much, let's highlight issues like:
 
A. How to bring foreign institutional and High Net Individuals (HNI) investors to Bangladesh taking cue of our neighboring India where investors swarm and compete who should put how much.
 
B. How to generate positive image of the country. Remember again every Indian citizen and agency abroad work as an Indian ambassador whereas there are plenty of factors within and without Bangladesh to destroy good image of the country and campaign for exposing all it's bad images so as to prove that the country is always and hell that she deserves, if at all, charity rather than investment.
 
C. How to improve strong diplomacy of economy rather than remaining as a subject of mercy. Remember, because of India's strong economic diplomacy big international players frequent to India for strategic partnership while they visit Bangladesh if there is any charity call. Indian government agencies and policy makers when travel to foreign countries, they bring on their discussion table issues around bilateral trade, investment and many other agenda of economic import while their Bangladesh counterparts table the only agenda - how many laborers can be recruited into those countries.  
 
D. How to marginalize the bad impact of national and student politics, specially the politics that create thugs, family dynasty and hooligans to rob the nation and keep the mass people in captive. We do not want to see any more any Hawa Bhaban or Sudha Sadan to appear as vultures in the sky of the country's fate.
 
E. How to promote economic activities and corporatocracy to bring about expected level of economic growth and development and financial stability.
 
F. How to institutionalize democracy at national level and within party politics.
 
G. How to promote and improve technical training, education and use of state-of-the-art technology in all economic and other activities to ensure efficiency and enhance productivity.
 
And I leave it open for you to add some more to the above list. If you are capable of any intellectual and professional service to the nation, the country really need all the above from you and not the disservice that you are giving to the country by highlighting putrid political agenda. In the midst of the harsh realities of an uncertain economy and unpromising political future, this Jamaati 'Honcho Supremo' wants us now to deal with a 'make-believe' description of 1971 War of Liberation and the 1972 Constitution!

Let us remind ourselves who is complaining about outsiders "involving in domestic "affairs. We know that he is the Islami Bank brain behind the arrangement of funds from mysterious Middle Eastern sources that have gone into financing the Islamist terror groups in Bangladesh involved in unspeakable blood-spilling and murderous activities for the past decade.

A gun runner who exploits his high position in the Govt. and banking skills to organize clandestine financing from abroad to arm the Islamist groups to terrorize the innocent citizens of Bangladesh is complaining about Amnesty International showing an interest in the trial of the War Crimes of 1971 Genocide of Bangladesh!
Perhaps we need to help Mr. Hannan with a reality check -- and we need to do it in a hurry!

[ALOCHONA] Bangladesh needs OBAMA effects

Bangladesh needs outsider like OBAMA in USA to change Bangladesh. I guess that I was talking about change for long time. So the word change finally came out for Bangladesh.

The word change can be found at www.changebangladesh.org.

No hard feeling!  Bangladesh needs new revolution for change with support from outsider, not from current Govt or previous corrupt politicians who ran the country before.  We need new blood in the Bangladesh politics.

Why our politicians are so corrupted? Why our Amlas are not patriot enough to protect the interest of Bangladesh? Why we are so poor?

Because of no justice. The truth has gone away from our socity and we need to bring back the truth and justice. This is why we have to bring all war criminal under trial. Wheather it is new issue or old issue?

May I ask you one question? why you are relactent to bring the war criminal under trial?

We can speak, we can travel around the world, we can run our state, we can do highly technical and diplomatic job because of 1971 our freedom.

After all the war prisoners of 1971 war was released and the then President of Bangladesh gave amnesty to all people except specific cases of murder etcetra, there is no justification except partisan politics to raise such old issues.

We think the Amnesty has done grave error in this matter; this has become possible because the present secretary general of Amnesty is a person of Bangladesh origin and she has been influenced by a group. We hope Amnesty would realize its mistake.

            It is bad enough for everyone in Bangladesh at present, for the poor as well as for the not-so-poor, to have to cope with the rising food and medicine prices, accommodation and transportation difficulties of everyday life, not to speak of Acts of Nature.  In the midst of the harsh realities of an uncertain economy and unpromising political future, this Jamaati 'Honcho Supremo' wants us now to deal with a 'make-believe' description of 1971 War of Liberation and the 1972 Constitution!

 

          Let us remind ourselves who is complaining about outsiders "involving in domestic "affairs.  We know that he is the Islami Bank brain behind the arrangement of funds from mysterious Middle Eastern sources that have gone into financing the Islamist terror groups in Bangladesh involved in unspeakable blood-spilling and murderous activities for the past decade.

 

          A gun runner who exploits his high position in the Govt. and banking skills to organize clandestine financing from abroad to arm the Islamist groups to terrorize the innocent citizens of Bangladesh is complaining about Amnesty International showing an interest in the trial of the War Crimes of 1971 Genocide of Bangladesh! 

          Perhaps we need to help Mr. Hannan with a reality check -- and we need to do it in a hurry!

INTERVIEW WITH PERVEZ HOODBHOY

Q: Let's start with the tragedy of Bhutto assassination. Today,
international media remind us she was the first woman to become the PM of
an Islamic country, she was a democratic leader, etc. Nonetheless, she was
the scion of a feudal family, which was primarily responsible for making
Pakistan an atomic power and she was known for the authoritarian control
of her party. Looking back, how do you judge Benazir Bhutto?

A: Having first known Benazir Bhutto from high school in Karachi, and then
later in Cambridge (Massachussetts), I am deeply saddened by her
assassination. But, although the international media paint her as someone
who could have led Pakistan into the modern age, the truth is very
different. Her two tenures as prime minister were a nightmare of
autocratic government and mis-governance. Billions disappeared from
foreign aid. A Swiss court found her guilty of money laundering in 2003. 
Ms. Bhutto owned mansions and palaces across the world. She even tried to
steal land from my (public) university to feed the rapacious appetite of
her party members.

Even during school days, Benazir thought she had been born to rule. More
importantly, she made not the slightest effort to change the feudal
character of Pakistani politics and society. The Bhuttos own vast tracts
of agricultural land in Sindh that is worked upon by serfs.  Although she
promised to bring democracy to Pakistan, after returning to Pakistan, Ms.
Bhutto made clear that for a few table scraps she would be happy to team
up with General Musharraf under the hopelessly absurd US plan to give our
military government a civilian face. Her party, the Pakistan Peoples Party
was her fiefdom. She appointed herself as "chairperson for life".
Reflecting the mindset of a feudal princess, she even named her successors
to be male members from her family: her 19-year son, who is a student at
Oxford and knows nothing about Pakistani culture, as well as her
phenomenally corrupt husband, initially known as Mr Ten Percent and later
as Mr. Thirty Percent.

Q: Was Ms. Bhutto a model for Pakistani women?

A: She was courageous and single-minded. And she showed that a woman could
be the head of a conservative Islamic state. Nevertheless, it is hard to
see what she wanted beyond personal power. Although she said that she was
fighting for grand causes, I'm still trying to figure out what they were. 
She certainly did nothing for Pakistani women during her two stints in
power and left untouched the horrific Hudood laws, according to which a
rape victim needs to produce 4 witnesses to the act of penetration (else
she could be punished for fornication). Nor did she try to overturn the
Pakistani blasphemy law that prescribes death as the minimum penalty for
those convicted of insulting the prophet of Islam or his companions. As
for democracy: she had been desperate to do a deal with Musharraf who
dangled over her head the many corruption cases that she was charged with.
But he proved too clever for her and she was forced into the opposition.

In foreign policy, she played footsie with the army. It could do whatever
it liked, including making nuclear weapons, sending Islamic militants into
Kashmir, and organizing the takeover of Afghanistan by the Taliban. In
2002 she regretted having signed the document authorizing funds for the
funding Taliban forces for seizing Kandahar. Ms. Bhutto makes an excellent
martyr. In her death she will doubtlessly play a more positive role than
when alive.

Q: Al Qaeda was immediately blamed for Bhutto assassination. However, many
people hated her: Musharraf, the Army, and the infamous ISI, which in 1990
removed Bhutto from power after she had replaced General Hameed Gul, the
man who invented the Taliban. Do you believe that Al Qaeda was really
responsible for killing Benazir Bhutto? Who is going to gain from Bhutto's
death?

A: There are different possibilities and much confusion. But some facts
are certain. There definitely were gunshots, and this was followed by a
suicide blast. Now, I do not think that suicide bombers can be bought with
any number of rupees. Only a religious fanatic lured by heavenly rewards
would blow himself up. Therefore Al-Qaida, the Taliban, or other Islamic
jihadist groups are strong possibilities. They always hated Bhutto, but
even more after she announced in Washington that, if elected prime
minister, she would fight them even more vigorously than Musharraf. Of
course, rogue elements of Pakistan's intelligence agencies, who are also
strong Islamists, and who lie deeply hidden within the establishment,
could also have done it. They have a stock of suicide bombers available to
them, as evidenced by the success they have had in organizing suicide
attacks upon army commandos as well as their own colleagues.

So did Islamists of one or the other flavour do it? Maybe, but the waters
have been muddied by the government. First, publicly available photographs
and videos show a modern-looking gunman accompanying the suicide bomber.
He fired three shots, heard by all present, at least one of which hit
Bhutto. Some say that there was a second sharpshooter in a building too.
On the other hand, the government initially insisted she died from
concussion and not a bullet wound - an obvious lie immediately refuted by
those in the same car as Bhutto. Second, in just an hour after the
assassination, the police washed away all the bloody evidence with water
hoses. So, it is quite possible that non-Islamists in the government have
somehow used brainwashed suicide bombers, trained in mosques and
madrassas, to do their dirty job. But, as in the JFK murder, the truth
will never be known.

As for the gainers and losers: Islamist groups saw Bhutto as a tool of
America that would be used against them, and a leader who could secularize
Pakistan. Plus, she was a woman and popular. But Musharraf and his
political party, the PML(Q), have also gained because a political rival
has been eliminated. The losers are those Pakistanis who wish for a
secular, modern Pakistan and not one that is run by mullahs.  Although she
never delivered on her promises, her followers never lost faith.

Q: There is a lot of concern about the future of Pakistan. How real is the
threat of an Islamic takeover, in your opinion?

A: It has already been taken over! Twenty five years ago the Pakistani
state began pushing Islam on to its people as a matter of policy. 
Prayers in government departments were deemed compulsory, punishments were
meted out to those who did not fast in Ramadan, selection for academic
posts required that the candidate demonstrate knowledge of Islamic
teachings, and jihad was propagated through schoolbooks. Today government
intervention is no longer needed because of a spontaneous groundswell of
Islamic zeal. But now the state is realizing that it shot itself in the
foot. The fanatical jihadists it created have turned against it. It is
supreme irony that the Pakistan Army - whose men were recruited under the
banner of jihad and which saw itself as the fighting arm of Islam - is now
frequently targeted by suicide bombers who are fighting a jihad to bring
even stricter Islam. It has lost a thousand or more men fighting Al-Qaida
and the Taliban.

The pace of radicalization has quickened. There are almost daily suicide
attacks. This phenomenon was almost unknown in Pakistan before the US
invasion of Iraq in 2003. Now it is common in major cities as well as
tribal areas. The targets have been the Pakistan army, police, incumbent
and retired government leaders, and rival Islamic sects. But this is just
the tip of the iceberg; we'll see much more in years ahead.

Q: Ideally, what do you want to see happen in the next few weeks?

A: I want Musharraf to go - resign or somehow be removed, preferably
without bloodshed. I want the independent judiciary restored, a new
neutral caretaker government installed for overseeing free and fair
elections, and then elections that would decide upon the new parliament
and prime minister. This will not immediately solve Pakistan's fundamental
problems - army dominance, maldistribution of wealth, religious fanaticism
- but it would get Pakistan on the track to democracy instead of the
self-destruction it is racing towards.

Q: People in Washington are increasingly frustrated with Musharraf's
counterterrorism efforts, however they think there are no alternatives to
Musharraf. What do you think about this?

A: The Americans have tunnel vision. They want lackeys like Musharraf who
do their bidding, although here too there is deception at work. They know,
but choose to forget, that Pakistani military leaders, Musharraf included,
are the makers of the jihadist monster. In 1999, after Musharraf launched
the secret Kargil operation in Kashmir, the United Jihad Council
celebrated him as a true fighter for Islam. After 911 such praises
disappeared, but under his leadership the army still covertly supported
jihadist groups and the Taliban in Kashmir and Afghanistan.

Musharraf is extremely unpopular now and the Americans will have to dump
him at some point. It is hard to find a pro-Musharraf person anywhere in
the country except in the top business circles and the top army
leadership. Until recently he ran both the army and the government
himself, with the connivance of a rubber-stamp Parliament put in place
through rigged elections. When the courts were about to rule that he could
not legally be president, Musharraf chose to suspend the constitution and
impose emergency rule. He dismissed the Supreme Court and arrested the
judges, replacing them with judges who obey his every command. He blocked
all independent television channels, and punished the news media for
disparaging him or the army. His police arrested thousands of lawyers and
pro-democracy activists. He ordered that civilians be tried in closed
military courts. This was necessary, he said, to save Pakistan from a
rapidly growing Islamist insurgency. But he released 25 Islamic extremists
on the day that the judges were arrested. In spite of all this, George W.
Bush called Musharraf "a democrat at heart".

The Americans have shot themselves in the foot by supporting the army
consistently for decades. They have lost credibility and respect among
Pakistanis. Everybody laughs when they hear that America wants democracy
for Pakistan. In this situation, even if Musharraf goes and Gen. Kayani
(the new army chief) takes over, the best that American can hope for is
for the status quo. This is sad, because America is a great country with
many virtues. If only they could get over their hangup of wanting to run
the world! It's an impossible task anyway.

Q: In Pakistan what is the man on the street thinking?

A: Almost everyone holds the government responsible for the assassination.
Tragically, suicide bombings are not condemned with any particular vigor.
There is no strong reaction against the mullahs, madrassas, and jihadis.
Perhaps people are afraid to criticize them because this might be seen as
a criticism of Islam. Interestingly, in all the street demonstrations I
have gone to after the Bhutto assassinations, there was no call for
cracking down on extremists. Yesterday I met the lone taxidriver who
thought the Islamists did it.

Q: What could be an effective way to fight Al Qaeda and the Taleban in
Pakistan?

A: To fight and win this war, Pakistan will need to mobilize both its
people and the state. The notion of a power-sharing agreement between the
state and Taliban is a non-starter; the spectacular failures of earlier
agreements should be a lesson. Instead the government should help create
public consensus through open forum discussions, proceed faster on
infrastructure development in the tribal areas, and make judicious use of
military force - troops only, no air power. This should become every
Pakistani's war, not just the army's, and it will have to be fought even
if America packs up and goes away. But, as long as Musharraf is president,
it will be impossible to get popular support for the war. If presented
with a choice between Musharraf and the Taliban, the overwhelming majority
of Pakistanis would want the latter - although I am sure they would regret
it later.

Q: Let's talk about Pakistan's nukes. There a lot of concern about the
possibility that nuclear weapons could end up into the hands of Islamic
fundamentalists. Early in December the Washington Post revealed that a
small group of U.S. military experts and intelligence analysts convened in
Washington for exploring strategies to secure Pakistani nukes if the
Pakistani regime falls apart. Their conclusions were very scaring, as,
- there are no palatable ways to forcibly ensure the security of
Pakistan's nuclear weapons. What do you think about this?

A: The government says there is absolutely no danger of loose nukes. 
Pakistan has been sending serving officers of the Strategic Plans
Division, which is the agency responsible for handling nuclear weapons, to
the United States for training in safety measures (PAL's locking devices,
storing procedures, etc). But there's no way of telling if this will be
effective. Extremists have already penetrated deep into the army and the
intelligence agencies. We now see repeated evidence: for example, last
month an unmarked bus carrying employees of the Inter Services
Intelligence [Pakistan's secret intelligence], was collecting employees
early in the morning. It was boarded by a suicide bomber who blew himself
up killing 25. It was an inside job.

And now there are many other such examples, such as that of an army man
killing 16 Special Services Group commandos in a suicide attack at Ghazi
Barotha. A part of the establishment is clearly at war with another part.
There are also scientists, as well as military people, who are radical
Islamists. Many questions come to mind: can there be collusion between
different field-level commanders, resulting in the hijacking of a nuclear
weapon? Could outsider groups develop links with insiders?  Given the
absence of accurate records of fissile material production, can one be
certain that small quantities of highly enriched uranium or weapons grade
plutonoium have already not been diverted? I do not know the answers.
Nobody does.

03.00 ENDEAVORS TO ERADICATE POVERTY

07.00 COMPARISON BETWEEN THE ON-GOING POVERTY ERADICATION
SCHEMES AND "THE WORK-HOUSE COMPLEX"

We present hereunder brief descriptions of the various poverty
eradication schemes now under practice along with some of their
limitations :

(01) One time contribution in cash and kind : It may solve the
problem of a man for the time being, but it cannot bring any permanent
solution. Since there is no certainty regarding the availability of
such help, the needy person cannot rely on them. Also, if such help is
given on a regular basis, then the probable recipients may become
dependent on those. It may also lead to the generation of 'false'
needy persons. In most cases the distribution or disbursements of such
help are associated with corruption.

(02) Loan : Bank loans have the limitations that only the persons
capable of keeping collateral are considered for the same. Prof. Yunus
has devised a process of giving loan without collateral. But its
incidental cost in selecting the right 'person' and to ensure
repayment is so high that it has already been proved uneconomic. Loans
have other limitations also. Some of these are : a). Loans are given
only to those persons who are capable of doing some type of
profitable business. Naturally the other needy persons, who constitute
the majority and do not fulfill these criterion are deprived from its
benefit. b). There is no guarantee that a person taking loan would be
able to continue profitable business for all time to come. On the
other hand many such persons have been found to have lost the capital
due to unprecedented reasons and become poor again.

(03) Continuous funding for poverty eradication : The fund for
poverty eradication comes from the government and foreign donors.
Whether or not the activities of the disbursing and distributing
authorities successful in eradicating poverties, such authorities
always consider their activities 'profitable'. It is often said that
those associated with such acts do not want to see poverty eradicated,
but to continue for all time to come.

POSITIVE ASPECTS OF THE "WORK-HOUSE COMPLEX" :
For peaceful coexistence of the citizens, a permanent solution for
eradication of poverty is a must for each and every country. The
government machinery or the NGO's have failed to work out any
permanent solution to this problem either because the systems they
follow are not fruitful, or they are not interested to see poverty to
vanish. A permanent solution to poverty with or without government
subside is much better than pouring money incessantly in the name of
its eradication and maintaining huge number of employees under pay
role. In the poor capitalist country in which there is no provision to
help the underprivileged, any proposal that can ensure supplemental
income for the underprivileged and survival for the worst sufferers
should be welcomed. It may be noted that one time help to the needy
people acts exactly like what the alms do to the beggars. The benefit
of loan, as presently practiced by the commercial banks or NGO's may
be enjoyed by a minute section of the needy people. Even though loans
presents 'big dream' before the needy people, there is no guarantee
that it would ensure permanent solution.
In such a context, a better way is to make such persons work according
to their ability and then to make payment. Three-course meal and
shelter for the shelter less people would be the minimum payment.
Further remuneration in terms of money may be paid to those who work
beyond certain hours, or who do not avail meal or shelter. It is
obvious that the remuneration will not be very 'lucrative', because
the complex would use the 'surplus value of their labor' for
maintenance and expansion.

08.00 CONCLUSION
In the twenty-first century, communism has practically breathed its
last in the countries of its birth and the world has stepped in the
era of capitalism. It indicates that in the coming days Bangladesh
would come under increasing influences of capitalism. In capitalism
the government patronizes the large capitalists to exploit the
country's wealth and man-power for further generation of wealth and
increase of profit. In such a reality, the greater section of people
is deprived of the bare minimum needs even in the rich and developed
capitalist countries. Such countries, in general, solve the problem
through a number of schemes, of which 'social security scheme' is
prominent. In such scheme the government provides sustenance allowance
to the workers who suddenly loose their jobs, those who have no job
etc. This scheme also takes care of food and lodging of the old and
sick citizens. Needless to mention that a government needs to be
extremely resourceful in order to enact such schemes. Financially
speaking, the government of Bangladesh is not in a position to run
such a scheme for the huge number of unemployed youths, not to say
anything about the less-privileged people. On the other hand, the
number of such people would keep on increasing with the expansion of
capitalism. This would result in the sufferings of millions and
degradation of their moral character.

In such a context, establishment of 'Work-house complex" has been
proposed as a means of (i) Survival of the jobless people, (ii)
Shelter for the old, sick and abandoned people and for (iii)
Supplementary income of the low-paid workers.
The Welfare Ministry of the Government and the NGO's have been running
various programs, schemes and projects for the welfare of the
less-privileged people. If any of their activities was proved
successful, then probably there would be no need to search for "an
innovative and practical idea that would improve the lives of low- and
middle- income people of Bangladesh (everyone except the top-third of
the population in terms of annual income)". We have formulated the
above proposal of "Work-house Complex" which, we believe will be able
to bring long lasting solution. However, it is only a schematic
proposal with scopes for further refinement, modification and
expansion.
We shall consider our effort a great success if this proposal can
bring any benefit to the less privileged people of Bangladesh.

03.00 ENDEAVORS TO ERADICATE POVERTY

06.00 THE PROPOSAL : THE "WORK-HOUSE COMPLEX"
From the above discussions we find that the familial, social,
political situation of Bangladesh is such that in future there will be
no dearth of poor and needy people in the forms of (a) Poor students,
(b) Low-waged employees, (c) Childless men and women in old age, (d)
Old parents abandoned by the children, (e) Jobless persons and (f)
Physically handicapped persons.

Even though the state relief programs and NGO activities may benefit
some of the needy people, there is no possibility that these would
take constant care of the types of poor people mentioned above. The
type of persons mentioned above may possess various qualities like
teaching/coaching, singing, repairing skill, proficiency in food
preparation etc. and it may be possible for them to contribute those
in the services of the complex, there is no way to be sure that they
really would posses such qualities. However, we can be sure about one
thing that all of them will be capable of doing manual jobs in one way
or the other. Also we know that some of these people need shelter.

In such a context we propose for establishing "Work-House complexes"
at suitable locations in the urban and semi-urbanized areas. Such
complexes would essentially contain the following two facilities :
(01) Living quarter, (02) Facilities for manual work by normal and
crippled persons. Depending on the availability of raw materials,
persons with skills and other supporting facilities some of the larger
complexes may have the following : (03) Facilities for repairing
domestic appliances, (04) Facilities for production of some
labor-intensive items, (05) Handicrafts etc.

(01) PHYSICAL DESCRIPTION : The "work-house complex", henceforth
mentioned as "Work-house" will comprise of Housing for male and female
people, Work shed, Store room and ancillary facilities. In the complex
there will be provision for entry of trucks and loading and unloading
facilities.

In the work shed there will be facilities for such manual jobs like,
Packing materials, Fixing labels, Sorting, Weighing, Measuring and
similar jobs. Seating and working arrangements suitable for the
crippled persons would have to be provided. The Store room will be
used for storing raw materials and finished goods.

Depending on the availability of raw materials, skilled personnel and
ancillary facilities, the complex may be expanded further with the
following : (a) Cooking Unit, (b) Processing Unit, (c) Repairing of
domestic appliances, (d) Kiln for burning earthen pottery, (e) Kiln
for burning brick, (f) Handicrafts etc.

(a) Cooking Unit : A clean and superior kitchen may be established in
order to cook various items of food. Those may be packed in portable
boxes and supplied to the people working in various offices and other
organizations. Since the work-house complex will be rich in manual
labor, there should not be any dearth of labor force for this purpose.

(b) Processing Unit : The locally produced fruits and vegetables (like
banana, mango, tomato, etc. ) may be processed into juice, marmalade,
jam, jelly, sauce etc. In case the complex is not experienced enough
to manufacture such items, the authorities may invite the local
manufacturers to use their processing facilities and labor force.

(c) Repairing of domestic appliances : It is quite probable that some
of the members might know how to repair domestic appliances. In such
case the complex may open a repair section with necessary facilities.
The management of the section shall be in the hands of the complex
authorities and the skilled persons would get due remunerations.

(d) Kiln for burning earthen pottery : In case the soil in the
surrounding area is good for making pottery, the authorities of the
complex may establish a burning kiln for these items. Since pottery
making is a labor-intensive job, the local manufacturers may be asked
to use the kiln and labor force of the complex. The job of making of
clay items can be extended to families living in villages. In such
case the poor people living in their own houses may enjoy the services
of the complex.

(e) Kiln for burning brick : In case the soil in the surrounding area
is good for making clay-brick, the complex authorities may establish a
small to medium size brick burning kiln. In this case the authorities
of the complex would train up the local people the technique of making
clay bricks and supply the 'casting formats'. The local people would
be asked to make and dry the bricks and to bring those to the complex.
After sufficient quantity of those is accumulated, the authorities
would go for burning. The local people would later take away their
bricks, where they would have to pay the cost of burning by
surrendering certain percent of the bricks. It may be mentioned that
if this process can be introduced then many jobless people would get
job, poor people capable of doing manual labor would get bricks at
zero cost and the complex would be able to make profit by selling
bricks obtained as commission. Most of the regions of Bangladesh are
suitable for this job. This may be considered an excellent means of
producing wealth (i.e. brick) by using cheap available material (i.e.
clay) and idle labor.
(f) Handicraft unit : Depending on the availability of materials,
skilled workers and other supporting facilities various handicrafts
may be produced by the inmates of the complex by using clay, Jute,
Cloth, paper etc.

(02) ESTABLISHMENT OF THE COMPLEX : For the purpose of the initial
establishment of the Work-house complex the following organizations
may be asked for help:

(a) For Land : Generous and philanthropic persons may be asked to
donate land for the complex, where the complex may be named after the
name of the donor. Also the government may be asked for allocating or
donating land for this purpose.

(b) For Buildings and structures : Aids and contributions may be asked
from the philanthropic organizations, government, multi-national
organizations etc. for the purpose of construction of the buildings
and other facilities. In this case also the various buildings and
structures may be named after the name of the donors. It is also
possible to contact the foreign donors who usually fund the NGO's for
contribution. Their contributions may be expected if it is possible to
convince them that the establishment of such a complexes would be able
to solve the problem of the beggars, poor students and less privileged
persons once for all.

(03) MAINTENANCE : Helping the poor people to earn supplementary
income in all possible ways is the moral duty of the government of the
country tat does not have any provision for 'social security' for the
citizens. After establishment of such complexes, the government of
Bangladesh may help in running these in the following ways :

(a) The Government may impose ban on use of automatic
packaging-labelling machines, unless those are essential for hygienic
purposes.

(b) The Government may ask the local manufacturers to take the help
the complex in their packing, labeling and similar jobs.

(c) The Government may allow tax-remission for utilizing services of
the work-house complex.
If the government takes the above steps, then there is every
possibility that the work house complexes would be able to run by
their own income.

(04) WORKING PRINCIPLE : The work-house complex would run on informal
basis without breaks 24 hours a day and seven days of the week. Off
days and hours will be declared on the basis of work-loads. People
enlisted with the complex for any type job will be known as members.
There will be the following types of members :

(a) Honorable member : They will be the local people who would enlist
their names for manual jobs as a gesture of good will and enhanced
income of the complex without any remuneration. They would work for
several hours for at least once per week. Directors for the overall
administration and management of the complex will be elected from
among the honorable members, inmates and other registered members.

(b) In-house members : The in-house members would have to do house
keeping jobs. In addition they have to work for certain hours
depending upon their physical fitness, age etc. and as determined by
the authorities in order to enjoy their meal and shelter. If they work
beyond that limit, they would get remunerations.

(c) Enlisted member : They would visit the complex in their off or
idle time and do the job, if there is scope for job on the 'first come
first served' basis. The records regarding the duration of their jobs
will be maintained in terms of hours. The authorities would make the
payment at the rate convenient to them at the end of the month.

(d) Visiting persons : Occasional jobs for certain period of time
(say, three hours) by any person would enable any visiting member to
have one meal. However, they would not get the status and privileges
of membership.
