Marriott Bombing: 'Pakistan's 9/11'?

The truck laden with 1000 kg of explosives that suicide attackers rammed into the high-security Marriott Hotel in Pakistan's capital Islamabad on September 20, 2008 demolished a major power symbol, prompting many to call it "Pakistan's 9/11". Although the number of casualties, around 60, was far below the over 150 killed in the attack on late former Prime Minister Benazir Bhutto's welcome procession of October 18 last year, this attack had greater symbolic significance.

 

Many foreigners patronize the five-storey, 290-room hotel that was also reportedly being used for a covert operation by US Marines, who were seen unloading a US Embassy truckload of steel boxes the night of September 17 -- the day Prime Minister Yousuf Raza Gillani met US Admiral Mike Mullen in Islamabad and convinced him to cease America's military incursions into Pakistan.

 

The Marriott's physical proximity to the country's power centres places it in a high-security area near the Parliament, Supreme Court, Presidency and Diplomatic Enclave that houses many foreign missions, including the American, British, and Indian, close to several television and radio stations. Although most casualties were Pakistani – security guards and drivers – the dozen foreigners killed included American, German and Vietnamese citizens, besides the Czech Ambassador.

 

The attack was symbolically timed. It overshadowed the newly elected President's maiden address to the joint parliamentary session of the National Assembly (elected representatives of the federal parliament) and the Senate (upper house) hours earlier. Beefed up security ahead of the address is believed to have deflected the attack from the National Assembly, which may have been its original target.

 

Then, the attackers struck at a traditionally peaceful time of daily thanksgiving, soon after `iftar' when Muslims end their dawn-to-dusk fast during the holy month of Ramadan.

 

The message was clear: they can strike Pakistan's capital, and they care nothing for democracy or for religion..

 

No one has claimed responsibility but the attack is assumed to be work of Pakistani Taliban (closely allied with Al-Qaeda) who have strongholds in the country's north-west bordering Afghanistan. The American attack on this area on September 3 barely two days after Pakistan's President took oath and subsequent such strikes generated great resentment. However, Pakistan's threat of retaliation against these incursions has little meaning given America's military might, and Pakistan's client state status and heavy dependence on the US. And yet there are plenty of emotionally charged up people here who are eager to fight America.

 

These American strikes, apparently driven by the Bush administration's need to boost the Republicans before the upcoming elections, illustrate American highhandedness and shortsightedness as they undermine Pakistani democracy which many see as the only hope for winning this war.

 

This nascent democracy is immeasurably threatened by the Taliban and Al-Qaeda elements on Pakistan's western borders and within its heartland. Pakistan reluctantly and half-heartedly abandoned its Taliban allies in post-9/11 Afghanistan, as they were successors of the Mujahideen it supported in America's war against Communist Russia. After September 11, 2001, the American attack on Afghanistan drove Taliban elements across the border into Pakistan's north- western tribal areas where they have ethnic, linguistic and historic ties. Their Al Qaeda friends, who have developed ties here through matrimony and a common enemy (America), joined them.

 

The Pervez Musharraf-led military regime heading Pakistan at the time aligned itself with America without taking the Pakistani people or politicians into confidence. It is no coincidence that Pakistan experienced its first suicide bombing in 2002. The new government elected in the February 2008 elections inherited a war largely perceived as `America's war'.

 

The government must correct this perception -- Al Qaeda and the Taliban pose a threat not just to the US and Afghanistan but also to Pakistan as a nation, and to any democratic system. It must ensure that all elements of the state apparatus follow this policy. A military-only option is clearly not the answer: there must be a political roadmap. That is why it is imperative for a political government to be in place that represents the aspirations of the people.

 

The electorate made these aspirations clear during the general elections in February 2008: it wanted a change from past policies. This means rejecting military interference in politics and the politics of hate and religion, reining in the intelligence agencies (which have historic ties with the Mujahideen and their Taliban successors), and establishing peace with Pakistan's eastern and western neighbours India and Afghanistan.

 

Currently, despite the difficulties, a widespread support for the democratic process is visible in Pakistan. In areas where the Pakistan government has enlisted local support against the Taliban, they have managed to push back the movement. Unfortunately, the heavy- handed military approach is undermining this support and boosting the Taliban. Since early August, pushed by America, the Pakistan army has been bombing Bajaur, the northern-most tribal agency sandwiched between Afghanistan and the settled North West Frontier Province (NWFP).

 

Some 300,000 people are estimated to have fled the fighting, taking refuge in inadequate relief camps around the cities of Mardan and Peshawar. According to the lawyer and television talk show host Ayesha Tammy Haq who recently visited these camps, the displaced people say the same thing: "They wanted to be a part of Pakistan and to be treated like Pakistanis with enforceable rights," she wrote in a newspaper column.

 

"They want to see development, schools, hospitals, jobs, better and safer futures for their children. None of them claimed to support the Taliban. In fact they said they did not want the system of governance that the Taliban had on offer, they want to see the Constitution of Pakistan apply to them not the (colonial) Frontier Crimes Regulation Act, they want to know that they have rights and a say in their futures."

Although good solutions are important instead of good speeches, but the address delivered by the Chief Adviser (CA) Dr. Fakhruddin Ahmed to the nation, shortly before flying to New York to attend the UN General Assembly (UNGA) scheduled to begin on September 25, 2008, not only put an end to the long-drawn debates and speculations over the polling dates for the parliamentary and upazila parishad ballots, but also helped to dream of such a Bangladesh that would be totally free from hunger, poverty, illiteracy and conflicts.
 
There are plenty of reasons for everyone including the political parties and businessmen to feel happy about the announcement of the firm date for stalled elections. According to the
CA's announcement, the general elections will be held on December 18 and the elections to local village and town councils will be held in two phases - on December 24 and 28, which raise confusion among major political parties in Bangladesh as according to them it can distract the full attention of the Election Commission (EC) and the government to make the parliamentary elections a success. In addition, in their unpleasant list with the EC and the government, the CA neither made the issue of the withdrawal of the emergency clear nor the EC cleared its commitment with regard to registration of the major political parties and redrawing of constituencies.
 
But in regard to pledge together to prove before the world that Bangladesh is a democratic, peace-loving and forward-looking country, the general Bangladeshi people expect members of different political parties, government, and different democratic institutes to offer a positive agenda and get things done for the country.
 
The fact of change is more important than the feeling of change. Since its imposition on January 11, 2007 while President Iajuddin Ahmed cancelled scheduled general elections and declared a state of emergency and Fakhruddin, whose government had undertaken a number of schemes for political and electoral reforms and detained over 200 leading politicians on graft charges after he assumed the office as the head of the country, there was suspense and even clouded with suspicion and uncertainty regarding the journey toward transition to democracy.
 
Mentioning the previous anarchic situation, Fakhruddin hoped that only with the support of people and sincere cooperation from the political parties Bangladesh can establish a real democracy. A democratic system in the country where there will be no chaos and confrontation and where petty personal or party interest may not ruin the national interest. To reach a consensus on basic national issues shunning all negative and destructive politics, everyone will have to work with unity and amity to establish a congenial and stable atmosphere in the country so that the nation will come out from the vicious circle of terrorists and corrupt elements. He expressed his optimism that the next elected government would strengthen the institutional reform process that had been initiated by his government.
 
Besides other criticisms, if we put the country's interest first, the CA's address to the nation has some credentials. If we continue to operate as political operatives, rather than as dutiful citizens of a country, we will continue to wage the same old battle against the same old enemies with the same outcome. We are fighting on the battlefield of their choosing and on which they possess all the advantages. National interest cannot be achieved by settling old scores, vengeance for past wrongs, and demonization of those with whom we disagree. History operates its own court of justice and vengeance is the enemy of progress.
 
National interest is not an ideology and not the possession of a single cabal of self-appointed imperialists. It is not achieved by substituting consensus for principle. It is not bipartisanship for its own sake or in pursuit of bad policy. Bangladesh national interest is the product of its glorious national history. Equal rights for all, sustainable democracy, economic opportunity, respect to the constitutional guarantees, including most notable habeas corpus, regulation of market excess, natural heritage and environment, fairness, justice, and checks and balanced government are all national interests. On the other hand, concentrated wealth, fear of terrorism, theocracy, empire, corruption in government and politics, arrogant and ignorant executives, and violation of civil liberties always put the country in many difficulties.
 
Today people are considered to live in a planet without borders/ boundaries because any change of one element has an impact on other elements in the world. Good foreign policies can help to protect a country's national interest, national security, ideological goals and economic goals. The foreign policy of Bangladesh is tied closely to the realities of its economic condition. Since independence in 1971, the country has required a great deal of foreign assistance in the effort to keep its people fed and to build, for the first time, a modern society. Despite its poverty and small military capability, Bangladesh has not hesitated to defend its sovereignty and to take strong stands on many international issues.
 
In the geopolitical sphere, Bangladesh has such prestige and influence in the world. It is one of the four largest Muslim democratic countries in the world. It is rich in historical heritage, cultural traditions and natural beauties. Besides various active roles in the UN organizations, Bangladesh is playing a vital role in other regional organizations like SAARC, ASEAN or OIC. In UN peacekeeping operations, Bangladesh is still the top troop contributing country in the world.
 
CA is now in New York and will address the 63rd UNGA on September 26, 2008. In addition, he will attend high level meetings of the Commonwealth heads of government, on millennium development goals, on Africa's development needs and on malaria. He will have an interview with TIME Magazine and BBC as well as interaction with local media. His last year address to the UNGA on September 27, 2007, had some merit considering climate change issue and Bangladesh's participation in different UN organizations, but he repeatedly made an unqualified denunciation of the post-'90 political governments.
 
In his 15-minute address, he neither mentioned anything about the legacy of democracy in the country nor even a word about the glorious democratic struggles of the people in the pre-independence and post-independence days or about the victory of people's struggles against the military dictatorships and quasi-military rules in the 1960s, 1970s and 1980s.
 
But his recent address to the nation brought new inspiration in the march of attaining total development of the country's progress and prosperity. And people expect that he and many of the future leaders of Bangladesh will put more positives agendas in front of them or global community rather using any negative narrative for any matter that goes against national expectations or interests in future.

Yogi, do you really believe it? How was the caravans that passed by Medina
were looted? Who initiated them? Was it a religious act? How was the Sura
Anfal revealed?

Do we have a believer in Islam here in the guise of Muktomona. I would
suggest him to read "Islam and the West" and "Prophet of Doom". The first
book is the first reference in the Cambridge History of Islam, and the
second one is available free on the net.

How could a third rate article written by a third rate Maulana be translated
and posted by a person who even claims to be a liberated person?

[ALOCHONA] AWL & BNP will be the butter and Bread for Bangladesh

Dear All,
 
I have tried to keep up with the changes in Bangladesh politics for the last few months but it becomes worthless when nobody listen to anybody.  I have warned CTG for their consequence much before they have felt my suggestion and I am saying same thing to AWL that if they do not play with head,  they won't be power in future.  Now it's time to play with head, not with "Lathi and Boida".
 
I am urging AWL to include new blood in the system which make them more credible to lead Bangladesh in future.  Word "Change"  needs to bring into their head if AWl wants to be power in future.
 
I hope that all parties put new blood in the political system to bring this country the appropriate changes that are required for better future.

Dear All,
 
It seems to me that my prediction is correct again and again, and AWL will be in power in Bangladesh.  I just like to point out that it does not matter who wins but what does matter is how the winner runs the country.
 
I hope that AWL will able to run Bangladesh in constructive way with introducing new educated and competent blood into the system by providing nomination in the upcoming election.  I also believe that AWL can do a good job adopting new policies which will help 150 million people, not just few millionaires in the country.
 
We should support whoever wins in the next election.  This is the time to rally for Bangladesh in social, economic and education development.

I still believe that AWL will be in power if they abandon Lati and Boida mentality and work to help under developed country like Bangladesh.  I also believe that we need to be united around who ever win in the election in December 2008 for the sake of the country and her development.

Many of you might think that what the hack I am talking about,  or am  I taking any side?   This is my personal analysis after all the indications that are coming from Bangladesh.  People in Bangladesh have little option/choice but putting AWL in power in the next election.  People has lost confidence in BNP leadership what they have seen mountain of corruption particularly in last 5 years,  maybe earth has been shaken by their amount of corruption (for one case TK 50 Crore bribery,  this might be placed in world history).
 
AWL is not any different when we talk about corruption,  we can argue they did little corruption since they were in power for only 5 years.  Present situation is in favor of AWL if they have brain and they can use it properly.
 
Advice for AWL:
 
1) I hope that AWL will participate in the MP election without Hasina and they can win without Hasina in the next general election.  I predict that AWL will release Hasina from jail under amnesty even if she is convicted.
 
2)  AWL should bring new blood in their party providing nomination in various areas who will able to bring new thing in the table for Bangladesh. Atl east 25% of AWL candidates should be new energetic, educated,  understand international politics and economy to move this country forward.
 
3) Former and Current AWL supporters should move their attitude from Jihadist to liberal.  What I mean by Jihadist is that most of them can not think outside of the box and they can not take criticism from others.  Keep in mind that this is a power sharing situation in Bangladesh,  nobody is taking any food from your plate,  so take it easy,  have passions, respect others for their opinion,  be open minded to listen and take good things from others.
 
5) Once AWL is in power,  I hope that they will not spend next 5 years talking and working on who is the father of nation and who is not,  who is Rajakar and who is not,  let others branch of Bnagladesh Govt to take these issues as deemed necessary,  think ahead for Bangladesh, not just past. AWL should not start changing names of streets, airport etc, to Bonhgobondhu SK Mujib after they are in power again.  There are many real issues in Bangladesh like creating more jobs,  poverty reduction, increase the buying power of people, expand export industries,  increase electricity production,  drill more oil wells in bay of Bengal, build infrastructure etc.  I can go on and on...
 
5) AWL should not reverse all the CTG policies for their benefit and AWL shoul keep going with corruption drive if AWL really care about Bangladesh and its people. If AWL takes my advice, AWL can be a successful ruler in the next 5 years in Bangladesh to move this country forward.
 
Advice fro BNP:
 
1) I am predicting BNP will be divided in 2-3 parties.  I personally do not see any good leaders in BNP who can take the helm and move BNP forward.  I personally think that most of them shared corrupt money either a grass root leaders or ministers during BNP rule.  I personally lost confidence on them.
 
2) I do like former and current BNP supporters for their liberal stand and openness where they do not act like Jihadist, you know what I have meant.
 
3)  Khalida will be released from jail in February 2009 under AWL in power after she retire from the politics even if she is convicted on corruption (just my prediction)
 
Lets talk about honest candidates in the next MP election.  We argue that candidates should be honest but this is not enough for Bangladesh.  Next MP candidate have to be honest, educated, street smart too.  For example I can be the nicest man in the earth but if I do not help others.  My honesty will not bring any good to the society. 
 
In Bangladesh politics, honesty will not bring any food on the table if she or he does not understand international politics,  does not know what is good or bad policies,  what is the  vision of Bangladesh,  if she or he does not know how it influence other countries to give Bangladesh share in WTO, WHO, UN, etc.  So the bottom line is that we need honest candidates but also we need street smart, visionary, and love for Bangladesh.  If I put a high school teacher in politics , he is honest but he may not able to bring any new things for Bangladesh.  I hope that I was able to clarify my points.
 
Anyway  I have laid down my prediction for the next 14 months and I hope this will help others.  Don't take personally if I offend any parties,  this is just pure prediction and advice for Bangladesh.

[ALOCHONA] How You Feel As You Near 60

Dear Readers,

The following thoughts came to my mind as someone reminded me that I would shortly be 60 years old while sending me a list of commandments one should practice when s/he crosses 50. I sent them as my response to the person's e-mail. I could not resist the temptation of sharing them with you. Hope it will note bore you.

"Thanks for reminding me that I will shortly be 60. There is at least one ladder that I am climbing fast without knowing how many rungs are still there to climb. One day I will find I have reached the zenith of the ladder.

Aging is an inevitable process everyone faces, but one realizes where it's taking him/her to only when s/he is old enough. Time passes so fast that when you look behind you feel as if not long ago you were a small kid. You vividly recall the day you first went to school, the day your dad brought you a beautiful gift, which made you so happy, the day your dad took you to a football game or the day you were crying for something your parents could not afford to give you.

Then, you start recalling relatively more recent events of your life. The day you got your matriculation result, the day you acquired your highest college degree and the day you got your first job. It all comes to your mind like photo slides organized in chronological order. Your memory trail then takes you to the day you found your love of life, the day you were sitting in the altar of your marriage or the days you were bestowed with your children.

To make a long story short, one day you find your children are grown up and they have found their loves of life and it's time to get them married. You suddenly realize you have grown old. Your children are now passing through some of the same steps you have already crossed. The process of living a life is repeating itself.

As we get closer to 60, we realize that the time is around the corner for us to vacate the space we are occupying in this God's world to make room for the coming generation. We realize life is so short. We realize time indeed passes fast. We realize we are mortal. We realize what begins must come to an end. When the end will come is the only riddle that remains alive."

The Concept of Jihad in Islam

The word 'jihad' is derived from the root juhd, which means 'to strive' or 'to struggle'. It denotes the exertion of oneself to the utmost, to the limits of one's capacity, in some activity or for some purpose.  This is how the word is understood in Arabic grammar.

Because fighting against one's enemies is also one form of this exertion or striving, it is also sometimes referred as jihad. However, the actual Arabic word for this is qital, not jihad. Fighting with one's enemies is something that might happen only occasionally or exceptionally. However, jihad, properly understood, is a continuous action or process that animates every day and night of the life of the true believer. Such a person does not let any hurdle affect his life, including desire for gain, the pressure of customs, the demands of pragmatism, lust for wealth, etc.. All these things serve as hurdles in the path of doing good deeds. Overcoming these hurdles and yet abiding by the commandments of God is the true jihad, and this is the essential meaning of the concept of jihad. There are many references to jihad, as understood in this way, in the collections of sayings attributed to the Prophet Muhammad.

The present world is a testing ground, and its environment has been fashioned in such a way that human beings are constantly put to the test. In the course of this test, human beings are faced with numerous hurdles, to face which one must repeatedly suppress or sacrifice one's own desires or, in some cases, even one's own self. Overcoming these odds and facing all sorts of difficulties and losses but still remaining firm on the path of truth is the real and fundamental jihad. Those who remain steadfast in the path of this jihad will be blessed with entrance to paradise.

Jihad, in essence, is a form of peaceful action or activism. This peaceful activism can take the form of inviting others to the path of truth. The Quran advises us not to obey those who champion falsehood, and tells us to engage in jihad with them through the Quran. This means that one should respond to them by inviting them to the path of the truth, striving till one's utmost in this regard. The jihad that this Quranic verse refers to is not physical warfare. Rather, reference here is to intellectual and ideological activism. In short, it means refuting falsehood and advancing the cause of the truth [using peaceful means].

Qital, which is one form of jihad, involves physical warfare, but this also cannot be divorced from the issue of essentially peaceful jihad. If an enemy challenges one militarily or through physical force, one should still strive to the utmost possible to respond through peaceful means. Such means can be abandoned only when it is no longer possible to use them or when warfare becomes the only way to respond to the violence being unleashed.

In this regard, a statement attributed to Hazrat Ayesha [one of the wives of the Prophet] serves as a guiding principle. This statement is contained in the Sahih Bukhari, a book of traditions attributed to the Prophet. She said that whenever the Prophet was faced with two choices, he would always opt for the easier one. This means that he would prefer the easier option and would ignore the harder option. This principle of the Prophet applied not only to routine affairs of life but also to serious matters such as war, which is itself a difficult option. A reading of the life of the Prophet reveals that he never initiated fighting on his own. Whenever his foes sought to force him into battle, he would always try to seek some means to avoid physical fighting. He engaged in fighting only when all other options were closed. Thus, as the Prophet's practice reveals, offensive war is forbidden in Islam. Islam allows only for defensive war, and that too only when this becomes absolutely unavoidable.

In reality, in life one is always faced with the dilemma of making choices between different options. Some options are based on peace, others on violence. The accounts of the Prophet's life indicate that in every matter he preferred the former. A few instances from his life are in order to illustrate this fact:  

1.       Soon after being appointed as a prophet, he was faced with a choice between the two sorts of options. His mission was to end polytheism and to establish pure monotheism, belief in and surrender to the one God. The Kaaba in Mecca had originally been made as a centre for the worship of the one God, but by the time of the advent of the Prophet some 360 idols had been installed therein. Hence, one might think that in the Quran the Prophet should have first been instructed to purify the Kaaba of the idols and to remake it as a centre for monotheism. But had this been the case , this would have been tantamount to warring with the Qureish of Mecca, who enjoyed leadership among the Arabs precisely because they were custodians of the Kaaba. History tells us that [at this stage] the Prophet restricted himself simply to the spreading the message of monotheism instead of removing the idols from the Kaaba. This, in a sense, is a major instance of the Prophet choosing a peaceful, as opposed to violent, option.

2.       Choosing and abiding by the peaceful option, the Prophet carried on his preaching work for thirteen years in Mecca. Despite this, the Qureish fiercely opposed him, so much so that the Qureish elders plotted to kill him. Accordingly, they armed themselves with swords and surrounded his house. This was nothing sort of a declaration of war against the Prophet and his companions. However, guided by God, the Prophet decided not to retaliate militarily, and in the darkness of night he left Mecca and travelled to Medina. This journey is known in Islam as the Hijrah. The hijrah exemplifies the choice of the use of the peaceful option, instead of a violent option.

3.       The 'Battle of the Trench' is another example of the choice of the peaceful option by the Prophet. On this occasion, an army of the Prophet's opponents marched on Medina to attack the Prophet. This was an open declaration of war on their part. However, in order to avoid fighting, the Prophet arranged for a trench to be dug around the town. This served as a buffer against the attackers. Consequently, the Qureish army spent just a few days camped beyond the trench and then went back. Constructing the trench to keep off the invading Qureish was another example from the Prophet's life of choosing a peaceful, instead of violent, option.

4.       Likewise, in the case of the Treaty of Hudaibiyah. The Prophet and his companions wanted to worship at Mecca, but they were stopped by the Qureish chiefs at a place called Hudaibiyah and were asked to go back to Medina. The Qureish said that they would not allow them to enter Mecca at any cost. This was, in a sense, a declaration of war on their part. If the Prophet had proceeded with his plans of proceeding to Mecca to worship, it would have meant armed conflict with the Qureish. However, the Prophet chose not to go ahead. Instead, he peacefully accepted a one-sided treaty with the Qureish and returned to Medina. This is yet another example of the Prophet choosing the peaceful, instead of violent, option.

5.       This practice and preference was also evident when the Prophet finally took over Mecca.  On this occasion, he was accompanied by ten thousand devoted companions, who could easily have militarily defeated the Qureish of Mecca. However, here, too, the Prophet did not use physical force to capture the town. Instead, he quietly travelled, along with his companions, to Mecca and entered it.  This happened so suddenly that the Qureish were unable to make any preparations against them. Consequently, Mecca was won without any bloodshed. This, too, is an example of the choice of peaceful, instead of violent, means.

 

These examples suggest that not just in ordinary situations, but also in situations of emergency, the Prophet resorted to peaceful, as opposed to violent, means. As indicated above, in Islam peace is the rule and war is the exception, and that too only when it becomes unavoidable. Keep this principle in mind and survey the world today. Today's world is very different from the world of ancient times, when war was the rule and was commonly resorted to. Choosing peaceful means was very difficult. However, today the situation has completely changed. In today's world, resort to violence has become completely useless and undesirable, while the use of peaceful means alone is generally accepted. So acceptable has the peaceful option become that it has emerged as a powerful force in its own right. Today, one can press one's views peacefully, through use of the right to free expression, using modern communications and the media. These developments have made the peaceful option even more efficacious.

 

As mentioned earlier, the Prophet's practice indicates that when peaceful options are available, they should be used and violent means should be abstained from. In today's context not only are peaceful methods and options available in plenty, but also, owing to various supporting factors, they are much more effective. It would not be an exaggeration to claim that in today's world violent methods have not only become more difficult, but also, in practical terms, completely useless. In contrast, peaceful methods are easier and also much more effective. Peaceful methods have now become the only possible and efficacious option. In this context one can claim that violent methods have to be abandoned, or what in the language of the shariah is called 'mansukh' or abrogated. Now the followers of Islam have only one option to choose, and that, without any doubt, is the peaceful option, unless, of course conditions change so much that the directive needs to be changed.

 

It is true that in the past violent means were occasionally used but these were only under compulsion due to temporal factors. Now, because conditions have so changed that the compulsion no longer remains, the use of violent means is no longer necessary and is undesirable. Under the new conditions, only peaceful methods should be used. As far as the issue of jihad is concerned, peace is the rule and war has the status of only an unavoidable exception....

 

....According to a well-known principle of Islamic jurisprudence, rules change in the wake of change of time and place. This means that when the context changes one must seek to re-apply the juridical rule in accordance with and to suit the new context. This principle applies as much to issues of war as it does to other matters. This principle thus demands that violent methods be declared as abandoned and only peaceful methods should be given the status of being sanctioned by the shariah.

 

Contemporary 'Jihadi' Movements

 

Today, in various countries Muslims are involved in armed movements in the name of 'Islamic jihad'. However, simply by being called as a 'jihadi' movement by its leaders no such movement can be actually considered thus. No action can be considered as a legitimate jihad unless it fully meets the conditions as laid down in Islam. Those battles that are being fought in the name of jihad without meeting the conditions of jihad cannot be termed as jihad. Rather, they are fasad or strife [the opposite of jihad]. And those who are engaged in such activities will not get the reward [from God] of jihad. Instead, they will be considered worthy of punishment in God's eyes.

 

I have written extensively elsewhere about the various conditions necessary for qital or physical war to be truly considered as jihad. Here I wish to clarify just one point, and that is that jihad in the sense of qital is not a private act in the same manner as prayers and fasting. Rather, it is an act that is entirely associated with a state or government. This is clearly indicated in the Quran and the Hadith [reports attributed to or about the Prophet Muhammad]. For instance, the Quran says that in the face of intimidation by the enemy, individuals should not take any action on their own, but, instead, should turn to those in charge of their affairs so that the latter can understand the matter in a proper perspective and take appropriate and necessary steps. This means that individual members of the public cannot decide issues of war on their own. This is something left to the government to handle.

 

Likewise, a Hadith report states that the Imam or leader is like a shield, war is conducted under his control and through him safety is ensured. This means that war and defence must always be left to the rulers to manage....

 

...There is an almost unanimous opinion on this issue in the Islamic juridical tradition and almost no noted Islamic scholar has dissented from this. Hence, the [almost] unanimous opinion of the Islamic jurisprudents is that war can be declared only by an established government. Subjects or citizens of a state do not have the right to do so [...]Today, in various places Muslims are engaged in fighting with governments in the name of jihad. However, almost without exception, these are not really Islamic jihads, but, rather, are fasad or condemnable strife. None of these so-called jihads has been declared by any government. All of these self-styled jihads have been declared and are conducted by non-state forces and actors. If some of these violent movements have the backing of any Muslim government, this is being done secretly, while according to the shariah jihad on the part of a government must entail an open declaration. Without this, qital on the part of a Muslim government is illegal.

 

Today, the various violent movements in the name of jihad being engaged in by some Muslims are of two types: they are either guerrilla wars or proxy wars. Both sorts of war are completely illegal according to Islam. Guerrilla wars are unacceptable in Islam because they are led and conducted by non-state actors, not by any established government. Likewise, proxy wars are unacceptable in Islam because the governments behind them do not issue a formal and open declaration of war. This is not allowed in Islam.

 

Summary

Islamic jihad, properly understood, is a constructive and continuous process. It remains active throughout the life of a true believer. It has three aspects:

a.       Jihad-e nafs or the struggle against the baser self or the ego, against one's passions and wrong desires and to remain steadfast in one's commitment to lead the life that God wants for human beings.

b.      Jihad in the sense of striving, using peaceful means, to communicate God's word to all of His slaves, inspired by a compassion and concern for others, even if this is not reciprocated. This is the great jihad according to the Quran.

c.       The third form of jihad relates to confronting one's foes and to remain firmly committed to the faith under all conditions. In the past, this form of jihad in the past was basically a peaceful action, and so remains even today. In this sense, jihad, properly understood, is a peaceful struggle, not military or physical confrontation.
