Assalamu Alaikum.In most fundamentals relevant to fundamental faith and our main worldly concerns, you will find that great majority of scholars are on one side, there may be one or two exceptions. The real problem is not so big while you implement at state level.This was not a big problem in Khilafat period or Umayyad or Abbasi period or during Mughals or Usmanis.
