India wants to use country's two Inland Container terminal (ICTs)


After seeking permission to use country's two sea ports, India has now expressed its desire to operate two inland container terminals (ICTs) of Bangladesh, officials said Wednesday.(The Financial Express)

During the visit of Indian Commerce and Industries Minister Anand Sharma last Saturday, his team members requested Bangladesh to expedite the procedure for allowing them to operate the Khanpur ICT and the Pangaon ICT, sources said Wednesday.

"The Indian team members raised the issue in the meeting and requested us to resolve the matter as fast as possible," a senior government official told the FE seeking anonymity.

Shipping Secretary Abdul Mannan Howlader told the FE Wednesday that he sought specifications from Indian authority last month in this connection.

"Last month I sent a letter to India seeking specifications against their willingness to operate the two ICTs. Decision will be taken based on terms and conditions," Mr. Howlader said.

"Anyone can seek anything, but they may not get everything," he said while replying to a question.

Of the two ICTs, Khanpur terminal in Narayanganj is now being operated by the Bangladesh Inland Water Transport Authority (BIWTA) while the Pangaon ICT is under construction.

The BIWTA has recently floated tender to operate the Khanpur ICT through private sector. The tender will be opened on May 04. It will be handed over to private sector on first July.

The ICT, at present, mainly handles containers carrying cement clinkers and most of those come from neighbouring India.

The Khanpur ICT, started operation in 1981, has the capacity to handle some 60,000 TEUs (twenty feet equivalent units) per year and during the last fiscal it earned revenue worth Tk 36 million through unloading 1,100,000 tonnes of containers.

Established on an area of 9.36 acres of land the ICT has one jetty of 18,200 square feet (sqft) and two warehouses where unloading of containers is increasing by 30 to 40 per cent a year.

Construction of Pangaon ICT in Keraniganj is scheduled to be completed by next June and may start full fledged operation by the end of this year or early next year. After construction the ICT will be operated by private sector.

The ICT now under construction on 60 acres of land has a capacity to handle some 160,000 TEUs per year. It has one jetty with berthing facilities of two ships at a time.
