This is utterly unconscionable kuffr! The Qur'anic warnings of punishments are for us to take heed and be on our guard against committing sins. To mix this with scientific findings is ridiculous! It is also stepping into the fantasyland of knowing the unknowable, i.e. what collective sins of a particular group of people in a particular land Allah (s-w t) might consider punishable by a natural diasater.
Let us not pretend to be God! Let us be humans and follow Allah's directives to the best of our conscience and abilities.

It is very much alarming that seismologists at Columbia University, Dhaka University, Vanderbilt University, University of Minnesota, Queens College, and researchers in Germany, Italy and India predicted that the next earthquake and Tsunami will be in Bangladesh. One of the top scientific journal - "SCIENCE" - published an article (VOL 332) in last month (10 JUNE 2011) on this issue. The article is also attached herewith.

This will be a natural punishment due to our action and activities: "Say: 'He has power to send torment on you from above or from under your feet, or to cover you with confusion in party strife, and make you to taste the violence of one another'" (Al-Quran 6:65). "And whatever of misfortune befalls you, it is because of what your hands have earned. And He pardons much" (Al-Quran 42:30).
This punishment will must come: "And if the people of the towns had believed and guarded (against evil) We would certainly have opened up for them blessings from the heaven and the earth, but they rejected, so We overtook them for what they had earned. Are the people of the townships then secure from the coming of Our wrath upon them as a night-raid while they sleep? Or else did they feel secure against its coming in broad daylight while they played about (care-free)? What! do they then feel secure from Allah's plan? But none feels secure from Allah's plan except the people who shall perish." (Al-Quran 7: 96-99)
All the scientific measurements and actions can reduce the risk and losses, but cannot stop it except Allah's wish. "Evil has appeared on land and sea because of what the hands of men have earned, that He (Allah) may make them taste a part of that which they have done, in order that they may return" (Al-Quran 30:41). "And if Allah were to punish men for that which they earned, He would not leave a moving (living) creature on the surface of the earth; but He gives them respite to an appointed term, and when their term comes, then verily, Allah is Ever All-Seer of His slaves" (Al-Quran 35:45). "Except those who repent and believe (in Islamic Monotheism), and do righteous deeds; for those, Allah will change their sins into good deeds, and Allah is Ever Oft-Forgiving, Most Merciful" (Al-Quran 25:70).
May Allah save us and allow us to realize the truth.
