Govt set to launch massive campaign

The billboards grabbed for inscribing success stories of the government are just the beginning of a massive countrywide campaign of the ruling Awami League ahead of the next parliamentary elections.
People are likely to see the massive publicity and campaign of the government from next month.
The campaign to be spearheaded by the information ministry under a project titled "Special Mass Awareness Campaign on Development Activities" is set to begin in mid-September through a weeklong fair in Dhaka.
Supported by all the ministries, the campaign would be launched in different forms like road show, fair, photo exhibition, documentary screening and cultural functions to make people aware of the four-year development work and the Vision 2021.
Unlike other schemes, there is no fixed budget this time as the project would be implemented by taking sponsorship.
The advertisements that have been slapped on the billboards in the city are not a part of the project but a part of the government's campaign, sources in the information ministry said.
Prime Minister and Awami League President Sheikh Hasina is expected to kick off the mega campaign by inaugurating the fair.
Seven motorcades carrying different slogans and success stories would start marching across the country from the day of inauguration.
A three-day fair would also be organised at every district. Apart from that, banners, leaflets, posters and festoons would be distributed and documentaries would be screened up to village level.
Apan Communications, a company owned by Ruhul Amin Bhuiyan Arif, vice-president of BNP's cultural wing Jatiyatabadi Samajik Sangskritik Jote, was awarded the project through a bidding process.
As per the project, there would be a colossal inauguration and closing function of the campaign to be held in Dhaka.
"The date of the inauguration will be fixed depending on the prime minister's consent," said Director (Publications) of the Directorate of Communications Sachindra Nath Halder.
He said the fair would host stalls of different ministries and projects highlighting success and ongoing development projects of the government.
On the budget of the project, Sachindra said the government had floated a tender as per which the winning bidder would manage sponsorship for the job.
Sources in the information ministry said a few influential ruling party leaders were involved in the project who would implement it by taking sponsorship from various sources including state-owned banks, insurance companies, business houses and individual donors.
The ruling party lawmakers would also take initiatives to collect fund for the campaign in their respective constituencies, they added.
A 13-member central committee has been formed comprising the information minister and the information secretary as the advisers to carry out the campaign successfully.
Similar committees have been formed at district and upazila levels headed by the deputy commissioners and the upazila nirbahi officers respectively.
The city corporations, police department, Bangladesh Television, Bangladesh Betar, civil surgeons, district and upazila education officers, press clubs and reporters' unities and Shilpakala Academy would also be involved in the campaign.
In addition, the information ministry has chalked out a three-month-long campaign which is expected to start in October. Seminars, discussions, photo exhibitions and screening documentaries would be held under this plan to be carried out by the Directorate of Communications with government funding.
"The Department of Films and Publications has prepared more than 100 documentaries highlighting different projects and success stories of the government," Sachindra Nath Halder told The Daily Star.
A ruling party activist, who was involved in pasting adverts on the billboards, said the massive campaign had already started with the billboards now displaying in the capital under an "unofficial plan".
He said similar advertisements would also be displayed in Chittagong and other major cities in the coming weeks.
