Zia proclaimed himself to be the chief executive of Bangladesh in his first declaration/proclamation (27th of March) from shadhin bangla betar kendro (kalur ghat) . His proclamation lasted until March 30th, until a new accomodative declaration was transmitted again, even in that Zia did not mention about a pice of paper (Hannan was talking about). First declaration was transmitted many times by Belal Mohmmad/Hannan without any hesitation until that evening. Therefore, for a brief period of time Zia was the Chief Executive of Bangladesh until Mujib Nagar proclamation had a chance to make another proclamation making Sheikh Mujib President in absentia. In a hostile environment, proclamation is the only way of assuming responsibility. President Yahya Khan assumed power through a martial law proclamation and you all claim him as a president. In fact, all the parties of the then Pakistan accepted him and participated in the election under LFO (legal frame work, which was nalso a proclamation), as there was no valid constitution then as 1962 constitution was abrogated by Yahya. History is history. Zia filled-in the void of that juncture of Bangladesh infancy. Courage, determination and integrity along with a distincitive path is needed to do that, and he showed that not only at that moment but time and again.
