In my view – it is not so much important to find the exact meaning of secularism, because interpretation can be different in different culture and language. For example – secularism in Bengali is 'Dhormo-niropekhota,' which is a compound word of 'Dhormo' and 'Niropekhota.' We all know the meaning of 'Niropekhota.' It means – giving equal treatment to all subjects, as Dr. Bain has said, which in this context will be – giving equal treatment to all religions.
The question is not the meaning of the term 'Dhormo-niropekhota,' the question is - how to achieve this objective. Can parents give equal treatment to their children? I am not sure, but they all try. Therefore, we should be fine, if our goal is to try to give equal treatment to all religions. How do we do that?
Western countries have accepted separation of state and religion as a practice of secularism (Dhormo-niropekhota). Under this system, all state run functions will be religion-neutral. We should be more than satisfied with this definition of Dhoro-niropekhota in Bangladesh. This system is not perfect, but there is nothing better available in the world today.

Let us declare, LOUD and CLEAR -- Secularism does NOT mean anti-religion :
(1) There must be Constitutional Secularism in order to guarantee religious freedom to ALL citizens
(2) Hence, Secularism is the MOST RELIGION-FRIENDLY state policy
(3) The best practice of secularism throughout a millennium has been in the Indian subcontinent, not in Europe
(4) Islam being the youngest, it is the most secular religion among the 3 Abrahamic religions
(5) Hence Secularism is natural policy for a Muslim majority country like Bangladesh where there had never been any state-imposed State Religion ever in its thousand-yr history.
