Here are two definitions of secularism from Dictionary.com:
 
1. Secular spirit or tendency, especially a system of political or social philosophy that rejects all forms of religious faith and worship.
2. The view that public education and other matters of civil policy should be conducted without the introduction of a religious element.
 
And here are two definitions of secularism from Merriam-Webster dictionary:
 
1. The belief that religion should not play a role in government, education, or other public parts of society.
2. Indifference to or rejection or exclusion of religion and religious considerations.
 
So, Shah Abdul Hannan is basically correct in the first two paragraphs.
 
However, his statements of secularism giving birth to fascism and ultra-capitalism and causing the world wars are total nonsense.
 
Having said that, I think a lot people who claim themselves to be secular are actually confused. Many of them are not secular, and I call them religion-neutral, in terms of their thoughts of how the state should be run. I have no doubt, for example, that Sheikh Mujibur Rahman wanted Bangladesh as a nation to be religion-neutral, not secular. "Dharmanirapeksata" does not really mean "secular"; it means "religion-neutral."
 
In any case, I am "secular", and for "secularism"; but would be quite comfortable with "religion-neutral." I dislike religious "superstition" and "innocent stupidity"; and I despise "religious hatred."

In my view, there are two groups of Muslims – 1) people who believe - Islam as a complete code of life, meaning it encompasses religious, social, judicial, and political codes, and 2) people who believe Islam as a religion.

People belonging to the first group will find secularism incompatible with Islam. In their view, state should be run by Islamic complete code alone. Under such system, equal treatment to any other religions is incomprehensible.

But, to people who subscribe to the view of Islam as a religion, they will have no problem with secularism. I believe - majority in the Muslim world belong to this group.

Dr. Hannan belongs to the first group of Muslims. His view of Islam just won't permit equal treatment to other religions. No other explanation is needed to understand his view of secularism.

Trying to make secularism as anti-religious/communist faith is an overstress of the truth.

                                                          (3) The best practice of secularism throughout a millennium has been in the Indian subcontinent, not in Europe

বাংলাদেশে সেকুলারিজমের অনুবাদ করা হয় 'ধর্মনিরপেক্ষতাবাদ'। কিন্তু এ অনুবাদ সঠিক নয়। ধর্মনিরপেক্ষতাবাদ কথাটি সেকুলারিজমের প্রকৃত তাৎপর্য প্রকাশ করে না। এতে বিভ্রান্তি সৃষ্টি হয় এবং জনগণ প্রকৃত বিষয়টি বুঝতে পারে না।

ধর্মনিরপেক্ষতাবাদের প্রকৃত তাৎপর্য হলো, রাষ্ট্র ও শিক্ষাকে ধর্ম থেকে বিচ্ছিন্ন করা। সেকুলারিজমের উদ্ভব হয়েছিল এনলাইটেনমেন্ট আন্দোলন বা 'বুদ্ধির মুক্তি' আন্দোলনের মাধ্যমে। অষ্টাদশ শতাব্দীতে এ আন্দোলন শুরু হয় ফ্রান্সে এবং ইউরোপের আরো কিছু দেশে। এটা ছিল ধর্মের বিরুদ্ধে আন্দোলন। তাদের মূল কথা ছিল দু'টি। প্রথমত, ন্যাচারালিজম (Naturalism)। অর্থাৎ সৃষ্টি প্রাকৃতিকভাবে হয়েছে। এখানে 'স্রষ্টা' বলে কোনো সত্তার ভূমিকা নেই। অর্থাৎ এটি স্রষ্টাকে অস্বীকার করারই শামিল। দ্বিতীয়ত, রেশনালিজম (Rationalism) বা যুক্তিবাদ। অর্থাৎ মানুষ জীবনে চলার ক্ষেত্রে যুক্তির ভিত্তিতে চলবে, স্রষ্টা বা ওহি বা ধর্মগ্রন্থের নির্দেশের ভিত্তিতে নয়। এটাও নাস্তিকতারই নামান্তর। এ দু'টি ছিল এনলাইটেনমেন্ট মুভমেন্টের মূল কথা। এ চিন্তাধারারই প্রায়োগিক বিস্তার ঘটেছে সেকুলারিজমের নামে। কোথাও এর প্রয়োগ নাস্তিকতার রূপ নিয়েছে; যেমনÑ রাশিয়া, চীন ও কমিউনিস্ট দেশগুলোয়। অন্যান্য দেশে এটা রাষ্ট্র ও শিক্ষাকে ধর্ম থেকে বিচ্ছিন্ন করার মাধ্যমে রূপায়িত হয়েছে; যেমনÑ যুক্তরাষ্ট্র, ফ্রান্স, যুক্তরাজ্য ইত্যাদি। এসব দেশে সরকারি কিংবা সরকারি সাহায্যপ্রাপ্ত কোনো শিক্ষাপ্রতিষ্ঠানে ধর্মশিক্ষা দেয়া হয় না। তবে প্রত্যেক ধর্মীয় গোষ্ঠী তাদের নিজের অর্থে নিজস্ব শিক্ষাপ্রতিষ্ঠান চালাতে পারে। যুক্তরাষ্ট্র ও যুক্তরাজ্যে তা করাও হয়। ভারতের শিক্ষাকে ধর্ম থেকে বিচ্ছিন্ন করা হয়েছে। সরকারি কোনো স্কুলে ধর্মীয় শিক্ষার সুযোগ নেই। তবে বেসরকারি স্কুল ধর্মশিক্ষা দিতে পারে। তবে তারা সরকারি সাহায্য নিতে পারবে না।

বলার অপেক্ষা রাখে না যে, এ ধরনের ব্যবস্থার সাথে ইসলাম বা কোনো ধর্মেরই কোনো সম্পর্ক নেই। কোনো ধর্মই এ ধরনের ব্যবস্থা সমর্থন করে না। ইসলামের কথা বলতে গেলে বলতে হয়, রাসূলুল্লাহ সা: নিজেই মদিনায় ইসলামি রাষ্ট্র প্রতিষ্ঠা করেছিলেন, যার আইন ছিল ইসলামি শরিয়াহ। খেলাফতে রাশেদার সময়ও রাষ্ট্রের ভিত্তি ছিল ইসলাম ও ইসলামি আইন। একই কথা সত্য উমাইয়া, আব্বাসি ও উসমানি খিলাফতের ব্যাপারে এবং মোগল রাষ্ট্রের মতো রাষ্ট্রের ক্ষেত্রেও। আল্লাহ হচ্ছেন মালিকিন নাস (মানুষের শাসক, সূরা নাস) এবং মালিকাল মুলক (রাষ্ট্রের মালিক, সূরা আলে ইমরান)। কোনো মুসলিমই আল্লাহর চূড়ান্ত ক্ষমতা অস্বীকার করতে পারে না।
সেকুলার ব্যবস্থা বিশ্বে কম-বেশি দুই শ' বছর ধরে প্রতিষ্ঠিত আছে। এতে তেমন কোনো কল্যাণ হয়নি। সেকুলারিজমের গর্ভ থেকে কমিউনিজম ও ফ্যাসিবাদের উদ্ভব হয়েছে। এসব মতবাদ মানুষের কোনো কাজেই লাগেনি। সেকুলারিজমের কারণেই উগ্র পুঁজিবাদের জন্ম হ�
