Agree with the first sentence but not with the rest. Zia as a military man grabbed the power illegitimately and hence, his rule will always be considered as an illegitimate one no matter how we try to portray him for the history. Zia was basically forced to legitimize himself with an election like many other dictators of that era. He was not an exception, period. With Zia calling for an election, it would be absurd to think that people had any real choice than electing him as the strongest man of the country. He created his own party and he invited other parties to get into the political arena- just to get more credibility for his own aim and ambition. He followed the cook book recipe. Had he not been killed, we might have known the man better and measured him more accurately. But that was not to be.
Despite my cynicism, I would call him a good administrator. I can't say whether Zia would have become a true Jeffersonian democrat? Probably not!
