The above statements sound like a typical police response in Bangladesh, police usually arrives in the crisis area after everything calms down. I haven't heard of police ever protecting any civilian; police only protect powerful people. 
There is another possible explanation; assassins may have acquired blessings of those on duty police constables to look the other way, while they prey on their victims.

The multiple layers of security and safety arrangements in Book Fair area was just a tall talk of the government. We did not see any correlation between the security plan (as per the hyperbolic oratory of the people in the government) and the implementation of the same on the ground. The law enforcement agency people were not far away from the spot. Despite the proximity of the police force, they did not go after the killers of Dr. Avijit Roy. They did not even come forward to protect the victims. All these were revealed by Dr. Avijit's wife, who was disparately looking for help after the attack. The police force, who were stationed near the spot should be disciplined for the utter negligence of their duty.
