[mukto-mona] Re: [labd-community] Saima for ensuring more participation of autistics in every sector

My Comment:

Ms. Saima should be honored by the Prime Minister for her contribution towards the autistics childred of Bangladesh.
New full Ministry can be created under Saima's leadershi with a rank of full Minister. Special budget should
be allocated to this Ministry to improve the quality of our Autistic childredn. More student should receive training from
developed World in "Speech Therpy". In USA and other developed World Speech Thersapists are available in most schools.
We dont have enough qualified Speech Therapist to help the Autistic childrens.
All districts should have one government school where Autistic Childrens will receive apprpriate education without any cost.
Government will provide the expenses. UNIICEF can be a good source of funding..
Autistics childrens  must have rights to be grown up like regular children.
Ms.Saima is the champion for the Autistics childrenms of Bangladeshj. I deeply apprteciate her good work.
She has no political goal other than to help the distressed childrens of Bangladesh.

Chairperson of the National Advisory Committee on Autism in Bangladesh and renowned child psychologist Saima Wazed Hossain has put emphasis on ensuring more participation of the autistics in every sector including education, health, employment and social service to build an inclusive society.

“An inclusive society could be built through ensuring more participation of the autistics in every sector including education, health, employment and social service and involving them in the decision-making process,” she said.

Saima expressed this view while participating in a discussion on “Science, Cooperation and Answer for World Autism Community” organized by the Economic and Social Council of the United Nations at the UN Headquarters in New York on Thursday evening, according to a message received here today.

While highlighting the steps to be taken by the world in the field of autism, she also laid stress on ensuring inclusive development through cooperation, ensuring service for the entire life, undertaking country-based multisectoral and tier-based plan, implementation of sustainable and cost-effective work strategies and removing discriminatory system.

“Ignorance and superstition, limited service, lack of quality training of the service providers and social and economic isolation have been identified as a big challenge in the developing countries in facing the autism spectrum disorder”, she said.

In a power point presentation on “Multi-faceted Strategies on Autism in the Developing Countries” Saima Hossain, also the daughter of Prime Minister Sheikh Hasina, said work on autism awareness and service formally started in Bangladesh through the South Asian Conference on Autism held in Dhaka in 2011.

Spelling out the Bangladesh government’s steps for the welfare of the people with disability, Saima said the government has undertaken a five-year plan on autism awareness, social inclusion, education, training and research.

She said autism awareness, its early detection, service and rehabilitation are being done in a coordinated way through the National Steering Committee on Autism, National Advisory Committee and Technical Directives Committee.

“As many as 13 ministries are working simultaneously to this end,” she said, adding after identifying the challenges those are being implemented in a coordinated manner by adopting sustainable strategies.

She said the government has enacted "Disabled Persons Right and Protection Act, 2013" and "Neuro-Developmental Disabled Protection Trust Act, 2013" for the welfare of the persons with disabilities.

“Technical partnership is being built with different local and foreign organizations, while committees have been formed for providing services on education, health and legal matters,” said Saima.

She said work strategies are being executed in seven sectors. “These are empowering and educating the parents, identifying policy and legal structure, coordination of cooperation with different public and private organizations and the parents, building up skilled professionals and boosting capacity through providing more training to them, involving autism with the existing public health, education, employment and training, inclusion of the autistics in the long-term social safety net and round-the-clock monitoring and research,” she said.

To execute the gigantic task, she said, a six-tier programme is being implemented where from the community health workers to universities, trade and industrial organizations have been involved.

Saima also projected the progresses that were achieved due to these steps. These included setting up of the “Centre for Neurodevelopment and Autism in Children” at Bangbandhu Sheikh Mujib Medical university and “Educational and Counseling Psychology” at Dhaka University.

Besides, she said, an education and training institute has been launched for the autistics and arrangements have been made for providing training to the community health workers, teachers, trainers, doctors, service providers and the parents.
