The Van Hallen Belts is like ear lobes of the
Earth. There is possible path to avoid the belts by looping north south. Also the strength of the belt is not not uniform and if the satellite travel for few hours through that, it may be possible to sheild human from X-ray radiation for all practice purposes.
The video raising X radiation, is probably exaggerating the of radiation level by several thousand times. The flights from Norway and Greenland most likely routinely fly through the belt, these are my opinion drawn from checking the map of those belts.

NASA probably so many similar questions, now it is irrelevant topics for them to deny or confirm.In early 70ties it was a big sport in Mid East to prove the land was hoax.
