Yes, I totally agree with that attitude. No need to apologize for another lunatic as long as one disassociates with his/her acts and philosophies. However, if these acts are being perpetrated in regular intervals in the name of one religion, law enforcement will target suspects from that community until the disease is totally cured. Obviously, Dalailama's followers would not be targeted for very good reason.
