why not let the first hand convicteds be responsible and compensate? then let them find whom to charge for inspiring them to initiate the chaos. accusing 'all in the chain' will result in a 'never ending story'

Well, the destrcution is enormous too as well, and all above mentioned should take equal responsibility for it.If such thing happens, we would see miracle in our political culture. And general public would be relieved from paying from their own pocket to established other guys political ambition/ideology.Musfique
