As a professional civil engineer (worked in both Govt and private big and medium size organization and offices, in Bangladesh, New Zealand and Oman), I found the rejoinder, explanation, information and statement of the Ex Communication Secretary is logical and realistic!
I have also evaluated many big international tenders (in my professional life of more than 30 years) and know the modern practice of selection of consultant and contractor for big projects like this. The selection criteria are not the lowest bidder only (Now day, Technical parts contribute more for getting contract. Financial part contributes 35 % to 25% of total selection weight, depending on the nature value and type of the contract)!
Moreover, this Evaluation Committee (EC) on Padma bridge was headed by one of the best, honest and sincere Civil Engineer not in Bangladesh but also in the world, my direct teacher in BUET, Ex Adviser of Caretaker Govt with Justice Habibur Rahman, Ex VC of BRAC University and now also VC of a Private University - our most respected Dr. J R Choudhury Sir - he never bows his head and principle to any undue pressure, greed and never compromised with any corruptions in his life!
Dr. J R Choudhury Sir was also in Jamuna Bridge project evaluation committee.
Another member of the evaluation committee on Padma Bridge, also my direct teacher in BUET, now VC of BRAC University respected Dr. I Nishat Sir - he is also a very honest, straight forward and sincere man!
As far as I know those Minister, Secretary were not in the Evaluation Committee (EC) on Padma bridge – so they cannot give directly do any favour (marks or weight) to their 'desired' party!
Only thing they can influence-request-pressure Dr. J R Choudhury Sir, Dr. I Nishat Sir and other members of the Evaluation Committee (EC)!
Then complain for corruption or persunig should FIRST come from Dr. J R Choudhury Sir, Dr. I Nishat Sir and other members of the Evaluation Committee (EC) then from others
Rather the Evaluation Committee (EC) completed the evaluation on the basis of "Technical and Commercial" criteria and evaluated this SNC-Lavalin as number one (All news paper has quoted this except the notorious Prothom Alo) and others companies in order .
So, it is very clear that neither the then Minister of Secretary or any other person did not influenced or bribed the Evaluation Committee (EC) to get the consultancy or construction work!

Ambassador & HC of 4 countries also pursued govt to get the work – which is very normal!
The Royal Canadian Mounted Police (RCMP) raided a SNC-Lavalin office in Oakville, on, last September at the request of the World Bank and collected some documents from their office. Canadian police have also not mentioned any name in their investigation report. Rather RCMP told that,
"Ramesh Shah, 61, of Oakville and Mohammad Ismail, 48, of Mississauga are accused of trying to bribe officials in Bangladesh. Shah had been a vice-president and Ismail was director of international projects at SNC-Lavalin in Toronto."
"No money actually changed hands but the accused are alleged to have violated the Corruption of Foreign Officials Act."
World Bank was pressing the evaluation committee to enlist a company for the construction:
Dr. J R Choudhury Sir, head of the Evaluation Committee (EC), informed in the TV and other medeia that rather World Bank was pressing the evaluation committee to enlist a Chinese company for the construction.
Dr. J R C Sir blamed the World Bank for giving them (EC) undue pressure and to consider a Chinese construction company for enlistment. That Chinese company gave some false document and identified by Dr. J R C Sir and was –disqualified twice by the evaluation committee (EC)!
But, most unfortunately, our TV, media and journalist never focus on these – rather they want to undermine Bangladesh and Bangalee – by blindly supporting illogical and irrational blames of the World Bank
"Sellukas", really "Sellukas" our TV, electronic media and journalist!
Is this the "freedom of press" or "misuse of press freedom?"
See the (false) report on demanding so called 10 % commission and subsequent vigorous protest (for publishing false news) on the daily Prothom Alo news report by concerned people - and comments about so called 10 % commission demanded by Ex Communication Minister, Mr. Abul Hussain, Ex Communication Secretary and others!
The daily Prothom Alo and few other dailies of Bangladesh made some false news on 10 % commission - asked by the then Communication Minister and concerned Secretary.
Later on both of them protest that incorrect news.
