Children are tortured by inflicting blood-letting wounds which is a federal crime in the USA and many western nations in which situation normally Govt. would arrest parents and takeaway those victimized children in the state custody. They will break all age-old laws of the country only to accommodate Islamic jihadi rituals of all types.
