You cannot be sure whether nonbelievers will be ethically and morally sound but
you can be almost sure believers cannot be so because they follow proven disastrous
principles as their guidance.

Is there any guarantee that a nonbeliever will be ethically and morally sound? If there is no such guarantee, the hell would be most hellish.

Sorry !  If the believers are going to heaven atheists would prefer to go to hell to live
in peace.  Heaven full of believers will be worse than hell.
